Resumen
Short-Term Mission (STM) is a reality that is intertwined and integrated into the fabric of world mission and Christian experience. Many discussions revolving around short-term mission have been descriptive and about best practices. This article moves beyond an appraisal of short-term mission as a phenomenon and instead looks at why and how OMF International, a long-term mission agency, aligned STM with long-term mission, vision and strategy by focusing on the mentorship and discipleship of its STM volunteers. It also looks at with-ness and consociation as a model for mentorship, and discipleship as a means of addressing the opportunities and challenges that STM presents to long-term mission agencies.

OBJECTIVE The development of new treatment approaches for degenerative lumbar spondylolisthesis (DLS) has introduced many questions about comparative effectiveness and long-term outcomes. Patient registries collect robust, longitudinal data that could be combined or aggregated to form a national and potentially international research data infrastructure to address these and other research questions. However, linking data across registries is challenging because registries typically define and capture different outcome measures. Variation in outcome measures occurs in clinical practice and other types of research studies as well, limiting the utility of existing data sources for addressing new research questions. The purpose of this project was to develop a minimum set of patient- and clinician-relevant standardized outcome measures that are feasible for collection in DLS registries and clinical practice. METHODS Nineteen DLS registries, observational studies, and quality improvement efforts were invited to participate and submit outcome measures. A stakeholder panel was organized that included representatives from medical specialty societies, health systems, government agencies, payers, industries, health information technology organizations, and patient advocacy groups. The panel categorized the measures using the Agency for Healthcare Research and Quality’s Outcome Measures Framework (OMF), identified a minimum set of outcome measures, and developed standardized definitions through a consensus-based process. RESULTS The panel identified and harmonized 57 outcome measures into a minimum set of 10 core outcome measure areas and 6 supplemental outcome measure areas. The measures are organized into the OMF categories of survival, clinical response, events of interest, patient-reported outcomes, and resource utilization. CONCLUSIONS This effort identified a minimum set of standardized measures that are relevant to patients and clinicians and appropriate for use in DLS registries, other research efforts, and clinical practice. Collection of these measures across registries and clinical practice is an important step for building research data infrastructure, creating learning healthcare systems, and improving patient management and outcomes in DLS.

The nationwide monument protection system was (re-)established in Hungary in 1957 and operated uninterruptedly during the previous political system. Even though by now both the profession and its institutional system has been transformed numerous times, the dedicated professional journal, titled “Monument Protection”, has been continuously published since 1957. It was first published by the Union of Hungarian Architects and from 1960 the National Monument Protection Inspectorate (OMF) was the main publisher until the end of the researched period in 1990. It describes and discusses case studies, theoretical investigations and informs colleagues and the interested nationwide audience about the international norms and trends in that field. This contribution looks at the first circa three decades (1957-1990) of this journal as a basis to investigate the profession in Hungary, its operational scope as well as its national and international status. Melinda Harlov-Csortán – The Hungarian monum ent... 59 This investigation contributes not just to exploration of an important historical period through a specialized profession but to understanding of our contemporary built environment and the views and concepts behind them as well. The research process involves analysis of printed materials (such as policies or conference publications) as well as interviews with members of the profession. The current contribution analyzes the first 33 years of the publication by looking at both its content, structure and language. Comparative and discourse analysis were conducted to understand both the given period of the Hungarian profession and the role of the journal in question. The aim of the article is to discuss the self-representation of the Hungarian monument protection profession during the researched period (1957-1990) not just by presenting the history of the field but also by investigating tasks and challenges that Hungarian monument professionals identified themselves. ‟Monument Protection” serves also as a great basis for comparative analysis together with other Hungarian publications or even as a basis of international comparison with alike foreign journals.

