Resumen
The Australian telecommunications industry has been slow to call for or to adopt new practices and the National Broadband Network has exacerbated the problem of technology adoption lag. There are two key issues facing telecommunication consumers today. The cost of optical networking has significantly reduced over the past five years so there is no justification for the network congestion that occurs on Australian telecommunication networks. To remedy this situation the introduction of performance monitoring is fully supported. It is time for the telecommunications industry to adopt new broadband business models that are based on the provision of unlimited data and a maximum of 90 to 95 per cent utilisation on optical network links.

Resumen
It is currently urgent to improve the technical characteristics and increase the efficiency of telecommunication networks because of the global problem of ensuring the reliable transmission, processing and protection of commercial information in telecommunication networks. The aim of this study is to assess the reliability indicators of telecommunication networks and analyse the level of their development. The aim was achieved through the methods that were used to assess the reliability of the entire network: the generalized method of analytical assessment of the telecommunication network reliability; connection-based metrics; scaling of telecommunication networks, and application of unified reliability indicators to routine control, operation and maintenance. As a result of the research, the indicators of telecommunication networks were studied with and without using connection-based metrics. As a result, the network metrics were also divided into distribution and generation/transmission reliability and telecommunication network metrics – into connection-, performance-, and condition-based metrics, which showed improvements in network performance and reliability. As a prospect for further research, studying and improving the telecommunication network reliability indicators is suggested.

Resumen
Telecommunication systems generally performed better than other lifelines in the Christchurch-area earthquake sequence of 2010–2011; however, various service interruptions were a major concern for subscribers. Power disruption was the primary reason for service interruption in Christchurch, as has been similarly observed in many other major earthquakes around the world. Extensive ground failures impacted underground cabling, while Central Offices (COs) sustained minor damage due to strong shaking. Closure of the Central Business District and increased call volumes created additional strain on telecommunication service providers to deal with emergency response. This paper presents the findings of the post-earthquake lifeline performance investigations of both the landline network and the cellular network. Voice and data services of these networks are examined and commented based on the findings. The authors’ view of rendering the telecommunication systems more resilient is presented ( Eidinger and Tang 2014 ).

Resumen
Abstract Wireless mobile telecommunications are of growing importance and an enabler for the Internet of Things. Most networks are IP based or moving to an IP based infrastructure, including the latest 4G LTE and the future 5G networks. Understanding and being able to predict the behavior and performance of such networks in various scenarios and conditions is critical. This drives the need to study IP impairments in wireless telecommunications networks and to assess their impact on network and service performance. One method is to emulate/generate IP impairments while observing and measuring their impact on network performance. In this paper the authors analyze the challenges associated with analyzing the behavior of mobile wireless networks. They discuss the importance and benefits of IP impairments testing and mention the high cost of dedicated IP impairment emulators for telecommunications. A flexible and affordable solution is proposed for educational purposes and the study of IP impairments on wireless telecommunication networks.

The telecommunication network that is the assemblage of the terminal nodes enables the whole to be connected. The swift progress in the telecommunication networks and the information technology has enabled a seamless connection and the capacity to store and communicate vast scale of information in the form of text and voice that are sensitive. This makes the telecommunication networks prey to multiple cyber-threats of which the DDOS (distributed denial of service) are the more predominant type of the cyber-threat causing the denial of the services to the users. So the paper utilizing the combination of the neural network and the support vector machine presents the detection and the classification method for the DDOS attacks in the telecommunication network. The performance evaluation using the network simulator-2 enables to have the enhanced detection accuracy for the proposed method.

The paper describes the concept, architecture, and prototype test results of a packet processor that enables us to implement an application-specific high-speed packet processing system without expert-level programming skills. This processor has a pipelined processing architecture and features coarse-grained instructions that are based on the data formats of the telecommunication packet. Using this processor, target applications can be implemented within a short working period without degrading the processing performance. We implemented a prototype system to evaluate its packet propagation delay and packet forwarding performance. The measured results suggest that the architecture is useful for packet processing on high-speed telecommunication networks.

