Resumen
Abstract Guantánamo as a site whose legal contortions and human rights abuses have global reach and urgency has long been the focus of the many scholars, lawyers, and activists who have fought to keep its detention centers in the public eye. And yet, alongside advocates who have insisted on the site’s urgent moral ties to the United States, Europe, the Middle East, and the international community broadly defined—and in defiance of both a US war on “terror” and a Cuban war on “imperialism”—there have persisted smaller-scale gestures aimed at situating the Guantánamo naval base as geographically continuous with, and affectively connected to, Cuba. This article reads the poetry of Mohammed el Gharani and Ibrahim al-Rubaish, former detainees included in Marc Falkoff’s collection Poems from Guantánamo: The Detainees Speak, and of José Ramón Sánchez, longtime resident of the Cuban city of Guantánamo, as a form of regional literature produced on contested ground. It proposes that, when read across the dividing line and between languages, poetry presents a more intimate and locally specific Guantánamo than the widely known version.

Resumen
Sailors far from home often identified with the lyrics of traditional sea shanties, which highlighted the isolation and hard work on an unforgiving sea. Following in this tradition, American sailors also gravitated to the punchy diddy bopper rhythms and bleak lyrical storyline of Cash’s rockabilly classic, “Folsom Prison Blues” Since he scored that first hit in 1955, Cash has cast a very long shadow on American popular culture. Given all that has been written and generally remembered about Cash, many surprises remain unexplored in the remarkable chronology of his life and rise in popular American music. One such example is the previously undocumented performance by the “Man in Black” on St. Patrick’s Day in 1975 at the Naval War College in Newport, Rhode Island. Using recently rediscovered audio from the event, this article examines the concert, as well as the broader influence of Cash upon popular culture, the role of military service upon his work, his intimate connection with the Naval War College, and his broader impact on the United States military.

The articles in this dossier critically discuss the film Chauka, Please Tell Us the Time (Behrouz Boochani and Arash Kamali Sarvestani, 2017) and reflect on its creation and response. The film is unique in many ways. It was shot clandestinely on a smartphone; shots were smuggled out of the Manus Island immigration detention centre (which has now been dismantled, but was located on the Lombrum Naval Base and officially called Manus Regional Processing Centre) to Lorengau, the main town on the island, then to Australia, and then sent to the codirector in the Netherlands. One of the filmmakers, Behrouz Boochani, was imprisoned at the time of filming and production, an imprisonment which continues at the time of writing; and the two codirectors have never met—the whole film project was conducted over WhatsApp voice messaging and never with conversations in real time due to poor reception in the prison.

Resumen
The conditions faced by female delinquents and convicts in the criminal justice system of Pakistan are deeply dismaying. Prisons in Pakistan resonate the helplessness of women, who apart from being in emotional trauma, prior to conviction, are often subjected to coercion and torture after being incarcerated. According to a survey of female prisoners conducted in 1998 in Punjab (both convicts and pre-trials), about 78 percent alleged ill treatment during police custody and about 72 percent alleged that they had been sexually assaulted by police officials1. In 2014, the Justice Project Pakistan initiative revealed compelling evidence of abuse against 134 female prisoners, of which 82 had to endure sexual abuse in Faisalabad prison1. Women, who face domestic violence or sexual abuse prior to conviction, are more susceptible to serious mental health problems like anxiety, depression and low self-esteem during the period of their imprisonment, which oftentimes leads to suicide attempts. Delay in conviction, sexual harassment, poor medical facilities, lack of ante-natal care, and deficiency of proper care facilities for their children, lack of psychological support are amongst the few problems2. A major problem that prevails in the criminal justice system of Pakistan is that most women are detained before they are convicted of any felony or criminal offense. According to the committee, of the 1,121 women in prison as of mid-2020, 66 percent had not been convicted of any offense and were detained while awaiting conclusion of their trial by courts. More than 300 women were detained in facilities outside the districts where they lived, making family visits nearly impossible. These prisoners included 46 women over the age of 60 and 10 girls under the age of 183. Sexual harassment is very common in various prisons of Pakistan; Women are more likely than men to be infected with HIV as well as STIs like chlamydia, gonorrhea, and syphilis when they first enter prison4. One-fifth of respondents claimed to have had a STI within the previous six months, according to a survey of female prisoners in Pakistan, and only 18% reported receiving the necessary treatment for these infections. Slightly more than half of respondents were aware that STIs existed4. The committee constituted by former Prime Minister of Pakistan, Mr. Imran Khan to probe the issues faced by female prisoners in 2020 found that 134 women had children with them in prison, some as old as 9 and 10, despite the legal limit of 5 years. At least 195 children were housed in prisons as of 20202. Pregnancy and care of pregnant women prisoners is a very important issue that is in dire need of attention. Female prisoners in Pakistan are denied their fundamental pre-natal and post-natal rights, which make them prone to contract infections while also putting the health of their newborns in jeopardy. Nursing and expectant females in Pakistani prisons do not have access to adequate nutrition and their predicament is further exacerbated by the fact that only 24 female health workers are available to provide full-time care to women and girls in prisons across the country. Moreover, female prisoners often give birth in the unhygienic jail conditions, which escalate infant mortality rates in the prisons of Pakistan. Due to the dearth of adequate facilities and resources, prisons are not able to fulfill the sanitary and menstrual requirements of women prisoners. During the Covid-19 pandemic, there was no enforcement of stringent measures to ensure that Standard Operating Procedures were being implemented, putting the lives of aged women with suppressed immune systems at stake 4,5. Compared to male prisoners, female prisoners have higher rates of hepatitis and tuberculosis (TB).Women in prison are more likely than men to have hepatitis C (HCV) infection, especially if they have a history of injecting drugs. Inmates who are female are more likely than male inmates to contract HCV. Similar to HIV, HCV is spread through blood-sharing activities like sharing injection supplies or through sexual contact6. Compared to men, women are much more likely to contract hepatitis C from sexual activity. Coughing or sneezing can spread TB, which spreads through the air. The greatest risk of infection exists for people who stay in the same residence as those who have active tuberculosis. People cannot contract tuberculosis by shaking hands, sitting on toilet seats, or sharing dishes and utensils with a patient. Numerous prisons have tuberculosis rates that are 10 to 100 times higher than those in the general population due to overcrowding and subpar nutrition7, 8. Children whose mothers were incarcerated may have suffered the trauma and loss brought on by their mothers' incarceration as well as other issues, and they may also have some attention issues and developmental delays8. In light of these deplorable conditions, the government of Pakistan needs to ensure gender-specific services for female prisoners in order to alleviate their plight and cope with their psychological, emotional and social needs. The prison environment does not always take into account the specific needs of women, such as accessibility to free personal sanitary products for menstruation such as sanitary pads and enabling female prisoners to dispose them of properly to maintain hygiene7,8. Female prisoners, who suffer from psychological issues after incarceration should be given the right to seek counseling for their mental health problems from psychiatrists and psychologists, appointed by the state8.Furthermore, the government of Pakistan needs to make arrangements for keeping women in separate prison cells, based on the type of offense they have been convicted with to resolve the issue of overcrowding in jails. There is an exigent need for the government to make genders sensitive training available in all Pakistani prisons. Like pregnant women, lactating mothers have certain health and nutritional requirements which need to be fulfilled. Meals of high nutritional value should be provided regularly and flexibly to breastfeeding mothers and their newborn babies.

