Texto completoCommunity-based organizations (CBOs) represent an important segment of public services vital to the stability of invisible communities that otherwise remain vulnerable. Drawing from over three years of ethnographic fieldwork in a CBO in Santa Ana, California, I undertake an extensive case-study that examines their survival in a hostile funding environment by means of understanding their development, organizational learning and adaptation, social capital and networking and use of innovative sustainability strategies. The struggles this CBO encountered in their pursuit of sustainability speak to their unique aspects of service provision and community development making them an indispensable support structure for low-income immigrant and refugee communities.
I argue that their story of success reveals key principles, tenets and preliminary takeaways that may be useful toward improving the sustainability of organizational frameworks within other CBOs. Additionally, I explore how this CBO struggles to defend its vision of social change against existing conditions within the market environment that impact their success.
With growing interest toward scholarly work in this field, I emphasize the need to approach organizational fieldwork analytically as we engage with and try to understand the complicated social worlds of CBOs. The applied portion of this project resulted in the creation of promotional materials that may be useful toward fund development and historical preservation.

Texto completoIn this article, I study the effect of aging of neighbors on local organizations in San Felipe, a middle-class neighborhood in Lima, Peru. I elaborate on this effect by using the case of the control of public space in the neighborhood. I conducted participant observation during a year. During that year, I observed the dynamics of local organizations’ meetings; I interviewed 46 residents of different characteristics; and I observed a large amount of situations andcontroversies among actors in San Felipe’s public space. I find that senior residents are the ones who impose their point of view about the neighborhood’s fortune. This result is surprising considering that senior residents are neither the most numerous group in the neighborhood, neither the one with higher resources. I claim that that happens because senior residents transform time (a scarce resource for young-adult neighbors, though abundant for the seniorneighbors) into organizational power. With that organizational power, senior residents are able to influence on the municipality’s functionaries who not only defend the discourse of senior residents regarding the use of public space, but also transform it according to this discourse.

Texto completoThis master's thesis consists of an analysis from the hermeneutics phenomenology in its three moments: understanding, interpretation and new understanding. We worked, in this research, with the comprehension of the phenomenon of revitalization of the Recife neighborhood. The main goal is to study the process of touristic revitalization of the Recife neighborhood and the consequences on the spatial organization of it. Initially, from the understanding of the secondary sources and the analysis of the interviews conducted with subjects that, somehow, were able to give us information so that we could conceive the changes in the ordering of the neighborhood, it is shown how much the installation and execution of the project changed and impacted their habits. Then, using the same sources, we identified the shutting of several equipments that supported the touristic activity in the neighborhood. Thus, we tried to identify, from the concept of sustainability presented by Sachs (2002), the environmental measures and the SISTUR presented by Beni (2003), some flaws that we believe helped for the decay of the project.

Texto completoThis thesis is situated at the intersection of two historical phenomena: the publicization of social problems and the transformation of activist commitment. The research undertaken has sought to explain, through an approach that is both local and international in scope, the rise of grassroots volunteering since the 1970s in working-class urban neighborhoods on the periphery of Paris and Buenos Aires. The first part presents an analysis of the various political theories which relate to the voluntary movement, and discusses their place within an empirical sociological study of grassroots volunteering. The intellectual genealogy of the notion of civil society is considered in relation to the appearance of modern democracy, in order to situate the rise of volunteerism in recent decades within a larger historical perspective. Attention is given to the emergence of three characteristic themes: the third sector, social capital, and activism. The second part relates volunteerism to socio-economic transformations within the working class and to the development of social policy at the local community level. The study of grassroots organization in France reveals the importance of possibilities created by the breakdown of the communist political system in certain Paris suburbs (banlieues rouges) along with increased state intervention in working-class neighborhoods through urban policy initiatives. An analysis of the activities and the workings of the grassroots organizations which appeared in these neighborhoods between the 1980s and the 2000s, reveals that these organizations had the capacity to self-organize for the purpose of addressing public problems at a local level, and that tensions resulted from partnership arrangements with local public authorities. In Argentina, consequences of the labor society’s weakening in terms of working-class social solidarity in neighborhoods on the outskirts of Buenos Aires are analyzed through the prism of grassroots organizations operating in the wake of social movements among unemployed workers (piqueteros). The grassroots organization’s role as an intermediary for social policy raises questions concerning the link between these popular movements and public authorities, and the possible redeployment of Peronist corporatism. The third part relates volunteer participation to historical transformations within the principal working-class political parties and to the changes observed in the local political landscape. In France, popular withdrawal from communism and the disassociation of the Party’s former “satellite organizations” are considered through an analysis of a grassroots organization composed primarily of former communist partisans. Their personal trajectories as activists, as well as the workings of their organization, reveal the causes of a change in the operative forms of political commitment and give rise to questions concerning the processes by which these local organizations are made autonomous of political systems. In Argentina, new links emerging between the Justicialist party and the working class are considered through the study of an organization founded by Peronist partisans in a context where political institutions are represented as lacking legitimacy. The adaptation of these political activists to grassroots volunteerism is likewise indicative of changes in the operative forms of political commitment and gives rise to questions concerning the proximity between grassroots organizations and political parties