Resumen
Nowadays, it is hard to imagine work without applying the principle of computer networks, and every day the requirement for high-quality network maintenance is increasing. In order to have a high-quality network; always optimize QoS through the optimization of routing protocols is required. In this paper, the scientific task of optimizing routing processes in hybrid telecommunication networks with guaranteed quality of service is solved by developing models and methods of adaptive routing. To develop methods, a system of Telecommunications network (TN) mathematical models was constructed at the levels of its morphological and functional descriptions. We used a weighted oriented graph as a structural model. Formalization of the main indicators of the network operation efficiency is carried out, which are the network performance (or its derivatives – relative and normalized performances) and indicators of the degree of use of network resources – buffer memory capacities of nodes and bandwidth of the transmission paths. In this paper, an experimental study of the developed models and routing methods was carried out in order to verify their adequacy, evaluate the effectiveness, and develop practical recommendations. The scheme of experiment, focusing on the investigation of processes occurring in the network while solving routing tasks (data gathering, RT processing, distribution, and implementation), is proposed.

Resumen
Digitalization is one of the factors that affects the acceleration of the application of telecommunications technologies such as 5G. The 5G technology that has been developed today does not yet meet different performance and manageability standards, particularly for data center networks as a supportive technology. Software-defined networking (SDN) and network function virtualization (NFV) are two complementary technologies that are currently used by almost all data centers in the telecommunications industry to rectify performance and manageability issues. In this study, we deliver an integrated SDN-NFV architecture to simplify network management activities in telecommunication companies. To improve network performance at the computing level, we performed a modification of a networking system at the computing level, underlying NFV devices by replacing the default virtual switch with a data plane development kit (DPDK) and single root I/O virtualization (SR-IOV). This study evaluated the proposed architecture design in terms of network performance and manageability. Based on 30 days of observation in prime time, the proposed solution increased throughput up to 200 Mbps for the server leaf and 1.6 Gbps for the border leaf compared to the legacy architecture. Meanwhile, the latency decreased to 12 ms for the server leaf and 17 ms for the border leaf. For manageability, we tested three different scenarios and achieved savings of 13 min for Scenario 1, 22 min for Scenario 2 and 9 min for Scenario 3.

The article is devoted to the problems of advanced workforce management systems WFM (Workforce Management) of post-NGN telecommunication operators, a formalized approach to the description of extended WFM functionality and mathematical WFM models are discussed. The proposed approach allows to develop new WFM tools for telecommunications operators to increase their performance, to manage more effectively the work schedules of engineering employees of the company, visit customer sites, and control the workload of engineers in real-time. Workforce Management systems (WFM) of Next Generation Networks (NGN) are becoming more and more important. Compared to the routine distribution of requests between telephone technicians in the repair bureau of the old Public Switched Telephone Network (PSTN) in the last century, the modern WFM system operates with a disproportionately large set of functions, a wide range of professional competencies and key performance indicators (KPIs). In partnership with WFM, other new information technology tools (IT-landscape) of the telecommunications operator, elements of BSS (Business Support Systems), human resource accounting (HR) software, enterprise resource planning (ERP) systems, other workforce planning, and management tools employee vacations, the timing of basic engineering operations at the operator's and customer's premises, and other support tools to optimize the performance of the required work by personnel, increase productivity and reduce costs.

Resumen
Introduction: the problems of building an information and telecommunications network are considered from the position of fragmentary development based on the methodology of implementing structural and topological principles of ensuring survivability in the construction of an information and telecommunications network. Information and telecommunication networks belong to the class of large systems. They cannot be created in a short time and assume fragmentary (evolutionary) development. Therefore, some of its elements can be exploited, others can be designed, and others can be investigated. For this reason, the methodology should include not only synthesis methods, algorithmic and parametric optimization methods (system design), but also engineering design methods (implementation of synthesis results). Purpose: a methodology is proposed for the implementation of structural and topological principles of ensuring survivability in the construction of an information and telecommunications network, including a methodology for constructing a structurally redundant information and telecommunications network, implementing the integration – triad principle of its construction, an algorithm for constructing a reference variant of the network structure and an algorithm for its correlation, taking into account the use of means and methods of counteraction by the enemy. The questions of the structural and mathematical definition of the methodology for constructing a structurally redundant information and telecommunications network that implements the integration – triad principle of its construction, the algorithm for constructing a reference version of the network structure and the algorithm for its correlation, considering the use of means and methods of counteraction by the enemy, are presented. Methods: the proposed methodology can also be used to analyze networks under the influence of the enemy, when it is necessary to modernize the information and telecommunications network with network transformation. Results: the results indicate the adequacy and effectiveness of the methodology for solving the problem of building a network in its design, as well as for analyzing networks under the influence of the enemy, when it is necessary to modernize the information and telecommunications network with the transformation of the network As a result of calculating the ordinal function of the graph reflecting the hierarchical structure of communication nodes of the information and telecommunications network, their hierarchical distribution determining the reference structure of the system is obtained. Within the framework of this structure, its rational variant is being sought. Thus, to assess the adequacy and effectiveness of the proposed network, it is necessary to compare alternative options for building a network. The information and telecommunication network obtained as a result of the application of the proposed construction methodology corresponds in its characteristics to the set goals, i.e. corresponds to a network that is the result of many years of experience and repeated improvements aimed at the most effective mutual exchange of information in accordance with the conditions of the enemy's influence. Discussion: the resulting network is better, since it is more stable when exposed to the enemy, and the existing network satisfies the conditions that exist in this particular period of time, and when exposed to the enemy worsens its performance.

