Resumen
We consider financial markets with agents exposed to an external source of risk which cannot be hedged through investments on the capital market alone. The sources of risk we think of may be weather and climate. Therefore we face a typical example of an incomplete financial market. We design a model of a market on which the external risk becomes tradable. In a first step we complete the market by introducing an extra security which valuates the external risk through a process parameter describing its market price. If this parameter is fixed, risk has a price and every agent can maximize the expected exponential utility with individual risk aversion obtained from his risk exposure on the one hand and his investment into the financial market consisting of an exogenous set of stocks and the insurance asset on the other hand. In the second step, the market price of risk parameter has to be determined by a partial equilibrium condition which just expresses the fact that in equilibrium the market is cleared of the second security. This choice of market price of risk is performed in the framework of nonlinear backwards stochastic differential equations.

Abstract Originally, partial information systems were introduced as a means of providing a representation of the Smyth powerdomain in terms of order convex substructures of an information-based structure. For every partial information system 𝕊, there is a new partial information system that is natrually induced by the principal lowersets of the consistency predicate for 𝕊. In this paper, we show that this new system serves as a completion of the parent system 𝕊 in two ways. First, we demonstrate that the induced system relates to the parent system 𝕊 in much the same way as the ideal completion of the consistency predicate for 𝕊 relates to the consistency predicate itself. Second, we explore the relationship between this induced system and the notion of D-completions for posets. In particular, we show that this induced system has a “semi-universal” property in the category of partial information systems coupled with the preorder analog of Scott-continuous maps that is induced by the universal property of the D-completion of the principal lowersets of the consistency predicate for the parent system 𝕊.

Resumen
This work concerns completion problems for partial operator matrices. A partial matrix is an m-by-n array in which some entries are specified and the remaining are unspecified. We allow the entries to be operators acting between corresponding vector spaces (in general, bounded linear operators between Hilbert spaces). Graphs are associated with partial matrices. Chordal graphs and directed graphs with a perfect edge elimination scheme play a key role in our considerations. A specific choice for the unspecified entries is referred to as a completion of the partial matrix. The completion problems studied here involve properties such as: zero-blocks in certain positions of the inverse, positive (semi)definitness, contractivity, or minimum negative inertia for Hermitian operator matrices. Some completion results are generalized to the case of combinatorially nonsymmetric partial matrices. Several applications including a "maximum entropy" result and determinant formulae for matrices with sparse inverses are given.;In Chapter II we treat completion problems involving zero-blocks in the inverse. Our main result deals with partial operator matrices R, for which the directed graph is associated with an oriented tree. We prove that under invertibility conditions on certain principal minors, R admits a unique invertible completion F such that {dollar}(F\sp{lcub}-1{rcub})\sb{lcub}ij{rcub}{dollar} = 0 whenever {dollar}R\sb{lcub}ij{rcub}{dollar} is unspecified.;Chapter III treats positive semidefinite and Hermitian completions. In the case of partial positive operator matrices with a chordal graph, a "maximum entropy" principle is presented, generalizing the maximum determinant result in the scalar case. We obtain a linear fractional transform parametrization for the set of all positive semidefinite completions for a generalized banded partial matrix. We also give an inertia formula for Hermitian operator matrices with sparse inverses.;In Chapter IV prior results are applied to obtain facts about contractive and linearly constrained completion problems. The solution to a general n-by-n "strong-Parrott" type completion problem is the main result. We prove necessary and sufficient conditions for the existence of a solution as well as a cascade transform parametrization for the set of all solutions.;Chapter V extends the results in Chapter II and III to prove determinant formulae for matrices with sparse inverses. Several ideas from graph theory are used. An inheritance principle for chordal graphs is also presented.

Boundary Element Method progress into research foR study pile groups. This method including the non-linear conduct of the soil by a hyperbolic modulus reduction curve; the non-linear response of rc pile section. The non- linear behaviour of soil is modelled using a hyperbolic modulus reduction curve; the non-linear response of rcc pile sections is modelled using a hyperbolic modulus reduction curve, also considering tension stiffening's impact; and the effect of suction is modelled using rising the stiffness of shallow portions of soil. The pile group shadowing effect was analysed by a method comparable to that suggested in the Strain Wedge Model for pile group studies.In comparison to more complicated codes like VERSAT-P3D, PLAXIS 3D, and FLAC-3D, the suggested BEM approach requires less computing effort and produces accurate results utilising data from a normal site inquiry. A study of measured and calculated result for a horizontal loaded fixed-head pile group made up of rcc bored piles is provided . The findings of the recommended approach are found to be quite similar to those obtained in the field. To determine the ultimate lateral capacity and deflection under working loads, all tests were carried out to failure. When compared to straight shaft piles , test findings show a non linear response, a significant increase in lateral capacity, and a reduction in deflections at working loads .

