Resumen
White nationalists have a genetic essentialist understanding of racial identity, so what happens when using genetic ancestry tests (GATs) to explore personal identities, they receive upsetting results they consider evidence of non-white or non-European ancestry? Our answer draws on qualitative analysis of posts on the white nationalist website Stormfront, interpreted by synthesizing the literatures on white nationalism and GATs and identity. We show that Stormfront posters exert much more energy repairing individuals’ bad news than using it to exclude or attack them. Their repair strategies combine anti-scientific, counter-knowledge attacks on the legitimacy of GATs and quasi-scientific reinterpretations of GATs in terms of white nationalist histories. However, beyond individual identity repair they also reinterpret the racial boundaries and hierarchies of white nationalism in terms of the relationships GATs make visible. White nationalism is not simply an identity community or political movement but should be understood as bricoleurs with genetic knowledge displaying aspects of citizen science.

Resumen
This article examines an ambivalent ideology – nationalism, which, on the one hand, causes nationalist sentiments in society, provokes ethnic or racial intolerance, and on the other hand, promotes national unity and solidarity. The author examines three theoretical and methodological problems related to the consideration of nationalism as a full-fledged ideology, and also highlights the core ideas of this ideology, the most important of which are the nation, organic community, self-determination and identity politics. In Russian literature, depending on the interpretation of the concept of nation, two main forms of nationalism are distinguished: state and ethnic, and when the so-called “politicization of ethnicity” takes place – the process of significantly increasing the importance of the ethnic factor in politics, nationalism acquires a pronounced political character.Foreign researchers distinguish liberal, conservative, colonial, expansionist types of nationalism and emphasize that it is the latter that “can turn into an irrational and reactionary symbol serving political leaders to justify armed expansion and wars in the name of the nation”. Expansionist nationalism is correlated, and sometimes even identified with such ideologized constructions as racism and Nazism. In this regard, the article draws a distinction between the ideology of nationalism and racism, shows their points of contact, and also examines the legitimacy of attributing racism to a number of ideologies. The author also analyzes the problems associated with the historical culmination of the expansionist form of nationalism, which researchers unanimously consider National Socialism, which became widespread in Hitler’s Germany and represented a fusion of an extremely simplified form of the ideology of nationalism – Nazism, characterized by pronounced racial intolerance with separate, uniquely interpreted elements of socialist ideology.Through a detailed analysis, the author substantiates the conclusion that in its extremely reactionary, primitive, but radical form, being a breeding ground for racism and Nazism, nationalism certainly had a pernicious effect on society – it led to the destruction of social solidarity, the initiation and proliferation of social, political and, very often, military conflicts. This is convincingly proved by the modern geopolitical realities that have developed as a result of the massive and well-organized propaganda of ultranationalist sentiments in the post-Soviet space, the central arena for which was Ukraine, the birthplace of Ukrainian right-wing nationalism and the seat of modern neo-nationalism.At the same time, nationalism is also quite a progressive and liberating social force if it embodies the spirit of national unity or national independence. Currently, this circumstance is very relevant for the process of recreating Historical Russia – a unique ethnic, geopolitical, cultural, moral and political integrity, which was formed over the centuries as a result of the long residence of peoples and nationalities in the vast Eurasian space. Its cementing principle is a strong statehood, the consolidating thesis about the strengthening of which was permanently not only one of the cornerstones of the political conjuncture of politics, but also a new, reviving national idea, the contours of which are analyzed in the article on extensive historical and scientific material.

Resumen
By inciting nationalism, populism has caused a huge impact on social economy, politics, culture and other aspects. On the one hand, populism extends the influence of discourse to the whole country and incites people's nationalist emotions through the transformation of discourse system; On the other hand, in terms of behavior, it incites nationalism by means of the transformed discourse system to carryout political movements such as marches, rallies and protests for populism, with the ultimate goal of building an ideal community that truly belongs to "the people". At the same time, behind these discourses and behaviors, there is a deeper identity of exclusion, which exposes the existing problems of Western liberal society. Their emergence is due to the imperfection of the legal and political system, which makes these identities unable to enjoy due legitimate rights and interests in the society. Therefore, these people hope to incite nationalism through discourse and behavior, so as to shake the national system based on nationalism. In a word, by exploring the discourse and behavior of populism as well as the identity behind it, this paper discusses a feasible way to fundamentally solve a series of social problems caused by populism inciting nationalism.