Texto completoThe Latino paradox of crime suggests that relative to other groups with similar rates of economic disadvantage, Latinos fare a lot better in a wide array of social indices, including the propensity to violence and crime. While previous studies tend to overestimate the role of community members in creating the conditions under which violent crime occurs, very few have examined the direct role of the ‘disorganizing’ or ‘organizing’ factors that result from political turf wars. This study will examine the ways in which the mobilization of resources and organizational infrastructures affect the immigration-crime nexus. In an effort to better understand the Latino paradox associated with crime, this study shall critically examine how organization-based resources affect variations in violent crime rate among Latino neighborhoods in the City of Chicago.

Research report revealed that “Neighborhood Watching Organizations” has different and diversiform functions in the communities. These functions embrace deterring theft to improve communities security, reducing damage and lose through announcing fire alarm, making emergency rescue and urgent repair by specialized training, maintaining environment sanitation and community parks. Although there are multiple functions and benefits in “Neighborhood Watching Organizations”, but there are only twenty-one Neighborhood Watching Organizations among two hundreds and thirty two boroughs in Tainan city. Why there is lowest rate of “Neighborhood Watching Organizations” be established under such perfect system? The questions of this research will study are as below: 1)Why there are only twenty-one boroughs with Neighborhood Watching Organizations among two hundreds and thirty two boroughs in Tainan city? 2)How does the boroughs be established in “Neighborhood Watching Organization”successfully? 3)What is the role of central government, local government and the chief of borough in the establishment of the Neighborhood Watching Organization? According to the Neighborhood Watching Organizations of Tainan city, it offered density of time and frequency of services in making firsthand observations on twenty-one samples. For understanding the situations in different neighborhood, this research will make community survey on the past six months(until the end of April, 2003)by interviewing the chief of borough, chairman of developmental community or captain of Neighborhood Watching Organization. By asking them the elements to find a Neighborhood Watching Organization about the monthly maintenance expenditure and human resource for reference in analyzing in the future. One of main conclusion of thesis is that it has much potential to establish more Neighborhood Watching Organizations in Tainan city, because the remaining two hundreds and eleven chiefs of borough can meet two key requirement as a result of interviewing twenty-one chiefs of borough . The two key requirements include necessary human resourses and monthly maintenance expenditure. As long as the other two hundreds and eleven chiefs of borough are willing to establish it, they will be anytime. The other conclusion in addition to above conclusion include: 1)As long as the chief of borough has strong mind to establish Neighborhood Watching Organization. The latter it will be increased substantially. 2)The chief of borough may make good use of the social relation network to expand the source of monthly maintenance expenditure. 3)The chief of borough expect government play much more positive role. 4)The chief of borough may recruit and make up the number of necessary manpower easily.

Articles in our local research journals on Neighborhood Watch Patrol have focused mainly on its role, importance and how it is operated and established. There has never been any comprehensive study on one single neighborhood watch patrol from its establishment to the termination. In this study, we took an individual case of once a large neighborhood watch patrol which was operated for a period of ten years as a research subject, in an attempt to gather some insights towards its termination. This information would hopefully be helpful in the future in establishing a successfully operating neighborhood watch patrol. This research focused on the following questions: 1) How was the neighborhood watch patrol in Fa-Hua borough, Tainan, established and how did it disintegrate? 2) What role does a chief of borough play during the above period of time? 3) During the process in terminating the neighborhood watch patrol, what role does the interaction between chief of borough, district clerk and Second Police District of Tainan City Police Department play? 4) What was the role of the leading contextual factor in the establishment and termination of the neighborhood watch organization? The research cut in from the view point of leadership theory in understanding the entire neighborhood watch patrol organization, studying the short-term and long-term problems the organization faced and how the leader made decisions on establishing or abolishing a neighborhood watch patrol. Below are a few brief explanations: 1)In a short-term situation: man-power and funding are the two main factors for the establishment of a neighborhood watch patrol. As long as the leader overcomes the problem of finding patrol member and the funding for patrol daily expenses, a neighborhood watch patrol can easily be formed. 2)In a long-term situation: for a continuously operating patrol, besides the problem of man-power and funding, conflicts between patrol members seriously disrupt the operation of patrol and cause the breakdown of the bonding within the organization. Hence the main reason for the demotivation of patrol during a long period of time is poor interaction between patrol members and the funding is the key to the termination of a neighborhood watch patrol.

