Resumen
The purpose of this study was to determine the role of Police-community partnerships in promoting community relations with a case of three sectors, which are Nyabimata, Ruheru, and Muganza that were selected from the list of 14 sectors in Nyaruguru district. The study objectives were; to determine the role of information sharing between RNP and Community in promoting community relations, to examine how the fight against gender-based violence by RNP has promoted community relations, and to explore the role of a fight against organized crimes by RNP in promoting community relations in the selected three sectors of Nyaruguru district. The study applied mixed methods, which consisted of quantitative and qualitative methods to collect and analyze data. Data was collected from a sample size of 384 community members, 6 local leaders, and 15 police officers using questionnaires and interviews respectively. For data analysis, descriptive and inferential were used that consisted of frequencies, percentages, mean, standard deviation, correlation, and regression for quantitative data, and content analysis was used to analyze qualitative data from interviews. Findings revealed that there was a negative significant correlation between police-community information sharing and community relations (r= -200** P= 0.05) and a positive significant correlation between Police fight against GBV and community relations (r= 0.136**P= 0.05). There was no significant correlation between Police fight against organized crimes and community relations (r= -010**P= 0.05). The value of adjusted R-square is 0.0336 meaning that all the independent variables included in the model explained 33.6% of the dependent variable, which is community relations indicating that the model adequately fits the data. The strength of the model is further reconfirmed by ANOVA which indicates that P-value of 0.000 at a 95% level of significance. Therefore, it is concluded that police-community partnerships significantly influence community relations in the Nyaruguru district. The study recommended based on regression findings that the police should continue engaging in various community partnerships aimed at promoting community relations. Resumen
Recent controversies over police use of force in the United States of America have placed a spotlight on police in Western nations. Concerns that police conduct is racist and procedurally unjust have generated public sentiments that accountability must be externally imposed on police. One such accountability mechanism is body-worn cameras (BWCs). Optimistic accounts of BWCs suggest that the technology will contribute to the improvement of community–police relations. However, BWCs address consequences, not causes, of poor community–police relations. We argue that the evolving visibility of police associated with BWCs is double-edged, and suggest that the adoption of surveillance technologies such as BWCs in the quest to improve community–police relations will fail without a simultaneous commitment to inclusionary policing practices (such as community policing strategies, community and social development, and local democracy). We outline two initiatives that optimize BWCs by promoting these simultaneous commitments.

Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

Police officers’ views about police-citizen relationships are shaped not only by opportunities to interact with community residents during normal police work but also in part by efforts due to the larger police mission of encouraging and supporting such attitudes. In recent years, police in different countries has shifted from the traditional reactive form of policing towards community-oriented approaches. Hence, the purpose of this paper is to explore police officers’ views of citizen-police relationships and community policing in Durban, South Africa. A qualitative research approach was adopted, to explore such perceptions in the study area. The findings collected through semi-structured interviews with the South African Police Services personnel suggested that police officer were dissatisfied and at best ambiguous about citizens’ participation in crime prevention activities or support for the police in a township dwelling. However, in a suburban area, the perceptions marked an improvement in their attitudes on various dimensions. These include officers’ views about the overall police mission, increased emphasis on service-oriented policing in contrast to a law enforcement approach, support for community policing, perceived citizens’ willingness to cooperate with the police in crime prevention activities, and decreased cynicism about citizens. These findings suggest confidence in the utility of community policing ideas.

The study of police public relations is a new phenomenon that has been rising lately. Indeed, along with the growth of modernity, increasing disputes, the need for convergence, and the community environment, there have been increasing demands from the public for the police to make changes in their actions and attitude when dealing with the community. This research uses qualitative methodology as it explores activities carried out by police institutions. Hence, the a case study is a right research method because this research explores the government’s agency, especially within public policy. The research result shows that to complete this job correctly, the police need public support, and to maximize this support, the police need the functions of police’s public relations at all levels, from the National Police Headquarters to the District Police.

