Resumen
Due to the extensive changes introduced into the Civil Code of the Russian Federation in 2017, which affected the area of electronic payments, it is relevant to examine the problem and peculiarities of legal regulation of their separate type – payments without a bank account. The subject of this research is legislation of the Russian Federation, case law and doctrine in the area of establishment and development of legal regulation of payments on behalf of private entities without opening a bank account. The object of this research is the public relations emerging in the sphere of legal regulation of payments by payment orders. Analysis is conducted on correlation between payment orders and payments without opening a bank account. The article also examines the grounds for refusal by credit institutions to accept a payment order. The conclusion is made on the existence of discrepancies in understanding of particular grounds for refusal by credit institution to accept payer’s order on transferring funds to a recipient. The formulated conclusions are supported by the law enforcement practice that does not contain the exhaustive list of reasons for refusal. Therefore, the article offers an original interpretation of the Paragraph 2 of Section 2 of the Article 864 of the Civil Code of the Russian Federation stipulating the reasons for refusal to accept payment order for execution.

After Apple suspended the use of the Apple Pay application for bank cards of international payment systems Visa and Mastercard for residents of Russia in March 2022 and Google (Google Pay) and Samsung (Samsung Pay) followed suit, settlements by QR-codes became a real alternative for making payments using smartphones. The article discusses the technical and legal aspects of making payments using QR-codes. The author showed, that payment using a QR-code is not a form of non-cash payments. By its legal nature, a QR-code is a machine-readable form of submitting a payment order to pay a certain amount of funds by the payer to their recipient, using the recipient’s details, «encrypted» in this code. Therefore, payment by QR-code is carried out as part of payments by payment orders.

<p>Purpose of the article: The aim of the paper was to show connections between the instruments of cashless payments and economic growth. The goal was to find the answers to the following research questions: What is the current share of payments with the use of particular forms of cashless payments in total payments?; What forms of cashless payments are connected with economic growth measured by real GDP per capita in the group of countries of Central and Eastern Europe and Western Europe?; What is the relation between the value of cashless payments and economic growth measured by real GDP per capita in the group of countries of Central and Eastern Europe and Western Europe?</p><p>Research methods: Spearman’s rank correlation.</p><p>Research results: The authors have found that the highest share in terms of the number of payments in total payments in the countries of Central and Eastern Europe constituted payments with the use of payment cards, then, the payments with the use of a transfer order. Whereas, in the countries of Western Europe, apart from the fact that high percentage of payments in total constituted payments with the use of payment cards and transfer orders, more and more payments are made with the use of the instruments of e-money. Examining mutual relationships, information about correlational connections that occur between economic growth measured by GDP per capita and value of payments with the use of some instruments of cashless payments was obtained. The main conclusion that can be drawn after data analysis is positive relationships between the value of payments with the use of a transfer order, payment card and economic growth found both in the countries of Central and Eastern Europe and the countries of Western Europe. In the countries of Western Europe, the payments with the use of a direct debit turned out to be insignificant, whereas the payments with the use of instruments of e-money were signifiant. Taking into account the force of relationships, it can be said that higher positive correlation is shown by the value of payments with the use of a transfer order with reference to real GDP per capita in the countries of Western Europe (0.80). In the countries of Central and Eastern Europe, it is only 0.48. Mutual connections between the value of payments with the use of payment cards and economic growth are similar in both groups of countries. What is interesting, high impact on real GDP per capita – about 0.80 – is shown by the payments with the use of instruments of e-money. This study may represent a contribution to further research, that is, an analysis of cause-and-effect relationships in the field of cashless payments and economic growth, including division of countries in terms of, for example, the level of wealth.</p><p>Added value: Analysis of current literature on the impact of cashless payments on economic growth and an empirical analysis.</p>

Abstract Payment for Order Flow (PFOF) is the practice of execution venues to make payments to a brokerage firm if the brokerage firm routes client orders to these execution venues. Following the “Gamestop” incident, PFOF has become the subject of increased scrutiny in the US and the EU. The European Commission has recently proposed legislation to ban this practice altogether. This article assesses the admissibility of PFOF under MiFID II with a focus on the German implementation and provides an overview of the proposed PFOF ban against the broader MiFIR legislative package.

Abstract: The payments industry is changing as a result of mobile payments. These services give non-banking actors a way to break into the sector. Banks, who are already involved in the traditional payments sector, must provide mobile payments in order to meet this threat. Right now, we're in a digital era. India is about to see a significant digital revolution. The increasing connectivity that the Internet provides in today's society has altered the way that money is exchanged. The use of several technologies, including smartphones, computers, iPads, tablets, and the internet, has advanced dramatically in India. Smartphones and government initiatives like Digital India are acting as catalysts for the exponential growth in the use of digital payment as a result of the increase in internet users. In India, efforts are being made to switch to electronic payments. A digital payment system is one that processes payments through digital channels and an electronic network. Every transaction involving digital payments is completed online. It is a speedy and useful way to pay. With the aim of promoting cashless transactions and turning the Indian economy into a digital one, a number of digital payment options are available, including banking cards, USSD, UPI, AEPS, mobile wallets, POS terminals, Micro- ATMs, the internet, mobile banking, and BHIM.