Social and industrial changes with time have greatly influenced society in Taiwan since the neighborhood watch was started in 1973. Decline of traditional social control and cultural conflicts, paradox, and disorder in society have led to serious crime. Solutions to community problems, said by Master Duke, lies in the community. A nonprofit organization refers exactly to a community, with which a whole-citizen community is created. Neighborhood watch organization is not only merely part of a non-profit organization, but also an important drive to reorganize a community. The promotion of neighborhood watch organization involves resources and integration of tools. IMC offers consistent information to customers and potential customers through the focus on customers. Through three dimensions, the integration of promotion tools, resources and media application, in IMC theories and with an example of neighborhood watch organization, Hsin-chu city, the research explores how non-profit organizations work. In order to understand how neighborhood watch organization is seen by the members, how they are willing to work, and if they are content with the social order, the analysis of data by SPSS is conducted. On the other hand, questionnaire to police officers in charge of promotion of this business shows if there is any outstanding differentiation about the application of IMC theories. Based on the result of questionnaire and interview, suggestions are presented that Hsin-chu city is supposed to build up a database of citizens and related people, take an integrated marketing communication, and create the image of the organization to make IMC. In addition to the possibilities to developing a multi-organization and permanent development, an organization needs to enact the specific marketing strategies. In the performance of this IMC strategy, it also requires much attention with evaluation and modification of marketing strategies. And the result of this study can be referred by the other counties and cities in promoting neighborhood watch.

The study intended to understand the weaknesses of the practices and implementation of Changhua County’s community watch brigades, and to map out countermeasures by exploring the differences between two variables: organizational operation and personnel participation. Based on quantitative method and complemented by qualitative approach, the research adopted field interview and survey to understand the current practices of community watch brigades. Targeting the 4223 community watchers (84 brigades) of Changhua County in 2009, questionnaires were sent by random sampling. All returned questionnaires were analyzed by descriptive statistics, t-test, ANOVA, and Scheffé method to reveal the current condition and potential problems existing in Changhua County’s community watch brigades. Based on the resultant literature analysis and findings, the following suggestions were proposed as references for related government organs, administrative police units and future researchers: 1. To understand policy intentions and promote it in a practical manner; 2. To combine government subsided with community resources, and to adopt effective organizational operation; 3. To make clear division of authority and responsibility, to provide legal protection, and to eliminate doubts; 4. To make deliberate assessment, to focus on professionalism, and to highlight policy quality; 5. To enhance governmental publicity and care-providing, and to consolidate community consensus; 6. To provide sound development of community organization, and to provide diverse services; 7. To empower limited police force by employing public cooperation, and to make good use of media for widespread publicity. The public security issues have long been the focus of attention for people in Taiwan. Neighborhood Watch Organization is the non-profit organization that combines community resource and police force for ensuring public security. This study has surveyed volunteers of Neighborhood Watch Organization of Situn District in central Taiwan’s Taichung City. The purpose is to understand the volunteers’ participation motivations and based on the nine features in flow theory (Csikszentmihalyi, 1975) examine the quality of their work experience. It is hoped that we can have an overall view of the relations between volunteers’ motivation and flow experience. This study employed questionnaire method to survey all the volunteers in this district. The research data were obtained from 407 effective samples, and the suit software SPSS for windows 10.0 was used to conduct analysis. The research results indicate that: The volunteers’ participation motivations vary significantly with different personal backgrounds-age, family condition, education, occupation, and volunteer tenure. The volunteers’ flow experiences vary significantly with different personal backgrounds-age, family condition, education, and volunteer tenure. There are significant positive correlations between participation motivation and flow experience in some areas. There are significant positive canonical correlations between participation motivation and flow experience. In the final chapter, comprehensive discussions are conducted and concrete suggestions are offered for the reference of related agencies and interested researchers.