This panel discussion, held on 27 June 2006 and sponsored by the Councilon American-Islamic Relations (CAIR), featured James Yee, a 1990 WestPoint graduate and Muslim chaplain assigned to Camp Delta (Guantanamo Bay) and attorney Gene Fidell of Feldesman, Tucker, Leifer, and Fidell, whohas worked on cases involving Guantanamo Bay inmates. The discussiontook place at the Rayburn House Office Building in Washington, DC.After making opening remarks on illegal immigrants and terrorism,Mohammad Nimer (research director, CAIR) introduced Chaplain Yee, whohad served at Camp Delta from November 2002 to September 2003. Whilethere, he experienced the detention center's living conditions and receivedawards and recognition for his service. On 10 September 2003, however, hewas arrested and accused of espionage, aiding the enemy, mutiny, and sedition.Eventually, he was locked up alongside enemy combatants YasserHamdy and Jose Padilla in a naval brig in South Carolina. Later, all chargeswere dropped, including unrelated charges regarding national security.Yee explained his role as advocating for the free exercise of worship. Headvised the camp commander on religious aspects of prison operations andlistened to prisoners’ complaints and concerns, including authorized andunescorted access to the cells. In addition, he observed detainee treatmentand made recommendations. He described two operations: detention operationsrun by military police or guards (e.g., providing them with clothes) andintelligence gathering, which included extracting information. Yee wasassigned to the former group, as the commanding general at the time, MajorGeneral Geoffrey Miller, considered it unethical for the chaplain to be presentduring intelligence gathering operations ...

Resumen
This paper was attempted to examine the poetry of Cho Han-young found in the collection Seolgyosuchangjip. In 1639, after the Manchu War of 1636(丙子胡亂), the Qing Dynasty requested the deployment of naval forces(水軍) from Joseon for their war against the Ming Dynasty. In response, Kim Sang-heon(金尙憲), Cho Han-young, and Chae Ihang(蔡以恒) submitted a petition opposing the dispatch of naval forces. As a result, the Qing Dynasty summoned these three men to Shenyang(瀋陽). During their confinement in Shenyang's prison, Cho Han-young and Kim Sang- heon spent their time composing poetry, the poems exchanged between them are compiled in the collection Seolgyosuchangjip. In this paper, Cho Han-young's poetry included in this book was divided into two aspects. The first aspect is the portrayal of deep sorrow and lamentation in the foreign land. Cho Han-young employed a technique of contrasting the present with the past to reveal his discontent with life in confinement and his yearning for freedom. Through the metaphor of a bird, he lamented his own situation, and he frequently expressed nostalgia using the theme of dreams. Additionally, he incorporated regret and heartbreak into playful poetic expressions. These works indicate that Cho Han-young's eyes were often directed towards the south. The second aspect is an expression of the anti-Qing consciousness. Cho Han-young depicted Shenyang and its surroundings as a dark and unstable space, and used negative expressions and a strong tone to reveal his resentment towards the Qing Dynasty. He also blamed himself for failing to become a warrior and revealed his great will to play an active part in the battlefield. Meanwhile, He also revealed a sense of anti-Qing consciousness through retrospection on historical figures. He recalled individuals who achieved victory in wars, those who punished the barbarians, and those who harbored a spirit of revenge. He also recited his desire for these characters to appear in the reality of Joseon. Works that manifest anti-Qing consciousness indicate that his eyes were oriented towards the north, including Shenyang. Jo Han-young's poetry is significant in that it shows the conscious orientation of an anti-Qing writer who had to live in detention in Shenyang after the Manchu War of 1636.

