Resumen
Environmental journalists, as gatekeepers, often become arbiters of risk and benefit information. This study explores how their routine news value judgments may influence reporting on marine aquaculture, a growing domestic industry with complex social and ecological impacts. We interviewed New England newspaper journalists using Q methodology, a qualitative dominant mixed-method approach to study shared subjectivity in small samples. Results revealed four distinct reporting perspectives—“state structuralist,” “neighborhood preservationist,” “industrial futurist,” and “local proceduralist”—stemming from the news value and objectivity routines journalists used in news selection. Findings suggest implications for public understanding of, and positionality toward, natural resource use and development.

This paper examines the nature of the new forms of work and employment brought to the North East of England by the development of offshore construction activities, serving the North Sea's oil and gas industries in the period since the early 1970s. In particular, it assesses the extent to which these activities differ from traditional forms of work and employment organisation within the region. The results of this analysis suggest the need to interpret contemporary patterns of restructuring, both in a particular local labour market context and more generally, as part of an on-going evolutionary process, rather than as a decisive break (or shift) from the past.

Resumen
Purpose. The purpose of the study is to: generalize scientists' interpretation of the concept and essence of innovation; providing their author's definition; assessment of the development level of agro-industrial business in Ukrainian enterprises by technological structures; theoretical and methodological substantiation of the principles and development of practical recommendations aimed at the objective necessity of innovative activation development and increase of competitiveness of the agro-industrial business enterprises in the conditions of economy globalization. Methodology of research. The basic principles of economic theory, scientific works of domestic and foreign scientists, legislative and normative acts of the state authorities of Ukraine on the issues of innovative development of agro-industrial complex became the theoretical and methodical basis. The following research methods have been used: the dialectical method of cognition – in the study of transformational changes in the process of innovative development of agribusiness; historical – in the study of the evolution of innovation and the formation of technological structures for economic development; theoretical generalization and comparison – to study scientists' interpretation of the concept and nature of innovation; monographic – for coverage of indicators by technological structures; abstract and logical – in the theoretical generalization of the essence, the author's interpretation of the concept of innovation in the agro-industrial business, coverage of the content of scientific work and the formation of conclusions and proposals from this study. Findings. The article describes the historical process of innovative development of national economies of the world. It is concluded that innovation is the main functional characteristic of doing business. The goal of the entrepreneur is to use new, resource-saving technologies to produce high quality products, increase their sales, income and profits, achieve economic and social effects. Historically, 7 major technological structures have been identified. Each technological structure is distinguished by the development of a certain set of basic knowledge-intensive industries and technologies, characteristics of the organization of production, and is reflected by the relevant indicators of the latest achievements of scientific and technological progress. In developed countries (USA, Germany, England, France, Japan, China, etc.), technologies of the 5th form (period of its dominance 1970-2010) prevail and technologies of the 6th technological structure (period – 2010-2040) are formed). The industry of Ukraine, so far, is characterized mainly by technologies of the 3rd and 4th technological structures, their share in industrial production occupies about 96% and the share of industrial production of the 5th and 6th technological structures – 4%. In Ukraine, both the volume of production and the investment of capital for technical re-equipment and modernization are mainly at the level of the 3rd technological structure. Therefore, domestic industrial and food products cannot be competitive in the global market. Originality. The author's interpretation of the concept of "innovation in the agro-industrial business" is proposed. It is the accumulation of new knowledge, materialized: in high-efficiency, resource-saving technologies, technological elements; new varieties and hybrids of plants, breeds and breed groups of animals; machines, equipment, working parts and mechanisms; new types of fertilizers, chemical plant and animal protection products; new progressive forms of organization of production and labour, types of services, etc., established in research institutions recognized as expedient for use in practice, ensuring the economic and social efficiency and competitiveness of agro-industrial production. Practical value. Scientific, methodological and practical recommendations have been proposed, which makes it possible to develop the basic organizational, economic and managerial aspects regarding activation of capital investment for technical re-equipment and introduction of innovative, resource-saving technologies in the components of agro-industrial business of Ukraine. Resumen
The article presents evidence that historically the emergence of intellectual property rights dates back to the pre-industrial stage of society’s development. The issuing of letters patent in England led to further development of intangible assets worldwide. The study considers chronologically social and economic development concepts which have been researched in academic papers of prominent scholars, namely, A. Smith, F. List, Knight, F. Machlup, W. Rostow, J. Galbraith, D. Bell, P. Drucker, and then highlights the key aspects that have affected the evolution of intangible assets. Thus, on the basis of reviewing the concepts developed by outstanding scholars, it is pointed out that the growth of intangible assets has been driven by knowledge and that a post-industrial society is based on unprecedented technological breakthroughs. Special reference is made to information viewed as the key production resource of a post-industrial society, whereas knowledge is seen as its internal source of progress. In a post-industrial society, people are regarded as capital. The essential importance and role of intellectual capital in company operations are embodied in professional and managerial skills of personnel. As shown in the article, there are not only research development concepts, but also normative documents, such as the Bulletin entitled «Amortization of intangible assets», in which intangible assets are identified as accounting items. Furthermore, the international system of intellectual property protection has been enhanced by the introduction of Paris and Berne Conventions. The paper also describes how the concept of intangible assets, which appeared in Ukraine’s legislation in 1993, is seen in the national legal system, specifically as intellectual property objects including industrial property and other items of property and use. With the introduction of Ukrainian Accounting Standards (UAS) 8 into the national legislation, it was firstly emphasized that intangible assets are non-monetary assets that, on the one hand, are non-material and, on the other hand, can be identified. The article also stresses that today’s society is passing a new stage of post-industrial development, which is accompanied not only by a rapid growth of service industries, science and education, but also by a significant increase of specialized knowledge in various fields. Finally, the need for further research of intangible assets is identified, since intangibles have a great impact on enterprise value and the competitiveness of the national economy as a whole.