We investigate the ultraconnectivity condition on graphs, and provide further connections between critical and ultraconnected graphs in the positive definite partial matrix completion problem. We completely characterize when the join of graphs is ultraconnected, and prove that ultraconnectivity is preserved by Cartesian products. We completely characterize when adding a vertex to an ultraconnected graph preserves ultraconnectivity. We also derive bounds on the number of vertices which guarantee ultraconnectivity of certain classes of regular graphs. We give results from our exhaustive enumeration of ultraconnected graphs up to 11 vertices. Using techniques involving the Lovász theta parameter for graphs, we prove certain classes of graphs are critical (and hence ultraconnected) in the positive definite partial matrix completion problem.

We study the properties of a number of algorithms proposed to explore the computational space generated by a very simple and general idea: the notion of a mathematical definition and a number of suggested formal interpretations ofthis idea. Theories of partial inductive definitions (PID) constitute a class of logics based on the notion of an inductive definition. Formal systems based on this notion can be used to generalize Horn-logic and naturally allow and suggest extensions which differ in interesting ways from generalizations based on first order predicate calculus. E.g. the notion of completion generated by a calculus of PID and the resulting notion of negation is completely natural and does not require externally motivated procedures such as "negation as failure". For this reason, computational issues arising in these calculi deserve closer inspection. This work discuss a number of finitary theories of PID and analyzethe algorithmic and semantical issues that arise in each of them. There has been significant work on implementing logic programming languages in this setting and we briefly present the programming language and knowledge modelling tool GCLA II in which many of the computational prob-lems discussed arise naturally in practice.

French actor Julien Boisselier operates as the male manifestation of the actor in question and functions on multiple levels of performance, both as male and as an actor. Boisseliers depictions of major, medium and minor acted characters offer another level to the performance variable. The aim to highlight the visible triggers of a ‘pure performance’ (a performance where the actor may slip or falter out of acted character and into default human performance) as shown through the choreography of his physiognomy is the experience underpinning this thesis.

Over the past decade the capabilities of autonomous systems have been steadily increasing. Unmanned systems are moving from systems that are predominantly remotely operated, to systems that include a basic decision making capability. This is a trend that is expected to continue with autonomous systems making decisions in increasingly complex environments, based on more abstract, higher-level missions and goals. These changes have significant implications for how these systems should be designed and engineered. Indeed, as the goals and tasks these systems are to achieve become more abstract, and the environments they operate in become more complex, are current approaches to verification and validation sufficient? Domain Specific Modelling is a key technology for the verification of autonomous systems. Verifying these systems will ultimately involve understanding a significant number of domains. This includes goals/tasks, environments, systems functions and their associated performance. Relational Model Transformations provide a means to utilise, combine and check models for consistency across these domains. In this thesis an approach that utilises relational model transformation technologies for systems verification, Systems MDD, is presented along with the results of a series of trials conducted with an existing relational model transformation language (QVT-Relations). These trials identified a number of problems with existing model transformation languages, including poorly or loosely defined semantics, differing interpretations of specifications across different tools and the lack of a guarantee that a model transformation would generate a model that was compliant with its associated meta-model. To address these problems, two related solvers were developed to assist with realising the Systems MDD approach. The first solver, MMCS, is concerned with partial model completion, where a partial model is defined as a model that does not fully conform with its associated meta-model. It identifies appropriate modifications to be made to a partial model in order to bring it into full compliance. The second solver, TMPT, is a relational model transformation engine that prioritises target models. It considers multiple interpretations of a relational transformation specification, chooses an interpretation that results in a compliant target model (if one exists) and, optionally, maximises some other attribute associated with the model. A series of experiments were conducted that applied this to common transformation problems in the published literature.

We prove that P is completable to a Latin square if n≥8 and n is divisible by 4, or n≤7 and n∉{3,4,5}. Moreover, we present a polynomial algorithm for the completion of such a partial Latin square.