Resumen
AbstractThis article explores the politics of surveillance, suppression, and resistance within a women's correctional facility in 1970s Calcutta, a city in eastern India. I highlight the excessively violent treatment of women political prisoners, who were captured and tortured for their active participation in a Maoist guerrilla (Naxal) movement. I argue that the state officials who formed the lowest rung of the government's machinery to supress the movement—the police, prison guards, and wardens—partially usurped these carceral worlds during conditions of social unrest to create small regimes of de facto sovereignty over prison publics. During that critical period in the history of political uprising in the region, the central government coercively implemented a series of ‘constitutional actions’ in the name of internal security threats and withdrew civil liberties from Indian citizens. Political opponents were captured and imprisoned, and prisons became a space for licensed excess. I show how women political prisoners cooperated and conspired with women convicts (the latter having nurtured their own coping skills and structures to deal with persecution and negligence while in the detention system) to develop multiple forms of resistance to the extra-legal use of authority in prison, especially in the context of a volatile socio-political environment in the city.

Resumen
The following article presents statements by pregnant or breastfeeding women to have been through custody hearings and criminal proceedings while released on bail, illustrating institutional responses to prenatal, childbirth, and post-natal care outside the prison environment. The aim was to document the possibilities for and difficulties of applying release measures, according to the women’s own narratives of violence. The qualitative research is based on an analysis of content and is organized according to thematic modules with an exploration of the material collected in interviews and field data. Several obstacles faced in the empirical study have been highlighted, as have the experiences of the women inside and outside the prisons, in terms of the exercise of motherhood, life with the child, the lack of state assistance, and the consequences of the imprisonment. The report from mothers to have been released on bail or placed under house arrest due to pregnancy demonstrates adequate pre-natal care and the children’s healthy development, although difficulties were still experienced during childbirth. The adoption of measures to release the women allowed for better access to healthcare, in line with the human right to safe motherhood. The satisfaction of being able to care for their children and live alongside family stood out as a positive factor. Situations of institutional violence still persist, given the insufficiency or absence of state protection.

Resumen
Literacy on reading Al-Qur’an means individual’s ability to read well, to understand the meaning, to understand a myriad of virtues, to notice positive effect and be conscious on consequence from reading Al-Qur’an. Al-Qur’an becomes the holy and guiding book for muslims. The virtue of reading Al-Qur’an is not restrictedly on getting bounty, but it also affects to change an individual’s character positively. Reading Al-Qur’an is important for prison inmates at Lapas Class II B Panyabungan, Mandailing Natal, Sumatera Utara. The problem to be solved in this community service is how the virtue of reading Al—Qur’an can improve character, increase good awareness, relieve soul and change mindset positively on prison inmates at Lapas Class II B Panyabungan, Kabupaten Mandailing Natal. This program was conducted by using lecturing or sharing talk method and it was strengthened by question-answer session. The expected result is that prison inmates at Lapas Kelas II B Panyabungan can maximize time positively to read Al-Qur’an with the goal to be a better person.

The inspiratory airflow in Upper Airways (UA) is tudied both numerically and experimentally in a plastined nose and in two UA geometries ("healthy" and "pathological") obtained from tomodensitometric data of patients. Simulations are performed in laminar and turbulent regimes. Global pressure-flow relationship are experimentally measured on the plastined nose and on the physical model of healthy UA obtained by stereolitography. This study show : the good agreement between experimental and numerical global pressure drop ; the evolution along the nasal axis of area, hydraulic diameter and local Reynolds number ; the distribution of the inspiratory flow ; the pressure drops and kinetic energy variations. Result reveal the highly complex character of the nasal flow : essentially laminar and perturbed by the rapid geometrical changes and exhibiting a similitary between right-left nostril flows for the plastinated nose but not for the healthy geometry