Resumen
From 1950 rural Lancashire, in England, became the focus of a major renewal scheme to accommodate population overspill from nearby cities of Liverpool and Manchester. Over a period of 15 years the initial proposal for a series of self-contained new towns progressed into an ambitious scheme for a single polycentric “supercity” for 500,000 people. Known as Central Lancashire New Town and designed by RMJM, this part-realised development was the last and largest New Town designated under the 1965 Act. Its theoretical urban pattern, which followed new and proposed infrastructure, was unique. Based on a ladder system this straddled rich agricultural land and declining post-industrial townscapes to unify and expand existing settlements with the aim of generating prosperity on a sub-regional scale. CLNT was not completed but its planning phases can be traced across Lancashire’s urban and rural landscapes by built communications networks and city-scale public and civic buildings. Referencing three different new town typologies this paper will outline the project’s evolution and identify the impact that designing for the motorcar and future change had on the provision of green space. This research has been undertaken using previously “closed” archival resources and architectural journal and local press articles.

Purpose – The purpose of this paper is to report on a qualitative study of the views of a cross-section of managers and union officials engaged in joint learning projects on the impact more generally on the employee relations climate in those organisations. Design/methodology/approach – Findings are based on an analysis of interview data incorporating the views and experiences of 32 union representatives and managers engaged in promoting learning in a number of case study projects in North West England. Findings – Findings suggest that union-led learning and development has a clear impact on pre-empting potential performance issues for individuals in terms of better equipping them with the skills to achieve expected performance levels, assisting individuals with managing work-related stress and also to prevent discrimination against workers. Collectively, the managing of downsizing in particular through union-led learning support to retrain in order to redeploy effected staff or better prepare them for new employment opportunities was also a significant finding. Research limitations/implications – The research suggests that successful union-management learning partnerships can also have a positive impact on managing conflict in those organisations. However, further research is needed to test these assertions in other union organised sectors. Practical implications – There are implications for management in recognising the “added value” that partnership working with their unions on learning can bring in terms of also both pre-empting and resolving individual and collective disputes in the workplace. Originality/value – The research is one of few studies that focuses on the link between promoting learning through union-management partnerships and managing conflict in organisations and offers a clear insight into how this can be achieved in practice.

Professor Paul Joskow is the Elizabeth & James Killian Professor of Economics and Management at MIT. He received a BA from Cornell University in 1968 and a PhD in Economics from Yale University in 1972. Professor Joskow was an active member of the MIT faculty from July 1, 1972 until August 31, 2010 and served as Head of the MIT Department of Economics from 1994 to 1998. He was Director of the MIT Center for Energy and Environmental Policy Research from 1999 through 2007. He returned to MIT in 2018 after serving as the president of the Alfred P. Sloan Foundation from 2008 through 2017. At MIT, he is engaged in teaching and research in the areas of industrial organization, energy and environmental economics, competition policy, and government regulation of industry. Professor Joskow has published eight books as author, co-author, or editor and 150 articles and papers in these areas. In particular, his recent work has addressed transmission grid expansion to support efficient transition to decarbonized electricity sectors, focusing on the challenges associated with the development of large intra and inter-regional projects. His analysis of the New England Clean Energy Connect project appeared in his article, “Facilitating Transmission Expansion to Support Efficient Decarbonization of the Electricity Sector,” published in the September 2021 issue of Economics and Energy and Environmental Policy [1].