Introduction: This study aims to describe the epidemiology, aetiology and therapy of orbital fractures in a large municipal hospital in The Hague, the Netherlands, and to demonstrate the effectiveness of an integrated approach of orbital trauma care with a team consisting of an ophthalmologist, an orthoptist and an oral and maxillofacial (OMF) surgeon. Methods: We obtained data from patients with an orbital fracture between June 2015 until July 2018. Primary outcomes were the classification of orbital fractures and treatment (conservative or surgical). Results: 182 patients were included in this study. The most common type of orbital fracture was an isolated orbital floor fracture (n=56, 30.8%). In most cases, therapy was conservative (69.2%). When surgical repair was indicated, a polydioxanone (PDS) plate was most commonly used (11.5%). The main cause of an orbital fracture was a fall accident (38.5%), followed by assault (32.4%). 32.4% of the patients were intoxicated with alcohol. Conclusion: In our study population, almost 70% (69.2%) of the patients were treated conservatively in our study. Compared to the international literature, this percentage is considerably higher than in other studies. In our opinion, our integrated approach to orbital trauma has led to a justifiable reduction of the proportion of cases receiving surgical intervention in orbital fractures. We would like to advocate the implementation of a similar team in other hospitals to improve the quality and cost-effectiveness of treatment in patients with orbital fractures.

Résumé Il a fallu attendre l’année 1994 pour que soit décidée la création d’une organisation internationale chargée d’encadrer le commerce international : l’Organisation mondiale du commerce (OMC). Pourtant des négociations ont commencé sur ce sujet dès 1941. Elles ont eu pour objectif de créer une Organisation internationale du commerce (OIC) et ont abouti en 1948 à la Charte de la Havane instituant une Organisation internationale du commerce. Mais l’OIC n’a jamais vu le jour. À une époque où s’exprime un désenchantement devant les promesses non tenues par les organisations internationales, il est utile de rappeler le contexte intellectuel dans lequel l’idée d’organiser le commerce mondial a émergé. L’article qui suit présente les conceptions des trois principaux économistes britanniques ayant participé à ces négociations : Keynes, Meade et Robbins.

This research embarked on how a positive peace in a typhoon-stricken place is possibly experienced. The researchers conducted this study in the simple town of Hernani, Eastern Samar. The relevant question the researchers would like to answer is how the locals of that typhoon-stricken town absorb, adapt, and recover from the insidious effects brought about by the devastating typhoon. It focused specifically on the resiliency of the locals amid the difficulties and challenges caused by a natural calamity, and how this resiliency had helped them find peace in their lives. Using the methodology and processes of narrative analysis, the research results manifested the peace concept of the locals based on what they had experienced. It has shown also the factors that made the town a peaceful place to live in as expressed through relevant themes. Consequently, the themes were categorized by using the indicators of the pillars of positive peace. The possible manifestation of the positive peace as expressed in the initiatives done by the existing concerned institutions, shown through the attitudes of the locals, and the prevailing structures that operate within the town of Hernani, was seen as a contributor to nation-building. The resiliency shown by the locals amid natural calamity is an essential characteristic of positive peace. The same resiliency of the people, being supported appropriately by a well-performing local government, provided with a healthy business environment, when reinforced and replicated in other towns and provinces can result in a creation of a stronger and peaceful nation.ReferencesBurck, C. Zur Bewältigung der Folgen der europäischen Schuldenkrise schlossen sich erstmals die Europäische Kommission, die Europäische Zentralbank und der Internationale Währungsfonds zur „Troika“ zusammen. Krisengeschüttelte Euroländer erhielten Hilfskredite verbunden mit umfangreichen Kreditkonditionalitäten. Obwohl die Troika bestrebt war, nach außen einheitliche Positionen zu demonstrieren, zeigten sich in Fragen der Schuldenrestrukturierung, der fiskalischen und strukturellen Anpassung systematisch inhaltliche Differenzen zwischen den drei Organisationen. Diese rekonstruieren wir mit Hilfe von process tracing für die Programme für Irland und Griechenland. Unter Rückgriff auf das Konzept der Organisationskultur und ein Verständnis internationaler Organisationen als Bürokratien oder „international public administrations“ interpretieren wir konfligierende Ansätze der Kreditvergabe als Ausdruck inkongruenter Organisationskulturen der Troika-Bürokratien. Unsere Befunde widersprechen sowohl staatszentrierten Perspektiven auf die Troika als auch Ansätzen, die internationale Organisationen eher als „multiple Persönlichkeiten“ denn als unitarische Akteure begreifen.

