Resumen

Ports and terminals open to prevailing winds can cause problems to moored ships with a high freeboard. Such ships, i.e. ship and berth mooring systems, have to deal with significant aerodynamic loads.This paper addresses the theoretical approach of the influence of aerodynamic loads on a mooring system for ship and investigates whether windscreens can reduce aerodynamic loads on ships in ports.

Resumen

Data and information security makes information technology must be updated at all times. Along with the ever-changing information technology development, making information security is very important. Many attacks carried out by irresponsible people to attack the server. These attacks are often performed on open ports, which in turn will allow unauthorized and unauthorized people to easily control ports that have been entered. So to do security on computer network in overcoming attack on ports, one of them is by using Port knoking method. In order to avoid attacks carried out in the open port state a Port knoking method is used and set parameters for this computer device to have no open communication ports to enter, but the device is still accessible from the outside. So as to make people who do not have access rights do not have the opportunity to enter the ports that exist.

Resumen

Existing classification of the Croatian seaports does not fit the level and meet the needs of the economic development of the Republic of Croatia, particularly after the Republic of Croatia joined the European Union. Equalizing public service offered by a port with the purpose of the port itself (general purpose – port open for public traffic, special purpose – port not open for public traffic) limits the economic development and aggravates the implementation of the basic market policies of the EU. Therefore, modernisation of the basic classification of ports in the Croatian legislation is suggested. Basic categorization of ports should be as follows: public service ports, private service ports and private ports for private needs of an entrepreneur.

Resumen

Countries around the world have tightened their border controls in response to the spread of COVID-19. Consequently, seafarers are prohibited from boarding or leaving ships at most ports, with few exceptions. This situation means that seafarers are highly likely to serve onboard vessels beyond their contracted shifts. Most seafarers are prone to depression because they have to spend long periods at sea away from family and friends, and, thus, banning crew changes will put their mental health further at risk. This will increase the likelihood of maritime accidents, thus jeopardizing global supply chains and ultimately exacerbating current hardships. To tackle this emergency, the International Maritime Organization and the European Commission have called on governments to coordinate efforts to designate ports for crew changes during the pandemic. This study aims to solve the crew change problem by using an integer linear programming model. In the sensitivity analysis section, we find that the number of opening ports for crew changes and the cost of crew changes decrease when the cost of opening ports increases. The results show governments will not invest in opening more ports when the cost of opening ports increases. However, the penalty increases when the number of open ports decreases, and the cost of opening ports increases. As the number of crew changes is decreasing, this leads to the penalty increasing, when the number of open ports decreases.

Resumen

Primorje-Gorski Kotar County has eight county port authorities operating since 1999, which manage a total of 101 ports open for public transport, 27 of which are of county importance and 74 ports are of local importance. The focus of this article is directed on county ports communal areas open for public transport, i.e. on communal berths in such ports. The article processes a number of communal berths managed by each county port authority in Primorje-Gorski Kotar County, including the amount of compensation for such moorings. The number of requests for communal berths for each of the eight county port authorities was collected by field research to compare the current capacity with the required capacity of communal moorings. The problems which occur during the use of communal berths and possible solutions to those problems will also be presented in the article.

