Resumen
Abstract This special section of Comparative Studies of South Asia, Africa and the Middle East, “Claiming Property, Claiming Palestine,” explores the paradoxes of Palestinians make ownership claims to agricultural land and urban real estate. Contributors foreground Palestinian thought and action, and demonstrate how Palestinian claim-making practices temporally exceed the colonial condition and trouble dominant assumptions about ownership, property, and sovereignty. Through granular cases studies rooted in the particularities of time and space, they show how claim-making allows for a critique of the settler colonial and Indigenous frameworks in Palestinian studies and points to generative avenues for comparative history and theory-making between Palestine and the global South.

Resumen
This paper explores the effects of the Iraqi invasion on the Palestinian community in Kuwait. Specifically, it considers Gilles Deleuze's notion of the ‘missing people’ in relation both to the Palestinians deported after the 1991 Gulf War and to the majority of Kuwaitis who have not acknowledged the effects of this disappearance on either the Palestinians or themselves. The first section revisits the circumstances surrounding the deportation of approximately 380,000 Palestinians from Kuwait, while the second considers what was lost as a result. The final section proposes an ‘ethics of the missing’ as a possible means to engage and transform some of the ensuing problems.

Resumen
AbstractThis article examines developments in the memoir form in Palestinian literature over time, concentrating on the period since the Oslo Accords of 1993. It begins by briefly looking at new, general theoretical perspectives on the memoir form relevant to recognizing the importance of memoirs by Palestinians. A shift from viewing memoirs as purely the product of individuals to validating the notion ofcollectiverecollection occurs in the theoretical literature and can be documented in the Palestinian memoir. Similarly, attention to the idea of recollection asfluidand as aprocessenriches our understanding of what Palestinian memorists are trying to achieve. This section draws upon the work of such foundational figures as Maurice Halbwachs, Paul Ricoeur, Sidonie Smith, and Julia Watson. It also incorporates the insights of those who have focused more specifically on the Palestinian memoir form, such as Rashid Khalidi and Susan Slyomovics. These theoretical views are then tested through the examination of fourteen works using the memoir format, ranging from the time of the dissolution of the Palestinian Mandate (Sakkakini, Jabra, Boullata) to the beginning of the new millennium and the decade beyond (Darwish, Barghouti, Amiry and Karmi). The article shows that any literary history of the memoir form in modern times would be incomplete without recognizing and incorporating the Palestinian contribution to this increasingly popular literary genre.

Resumen
ObjectiveTo assess the differences in rates and odds for emergency caesarean section among singleton pregnancies in six governmental Palestinian hospitals.DesignA prospective population-based birth cohort study.SettingObstetric departments in six governmental Palestinian hospitals.Participants32 321 women scheduled to deliver vaginally from 1 March 2015 until 29 February 2016.MethodsTo assess differences in sociodemographic and antenatal obstetric characteristics by hospital, χ2test, analysis of variance and Kruskal-Wallis test were applied. Logistic regression was used to estimate differences in odds for emergency caesarean section, and ORs with 95% CIs were assessed.Main outcome measuresThe primary outcome was the adjusted ORs of emergency caesarean section among singleton pregnancies for five Palestinian hospitals as compared with the reference (Hospital 1).ResultsThe prevalence of emergency caesarean section varied across hospitals, ranging from 5.8% to 22.6% among primiparous women and between 4.8% and 13.1% among parous women. Compared with the reference hospital, the ORs for emergency caesarean section were increased in all other hospitals, crude ORs ranging from 1.95 (95% CI 1.42 to 2.67) to 4.75 (95% CI 3.49 to 6.46) among primiparous women. For parous women, these differences were less pronounced, crude ORs ranging from 1.37 (95% CI 1.13 to 1.67) to 2.99 (95% CI 2.44 to 3.65). After adjustment for potential confounders, the ORs were reduced but still statistically significant, except for one hospital among parous women.ConclusionSubstantial differences in odds for emergency caesarean section between the six Palestinian governmental hospitals were observed. These could not be explained by the studied sociodemographic or antenatal obstetric characteristics.