The main purpose of this study was to understand that in the area of the Tianjhong Precinct of Changhua County Police Bureau,(including Tianjhong township、Shetou township、an Erhshui township) ,the operation of community mutual-helped organization(which is called the neighborhood inspection group here). In other words, to understand that if the operation of the neighborhood inspection group in this three township will have influence on the maintenance of law and order. Espeaically in this three townships in the remote districts of Changhua County, whether the operation of the neighborhood inspection group is relative to the local public security : (A) common theft (B) automobile theft (C) drug offenses (D) assault—not caused by traffic accidents. And by analyzing the difference from (A) the members fluctuation (B) the direction of organization’s operation, the author brings up some concrete ideas of the development of the community mutual-helped organization. This study used a qualitative interpretation of the main quantitative and empirical analysis using secondary to illustrate the discussion. In the "quality"part, due to the author is working in Tianjhong Precinct ,who used the these methods on his research : (A) in depth interviews (B) participant observation. By interviewing and practicing, we could realize the actual operation conditions and efficiency. In the "quantity" part, the author used the achievements in investigating and preventing in this four criminal cases, and the achievements we precinct gaving an impetus to the operation of community mutual-helped organizations to analyze during 2006-2010. Hoping by the practical operation of 8 neighborhood inspection group with 549 members in three townships, we could analyzeif the operation of neighborhood inspection group will have benefits to the maintenance of law and order? Or find problems resisting in practical work then to propose conclusions and recommendations. Based on the conclusions of this study and literature analysis, there are some suggestions for all levels of government agencies, police units and future researchers: First,to combine the village organizes with community development associations, in order to reduce the political factors involved in the healthy operation of the local public interest groups. Second, to understand the policy intention, and to promote the security policing meeting which could be the supervisor of community mutual-helped organization. Third, to improve the development of community organizations, and set up a "Commission on the implementation of community policing", so as to actually integrate the multi-diversified resources. Fourth, to stable the development of community mutual-helped organizations,we should integrate the legislature funded grants and community resources , to make the organization work more efficiently, and to improve the life quality of residents. Fifth, the power of people is infinite. If making good use of it,we could let the slogan of "police forces is limited ,but people’s power is infinite" practice concretely. Sixth, continue to personnel recruitment, and protect the interests of the members of community organizations by law. Also, Strengthen the relationships between police and the public, so that we could consolidate the operation of community mutual-helped organizations to achieving the ideal of sustainable development.

Texto completoUrban forestry is a very important element of urban structures that can improve the environment and life quality within the urban areas. Having an accurate classification of urban forests and grass areas would help improve focused urban tree planting and urban heat wave mitigation efforts. This research project will compare the use of high – resolution aerial imagery and LiDAR data when used to classify canopy and grass areas. The high – resolution image, with 1 – meter resolution, was captured by The National Agriculture Imagery Program (NAIP) on 6/6/2012. Its coordinate system is the North American Datum of 1983 (NAD83). The LiDAR data, with 1.0 – meter average post spacing, was captured by Indiana Statewide Imagery and LiDAR Program from 03/13/2011 to 04/30/2012.The study area is called the Near East Side Community Organization (NESCO) neighborhood. It is located on the east side of downtown Indianapolis, Indiana. Its boundaries are: 65 interstate, East Massachusetts Avenue, East 21st Street, North Emerson Avenue, and the rail road tracks on the south of the East Washington Street. This research will also perform the accuracy assessment based on the results of classifications using high – resolution aerial imagery and LiDAR data in order to determine and explain which method is more accurate to classify urban canopy and grass areas.

Texto completoCommunities are currently being shaped and influenced by larger neoliberal social policies, which has resulted in decreased funding from public sources, which therefore creates greater competition among neighborhood organizations for limited resources. In this thesis, I analyze how larger neoliberal currents have created conflict within the local policy subsystem of rezoning in the Crooked Creek neighborhood in Indianapolis. My analysis spotlights the consequences of devolution one of which is the shift from government to neighborhood governance; I examine these issues by mapping out the causes and consequences of three separate rezoning cases. I compare the conflicting perspectives among local influential organizations, including the Community Development Corporation (CDC) and a number of state registered neighborhood groups. I frame this conflict through the Advocacy Coalition Framework (Sabatier 2007) in order to map out the connections between neoliberal social policies and local level conflict.