Resumen

À leur apogée, les Expositions universelles ou internationales, marques des processus de mondialisation et de modernisation, ne manquaient pas une participation chinoise de multi-forme et multi-niveau dans le principal pays organisateur, la France. L’étude de la présence chinoise suit chronologiquement ces grandes manifestations déroulées à Paris, cas par cas, durant près d’un siècle. Les représentations traitées évoluaient avec le temps, selon le contexte international, la relation franco-chinoise et le régime politique. La question d’éclairer les faits et de préciser les limites de la place de ce pays aux Expositions universelles françaises se situe à l’origine de la présente étude. À la fin de la dynastie, des Douanes maritimes impériales sous la direction des étrangers influençaient fortement les procédures d’organisation. Témoins de la mutation de la vie économique, des pavillons nationaux à Paris dévoilaient tant le déséquilibre de la répartition géographique de commerce que la disparité de la structure industrielle dans ce pays. De manière parallèle, des manifestations culturelles et artistiques présentaient une continuité survivant aux changements. De plus, l’analyse de ces participations permet d’examiner l’éventuelle capacité de se présenter sur l’échiquier international, ainsi que d’évaluer de premiers efforts d’industrialisation chinoise. Cette thèse a pour ambition de dresser un bilan des participations chinoises en France, afin de contribuer à l’un des aspects de l’histoire des expositions de la Chine moderne
In their heyday, the World’s fairs, landmarks of the processes of globalization and modernization, did not lack a Chinese participation of multiform and multi-level in the main organizing country, France. The study of the Chinese presence follows chronologically these great events held in Paris, case by case, for nearly a century. The representations treated evolved with time, according to the international context, the Franco-Chinese relationship and the political regime. The question of clarifying the facts and specifying the limits of the place of this country in the French World’s fairs is the origin of the present study. At the end of the dynasty, imperial maritime customs under the direction of foreigners strongly influenced the organizational procedures. Witnessing the mutation of economic life, national pavilions in Paris revealed both the imbalance of the geographical distribution of trade and the disparity of the industrial structure in this country. At the same time, cultural and artistic events presented a continuity that survived the changes. Moreover, the analysis of these participations allows us to examine the possible capacity to present itself on the international scene, as well as to evaluate the first efforts of Chinese industrialization. This thesis aims to draw up an assessment of Chinese participations in France, in order to contribute to one aspect of the history of exhibitions in modern China

Resumen

The perspectives of Brazil, in terms of Research and Development are not optimistic, since the investments are still low. Such picture of innovation scarcity is even more noticeable in companies of small- sized. Among the possible alternatives of innovation, glimpses a open innovation (OI). In Brazil, that already exist some initiatives related to the disclosure, promotion and adoption of Open Innovation, however, it is perceived that the focus of the research hovers in the look of the large companies, thus, it is understood the relevance of the study of the thematic in a doctoral thesis ,since the reality that is proposed to be studied, that is,companies small-sized, still lacks studies. Thus, this study has as a research question: how is open innovation adopted in companies of small-sized in the information and communication technology sector? Therefore, the study is characterizing itself as a qualitative approach research, of exploratory nature, and the research strategy is configured as a multiple case study. The analysis corpus covers organizations linked to the Local Productive Arrangement of the Information and Communications Technology Sector, located in the city of Santa Maria/RS, called Software Center. Among the main results, evidenced that organizations are considered young, since the average time in the market refers to six or eight years, they count, on average, with about seventeen employees in its functional framework. It was possible to identify that most managers do not have conceptual knowledge of Open Innovation, however, this does not prevent organizations from to leave to practice on openness initiatives, in reference of the reasons for the opening, stands out the fact the organizations belong to the sector of Information and Communications technology, what forecasts close relationship with the clients in the daily processes and the culture of openness, are preponderant reasons for the adoption of Open Innovation. In addition, among the main partners of Open Innovation include clients and the innovations raise from the opening processes, being Characterizing itself mainly as incremental stamp innovations. Curiously, the managers point out that being part of the Local Productive Arrangement Software Center does not influence the process of opening the company. At the end of the study, the contribution of the thesis concerns a theoretical framework proposal, which is intends to generate insights and guide managers in the adoption of open innovation in companies of small-sized.
As perspectivas do Brasil, em termos de Pesquisa e Desenvolvimento (P&D), não são otimistas, visto que os investimentos ainda são baixos. Tal quadro de escassez de inovação é ainda mais perceptível nas empresas de pequeno porte. Dentre as alternativas possíveis de inovação, vislumbra-se a open innovation (OI). No Brasil, já existem algumas iniciativas relacionadas à divulgação, promoção e adoção da OI, entretanto, percebe-se que o foco das pesquisas paira no olhar das grandes empresas, assim, entende-se a relevância do estudo da temática em uma tese de doutorado, uma vez que a realidade que se propõe a ser estudada, ou seja, empresas de pequeno porte, ainda carece de estudos. Desse modo, este estudo tem como questão de pesquisa: Como a inovação aberta é adotada em empresas de pequeno porte do setor de Tecnologia da Informação e Comunicações? Para tanto, o estudo caracteriza-se como uma pesquisa de abordagem qualitativa, de caráter exploratório, e a estratégia de pesquisa configura-se como um estudo de casos múltiplo. O corpus de análise abrange as organizações vinculadas ao arranjo produtivo local (APL) do setor de Tecnologia da Informação e Comunicações (TIC), localizado na cidade de Santa Maria/RS. Dentre os principais resultados, evidenciou-se que as organizações são consideradas jovens, visto que a média de tempo no mercado refere-se a seis ou oito anos, contam, em média, com cerca de 17 colaboradores no seu quadro funcional. Foi possível identificar que grande parte dos gestores não possui conhecimento conceitual de OI, entretanto, isso não impede que as organizações deixem de praticar iniciativas de abertura. No que tange aos motivos da abertura, destaca-se que o fato das organizações pertencerem ao setor de TIC, o qual prevê relacionamento estreito com os clientes nos processos diários e a cultura de abertura, são motivos preponderantes para a adoção de OI. Ademais, entre os principais parceiros de OI figuram os clientes e as inovações oriundas dos processos de abertura, caracterizando-se principalmente, como inovações de cunho incremental. Curiosamente, os gestores apontam que fazer parte do APL Centrosoftware não influencia o processo de abertura da empresa. Finalizando o estudo, a contribuição da tese diz respeito a uma proposta de framework teórico, que tem a intenção de gerar insights e guiar os gestores na adoção da inovação aberta em empresas de pequeno porte.

