Now, when a lot of talking is going on about legalizing marihuana, I think I need to share the results of my measurements with the world. I measured students before and after smoking marihuana with my supersensitive patented equipment and I found that the energy of the upper spinning energy centers of their nonlinear electromagnetic field (NEMF), which rules and regulates everything in the body and is emotionally sensitive, is almost sucked out after smoking marihuana. This is a dangerous situation and based on this I think marihuana should remain illegal.

Resumen

This paper reports a pilot study upon segmental and super-segmental deviations of 40 Chinese English as a Foreign Language (EFL) learners’ sentence imitation task. The researchers annotated all substitute phonemes and tones for each observed phoneme and tone in the imitation task to describe some phonetic features of the norm of China English Accent (CEA), and probe for the dividing line between CEA and errors. Some carriers of CEA have been observed on the base of the data analysis to describe parts of the norm of CEA upon which a tentative dividing line was drawn between CEA and errors. Some pedagogical reflections were made to cast upon English teaching. Teacher’s stance towards CEA was discussed.

Resumen

The results of automation are always high hopes, as it reduces time and errors. The company is not always able to make their own choices due to ignorance and low qualifications of management or staff. The problem of studying the main differences between software products, as well as the question of the relevance of the use of software products for automation of accounting, led to the purpose and objectives of this paper. Currently, the market of computer accounting systems is developing in three directions: traditional accounting systems («1C: Enterprise», «Sail»); systems of electronic reporting and exchange of electronic documents («M.E.Doc», «Art-Report Plus»); software services for accounting based on cloud technologies («Accounting Saas», «iFin», «SMART accounting»). Most companies in various industries use the platform 1C: Enterprise, which allows you to organize effective accounting, personnel, operational, trade, warehousing, production accounting, payroll. On the other hand, most programs that are offered for accounting, but are part of management systems, have certain shortcomings: incorrect logic of placing documents by section; directories contain elements important for sales and marketing, but financial analytics is weak; reports do not have a data structure for primary documents; the cash method is the default; the data of the reports contradict each other; there are no universal reports that allow to collect information from all fields of documents. A number of companies understand that the 1C: Enterprise platform does not meet their needs, and are beginning to move to Business Automation Software (BAS). BAS is a software solution for creating comprehensive business automation systems and facilitating the work of an accountant, which allows you to keep records, register tax invoices and prepare reports in one system. The results of comparing the capabilities of BAS Accounting and 1C: Enterprise Accounting showed that they are very similar, but BAS was created from the beginning by Ukrainian developers for the Ukrainian market. The main advantages of BAS: convenient interface Taxi with a new, more obvious design of the function menu, the ability to arrange the user’s workplace, a convenient history of openings; the convenience of adding data, commands and documents to Favorites in one click; convenient search in the Favorites with the function of full-text search control and the ability to rename items; comfort of keeping records of different companies thanks to a united information base; the ability of company executives to estimate inventories by calculating the cost of various methods. In the near future, all versions of the configuration «Accounting for Ukraine» line of 1C: Enterprise will no longer be supported, therefore, there will be no update in accordance with current legislation of Ukraine. Therefore, the transition to BAS will allow companies to protect themselves from penalties due to the irrelevance of data.