Resumen
This thesis explores the current police-community relationships in Kuwait where no previous research on this particular topic is known. Therefore, the overall goal of this thesis is to both describe the current relationship between the Kuwaiti police and the community and, based on the results, provide suitable recommendations to help forge and maintain positive relations. In order to accurately illustrate the current relationship, this thesis utilises three major theoretical concepts: the co-creational approach (relational approach and community theory), systems theory, and social exchange theory. Habermas’s Theory of Communicative Action (TCA) was also discussed to shed light on the power dynamic of the police-community relationship. Although these theories differ in their approach, they present the public relations approach through a shared focal point – relationships, which is the primary focus of this research. In a qualitative approach, twenty-two participants were interviewed and their answers coded and transcribed. Particular attention was paid to the sampling of interview participants through the use of the qualitative sampling techniques of quota and purposive sampling. In the analysis of data, three themes, Faith, Communitarianism, and Optimism represent an important and special context for the public relations theorist. They contribute to our understanding of public relations in the context of Kuwaiti police-community relations. Furthermore, the relational elements of trust, satisfaction, control mutuality and commitment are integrated with the three aforementioned themes. This analytical framework strengthened the analysis by adding a comparative and universal perspective. The main findings of this research are the key attributes affecting the police- community relationship in Kuwait, such as trust, satisfaction, commitment, control, mutuality, and the worldviews through which the participants regard the police: Faith, Communitarianism, and Optimism. Furthermore, the implication of this thesis goes beyond that of the police-community relationship in that country. It also provides a thorough discussion regarding 1) public relations theory and practice, and 2) a thematic analysis of the Kuwaiti police. This thesis adds to public relations theories as it extends the body of knowledge of public relations to a specific context of police public relations in Kuwait. This will help to round-out existing police PR data, especially by adding a Middle Eastern and Arabic perspective to otherwise Western theories (e.g. relational, community, systems and social exchange). Furthermore, this thesis demonstrates how environmental factors (Kuwaiti history, culture and economics) influence organisation-public relations. This thesis explores an essential area for Kuwaiti police that has not been explored before. Through the investigation of interview data, this thesis provides a snapshot of the current police-community relationship, highlighting important issues that are obstacles to a better police-community relationship. The most salient two are (1) police force behaviour, and (2) the organization's communication style. It is recommended that Kuwaiti police should adapt the community policing approach. This thesis proposes that adapting the community policing approach will help to improve behaviour and communication styles by addressing root issues. This adjustment will require the police organisation to adjust its goals and mission so as to become aligned with that of the community's goals and mission.

There has been a significant amount of attention refocused on problems surrounding police and communities of color. The most consistent remedy identified has been reforming police departments, which is an organizational-level solution. However, only minimal strides have been made in empirical research to understand the organizational correlates associated with police-community relations. Thus, this research investigated the impact that police departments’ organizational and managerial characteristics have on police-community relations. The key contributions of this research to the literature are three-fold. First, a composite indicator of police-community relations was developed by compiling a large nationwide dataset of local police-departments. This multidimensional indicator includes citizen complaints, police use of force, assaults against police officers, and civilian deaths by police. Second, the role that specific organizational characteristics—community-oriented policing, passive representation, professionalism, and control mechanisms—have on police-community relations was estimated using ordinary least squares regression analyses from over 250 police departments. The findings portrayed that only specific (and very few) organizational and managerial characteristics of police departments impact police-community relations. Specifically, police departments that had formal partnerships with the community, dedicated beat patrol officers, and minority representation were found to have lower levels of use of force. Police departments with higher numbers of officers dedicated to problem-solving activities in the community had lower levels of citizen complaints; in contrast, departments that were more formalized had higher levels of citizen complaints. Lastly, to understand the causal mechanisms undergirding organizational factors and police-community relations, an in-depth case study was conducted in Hartford, Connecticut. The case study included (a) 88 interviews with police officers, public officials, and community leaders, (b) 67.7 hours of participant observations, and (c) a review of secondary sources. A thematic content analysis of the data underscored the importance of police departments cultivating soft skills, investing in human resources, and being intentional about engaging the community. Specifically, police departments can influence police-community relations by impacting the level and quality of service provision and/or officer attitudes and behavior. Taken as a whole, this study adds to the knowledge base of organizational behavior, public management, and policing studies while also providing implications for policy and practice.