Resumen

A democracia e as decisões oriundas das instituições públicas se realizam de forma legítima se os cidadãos conseguem participar e interagir, trocando argumentos dos prós e contras sobre determinada questão que envolve o bem comum da sociedade e da cidade. O modo de vida nas cidades, influenciados inclusive por variáveis relacionadas ao urbanismo e ao desenho urbano, acabam por transferir o momento deste encontro para os espaços públicos abertos – aí incluídos as vias públicas - por onde as pessoas inevitavelmente entram em contato. A preocupação com os espaços públicos abertos é tema recorrente na história da cidade de Porto Alegre há pelo menos quatro décadas, o que pode ser verificado pela análise do tratamento institucional dado ao tema. No entanto, mesmo com o passar do tempo, os problemas de mobilidade urbana persistem, e inclusive se acentuam, fruto das decisões do Poder Executivo local que acabam por inverter a prioridade, consolidando e incentivando a utilização do automóvel como modal de transporte preferencial, resultando no afastamento das pessoas e na dificuldade de interação. Movimentos sociais surgem em oposição a estas políticas, e a bicicleta se torna instrumento e símbolo para a retomada da escala humana da cidade como lugar do encontro, da interação, e da democracia.
Decisions taken by public institutions – as democracy itself – can be considered legitimate and function as such, when citizens are able to participate and interact, exchanging arguments of the pros and cons on an issue that involves the common good of society and the city. The urban way of life – influenced by Urbanism and urban design related factors – end up transferring that meeting point to the public spaces – including public thoroughfares – where people, inevitably, come in contact with each other. Dealing with open public spaces is a recurring subject and often reason for concern in Porto Alegre; it has been so for about four decades at least; this can de verified by analysing how public institutions have dealt with this issue. As a matter of fact, urban mobility related problems persist, and get even worse, as a consequence of decisions taken by the local government, which end up reverting priorities: the use of the automobile as a preferred mode of transportation is further encouraged and consolidated. People get more isolated, interaction is more difficult. Social movements arise, opposing such policies; the bicycle becomes a tool and a symbol for regaining the human scale of the city as a place of meeting, of interacting, and of democracy.

AbstractFor decades, work psychologists have studied the automation of work processes to establish human-centered work design. Moving from automation to autonomy through software, systems, or tools that support (or supplement) the human worker has specific consequences for field applications, for example, in the maritime sector. Autonomous systems are characterized by a high degree of self-governance concerning adaptation, communication, and decision-making. From a psychological perspective, maritime autonomy means that autonomous agents and humans work interdependently as a human-autonomy team.In this chapter, we first introduce the concept of human-autonomy teaming (HAT) in the context of maritime work settings. Second, we elaborate on three psychological perspectives on HAT (i.e., level of autonomy, system trust, system knowledge/features) spotlighting a maritime example of HAT in ship inspection. Qualitative interview results from maritime and technological experts give insights into the complex pattern of possible opportunities and hindrances when facing agent autonomy in maritime application fields. Finally, we outline future trends in HAT increasingly needed due to continuous technical improvement. Maritime autonomy is no static goal, but an adaptive team characteristic impacted by human and situational demands with the potential for collaborative learning, challenges for leadership, and open questions regarding the role of responsibility.