This PhD thesis is the result of our research on duality theory and completions for partially ordered sets. A first main aim of this dissertation is to propose different kind of topological dualities for some classes of partially ordered sets and a second aim is to try to use these dualities to obtain completions with nice properties. To this end, we intend to follow the line of the classical dualities for bounded distributive lattices due to Stone and Priestley. Thus, we will need to consider a notion of distributivity on partially ordered sets. Also we propose a topological duality for the class of all partially ordered sets and we use this duality to study some properties of partially ordered sets like its canonical extension, order-preserving maps and the extensions of n-ary maps that are order-preserving in each coordinate. Moreover, to attain these aims we will study the partially ordered sets from an algebraic point of view.
Esta tesis doctoral es el resultado de nuestra investigación sobre la teoría de la dualidad y completaciones de conjuntos parcialmente ordenados. Un primer objetivo general de este trabajo es proponer diferentes tipos de dualidades topológicas para algunas clases de conjuntos parcialmente ordenados y un segundo objetivo es tratar de utilizar estas dualidades para obtener diferentes completaciones con buenas propiedades. Para este fin, nos proponemos seguir la línea de las dualidades clásicas para retículos distributivos acotados debidas a Stone y a Priestley. Por lo tanto, necesitaremos considerar una noción de distributividad sobre conjuntos parcialmente ordenados. También proponemos una dualidad topológica para la clase de todos los conjuntos parcialmente ordenados y usamos esta dualidad para estudiar algunas propiedades de los conjuntos parcialmente ordenados como su extensión canónica, funciones que preservan orden y las extensiones de funciones n-arias que preservan orden en cada coordenada. Por otra parte, para alcanzar estos objetivos vamos a estudiar los conjuntos parcialmente ordenados desde un punto de vista algebraico.

Este texto se orienta fundamentalmente, al diseño, pero haciendo énfasis en la presencia de la realimentación (retroalimentación) negativa como concepto básico de estabilización de la operación de los circuitos. Interesa simultáneamente: entender cómo operan los circuitos analógicos completos a partir de las características operativas de sus unidades aisladas, aprender a colocar las configuraciones óptimas con los valores correctos de los componentes, cualquiera que sea el objetivo del circuito (Diseño), aprender a establecer las relaciones mutuas entre los valores de esos componentes para que el diseño sea repetible (Diseño con retroalimentación negativa), presentar modelos físicos de los dispositivos activos mejor que modelos circuitales convencionales. Esta variante permite trabajar con facilidad ensambles multi-etapa y presentar diversos ejemplos resueltos para indicar detalladamente los procesos de diseño.

Attempted wrongdoing is wrong and deserves censure and sanction, provided the agent was responsible for her attempt. One conception of attempts, incorporated in the criminal law, treats them as bivalent. The important question is at what point in an agent’s planning, preparation, and execution of an offense the attempt is completed. However, bivalence fails to recognize partially complete attempts and is unable to give a satisfying account of the criminal law defense of abandonment. This essay explores an alternative conception of attempts as historical and scalar. On this view, attempts involve the implementation of temporally extended decision trees that pass through many nodes and terminate in a last act. This view rejects bivalence, because at many points within the decision tree there is only a partially complete attempt, and it provides a more satisfying account of abandonment, precisely because it can recognize attempts that are partially complete.

Resumen
Riprap rock and aggregates are extensively used in structural, transportation, geotechnical, and hydraulic engineering applications. Field determination of morphological properties of aggregates such as size and shape can greatly facilitate the quality assurance/quality control (QA/QC) process for proper aggregate material selection and engineering use. Many aggregate imaging approaches have been developed to characterize the size and morphology of individual aggregates by computer vision. However, 3D field characterization of aggregate particle morphology is challenging both during the quarry production process and at construction sites, particularly for aggregates in stockpile form. This research study presents a 3D reconstruction-segmentation-completion approach based on deep learning techniques by combining three developed research components: field 3D reconstruction procedures, 3D stockpile instance segmentation, and 3D shape completion. The approach was designed to reconstruct aggregate stockpiles from multi-view images, segment the stockpile into individual instances, and predict the unseen side of each instance (particle) based on the partial visible shapes. Based on the dataset constructed from individual aggregate models, a state-of-the-art 3D instance segmentation network and a 3D shape completion network were implemented and trained, respectively. The application of the integrated approach was demonstrated on re-engineered stockpiles and field stockpiles. The validation of results using ground-truth measurements showed satisfactory algorithm performance in capturing and predicting the unseen sides of aggregates. The algorithms are integrated into a software application with a user-friendly graphical user interface. Based on the findings of this study, this stockpile aggregate analysis approach is envisioned to provide efficient field evaluation of aggregate stockpiles by offering convenient and reliable solutions for on-site QA/QC tasks of riprap rock and aggregate stockpiles.