Resumen
As the COVID-19 crisis emerged, many forms of nationalism have been rising, such as racism, state individualism, vaccine nationalism, and so forth. However, this kind of nationalism cannot solve the global pandemic that affects various aspects of human life that needs global solidarity in the framework of thinking. The purpose of this article is to explore the relationship between COVID-19, nationalism, and global solidarity. This article used the literature review method to compare and contrast the COVID-19, Nationalism, and Global Solidarity arguments by using reputable resources such as journals, research reports, and news articles. This article was divided into three sections: 1) the explanation about nationalism, its definition, and theoretical approach, 2) state and nationalism in crisis time, 3) cooperation and global solidarity. It concluded that the COVID-19 period showed us people tend to have greater individuality and higher attachment to their groups and state, as Social Identity Theory (SIT) suggests. It manifested in state nationalist view that state as the sole player in mitigating this pandemic shows selfish attitude. However, as the COVID-19 served as a global pandemic, it also needs global solidarity which has been proven in solving the spread of coronavirus and tackle its impact.

Resumen
The psychological concept of nationalism establishes a sense of fraternity in the society on cultural, ethnic, racial, religious and linguistic basis. One of the nation builders of modern India, Dr. Bhim Rao Ambedkar coined a narrative of Nationalism about freedom of India from social inequality and untouchability. He talked about freedom of India from social inequality and untouchability. This could be understood as a subaltern narrative about the upliftment of downtrodden, deprived and marginalised sections of the society; the section that did not have any participation in public life of colonial India. In this research paper, we will study the various aspects of Dr. Ambedkar's nationalism, in which he firmly stated that without emancipation of deprived people (Dalits), Indian freedom struggle was not deemed to be complete. He has presented the concept of practical nationalism in contrast to western and Indian extremist concepts, some aspects of which we will discuss in this article.

Resumen
Sufism is often associated with Islamic mysticism and spirituality that focuses only on the purification of the soul and personal connection to God. Sufi leaders seem to no longer play an essential social role in the modern context. Islamic teachings essentially explain maintaining a balance between personal connection to God and social connection between Muslims and human beings. This study explores how personal and social connections institutionalize the Idrisiyya Sufi order. Regarding social connection, the Sufi order community has a great interest in the values of nationalism and implements it in society. This study was carried out in the community of Idrisiyya Sufi order in Tasikmalaya, West Java, Indonesia. This study shows that Sufi leaders recognize the critical aspects of nationalism values from theological and sociological perspectives. This community also implements nationalism in educational, economic, social, and political aspects. This shows that Sufism still plays a substantial role in society in the modern context.