This work presents itself as a result of the research: Women as the subject of crime: a study on the complex reality of the criminal inmates Dr. John Keys - Natal / RN, done with women incarcerated in the Women's Pavilion Complex Criminal Dr. John Keys. Aimed to investigate the key determinants that lead women to enter the institution to be subject of crime. To better understand the object of our study, we start to understand and analyze the social reality, economic and cultural these women, as well as seizure of their family relationships and emotional, within a gender perspective and consider the analysis of major crimes committed and their determinations. In our study, it appears from successive approximations and procedures theoretical and methodological quality and quantity, we were privileged to documentary research, observation and semi-structured, beyond the theoretical foundation on the subject - that the question of increase in recent years, women in the criminal occurs as a result of socioeconomic reality experienced by those. At the same time, the study has also believe that poverty and crime are not phenomena of cause and effect, however, it is undeniable that the large number of prisoners (as) are poor and live situation of denial of rights. The main focus of the research points to the socio-emotional relationships, both marital and family as the main determinant for inclusion of women in crime, breaking with the myth that the woman is "fragile sex." And, more, points out that the woman in the process of emancipation and achievement of public spaces to commit a crime seek equal to the male. Moreover, the research also denounced in a prison system collapsed, and totally abandoned by the public. That denies all rights provided to prisoners (as), both inside and outside the "walls". It is a system that criminalizes and no one wants to fulfill its role, which is the functional rehabilitation and resocialization of (the) inmates (those). It is hoped that this work could contribute to the unveiling of the reality of women in the criminal - no pretension of exhausting it - and can also contribute to further studies on the subject

At the very beginning of the 21st century, a team of archaeologists dived on the wreck of a small 18th century warship in the north of the current Dominican Republic. Its hull is of American manufacture, its guns are Scottish and the buttons of uniforms are French. After having followed some false leads, the research in the National Archives makes it possible to solve this enigma: it concerns the French corvette Dragon of Chevalier de L’Espine, destroyed in January 1783 after a short action against British vessels ensuring the northern blockade of Santo Domingo. This identification serves as a catalyst for a historical research of which Chevalier Joseph de L'Espine du Puy (1759-1826) constitutes the central character. The investigation reveals the fate of the Navy officer L'Espine upstream and downstream of his gallant action in January 1783. Young Knight of Malta and officer of the Navy of Louis XVI, L'Espine participated in the American Revolution, did a mandatory service in the Navy of Malta, and took part in French naval intelligence secret missions. The French Revolution ruined his hopes and forced him into exile. In Austria, he won the confidence of the high Austrian authorities by unambiguously engaging with the armies of France from 1795. L'Espine quickly became one of the brains of an Austrian Navy questioned at each treaty signed between France and Austria. Promoted to Feldmarschall-Leutnant in 1813, L'Espine decided not to return to France at the Restauration. Appointed Governor of Milan in November 1825, he died there on December 31, 1826

This PhD dissertation offers a diversified picture of the management of maritime threats and conflicts in the Crown of Aragon between 1410 and 1458. The chronology covers one of the periods of the Crown’s maximum expansion in the Mediterranean: from the end of the reign of Martin the Humane, the last king of the house of Barcelona, to the death of the second king of the house Trastámara, Alfonso the Magnanimous. My research undertakes the point of view of the three most important maritime cities of the Crown: Barcelona, Valencia and Majorca. The thesis is structured in four big chapters. The first one, by way of introduction, reconstructs the origins of the connections between different management authorities and the maritime war. It analyses the role of the king in controlling privateers and his own fleet, commanded by the admiral; the role of maritime cities, and, successively, that of the Diputació and merchant corporations. The second chapter analyzes the function and composition of the royal fleet and cities’ fleet. The third one deals with the privateering war and includes its objectives, its evolution through various political circumstances and its effects. Finally, the fourth part is dedicated to captivity as a consequence of piracy. This last chapter focuses on the ransoming means linked to the economic duality capture- rescue and on the double use and profitability of human captures between Christians and Muslims.

Natural Killer (NK) cells are key cells of the innate immune response thanks to their cytotoxic and regulatory functions. These lymphocytes can give rise to hemopathies which are often aggressive and with a bad vital prognosis, notably after Epstein-Barr virus infection. Their physiopathological mechanisms are still poorly known and treatments are often not efficient. It's in this context that we started our investigations to improve knowledge about NK cells and their neoplasic counterparts. Our first purpose was to identify new marker of these cells. AY19 antibody, which recognises YT NK cell line derived from human leukemia, allowed us to discover by a proteomic approach, a new protocadherin (PCDH) 15's isoforme. Until now, PCDH15 was described as a protein whose expression pattern was non-hematopoietic. We demonstrated after cDNA cloning, that this new isoforme, the PCDH15C, was secreted. Furthermore, we discovered that transcripts of PCDH15C and of the transmembrane form PCDH15A, were expressed in cell lines derived from nasal NK/T cell lymphomas, leukemic NK and chronic active EBV infections. First investigations on NK/T lymphoma biopsies, allowed us to show the presence of the PCDH15A transcript and must be extended to other pathologies whose derived cell lines were positive. Normal secondary lymphoid tissue's study also revealed for the first time, the presence of the PCDH15's long form transcript whereas peripheral blood cells are negative. This protein may therefore have a function in normal physiologic conditions. Production of antibody against these two PCDH15 form, allowed us to confirm their expression in some cell lines derived from NK and T cell lymphoproliferative disorders which were positive in RT-PCR. The PCDH15A's prolin-rich domains, the soluble property of PCDH15C and the now well established role of protocadherins and cadherins in tumoral physiopathology, suggest an essential role for PCDH15 in lymphoproliferatives disorders. We believe that PCDH15A could induce a positive signal delivered in trans to nearby cells expressing PCDH15A, or be a resident marker. The PCDH15C could be an escaping factor in immune response, such as classical cadherins which inhibit NK cells through KLRG1. To better understand the physiopathology of these lymphoproliferative disorders, we determined the receptor pattern in derived cell lines. Our investigations showed a lack of KIR receptor expression in the nasal NK/T lymphoma cell lines, which would be a factor allowing beginning of these hemopathies, since it allows proliferation in case of activating signal. The CAEBV derived cell line display a KIR- NKG2A- phenotype. We also demonstrated a lack of cytotoxicity of these NK cell lines against K562, which confirms the inability of KIRNKG2A- NK cells to lyse these target cells. These results suggest new physiopathological pathways in these lymphoproliferative disorders, which are independent of granzyme/perforine cytotxicity