Resumen
ObjectivesThis study aims to assess whether the characteristics, management and outcomes of women varied between Syrian and Palestinian refugees, migrant women of other nationalities and Lebanese women giving birth at a public tertiary centre in Beirut, Lebanon.MethodsThis was a secondary data analysis of routinely collected data from the public Rafik Hariri University Hospital (RHUH) between January 2011 and July 2018. Data were extracted from medical notes using text mining machine learning methods. Nationality was categorised into Lebanese, Syrian, Palestinian and migrant women of other nationalities. The main outcomes were diabetes, pre-eclampsia, placenta accreta spectrum, hysterectomy, uterine rupture, blood transfusion, preterm birth and intrauterine fetal death. Logistic regression models estimated the association between nationality and maternal and infant outcomes, and these were presented using ORs and 95% CIs.Results17 624 women gave birth at RHUH of whom 54.3% were Syrian, 39% Lebanese, 2.5% Palestinian and 4.2% migrant women of other nationalities. The majority of women had a caesarean section (73%) and 11% had a serious obstetric complication. Between 2011 and 2018, there was a decline in the use of primary caesarean section (caesarean section performed for the first time) from 7% to 4% of births (p<0.001). The odds of preeclampsia, placenta abruption and serious complications were significantly higher for Palestinian and migrant women of other nationalities compared to Lebanese women, but not for Syrian women. Very preterm birth was higher for Syrians (OR: 1.23, 95% CI: 1.08 to 1.40) and migrant women of other nationalities (OR: 1.51, 95% CI: 1.13 to 2.03) compared to Lebanese women.ConclusionSyrian refugees in Lebanon had similar obstetric outcomes compared to the host population, except for very preterm birth. However, Palestinian women and migrant women of other nationalities appeared to have worse pregnancy complications than the Lebanese women. There should be better healthcare access and support for migrant populations to avoid severe complications of pregnancy.

Resumen
The events surrounding the establishment of the State of Israel in 1948 and the ensuing Palestinian naqba (disaster) have generated an abundance of legal literature. It is beyond the ambitions of this article to revisit all or most of the existing literature, or to strive and comprehensively discuss the various legal propositions they consider. Instead, it offers a critical assessment of some of the legal conclusions offered by one of the most influential experts in the field – Professor James Crawford – who, in the second edition of his seminal treatise The Creation of States in International Law, discusses at some length the events surrounding the creation of Israel and the status of Palestine. Section 2 of the article offers some general observations on the continued relevance of the events surrounding the creation of Israel. In particular, it raises the question of the relationship between the principles of ex injuria non oritur jus and ex factis oritur jus in the Israeli–Palestinian context. Section 3 examines the legal significance of the 1922 League of Nations Mandate and Crawford's position concerning its validity. Sections 4 and 5 adopt a similar examination with regard to two other historic events of potential legal significance, namely the 1947 UN General Assembly Resolution 181 (the Partition Resolution) and Israel's 1948 Declaration of Independence. Section 5 also briefly examines Crawford's conclusions relating to the status of Palestine, and Section 6 concludes.

The following study envisions the modern history of the Palestinian- Israeli conflict through the application of previously underutilized theoretical frames. Beginning with the unprecedented political and social upheaval wrought upon the Middle East after the end of World War I, the article unfolds in three distinct sections. The first section provides an historical introduction to the global, transnational forces that guided the developing infrastructure of political conflict within the region. The second section articulates the ideological parameters of the international political and economic forces (“neoliberalism”) that connect the past and present of political conflict in the region as well as the local (state and non-state) and non-local actors involved in its contemporary manifestation. The third and final section reconceptualizes the Palestinian-Israeli conflict not exclusively as a territorial dispute or as a nebulous clash of cultures, but rather as a deliberate, operational casualty enduring in the service of an aggressive, transnational, and indeed historical force whose trajectory spans the length of the twentieth and early twenty-first centuries: neoliberalism. In each sphere in which the neoliberal ideal has been applied – one, an historical fait accompli, another, a contemporary situation en cours – an important, connective element persists: the distinctly non-local origin of both the historical forces and the contemporary economic manifestations under examination.