AbstractSuccessful engineering principles for building software systems rely on the separation of concerns for mastering complexity. However, just working on different concerns of a system in a collaborative way is not good enough for economically feasible tailored solutions. A successful approach for this is the composition of complex systems out of commodity building blocks. These come as is and can be represented as blocks with ports via data sheets. Data sheets are models and allow a proper selection and configuration as well as the prediction of the behavior of a building block in a specific context. This chapter explains how model-driven approaches can be used to support separation of roles and composition for robotics software systems. The models, open-source tools, open-source robotics software components and fully deployable robotics software systems shape a robotics software ecosystem.

Abstract This study compares the effectiveness of different trolling strategies in two online contexts: politically oriented forums that address issues like global warming, and interest-based forums that deal with people’s personal interests. Based on previous research, we consider trolling as context-bound and suggest that relevance theory and common grounding theory can explain why people may attend and react to certain types of troll posts in one forum, but pay scant attention to them in another. We postulate two hypotheses on how successful (i.e., disruptive) trolling varies according to context: that trolls’ messaging strategies appear in different frequencies in political and interest forums (H1), and that context-matching strategies also produce longer futile conversations (H2). Using Hardaker’s categorization of trolling strategies on a covert–overt continuum, our statistical analysis on a dataset of 49 online conversations verified H1: in political forums covert strategies were more common than overt ones; in interest forums the opposite was the case. Regarding H2 our results were inconclusive. However, the results motivate further research on this phenomenon with larger datasets.

Resumen

Ships have two major roles, namely navigation in oceans and cargo handling in ports. Various factors must be considered to maintain the safety of ships in all situations, from oceans to ports. The case of ferry ports was already presented by the authors. However, some important factors are still unknown, and thus, a nationwide survey is conducted to clarify them. The first survey is a questionnaire, in which responders point out various problems that prevent the maintenance of safety in ports. In particular, there are many ports with insufficient facilities because of the financial deficit. There are also differences in awareness on how to improve the current situation between the shipping companies (users) and local governments (port managers). The second survey, interviews during visits, is conducted in three ports. Detailed situations regarding mooring difficulties are detected. Those points are summarized with the aim to improve safety considering the standards of port planning under a financial deficit situation.

Resumen

The WP5 Coastal Resilience and Operational Services demonstrator aims to design and deploy innovative sea level monitoring systems, integrating their observations with downscaled model forecasts into an alert-based monitoring and forecasting tool (OSPAC) that is design for use by ports and local authorities. As part of this data integration process, sea level observations must be quality-controlled in near real-time, to minimise the risk of false alarms. This has historically been achieved using an established open-source software package (SELENE). Recent progress using automatic quality control (QC) in delayed mode has led to the development of additional functionality that could enhance the SELENE software. At the same time, the delivery of new sea level time series from Global Navigation Satellite Systems (GNSS), provides an additional means of data validation. WP5 aims to enhance the SELENE software by incorporating these enhancements and new data feeds, thereby improving the quality of the OSPAC tool. A delay in the installation of the sea level monitoring systems has led to a corresponding delay in the provision of data inputs to SELENE and subsequently to OSPAC. Some development work has been possible using alternative test time series, but a key implementer in presently taking parental leave, which will delay further development work until October 2023. Resumen

The objective of this cruise was to establish the first order functionality of the LIGHTHOUSE system in terms of mechanics, ROV operations, electrical components and data link. This is a highly integrated suite of optical and acoustic sensors to create a real time 360° scan of an underwater environment, in order to enhance the situational awareness of pilots and mission specialists. The tests were to be conducted in the clear, deep waters of the Norwegian Sognefjord. Due to severe technical malfunctions that became only apparent during mobilization in the port of Kiel, the vessel stayed moored to the east shore and west shore quays in Kiel Harbor, except for an excursion off Boknis Eck in the Eckernförde Bight. Despite these restrictions in locality, the majority of the work programme was carried out with great success.