In February 2005, riots involving local youth against police erupted in Macquarie Fields following the deaths of two local young men who were in a stolen vehicle being pursued by police. The riots at the time were dismissed by the serving Government, the Opposition, NSWP police management and sections of the media, as merely a handful of young thugs behaving poorly. However, subsequent media coverage, political debate recorded in Hansard, academic literature and the findings of the Standing Committee on Social Issues (2006) revealed discontent amongst some residents concerning the behavior, attitudes and inconsistent actions of Macquarie Fields police. This study, through interviews conducted with government and non-government service providers servicing the Macquarie Fields community and interviews/observations conducted with Macquarie Fields police participants, examined perceptions held by Macquarie Fields police concerning their accountability and partnership with the community. It sought to discover whether police-community programs implemented following the 2005 riots impacted upon police perceptions of accountability to the community and led to improved relations between police and community. Findings indicated that despite the attempts of Government and police management to improve relations between Macquarie Fields police and community, the relationship remained problematic. Police participants were found to hold variable notions of accountability and partnership towards the community. This combined negatively with the primary crime reduction strategy of ‘stopping searching and moving on’ local youth socializing in public places, which was reported by community service respondents as being conducted by younger inexperienced police in an adversarial manner.

This study examined the impact of four categories of variables (demographics, neighborhood context variables, contact with the police, and vicarious influence variables) on juvenile perceptions of the police and police services. Data analyzed in this study were collected as part of a larger research evaluation that examined the impact of law enforcement efforts in relation to violent crime. Students from one middle school were surveyed. Statistical analysis consisted of a series of One-Way ANOVA tests and several ordinary least squares regression (OLS) models. The study found significant results for both dependent variables within all four categories of independent variables. Policy implications and suggestions for further research are discussed.

Strained relations between law enforcement and the American Black community has long been an issue of grave concern. A greater public light on the deaths of unarmed Blacks has heightened tensions, and increased fear among Black families that they are susceptible to experiencing separation and loss of relatives as a result of police violence. The present study explores existing fear among Black Americans as a socially learned behavior. A qualitative phenomenological approach with a sample of 20 parents representing Black families in Central Alabama was used to examine fear of police violence and separation, as well as perceptions regarding the potential for improved relations. Three overarching themes emerged to explain participant experiences including: Familial Solicitude, Police-Community Collaboration, and Religious Guidance and Adjudication. This research has important implications for policy and practice, and is a strong effort to support Black families and law enforcement agencies in bridging the people-police divide.