Resumen
Providing efficient yet cost effective telecommunication systems to Aboriginal people living in remote locations has proven to be a challenging task. This is primarily due to low population density and distance from major service centres. Extending high-capacity telecommunications infrastructure to these people would incur high costs of installation, maintenance and administration without significant financial returns. The cost of services such as cabled phone lines to all houses, satellite and wireless cellular networks are often unaffordable for people in remote settlements, and, as a result, the provision of telecommunication services is often subsidised by the government. New wireless standards and products are being developed which could provide broadband-type network connections to large areas at an affordable price. This paper describes these new standards and products and their potential applications in rural and remote regions. There is also a comparison of their transmission requirements, cost, performance and coverage with several currently available technologies.

Resumen
Predicting customer churn has become the priority of every telecommunication service provider as the market is becoming more saturated and competitive. This paper presents a comparison of neural network learning algorithms for customer churn prediction. The data set used to train and test the neural network algorithms was provided by one of the leading telecommunication company in Malaysia. The Multilayer Perceptron (MLP) networks are trained using nine (9) types of learning algorithms, which are Levenberg Marquardt backpropagation (trainlm), BFGS Quasi-Newton backpropagation (trainbfg), Conjugate Gradient backpropagation with Fletcher-Reeves Updates (traincgf), Conjugate Gradient backpropagation with Polak-Ribiere Updates (traincgp), Conjugate Gradient backpropagation with Powell-Beale Restarts (traincgb), Scaled Conjugate Gradient backpropagation (trainscg), One Step Secant backpropagation (trainoss), Bayesian Regularization backpropagation (trainbr), and Resilient backpropagation (trainrp). The performance of the Neural Network is measured based on the prediction accuracy of the learning and testing phases. LM learning algorithm is found to be the optimum model of a neural network model consisting of fourteen input units, one hidden node and one output node. The best result of the experiment indicated that this model is able to produce the performance accuracy of 94.82%.

Due to the advancement of telecommunication platform, users are now demanding high performance application. Propagation models play a vital role in the characterization and design of wireless and mobile communications networks. However, if they are utilized in a different environment than the one they were formulated for, propagation path-loss models may produce unacceptable deviation in predictions. Nowadays every mobile service provider continues to build a telecommunications tower with little regard for its impact on the area function. This paper presents the cellular network planning in the district of Bukit Raya, Pekanbaru. From the field survey, there are found sixty-two (62) cell sites. This number is extremely large compared to the calculated one. From the theory, only twenty-five (25) cell sites are required. Thus, it was found inappropriate deployment cell sites.