Resumen

Two speeches by a famous orator of the IV century Libanius «To the Antioch Senate» and «To the Emperor on the Curia» describe the internal situation in the curia of Antioch, the causes and circumstances of the crisis of this institution. The purpose of the article is to analyze the processes that took place in the curia of Antioch in the late IV century AD based on these two speeches. Orator identifies two main problems of the city council: reducing the number of its members and their impoverishment. Moreover, Libanius blames this not on the state, but on the curials themselves. On the contrary, the speaker praises the empire in the person of Theodosius I and his predecessors for trying to help the curia and preserve the condition of the curials. The real culprits of the crisis of the curia, according to the speaker, are the decurions themselves. The wealthiest of them were often foreign to polis patriotism. They were easily prepared to leave their cities to take high official positions, where they received immunity from the performance of curial duties. Wealthy curials, which remained in the city councils and formed a narrow stratum of principals, arouse no more sympathy by Libanius. They use the curia for their own ends, distributing liturgies and impoverishing the poor curials, and then buying up their lands. Also principals do not fight the fugitives from the curia, explaining it by fear of them and the futility of this struggle. In fact, they simply put their interests above the interests of the curia, wanting to gain influential patrons and retain their power in the city. Libanius in his speeches shows the process of escape from the curia of the usual average decurions. Some of them became middle-class officials, some military, some were forced to sell their lands and become clients of the powerful men. Many curials try to send their sons to study in other cities, with the dream that they would make a career as bureaucrats and get out of the curial class. In general, it can be concluded from Libanius’ speeches that most curials did not regard their stay in the curia as a high honor, as an opportunity to develop Antioch and support urban self-government. For them, membership in the curia was a heavy duty, which they tried to get rid of whenever possible.

Resumen

Context: A cluster and increase in pneumonia cases with unknown cause were detected in Wuhan, Hubei province, China, in December 2019. These cases were reported to be associated with a new coronavirus type by the Chinese health authorities on January 7, 2020. The first case in Turkey was diagnosed on March 11, 2020. COVID-19 (SARS-CoV-2 infection) guide was prepared for the pandemic by the Ministry of Health scientific committee. However, despite strong clinical, laboratory and radiological suspicions, there are also patients who do not meet the exact case definition. Case report: In this case report, we aimed to discuss two cases that did not meet the definitive case definition and followed up in our clinic. Conclusions: Although gold standard method for the definitive diagnosis of SARS-CoV-2 infection is PCR, rapid antibody tests and CT findings are used in combination with PCR for a more effective struggle in the pandemic process would enhance rapid diagnosis of cases, necessary treatment and isolation measures to prevent transmission. It is thought that it would be useful to make case definitions.

Presentation of the case: A 34-year-old man who presented himself in our training, he complained of a whitish plaque on his penis. The physical examination showed an achromic macule on the level of the penis, with a catch of contrast in light of Wood. A skin biopsy of the dorsal surface of the penis showed a total absence of melanocytes and melanin granules in the basal layer.

We present the case of a 48 years old female in which nasosinusal tuberculosis was retained face to granulomatous inflammation with little fields of necrosis. The patient was treated for many months without healing. The diagnosis was revised when evolutive pulmonary lesions were observed while the patient was under well conducted anti-tubercular treatment. Sarcoidosis was in fine retained with good response to corticosteroid therapy.

Resumen

Public sector economics describes algorithms of public authorities’ decisions about liberalization of their tasks or intervention in the private issues. Such theory mainly concerns national or supra-national level decisions. Aim is to propose algorithm of similar decisions locally, taking into account individual specific of local situation. Methods of policy analysis for this aim are applied. Local governments have dual nature – they are executors of national policy as well as autonomous policy-makers and executors of own policy. General principles, formally recognized by all members of the Council of Europe (this concerns 100% of the EU countries) are: 1) for dividing of competences among national and local authorities – the principle of subsidiarity; 2) for scope and content of intervention – principle of proportionality. The same principles could be applied for decisions about liberalization or intervention of local issues, which concerns obligatory or voluntary local governments’ competences. Factors, which have to be taken into account to decide about intervention, are presence or absence of several types of local market failure and several types of government failure. Proposed algorithm of decision includes testing of sustainability of private activities, testing of main types of market failures, EU failure, national government failure, local government failure. That first cycle of procedure is practical implementation of the principle of subsidiarity. If intervention is necessary, then there are several options, how to impact on situation. The choice could be done among 1) regulation of private activities with corresponding administration; 2) supplying of public services for free; 3) supplying services or goods for partial payments of beneficiaries; 4) direct entrepreneurship; 5) facilitating private entrepreneurs or organized civil society organizations; 6) outsourcing of corresponding local government activities. That second cycle of procedure is practical implementation of the principle of proportionality to ensure as minimal intervention, as possible.