The thesis context is a Welsh innovation policy continuum. The research is primarily located in three innovation programmes representative of innovation policy in Wales. The representative programmes are: the Technium network; Innovation Network Partnership; and Communities First project. The Technium network is considered to be at the hard/tangible end of the policy continuum whilst Communities First is at the softer, more intangible pole of the continuum. The aim of this thesis is to ascertain the influence social capital may have upon levels of innovation across the innovation policy continuum. To achieve the aim, the existence and extent of forms of innovation, forms of social capital, and cooperation and collaboration are considered through a positivist and interpretivist analysis. The resultant data has been further exposed to a correlation analysis, undertaken to ascertain whether or not the presence and form of social capital has an association with forms of innovation. The three programmes each have a pan-Wales presence. The programmes all originate from Welsh Assembly Government innovation policy initiatives between 2001 and 2003. For each programme a case study has been produced. The case studies have been constructed using data from survey, interviews and participant observation. The survey was completed via an on-line questionnaire by representative individuals and groups from each innovation policy continuum programme. Further data was collected by interviews held with individuals representative of roles typically undertaken at each programme. Participant observation undertaken at each programme also informed the creation of the case studies. Literature in this field of study is typically limited to a comparatively narrow investigation of traditionally measured innovation. For social capital and cooperation and collaboration, research usually has a macro scale cynosure. This study has an innovation programme locale in Wales which may be considered unique in terms of innovation and social capital research. ii The findings reveal the existence of forms of innovation, social capital, and cooperation and collaboration at each case study. However, there are differences in terms of the extent of such phenomenon along the innovation policy continuum. For instance, there appears to be an increased likelihood of traditionally measured innovation at the Technium network. Social innovation is more likely to be present at the Communities First project. Similarly, forms of social capital are more likely to be found at Communities First partnerships than at other programmes along the continuum. The correlation analysis applied to the case study survey data discloses a number of, mainly positive statistically significant associations between explanatory social capital, and cooperation and collaboration variables and dependent innovation variables. Propositions resultant of the findings, are likely to be of use to policymakers. For instance, forms of social capital appear to be positively related to traditionally measured, hidden and social innovation. Policymakers considering the design of programmes to boost levels of innovation may be advised to include means of increasing levels of social capital, cooperation and collaboration in their policy and programme proposals and evaluation criteria.

Resumen
The study entitled �Representative values of the Romanian Police in interaction with public authorities� is an exclusively qualitative research. The purpose of the research was to identify mechanisms for streamlining the police service, communication and relations between the police, public authorities and citizens, performance and activity in the service of the community. In order to achieve the main objectives, we used the interview-based survey as a research method. The interview included 13 questions and was structured on several main investigative topics: institutional relations, functional, structural and logistical problems of the police, the phenomenon of corruption and traffic of influence, degradation of public space, the role of the media, loss of authority and influence, perception of public opinion. Interviews were conducted with representatives of the authorities in public office: Mehedin?i County Council, A.T.O.P. Mehedin?i (Territorial Public Order Authority), Prefecture of Mehedin?i County. The main results obtained were: The strengths that characterize the police service are: the authority of the institution, conferred by law, the professionalism of the management and execution staff, the operative situation that ensures a climate of safety and trust of the citizen. The weaknesses are determined by the lack of clear and coherent legislation and procedures regarding the use of weapons and the mode of action in critical situations, the lack of trained personnel in areas that have direct contact with the public, the lack of equipment necessary to ensure police protection.

Social--media is a relatively new term for Romania. In the early 2000s, the idea of Internet and virtual communication was starting to take shape. The digital phenomenon that began to grow starting with the mid 2000, is currently continuing, moreover it is in full development. The digital revolution with all its derivatives, starting from new techniques of using the computer to online platforms that transform the virtual communication into a process easy for any citizen in the world, and ending with the cellular networks, is implementing more software compatible with modern systems, taking over our world. Patrice Flichy describes the Internet as being "the most important invention of the XXth" century. Its origins are found in 1969, at the US Department of Defense, in the ARPANET network (Advanced Research Project Network). So, the internet was the first name of a technological revolution that can be summarised as the digitalisation idea. [1]. Without a doubt the Internet is the main junction at the end of the XXth century and the beginning of the XXIst century, and its expansion in the coming years shall be staggering. Socialization is the fundamental process of transmitting culture and social organization to new generations through different ways - learning their mother tongue, learning to write, learning social norms and values, common traditions and beliefs takeover. In this way, all members of society accept the same fundamental values, using the same rules in interpersonal and social relations. Therefore, socialization is the act of preparing the individual for participation in group life and to common social life. People are being trained to become members of community groups - family, school, workplace, group of friends, etc., and also to know and understand other groups they will never be members of, but will be obligated to communicate with - banks, hospitals, police stations, companies etc. Socialization occurs necessarily within social interaction, the direct relationships between people.If the interhuman relation deprivation is prolonged and extensive, the evolution of an individual might be slowed forever. Therefore, according to the above explained, socialization exclusively represent the communication and direct interaction of individuals wioth other individuals, thus taking on habits, norms, values.