Resumen
This research studies al-Wārith, a novel by the Palestinian novelist Khalīl Baydas published in 1920. The introduction points at the consequences of the absence of the novel from critical studies for a long time until it was re-published in 2011, and hints at other studies that are mainly dependent on Dr. Nāsir al-Dīn al-Asad’s summary of the novel, and consequently, on his comments and interpretations. In its first section, the research deals with al-Asad’s study of the novel, and uncovers its recurrent impact on latter studies. Then, it proposes another interpretation based on the fact that the Palestinian society, at the turn of the twentieth century, was an oral one, or in its best conditions, an oral society impregnated with writing. In its second section, the research introduces a theoretical framework on which this different interpretation is based which comes in two parts. The first part discusses Baydas’ theoretical concepts of the novel/story and its implied reader, and brings to attention the overall circumstances during which al-Wārith emerged. The second part exhibits the various distinctive features/modes of oral production. In its third section, the research transforms these oral features into thier applicable sphere by following their appearance in the novel; thus, explaining Baydas’ concepts and the critics’ repetitive comments. Finally, the research concludes that al-Wārith did not totally divert from the modes of oral narration and the controls of its production that were absent from studies concerned with Palestinian literature at the beginning of the last century.

Diabetes insipidus is rare in newborn. There are two types of this disease: central and nephrogenic diabetes insipidus. A Palestinian infant was born at Shifa Women`s Hospital at full term by urgent cesarean section. At the age of 13 days he had fever, hypernatremia, polyuria, weight loss and low specific gravity of urine. The baby was diagnosed to have diabetes insipidus. The baby was successfully treated by fluid loss recovery by bottle feeding and intravenous 5% dextrose and sodium chloride solution. At home, they continued to correct fluid loss by bottle- feeding and drinking water.

Resumen
In this article, I examine the inception of a decolonised community psychology programme in the Palestinian colonial context and its subsequent decline and setback. I describe the background to the Palestinian colonial condition, and the theoretical inspiration for the programme by the short-lived experience of grassroots organising during the first Palestinian Intifada is illustrated. Specific pedagogical and research activities, marked by the influence of the Latin American liberation psychology model, are presented and discussed. These include a focus on praxis, dialogical education, conscientisation and community participatory action research. I consider the influence of the South African experience on the programme principally in reference to Steve Biko’s notion of Black Consciousness, which translated to Palestinian collective-national identity, as well as relevance in psychological knowledge. In the concluding section, I appraise the setback of the programme in light of administrative and epistemological debates with related disciplines that shifted from psychological-individualistic reductionism to social-cultural reductionism. I conclude with the assertion that unless framed within the context of the broader anti-colonial national liberation movement, a decolonised community psychology has minimal chances to survive and thrive.

Resumen
Palestinian diaspora studies have neglected the temporary house/home as a site of reproduction. The question raised in this paper is in what ways shelters in camps in Lebanon are ‘home’ after fifty-five years of exile? The consideration of linguistic-cultural differences between ‘home’ and ‘beit’ (or ‘dar’) is prioritised. Two aspects of the Palestinian camp ‘beit’ in Lebanon – its insecurity and its sociality – are reviewed, with a focus on ways in which long-term exiles use impermanent housing to shelter objects and practices that memorialise ‘home’ while incorporating change. In a final section, stories of return to ‘al-balad – ‘home’, ‘the village’ ‘the country’ – are examined as reconnections inflected by class and generation.

Resumen
The Journal of Palestine Studies presents an original translation of a 1981 article by Yugoslav anthropologist Nina Seferović (1947–1991) on “Bushnaqs”—Palestinians whose ancestors hail from the territory of present-day Bosnia-Herzegovina. Seferović describes the circumstances of the Bushnaqs' departure in the late nineteenth century; the distinct community they founded in the village of Caesarea near Haifa; and their assimilation into the Palestinian nation. This study is a contribution to the social history of Palestine that raises productive questions about the legacies of the Non-Aligned Movement and about the role of race and temporality in framing such categories as settler and native in the broader examination of settler colonialism. Below, in order of appearance, are Darryl Li's translator's preface, “A Note on Settler Colonialism,” illuminating and explicating the original study; Nina Seferović's article, “The Herzegovinian Muslim Colony in Caesarea, Palestine,” and an appendix titled, “Balkan Migration to the Middle East.” A substantial section of endnotes follows, divided into three corresponding parts.