In this study, we tried to determine the exact level of involvement of Washington in Indonesia’s security. We wondered how United States could go back in Indonesian political and security games through a common cause, maritime security.. After considering indonesian maritime history and the rise of threats to maritime domain, we concluded that the securitisation of maritime realm appears as a security leitmotiv for both Washington and Jakarta. Facing with the vagaries of regional cooperation and with difficulties related to the archipelagic geography of the country and the lack of capacity, securising indonesian maritime domain requires the involvement of an external actor. By succeeding in persuading their counterparts in Jakarta of the necessity of securing the maritime domain, men and women of the U.S. Department of Defense, State Department and other agencies have allowed Washington to be back into Indonesia’s security game through an all-out cooperation

International tourism is marked by the relationship of multiple actors with very dissimilar financial, technological and human resources. Also, given the high leverage power of international tourism actors, will they not influence decision-making processes in tourism destinations from the global South? Our analysis focuses on the micro-political level in the Brazilian destination of Natal. The three hypotheses of this thesis come from its central issue. The first one is that local actors themselves might largely cause the bases of conflicts. The second hypothesis is that foreign actors might have intensified the already existing conflicts between indigenous peoples from the territories occupied by tourism. The third hypothesis raises the possibility that this influence extends sometimes to the field of interference. Ethnography was chosen both as a theoretical method and as a technical procedure. A set of other methods was also applied: interviews, direct observation, consultation and analysis of written documents and the use of statistics and figures. Theoretical discussions combined with the analysis of the interviews confirm the impact of international influences on the decision-making processes concerning tourism in Natal, Brazil. This influence is, however, highly counterbalanced by the agency and the counter-influences exerted both from state and non-state actors

Resumen
In 2005 Glendairy Prison in Barbados was all but burned to the ground following a riot and its 900 or so prisoners were transferred to a former secret US naval base in a remote part of the island. A group of prisoners appealed to the Inter American Court of Human Rights (IACHR) and the author was instructed by the Court to prepare an expert report on their conditions of detention. The chapter describes the difficulties which were placed in his way by the Barbadian government, how he was eventually able to gain access to the prison and the inhuman conditions he discovered there. The story then moves to the seat of the IACHR in Costa Rica where the author presented his findings to the court and where the court in due course delivered its decision.

Resumen
Chapter 5 examines the government’s first detention camp at the U.S naval base in Guantanamo Bay, Cuba, and the experience of the Haitian refugees—the original Guantanamo detainees—held there from 1991 to 1994. An important part of this history also involves the government’s detention of HIV-positive Haitians in the world’s first and only “HIV prison camp.” Examining the political and legal challenges to the government’s use of off-shore detention at Guantanamo, this chapter illuminates the history of the legal struggle over the government’s authority to detain in such extraterritorial facilities and debates over how far the U.S. Constitution might reach beyond the United States’ territorial boundaries, and when exercising the U.S. Constitution can lead to human rights abuses.

Resumen
While most naval action within the Mediterranean during the First World War took place in the east and in the Adriatic, in waters that lapped the shores of the disintegrating empires of the Ottomans and the Habsburgs, the entire Mediterranean became the setting for rivalry between 1918 and 1939. At the centre of the struggle for mastery of the Mediterranean lay the ambitions of Benito Mussolini, after he won control of Italy in 1922. His attitude to the Mediterranean wavered. At some moments he dreamed of an Italian empire that would stretch to ‘the Oceans’ and offer Italy ‘a place in the sun’; he attempted to make this dream real with the invasion of Abyssinia in 1935, which, apart from its sheer difficulty as a military campaign, was a political disaster because it lost him whatever consideration Britain and France had shown for him until then. At other times his focus was on the Mediterranean itself: Italy, he said, is ‘an island which juts into the Mediterranean’, and yet, the Fascist Grand Council ominously agreed, it was an imprisoned island: ‘the bars of this prison are Corsica, Tunisia, Malta and Cyprus. The guards of this prison are Gibraltar and Suez.’ Italian ambitions had been fed by the peace treaties at the end of the First World War. Not merely did Italy retain the Dodecanese, but the Austrians were pushed back in north-eastern Italy, and Italy acquired much of Italia irredenta, ‘unredeemed Italy’, in the form of Trieste, Istria and, along the Dalmatian coast, Zara (Zadar), which became famous for the excellent cherry brandy produced by the Luxardo family. Fiume (Rijeka) in Istria was seized by the rag-tag private army of the nationalist poet d’Annunzio in 1919, who declared it the seat of the ‘Italian Regency of Carnaro’; despite international opposition, by 1924 Fascist Italy had incorporated it into the fatherland. One strange manifestation, which reveals how important the past was to the Fascist dream, was the creation of institutes to promote the serious study (and italianità, ‘Italianness’) of Corsican, Maltese and Dalmatian history.