Since 1984 the researcher has been serving the City of Taipei in the civil affairs system and has been in frequent contact with borough/neighborhood administrators, witnessing the growth and tireless services of numerous borough administrators and admiring how citizens of post-modernization Taipei became increasing demanding on the city government. Community development associations turned from community boards of directors into corporations; under the direction of Council for Cultural Affairs the efforts of total community development significantly influenced boroughs and neighborhoods. After 1995 the researcher also observed the development of condo organizations. These changes impacted operations of borough/neighborhood organizations and woke borough/neighborhood administrators to the needs of their communities. Freed from the conventional administrative framework, they learned about software development and municipal ability of boroughs and neighborhoods from community organizations. In the mighty flow of total community development they learned how to care for and manage borough/neighborhood communities. At a time when our communities are pact with condos, they haven’t really been able to hit the target, however. In the age of information and media, people no longer have the patience for gradual changes in borough/neighborhood organizations. They want to know how their borough/neighborhood organizations function right away. The fact that the existence of boroughs and neighborhoods is mostly about insignificant services makes it impossible to describe or verify the functions of borough/neighborhood organizations and administrators. As a result the general public is often skeptical and curious about borough/neighborhood organizations, and demands beyond the power of borough/neighborhood organizations are often submitted to add to the misunderstanding and frustration. Today we are dealing with a society that is well versed in citizenship. Its ability to monitor the city government has been greatly enhanced, and it is now demanding that government agencies play their roles right and unveil the operations of borough/neighborhood organizations so they will function openly in the sun. Local government laws have been very specific about the operations of agencies beyond borough/neighborhood levels. But when it comes to fundamental issues that significantly affect our daily lives, there have been only general guidelines on borough/neighborhood, borough offices, borough residents’ meetings and grassroots development seminars. It’s obvious that the central government has not been able to come up with a comprehensive plan for local systems. So the researcher takes on the subject of Organization & Operation of Taipei City’s Boroughs & Neighborhoods and studies related rules and regulations and current conditions in an attempt to show evolution and self-adjustment of borough/neighborhood administration, as well as the value of boroughs and neighborhoods. Through this study the researcher also identifies ways to help boroughs and neighborhoods grow. Research outcomes indicate the qualitative changes Taipei City’s boroughs and neighborhoods went through as a result of internal structural shifting, staffing adequacy and staff participation, as well as different budget distributions; the cyclic feedback effects generated out of their interactions with other grassroots organizations such as communication development associations and condo management boards; and government agencies’ cooperation and support have been input into the open system, through which the data are transformed and output to help attain the organizational goals. The energy generated out of the organization’s automatic operation not only completes the core administrative missions but also gives full play to its capacity as a municipal unit. This is different from other cities/counties’ borough/neighborhood organization. The accompanying political function also contributes to basic developments and services of boroughs and neighborhoods. It is discovered that in response to social trends and demands of the time, Taipei City’s boroughs and neighborhoods have gone through self-adjustment and developed a work method for reconciling local opinions, furthering local development and encouraging community projects, in order to make up for inadequate legislative provisions and positioning. Today Taipei City’s boroughs and neighborhoods function in accordance with government chain of command. Orders of supervising agencies are carried out by borough/neighborhood staffs. Borough administrators are in charge of municipal functions fashioned after community projects. When a borough administrator refuses to carry out orders given by the district office in accordance with policy requirements, the task will be completed by borough staffs in conjunction with neighborhood administrators and volunteers. Taipei City’s boroughs and neighborhoods accomplish their organizational goals through the 3 operational modes mentioned above. The operational mode of grassroots organizations is going through the teething stage. It requires assistance from government agencies. Only through necessary technical guidance and supports will all borough/neighborhood organizations of Taipei grow together into maturity. It will help strengthen grassroots organizations. The central/local government and citizens will also benefit from it. This study proposes 5 recommendations for the government. 1. Neighborhood administrators and neighborhood organizations are to be separated. Each borough is to be divided into several segments for election of directors. The system of board of directors is to be gradually instituted to strengthen the function of borough/neighborhood meetings and help keep the decisions objective. 2. Turn “condo and community safety taskforce” into “borough/neighborhood organization communication meeting” to help maintain horizontal communication of grassroots organizations and integrate local opinions. 3. The position of borough staffs is to be downsized. Some will function as district staffs and the rest will be incorporated into different departments of the district office to remove staffing inadequacy of the district office. Borough administrators will have to handle borough/neighborhood affairs by themselves. 4. Borough/neighborhood volunteers are to be regulated by the Volunteer’s Act. They shall be entitled to basic benefits and protection. This is to be done for effective utilization of immense human resources of the private sector. 5. Establish responsible agencies to supervise, use and manage subsidies set aside for boroughs/neighborhoods for enhancing budget efficiency.