Early banks in New England functioned not as commercial banks in the modern sense but as the financial arms of extended kinship networks. These groups used banks to raise capital for their diversified enterprises and give their operations a stable institutional base. Because entry into banking was essentially free, favoritism in credit markets—the usual affliction of such a system—seems to have been unimportant. Instead, the economy as a whole benefited from the ease with which capital could be mobilized for industrial development.

The scale of urban land has been expanding because the speed of urban development has increased the population. Thus, certain improvement in planning and construction based on circular economy is required. Industrial resource-based city planning and construction is particularly important based on the aforementioned problems and development background. The development of industrial resource cities in the transformation stage based on the circular economy was considered as the breakthrough point. The development, function, and concept of the new district planning were analyzed in view of the design strategy of the current domestic resource-based urban planning; moreover, the planning principles (integration of regional and harmonious resource constructions and coordinated organization function) that are suitable for resource industrial city were presented. In this study, taking the industrial transformation and resource-based city of Yichun as an example, the infrastructure and the general situation of the new district planning in the future were deeply analyzed. In the light of the functional development and planning structure of the transformation and development planning of resource-based industrial cities, the following planning and development strategies were proposed: the centralized small-scale space should be constructed. Diversion control should be carried out on bicycle lane and motorized lane in new area. The three-dimensional layout of the grid should be applied to the overall planning of the road, and according to the expressway, main roads, secondary roads and ordinary sections, there must be four kinds of traffic system, so as to construct a diversified traffic diversion system. The original industrial land should be extended into a continuous space, and the allocation of new district resources after transformation must be suitable for the development plan of brand strategy, so as to perfect the forestry land of Sun Yue gorge street and transform it into RBD recreational and entertainment community, and build a friendly eco city.

New progressive forms of interconnection of territorial production entities of social infrastructure in the form of local and global clusters are proposed.Key words: social infrastructure, region, social development, transformation, cluster, modernization, economic development. Calculations were made and new groups of regions were identified according to the degree of development and the level of utilization of the resource potential. For this purpose, a cluster approach and a system of indicators by the main blocks (natural resource, production, labor, financial, infrastructure, investment character) were used. Taking into account the scale and closed production cycles on the basis of resource potential and information capabilities in territorial production entities, the ability to initiate the further introduction of new activities through the development of new types of projects is ensured.

In recent years, Heilongjiang Province has made significant contributions to the country based on its resource advantages, but the contradictions and problems in sustainable development have become increasingly prominent. In order to better study the economic upgrading and transformation of resource-based cities in Heilongjiang Province, this article focuses on the new urbanization and industrial structure optimization level of resource-based cities in Heilongjiang Province, Construct and analyze the measurement index system for the level of new urbanization and industrial structure optimization, respectively. Under the concept of regional coordinated development, an evaluation index system for new urbanization and industrial structure was constructed. The coefficient of variation method was used to calculate the weights of various indicators for the new urbanization system and industrial structure optimization system. The grey correlation theory was used to analyze the correlation between the selected indicators for characterizing the level of new urbanization and industrial structure optimization, aiming to make the correlation between the internal indicators of the system more reasonable, By promoting the coordinated development of new urbanization and industrial structure optimization, resource-based cities can achieve economic upgrading and transformation, thereby achieving sustainable economic development. The research results indicate that policy recommendations for coordinated development between the two are proposed.

The transformation and the sustainable development of the resource-based cities have been a global problem. Those resource-based cities are facing various crises such as resource exhaustion, economic recession, unemployment rate increasing etc. In this thesis, taking the construction of the Smart City as a breakthrough, industrial structure adjustment and sustainable utilization in resource-based cities would be impelled by using smart technology from city management, infrastructure construction and environment protection three factors. Meanwhile, those crises which have existed would be solved in the same way. Thus the sustainable development can be achieved in resource-based cities.