L'Organisation maritime consultative intergouvernementale fut créée en 1948 afin de centraliser les questions relatives au transport maritime et répondre à la volonté des grandes puissances de maintenir leur contrôle sur les échanges commerciaux par voie maritime. L'ouverture de nouveaux pavillons lors du mouvement général de décolonisation et la fuite des armateurs vers ceux présentant les avantages économiques les plus attractifs ont brutalement freiné l'action de l'Organisation dévoilant les inconvénients d'un système décisionnel centré sur l'influence des transporteurs. Les catastrophes maritimes qui ont marqué la seconde moitié du XXe siècle ont pourtant permis à l'Organisation d'engager une lente transformation pour le développement de son action normative. Bien qu'elle n'exerce pas ses compétences dans le domaine économique, en devenant l'Organisation maritime internationale (OMI), la dimension politique de ses travaux dans le domaine technique lui a conféré une autorité morale fondée sur son expertise. Régulièrement critiquée, l'OMI reste pourtant l'unique institution à réunir l'ensemble des acteurs du secteur maritime. Son action repose sur sa capacité à orienter la discussion et les négociations afin de parvenir à un consensus. Les limites inévitables d'une démarche compromissoire stimule le perfectionnement de sa technique d'élaboration des normes universelles et entretient un mouvement constant de réformes dont la portée n'est pas toujours à la hauteur des attentes. « Sécurité, sûreté et efficacité de la navigation sur des océans plus propres » sont des objectifs qui l'ont poussée à déterminer des orientations stratégiques et à agir dans un cadre de performance
The Intergovernmental Maritime Consultative Organization (IMCO) was established in 1948 in order to address at a global scale, issues raised by the maritime transport as well as the concern of the most powerful flag to keep their influence in the field. The registries created by the new States following the decolonization and the escape of the ship-owners towards more economic flag slowed down the action of the Organization, highlighting the disadvantages of a decisional system centered on the influence of the shipowners. Major incidents and marine pollutions of the 20th century allowed the slow transformation of the Organization for the development of its normative action. Even if, the organization does not exercise its competence in the economic concerns, when it became the International Maritime Organization (IMO), the political dimension of its work in technical field conferred gradually to it a moral authority based on its expert testimony and its universal vocation. Although modest, the IMO remains the single institution to join together the whole of the actors of the maritime sector and its intervention is paramount. The adoption of universal standards is founded on its capacity to direct the discussion and the negotiation in order to attain a consensus. The inevitable limits of consensus stimulates the improvement of its technique for the adoption of universal standards and maintains a constant evolution which is not always conform of waitings. "Safety, security and effectiveness of navigation on cleaner oceans" are ambitious objectives which pushed it to determine strategic directions and to act within a framework of performance

L’expansion des euromarchés a été très importante depuis 1960. La présente thèse tente d'analyser la création monétaire sur ces marchés, en examinant les incidences de cette croissance sur l'inflation internationale et sur la conduite de la politique monétaire au niveau national. La première partie étudie le développement de quelques éléments constituant le marche des eurodevises, à savoir, les centres bancaires off-shore et les "facilites bancaires internationales". En plus de la particularité de chaque centre bancaire off-shore, les traits communs sous-tendent l'évolution de ces centres : avantages réglementaires, fiscaux, géographiques. . . La deuxième partie essaie de mesurer le multiplicateur des euro-monnaies au travers d'un modèle qui considère le marché des euro-monnaies dans le contexte de l'équilibre général de portefeuille. Cette évaluation du multiplicateur nous permet d'apprécier l'ampleur de la contribution des opérations des euro-banques à la croissance de la masse monétaire et du crédit, avec les conséquences pour l'inflation et la politique monétaire au niveau national
The growth of the euromarkets has been very important since 1960. The present thesis temps to analyze the credit creation in these markets by examine the incidences of this growth on international inflation and on the conduct of monetary policy in particular country. The first part studies the growth of some constituent part of the eurocurrency market, that is, offshore banking centers and the "international banking facilities" in addition of the particularity of the offshore banking centers, some common outline subtend this centers'growth : regulator advantages, fiscal, geographic. The second part try to estimate the euro-currency multiplier in a model that takes the euro-currency markets in the context of overall portfolio equilibrium. The estimate multiplier allow us to appraise the size of the contribution of eurobanks operations to the money expansion with consequences about inflation and the monetary policy in particular country