Resumen
An informative example of the conscious act of naval hero-making are the commemorative medals struck in 1768 by the brother of George Anson. Anson had died in 1762, so these medals were not only a memorial to his life, but also a deliberate attempt to control his legacy. What the medals include, and omit, offers a fascinating opportunity to examine what some thought worthy of commemoration in eighteenth-century British culture. This chapter uses the medals as a prism through which to examine the interconnections between naval careers, material culture, and the process of commemoration. In addition, the paper offers a revaluation of the historiographical role of exploration in the eighteenth century and re-positions exploration as an explicitly naval activity in the British context.

Resumen
Shipping contributes today to 2.1% of global anthropogenic greenhouse gas emissions and its share is expected to grow in the coming years. At the same time, fuel prices are increasing and companies of the related increase in operational costs. This demands for higher efficiency in ship operations. In these regards, batterypowered vessels are often regarded as a promising solution. The existence of an energy storage element in the system, however, introduces additional challenges in its efficient control. This paper presents the application of machine learning and mathematical programming to the optimization of the energy management system of Diesel-electric vessels with an energy storage system operating according to a cyclical operational profile. The proposed energy management system uses unsupervised exclusive machine learning algorithms,k-means or k-medoids, to learn from prior operations. Then mathematical programming based on mixed-integer linear programming is used to address the problem of the optimal unit commitment by means of optimizing the system’s operations for minimizing fuel consumption. The calculated optimal state of charge of the energy storage system is used as the reference value for a proportional-integral controller during the real-time operations. The proposed energy management system is evaluated through its application to a case study corresponding to a hybrid-electric ferry operating in a urban area having cyclic operations through several stations. The results show that the efficiency of the control action is high with an accuracy ranging between 87% and 99%, when compared to an ideal controller, even in presence of large variations in the operational profile and the charging stations. Between the two tested clustering algorithms, k-means showed higher efficiency in the reduction of fuel consumption in presence of charging stations, while in absence of these, k-medoids showed to provide a better performance.

Resumen
Air operations around naval vessels are inherently challenging and a major contributor to this is the turbulent airflow around the vessels, colloquially known as the airwake. To manage the risks associated with these unsteady airflows and to help define safe operating limits for the ship and the aircraft, the Royal Navy undertakes First of Class Flight Trials (FOCFTs). However, these trials inherently carry their own risks as well as being costly and time consuming. This paper discusses how Computational Fluid Dynamics (CFD) simulations have been used to de-risk flight trials and operations on the Queen Elizabeth Class (QEC) carriers. The simulations are shown to be in excellent agreement with full-scale LiDAR and anemometer measurements, which provides the requisite confidence to use them as a basis for de-risking. To de-risk the rotary wing FOCFTs, the turbulence approach parameter was defined as a proxy for pilot workload. It is shown that this parameter can be used to identify the wind conditions that are likely to be the most difficult for pilots, and to advise on changes to the approach paths that would reduce pilot workload. Test pilots were briefed with this airwake information prior to the FOCFTs, and the flow features identified in the CFD were found to be consistent with the pilots’ experiences. In the future this analysis could be used to reduce the time and cost associated with flight trials, manage through-life risks, and assess the impact of design decisions on the airwake during ship design. The work has also been used to de-risk F-35 trials and operations. In particular, the findings show that it may be possible to extend the operating envelope of the aircraft using a novel real-time system to predict airwake turbulence. In addition, CFD simulations were used to de-risk ondeck operations by ensuring that aircraft are within their exposure limits when tied-down. This information was used by the FOCFTs teams during rotary wing trials.

Resumen
HMS Queen Elizabeth (QNLZ), procured by the UK Ministry of Defence (MoD) for the Royal Navy (RN) from the Aircraft Carrier Alliance (ACA), is the first aircraft carrier in the world to utilise an Integrated Full Electrical Power and Propulsion System (IFEP). While building on the design and lessons learned from the UK RN’s Type 45 Destroyer, the first front line warship to utilise IFEP, it also presented a step change in size and complexity, not only of the high voltage (HV) electrical power and propulsion (PandP) system and its automation control system, but also the ship’s wider distribution, control and auxiliary/ancillary systems, which both rely on and support the HV IFEP. Unlike its forerunner Type 45, QNLZ did not benefit from a full-scale shore-based test demonstrator with the cost/benefit decision being taken to carry the system integration and operational risk into the commissioning and trials phase of the project. The challenge presented to the ACA PandP Sub-Alliance (comprising Thales, GE Power Conversion, Rolls-Royce and L3) was therefore to develop a commissioning and trials strategy, programme and documentation set that would allow all elements of the IFEP to be set-to-work in as safe and efficient a manner as possible, with the goal of gaining acceptance from the MoD by delivering the required capability to the RN. This paper will present the methods adopted during this 10-year programme highlighting; 1. The processes followed to develop and then deliver a holistic integrated system commissioning strategy and plan. 2. The pull through and implementation of lessons learned and derisking from previous programmes. 3. The development of the detailed test and trials documentation to allow the PandP equipment and system to be commissioned, trialled and accepted allowing successful delivery into service. 4. The expected and unexpected challenges faced prior to and during the whole-system commissioning and trials phase and what was done to overcome these. 5. The planning and coordination of system integration and sea trials. 6. The lessons learned, successes and best practice that are being taken forward into the programme for HMS Prince of Wales (PWLS).