Resumen
Parliamentary debates on the definition of the nation-state and national identities are a very revealing discursive domain of tracing the cues of the social construction of this category. Integrating social-psychological and discourse analyses, this article studies how Spanish nationalism interacts with the most influential regional (Catalonian and Basque) nationalisms in the Spanish Parliament in Madrid, and in the regional Parliaments of Catalonia and the Basque Country. The study is based on a two-dimensional framework, which characterises nationalist cultures in terms of their Institutional Status (“established” vs. “rising” nationalism), and in terms of the Basic Assumptions (“civic” vs. “ethnic” aspects in the social representation of the nation — Smith, 19986, 1991). According to the conceptual framework, each of these nationalisms represents a different combination of “established” (Spanish) or “rising” (Basque and Catalonian) Institutional Status as well as of “civic” (in Catalonia) or “ethnic” (Spanish and the Basque) Basic Assumptions (Grad, 1999). The study shows that, in these parliamentary contexts, the Institutional Status and the Basic Assumptions not only configure different nationalist positions, but also configure distinct “discursive formations” — reflected in interactional dynamics (of inclusion vs. exclusion, compatibility vs. incompatibility, and consensus vs. conflict relations) — between the different national projects and identities. These discourses belong to an “enunciative system” including systematic subject (the dominant national identity), system of references (or referential) terms to denote national categories or supra-regional — Spain, Spanish State, Basque Country, Catalonia — that serve to distinguish between national in-group and out-group, and clearly differ in extent and connotations in established and rising national codes), as well as associated fields (more ascriptive membership criteria, rigid group boundaries, requirement of internal homogeneity, restrictive referent and extension of the “us” in the ethnic than in civic codes), and materiality (strategies of discursive polarisation, especially salient in the Basque Country parliamentary discourse, which both indicate less compatibility between identities and aim to delegitimise dissent with regard to national referents and goals). Finally, in parliaments where ethnic codes are confronted (Spanish and Basque) politeness is impaired, there is a higher degree of controversy, and the strategies of delegitimisation constitute strong face-threatening acts which endanger the “tacit contract” of the parliamentary interactions. In this regard, ethnic centralist and independentist political positions make harder the compatibility between national identities than civic regional-nationalist and federal proposals. Recent confrontations between Spanish and Basque national positions seem to confirm the patterns found in this analysis.

Resumen
This article analyses the influence of Soekarno's secular nationalism in forming the Indonesian state. Soekarno, as one of Indonesia's proclaimers of independence and its first president, had a key role in shaping the new country's national identity and political direction. This article describes how Soekarno's secular views influenced the struggle for independence and the formation of the Indonesian state and how this vision of secular nationalism was reflected in various policies and programs of his government. In his writings, Soekarno emphasized the importance of Pancasila as the basis of an inclusive state ideology and reflected the spirit of secular nationalism. Soekarno's vision of secular nationalism was also reflected in his efforts to advance social and economic equality among the Indonesians and promote national independence through industrialization and the nationalization of vital assets. However, this article also highlights the controversy and criticism that Soekarno faced regarding his approach, which tended to be authoritarian in dealing with political opposition and resistance from certain religious groups. At the end of his reign, Sukarno's secular nationalist views began to be challenged by various groups who emphasized religious identity in political discourse. Overall, this article presents a comprehensive picture of the influence of Soekarno's secular nationalism in forming the Indonesian state. Although some aspects of his political approach are controversial, the legacy of Soekarno's secular nationalism remains an important part of Indonesia's national identity. It is relevant in facing the nation's future challenges.

Resumen
Social scientists and political theorists often claim that shared values are conducive to social cohesion, and trust and solidarity in particular. Furthermore, this idea is at the heart of what has been labeled the ‘national identity argument’, according to which religious and/or cultural diversity is a threat to the shared (national) values underpinning social cohesion and redistributive justice. However, there is no consensus among political theorists about what values we need to share to foster social cohesion and indeed, for example, nationalists, liberals, and multiculturalists provide different answers to this question. On the basis of a survey conducted in Denmark in 2014, this study empirically investigates the relation between, on the one hand, commitments to the community values of respectively conservative nationalism, liberal nationalism, liberal citizenship, and multiculturalism, and on the other, trust and solidarity. First, we investigate in what ways commitments to these four sets of values are correlated to trust and solidarity at the individual level and, then, whether the belief that others share one’s values is correlated to these aspects of social cohesion for individuals committed to these four sets of values. We find that conservative and liberal nationalism are negatively correlated to our different measures of trust and solidarity, whereas liberal citizenship and (in particular) multiculturalism are positively correlated. In broad terms, this picture remains when we control for a number of socio-economic factors and ideology (on a left-right scale). Finally, individuals who believe that others share their values do not, in general, have higher levels of trust and solidarity. Rather, this belief works in different ways when associated with different sets of community values.