Women’s schooling has long been regarded as one of the best investments in development. Using two different cross-nationally comparable data sets which both contain measures of schooling, assessments of literacy, and life outcomes for more than 50 countries, we show the association of women’s education (defined as schooling and the acquisition of literacy) with four life outcomes (fertility, child mortality, empowerment, and financial practices) is much larger than the standard estimates of the gains from schooling alone. First, estimates of the association of outcomes with schooling alone cannot distinguish between the association of outcomes with schooling that actually produces increased learning and schooling that does not. Second, typical estimates do not address attenuation bias from measurement error. Using the new data on literacy to partially address these deficiencies, we find that the associations of women’s basic education (completing primary schooling and attaining literacy) with child mortality, fertility, women’s empowerment and the associations of men’s and women’s basic education with positive financial practices are three to five times larger than standard estimates. For instance, our country aggregated OLS estimate of the association of women’s empowerment with primary schooling versus no schooling is 0.15 of a standard deviation of the index, but the estimated association for women with primary schooling and literacy, using IV to correct for attenuation bias, is 0.68, 4.6 times bigger. Our findings raise two conceptual points. First, if the causal pathway through which schooling affects life outcomes is, even partially, through learning then estimates of the impact of schooling will underestimate the impact of education. Second, decisions about how to invest to improve life outcomes necessarily depend on estimates of the relative impacts and relative costs of schooling (e.g., grade completion) versus learning (e.g., literacy) on life outcomes. Our results do share the limitation of all previous observational results that the associations cannot be given causal interpretation and much more work will be needed to be able to make reliable claims about causal pathways.

This stockpile aggregate analysis approach is envisioned to provide efficient field evaluation of aggregate stockpiles by offering convenient and reliable solutions for on-site quality assurance and quality control tasks of riprap rock and aggregate stockpiles. This document provides information for users of the I-RIPRAP 3D software to make the best use of the software’s capabilities.

The proposed research was directed at determining the activation/binding domains and gene regulation of the PBAN-R’s thereby providing information for the design and screening of potential PBAN-R-blockers and to indicate possible ways of preventing the process from proceeding to its completion. Our specific aims included: (1) The identification of the PBAN-R binding domain by a combination of: (a) in silico modeling studies for identifying specific amino-acid side chains that are likely to be involved in binding PBAN with the receptor and; (b) bioassays to verify the modeling studies using mutant receptors, cell lines and pheromone glands (at tissue and organism levels) against selected, designed compounds to confirm if compounds are agonists or antagonists. (2) The elucidation ofthemolecular regulationmechanisms of PBAN-R by:(a) age-dependence of gene expression; (b) the effect of hormones and; (c) PBAN-R characterization in male hair-pencil complexes. Background to the topic Insects have several closely related G protein-coupled receptors (GPCRs) belonging to the pyrokinin/PBAN family, one with the ligand pheromone biosynthesis activating neuropeptide or pyrokinin-2 and another with diapause hormone or pyrokinin-1 as a ligand. We were unable to identify the diapause hormone receptor from Helicoverpa zea despite considerable effort. A third, related receptor is activated by a product of the capa gene, periviscerokinins. The pyrokinin/PBAN family of GPCRs and their ligands has been identified in various insects, such as Drosophila, several moth species, mosquitoes, Triboliumcastaneum, Apis mellifera, Nasoniavitripennis, and Acyrthosiphon pisum. Physiological functions of pyrokinin peptides include muscle contraction, whereas PBAN regulates pheromone production in moths plus other functions indicating the pleiotropic nature of these ligands. Based on the alignment of annotated genomic sequences, the primary and secondary structures of the pyrokinin/PBAN family of receptors have similarity with the corresponding structures of the capa or periviscerokinin receptors of insects and the neuromedin U receptors found in vertebrates. Major conclusions, solutions, achievements Evolutionary trace analysisof receptor extracellular domains exhibited several class-specific amino acid residues, which could indicate putative domains for activation of these receptors by ligand recognition and binding. Through site-directed point mutations, the 3rd extracellular domain of PBAN-R was shown to be critical for ligand selection. We identified three receptors that belong to the PBAN family of GPCRs and a partial sequence for the periviscerokinin receptor from the European corn borer, Ostrinianubilalis. Functional expression studies confirmed that only the C-variant of the PBAN-R is active. We identified a non-peptide agonist that will activate the PBAN-receptor from H. zea. We determined that there is transcriptional control of the PBAN-R in two moth species during the development of the pupa to adult, and we demonstrated that this transcriptional regulation is independent of juvenile hormone biosynthesis. This transcriptional control also occurs in male hair-pencil gland complexes of both moth species indicating a regulatory role for PBAN in males. Ultimate confirmation for PBAN's function in the male tissue was revealed through knockdown of the PBAN-R using RNAi-mediated gene-silencing. Implications, both scientific and agricultural The identification of a non-peptide agonist can be exploited in the future for the design of additional compounds that will activate the receptor and to elucidate the binding properties of this receptor. The increase in expression levels of the PBAN-R transcript was delineated to occur at a critical period of 5 hours post-eclosion and its regulation can now be studied. The mysterious role of PBAN in the males was elucidated by using a combination of physiological, biochemical and molecular genetics techniques.