Le systeme institue par l'organisation mondiale du commerce (omc) consacre le renforcement sans precedent de la reglementation juridique des echanges commerciaux internationaux. Ce renforcement, incontestable, se traduit d'abord par l'extension quantitative de la reglementation juridique. De fait, il faut relever l'appel accru aux regles juridiques, l'instauration d'un systeme juridiquement plus contraignant et la condamnation expresse des elements extra-juridiques. Ce renforcement est aussi efficace, ce qui atteste de l'extension qualitative de la reglementation juridique. L'institutionnalisation de l'arbitrage, l'instauration d'une veritable procedure d'appel, l'etablissement d'une procedure de surveillance et de controle renforcee, attestent de la nature juridictionnelle des procedures. Plus rationnel, plus credible, plus impartial, le mecanisme de reglement des differends est dote d'une force juridique tres contraignante. Ce renforcement est enfin pragmatique, ce qu'illustre l'extension realiste de la reglementation juridique. Le droit de l'omc, relatif, se caracterise par sa grande souplesse. Specifique, il s'accommode tres largement de la composante regionale. Universel, il est amene a evoluer en permanence, pour repondre aux preoccupations des etats. Ce droit negocie librement par tous les etats membres confere aux regles de l'omc une acceptabilite juridique et politique tres forte. Il faut aller plus loin. Le renforcement de la reglementation juridique des echanges commerciaux internationaux exige aujourd'hui la reconnaissance de l'applicabilite directe du droit de l'omc dans les ordres juridiques internes des etats membres

MORE RATIONAL, MORE CREDIBLE AND MORE EVENHANDED, THE DISPUTE SETTLEMENT MECHANISM OPERATES IN A MOST POWERFUL JUDICIAL WAY. THIS strengthENING IS EVENTUALLY PRAGMATIC AND THE DEVELOPMENT OF JUDICIAL RULING IS REALISTIC. THE LIMITED RULING OF THE WTO IS MOSTLY FLEXIBLE. IT IS SPECIFIC AND CAN FIT A REGION BUT IT IS ALSO UNIVERSAL SO IT CAN EVOLVE INDEFINITELY TO MEET STATES'DEMANDS. Cette étude a pour but d'analyser comment le GATT/OMC relève ces défis et dans quelle mesure il incorpore les impératifs environnementaux. Il en ressort que, bien que le premier objectif de cette institution ne soit pas la protection de l'environnement, les préoccupations environnementales sont intégrées par le GATT/OMC. Cela se traduit par l'adoption de deux approches ; la première met parfois en avant l'intérêt commercial par rapport à l'impératif environnemental, alors que dans la deuxième, le GATT/OMC tente de trouver un équilibre entre les deux domaines
In recent years the relationship between trade and environment has become increasingly complex. The need to reconcile commercial interests and environmental protection has become central to the Multilateral Trade System. The aim of this study is to analyse the role of the GATT/WTO in addressing theses challenges and in what extent it incorporate environmental interests. It comes out from this study that although the prime objective of this institution is not environmental protection, environmental concerns are now integrated by the GATT/WTO. In this way two approaches are adopted, in the first one commercial interests often take priority over environmental protection while in the second one GATT/WTO try to search a balance between the two subjects

Etant membre de la communauté internationale, l'Etat ne peut pas être irresponsable pour ses actions. De même la spécificité principale de la responsabilité internationale est liée aux particularités du droit international et de ses sujets principaux- Etats souverains. La compréhension du mécanisme de la mise en œuvre de la responsabilité internationale des Etats et de son rapport avec la souveraineté montre la validité et l'efficacité du droit international. La réalisation de la responsabilité en tant que processus est examinée en thèse en tenant compte des différents critères : comme la réalisation des éléments de la responsabilité (application de mesures de contrainte), le processus de l'attribution de la responsabilité (le procès de l'attribution à l'Etat des faits des autres sujets du droit international) et la réalisation des phases de la responsabilité (les questions liées à la procédure judiciaire et à l'exécution des décisions internationales).La corrélation de ces deux notions est conçu en thèse sous deux aspects: à savoir, si l'Etat souverain peut en se couvrant sous la souveraineté tenter d'éviter la responsabilité et quels sont les mécanismes pour l'en empêcher et à contrario, comment la réalisation de la responsabilité peut toucher ou même violer la souveraineté des Etats.