Mobile payments (m-payments) are increasingly being adopted by organisations as a new way of doing business in the 21st century. During the last few years, the use of m-payments as a new payment channel has resulted in an increase in the volume of literature dedicated to the topic. For this reason, this paper presents the findings of a review of literature aimed at identifying the key research themes and methodologies researched. In order to uncover these trends the authors reviewed the top twenty cited papers since 1999 and the twenty most recently published papers on m-payments since August 2014.

Abstract BACKGROUND Episode-based bundled payments were introduced by Medicare in 2013 as the Bundled Payments for Care Improvement (BPCI) in order to improve care coordination and cost efficiency. BPCI has not yet been applied to cranial neurosurgical procedures. OBJECTIVE To determine projected values of episode-based bundled payments when applied to common cranial neurosurgical procedures using retrospective data from a large database. METHODS We performed a large retrospective observational study using the MarketScan administrative database to project bundled payment payments for 4 groups of common cranial neurosurgical procedures. RESULTS We identified 15 276 procedures that met our inclusion criteria. We observed significant variability between groups, with 90-d bundle projected payments ranging from $ 58,200 for craniotomy for meningioma to $ 102,073 for craniotomy for malignant glioma. We also found significant variability in projected bundled payments within each class of operation. On average, payment for the index hospitalization accounted for 85% of projected payments for a 30-d bundle and 70.5% of projected payments for a 90-d bundle. Multivariable analysis showed that hospital readmission, discharge to postacute care facilities, venous-thrombo-embolism, medical comorbidities, adjuvant therapies, and payer status significantly contributed to projected cranial bundle payments. CONCLUSION For the first time, to our knowledge, we project the values of episode-based bundled payments for common vascular and tumor cranial operations. As previously identified in orthopedic procedures, there is significant variability in total bundle payments within each cranial procedure. Compared to spine and orthopedic procedures, postdischarge care significantly impacts total bundle payments in cranial neurosurgery.

The rise of the online food business is undeniably due to the increasing needs and lifestyles of the people. The existence of busy work makes people order food from outside because it is easier, more practical, and efficient, and payment transactions can be done through E-wallets or bank transfers with a payment gateway payment system. Didimsum is a home-based business engaged in frozen food. The current problem is that in ordering using WhatsApp, and payments are still in cash, customers find it difficult to get the latest menu information. This research aims is to design an Android-based food market application for Didimsum to make it easier to reach customers, improve brand image, speed up the ordering process, and update menus and prices. The research was conducted with a field research methodology to obtain information directly from the Didimsum frozen food business. The techniques in data collection are observation, interviews, and document studies. The result is an Android-based Food Market Application system that can receive orders and payments from customers so that they are well-recorded and produce order and payment reports more quickly and accurately.

The main purpose of this paper wants to investigate the optimal retailer's lot-sizing policy with two warehouses under partially permissible delay in payments within the economic order quantity (EOQ) framework. In this paper, we want to extend that fully permissible delay in payments to the supplier would offer the retailer partially permissible delay in payments. That is, the retailer must make a partial payment to the supplier when the order is received. Then the retailer must pay off the remaining balance at the end of the permissible delay period. In addition, we want to add the assumption that the retailer's storage space is limited. That is, the retailer will rent the warehouse to store these exceeding items when the order quantity is larger than retailer's storage space. Under these conditions, we model the retailer's inventory system as a cost minimization problem to determine the retailer's optimal cycle time and optimal order quantity. Three theorems are developed to efficiently determine the optimal replenishment policy for the retailer. Finally, numerical examples are given to illustrate these theorems and obtained a lot of managerial insights.

We consider financial networks where agents are linked to each other by financial contracts. A centralized clearing mechanism collects the initial endowments, the liabilities and the division rules of the agents and determines the payments to be made. A division rule specifies how the assets of the agents should be rationed. Since payments made depend on payments received, we are looking for solutions to a system of equations. The set of solutions is known to have a lattice structure, leading to the existence of a least and a greatest clearing payment matrix. Previous research has shown how decentralized clearing selects the least clearing payment matrix. We present a centralized approach towards clearing in order to select the greatest clearing payment matrix. To do so, we formulate the determination of the greatest clearing payment matrix as a programming problem. When agents use proportional division rules, this programming problem corresponds to a linear programming problem. We show that for other common division rules, it can be written as an integer linear programming problem.

