Resumen
The article analyzes the current state and development trends of neurotechnologies in China's marketing. In particular, the following issues are raised: the role of emotions in the decision-making process on the purchase by the Chinese people, the degree of rationality of these decisions, the public awareness of China about neurotechnologies, its attitude to the use of neurotechnologies in marketing by Chinese firms for commercial purposes, etc. The results of the study showed that the role of emotions in the decision-making process on the purchase by Chinese consumers is underestimated. The functioning mechanism of the developed marketing stimuli is not well received by Chinese consumers, which limits the effectiveness of the applied neurotechnologies while improving marketing stimuli. Awareness of neurotechnologies and neuromarketing among Chinese residents is still low, but their attitude to the use of these technologies for commercial purposes is quite positive. Statistical analysis shows that a positive attitude may be related to the degree of awareness of neurotechnologies. The author developed recommendations to overcome the problems that impede the development of neurotechnologies in China's marketing.

The scope of the research is the necessity for legal regulation of the use of neurotechnologies in various sectors of human activity and the possibility of their application in jurisprudence. Neurotechnology is based on advances in neuroscience that allow us to understand the structure of the brain. The advances in neuroscience are driving the rapid development of neurotechnologies and their spread in modern society. The special importance of neurotechnologies is explained by the fact that, on the one hand, they contribute to the enhancement of artificial intelligence, significantly increasing the amount of data necessary for artificial intelligence for learning, on the other hand, with the help of neurotechnologies, people can increase their capabilities, both physical and mental.The purpose of the article is to analyze the development of the application of neurotechnologies in practical use and assess the degree of necessity for the right to respond to the use of various neurodevices by people, as well as to study the risks of using solutions based on neurotechnologies in law enforcement.The methods of conducting this research include the formal logical method, historical and comparative legal methods, the method of systems analysis, the method of abstraction and the method of legal forecasting.The main scientific results. Taking into consideration the available foreign experience, the history of the use of neurotechnologies in law enforcement to the present day is systematized, the origins of the formation of neuro-law are considered. The level of neurotechnologies achieved today is assessed, the main issues that the development of neurotechnolo- gies pose to law, and the questions that arise in connection with the growing use of neurotechnologies in law enforcement in the world are listed. Analyzed the legal acts and international documents (soft law) aimed at the regulation of neurotechnology nowadays. The short-term prospects for the use of neurotechnologies in law enforcement are formulated and the related needs for changing legal regulation, in particular, the need to recognize a new group of neuro-rights for a person are highlighted.Conclusions. The further development of neurotechnologies, declared as one of the state priorities in Russia, inevitably intensifies the penetration of neurotechnologies into various sectors of public and state life, including the activities of law enforcement agencies. Therefore, it is necessary to prepare the legal basis for this already today, implementing the relevant provisions into the Constitution of the Russian Federation, criminal, civil, administrative, labor and procedural legislation.

Resumen
The article deals with one of the key problems of the digital transformation of society – the problem of human adaptation to the increasingly complex information and technological environment of the digital society, the increased information load. One of the promising di­rections for solving this problem is the development of neurotechnologies, and, in particular, brain-computer neural interfaces. The possibilities and prospects of using the brain-com­puter neural interface and neurotechnologies are considered. It is shown that the develop­ment of neurotechnologies and, in particular, the brain-computer neural interface should be accompanied by the study and early warning of the risks associated with their development, as well as the identification and discussion of social, existential and ethical problems in the development of neurotechnologies, and the development of ways to solve them. It is im­portant to form a public discourse on various aspects of the use of neurotechnologies by humans.

The subject of the article is methodological aspects of the application of neurotechnologies in management, economics and geopolitics in the conditions of the 9th technological order; the object of the work is neurotechnologies in the conditions of the 9th technological order; the purpose of the article is to reduce the geopolitical risk in international relations during the development of the 9th technological order. The relevance of the article is determined by the development of the global crisis and the possibility of using neurotechnologies in the process of geopolitical competition, the aggravation of the geopolitical crisis, the development of the methodology of hybrid wars gives additional relevance to the article; neurotechnologies can act as a structural element of hybrid wars; neurotechnologies can influence the psycho-physical state of the population and decision makers. The scientific novelty of the work is determined by the synthesis of management methodology geopolitical risks in the context of the global crisis, based on the development and practical application of neurotechnologies in the period of the 9th technological order. To achieve this goal, the following tasks are solved: the concept and features of geopolitical risk are introduced; the influence of geopolitical risk on the sustainability of the development of the 9th technological order is investigated; methodological provisions of neurogeopolitics are formed, changes in world orders in their connection with technological patterns (orders) are studied; the evolution of military methods in geopolitics in the process of changing technological patterns is described; the concept of managing the geopolitical risk of the state is formed. Scientific methods are: historical analysis; neurotechnology; geopolitics; political science; methodology and philosophy of science, a systematic approach; heuristic methods; method of constructing scenarios.