Resumen
As high-strength thin-steel usage in ship design increases, dimensional management becomes very critical to control rework costs and schedule delays in ship production. Prior Office of Naval Research (ONR) and National Shipbuilding Research Program (NSRP) projects have helped Ingalls Shipbuilding to emphasize dimensional control for thin steel structures. Huntington-Ingalls (previous Northrop Grumman Shipbuilding) has, in recent years, substantially increased its emphasis on dimensional management as an enabler to achieving its aggressive goals for the future. These goals include cost and lead time reduction for hull erection and increasing early-stage outfitting. Nevertheless, improvements to shipbuilding facilities and process technology have not kept pace with the rate of change in ship design. Worse, new designs using thinner steels are subject to legacy weld size requirements. These two factors result in widespread overwelding. Severe plate buckling in naval vessels has been attributed to oversized welds in thin plate ship structures. The problem of overwelding has two distinct sources: - The weld sizing method developed in the 1980s is still used in most shipbuilding specifications regardless of ship class. This prevents the incentive of application of latest technologies that can make strong, precision fillet welds for modern lightweight thin steel naval surface combatants. - Shipyard welders tend to make welds even larger than design requirement in order to satisfy Quality Assurance (QA) inspection. In a number of investigations, fillet welds requiring a leg size of 5mm are typically found to have an average size of 8mm, resulting in more than double the heat input and distortion. The approach to the solution of this overwelding problem will be described in detail in this paper: - Develop appropriate weld sizing criteria for thin plate structures-this can be facilitated by numerical modeling to ensure adequate static shear, tensile, bending, fatigue and dynamic impact capacity of structural welds; - Perform a robust designed experiment to confirm the models and establish confidence that precision weld sizes can provide necessary performance and strength throughout the design service life of the vessel.

Resumen
The U.S. Navy is pursuing endeavors in support of propulsion gas turbines in terms of in-line fuel oil quality. Using a prototype laser technology, developed under the sponsorship of the Small Business Innovative Research Program that monitors the concentration of sediment and free water in JP-5 in real-time, the U.S. Navy is proceeding to expand it’s capabilities to monitor sediment and free water in Naval Distillate, NATO Code F-76, under flow conditions. The maximum fuel quality limitations for the U.S. Navy propulsion gas turbines are 40 parts per million (PPM) free water and 2.64 milligrams per liter (mg/liter) sediment contamination. The current prototype unit, being tested in aviation fuel (JP-5) systems, is capable of monitoring fuel quality within these systems where the maximum fuel quality limitations are 5 PPM free water and 2.0 mg/liter per liter sediment contamination. Current naval shipboard policy for gas turbine propelled hulls requires fuel quality testing at the discharge of the fuel oil service system filter separator discharge, which is the last sampling point prior to admittance into the gas turbine module. Incorporating this technology in unison with monitoring capabilities will eliminate the subjective and laborious laboratory sample testing presently conducted, reducing workload and provide Ship’s Force with real-time quality assurance data. Future enhancement of this technology is being initiated to develop the capability to analyze other potential fuel properties, such as specific gravity, in addition to sediment contaminant size distribution measurement. This will provide Ship’s Force with real-time data that can be used to detect off-specification fuel properties or on-board filtration equipment problems sooner than present. This can aid in more effective shipboard fuel quality control and prove essential in the selection of filtration systems aboard U.S. Naval vessels.

Resumen
A stationary 100% contrast counterphase flickering grating can also be described as two identical 50% contrast components moving in opposite directions. Since infants have a temporal→ nasal (T–N) OKN bias, we wondered whether they would show T–N OKN to counterphase gratings. Two-month-old infants monocularly viewed 48 × 48° counterphase grating (0.17 cycles/degree, 6 Hz, or 0.45 cycles/degree, 6.7 Hz). The ratio of contrasts of the two grating components was varied, with a constant sum of 100%. The direction of OKN was judged by an adult observer on each trial. All infants tested showed predominantly T–N OKN in response to the 50% T–N, 50% N–T grating. On the average, contracts of ~25% T–N, 75% N–T were required to null the OKN response. These results suggest that the infant’s visual system analyzes the counterphase grating into its two opposite motion components, and reduces the effective contrast of the N–T component prior to the site of generation of OKN.