Resumen
The high availability of computer networks is a prerequisite in large companies and service providers. Thus, computer network administrators are called upon to face the various growing challenges related to unscheduled downtime of services; lack of expertise; lack of tools; the complexity of technologies; market consolidation and competition to provide better quality services. It should be remembered that the organization of the networks of telecommunication aims at giving control of the phenomena which occur there, during the treatment of the communications, and more generally of the services which they offer. These phenomena are governed by the randomness of the appearance of the requests, and are studied independently of the choices of technology implemented. They are amenable to the formalism of the calculation of probabilities, and give birth to the notion of traffic, which will play a central role in their apprehension, given that they condition for a large part the effective structure of modern networks. This research specifically examines the problems of optimization of signal performance in traffic management of local area networks of companies in the Democratic Republic of Congo, by presenting the different elements of network traffic theory and quality. Thus demonstrating their impact on the architectures of networks and computer systems, and at the same time introducing the major problems faced by IT network administrators on a daily basis; The main objective of this research is to evaluate the development performance of computer and telecommunications networks according to their applications in the areas of network design, equipment dimensioning, and characterization and quality measurement. Resumen
This study investigates the impact of factors (network coverage, customer service, video calls, and downloading Speed) of 3G and 4G telecommunication services performance on customer satisfaction in the Punjab region of Pakistan. This research indicates how to make strong relations with customers and what factors of the 3G and 4G networks need to be improved to enhance the revenue of telecom operator companies. The study has recognized the four main hypotheses responsible for checking the level of customer satisfaction in the telecommunication industry of Pakistan in the Punjab region. The study depends on essential insights gathered on the arbitrary premise from 300 clients of significant telecom administrators in the Punjab area. The respondents have selected on irregular premises and were welcomed to express their sentiments through an organized survey. A complete questionnaire has been utilized for statistics collection and exists based on the analysis of descriptive measurement, correlation, and regression analysis and analyzed through SmartPLS software. They indicate that the independent variables network coverage, customer service, video calls, and downloading speed are key driving factors of customer satisfaction. Among all independent variables “Internet downloading speed” highly impacts the dependent variable “customer satisfaction” based on 3G and 4G network performance. There are a limited number of studies that focus on customer satisfaction in the telecommunication sector in Pakistan. The study will fill the gap in the literature and help service providers to increase the satisfaction level of their customers and captivate new customers.

Resumen
In the research, development, design and operation of telecommunication and computer networks, the important problems are determining the optimum configuration and dimensions of the system’s capacity for providing a given performance or Grade of Service (GoS). It would be uneconomical if exclusive resources such as switching and transmission facilities were dedicated to each customer. Therefore a pool of facilities is provided in common for a number of customers, and thus situations can arise in which a customer has to wait for connection, due to shortage of resources. Hence, it is required to evaluate such GoS quantitatively, and clarify relations between the GoS and the amount as well as configuration of the telecommunications facilities. In this paper, the Erlang B model coupled with Siemens Normal and High Load formulae are used to determine the optimum network capacity based on detailed user behavior and demanded quality of service parameters in an overall telecommunication system. As a benchmark, 18 months teletraffic data for interconnections between Networks A to F in Nigeria was utilized and Microsoft Excel was used for the analysis of the data. The performance level of the system has been calculated according to the International Telecommunications Union Standards (ITU-T) criteria. The results showed a Call Completion Rate (CCR) of 63% and the Answer Seizure Ratio (ASR) of 23% which were below the then standard values of 75% and 55% respectively. The result shows that the interconnections were not optimum. Some were over dimensioned and some were under dimensioned. Comparing with the

Resumen
The dimensioning of telecommunication networks that carry elastic traffic requires the fulfillment of two conflicting goals: maximizing the total network throughput and providing fairness to all flows. Fairness in telecommunication network design is usually provided using the so-called max-min fairness (MMF) approach. However, this approach maximizes the performance of the worst (most expensive) flows which may cause a large worsening of the overall throughput of the network. In this paper we show how the concepts of multiple criteria equitable optimization can be effectively used to generate various fair and efficient allocation schemes. We introduce a multiple criteria model equivalent to equitable optimization and we develop a corresponding reference point procedure for fair and efficient network dimensioning for elastic flows. The procedure is tested on a sample network dimensioning problem for elastic traffic and its abilities to model various preferences are demonstrated.

Resumen
Abstract 5th Generation Telecommunications Technology, 5G, is emerging to provide the market with even higher data rates and bandwidth and lower response times than the 4th generation telecommunications technology, 4G/LTE, that is currently deployed. With commercial 5G networks coming on-line in 2020 the network providers and infrastructure companies are quickly developing devices and systems to meet the demand of the 5G market. Since high data rates and high bandwidths demand high frequency microwave, MW, devices, Low-Temperature Co-fired Ceramic, LTCC, is one of the materials of choice for those modules in a 5G system that require the high 3D integration, high signal integrity, high reliability and high power performance of LTCC. LTCC has proven for more than two decades now to exhibit these qualities in high-frequency telecommunication applications. This paper explores the relevance of LTCC technology in the module packaging market in the 5G market.