Le droit international évolue et se traduit par une augmentation des normes, des organisations et des juridictions internationales, faisant craindre une fragmentation du droit international au sein de l’ordre juridique international. L’ordre juridique international s’entend, au sens large, comme le droit international régissant la société internationale. Celui-ci englobe les ordres juridiques internationaux spécialisés, composés des organisations internationales. Chacune d’entre elles comprend une juridiction ou un tribunal arbitral. La problématique de cette thèse est de déterminer, par l’étude du pluralisme juridique international, si ce risque de fragmentation du droit international est avéré ou non. Elle se fonde, pour ce faire, sur une analyse systémique des ordres juridiques internationaux, pour établir si ceux-ci établissent des rapports de droit entre eux, ainsi que sur une analyse normative des ordres juridiques, afin de déterminer si chacun d’entre eux a une cohérence propre. Dans une première partie, il est démontré que le pluralisme juridique international semble désordonné, induisant un risque de fragmentation du droit international, en raison, d’une part, de la multiplication des ordres juridiques internationaux et, d’autre part, de leur carence institutionnelle. Il est démontré ensuite, dans une seconde partie, que le pluralisme juridique international s’ordonne grâce à la mise en cohérence du droit international par les juges internationaux. Ceux-ci coordonnent la jurisprudence internationale grâce à leur jurisdictio (dire le droit) et érigent un véritable pouvoir juridictionnel international à travers leur imperium (rendre une décision obligatoire)
International law evolves at a rapid pace, and results in a strong increase in norms, organizations and international courts, raising increasing fears about a fragmentation of international law within the international legal order itself. The international legal order is defined, in the broadest sense of the term, as international law aimed at governing international society. This includes specialized international legal systems, made up of a number of international organizations ; each one including a court or an arbitral tribunal. The aim of this thesis is to determine, through the study of international legal pluralism, weather this foreseen risk of a possible fragmentation of the international law is, in the end, proven or not. In order to fulfill this aim, our work is based, on the one hand, on a systemic analysis of international legal orders, this in order to determine whether these bodies establish legal relationships between themselves, and on the other hand, on a normative analysis of legal systems, to determine this time whether each one sets up, or not, its proper inner coherence.In the first part, we show that the international legal pluralism seems to be uncoordinated, inducing a risk of fragmentation of international law, this due, in part, to the proliferation of international legal orders and, and in other part, to their lack of institutional ground. In the second part, we aim at proving that the international legal pluralism finds best its balance when international law is put into practice by international judges. They coordinate international jurisprudence through their jurisdictio (apply the law) and set out the boundaries of a true international judicial power through their imperium (to pronounce a binding decision)