In real supply chain, a capital-constrained retailer has two typical payment choices: the up-front payment to receive a high discount price or the delayed payment to reduce capital pressure. We compare with the efficiency of optimal decisions of different participants, that is, supplier, retailer, and bank, under both types of payments based on a game equilibrium analysis. It shows that under the equilibrium, the delayed payment leads to a greater optimal order quantity from the retailer compared to the up-front payment and, thus, improves the whole benefit of the supply chain. The numerical simulation for the random demand following a uniform distribution further verifies our findings. This study provides novel evidence that a dominant supplier who actively offers trade credit helps enhance the whole efficiency of a supply chain.

The article presents the characteristics of the Bank payment obligation (BPO) in the framework of international trade in order to study one of the new and promising forms of non-cash payments. Special attention is paid to the specifics of this form of payment, its positive and negative sides. In addition, to clarify the importance and significance of Bank payment obligations in the context of international trade relations, the statistics of its use at the international level. At the same time, the question of the effectiveness of the Bank payment obligation in Russia and the prospects of its widespread use as an analogue of traditional forms of non-cash payments remains debatable. Moreover, taking into account the innovative nature of this new payment instrument, the problem of the correct legal regulation of the Bank payment obligation remains open.

The evolution of the use of electronic payment instruments from a finance law position is analyzed in the article. In the context of the latest technology dynamic introduction in the field of payments, the beginning of the history of modern electronic payment instruments can be conditionally linked to the creation of the London Clearing House in 1775 in the United Kingdom and the subsequent active use in the calculation of promissory notes and cheques, as well as other payment documents on the basis of the clearing. At the same time, we propose to periodize the evolution of the use of electronic payment instruments in the calculation of foreign and domestic experience, which includes three main stages: Stage I (end of the XVIII century – end of the XIX century) formation of legal preconditions for the birth of the first electronic payment instruments in the form of promissory notes and cheques, as well as payment documents on the basis of clearing; Stage II (XX century) electrification of payment transactions with the support of their electronic means of payment (bank cards, mobile payment instruments), electronic purses for initiating payments, as well as the use of the first electronic money in order to pay for goods and services. Stage III (XXI Century – nowadays) digitization of payments, characterized by the active use of contactless chipped cards, contactless mobile instruments, electronic money, electronic payment means based on widespread electronic payments in the world of electronic payment ecosystems, such as PayPal (1998), Payoneer (2005), Skrill (2001), Stripe (2009), TransferWise (2010), etc., virtual money in the form of virtual currencies, Quick Response codes, and the introduction of digital currencies of central banks. The suggested periodization of the evolution of electronic payment instruments is based on historical facts, economic conditions, the introduction of the latest financial technologies, national preferences, and the legislation development in the field of payments. At the same time, the genesis specificity of the use of electronic payment instruments in Ukraine is conditioned by the imperfect special law on payment systems and the transfer of funds, which, unfortunately, does not meet the current international and European Union standards. Therefore, there is an urgent need to reform outdated domestic legislation in the field of payments by adopting a new Law of Ukraine «On Payment Services». The rural e-payment market in China is becoming one of the important topics in the research field because of its contribution to the efficiency of fund flows in the economy. Further development of the rural e-payment market mainly depends on its partners’ acceptance. In March 2020, 776.08 million people were using mobile payments in China. After the COVID-19 pandemic in China, the Payment and Clearing Association of China launched an action to encourage citizens to use mobile payments. In this article evolutionary game theory is presented. The benefits of e-payments between financial institutions and users are studied. Based on the analysis of the partners’ selection of costs and profits as well as other factors, important conclusions were drawn. The growth of the rural economy is beneficial to the change of the partners’ behavior in the rural e-payment market. Dynamic evolution of the partners’ behavior makes the supply and demand for rural e-payment services consistent. In order to create more benefits, financial institutions will lead the move to merge the rural e-payment market with the China National Advanced Payment System. These research results are beneficial for its growth by developing strategies to encourage more partners to take part in the rural e-payment market in China.

AbstractWe find direct evidence that institutions increase round-trip stock trades, increase average commissions per share, and pay unusually high commissions on some trades in order to send abnormally high commissions to the lead underwriters of profitable initial public offerings (IPOs). These excess commission payments are a particularly effective way for transient investors to receive lucrative IPO allocations. Our results suggest that the underwriter’s concern for their long-term client relationships limits the payment-for-IPO practice. We estimate that abnormal commission payments are large for the most profitable issues, and that an additional $1 excess commission payment to the lead underwriter results in $2.21 in investor profits from allocated shares.

In recent years, mobile payments have increased around the world. However, limited studies have examined m-payment users' intentions and behaviors. Using the UTAUT framework, this study addresses this research gap by exploring the primary factors that influence users' behavior and intention toward mobile payments. An empirical cross-sectional survey was conducted in order to achieve the study's objectives. Three hundred and twenty-four samples from Pakistan were used to test the proposed conceptual model. The results indicate that performance expectation, social influence, effort expectation, and facilitating conditions are critical to predicting m-payment usage and behavior. There is also an association between Islamic religiosity and behavioral intentions.