The subject of academic dishonesty at colleges and universities is an old one. However, it is now increasingly believed to be an area of discussion and concern world-wide. Academic dishonesty takes many forms. These include plagiarism, cheating in examinations, contract cheating, etc. The causes of academic dishonesty include lack of awareness particularly in relation to plagiarism, student perceptions of peer behaviour, failure to integrity students into the academic community and financial, time or academic pressures, etc. Honour codes have for long been developed and implemented at colleges and universities in the USA. Honour codes include traditional or modified honour codes. Honour codes underline the core values of an institution and enable students to play a much bigger role to influence peer behaviour and to police academic misconduct. Honour codes promote holistic growth and development of students rather than focussing on the punitive nature of academic integrity policies per se. The work reported in this paper is based on a literature review and concludes that tackling academic dishonesty effectively at colleges and universities require a multi-pronged approach including implementation of the academic integrity policies, the honour code, creative pedagogical practices and a supportive approach to learning and development of students’ skills.

This policy note explores the characteristics of community-based armed groups (CBAGs) unique to the Kenyan context through a comparison of local CBAGs with other nonstate armed groups, particularly violent extremist organizations (VEOs). In doing so, it introduces the concept of territoriality—the degree to which government and security agents are able to monopolize political, social, and security control of spaces—and suggests that both CBAGs and VEOs are most likely to thrive in Kenya under conditions of semi-territoriality, where state authority sometimes shifts fluidly from strong to weak depending on capacity or interest. To combat the rise of VEOs it recommends community-oriented policing as a devolved security strategy, strengthening relations between civil society and the police through the Police Reforms Working Group Kenya (PRWGK), helping to monitor and evaluate the police service. Additionally, mapping CBAGs and VEOs through clan structures is a community-oriented strategy that helps strengthen territoriality and counter semi-territoriality.

Local elections are often contested on the grounds of public safety, but do elected officials have any power to curb crime? Black mayors have particular interest in the issue because Black communities are victimized by high levels of crime and fragile police-community relations. Using data on elections of first-time Black mayors, I find that police forces add more Black officers, a finding that is especially true for mayors with executive authority. Officers arrest 48 fewer potential Black offenders per 10,000 Black residents for crimes where they have the ability to exercise discretion, a finding that is commensurate with the overall reduction in crime. This effect is not visible for similar white arrests. Using changes in the levels of arrests and officers induced by pivotal Black elections, I then estimate the correlation of an additional officer on race-specific arrests. An additional Black officer is related to large reductions in discretionary Black arrests, perhaps suggesting increasing the presence and visibility of Black officers may offer a solution to the “over-policing, under-policing” problem Black communities tend to face.

Over the past decade, Guyana has recorded impressive economic growth. Many argue that the country’s economic future looks even brighter thanks to the recent massive oil discovery. But its development potential is hindered by many factors, including high levels of crime and violence tied to low levels of interpersonal trust and social cohesion and low trust in criminal justice institutions. Important related factors include high tolerance for the use of violence to solve problems in the home and the community. These issues can be successfully addressed by promoting a better balance between crime suppression and prevention programmes. However, for such programmes to be successful, the country needs data that are consistent, reliable, and detailed. Specifically, this means data that are collected frequently and are disaggregated according to critical demographics, such as gender, age, ethnicity, socio-economic stratum, and neighbourhood. Resources should be directed towards (1) acquiring an adequate quality and quantity of data that will ensure greater success in preventative programmes to increase the country’s return on investment, (2) promote more preventative programmes and conduct rigorous monitoring and evaluation to identify the effects, and (3) improve the capacity and performance of the criminal justice system by improving police investigation capabilities and training on community relations, improved case management for the courts, and increased use of alternative sentencing based on clear rules.