Resumen
The paper aims at analysing the Israeli-Palestinian conflict through the words of Frantz Fanon. In particular, the concept of alienation developed by this author is taken into consideration, in order to try to understand the psychological effects of the colonization on native people. Moreover, the focus is put on violence as a consequence of alienation, with the purpose of highlighting some of the features of the Palestinian resistance. The paper starts with a biography of Fanon, in order to prepare the ground for the examination of his works. After that, the accent is put on that branch of Israeli historiography that began to talk about colonization, so to build the appropriate framework where to carry on the analysis. The third part explains the concept of alienation as developed by Fanon, as well as how the concept is applied it to the case study taken into account. The final section deals with violence, with the aim of enhancing its relation with alienation and, thus, contribute to a major understanding of the Palestinian resistance and the whole conflict.

The Haggadic content of Targum Onqelos Gen. 49.8–12 strays far from the Massoretic text and varies greatly from Targum Neofiti and the Palestinian recensions. This study focuses on the messianic features of these sections (messianism centred on the teaching of the Torah, pacific or belligerent). It also examines the part played by TgOnq 49.8–12 in the history of the redaction of Onqelos. According to the author of this article, this section did not belong to proto-Onqelos, but is the outcome of a late reflection (end of the 2nd century or beginning of the 3rd century ce), which occurred in a Babylonian context, on the events of the Second Jewish war.

On 23 September 2011, Mahmoud Abbas, in his capacity as the Chairman of the Executive Committee of the Palestine Liberation Organization and President of the State of Palestine, applied for full membership of the United Nations (UN) on behalf of the State of Palestine. In his letter of application (addressed to the UN Secretary-General Ban Ki Moon), Mr Abbas made reference to section F of the Plan of Partition in UN General Assembly Resolution 181(II) of 29 November 1947 (where sympathetic consideration of the application for membership of the UN of both the Arab and Jewish States was urged) as well as the Declaration of Independence of the State of Palestine of 15 November 1988 and the acknowledgement by the General Assembly (GA) of this Declaration in Resolution 43/177 of 15 December 1988.1

Resumen
Abstract Background Recent studies have described a significant racial disparity, with a very low proportion of racial minorities, in clinical trials of therapies for inflammatory bowel diseases (IBD), along with limited reporting of ethnicity data. Palestinian citizens of Israel (commonly referred to as Israeli Arabs) are Israel’s largest ethnic minority, comprising 21% of the Israeli population. This minority group suffers from substantial health inequalities, as evidenced by increased rates of obesity, smoking and diabetes and a lower life expectancy compared to Israeli Jews. It is worth noting that the incidence of IBD among Palestinian citizens of Israel is on the rise. We sought to describe ethnic representation in Israeli IBD clinical trials. Methods We systematically reviewed Israeli IBD trials from the past 20 years. Each publication was examined for ethnicity data. The proportion of trials reporting ethnicity were calculated among all reported. Results The search yielded 99 publications. The year of publication ranged from 2002 to 2022. Only 7 of 99 trials (7.1%) included ethnicity demographics, with 92/99 (92.9%) not reporting ethnicity at all. There was no mention of ethnicity or limitations surrounding ethnicity inclusion in the discussion section of any of the other included publications. Of the 7 trials reporting ethnicity, 6 studies included Palestinian patients (6/99 trials, 6.1%). The other study reported data regarding IBD among Ethiopian Jews migrating to Israel. Data regarding the religious affiliation of Palestinian patients was available in 3 out of 6 studies (50%). Conclusion The reporting of ethnicity and the inclusion of Palestinian citizens of Israel in Israeli IBD trials have been poor. Greater effort should be made at multiple levels for the appropriate participation of all ethnic groups in Israeli IBD trials. We believe this will enhance our understanding of disease processes and response to treatment in different patient populations, and ultimately improve the quality of life of our patients.

Resumen
Abstract This article examines the topic of exposing Jews of tainted lineage and of maintaining genealogical knowledge in rabbinic literature. Recent scholarship on lineage in rabbinic literature focused on rabbinic attitudes towards lineage and towards revealing invalid Jews. A consensus emerged according to which Babylonian rabbis encouraged exposing Jews of invalid lineage, while Palestinian rabbis preferred to conceal this information. The first part of this article shows that in fact, Palestinian rabbinic sources offer a range of voices regarding exposing invalid Jews. The second section focuses on the issue of maintenance of genealogical knowledge. Scholars assumed that the Rabbis were the central repository of genealogical knowledge, and that they controlled its flow to the community. I show that rabbinic sources do not assume that the rabbis possessed genealogical knowledge. Rather, it is the community as a collective, and the individuals that make it up, that preserve, transmit, and reveal, genealogical information.