The most important drawback of the modern Federal industrial policy in the Arctic is its narrow character, focused on serving the interests of large resource corporationsand attracting private investmentыin the Arctic. The task is to radically reformatethe industrial policy to make it a real factor in the innovative modernization of the Arctic and the entire Russian economy. For the innovative development of the economy of the country and the Arctic, it is not enough to attract new investments in the Arctic, it is necessary for the state to act as an active coordinator, uniting resource corporations, the scientific and educational complex of logistics development bases, machine-building enterprises of the main settlement zone, and forming an innovative “triple helix” system. In this case, the effects of new resource projects will work for economic benefits of domestic manufacturing enterprises and the entire Russian economy rather than for foreign subcontractors.The concept of an interregional innovation system is introduced as an object of the new industrial policy in the Arctic. Its core is the mining platform of the new resource project, integrated into local and national research and production networks.The essence of the new Federal industrial policy in the Arctic is determined by the need to accelerate positive structural changes in the mining sector of the Arctic economy and in the manufacturing sector of the Russian industry.Keywords:Arctic industrial policy, interregional innovation system, subcontracting of resource company with small businesses of the major development bases of the Arctic, intersectoral relations of the Arctic resource companies and manufacturing enterprises of the developed zone of Russia.

The world’s habitat is being deteriorated especially due to the unsustainable production. The need for sustainable development and reducing humanities’ environmental footprint have been addressed in various international frameworks, meetings and reports (e.g. Kyoto protocol, the Resource Efficiency and Cleaner Production Program, the Ten Year Framework of Programs on Sustainable Consumption and Production, the UN Resource Panel, and the Green Economy Initiative, Rio+20, green building certificates, “UNEP Green Economy” in 2011, “Green New Deal” in 2012, the Intergovernmental Panel on Climate Change’s report etc.). EIDs (the eco industrial development) can act as catalysts in sustainable development and in reducing environmental footprint of the production processes. Based on an in-depth literature review, this paper aims to analyze how EID can be supported so that environmental footprint of the production processes can be reduced contributing sustainable development. With this aim, the objectives include: analysis of the need for the EID; need for the sustainable development enhanced by sustainable production and sustainable products; key success factors for, barriers against and drivers for the EID. The policy makers, companies, and researchers are expected to get benefit from this paper.

This research focuses on the design and implementation plan of a structured operations management program at the Masters level. It draws on an analysis of existing taught Masters programs at Tshwane University of Technology as well as an examination of best practices on an international level. This study also considers how the 4th industrial revolution should be addressed through curriculum content and delivery. Alternatives are presented regarding the best approach, considering time and resource restrictions.

Resumen
This comprehensive study featured the resource potential of the agro-industrial complex and its role in territorial development. The research objective was to study the structure of the resource potential of agro-industrial enterprises in the post-industrial society and factors that make it efficient. Systemic changes in modern society require new approaches to understanding the category of resource potential. Informatization of society and digitalization of agriculture change the prospects for resource provision in the agro-industrial complex. The author analyzed various domestic and foreign approaches to the concept of resource potential and included in it the potential of an agricultural enterprise as a complex of material, energy, information, and labor resources. The interdisciplinary approach made it possible to consider the phenomena from different angles and as a complex unity. The author considered the resource potential of the region as a synthetic indicator: a whole enterprise cannot be assessed based on a singular resource. The competent management of the resources available to the enterprise proved to be the key to its successful functioning, personnel being the core of its resource potential. The paper introduces a number of measures that contribute to the effective implementation of the resource potential in agro-industrial complex in the information society. The research results can help to improve the concept of sustainable development of enterprises, which is one of the priority tasks of complex modernization.

ObjectivesThis study aimed to develop a simulation model to support orthopaedic elective capacity planning.MethodsAn open-source, generalisable discrete-event simulation was developed, including a web-based application. The model used anonymised patient records between 2016 and 2019 of elective orthopaedic procedures from a National Health Service (NHS) Trust in England. In this paper, it is used to investigate scenarios including resourcing (beds and theatres) and productivity (lengths of stay, delayed discharges and theatre activity) to support planning for meeting new NHS targets aimed at reducing elective orthopaedic surgical backlogs in a proposed ring-fenced orthopaedic surgical facility. The simulation is interactive and intended for use by health service planners and clinicians.ResultsA higher number of beds (65–70) than the proposed number (40 beds) will be required if lengths of stay and delayed discharge rates remain unchanged. Reducing lengths of stay in line with national benchmarks reduces bed utilisation to an estimated 60%, allowing for additional theatre activity such as weekend working. Further, reducing the proportion of patients with a delayed discharge by 75% reduces bed utilisation to below 40%, even with weekend working. A range of other scenarios can also be investigated directly by NHS planners using the interactive web app.ConclusionsThe simulation model is intended to support capacity planning of orthopaedic elective services by identifying a balance of capacity across theatres and beds and predicting the impact of productivity measures on capacity requirements. It is applicable beyond the study site and can be adapted for other specialties.