Full encirclement repair sleeves with fillet-welded ends are often used as permanent repairs on pipelines to reinforce and develop pressure retaining repairs on areas with defects, such as cracks, dents, or corrosion. In-service failures have occurred at pressure retaining sleeves as a result of defects associated with the sleeve welds, such as hydrogen-induced cracks, undercut at the fillet welds and inadequate weld size. Currently, there are no reliable methods to carry out a quantitative fitness for service assessment for a sleeve fillet weld with a weld fault because: - The stresses at the sleeve end fillet weld roots and toes are not easily determined; - Stress intensity factor solutions are not available for the sleeve fillet weld geometry; and - Ccurrent inspection procedures cannot effectively define the size of weld defects. Following completion of a sleeve fillet weld it is currently common practice to carry out a visual inspection and magnetic particle inspection (MPI) to determine whether weld toe defects exist. With continuing advances in nondestructive examination (NDE) technologies, the ability to not only inspect for toe and root flaws but also to size these cracks is becoming a reality. The current project has developed a flaw acceptance criteria which will fill gaps in the available engineering critical assessment procedures for sleeve repairs on all grades of pipelines.

Resumen
El Banco de la República, con el Reporte de Sistemas de Pago, entrega un panorama completo de la infraestructura financiera local, siendo este un producto importante de la labor de seguimiento a dicha infraestructura. Las cifras contenidas en este reporte corresponden al año 2020, período de pandemia durante el cual las medidas de confinamiento para aliviar la tensión sobre el sistema de salud generaron para Colombia, al igual que en la mayoría de los países, una fuerte reducción de la actividad económica y el consumo. Desde el comienzo de la pandemia, la Junta Directiva del Banco de la República adoptó las decisiones necesarias para otorgar al mercado amplia liquidez en pesos y dólares, garantizar la estabilidad de los mercados, proteger el sistema de pagos y preservar la oferta de crédito. El pronunciado crecimiento de los agregados monetarios reflejó la mayor preferencia por liquidez, la cual fue atendida oportunamente por el Banco de la República. Las decisiones adoptadas se realizaron mediante diferentes operaciones, las cuales fueron compensadas y liquidadas en la infraestructura financiera. Después de la introducción, la segunda sección del presente reporte de pagos analiza la evolución y el desempeño de las diferentes infraestructuras financieras. Se destaca que el sistema de pagos de alto valor CUD registró en 2020 un mayor dinamismo que el año anterior, principalmente por el aumento de los depósitos remunerados que en promedio diario realizó la Dirección General de Crédito Público y del Tesoro Nacional (DGCPTN) con el Banco de República, así como una mayor actividad del mercado de simultáneas de deuda pública. Consecuentemente con el crecimiento de la actividad en el CUD, el Depósito Central de Valores (DCV) registró una mayor actividad por el aumento del mercado monetario de deuda pública y por las colocaciones por parte del Gobierno Nacional en el mercado primario. El valor de las operaciones compensadas y liquidadas por intermedio de la Cámara de Riesgo Central de Contraparte (CRCC) continúa creciendo, jalonado principalmente por los contratos non delivery forward (NDF) peso/dólar. Con respecto a la CRCC, es oportuno mencionar que a partir de finales del año pasado esta cámara se encarga de administrar los riesgos y de compensar y liquidar las operaciones del mercado de contado peso/dólar, debido a la fusión con la Cámara de Compensación de Divisas de Colombia (CCDC). Así mismo, a partir del último trimestre del año 2020 la CRCC se encarga de compensar y liquidar el mercado de renta variable, labor que venía desempeñando la Bolsa de Valores de Colombia (BVC). En la sección tres se entrega una visión integral de los pagos en el mercado de bienes y servicios, es decir, de las transacciones efectuadas en el circuito de personas