The suggested periodization of the evolution of electronic payment instruments is based on historical facts, economic conditions, the introduction of the latest financial technologies, national preferences and the legislation development in the field of payments. At the same time, the genesis specificity of the use of electronic payment instruments in Ukraine is conditioned by the imperfect special law on payment systems and the transfer of funds, which, unfortunately, does not meet the current international and European Union standards. Therefore, there is an urgent need to reform outdated domestic legislation in the field of payments by adopting a new Law of Ukraine «On Payment Services».

Social security law has a fairly wide list of payments characterized in the current legislation as compensation payments. A feature of compensativeness is manifested in pension provision, in various types of benefits, and in various kinds of social security insurance payments. In addition, social security law provides for payments that are directly referred to as “compensation payments”. This causes difficulty both in the formulation of definitions of the concepts of each category of payment, and in the practical application of social security legislation. The situation is aggravated by the fact that compensation is also characteristic of payments of other legal affiliation. Based on this, the study of socio-security monetary representations in order to identify distinctive features of the compensatory property is relevant. It should be noted that within the framework of the paper, a function is considered as an essential property of a certain legal phenomenon. Therefore, the function as a property is inextricably linked with the legal phenomenon. Accordingly, if we are talking about the compensatory function of social security law, then it should be taken into account that the mechanism of compensativeness should be incorporated into the procedure for calculating compensation payments.

Dengan adanya digital payment setiap orang bisa dengan mudah bertransaksi tanpa bersusah payah pergi ke ATM ataupun menemui penjual secara langsung untuk meminimalisir penyebaran virus covid-19. Serendipity snack yang baru memulai usaha juga menerapkan sistem digital payment sebagai inovasi baru dalam pembayaran produk. Penelitian ini bertujuan untuk mengetahui dampak optimalisasi digital payment, apakah efisien dan menguntungkan bagi pembeli dan penjual pada UMKM Serendipity Snack ditengah pandemi. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif agar bisa memberikan pemahaman yang lebih mendetail serta dengan hasil yang diperoleh sangat efisien ketika transaksi. Hasil dari penelitian ini menyatakan bahwa digital payment dapat memberikan kemudahan bagi customer untuk melakukan pembayaran ditengah pandemi karena meminimalisir kontak fisik, selain itu penggunaan digital payment juga memudahkan penjual dalam bertransaksi karena penjual tidak lagi dipusingkan dengan uang kembalian sehingga lebih mudah dalam pembukuan transaksi. Kata Kunci : Digital Payment, transaksi Abstract : The development of technology makes all things easier, including in terms of transactions. One of the new innovations emerging today is digital payment. Digital payment is one of the most practical and flexible payment methods, because it is done via the internet. With digital payments, everyone can easily transact without bothering to go to ATMs or meet sellers directly to minimize the spread of the covid-19 virus. Serendipity Snack, which has just started a business, has also implemented a digital payment system as a new innovation in product payments. This study aims to determine the impact of optimizing digital payments, whether it is efficient and profitable for buyers and sellers on Serendipity Snack SMEs in the midst of a pandemic. The method used in this study uses a qualitative descriptive method in order to provide a more detailed understanding and the results obtained are very efficient during transactions. The results of this study state that digital payments can make it easier for customers to make payments in the midst of a pandemic because it minimizes physical contact, besides using digital payments also makes it easier for sellers to transact because sellers are no longer bothered with change so it's easier to book transactions. Purpose: The study's goal is to better understand how older and younger generations in Phnom Penh, Cambodia, behave when it comes to using digital payments. Investigating the choice of mobile payment application in the Phnom Penh region is another objective of this study. Here, it is also investigated how usage, economic situation, and adoption of mobile payments are related. Theoretical framework: One of the most well-known research models on consumer behavior among younger and older generations and the adoption of new technical systems emphasizes the influence of geography, socioeconomic status, and specific traits on consumer acceptance. The concept considers factors including social effects, credibility requirements, effort expectations, and performance requirements when determining the best digital payment application. Design/Methodology/Approach: The Unified Theory of Acceptance and Use of Technology (UTAUT) model and K-mean clustering for distance and economic status studies were used in this research paper to select 150 locals in Phnom Penh from the target population in order to study consumer behavioral intention to accept digital payment method and application. Findings: The result we aimed to show and analyses the Digital payment methods, payments sharing, receiving, storing evidences, that older generation started understanding the digital payment by Khmer language and accepting the digital transactions from known customers. The current generation using Sathapana application and English Language in wide ranges through the Phom Penh region. The study also trying to exhibit the purpose of the digital payment systems in and across the e-commerce activities, through the older and younger generation. Research, Practical & Social implications: The elder generation Z handled digital payments for regional transactions like banking, home tasks, loan repayment, peer lending, travel, and local marketplaces in Khmer. The subsequent generations of millennials also incorporated cross-border payments in English and Khmer. Originality/Value: Bringing up a Digital Platform shall make a positive change in economy and circulation of economy to the people and country. Unless the people trust the digital payments, they cant share their money for the business or basic operations to run the government. Thy the Digital Payment applications shall understand the behavior of the customers and share the services through the digital payment systems.