Purpose The purpose of this paper is twofold: first, to identify and analyse existing resource efficiency (RE) and resource effectiveness measures and indicators (REMIs); and second, to identify gaps and develop a new indicator of “operational resource effectiveness” (OREft) suitable for manufacturing units. Design/methodology/approach Research methodology consists of three stages: gap identification, development and testing. Through review of academic literature, 40 REMIs are identified and analysed. A survey of manufacturers is carried out to validate the hypothesis and seek inputs on the development of the new indicator. The proposed indicator is tested by comparing OREft index of two manufacturing units with each other, with resource intensity per unit (RIPU), waste intensity per unit (WIPU) and with four other REMIs. Findings Analysis of 40 REMIs clearly points towards the absence of a hypothesised REMI. In total, 78 per cent of manufacturers surveyed in north England substantiate the hypothesis. Inverse correlation established between the proposed OREft indicator, RIPU, WIPU and other comparisons is likely to validate the output generated by the proposed indicator. Research limitations/implications Testing of this indicator is limited to two dissimilar manufacturing units that shared data. Practical implications The proposed indicator is useful for comparing the operational resource effectiveness of individual factories over a period as well as with other factories. RIPU and WIPU captured in this indicator also represent operational RE that can be used to initiate improvement action. Originality/value Inclusion of both, the resource consumption and the waste generation along with discount/multiplying factors that capture the circularity aspects is likely to be the distinguishing feature of this indicator.

Abstract Stricter environmental regulation policies and freshwater as an increasingly valuable resource have led to global growth of zero liquid discharge (ZLD) processes in recent years. During this development, in addition to water, the recovery of recyclable materials, e.g. salts, from industrial wastewater and brines is considered more frequently. Within the framework of the HighCon research project, the subject of this study, a new ZLD process with the goal of pure single-salt recovery from industrial wastewater has been developed and investigated in a demonstrational setup at an industrial site. With regard to pure salts recovery, separating organic components is of great importance during the treatment of the concentrate arising from used water recycling. The removal of COD and of ions responsible for scaling worked very well using nanofiltration. The nanofiltration permeate containing the monovalent ions was pre-concentrated using electrodialysis and membrane distillation before selective crystallization for single-salt recovery was performed. An example economic case study for the newly developed ZLD process – based on demonstration results and considering optimization measures for a full-scale design – indicates that the costs are equal to those of a conventional ZLD process, which, however, does not provide inter alia the aforementioned benefit of single-salt recovery.

The systemic crisis of the capitalist mode of production and the rigid market economy, the features of the neo-industrial era are creating much accelerated and qualitatively different modes and conditions of actions and practical activities compared to the previous ones, a new paradigm of global development. Only at the turn of the 20th and 21st centuries does it begin to be recognized that the present and future of humanity depends not only on the possession of integral resources, but primarily on their rational use and the effectiveness of optimal management systems. Quite real opportunities have emerged to influence people's living conditions not only with military-political and economic levers, but also with high technologies created using intellectual resources. Moreover: today's technological achievements have created a real possibility of influencing the formation of algorithms of human behavior and bringing it into the framework subordinate to the realization of certain interests. At the current stage of development, which is called the "post-industrial" stage, the work on influencing the formation of people's desires and aspirations from the "outside" is going on more and more powerfully and with dangerous aggressiveness. In these circumstances, special attention and efforts are required for each country to formulate and implement the most concrete development action program useful only for it. The key issue of such programs is to determine the development priorities of the country and to develop optimal schemes and modes of management and use of integral resources ensuring their realization. Georgia can be transformed into an unprecedented innovative training ground, a space for the development and realization of complex programs of direct large investments, fundamentally new economic regimes and projects secured by international and sovereign guarantees, i.e., an adequate demonstration and realization state of the neo-industrial paradigm of integral resources of Georgia. Special processes developed in the second half of the 20th century and the first twenty years of the 21st century: the fourth industrial revolution gave a qualitatively new impetus to global technological progress, completely real opportunities emerged to influence people's living conditions not only with military-political and economic levers, but also with high technologies created using intellectual resources. Moreover: today's technological achievements have created a real possibility of influencing the formation of algorithms of human behavior and bringing it into the framework subordinate to the realization of certain interests. In the current stage of development, which is called the "post-industrial" stage (although, in our opinion, it carries a more "neo-industrial" content), the work on influencing the formation of people's desires and aspirations from the "outside" is increasingly powerful and dangerously aggressive. Such a paradigm, in the case of its realization in the future, will most likely radically change the vector of human development, which has already acquired a clearly expressed anisotropic character, which may be the cause of new conflicts, segregation, and the collapse of democratic institutions. In these circumstances, special attention and efforts are required for each country to formulate and implement the most concrete development action program useful only for it. The key issue of such programs is to determine the development priorities of the country and to develop optimal schemes and modes of management and use of integral resources ensuring their realization. Georgia should finally and completely move away from the space of impulsive actions related to fixing its own economic, social and political priorities and move to the space of clear orientations and effective, unambiguous actions achieving tangible positive and positive results with the potential for universal recognition, taking into account the daily reality, Georgia can in the following areas and on the basis of the following resources: First: a geostrategic resource, the main component of which is to acquire, perform and develop the function of a politically less problematic and economically highly profitable communicator (and not a "corridor" and "bridge"). Second: recognition as a country with the resources and will for political and economic stability and legal guarantees in accordance with international standards, which is the main factor for obtaining large foreign direct investments, without which sustainable development of the country and raising the quality of life of its population are practically impossible. Third: operational development and implementation of initiatives and highly effective projects that face the challenges of the "neo-industrial" era, which we are at the beginning stage of Participation in problem solving.