Resumen
The paper explores relations of both Serbian nationalist and antinationalist intellectuals towards Karl Kraus? work. Analysis of the ?Last days of mankind? shows that Kraus wrote satires against ruling circles of the Habsburg Monarchy, demanded its reorganization, and even its destruction. He mostly ridiculed the top circles of the Habsburg Monarchy and German Reich, and unmasked their war plans against Serbia. He ridiculed warmongering Wiennese press, intellectuals, who betrayed their vocation by supporting German nationalism and Habsburg imperialism. Whereas some of the most distinctive Croatian Yugoslav-oriented intellectuals in the aftermath of WWI highly respected Karl Kraus, Serbian intellectuals have almost utterly neglected this talented nonconformist, who sympathised with Serbian and Yugoslav tendences despite their unpopularity in his own surroundings. Furthermore, interest for Kraus is much more visible in today?s Croatia than in Serbia. The paper?s goal is to offer an explanation of lack of interest for Kraus among Serbian intellectuals. In the twilight of socialism, majority of them showed nationalist parochialism, and a part of them expressed even unbridled warlike attitude, which contributed to thorough neglect of Kraus? voluminous, intellectually demanded and uncompromising pacifistic work. At the same time, anti-nationalist and pacifistic intellectuals were prepared to pay attention only for such aspects of the Kraus work, while they have neglected other aspects such as his criticism of pan-German imperialist tendences recognizable throughout the short 20th century.

Resumen
This thesis examines the role of broadcasting in Canada with regard to developing and maintaining a national identity in the face of United States influence via the media. The subject is examined within the theoretical framework provided by the science of cybernetics and the Laws of Thermodynamics. A historical overview of Canadian broadcasting policy and institutions is provided. The work of the various royal commissions and other investigatory bodies is analyzed. The most important contemporary institutions, the CRTC, the CBC and the federal Department of Communications, are situated within the context. The effects of the most recent technologies, cable television, satellites, Pay-TV and VCRs are examined. Canadian broadcasting is also viewed in the context of the 1989 Canada-United States Free Trade Agreement and the New World Information and Communication Order. Our conclusion suggests that the future of Canada's identity depends primarily on the quality of domestic broadcasting. Finally, we suggest that Canadians and Europeans, who are facing some comparable problems in a united Europe, can learn from each others's experiences.

Resumen
This dissertation explores whether women and men can be empowered through cultural nationalism based on religious/ethnic identities. Religious fundamentalism is typically not associated with women's empowerment. As a patriarchal, Hindu nationalist party that advocates violence, the Shiv Sena is also an unlikely agent of women's empowerment. Yet, the Sena has been attracting numerous women who claim to have gained confidence through the party. Using the Shiv Sena as my case study, I interviewed four male and seven female Shiv Sena members using the biographic narrative method. By examining their biographic narratives and interviews of their families and colleagues, I was able to delineate the different empowerment cycles for men and women in Shiv Sena and determine each participant's level of empowerment. The empowerment framework defined by Jo Rowlands (1997), which distinguishes between personal, collective, and relational empowerment, serves as the basis of my assessment of women's and men's empowerment. As violence is generally disregarded as a means of empowerment, I discuss it in relation to the construction of empowering cultural identities. While establishing theoretical frameworks regarding empowerment, cultural identity and gender, I also examine the disempowerment of Maharashtrians (whom Shiv Sena originally represented) by the socio-economic and historical conditions of Bombay, India. I then demonstrate how Shiv Sena, led by its Chief, Bal Thackeray, has constructed a new hegemonic masculine identity for Maharasthrian men as a means of empowerment. In the final chapters, I examine Shiv Sena's impact on the lives of individual women and men. This analysis revealed that despite the patriarchal constraints imposed by the Sena, women were becoming personally empowered in both the private and public spheres. In contrast, while Shiv Sena men were achieving collective empowerment in the public sphere, they had more difficulty becoming personally empowered in both the home and workplace.