Modern realities pose difficult tasks for the state, the solution of which requires financial resources. Customs payments are one of the significant sources of revenue for the budget system of our country. In order to maintain a stable level of receipts of customs payments to the federal budget, customs authorities should use effective methods of assessing the current state of the customs environment in order to identify negative factors and eliminate them in a timely manner. One of these techniques is GAP analysis, which is widely used in strategic management. The purpose of the article is to interpret the GAP analysis methodology for the study of gaps in customs payments during the implementation of control activities of customs authorities. The article reveals the essence of the GAP analysis methodology, as well as describes its advantages. The main stages of GAP analysis of gaps in customs payments during the implementation of the control function by customs authorities are highlighted. The author identified the main causes of negative gaps in the receipt of customs payments; proposed measures to improve the control activities of customs authorities over the completeness and timeliness of customs payment’s receipt. In the course of the study, strategic directions for improving customs cooperation as a result of the application of the proposed measures were formulated.

The system for viewing student seminar payment data can be viewed through administrator controls. The seminar payment confirmation process for National University students still uses the manual system by paying the seminar organizer so it takes longer to process the seminar payment. The purpose of creating this system is to speed up the payment time of the seminar. This system uses a unique 3-digit code in each payment of seminar participants, this unique 3-digit code acts as a mark that differentiates student payments so that it does not require confirmation to the seminar organizer. Cron work will be performed on UNIX-based operating systems (Linux, Ubuntu, etc.) which function to perform tasks or scripts automatically. The content of the script is an order to execute the payment confirmation order against the participant. This level of research consists of several stages, namely needs analysis, design, writing system application code, application testing. This investigation has resulted in an application that can expedite the payment verification process by matching the number of transfer participants with those in the database. The results of testing the payment verification process are influenced by the Crawl Algorithm to help the payment process become more effective. With results that have been tested on average, it shows 4.8 seconds to confirm the participant's payment. With this seminar payment system, you can save time to process seminar payments.

The National Health Insurance Administration of Taiwan has implemented global budget payments, the Diagnosis-Related Group (DRG) inpatient diagnosis-related group payment system, and the same-disease payment system, in order to decrease the financial burden of medical expenditure. However, the benefit system reduces the income of doctors and hospitals. This study proposed an early warning payment algorithm that applies data analytics technology to diabetes hospitalization- and treatment-related fees. A model was constructed based on the characteristics of the Exponentially Weighted Moving Average (EWMA) algorithm to develop control charts, which were first employed using the 2001–2017 health insurance statistical database released by the Department of Health Insurance (DHI). This model was used to simulate data from inpatients with diabetes, to create an early warning algorithm for diagnosis-related groups’ (DRGs’) medical payments as well as to measure its accuracy. This study will provide a reference for the formulation of payment policies by the DHI.

Former President Barack Obama issued Executive Order 13563: Improving Regulation and Regulatory Review in his last month of presidency, prohibit- ing States from treating incarceration as voluntary when considering a par- ent’s request for a modification of his or her child support order. Although fully expected to, President Donald Trump has yet to act on the executive order, which right-wing politicians fought vehemently against for two years. This Comment argues that the President should leave the order in action be- cause it will promote payment of child support and relationships between non- custodial parents and their children, as well as help to combat the cycle of incarceration that plagues low-income, noncustodial parents. This Comment also argues that courts should opt to suspend child-support payments for non- custodial parents when they face sentences that will produce significant arrear- ages by the time the parent is released from incarceration. Finally, the Comment will address how incarceration affects modification of support orders and the cycle of incarceration, who is affected by this cycle, and public views as to President Obama’s executive order that attempted to resolve such issues.

The article is devoted to an important scientific and practical problem of collecting debts on payment of customs duties from individuals in case of temporary importation of vehicles for personal use. The features of the process of collecting customs payments in the conditions of a limited number of customs authorities are analyzed. Based on the results of the analysis, the problem of the lack of effective tools and methods of debt collection is identified. The main attention is paid to the need to use modern electronic devices that allow to determine the location of vehicles for personal use in real time in order to improve the efficiency of the administration of customs payments. Conceptual provisions have been developed to improve the mechanism for collecting debts for payment of customs and other payments from individuals in the Russian Federation, due to a noticeable increase in the amount of debt arising from the violation by foreign individuals of the terms of stay in the territory of the Russian Federation of their vehicles for personal use.