Resumen
The research attempts to answer a crucial question: To what extent does the Mastercard issued by the Palestinian Islamic Bank adhere to Sharia principles and regulations related to agency contracts, Murabaha (cost-plus financing), and Ijarah (leasing)? The research followed a descriptive-analytical approach, examining everything related to the mentioned card and its application, along with the Sharia principles it is based on, through discussion, analysis, and critique. The research is distinguished by its analytical and critical jurisprudential study, producing a new Islamic banking product, amidst the scarcity of Sharia studies on it. The research was divided into two sections and a conclusion: the first dealt with defining the card, its application in the Palestinian Islamic Bank, and its Sharia adaptation. The second section addressed the most significant jurisprudential issues concerning it. The research concluded several key points, including genuine jurisprudential issues with the card undermining its legitimacy, such as violating agency and leasing rules regarding responsibility and guarantee, selling, and leasing in the seller's knowledge of the market value, and the client's acceptance of purchasing or leasing from the bank itself occurring in the card issuance agreement before the bank's ownership. It also noted the absence of genuine Sharia oversight ensuring Sharia compliance in operations and their regulations, which could lead to significant harm to Islamic banks in their form and differentiation from interest-based banks.

Resumen
In the public administration field, the legislative, executive and judicial frameworks should be consistent. The institutional framework of the Palestinian local government, however, seems largely impacted by an incoherent legal framework. Against this backdrop, this study describes the current local government institutional framework. Secondly, this study investigates the current issues relating to the legal and institutional frameworks of the Palestinian local government. A qualitative research approach was adopted to collect data in order to achieve the objectives of the study. The present research utilizes a combination of primary and secondary data. Nine interviews were conducted to gather the primary data, while scholarly works and government documents were used for gathering secondary data. The results show that fully governmental institutions are the most active within the institutional framework while non-governmental institutions are less active. The results also show that the primary obstacle for an efficient legal framework is due to previous laws, overlapping powers and weak legal practices. Furthermore, the institutional framework suffers from deformed structure and weak integration. The discussion section revealed that the current local government system can be best described as a “Chaotic Hybrid System”. When comparing the empirical results with the theoretical concepts, it is indicated that the current local government structure reflects the Public Choice Theory perspective, which advocates for horizontal and vertical fragmentation. However, the Israeli occupation and international funds seem to contribute to complicating the fragmentation of the structure. The structure hence could be described as “Altered Fragmented Structure”.