Née dans les années 2000 pour répondre à une inquiétude éthique grandissante provoquée par les avancées neuroscientifiques, la neuroéthique s’entend comme une réflexion éthique spécifique aux neurosciences. Saisie par le droit depuis la loi de bioéthique du 7 juillet 2011, elle a intégré la sphère juridique sous la forme d 'un régime spécial : le droit des neurotechnologies. Parce que celui-ci relève indéniablement du droit de la bioéthique, la prise en compte du risque sanitaire générée par ces technologies a été une évidence. A l’examen pourtant, la justification de la création de règles spécifiques pour les techniques neuroscientifiques réside d’abord et avant tout dans la présence d’un risque d’une autre nature : le risque comportemental. Curieusement, celui-ci n’a été que peu pris en considération dans ses différents aspects par le législateur. Partant de ce constat, l'objet de cette thèse est d’apporter une contribution à l’élaboration de ce régime spécial, en tentant d’intégrer davantage les enjeux du risque comportemental dans le corps des règles juridiques, sans que l’attention portée au risque sanitaire en souffre par la même occasion. En ce sens, les mesures sont proposées pour chaque famille de neurotechnologies. Concernant les techniques d’imagerie cérébrale, il s’agit de restreindre les finalités autorisées et de corriger les modalités du consentement. Born in the 2000s with the aim of addressing a growing ethical concern over the neuroscientist advances, neuroethics shall be understood as an ethical reflection related to neurosciences. Seized by law since the law on bioethics dated July, 7th 2011, it was embedded in the legal sphere by means of a special regime, namely neurotechnology law. Since the latter undeniably fails within bioethics law, the health risk arising from these technologies was self-evidently considered. After scrutiny though, the rationale behind creating rules peculiar to neuroscientist technologies mainly lies in the presence of a different risk : the behavioural risk. Surprisingly, such risk was given cursory consideration only in its various aspects by the legislature. Based on this observation, the purpose of this thesis is to make a contribution to the development of the aforementioned special regime, by seeking to integrate further the behavioural risk issues without detriment to the consideration already given to the health risk. Towards that end, measures are proposed for each family of neurotechnologics. As regards cerebral imaging technologies, this includes restricting their permissible purposes as well as correcting the conditions for prior consent. With respect, to neuromodulation technologies, it is a question, of limiting their purpose for use and to overhaul the liability rules

The final thesis "Development of marketing in connection with information technology and neurotechnology" deals with modern marketing methods in the field of information technology, especially on the Internet (online marketing) and in the field of neurotechnology (neuromarketing). The thesis asks questions about how further can marketing be evolving in current form to the future and it follows the development and potential of each marketing trends in the context of modern information technology. To what extent will consumers have freedom of their choice in the future? What could be the negative and positive effects of the development of marketing in conjunction with modern technology? What influence does online marketing and neuromarketing on human emotions and thinking? Answers and problems of modern marketing are searched primarily through the SWOT analysis from a consumer perspective and also from the perspective of the company. It studies a FaceReader program for the analysis of facial expressions of respondents in the face while watching selected commercials. Finally, the work is trying to find relations of recognizing the modified logos without the brand name according to different consumers through the online survey.