Resumen
The objective of this work is to propose a solution to the problem of the lack of telecommunication services, with adequate quality of service and coverage, in the town of Choclococha, Huancavelica-Peru. For this purpose, the design and evaluation of an optical link as a backbone network and a wireless access network is presented. It is an applied and experimental research in which performance parameters were evaluated. The independent variable is the optical transport network and the dependent variable is data communication. The latter is defined by two indicators: throughput and signal reception power at the users. Both indicators were measured in a sample of the population, obtaining results that were validated with respect to the expected values according to specifications and regulations. Thus, the measured throughput exceeds the 40% data rate guaranteed by the telecommunications operator. As for the reception power, it exceeds the sensitivity level of the receiving equipment. Therefore, it is concluded that the proposed solution supports communications with optimum speed and coverage.

Resumen
The study is devoted to the analysis of the application of distributed computing technologies in wireless telecommunication systems. The paper considers the concept of cloud radio access networks (C-RAN) and their use to improve productivity and reduce costs of communication operators. The logical relationship of mobile devices, cloud wireless network and internal servers is considered, as well as the role of split-TCP-proxy in the distribution of connections and maintenance of constant communication between the user and the internal server of the cloud. It is noted that the dynamic operations of the wireless network cloud, such as topology configuration and data rate distribution, provide better service at the upper layer. The importance of knowing the state of the wireless channel for the successful implementation of operations in C-RAN is emphasized. It is noted that the use of distributed computing in wireless systems can reduce deployment and maintenance costs, providing efficient data transmission and improved performance. The obtained results indicate the possibility of successful use of distributed computing technologies in wireless telecommunication systems. This opens prospects for communication operators to reduce costs and improve the quality of service. The research is relevant in the context of the continuous development of wireless technologies and has the potential for further research and improvement of wireless telecommunication systems. Future work may focus on expanding the scope of research, including a wider range of technologies and algorithms that can be used to optimize the performance of cloud radio access networks. Resumen
It is common knowledge that the transition of mobile networks from one generation to another is basically for the improvement in the network’s Quality of Service (QoS). Bearing this in mind, we will assumme that the Universal Mobile Telecommunication System (UMTS) will outperform the Global System for Mobile Communication (GSM), hence, the motivation to conduct this study in Calabar, Nigeria, for four mobile networks; MTN, Airtel, Globacom and 9mobile. With the aid of a TEMS investigation software installed in a laptop, a measurement campaign was carried out and log files collected, with focus on Call Setup Success Rate (CSSR), Dropped Call Rate (DCR), Handover Success Rate (HOSR), Call Setup Time (CST), network coverage and network quality. The collected data was analyzed with the aid of a TEMS discovery software. The analyzed data for each Key Performance Indicator (KPI) was compared with the minimum benchmark of the telecommunications regulatory body, the Nigerian Communication Commission (NCC). Result reveal that there was no outright improvement in the QoS and there was fluctuation in the QoS provided by the network operators. We therefore conclude that the network operators, either did not make accurate planning before installing their base stations or do not optimize their networks frequently and this led to poor QoS in most cases.

Abstract Providing a Quality of Services (QoS) into current telecommunication networks based on packet technology is a big challenge nowadays. Network operators have to support a number of new services like voice or video which generate new type of traffic. This traffic serviced with QoS in consequence requires access to appropriate network resources. Additionally, new traffic type is mixed with older one, like best-effort. Analysis of these new and mixed traffic types shows that this traffic is self-similar. Network mechanisms used for delivery of quality of services may depend on traffic type especially from the performance point of view. This paper presents a feasibility study done into the effect of traffic type influence on performance of routing algorithm while the routing algorithm is treated as one of the mechanisms to support QoS in the network.