The main recommendations of the panel report can be summarised under four headings: 1. From Source to Sea: River systems, from their source to the sea and beyond, should form the focus for research projects, allowing the integration of all archaeological work carried out along their course. Future research should take a holistic view of the marine and maritime historic environment, from inland lakes that feed freshwater river routes, to tidal estuaries and out to the open sea. This view of the landscape/seascape encompasses a very broad range of archaeology and enables connections to be made without the restrictions of geographical or political boundaries. Research strategies, programmes From Source to Sea: ScARF Marine and Maritime Panel Report iii and projects can adopt this approach at multiple levels; from national to site-specific, with the aim of remaining holistic and cross-cutting. 2. Submerged Landscapes: The rising research profile of submerged landscapes has recently been embodied into a European Cooperation in Science and Technology (COST) Action; Submerged Prehistoric Archaeology and Landscapes of the Continental Shelf (SPLASHCOS), with exciting proposals for future research. Future work needs to be integrated with wider initiatives such as this on an international scale. Recent projects have begun to demonstrate the research potential for submerged landscapes in and beyond Scotland, as well as the need to collaborate with industrial partners, in order that commercially-created datasets can be accessed and used. More data is required in order to fully model the changing coastline around Scotland and develop predictive models of site survival. Such work is crucial to understanding life in early prehistoric Scotland, and how the earliest communities responded to a changing environment. 3. Marine & Maritime Historic Landscapes: Scotland’s coastal and intertidal zones and maritime hinterland encompass in-shore islands, trans-continental shipping lanes, ports and harbours, and transport infrastructure to intertidal fish-traps, and define understanding and conceptualisation of the liminal zone between the land and the sea. Due to the pervasive nature of the Marine and Maritime historic landscape, a holistic approach should be taken that incorporates evidence from a variety of sources including commercial and research archaeology, local and national societies, off-shore and onshore commercial development; and including studies derived from, but not limited to history, ethnology, cultural studies, folklore and architecture and involving a wide range of recording techniques ranging from photography, laser imaging, and sonar survey through to more orthodox drawn survey and excavation. 4. Collaboration: As is implicit in all the above, multi-disciplinary, collaborative, and cross-sector approaches are essential in order to ensure the capacity to meet the research challenges of the marine and maritime historic environment. There is a need for collaboration across the heritage sector and beyond, into specific areas of industry, science and the arts. Methods of communication amongst the constituent research individuals, institutions and networks should be developed, and dissemination of research results promoted. The formation of research communities, especially virtual centres of excellence, should be encouraged in order to build capacity.

Non-intrusive techniques such as medical CT-Scan or micro-CT allow the definition of 3D connected pore networks in porous materials, such as sedimentary rocks or concrete. The definition of these networks is a key step towards the evaluation of fluid flow and heat transfer in energy resource (e.g., hydrocarbon and geothermal reservoirs) and CO2 sequestration research projects. As material heterogeneities play a role at all scales (from micro- to project-scale), numerical models represent a powerful tool for bridging the gap between small-scale measurements provided by X-ray imaging techniques and larger-scale transport properties. This study uses pre-existing medical CT-scan datasets of reference material, namely glass beads and conventional reservoir rocks (Berea sandstone, Boise sandstone, Indiana limestone) to extract the 3D geometry of connected pores using an open-source software (Spam). Pore networks from rock samples were generated from dry and then saturated samples. Binarized datasets were produced for these materials (generated by a thresholding technique) to obtain pore size distribution and tortuosity, as well as preferential paths for fluid flow. Average porosities were also calculated for comparison with those obtained by conventional commercial laboratory techniques. The results obtained show that this approach works well for medium and coarse-grained materials that do not contain a large percentage of fine particles. However, this approach does not allow representative networks to be obtained for fine-grained rocks, due to the fact that small pores (or pore throats) cannot be taken into account in the datasets obtained from the medical CT-Scan. A next step, using datasets produced from a micro- CT scan, is planned in order to be able to generate representative networks in this type of material as well.