Resumen
Following a roundtable discussion at the University of Coimbra on the situation in the Occupied Palestinian Territories and Israel regarding the perspectives and activity of the organisation Breaking the Silence, the journal Estudos do Século XX [20th Century Studies], published periodically by the Centre for Interdisciplinary Studies of the University of Coimbra, deemed this interview worthy of inclusion. This first conversation aims therefore to allow the two ex-soldiers and directors of Breaking the Silence to respond to questions posed by four researches from Group 1 – History, Memory, and Public Policy, of the Centre for Interdisciplinary Studies of the University of Coimbra. Unlike sections such as the “Thematic File”, ‘Interdisciplinary Dialogue” and “Critical Reviews”, which are aimed at publishing humanistic, artistic, scientific or technological texts, the “Interviews” section proposes to share civic-minded or memorialistic responses to questions regarding current but relevant issues in broader intellectual and social terms. Such is the intention, whether by bringing more civilian narratives into an academic journal, or simply noting correlations between humanistic, artistic, scientific or technological knowledge and civic intervention. This interview was documented, on the one hand, due to the ethical and geostrategic importance of the ongoing situation in the Occupied Palestinian Territories and Israel; and, on the other hand, to highlight the main features and discursive strategy of Breaking the Silence. It is important to remember that this organisation is made up solely of Israeli citizens who have carried out mandatory military service in the Occupied Palestinian Territories; and that their discursive strategy prioritises characterising and contextualising/comparing specific situations in order to explain value judgements and suggestions for how to bring about drastic change. We value the existence of such an organisation within Israeli society that, in view of the grave problems in the Occupied Palestinian Territories, explicitly assumes the status of an association of ex-perpetrators. From this standpoint, Breaking the Silence defends: a) that Israeli soldiers describing in their own words what is really happening is one way of contributing to ending the ongoing systematic violation of human rights in the Occupied Palestinian Territories; b) that victims and ex-perpetrators are entitled to support, should they so wish, in their efforts to overcome the effects of the mass violence that has occurred. Avner Gvaryahu and Avihai Stollar’s answers are especially poignant. Whether consciously or not, their respective intellectual rigour and ethical self-expectations seem to correlate somehow with the likes of Benedict de Spinosa and Hannah Arendt. The options set forth are also important owing to both the complexity and lengthy duration of the Israeli-Arab and Israeli-Palestinian conflicts, and from the contradictions experienced in Israel, the Occupied Palestinian Territories, and in neighbouring countries such as Lebanon, Jordan, Egypt and Syria. Also considered were the verifiable connections with the overall mindset of the Cold War and the Post-Cold-War period, as well as phenomena such as the Jewish diaspora, anti-Judaism, anti-Semitism and the Holocaust. As researchers, we try above all to recreate and analyse, to contextualise and compare how communities handle and manage situations in which human rights are violated systematically, even when those responsible for such processes of mass violence are countries under liberal-democratic or democratic regimes. As citizens, we also recognise how important it is to highlight the individual (or small group) behaviour of those notable for their profound intellectual rigour and heightened self-expectations. As has sometimes happened in the past, we hope that, both now and in the future, the example set by the fairer minority will be followed by the majority; a majority composed of perpetrators and those who are indifferent to such events.

Resumen
The ever-increasing human migration with fast-eroding bonds often leads to development of social clusters which tend to produce stereotypes about other groups of people. One among the many factors responsible for such ghettoization is not ignorance but a version of knowledge that does not take us beyond ourselves. Speaking about the role of writer as “the conscience of the nation,” S. Yizhar, an Israeli writer and politician, says that a writer is a mutation. Literature is one such powerful tool to transcend cultural boundaries which takes us beyond ourselves and reaches to the other side. Holding the case of Israeli–Palestinian contestation as one such manifestation of cultural ghettoization, the article argues for the need to render open the mental borders to move beyond prejudices. Taking A. B. Yehoshua’s Facing the Forests as a point of departure, it highlights the potential of dialog as a powerful antidote to social violence between the two communities of Arabs and Israelis and lays bare its importance in the direction of peaceful coexistence. The article is divided into three sections; the first section introduces the cultural location of Yehoshua and his narrative set in the Israeli landscape of the 1960s. The second section explores the use of symbolism in the narrative to cull out the dormant meanings and analyzes the multiple layers of the text. The third and last section projects the idea of re-narrativization as an important tool of re-inscribing history with alternative versions. It draws strength from those Arab–Jewish encounters that are not necessarily troubling. The conclusion sums up the essential findings of the study, elucidating the role of literature and intellectuals in difficult times.

Resumen
The central idea of this essay is that nonindigenous vernacular image-making by protest tourists on the Palestinian side of the Israeli separation barrier and elsewhere holds little meaning for the permanent residents beyond a relatively minor revenue stream. Prior to making this argument, I provide a short historical background about the use of vernacular messages in the occupied Palestinian territory known as the West Bank. I then focus on images of martyrs or shaheed and then on separation barrier images by protest tourists mostly in Bethlehem. The final sections are about two artists from the Dheisheh Palestinian Refugee Camp and the images they create within the camp. A coda of sorts discusses a mural within the camp that is venerated by the residents as opposed to the overpainting and defacement that takes place on the separation barrier. Within this final section and elsewhere within this essay, the meaning of sumood is explicated. As a note, protest tourists are defined here not as anti-tourism protesters but rather as tourists whose intent is protest Israeli policies regarding Palestinians.