The purpose of this paper is to investigate the influence of appreciation resource endowment on rural revitalization development, and to conduct an in-depth study on the tourism construction development of Shaoguan Wushiling New Village as an example, with the aim of making feasible suggestions and summarizing experiences for rural revitalization development. This study adopts the methods of conceptual analysis and SWOT analysis to investigate four aspects: the background of rural revitalization development, the analysis of appreciation resource endowment, the development status and influencing factors of rural tourism, and the development strategy of tourism in Shaoguan Wushiling New Village. In terms of appreciation resource endowment, this study proposes an appreciation resource endowment strategy focusing on energy conservation and environmental protection and industrial upgrading through the analysis of resource endowment. In terms of rural tourism, this study presents a comprehensive analysis of its development status and influencing factors through SWOT analysis, and proposes a targeted strategy for the development of tourism in Shaoguan Wushiling New Village. Finally, this study summarizes the experience of tourism construction and development in Shaoguan Wushiling New Village and makes suggestions for future development.

Currently, digital transformation has become one of the global technological trends. For the effective development of the mineral resource base and the implementation of planned projects, it is necessary to update technological solutions in order to optimize business processes along the entire value chain of the product. This topic is especially relevant for the national oil and gas complex. The existing problems associated with the depletion of traditional hydrocarbon reserves, the complication of mining and geological conditions and the need to search for new sources of resource development require fundamentally new technological solutions. Modern conditions for the functioning of energy markets, associated with a high degree of uncertainty in macroeconomic parameters, the activation of "green" trends and the development of approaches to responsible financing, also form new requirements for the industry and the oil and gas companies themselves. Today, the introduction of digital technologies is one of the most important areas for the development of the oil and gas sector. The purpose of the work is to study and justify new challenges and opportunities for digital transformation of the oil and gas complex in the Arctic. The paper defines the role of digital transformation for the mineral resource complex (MCC), explores the key areas, dynamics and development trends of this process. The analysis of the existing experience of domestic and foreign companies in the framework of the introduction of digital technologies in the oil and gas sector was carried out. The decomposition of the tasks of digital transformation of oil and gas companies is given. The role of the digital transformation of the Arctic oil and gas complex is substantiated by systematizing key external and internal challenges. A list of technologies relevant for implementation in the development of hydrocarbon resource potential in the Arctic has been developed, the main effects of digitalization have been systematized, and potential difficulties in implementing this process in the current conditions have been identified.

Industrial transformation (IT) is the inevitable course for the sustainable development of resource-based cities, while digital inclusive finance (DIF) provides essential capital elements for industrial transformation. Based on the panel data of 115 resource-based cities in China from 2011 to 2019, this paper discusses the influence mechanism of digital inclusive finance on industrial transformation from the perspectives of the optimization of industrial structure (OIS) and the rationalization of industrial structure (RIS). The empirical results show that digital inclusive finance has a positive effect on both the optimization of industrial structure and the rationalization of industrial structure. Digital inclusive finance influences industrial transformation through residents’ income and technological innovation. In addition, in the analysis of income gap and innovation gap, low-income regions have a better effect on the industrial transformation of industrial structure optimization, while high-income regions have a better effect in manufacturing upgrading, thus resulting in a more significant effect of industrial transformation on the rationalization of industrial structure. Obviously, the development of high-innovation regions has relative advantages with more channels for industrial transformation, which have significant effect of industrial transformation. Therefore, it is necessary to provide differentiated reform on the basis of unified development reform.