Resumen
In contemporary Taiwan, Mandarin language proficiency and literacy in Han characters are not only key skills needed for success in academic institutions and employment markets, but they also carry meaning as symbolic markers of national and supranational Chinese identity. This study examines how Taiwanese-language medical studies curriculum planners are promoting alternative linguistic practices as a means of resisting the influence of Chinese nationalism in Taiwan and striving to replace it with a rival Taiwanese nationalism. I conducted research for this study during the 2010-2011 school year in Kaohsiung, Taiwan. I collected data for this study by engaging in participant observation research at Taiwanese-language curriculum-editing meetings; auditing Taiwanese-language courses at Kaohsiung Medical University; and conducting interviews with both curriculum planners and students at KMU. The role of official languages, literacy, and historical narratives are examined as symbolic components of a Chinese nationalist hegemony, which was constructed through the policies of the Kuomintang's Republic of China administration in post-war Taiwan. This study also examines the relationship between occupation, language skills, and national identification in the context of the contemporary Greater China regional economy. The curriculum planners who are the subjects of this study are employed in the field of medical care, where Taiwanese language skills are valued resources for communicating with patients from a variety of socioeconomic backgrounds. In addition, medical doctors have historically been vocal opponents of the Kuomintang administration's pro-Chinese nationalist policies. Therefore, this case study illustrates how the curriculum planners' occupations and language practices are utilized as resources in their efforts to foster Taiwanese autonomy in the Greater China region. This study also examines current limits to the effectiveness of language preservation and revitalization policies in Taiwan due to the importance of Mandarin-language literacy in the majority of high-status occupations in Greater China and to changing conceptions of the relationship between language practice and national identity. This study contributes to the fields of linguistic anthropology and Asian studies by examining relationships between nationalism, employment, language practice, and literacy in the context of Taiwan's ambiguous status as a national entity. It also analyzes ways in which language practices and literacy forms are created and modified as strategic acts to both identify people with competing nationalisms and allow them access to employment opportunities in the context of shifting administrative and economic power structures in the Greater China region.

Resumen
It is important to consider the effects of past conflicts on the current perceptions of the people of Cyprus and of the future generations. This thesis contends that the ongoing division of Cyprus along with the many unresolved issues regarding past conflicts have had a profound effect on how the people of Cyprus perceive new information in regard to their future. The inquiry will explore the historical background of Cyprus and the affects of nationalism. The need for enemies, large group identity, divided societies and the need for dialogue will also be examined in relation to perception and new information. In light of the interviews and the lived experiences in Cyprus questions arise in regard to how the Cypriots will move forward to a solution that is agreeable to both Greek Cypriots and Turkish Cypriots. With each person's perception being influenced by the past conflicts, pain and suffering how will they move forward? How has protracted conflict and nationalism influenced the Turkish Cypriot and Greek Cypriot perceptions to new information including a possible solution in Cyprus?

Meintjes, Stephané Ruth. "Facilitating and renegotiating Afrikaans youth identities: Die Antwoord phenomenon". Thesis, Rhodes University, 2014. http://hdl.handle.net/10962/d1015655.

Texto completo
Resumen
This thesis reports on a project which investigated how young native, Afrikaans-speaking Rhodes University students responded to the musical outfit Die Antwoord and to their music video “I Fink U Freeky”. The study attempted to establish how a selected group of Afrikaans-speaking students consisting of Whites, Coloureds and Blacks interpret the work of Die Antwoord as well as their own Afrikaans identity. The purpose of the study was to interrogate the relationship between artistic media, citizenship and belonging to a particular group. The thesis reports on the ways in which interviewees in the group discussions responded to notions of identity, whiteness, class, race, hybridity and creolization registered in the music video which was used to prompt the discussions. Finally the thesis reports on findings regarding the relationship between citizenship and the artistic media. The enormous change in the socio-political position of Afrikaans-speakers in the post -1994 dispensation provides the social context of the study. The project utilised qualitative research and a reception study of the music was undertaken by means of focus group discussions in order to arrive at thick descriptions in an attempt to understand the contextual behaviour of the participants. It was postulated that Die Antwoord provides a discursive site within which audiences could generate their own innovative meanings regarding being Afrikaans. While there was no clear indication that the identities of the participants was constructed by the media, the video prompted discussions regarding identity and provided evidence that media texts are capable of stimulating an interrogation of identities. It emerged that all participants, while abandoning some aspects of Afrikaans culture, strongly embraced and highly valued the language. Participants did not regard race as an important aspect of citizenship. Vociferous discussions regarding class demonstrated how media texts can influence citizenship. Discussions about hybridization and creolization demonstrated how the media can challenge received conceptions regarding citizenship. Responses provided evidence that the media could stimulate new forms of citizenship and contribute to the inclusion of previously excluded subjects. The research findings clearly demonstrate links between artistic media, citizenship and belonging to a group of Afrikaanses rather than Afrikaners. Post- 1994 young Afrikaans-speakers in this study provided clear evidence that they are exploring new and alternative ways of being Afrikaans.