Resumen
Abstract Background Rising caesarean-section rates worldwide are driven by non-medically indicated caesarean-sections. A systematic review concluded that the ten-group classification system (Robson) is the most appropriate for assessing drivers of caesarean deliveries. Evidence on the drivers of caesarean-section rates from conflict-affected settings is scarce. This study examines caesareans-section rates among Palestinian refugees by seven-group classification, compares to WHO guidelines, and to rates in the host settings, and estimates the costs of high rates. Methods Electronic medical records of 290,047 Palestinian refugee women using UNRWA’s (United Nations Relief and Works Agency for Palestine Refugees in the Near East) antenatal service from 2017–2020 in five settings (Jordan, Lebanon, Syria, West Bank, Gaza) were used. We modified Robson criteria to compare rates within each group with WHO guidelines. The host setting data were extracted from publicly available reports. Data on costs came from UNRWA’s accounts. Findings Palestinian refugees in Gaza had the lowest caesarean-section rates (22%), followed by those residing in Jordan (28%), West Bank (30%), Lebanon (50%) and Syria (64%). The seven groups caesarean section classification showed women with previous caesarean-sections contributed the most to overall rates. Caesarean-section rates were substantially higher than the WHO guidelines, and excess caesarean-sections (2017–2020) were modelled to cost up to 6.8 million USD. We documented a steady increase in caesarean-section rates in all five settings for refugee and host communities; refugee rates paralleled or were below those in their host country. Interpretation Caesarean-section rates exceed recommended guidance within most groups. The high rates in the nulliparous groups will drive future increases as they become multiparous women with a previous caesarean-section and in turn, face high caesarean rates. Our analysis helps suggest targeted and tailored strategies to reduce caesarean-section rates in priority groups (among low-risk women) organized by those aimed at national governments, and UNRWA, and those aimed at health-care providers.

The arrest of Palestinian teenager Ahed Tamimi for slapping an Israeli soldier also prompted a viral campaign under the hashtag #FreeAhed. A smaller campaign protested the exclusion of Palestinian human rights from the agenda of the annual Creating Change conference organized by the US-based National LGBTQ Task Force in Washington. And, UNRWA publicized its emergency funding appeal, following the decision of the United States to slash funding to the organization, with the hashtag #DignityIsPriceless.

Resumen
Abstract Background Globally, the increased use of cesarean sections has become prevalent in high-income and low and middle-income countries. In Palestine, the rate had risen from 20.3% in 2014 to 25.1% in 2018. We have rates as high as 35.8% in some governmental hospitals and some as low as 15%. This study aimed to understand better why there is a variation in cesarean rates in governmental hospitals that use the same guidelines. Methods A qualitative and quantitative research approach was used. In-depth interviews were conducted with 27 specialists, obstetrics and gynecologists, and midwives in five government hospitals. The hospitals were selected based on the 2017 Annual Health Report reported cesarean section rates. The interview guide was created with the support of specialists and researchers and was piloted. Questions focused mainly on adherence to the obstetric guidelines and barriers to the use, sources of information, training for healthcare providers, the hospital system, and the factors that affect decision-making. Each hospital's delivery records for one month were analyzed to determine the reason for each cesarean section. Results The results indicated that each governmental hospital at the system level had a different policy on cesarean sections. The National Guidelines were found to be interpreted differently among hospitals. One obstetrician-gynecologist decided on a cesarean section at high-rate hospitals, while low-rate hospitals used collective decision-making with empowered midwives. At the professional level, all hospitals urged the importance of a continuous training program to refresh the medical team knowledge, in-house training of new members joining the hospital, and discussion of cases subjective to obstetrician-gynecologists interpretations. Conclusion Several institutional factors were identified to strengthen the implementation of the national obstetric guidelines. For example, encouraging collective decision-making between obstetrician-gynecologists and midwives, promoting the use of a second opinion, and mandatory training.

Resumen
This paper will attempt to analyze why Lebanon accepts so many refugees instead of initially denying them asylum since Lebanon’s refugee law reflects the country’s unwillingness to integrate refugees into its citizenry. It focuses on the case of Palestinian refugees in Lebanon and argues that Lebanon’s historical relations with Palestine and the Arab states, and its economic benefit from the refugees play a more powerful role than the country’s feeling of legal responsibility for granting these refugees asylum. The paper is divided into two sections; the first examines Lebanon’s refugee law and its consequences on the living conditions of refugees in Lebanon. The second section assesses the role of Arab nationalism and the economic benefit from refugees on influencing Lebanon to grant refugees asylum.