Resumen
The US. Navy is in the process of reexamining the ship model powering correlation policy to reflect the ship-model correlation allowance experience obtained on 17 ships since 1980. A correct estimate of the correlation allowance is crucial to the accurate model test based prediction of ship power and propeller RPM Relative to the old correlation data, the new post-1980 correlation data tends to confirm the correlation allowance for mid-size ships. Relative to the Naval Sea Systems Command (NAVSEA) correlation curve, the correlation allowances for long ships over 600 ft and for short 200. ft ships tends to be lower. Both the predicted power and the predicted RPM is compared to ship trial data for all the new data. The model test data was reanalyzed with the correct correlation allowance determined from ship powering trials in order to determine the accuracy of the propeller RPM prediction methodology. Propeller pitch was known for certain on fixed pitch propellers and on controllable pitch propellers operated at pitch values limited by mechanical stops. For these cases. the propeller RPM calculated with the post-trial correlation allowance was within +0.9% and -2.4% of the trials measurement. These data tend to validate the model test extrapolation procedures in use at the Naval Surface Warfare Center, Carderock Division (NSWCCD) for the typical combatant I auxiliary Naval ship. On ships with controllable pitch propellers operating at the nominal design pitch there was much greater scatter in the predicted RPM, indicating that the pitch of the operating propeller was not really known accurately. The propellers may have been operating at slightly off design pitch conditions. The development of in-hub pitch sensors is highly recommended. The correlation allowance for ships launched after 1982 is on the average 0.0002 lower than the correlation allowance for ships launched prior to l 982. Ships with ablative type paint tended to show lower correlation allowance than ships without ablative paint. Explanations for the decreased correlation allowance for the post-1982 launched ships are examined in the paper.

Resumen
The detection of damage prior to the degradation of structural parameters of plates is investigated using an algorithm based on the continuous wavelet transform. Plates are examined because they are one of the basic building blocks for many structures, such as naval ships. A representative plate geometry is evaluated using finite element analysis. Damage to connecting joints, stiffeners, cracks, and plate inconsistencies is modeled and the ability of a wavelet based algorithm to detect and locate is evaluated. The plate is subjected to dynamic loads, such as impulse and oscillatory. From the finite element results, time histories are extracted to simulate in-plane strain sensor data. The wavelet algorithm is applied to the strain data.

Resumen
A unique Reverse Reduction Gear system is being utilized on the U.S. NAVY AOE-6 Class ships. The AOE-6 is the first of (4) Fast Combat Support ships being built by National Steel and Shipbuilding Company (NASSCO) in San Diego, Ca. The principal characteristics of the AOE-6 Class ships are as follows: Length Overall - 753 Feet 8.5 Inches Beam - 107 Feet Mean Draft (Full Load) - 37 Feet 10 Inches Displacement - 48,500 Long Tons Total Shaft Horsepower - 100,000 HP The ships are powered by (4) General Electric LM2500 gas turbine engines, driving thru (2) main reduction gears manufactured by the Cincinnati Gear Co., to (2) shafts fitted with fixed pitch propellers. Each main reduction gear utilizes (2) SSS-TOSI Reversible Coupling Converters (RCC’s) to provide reversing and slow speed maneuvering capability for each propulsion shaft. The RCC is a fluid coupling/torque converter that has (26) insertable stator vanes positioned around the periphery of the rotor circuit. These stator vanes, when inserted, reverse fluid flow inside the RCC, and consequently reverse the direction of rotation of the RCC output (turbine) rotor. The RCC was tested extensively by the Naval Surface Warfare Center (formerly NAVSSES) in Philadelphia, Pa. This paper provides an overview of the RCC design and operating principles; highlights of the prior testing accomplished; and an informative brief that details the successful integration, operation, and performance of the RCC aboard these new U.S. Naval vessels.

Resumen
Present paper is an integrated study on the need and use of Liquid Cargo Handling Simulator (LCHS) in the training of deck cadets and deck officers on transport and operation of dangerous cargo. The input data of the study are based on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) requirements and curricula of disciplines elaborated in Naval Academy. The output data are represented by the dynamics of bachelor and master students who have completed this training module. Use of simulator and developed applications are in accordance with the recommendations contained in STCW 95 A, B-V/1, International Maritime Organization (IMO) model course 2.06 Operation Cargo Simulator - Ballast and N2.14 Standards "Maritime Systems Simulation" of DNV. It is based on real systems and controls of ships type: chemical tanker, liquefied natural gas tanker (LNG), product tanker (such as Inert Gas System, Hydraulic and Ballast System, Deck Wash System, Heating System etc.) and, also, a LNG terminal for those who are trained for operating in ports. In the simulator, the students had the possibility to apply the theoretical knowledge acquired in the course by solving situations evolving in real time identical to those encountered on ships or terminals. There are used prior learning theory from Ship maneuvering, Ship construction theory and Naval equipments and installations disciplines. Evaluation of acquired skills comprise the appropriation of procedures for cargo handling and operation for all the types of ships and terminals mentioned above. The dynamic of bachelor and master students who attend or attended the training on liquid cargo handling simulator is statistically analyzed and represent an indicator for future development.