L’internationalisation de l’action publique sanitaire est aujourd’hui incontestable, et cette thèse représente une contribution intellectuelle à l’analyse de ce phénomène reconnu mais encore à explorer dans les détails. Partant d’un point très précis voire étroit, la substitution progressive dans le vocabulaire et les pratiques de l’Organisation mondiale de la Santé (OMS) de l’éducation sanitaire par la promotion de la santé, on retrace un parcours autrement considérable qui n’engage rien moins que les représentations historiques et politiques qui ont conduit à la mise en place de politiques publiques dans le domaine sanitaire, et ce à l’international. A la croisée de l’histoire des idées et de l’analyse des politiques publiques internationales, c’est une méthodologie innovante – articulant démarche intellectuelle et recherche empirique, notamment par l’observation participante et la conduite d’entretiens – que nous mobilisons pour retracer l’histoire et le fonctionnement réel de l’OMS.Notre travail se présente comme une histoire d’enchevêtrements de savoir(s), de jeux de pouvoir et de processus d’institutionnalisation dans des contextes changeants. Partant de l’émergence, dès le XVIIIe siècle, de l’éducation sanitaire comme stratégie visant la modification des comportements individuels puis de son inscription au sein de l’OMS, on en arrive à la question du changement de l’action publique (internationale). L’affirmation progressive de la promotion de la santé à partir des années 1980 traduit le travail de sens opéré par des acteurs (de l’OMS) qui, confrontés à des tensions liées à des modifications dans les équilibres jusqu’alors établis, modifient leurs discours et leurs pratiques afin de conserver, ou d’acquérir, une capacité à orienter l’action publique. Surtout, notre recherche montre que l’action publique sanitaire (internationale) se caractérise aujourd’hui par l’effort pour concilier – dans un contexte de complexification des enjeux, d’hétérogénéité croissante des savoirs et de multiplication des acteurs susceptibles d’intervenir au nom de la santé publique – des registres de légitimation (la défense de la liberté individuelle et la nécessité d’une action collective au nom de ce « bien commun » qu’est la santé) et des stratégies d’action (individuelles et collectives) non seulement différentes mais qui souvent même s’opposent
This doctoral thesis is an intellectual contribution to the analysis of the unquestionable, process of internationalization of public health policies. Starting from a precise and even narrow point—the transition from “health education” to “health promotion” in the discourses and practices put forward by the World Health Organization (WHO)—we retrace the historical and political representations that shape public health-related policies at the international level. This interdisciplinary work, at the crossroad of the history of ideas and the international public policies analysis, is based on an innovating methodology which articulates an intellectual and empirical research to the analysis of the history and the functions of the WHO.This history is one of knowledge intertwining with games of power and institutional processes in shifting contexts. Starting with the emergence as early as the XVIIIth century of health education as a strategy for changing personal behaviors and its inclusion far later in the WHO structure, we move to the question of (international) public (health) policies transformations. The progressive affirmation of health promotion in the 1980’s reflects how WHO instances reframed the meaning of their work, when confronted to the tensions provoked by the shifting balance of well-established conceptions, and how they modified their discourse and their practice in order to keep or acquire a capacity to influence public action.. Above all, our research shows that (international) public health policies are today characterized by a attempt to combine—in a context of complexified issues and increased heterogeneity in knowledge as well as of a greater number of stakeholders in public health (action)—an array of legitimizing discourses ranging from the defense of individual freedom and the need for collective action on behalf of health as a “common good” to (individual and collective) strategies of action that are not only different but often conflicting

Cette thèse analyse les transformations des missions de non-prolifération nucléaire de l’AIEA (Agence Internationale de l'Énergie Atomique) et des usages qui en sont faits, de sa création pendant la guerre froide à la crise nucléaire iranienne. Elle expose les fondements sociaux d'un processus de politisation de l’AIEA, caractérisé par l'intensification et la conflictualisation des échanges de coups entre les acteurs et secteurs sociaux qui mobilisent les ressources institutionnelles de cette OI. A partir d'entretiens et d'archives variés, la thèse met ainsi en lumière les contraintes que ce contexte de politisation exerce sur les perceptions et les pratiques des acteurs à l'intérieur comme à l'extérieur des frontières institutionnelles de l'AIEA. La thèse retrace d’abord comment le système bipolaire, puis son effondrement, pèsent sur la façon dont les acteurs de la politique étrangère nord-américaine se saisissent du problème de la prolifération nucléaire, et structurent les formes de mobilisation de l'AIEA à cet égard. Après avoir été un effet secondaire de la politique d'exportation nucléaire civile des États-Unis, les activités de non-prolifération de l'AIEA sont remises en question dans le cadre de luttes étasuniennes pour la restructuration post-guerre froide de la politique étrangère au Moyen-Orient. Cette thèse analyse ensuite comment ce processus de politisation, en tant que logique de situation, structure la façon dont l’expertise de l'AIEA est produite et mobilisée dans le cadre du dossier iranien. Elle démontre que l'enquête de l'AIEA en Iran, à partir de 2003, constitue autant un processus technique autonome qu'un carburant de la compétition pour la définition des activités nucléaires iraniennes (in)acceptables. En cela, cette thèse propose une alternative à la sociologie « circulatoire » en substituant à l'étude des logiques d'import-export entre espaces nationaux celle d'une interdépendance tactique entre des espaces sociaux sans proximité géographique. Dépassant l’opposition entre usages instrumentaux et vertus légitimantes des OI, cette approche participe à renouveler l’analyse des usages stratégiques des OI et leurs effets
This thesis analyzes the transformations of the IAEA's (International Atomic Energy Agency) nuclear non-proliferation missions and the uses to which they are put, from its creation during the Cold War to the Iranian nuclear crisis. It exposes the social foundations of a process of politicization of the IAEA, characterized by the intensification and conflictualization of exchanges of blows between the social actors and sectors that mobilize the institutional resources of this IO. Drawing on a variety of interviews and archives, the thesis sheds light on the constraints that this politicization context exerts on the perceptions and practices of actors both inside and outside the IAEA's institutional boundaries. The thesis first traces how the bipolar system, and then its collapse, influenced the way in which North American foreign policy actors addressed the problem of nuclear proliferation, and structured the ways in which the IAEA was mobilized in this respect. After having been a by-product of the United States' civilian nuclear export policy, the IAEA's non-proliferation activities were called into question as part of US struggles to restructure post-Cold War foreign policy in the Middle East. This thesis then analyzes how this politicization process, as a logic of situation, structures the way in which the IAEA's expertise is produced and mobilized in the context of the Iranian dossier. It shows that the IAEA's investigation in Iran, from 2003 onwards, is as much an autonomous technical process as a fuel for the competition to define (un)acceptable Iranian nuclear activities. In this respect, this thesis proposes an alternative to “circulatory” sociology, substituting the study of import-export logics between national spaces with that of tactical interdependence between social spaces with no geographical proximity. Going beyond the opposition between instrumental uses and legitimizing virtues of IOs, this approach helps to renew the analysis of the strategic uses of IOs and their effects