naturales y empresas no financieras. Durante la pandemia las transferencias electrónicas inter e intrabancarias, que en su mayoría son originadas por empresas, registraron un incremento tanto en número como en valor de operaciones frente a 2019. Por su parte, los pagos con tarjetas débito y crédito originados principalmente por personas naturales mostraron un comportamiento decreciente con respecto a 2019. Los pagos realizados con cheques siguen disminuyendo, presentando una tendencia a la baja muy pronunciada en el último año. Como complemento a la información sobre transferencias electrónicas, el reporte incluye en esta sección un sombreado sobre la caracterización de la población con cuenta de ahorro y corriente, empleando los datos de la encuesta del Banco de la República sobre percepción de uso de los instrumentos de pago en 2019. Se incluye también un recuadro sobre la evolución transaccional de una billetera móvil provista por una sociedad especializada en depósitos y pagos electrónicos (Sedpe), mostrando que desde su creación a finales del año 2017 ha incremento en el número de usuarios y el valor de las transacciones, con especial velocidad durante la pandemia. Adicionalmente, se presenta un diagnóstico sobre los efectos de la pandemia en los patrones de pago de la población, fundamentado en datos sobre el uso del efectivo en circulación, sobre los pagos con instrumentos electrónicos, y sobre el consumo y la confianza del consumidor. Se concluye que el desplome en el índice de confianza del consumidor y la caída en el consumo privado dieron lugar a cambios en los patrones de pago de las personas. Las compras con tarjetas de crédito y débito disminuyeron, mientras que los pagos por bienes y servicios mediante transferencia electrónica aumentaron. Estos resultados, junto con el considerable aumento del efectivo en circulación, podrían proveer indicios a favor de un posible atesoramiento del papel moneda con motivo precaución por parte de las personas y de un mayor uso del efectivo como instrumento de pago. Se incluye, además, un recuadro que presenta los principales cambios que se introdujeron en la regulación del sistema de pagos de bajo valor en el país mediante la expedición del Decreto 1692 de diciembre de 2020. La cuarta sección se refiere a las importantes innovaciones y cambios tecnológicos que se han observado en el sistema de pagos al por menor. Se destacan cuatro temas en esta línea. El primero se constituye en un punto clave para la construcción de la infraestructura financiera de pagos inmediatos. Consiste en el diseño e implementación de los llamados esquemas superpuestos, los cuales son un desarrollo tecnológico que permite una comunicación abierta entre los diferentes agentes de la cadena de pagos, logrando una alta interoperabilidad entre diferentes proveedores de servicios de pago. El segundo tema explora los avances en el debate internacional sobre la emisión de moneda digital por parte de los bancos centrales (CBDC por su sigla en inglés), con el fin de entender su posible impacto en el sistema de pagos de bajo valor y en el uso del efectivo. El tercer tema está relacionado con nuevas formas de iniciación de pagos, tales como los códigos QR, la biometría o la tecnología de comunicación de campos cercanos (NCF por su sigla en inglés). Estos cambios, aparentemente pequeños, pueden tener efectos importantes en la experiencia del usuario con el sistema de pagos de bajo valor. El cuarto tema, finalmente, es el crecimiento de los pagos vinculados con la telefonía móvil y el internet. El reporte finaliza en la sección cinco con una reseña de dos trabajos de investigación aplicada realizados en el Banco de la República en el año 2020. El primero analiza el nivel patrimonial de la CRCC, reconociendo el rol relevante que esta infraestructura ha adquirido en la compensación y liquidación de varios mercados financieros en el país. Se exploran los requerimientos de capital para las entidades de contrapartida central establecidos en algunas jurisdicciones, se identifican los riesgos que se busca cubrir desde la perspectiva del servicio que este tipo de entidades ofrece al mercado y aquellos asociados a su actividad