Resumen
AbstractThis chapter examines two cinematic representations of atheism in Bollywood cinema and probes the precarious location of atheism as an ‘impossibility’ within the framework of religious nationalism and state secularism as two interrelated aspects of Indian nationalism. The historical genesis of secularism as a political principle in India is conceptually closely entwined with religious nationalism in so far as it tends to take the religious or spiritual nature of the Indian nation for granted. While public and academic debates tend to focus on the relationship between majoritarian Hindu nationalism and various religious minorities, atheists and those who are explicitly irreligious are often ignored or considered to be too few to deserve closer attention. On the basis of popular cinematic representations of atheism and ethnographic observations among atheists in South India, this chapter argues that atheism is not ejected from the imagined community of the Indian nation but marginalized as a discursive position that may be acceptable or even desirable within limits, but ultimately impossible as a viable practical project and social identity.

Resumen
AbstractThere has been a perceptible shift from class politics to identity politics in the last few decades, and this is not just the case in the North Atlantic world – from Trump to Orban, from Brexit to Salvini and more recently Meloni. Unlike in the postwar decades, Indian politics are to a great extent defined through hindutva, Hindu nationalism, as a centre of gravity; contemporary Chinese political rhetoric does not delve into the virtues of Communism as much as it glorifies the history and current achievements of the great Chinese nation; in African societies, conceptualizations of autochthony – first-comers – have become important aspects of rights claims in ways that were unknown until recently, and similar tendencies can be discerned in Latin America as well. Politicized nostalgia and an eagerness to build walls, physical and virtual, against the impurities and contaminations of the outside world, are pitted against an enthusiasm for openness, free trade and cultural exchanges, sometimes aligned with cosmopolitan values and inclusive forms of humanism whereby the rights of migrants and cultural minorities are defended on universalist grounds. In other words, people in otherwise very different societies raise strikingly similar questions about who they are and what that entails. In rapidly changing surroundings, the answers are fraught with controversy, often pitting ambivalence and doubt against withdrawal and reassertions of boundaries. The Overheating approach represents a perspective on identity which aims to take previous theorising a step further. Shifting, multiple, contested and unstable social identities that hold out a promise to form the basis for a meaningful sense of belonging are taken as a starting point, not as a conclusion, and they are viewed through the lens of accelerated change. It is as if modernity shifted to a higher gear towards the end of the twentieth century.

Resumen
Abstract From traditional country of emigration, Spain became a country of immigration in a relatively short period, practically catching up with the rest of Western European countries in terms of percentage of population of foreign origin by 2010. The hybrid nature of its welfare regime, a combination of social insurance schemes and universalistic programs, determined the eligibility of foreign populations to each specific social protection scheme. In basic terms, foreigners can access Spanish social protection schemes through their participation in the labour market (for social insurance programs), and their residence in Spanish territory (for schemes based on a universalistic logic). The international agreements signed by Spain are a key aspect as well in determining welfare entitlements for foreigners, particularly in the case of nationals from other EU member states and Latin America. The strong reliance on contributory schemes, and the significant role played by the underground economy, leave economic migrants (particularly undocumented ones) without much social protection. The economic crisis initiated in 2008 implied an increase in immigrants’ vulnerability, but their actual welfare take-up decreased due to their more limited access to the formal labour market, and the restrictive conditions of targeted social assistance schemes.