Le phénomène de fragmentation reste assez complexe et se trouve mêlé à celui d’internormativité en ce sens qu’il englobe l’étude de la relation entre droit et société et, notamment, le droit international en tant que système juridique. La présente étude constitue, de manière générale, un essai sur l’œuvre de codification et de développement du droit international, en prenant en compte les récentes évolutions du droit international symbolisés dans ce que l’on qualifie, de plus en plus, de fragmentation du droit international. L’hypothèse gravite autour de l’extraordinaire expansion que connait cette discipline depuis près de cinquante ans et des changements survenus au niveau de ce qu’on appelle communément la « Communauté internationale ». L’intérêt est suscité par l’évolution des méthodes d’élaboration des normes du droit international, notamment du fait de la multiplication des organes compétents de l’ONU et le besoin de trouver des solutions pratiques au phénomène des conflits normatifs au niveau international. Ce sont là les deux conséquences (législative et institutionnelle) du phénomène de fragmentation qui menacent aujourd’hui l’ordre juridique international et l’unité du droit international. Il semble donc normal, compte tenu de cette situation, que se produise un nouvel essor de l’idée de codification du droit international
The phenomenon of fragmentation is quite complex and is involved in the phenomenon of internormativity in so much as it includes the study of the relationship between law and society and, in particular, international law as a legal system. This study is, as a general, an essay on the work of codification and progressive development of international law as embodied in the practice of the International Law Commission, taking into account recent developments in international law symbolized in what is termed, increasingly, fragmentation of international law. The case revolves around the extraordinary expansion that this discipline has being knowing for nearly fifty years now and around the changes affecting what is commonly called the ‘international community’. The interest is generated by the evolution of methods for the development of international law, owing in particular to the multiplication of the competent organs of the UN and the need to find practical solutions to the phenomenon of normative conflicts at the international level. These are two consequences (legal and institutional) of the phenomenon of fragmentation that now has come to threaten the international legal order and the unity of international law. Les organisations internationales furent marquées dès le XIXe siècle par une évolution importante des modes de règlement des conflits concernant leur personnel, évolution ayant connu des périodes de progrès mais également de régression en matière d’indépendance de la justice liée à la question sensible des pouvoirs de leurs organes directeurs. La thèse examine cette évolution à l’aide de la théorie de l’institutionnalisme historique et à travers une typologie des critères d’indépendance. Ainsi, tandis qu’il existait essentiellement quatre types de justice interne pour le personnel et d’autres personnes affectées par leurs activités au XIXe siècle, l’avènement de la Société des Nations en 1919 voit la création du système de justice administrative interne destiné au seul personnel qui dominera le XXe siècle: la procédure de réclamation auprès de comités paritaires consultatifs sans pouvoir contraignant, suivi de la possibilité d’un recours auprès d’une juridiction administrative indépendante. La perte de contrôle des organes directeurs sur cette justice amena cependant les États à se doter durant la seconde moitié du XXe siècle d’un mécanisme leur permettant de demander la réformation des jugements auprès de la Cour internationale de Justice qui en profita au contraire pour finalement consacrer l’indépendance des juridictions administratives internationales et celle des organisations internationales. Le système mixte dans lequel les premiers niveaux de recours de nature administrative dépendaient encore des chefs des administrations disparut au sein des Nations Unies en 2009 avec l’avènement d’un double degré de juridiction indépendant. Par contre, fragmentée et cloisonnée, l’ensemble de la justice interne des Nations Unies reste grevé par des réformes concomitantes quant à la responsabilité des Nations Unies vis-à-vis de tiers, qui, encore en 2017, n’ont pas prévu de contrôle juridictionnel efficace
Staff conflict resolution mechanisms within international organisations have witnessed a tremendous evolution since the 19th century, evolution which saw progress but also periods of regression in terms of independence of justice mainly due to the sensitive issue of the authority of their governing bodies. The thesis studies this evolution by applying the theory of historical institutionalism and through various criteria used to measure the independence of these mechanisms. While mainly four different systems of justice existed for staff members and others in the 19th century, the establishment of the League of Nations in 1919 was accompanied by the creation of a new type of recourse mechanism solely meant for staff members and which would eventually dominate the 20th century: joint advisory boards with staff participation without binding authority and independent administrative tribunals. The loss of control experienced by the governing bodies over these tribunals also led Members States to establish a new mechanism allowing them to challenge their decisions with the International Court of Justice. But far from assisting them to ascertain their authority, the ICJ would not only confirm the independence of those administrative tribunals but also of the United Nations itself. The joint advisory boards, the last element of the conflict resolution mechanisms which was not yet independent, were finally abolished within the United Nations in 2009 through a justice reform that created a new appeals tribunal. However, fragmented and compartmentalized, the overall justice system within the United Nations still fails in 2017 to address the broader issue of its liability towards all kind of persons and companies, which might have suffered harm from its activities