The overall goal of this project is to improve upon existing engine control strategies of large bore, fuel-lean natural gas engines in order to increase efficiency and maintain emissions compliance during variable fuel composition events. This will be done by simulating the effects of variable fuels in a natural gas engine, and if necessary, develop engine control methods. Phase III builds upon the work of previous phases by implementing detailed cylinder-level geometry, increasing the number of alkane species in the laminar flame speed and ignition delay solutions, and incorporating a prechamber model into the full-scale engine simulation of a Cooper-Bessemer GMWH-10C. The piston motion and port profiles were calculated from known engine geometry as a way to simulate cylinder compression and expansion as well as cylinder scavenging. The species considered were increased from binary mixtures of methane and ethane to quinary mixtures of methane, ethane, propane, butane, and pentane in order to capture the effects of heavier hydrocarbons. The laminar flame speed and ignition delay equations were developed using the same method utilized in the previous phase, but the laminar flame speed was implemented differently. Two predictive combustion simulations were developed in GT-Power. The first simplifies the combustion chambers into just one open chamber. The second includes the actual cylinder volumes: two small prechambers attached to the main chambers. Both of these models were tuned and validated against experimental data.

Description: Shipping is responsible for a range of different pressures affecting air quality, climate, and the marine environment. Most social and economic analyses of shipping have focused on air pollution assessment and how shipping may impact climate change and human health. This risks that policies may be biased towards air pollution and climate change, whilst impacts on the marine environment are not as well known. One example is the sulfur regulation introduced in January 2020, which requires shipowners to use a compliant fuel with a sulfur content of 0.5% (0.1% in SECA regions) or use alternative compliance options (Exhaust Gas Cleaning Systems, EGCS) that are effective in reducing sulfur oxide (SOx) emissions to the atmosphere. The EGCS cleaning process results in large volumes of discharged water that includes a wide range of contaminants. Although regulations target SOx removal, other pollutants such as polycyclic aromatic hydrocarbons (PAHs), metals and combustion particles are removed from the exhaust to the wash water and subsequently discharged to the marine environment. Based on dilution series of the Whole Effluent Testing (WET), the impact of the EGCS effluent on marine invertebrate species and on phytoplankton was found to vary between taxonomic groups, and between different stages of the invertebrate life cycle. Invertebrates were more affected than phytoplankton, and the most sensitive endpoint detected in the present project was the fertilisation of sea urchin eggs, which were negatively affected at a sample dilution of 1 : 1,000,000. Dilutions of 1: 100,000 were harmful to early development of several of the tested species, including mussels, polychaetes, and crustaceans. The observed effects at these low concentrations of EGCS effluent were reduced egg production, and deformations and abnormal development of the larvae of the species. The ecotoxicological data produced in the EMERGE project were used to derive Predicted No Effect Concentration values. Corresponding modelling studies revealed that the EGCS effluent can be considered as a single entity for 2-10 days from the time of discharge, depending on the environmental conditions like sea currents, winds, and temperature. Area 10-30 km outside the shipping lanes will be prone to contaminant concentrations corresponding to 1 : 1,000,000 dilution which was deemed harmful for most sensitive endpoints of WET experiments. Studies for the Saronikos Gulf (Aegean Sea) revealed that the EGCS effluent dilution rate exceeded the 1 : 1,000,000 ratio 70% of the time at a distance of about 10 km from the port. This was also observed for 15% of the time within a band of 10 km wide along the shipping lane extending 500 km away from the port of Piraeus. When mortality of adult specimens of one of the species (copepod Acartia tonsa) was used as an endpoint it was found to be 3-4 orders of magnitude less sensitive to EGCS effluent than early life stage endpoints like fertilisation of eggs and larval development. Mortality of Acartia tonsa is commonly used in standard protocols for ecotoxicological studies, but our data hence shows that it seriously underestimates the ecologically relevant toxicity of the effluent. The same is true for two other commonly used and recommended endpoints, phytoplankton growth and inhibition of bioluminescence in marine bacteria. Significant toxic effects were reached only after addition of 20-40% effluent. A marine environmental risk assessment was performed for the Öresund region for baseline year 2018, where Predicted Environmental Concentrations (PECs) of open loop effluent discharge water