Resumen
The certificate management complexity and cost increase when PKI technology is leveraged into Network Function Virtualisation (NFV), a significant enabling technology for 5G networks. The expected security of PKI cannot be met due to the unavailability of the certificate revocation inquiry in the telecommunication operator’s core network. This paper analyses the issues and challenges during the NFV implementation and proposes a blockchain-based decentralized NFV certificate management mechanism. During instantiation, the Virtual Network Functions (VNF) instance generates certificates according to the certificate profile provided in the VNF package. The certificate management unit is responsible for the certificate enrolment, renewal, and revocation. The certificates submitted to the decentralized certificate management system by the instance will be recorded into the ledger after validation and consensus. The experiment and analysis show the transaction throughput, and the transaction delay is noncritical in practice, which could be fulfilled by the proposed mechanism. The certificate inquiry performance is critical, which can be facilitated by the decentralized deployment of inquiry nodes.

Resumen
Telecommunications is one of the most dynamic sectors in the market, where the customer base is an important pawn in receive safe revenues, so is important to focus attention is paid to maintaining them with an active status. Migrating customers from one network to another varies among telecommunication companies depending on different factors such as call quality, pricing plan, minute consumption, data, sms facilities, customer billing issues, etc. Determining an effective predictive model helps detect early warning signals when churn occurs and assigns to each customer a score called “churn score” that indicates the likelihood that the individual might migrate to another network over a predefined time period. To this extent, the present paper uses more than 10k customers sample of a telecommunication company and tries to analyse the churn behavior. The aim of the paper is both to test the efficiency and performance of the most commonly used data mining techniques to predict the churn behavior and to underline the main indicators that can be used when conducting such analyses. Knowing the magnitude of the churn phenomenon, the company can prevent the instability that is going to occur by applying a series of measure in order to increase the retention of the current customers.

Resumen
The explosive development of emerging telecommunication services has stimulated a huge growth in bandwidth demand as people seek universal access to telecommunication networks. In addition, the kinds of services of an existing optical access network are becoming more flexible. In order to provide higher capacity and meet higher transmission performance requirements, it is necessary to further explore the application of the beyond-100G passive optical network (PON). This paper offers a comprehensive review and outline of the prospects of technologies for bringing a beyond-100G PON to practical applications in the future. We review the current existing technologies, mainly in terms of the physical layer and higher media access control layer. These key technologies for the beyond-100G PON, which plays an increasingly significant role, include the advanced multiplexing technology, physical layer digital signal processing technology, infrastructure-sharing technology, security protection technology, and intelligent control management key technologies. Finally, open issues and new challenges for the next-generation PON are focused upon.

Resumen
The monitoring of cultural heritage is becoming common in cities to provide heritage preservation and prevent vandalism. Using sensors and video cameras for this task implies the need to transmit information. In this paper, the teletraffic that cameras and sensors generate is characterized and the transmissions’ influence on the municipal communications network is evaluated. Then, we propose models for telecommunication traffic sources in an intelligent municipal heritage management service inside a smart sustainable city. The sources were simulated in a smart city scenario to find the proper quality of service (QoS) parameters for the communication network, using Valencia City as background. Specific sensors for intelligent municipal heritage management were selected and four telecommunication traffic sources were modelled according to real-life requirements and sensors datasheet. Different simulations were performed to find the proper CIR (Committed Information Rate) and PIR (Peak Information Rate) values and to study the effects of limited bandwidth networks. Packet loss, throughput, delay, and jitter were used to evaluate the network’s performance. Consequently, the result was the selection of the minimum values for PIR and CIR that ensured QoS and thus optimized the traffic telecommunication costs associated with an intelligent municipal heritage management service.

Resumen
Packet routing efficiency is and will remain one of the major factors that have a major impact on a network performance and a quality of service. One of the most common routing protocols used in autonomous Internet systems is the Open Shortest Path First (OSPF) protocol. The OSPF protocol performs packet transmission using the shortest paths, calculated according to a certain, but only one criterion. Default criterion is channels bandwidth, but in general any criteria can be selected. The disadvantage here is that channels loading is not considered and thus packets are routed to a shortest but potentially overloaded path. In wider sense usage of single criteria may results in routing through paths suboptimal or even inappropriate by other criteria. The growth of the network traffic, and especially the increase of its multimedia component drives continuous improvement of routing methods in existing telecommunication networks. Network performance will benefit from more advanced routing methods, which would take into account several network characteristics, important for specific services quality. In given work a new algorithm of a gateway selection for the routing tables of autonomous Internet systems is proposed. The algorithm is based on the OSPF protocol but takes into account three criteria: channel bandwidth, the number of intermediate nodes in the path and the signal propagation delay. Weighting coefficient for each criteria is introduced. Besides that, the integral criterion is proposed based on optimal path weights for individual criteria and path weights found by two other criteria. The total relative deviation of the path weight from the path weights calculated according to individual criteria is used as the optimization criterion. The purpose of optimization is to minimize this deviation. Routing tables constructed using proposed algorithm ensure packets transmission through the optimal path, selected according to the integral criterion, taking into account the three criteria and their coefficients of importance. Further research may be conducted to expand the list of criteria used in the optimization process.