The United States violates the international rights of various countries. In this article, we will study the US interference in the internal politics of the countries of Asia and African states. Die USA verletzen die internationalen Rechte verschiedener Länder. In diesem Artikel werden wir die Einmischung der USA in die Innenpolitik der Länder Asiens und afrikanischer Staaten untersuchen. Amerika verstößt seit längerem gegen internationale Verträge, man kann sich an den Vertrag zum "offenen Himmel " erinnern, an die "Beseitigung von Mittelstreckenraketen", nimmt Wirtschaftssanktionen gegen eine Reihe von Ländern an.

Resumen
Prior to 2020, ongoing discourse in the higher education sector underscored the increasingly complex mental health and wellbeing challenges faced by students. The “post-COVID-19” period witnessed a resurgence of international students arriving in Western Australia. Emerging cost of living pressures, accommodation shortages, and changing visa work hours have amplified the distinct challenges international students encounter, prompting renewed discussions surrounding a need for effective support interventions. Drawing inspiration from successful initiatives at Edith Cowan University, Murdoch University introduced the Murdoch International Café—a program focused on providing distinct spaces of support for international students. This supportive environment enables social connection, effective information sharing, and normalised student challenges and support seeking behaviour. Additionally, Murdoch University's Virtual International Student Hub (VISH) extends this support online. In this paper, collaborative autoethnographic methods offer insights into the efficacy of these initiatives and further explore how these proactive, student-centric mental health interventions potentially cater to the evolving needs of international students.

Resumen
Consistent, comprehensive data on international arms transfers enables the identification over time of trends in international arms transfers at the global, regional and national levels. There are several different methods for measuring international arms transfers. This Fact Sheet describes three sources of information for measuring international arms transfers: SIPRI’s measure of the volume of arms transfers; the financial value estimate of the United States Congressional Research Service (CRS); and national government data on the financial value of arms export agreements and deliveries. Using German arms exports in 2011 as a case study, it compares the methods used by SIPRI, the CRS and the German Government to measure German arms exports.