Based on panel data of resource-based and non-resource-based cities in China from 2011 to 2021, we empirically investigate the effects of environmental decentralization and resource endowment on urban industrial transformation and upgrading using a fixed-effects model and a threshold model. It is found that environmental decentralization promotes industrial transformation and upgrading in both types of city in China. However, the combined effect of resource endowment and environmental decentralization inhibits industrial transformation and upgrading in resource-based cities, while promoting it in non-resource-based cities. In addition, the influence of environmental decentralization and resource endowment on industrial transformation and upgrading varies depends on the degree of implementation. Therefore, it is imperative to continuously improve the environmental decentralization management system, scientifically utilize resource endowment and promote industrial transformation and upgrading based on the unique characteristics of resource-based and non-resource-based cities. Lastly, we should focus on the transformation and upgrading of traditional resource-based industries and strengthening the green innovation of new industries, aiming to achieve a win–win situation for ecological environmental protection and economic development.

The components of the formation of the process of resource consumption management at industrial enterprises are identified and negative trends in the field of resource consumption management are identified. As a result of the study, recommendations for stabilization of resource consumption processes by using all the principles of building complex processes are developed. A qualitatively new approach to planning the level of resource consumption of industrial enterprises as a whole and by stages of its course is formulated.

The long-term extensive economic development has caused China's resource and environmental problems, especially the resource misallocation. The way China prioritises its limited resources is being significantly impacted by the rise of the digital economy and the interconnectedness of new technologies and the real economy. This paper quantitatively examines the linear and nonlinear impacts and mechanisms of digital development represented by internet development. With a series of empirical tests, we found that the internet development has significantly inhibited the resources misallocation, and the conclusion is still valid in the robustness test with internet popularization and internet infrastructure as the core explanatory variables. In addition to the marketization, internet development can further inhibit resource misallocation by promoting financial development, openness, urbanization and industrial structure. The findings of threshold regression suggest that the inhibitory effect of internet growth on resource misallocation becomes more visible as the degree of financial development and industrial structure increases; with the higher degree of urbanisation and marketization, although the internet development has always played an inhibitory role on resource mismatch, the inhibitory effect first increases and then decreases; with the improvement of openness, the hindering impact of internet growth on resource mismatch becomes more visible as the degree of financial development and industrial structure increases.

Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China’s resource-based regions’ industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China’s resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development.

Purpose The purpose of this paper is to address a gap in the comparative research literature on vocational education and training (VET) and skill formation systems. It examines the impact of international technical standardisation and regulation on the design, organisation and delivery of apprenticeships in the aeronautical and aerospace sectors in England and Germany. Design/methodology/approach The research design was informed by insights from economics, workplace and work-based learning and comparative education. Academic experts in the fields of aerospace and aeronautical standardisation and regulation, VET, human resource development and business organisation were consulted. The generic occupation of “aircraft mechanic” was selected as being the closest match for comparison. Interviews and non-participant observation in workplaces and training centres were carried out involving three companies in England and four in Germany. Findings Findings show that there is considerable convergence across the pedagogical approaches to apprenticeships in England and Germany related to fostering the capacity to take responsibility for the quality of one’s work, to work in and lead teams, and to respond to and work with customers. Increasing international regulation and technical standardisation underpins a shared language about learning through practice in technologically advanced workplaces. Originality/value This paper is original because it turns the lens of inquiry to workplace processes to reveal the level of convergence in training philosophies and practices in an internationally highly regulated sector. Recent research has considerably increased our understanding of the factors associated with the American epidemiological transition in the late nineteenth century. However, uncertainty remains regarding the impact on mortality of specific changes ancillary to urbanization and industrialization in American cities and towns. The broad objective of the Connecticut Valley Historical Demography Project is to examine changing relationships between socioeconomic status, the rise of new urban-industrial communities, and cause-specific mortality trends during the rapid development of New England manufacturing. To address these issues, the present analysis examines two emergent urban centers in Massachusetts, adopting a micro-demographic approach to explore late-nineteenth-century and turn-of-the-century determinants of mortality.