Purpose – to investigate reasons and conditions impacting payment preferences. Design/Method/Approach. In this exploratory study, we apply the Implicit Association Test in order to investigate whether the prejudice of the population of some countries such as Germany preferring cash holds. Findings. Cash payments still play a major role in a number of countries although other payment options, namely card payments, are promoted heavily. We discover that the type of payment and the level of control are implicitly associated. We manipulate the emotions of fear and joy. The relationship changes when participants experience fear, whereas emotion of joy does not produce statistically significant effects. Practical implications. The results have major implications for the design of payment processes. Originality/Value. Our study helps explain preferences with regard to payment types as well as predict them as a response to scary or joyful events. Research limitations/Future research: Generalizability is limited. Future research can focus on other emotions and types of payment (e.g., NFC). Paper type – empirical.

Introduction. In recent years, the number of payment transactions carried out using electronic payment systems has grown rapidly. Despite the steady growth of electronic payments among both individuals and legal entities, a number of problems remain unresolved, which primarily include ensuring the security of electronic payment transactions by the state at the legislative level and the development of effective means of combating and preventing crime. in the specified area. The current criminal legislation contains certain rules that can ensure the security of the electronic payment system. But insufficient research of some theoretical aspects of criminal liability for this type of criminal offenses significantly reduces the effectiveness of criminal law protection of this area of life. One such aspect is the theoretical uncertainty of the object that falls under the protection of criminal law. In particular, there is a lack of theoretical definition of the system of electronic payments in terms of the object, which is placed under the protection of criminal law. The aim of the article. The importance of the researched problems and the need to increase the efficiency of the current Criminal Code of Ukraine determine the purpose of this study, which is to define the concept of electronic payment system as an object of criminal protection. Results. Criminal offenses committed in the system of electronic payments belong to a qualitatively new type of mercenary crime in the banking sector, which is directly related to the modernization of economic relations in society. They cover the sphere of economic interests of the state as a whole, individual legal entities, as well as individuals who use the electronic payment system in their own interests. There is a need to develop a universal criminal law terminology in order to improve the regulatory framework governing relations in the field of electronic payments. Unfortunately, the definition of electronic payment system (electronic payment system) has not been properly developed either in the financial and economic sphere or in jurisprudence, and the existing definitions are not clear and contain a list of essential features of such systems. Conclusions. The system of electronic payments as an object of criminal encroachment - is regulated by law the order of public relations for the transfer of funds between participants in the payment system through a special payment mechanism, which is a set of methods, tools, methods to make calculations for effective and safe transfer of funds from the payer to the recipient in time and space and regulated by a special law and payment rules, are implemented on the basis of the contract against which the criminal encroachment is directed. This definition indicates the specifics of the electronic payment system as an object of crime, and also contains a list of all the most important features of this system, which will further contribute to the correct classification of crimes committed in this area.

Under U.S. equity transaction-based pricing systems, prior research suggests retail brokers (i.e., conflicted traders) maximize their order flow payments at the expense of their client limit order execution quality. In our study, we examine order type decisions for those who execute their own orders (i.e., non-conflicted traders) and the relation between trading rebates-fees and execution quality. Similar to the conflicted, non-conflicted traders make routing decisions that generate rebates for both limit and marketable orders; but these strategies do not result in consistently lower execution quality dimensions. Our results suggest that higher order flow payments can coincide with higher execution quality.

Abstract Tax payment is the basic form of fulfilling a tax obligation. It is included in the effective method of removing tax liabilities. As part of the control of payments of local taxes carried out by the tax authorities, it was found that an unauthorized employee of this authority unlawfully accepted payments of taxes that he did not pay to the account of the tax authority. A legal doubt has arisen in this respect as to whether the payment made in the above-mentioned circumstances is the payment of tax that gives rise to the removal of the tax liability. The main goal of the authors, within the research topic undertaken, is to verify the research hypothesis, according to which the taxpayer’s transfer of funds to an unauthorized employee of a tax authority, confirmed by a receipt, cannot be considered as payment of the tax. The study analyzes the above-mentioned issues on the basis, above all, of the provisions of Polish tax law, which do not define the concept of tax payment, although they indicate the forms of payment. In order to get a broader perspective on the subject matter, the author analyzed selected regulations concerning the above-mentioned issues in Hungary and Ukraine.

A key issue in CAP strategic planning in Greece is the treatment of historical entitlements. An unequal level of payments per hectare is difficult to justify in terms of the CAP’s rationale, and so the abolishment of these entitlements seems to be the most reasonable option. However, for historical reasons, this abolishment may result in a transfer of payments from smaller to larger farms and between different agricultural sub-sectors which could in turn lead to negative effects on the incomes of small farms and lead to farmers leaving the sector. We simulate the change to a flat rate payment in order to quantify these effects, then explore the possibility of employing the new obligatory redistribution measure, termed complementary income support, to mitigate any negative effects. We conclude that redistribution is, indeed, a powerful tool for fine-tuning decoupled payments if historical entitlements are to be abolished.