Subsequently, results show that the top criteria expedite Taiwan’s digital convergence is the development of high-speed broadband network infrastructure. Besides, Taiwan presently does not perform well in Harmonic Convergence Regulatory Environment. It also means that there is not a sound regulatory environment, particularly in “balance digital divide and universal service”. Thus, Taiwan should first improve “Harmonic Convergence Regulatory Environment”.

However, the limitation of antenna performance, the burden of investment cost, and restricted resources hinder improving the current mobile networks’ functionality. Accordingly, wireless device-to-device (D2D) caching networks came to the fore as one of the competitive alternatives for alleviating the overloads of mobile network traffic. Wireless D2D caching networks can be a desirable alternative for OTT service providers and telecommunication operators, but the problem is user resistance. User participation is imperative to deliver wireless D2D caching network functionality successfully. Thus, to gain a deeper understanding of user resistance toward wireless D2D caching networks and their underlying sources, this study introduces two perceived cost factors contributing to this resistance and one perceived benefit that mitigates such resistance. Based on an online survey, this study found new theoretical links among perceived costs and benefits, resistance, and participation intention. The findings reveal that user resistance is predicted by perceived costs, encompassing resource sacrifices and privacy concerns, whereas perceived benefits—specifically, perceived usefulness—did not significantly influence resistance. This implies that telecommunication operators should prioritize market requirements over technological advantages, emphasizing the potential for successful commercialization of wireless D2D caching networks.

Resumen
In Neural Networks (NN) applications, it is common practice to train several different networks and select the best one on the basis of performance on a validation set. There is a major disadvantage of such an approach: the network with the best performance on the validation set might not be the best one on new test data. In fact, the generalization performance on the validation set has a random component that is due to the data noise. An alternative approach to this problem is to use a combination of multiple NN classifiers. It is well known that such combinations can produce better performance than the best single network used in isolation. Several studies in different fields of the pattern recognition have experimentally shown that an appropriate combination of NN classifiers allows to capture complex phenomena, and to make decisions even with a great deal of information.3,11,12 The combination of multiple classifiers is a general problem in the pattern recognition area. Several methods for combining the outputs of multiple classifiers have been proposed: ensemble methods,14 boosting approaches,9 stacking techniques,27 multi-expert systems,2,16 and multi-modular architectures.3,13,18 A very rich synthesis of different methods of combining classifiers can be found in Ref. 28. An analytical framework to quantify the improvements in classification results that is due to combining classifiers is provided in Ref. 26. In this paper some contributions in combining multiple NN classifiers are presented. We give a combinational approach based on multi-modular systems for local diagnosis problem in the telephone network. In addition, we propose a combinational method for discrimination task using a fusion. The system validation will be performed on a disturbance identification problem.

Resumen
A common reason for changing the chosen service provider is the users' perception of service. Quality of Experience (QoE) describes the end user's perception of service while using it. A frequent cause of QoE degradation is inadequate traffic routing, where, other than throughput, selected routes do not satisfy minimum network requirements for the given service or services. In order to enable QoE-driven routing, per traffic type defined routing criteria are required. Our goal was to obtain those criteria for relevant services of a telecom operator. For the purpose of identifying services of interest, we first provide short results of user traffic analysis within the telecom operator network. Next, our work presents testbed measurements which explore the impact of packet loss and delay on user QoE for video, voice, and management traffic. For video services, we investigated separately multicast delivery, unicast HTTP Live Streaming (HLS), and unicast Real Time Streaming Protocol (RTSP) traffic. Applying a threshold to QoE values, from the measured dependencies we extracted minimum network performance criteria for the investigated different types of traffic. Finally, we provide a comparison with results available in the literature on the topic.