Au cours des dernières décennies, les avancées révolutionnaires en neuroimagerie ont permis de considérablement améliorer notre compréhension du cerveau. Aujourd'hui, avec la disponibilité croissante des dispositifs personnels de neuroimagerie portables, tels que l'EEG mobile " à bas prix ", une nouvelle ère s’annonce où cette technologie n'est plus limitée aux laboratoires de recherche ou aux contextes cliniques. Les applications de l’EEG dans le " monde réel " présentent cependant leur lot de défis, de la rareté des données étiquetées à la qualité imprévisible des signaux et leur résolution spatiale limitée. Dans cette thèse, nous nous appuyons sur le domaine de l'apprentissage profond afin de transformer cette modalité d'imagerie cérébrale centenaire, purement clinique et axée sur la recherche, en une technologie pratique qui peut bénéficier à l'individu au quotidien. Tout d'abord, nous étudions comment les données d’EEG non étiquetées peuvent être mises à profit via l'apprentissage auto-supervisé pour améliorer la performance d’algorithmes d'apprentissage entraînés sur des tâches cliniques courantes. Nous présentons trois approches auto-supervisées qui s'appuient sur la structure temporelle des données elles-mêmes, plutôt que sur des étiquettes souvent difficiles à obtenir, pour apprendre des représentations pertinentes aux tâches cliniques étudiées. Par le biais d'expériences sur des ensembles de données à grande échelle d'enregistrements de sommeil et d’examens neurologiques, nous démontrons l'importance des représentations apprises, et révélons comment les données non étiquetées peuvent améliorer la performance d’algorithmes dans un scénario semi-supervisé. Ensuite, nous explorons des techniques pouvant assurer la robustesse des réseaux de neurones aux fortes sources de bruit souvent présentes dans l’EEG hors laboratoire. Nous présentons le Filtrage Spatial Dynamique, un mécanisme attentionnel qui permet à un réseau de dynamiquement concentrer son traitement sur les canaux EEG les plus instructifs tout en minimisant l’apport des canaux corrompus. Des expériences sur des ensembles de données à grande échelle, ainsi que des données du monde réel démontrent qu'avec l'EEG à peu de canaux, notre module attentionnel gère mieux la corruption qu'une approche automatisée de traitement du bruit, et que les cartes d'attention prédites reflètent le fonctionnement du réseau de neurones. Enfin, nous explorons l'utilisation d'étiquettes faibles afin de développer un biomarqueur de la santé neurophysiologique à partir d'EEG collecté dans le monde réel. Pour ce faire, nous transposons à ces données d'EEG le principe d'âge cérébral, originellement développé avec l'imagerie par résonance magnétique en laboratoire et en clinique. À travers l'EEG de plus d'un millier d'individus enregistré pendant un exercice d'attention focalisée ou le sommeil nocturne, nous démontrons non seulement que l'âge peut être prédit à partir de l'EEG portable, mais aussi que ces prédictions encodent des informations contenues dans des biomarqueurs de santé cérébrale, mais absentes dans l'âge chronologique. Dans l’ensemble, cette thèse franchit un pas de plus vers l’utilisation de l’EEG pour le suivi neurophysiologique en dehors des contextes de recherche et cliniques traditionnels, et ouvre la porte à de nouvelles applications plus flexibles de cette technologie
Our understanding of the brain has improved considerably in the last decades, thanks to groundbreaking advances in the field of neuroimaging. Now, with the invention and wider availability of personal wearable neuroimaging devices, such as low-cost mobile EEG, we have entered an era in which neuroimaging is no longer constrained to traditional research labs or clinics. "Real-world'' EEG comes with its own set of challenges, though, ranging from a scarcity of labelled data to unpredictable signal quality and limited spatial resolution. In this thesis, we draw on the field of deep learning to help transform this century-old brain imaging modality from a purely clinical- and research-focused tool, to a practical technology that can benefit individuals in their day-to-day life. First, we study how unlabelled EEG data can be utilized to gain insights and improve performance on common clinical learning tasks using self-supervised learning. We present three such self-supervised approaches that rely on the temporal structure of the data itself, rather than onerously collected labels, to learn clinically-relevant representations. Through experiments on large-scale datasets of sleep and neurological screening recordings, we demonstrate the significance of the learned representations, and show how unlabelled data can help boost performance in a semi-supervised scenario. Next, we explore ways to ensure neural networks are robust to the strong sources of noise often found in out-of-the-lab EEG recordings. Specifically, we present Dynamic Spatial Filtering, an attention mechanism module that allows a network to dynamically focus its processing on the most informative EEG channels while de-emphasizing any corrupted ones. Experiments on large-scale datasets and real-world data demonstrate that, on sparse EEG, the proposed attention block handles strong corruption better than an automated noise handling approach, and that the predicted attention maps can be interpreted to inspect the functioning of the neural network. Finally, we investigate how weak labels can be used to develop a biomarker of neurophysiological health from real-world EEG. We translate the brain age framework, originally developed using lab and clinic-based magnetic resonance imaging, to real-world EEG data. Using recordings from more than a thousand individuals performing a focused attention exercise or sleeping overnight, we show not only that age can be predicted from wearable EEG, but also that age predictions encode information contained in well-known brain health biomarkers, but not in chronological age. Overall, this thesis brings us a step closer to harnessing EEG for neurophysiological monitoring outside of traditional research and clinical contexts, and opens the door to new and more flexible applications of this technology

Resumen
We are engineering neurotechnologies for large-scale cellular resolution activity mapping of the mammalian cortex. We have developed ‘brain windows’ — 3D-printed transparent cranial prostheses for chronic, optical access to the whole cortex. Using compatible imaging methodologies, we have demonstrated the pan-cortical activity map at multiple spatial scales — cellular to the mesoscale.