Purpose: The purpose of the article is to present both theoretical and practical basis for development of payment services in Poland and in the whole world during the COVID-19 pandemic. Over this time there was a sharp rise in e-commerce along with a fast growth of the number of consumers making online payments. This resulted in changes in adoption of new technologies and payment services. Apart from those which were the consequence of quickening the pace of change in the consumers’ behavior, a crucial role, especially in developing countries, was played by local regulators, who somehow forced financial institutions to create new solutions, which fintech readily made good use of. In numerous countries it fostered radical and groundbreaking quickening of the pace of shifting to electronic payments and creating a new sort of payment services, adjusted to the needs and expectations of younger consumers. Methodology: The paper uses the method of an economic analysis and literature review - mostly electronic sources, descriptive and comparative analyses. Findings: From customers’ perspective, the impact of COVID-19 pandemic on development of new payment services should be acknowledged as positive, or even groundbreaking in some developing countries. Over the years 2020-2021 the number of customers making on-line payments, especially mobile payments, grew rapidly. This was the result of a fast, forced by pandemic, growth in sales in e-commerce. Consequently, it enabled to introduce and widely promote new financial services - based on open banking, and promoting solutions targeted at young consumers, e.g. deferred payments. Even though the pandemic is over, the interest rate rise and the consequences of the war in Ukraine are bound to bring further, dynamic development of such payment services, as well as their popularization on more and more new markets all over the world. Practical implications: The analysis of relations between theoretical and practical bases of widespread adoption of new solutions concerning on-line payments in the world during the COVID-19 pandemic is an important factor in the development of e-commerce market and financial services. The fact that digital forms of payments have become very common brought about the network effect, a situation when the value for the customer depends on the number of users of a particular solution. Due to that, poorer, developing countries could, making use of the solutions based on open banking and the technology provided by fintech, quickly popularize cashless, and electronic payments. Only a few years ago it was estimated that in the countries lacking the standard payment infrastructure it would take decades to reach this level. Also, in developed countries the pandemic contributed to popularization among young consumers of solutions adapted to their preferences, being an alternative to traditional credit cards. Deferred payments are a solution which is commonly used in e-commerce, and their main merits include increasing both conversion rates and average order value. However, it needs to be emphasized that this goes with a less flexible business model of the companies providing such services in high interest rate environment, as well as adverse consequences of broad access to such services. Many countries have observed a growth of customer debt - which effects both credit worthiness and problems to pay off rising debts. This results in imposing formal regulations on deferred payments markets more and more frequently.

The purpose of this article is to formulate the main direction of improvement of data about receivables generated in information control subsystems of trading companies that supply traditional energy resources (natural gas and electricity) to non-household consumers, in terms of forming a full cash flow management system in strict connection with the terms of contracts. The article systematically considers the problem of inadequate control over the payments for the consumed energy resources by non- household clients of domestic trading energy companies. The law aspects governing the contractual relations of the partners during the supply of energy resources are established. The typical conditions of payments for the consumed energy resources and ways of their adequate reflection in information subsystems of trading companies are defined. It is assumed that in order to solve the applied task, the information subsystems of accounting and control of trading companies must operate with the following information, which will be provided to the management system to make informed management decisions: a) general payment terms of each non- household counterparty; b) the current schedule of payment of each counterparty in connection with the terms of the signed contract; c) binding payment terms to the month of delivery (M); the month preceding the month of delivery (M - 1) and the month following the month of delivery (M + 1); d) dynamic change of the payment schedule according to additional agreements signed by the partners. As a result of research of the specified problem in all important aspects, practical recommendations on display in information subsystems of trading companies of the information on the schedule of payments for the consumed energy resources with a reference to a month of delivery are developed. Therefore, specific solutions are proposed for the algorithmization of procedures for controlling the timeliness of payments to counterparties and the formation on this basis of the necessary information for the management system of overdue debt. Further research in researched direction should focus on improving the final documents on the control of payment discipline of counterparties and management reporting on the timeliness of counterparties' payments for energy consumed.

BPR Wahana Bersama KPUM is a lending company. Delay in credit payments is a problem that occurs in credit companies. Customers who don't pay on time can have a bad impact on their credit history. To assess customer profitability, a system is needed that can predict the smoothness of future credit payments in order to assess whether customers are profitable or not. The author uses the Decision Tree C4.5 method in which the method looks for similarities between classes or groups in the data. In this study, the data used is customer data, with training data from 2017-2020 and testing data from 2021. The existence of this system can help BPR Wahana Bersama KPUM in predicting the smoothness of credit payments in the future so that there will be no credit payment jams by customers. , this is proven by the acquisition of the accuracy value using the confusion matrix model reaching 84.18%.