were compared to the PNEC value. The results showed modelled concentrations of open loop effluent in large areas to be two to three orders of magnitude higher than the derived PNEC value, yielding a Risk Characterisation Ratio of 500-5000, which indicates significant environmental risk. Further, it should be noted that between 2018-2022 the number of EGCS vessels more than quadrupled in the area from 178 to 781. In this work, the EGCS discharges of the fleet in the Baltic Sea, North Sea, the English Channel, and the Mediterranean Sea area were studied in detail. The assessments of impacts described in this document were performed using a baseline year 2018 and future scenarios. These were made for the year 2050, based on different projections of transport volumes, also considering the fuel efficiency requirements and ship size developments. From the eight scenarios developed, two extremes were chosen for impact studies which illustrate the differences between a very high EGCS usage and a future without the need for EGCS while still compliant to IMO initial GHG strategy. The scenario without EGCS leads to 50% reduction of GHG emissions using low sulfur fuels, LNG, and methanol. For the high EGCS adoption scenario in 2050, about a third of the fleet sailing the studied sea areas would use EGCS and effluent discharge volumes would be increased tenfold for the Baltic Sea and hundredfold for the Mediterranean Sea when compared to 2018 baseline discharges. Some of the tested species, mainly the copepods, have a central position in pelagic food webs as they feed on phytoplankton and are themselves the main staple food for most fish larvae and for some species of adult fish, e.g., herring. The direct effect of the EGSE on invertebrates will therefore have an important indirect effect on the fish feeding on them. Effects are greatest in and near shipping lanes. Many important shipping lanes run close to shore and archipelago areas, and this also puts the sensitive shallow water coastal ecosystems at risk. It should be noted that no studies on sub-lethal effects of early 19 life stages in fish were included in the EMERGE project, nor are there any available data on this in the scientific literature. The direct toxic effects on fish at the expected concentrations of EGCS effluent are therefore largely unknown. According to the regional modelling studies, some of the contaminants will end up in sediments along the coastlines and archipelagos. The documentation of the complex chemical composition of EGCS effluent is in sharp contrast to the present legislation on threshold levels for content in EGCS effluent discharged from ships, which includes but a few PAHs, pH, and turbidity. Traditional assessments of PAHs in environmental and marine samples focus only on the U.S. Environmental Protection Agency (EPA) list of 16 priority PAHs, which includes only parent PAHs. Considering the complex PAHs assemblages and the importance of other related compounds, it is important to extend the EPA list to include alkyl-PAHs to obtain a representative monitoring of EGCS effluent and to assess the impact of its discharges into the marine environment. An economic evaluation of the installation and operational costs of EGCS was conducted noting the historical fuel price differences of high and low sulfur fuels. Equipment types, installation dates and annual fuel consumption from global simulations indicated that 51% of the global EGCS fleet had already reached break-even by the end of 2022, resulting in a summarised profit of 4.7 billion €2019. Within five years after the initial installation, more than 95% of the ships with open loop EGCS reach break-even. The pollutant loads from shipping come both through atmospheric deposition and direct discharges. This underlines the need of minimising the release of contaminants by using fuels which reduce the air emissions of harmful components without creating new pollution loads through discharges. Continued use of EGCS and high sulfur fossil fuels will delay the transition to more sustainable options. The investments made on EGCS enable ships to continue using fossil fuels instead of transitioning away from them as soon as possible as agreed in the 2023 Dubai Climate Change conference. Continued carriage of residual fuels also increases the risk of dire environmental consequences whenever accidental releases of oil to the sea occur.

Members of the Central Asia Regional Economic Cooperation (CAREC) Program rely on open-sea ports of third-party countries outside borders as conduits for exports and imports. These open-sea ports are located mostly in non-CAREC countries and act as international oceanic trade nodes to connect CAREC freight across cross-border railways, highways, inland sea shipping, and on river and canal barges. This study analyzes seaports and multimodal corridors serving CAREC landlocked countries. It aims to provide sufficient background about ports and logistics developments in the region. It also seeks to identify areas and potential activities that will require cooperation among member countries and development partners within the framework of the CAREC Program.