corporativa. Se analizan los niveles patrimoniales de la CRCC a partir de lo observado en la regulación de la Unión Europea y se concluye que la CRCC cuenta con un esquema de anillos de seguridad muy similar al observado en la experiencia internacional y que su nivel patrimonial es superior al exigido por la regulación colombiana, siendo suficiente para cubrir otros riesgos. El segundo trabajo de investigación identifica y cuantifica las fuentes que utilizan las entidades participantes en el CUD para cumplir con sus obligaciones diarias contraídas en el mercado financiero local, y con su uso como herramienta de monitoreo de la liquidez intradía en condiciones normales. Resumen
Este documento reseña la gestión del Banco de la República entre 2017 y 2020, un período durante el cual el Banco logró consolidar una inflación baja y estable, con tasas de crecimiento cada vez más cercanas al potencial. A partir de marzo de 2020 se adoptaron políticas novedosas que lograron evitar una crisis profunda en medio de la pandemia del Coronavirus, un choque de enormes dimensiones para la humanidad. De otra parte, se tomaron medidas importantes tendientes a fortalecer la Administración del Banco, con un mayor control de los recursos financieros destinados a los distintos objetivos del Plan de Desarrollo. El Banco continúa siendo la institución estatal independiente que genera mayor confianza entre los colombianos por su transparencia, su ajuste a exigentes metas de resultados macroeconómicos y empresariales, y por el cumplimiento efectivo de las funciones de banca central y culturales encomendadas por la Constitución y la ley. RESUMEN EJECUTIVO La economía colombiana enfrentó en los últimos cuatro años algunos de los eventos que mayor impacto han tenido sobre su desempeño en más de un siglo. El precio internacional del petróleo cayó a menos de la tercera parte entre junio de 2014 y enero de 2016 y, nuevamente, entre septiembre de 2018 y abril de 2020; se presentaron frecuentes choques en el precio local de los alimentos, y la pandemia reciente ocasionó uno de los mayores desastres que ha padecido la humanidad en su historia. El Banco de la República (Banrep), sus directivos y empleados tuvieron que responder rápidamente a las nuevas circunstancias, un proceso que ha implicado grandes cambios en la forma como se han ejecutado y cumplido las funciones de la banca central y las del área cultural a cargo de la organización. De otra parte, el Plan Estratégico 2017-2021 sentó las bases para el nuevo programa de modernización del Banco, y en el presente Informe de gestión 2017-2020 se describen y analizan los retos enfrentados en el período y la forma en que se adaptó y modernizó la institución para hacerles frente. También se mencionan los principales desafíos que se avizoran hacia el futuro, con el fin de contribuir al diseño de los planes de la administración entrante. En este Resumen ejecutivo se presenta una síntesis del documento completo. En la sección II se hace un recuento de la situación económica de Colombia y el mundo en el cuatrienio reciente, y las medidas de política adoptadas por la Junta Directiva del Banco de la República (JDBR) para mantener la inflación baja y estable y contribuir a la recuperación del crecimiento de la economía. En la sección III se registran los avances y logros en los temas estratégicos del Plan Estratégico 2017-2021. En particular, se mencionan la política monetaria y de estabilidad financiera, la política cambiaria, la política de pagos, y otros temas relacionados con la eficiencia y eficacia en el Plan. La sección IV está dedicada a la gestión cultural, y en la sección V se describe la evolución de los temas de apoyo táctico para el logro de los objetivos del Plan: capital humano y cultura organizacional, tecnología e infraestructura; se incluye, además, un resumen de los avances en materia ambiental. En la sección VI se presentan los principales elementos de la respuesta del Banco ante la emergencia sanitaria del COVID-19. En la sección VII se describe el manejo de las reservas internacionales y se analizan el presupuesto y las utilidades del Banco. En la sección VIII se enuncian algunos desafíos futuros.