Considering the fact that in China, in 2016 solely, the mobile payment volume was around $5 trillion – half of its gross domestic product, carried out through two main competitors – Alipay and Wechat Pay, it is becoming more and more clearer that companies will invest piles of money in order to process the payments of the millions of potential users. With banking industry shaken by the different modifications of rules and regulations and consumers addicted to latest gadgets, the tech companies may have the pole position in this race. Apple is charging each Apple Pay user with 0.15% per transaction which may not seem a lot, but taking into account that in 2015 iPhone users traded over $10.9 billion we can see why tech companies are eager to develop payment applications. In this paper are presented briefly the newest means of payment and how are those influenced or not by the mainstream legislation. The most important piece in the gear – end-user – has to keep up with all the novelties in this sector and, as consequence, some behavioral patterns occur. Those are presented further in the text altogether with some trends in financial services that may influence the mobile payments market as we know it.

In economic order quantity (EOQ) models, it is often assumed that the payment of an order is made on the receipt of items by the inventory system. However, such an assumption is not quite practical in the real world. Under most market behaviors, it can be easily found that a vendor provides a credit period for buyers to stimulate demand. In this paper, a varying rate of determination and the condition of permissible delay in payments used in conjunction with the economic order quantity model are the focus of discussion. Numerical examples are presented to illustrate the proposed models.

This study aimed to investigate the conditions in which Bitcoin has developed as a leading cryptocurrency and, according to Nakamoto (2008), could become an instrument for everyday payments around the world. In comparison to other digital payment solutions, Bitcoin is based on a peer-to-peer electronic cash system using “the blockchain”. This innovative technology allows for decentralised storage and movement of currency in a fully anonymous way, introducing advantageous methods for encrypted security and faster transactions (Hagiu & Beach, 2014). Scepticism regards Bitcoin’s foundation, energy consumption and price volatility, however, did not take long to arise (Holthaus, 2017). Ten years from its white paper release, Bitcoin is further supported by the same drivers which could sustain its growth as the future of digital payments (Russo, 2018). In order to investigate the key drivers and feasibility of acceptance, a London based survey was used to understand the desirability of Bitcoin as a day-to-day tool for digital payments. Additionally, this research analysed Bitcoin’s stakeholders and forecast drivers of sustainability for its application to become the future of the payment industry. A space which relies on policies that involve multiple layers of society, governments, regulators and tech-firms, all on a global scale. The findings confirmed how the increasing lack of trust of political and financial institutions, coupled with the increasing cases of data-breaches by tech-firms, encouraged over 70% of respondents to consider more decentralised and anonymous methods for their day-to-day actions; like payments. Policy makers need to cope with societies increasingly separating politically but gathering together digitally (LBS, 2017). For Bitcoin to truly establish itself as a global digital payment solution, key stakeholder acceptance must converge alongside the introduction of more robust regulation.

The paper is briefly outlining the expected changes in the economic and financial pre-conditions for Slovak farming during the period after the country&rsquo;s accession to the EU. The starting point of authors reasoning is the current piece of knowledge, saying that the economic performance of individual farms is widely differentiated and the ability of individual farms to meet the future challenges and to use the opportunities is very unevenly distributed among them. Also the competitiveness if a&nbsp;particular agricultural commodity varies. Despite of expectations concerning the price development after accession, not all commodities will be competitive on the single market. The economic situation of farms will considerably benefit from direct payments. Nevertheless, the fact that the Slovak government opted for the Single Area payment Scheme will have some adverse effects on possible gains from payments in productive regions and in farms with high output performance. In order to mitigate these redistribution effects the author is proposing to implement a&nbsp;different scheme of allocation of national top-up is to direct payments. In the final part of his paper the author gives a&nbsp;comprehensive review on payments aimed to promote rural development and payments from the Guidance section of the EAGGF targeted at enhancement of farm re-structuring.

The era is progressing from year to year. The number of food businesses that are integrated with the internet to market food products online, payments do not use cash and food deliveries do not need to be recorded because the recording has been done automatically by the application. The canteens in the Usakti Campus A area have not been registered on the online application so food orders are still manual, payments must be made in cash, and food shipments are still recorded manually. In order for the sales of these canteens to be carried out online, an online application needs to be developed so that prospective buyers can view food products online, order food online, make payments in cash, and send food items recorded automatically by the application. This online application development is carried out using the waterfall software development method which is based on the System Development Life Cycle (SDLC), and uses the Unified Modeling Language (UML) to create application processes with Use Cases, Activity Diagrams, Sequence Diagran, and Class Diagrams. Based on the evaluation carried out on application users, it can be concluded that the Usakti food court application developed can make it easier for buyers to order food from their payments. With this application, buyers do not need to come physically to the canteen to buy food.