Resumen
The study deals with the development of linguistic, ethnic and international relationships in Moravia in 1848–1918 and their specific features. The focus is mainly on the complex relationships between Czech-speaking and German-speaking inhabitants of Moravia and the aspects that played a key role in them. These included a complicated settlement situation given by the mixing of Czech and German inhabitants (the numerous ‘German linguistic islands’), the economic influence of Jewish inhabitants on international relations in linguistically diverse cities, the impact of social and economic status of various groups of inhabitants on their voting and political participation, the unevenness in the promotion of national identity and the effects of Czech-German international compromise of 1905. The application of the principle of personal autonomy led to alleviation of international tensions as well as an increased demand for legal determination of nationality.

Resumen
Given the progress seen in both Arab and foreign societies regarding the effectiveness of women and their contribution in all areas of economic, political and social life, it has become necessary to recognize their full rights and equality with men. The Algerian constitution recognizes the principle of equality between all citizens before the law. Stating that all citizens are equal in their rights and obligations; and are equal before the law. One aspect of this equality is the equality of women with men in transmitting the original nationality to their children, which is the topic of our discussion.

Resumen
INTRODUCTION The spread of the novel Coronavirus or COVID-19 has severely disrupted international peace and security and posed a serious concern to the global politics and socio-economic aspects. Escalated in Wuhan, China at the end of 2019, the New Coronavirus has been officially declared as a Pandemic by the World Health Organization (WHO) in March 2020, during which 118,000 cases were confirmed (Ducharme, 2020). The Outbreak of COVID-19 has been widespread globally, now affecting more than 200 countries, and roughly 52 million confirmed cases with approximately 1.2 million death tolls (Worldometer, 2020). The impacts of the global pandemic have become a turning point of global health security, which will put a larger strain to the recession of many sectors, one of which is the educational sector. Coherent and cooperative responses from all relevant stakeholders from sub-nationals to the international level are essential to jointly combat the virus and seek preventive measures to resist a global crisis. Education has become one of the sectors which has been affected by the global pandemic as most of the infected nations including Cambodia are forced to impose lockdowns and restrictions on all institutions, entertainment venues and workplaces. Schools and educational institutions are too being suspended. There was no exemption for the educational sector when it came to the outbreak of COVID-19. The closure of all educational institutions amid the global pandemic had unprecedentedly shifted the learning behaviors of students in all levels from primary to higher education. In March 2020, the Ministry of Education, Youth and Sport (MoEYS) of Cambodia announced the nationwide closure of all private and public schools and universities (United Nations Educational, Scientific and Cultural Organization [UNESCO], 2020). Particularly in developing countries like Cambodia, the suspension of physical classes largely contributed a number of impacts on education during the pandemic period as there is a wide social gap and inequality in terms of social welfare for higher education, affecting millions of youth who were pursuing academic degrees (Flynn & Himel, 2020).

Resumen
Nowadays all the students, no matter the nationality, develop critical and reflective thinking skills and are encouraged to care about the world around them. Thus they may realize that some degrees of personal or social transformations are required. Taking into consideration this, it is important to note that transformational process can be enhanced with online learning (especially e-learning). Therefore, knowledge about the relationship between culture and online education is very relevant. The goal of this study is to explore the relationship between national culture and the usability of an e-learning system. Hofstede's cultural dimensions (Power Distance, Individualism/Collectivism, Masculine/Feminine, Uncertainty Avoidance, Long-term Orientation vs. Short-Term Orientation, Indulgence vs. Restraint) will be used to guide the cultural aspects of this study. We will conclude that individual cultural backgrounds contribute substantially to the usability of most online learning systems. Teachers can talk about crafting or designing the learner experience, but the level of control over learner experience is quite indirect and mediated by several factors not under teacher control. The participants will be observed while performing tasks and will be given a questionnaire at the completion of the tasks. The results of this study could be useful and interesting for academic environments. Today, despite information technologies such as the World Wide Web, there is no "global village culture" and we have not reached Francis Fukuyama's "end of history". Repeated measurements of culture show that countries that get richer get more individualistic. For the other dimensions, no such trends are apparent. Since worldwide differences in wealth are on the rise, this would point to increasing cultural differences, not cultural convergence.