Resumen
With the rapid development of industrial internet of thing (IIoT), the distributed topology of IIoT and resource constraints of edge computing conduct new challenges to traditional data storage, transmission, and security protection. A distributed trust and allocated ledger of blockchain technology are suitable for the distributed IIoT, which also becomes an effective method for edge computing applications. This paper proposes a resource constrained Layered Lightweight Blockchain Framework (LLBF) and implementation mechanism. The framework consists of a resource constrained layer (RCL) and a resource extended layer (REL) blockchain used in IIoT. We redesign the block structure and size to suit to IIoT edge computing devices. A lightweight consensus algorithm and a dynamic trust right algorithm is developed to improve the throughput of blockchain and reduce the number of transactions validated in new blocks respectively. Through a high throughput management to guarantee the transaction load balance of blockchain. Finally, we conducted kinds of blockchain simulation and performance experiments, the outcome indicated that the method have a good performance in IIoT edge application.

Resumen
The conditions for the transition to sustainable development and new industrial transformation for resource-dependent countries are closely linked. With the increasing volatility of the world market of raw materials and finance, the innovative modernization of the extractive industries, as the basis of the new industrialization of the economy, is experiencing significant difficulties. The article analyzes the problems of transition of the resource-dependent Russian economy to sustainable development, associated with the slowdown of the process of new industrialization in the context of the world market volatility. The authors assessed the new industrialization of the Russian economy following the 5-year period of sanctions imposed by Western countries. The article provides a theoretical review of the concept of the influence of sanctions on transition to sustainable development. The authors concluded that the mineral resources export-oriented strategy of the Russian economy still gives positive results, although the internal structure of the Russian economy has not changed significantly.

Resumen
The development of human resource management will continue to change along with the times. At the same time, there have been various emerging developments in the model approach within human resource management. This study aims to look at the various models of human resource management approaches and find the most suitable approach to human resource management. This research will be carried out using a descriptive qualitative approach. The data used in this research comes from the results of research and previous studies that are still relevant to the content of this research. The results of this study found that the researcher with the Zoroastrian approach model was the most suitable approach model for human resource management in the Industrial Revolution 4.0 era. This is because, in this approach, values of a fairly high work ethic, empowerment, community improvement, fairness, and good manners are important in developing business excellence.

This research addresses the deficit of empirical investigation of changes in industrial and warehouse property markets in the UK. It uses business rates (rating list) data for England and Wales to reveal changes in the quantum and distribution of premises over the last decade. Spatio-temporal analysis using geographical information systems identifies where new industrial and warehouse premises have been developed and examines spatial changes in the distribution of premises between the two sectors. The research focuses on the development of new large distribution warehouses (LDWs) to investigate whether there is a new pattern of warehouse premises located in close proximity to junctions on the national highway network. Findings confirm the emergence of a dynamic distribution warehouse property market where “super sheds” have been developed in areas with high levels of multi-modal connectivity. The comprehensive spatio-temporal analysis of all industrial and warehouse premises in England and Wales reconfigures the previously recognised Midlands “Golden Triangle” of distribution warehouses to a “Golden Pointer” and reveals the emergence of a rival “Northern Dumbbell” of distribution warehouse premises in the North of England. Further analysis using isochrones confirms that 85% of the population of Great Britain is situated within four hours average heavy goods vehicle drive time of these two concentrations of super sheds and over 60% of all LDWs floorspace is within 30 minutes’ drive of intermodal rail freight interchanges.

The cultural tourism industry contributes to the growth of both cultural and tourism industries. Cultural Tourism Resource (CTR) is the prerequisite for the integrated development of the cultural tourism industry. Developing potential CTR can promote the new transformation and upgrading of the urban cultural tourism industry. Luoyang has the advantages of location and resources in the development of CTR, but its tourism industry develops slowly. Therefore, Luoyang City was taken as the research object and the relevant evaluation index system was established. The entropy method and grey correlation model were used to analyze the development trend and influencing factors of the city’s CTR. The entropy values of the eight indicators of the evaluation system of CTR established in the study were all above 0.96, indicating that the evaluation system was relatively stable. The grey correlation degree of CTR of historical culture and folk customs was high, which was 0.668 and 0.642, respectively. The grey correlation degree of religious culture and calligraphy and painting CTR was low, which was 0.625 and 0.617, respectively. The CTR of historical culture and folk customs have developed well, but the resources of religious culture, calligraphy, and painting need to be improved. The knowledge of cultural tourism location theory and regional economic growth theory are applied. According to the evaluation results and problems of the development of CTR in Luoyang, this paper puts forward targeted strategies for CTR.