Boychenko, Oleksandra. "Give Something Back to Lisbon: Exploring Lisbon’s ´migrant landscape` through local organizations". Master's thesis, 2020. http://hdl.handle.net/10362/116363.

Texto completoThis Master’s thesis explores the diversity and heterogeneity of space within Montréal’s (gay) Village. It seeks to analyze this neighborhood beyond what its ‘commercial showcase’ might reveal at first sight. The Village’s bars and clubs, as well as its shops, community organizations and sociodemographic composition, are not thought as homogeneous, but rather mosaics of multiple people, groups and communities across space. These latter, depending on their trajectories and routes, often have different perceptions and experiences of a single place or of the Village as a whole. Based on a document analysis and interviews with six (6) LGBTQ activists, this thesis reveals multiple strategies and ways to engage space, as well as the networks and spaces within Montreal’s Village where this diversity can be experienced.

Texto completoDuring the analysis, the following research tasks were attempted: (1) to characterize the determinants and directions of the foreign policy of the Republic of Belarus; (2) examine the European Union's position among the directions and priorities of Belarusian foreign policy; (3) identify the causes of variation in Belarusian relations with the European Union, (4) assess the existence of convergence of the interests of both entities; (5) assess the future prospects for cooperation between this two entities. The main hypothesis of the dissertation is: The European Union does not play a significant role in the foreign policy of the Republic of Belarus, although it is one of the most important vectors in its policy assumptions. In the functional sphere, the foreign policy of the Republic of Belarus translates into the intensive development of the eastern direction of external actions of the Belarusian state. It is important, that the current policy of the European Union on the Republic of Belarus based on critical dialogue, did not bring the expected results, but only discouraged the Belarusian state from deepening cooperation. Multi-vector policy of the Republic of Belarus is limited to attempt to establish sovereignty during significant asymmetry between the political, economic and military potential of the Belarusian state and its capabilities. Moreover, Belarusian membership in the integration structures of Eastern Europe has a decisive influence on its relations with the European Union. In the dissertation have been formulated four additional hypotheses, to clarify the main hypothesis: Hypothesis 1. The minor importance of the European Union in the foreign policy of the Republic of Belarus is conditioned by the national interests of the Belarusian state, influenced by history, political, geopolitical and economic factors; Hypothesis 2. The different perception of the basis for cooperation of Belarus and the European Union significantly determines the cyclicality of their relations; Hypothesis 3. By participating in the Eastern Partnership program, Belarus is able to realize the European economic development path, which can have a significant influence on building stability, security and development in Eastern Europe; Hypothesis 4. The future state of relations between the European Union and the Republic of Belarus will depend not only on the state development strategy, chosen by the Belarusian authorities and on direction of political transformation of the state, but also on the international environment, where the Russian Federation and NATO play a significant role. The dissertation is divided to five chapters. The first chapter focused on historical determinants, legal and constitutional conditions, geopolitical determinants and the economic conditions. An important element was also the context of Russia in external actions of Belarus. The second chapter focused on the legal, political and economic dimension of the relations between Belarus and the EU. The analysis included: EU external action programs addressed to Eastern European countries, the evolution of political Belarusian-EU relations from the early 1990s to current events in the 21st century and the main aspects of bilateral economic cooperation between this two actors. The analysis in the third chapter included: the presence and activity of the Belarusian state in the multilateral and bilateral dimension of the program and an attempt to answer the question how the participation of Belarus in the Eastern Partnership programme, enables realizing by this country the European development path. The analysis in the fourth chapter included realization of concrete projects financed by the EU budget under the programmes of the European Neighborhood Policy and Eastern Partnership. The fifth chapter focused on perspectives of future relations between Belarus and European Union. The analysis included three scenarios: stagnant, regressive and progressive.
