Resumen
Abstract Having graduated in architecture at the University of Technology Wien [Vienna], I subsequently engaged in post-graduate studies at The Bartlett School of Architecture and Planning / University College London. Corporate design and signage design attracted my attention. Back home a major bank and Vienna airport (VIE), among others, were the first clients of my company. As chairman of Committee 133 “Public information symbols” of “Austrian Standards”, I was responsible for the elaboration of several theme specific national and international standards. In 1993 I founded the IIID International Institute for Information Design. Several r&d projects within the frame of the 6th and 7th European Union Framework Programmes for Research and Technological Development were carried out. However, due to the required but denied support from the Austrian Ministry of Science and Research, the founding of an interdisciplinary institute, affiliated to the United Nations University (UNU), did not materialize. No chance either to establish “Visual Communication Design” at a local university. Until now the Department of Typography and Graphic Communication of The University of Reading (UK) seems to be the only theme specific institution on tertiary university level in Europe. Challenges nowadays range from legible medical package inserts to a much required unified system for the European Union highway signs.

The article reveals the specifics of the activities of the Borys Grinchenko «Prosvita» Society,which led to the establishment of the People's School with the same name in the Salzwedel camp (Germany). The initial phase of its activity was marked by significant difficulties due to the reluctance of some captives to visit it due to fear of reprisals from the Russian tsarism (after their returning home). But in consequence to the explanatory work of the members of the Educational Department Union for the Liberation of Ukraine and the Ukrainian most active members in the camp, this fear was overcome, after which the number of students began to increase steadily. During 1916-1917, hundreds of Ukrainian captives graduated from the Borys Grinchenko People's School, who received not only basic knowledge (writing, reading, arithmetic) within its walls, but also gained the understanding of many phenomena of political and social life and, in addition, mastered the basics of agronomic and exact sciences. The school initiated profound changes in their consciousness, making school graduates an integral part of the Ukrainian world, the political component of which was mercilessly persecuted in Russia, and therefore forced to choose their «place under the sun» on German soil. The Borys Grinchenko People's School became one of the most powerful system-forming national factors in the camp, which created the Ukrainian environment through its very work. Within its walls - sometimes even against their will – the prisoners began to realize the injustice of the socio-political order in tsarist Russia and to understand the ultimate need to separate Ukraine from the imperial centre with its subsequent acquisition of the sovereign status. In this way, all the time the School and its pedagogical staff significantly participated in the process of forming the national-state worldview of those Ukrainian captives who sought education, fully fulfilling their patriotic duty to their Motherland.

This article aims to identify the relationship between the phenomenon of home bias and the process of European integration. During the past decades, European integration has evolved from a Common Market and the Customs Union, the Internal Market and Economic, and Monetary Union. Despite the improvements in integration of European markets, their potential is not fully exploited. Countries consumption baskets and inwestment portfolios still contain a predominant share of domestically produced products and domestic assets and national-born workers working in national labour markets. This is commonly known as the phenomenon of home bias.

The main purpose of the preliminary ruling procedure is to prevent divergences in judicial decisions applying European Union (EU) law and to ensure the uniform interpretation of EU legal provisions across Member States. The procedure, introduced in the Founding Treaties, has provided a platform for the Court of Justice of the European Union (hereafter, the ECJ or the CJEU) to deliver seminal judgments that have progressively defined the relationship between national and EU legal systems, among others. The procedure has also helped the ECJ to develop fundamental principles of EU law, including direct effect, indirect effect (i.e., the interpretation of national law in line with directives) and primacy. Being one of the most important aspects of the EU judicial system, the procedure provided by Article 267 of the Treaty on the Functioning of the European Union (hereafter, TFEU) has had an immense impact on the harmonious development of EU law and the way in which national courts and EU courts interact and communicate.

The study examines the issues of introducing a student to independent reading, the development of the need for reading, the ability to choose the right book, and make the appropriate necessary selection of literature. Theoretical research showed the reading preferences of a modern child, a change in the circle of his reading interests. There are approaches to reading on electronic media and in the traditional “paper” format. The interrelation of reading and the child's desire for his own literary creation, the implementation of other types of creative activity is traced. Despite the decline in reading culture, children began to pay much more attention to reading. Large reading projects have emerged, such as Successful Reading, Time to Read, Good Lyre, etc. A national program for the support and development of reading for 2018–2023, Reading Childhood, has appeared. The Good Lyre project was conceived in our basic lyceum No. 590 in St. Petersburg. The essence of the project is to organize a literary competition for professional writers and to involve students, teachers and parents as a public jury to evaluate the works sent to the competition. Its main task is to familiarize schoolchildren with meaningful reading of modern prose, promote their mastery of the technology of independent book selection, and develop the ability to conduct a discussion on what they have read. During the implementation of the project, reading affects the personal development of the student, the formation of his individuality, the stimulation of such processes as self-knowledge, self-determination, self-development, self-realization.

Historians have pointed to overseas colonialism and 'race science' as influential in the construction of European sexual science. Soviet sexology arose on a 'semi-periphery' between Europe and colonised societies. The 'Others' against whom Russian sexual ideals were forged would be 'internally colonised' peasants and non-Russian ethnicities of the Soviet Union's internal orient. Pre-Stalinist sexology blended the 'sexual revolution' with European sexual science focused on workers in the Slavic urban industrial heartland; nationalities beyond this perceived heartland lagged behind and their sex lives required modernisation. Stalin virtually curtailed sexological research. After 1945 the party revived it to spur fertility, especially in Slavic urban centres where births had dropped below replacement rate. Ideological control constrained sexologists, confining them to silos, limiting internationalisation and cramping research. But new, heteronormative therapeutic measures, some from Western science, and others devised at home, were developed. Less vocal than Western or Eastern Bloc sexology, Soviet sex research continued to display anxiety about internal national and ethnic Others into the 1980s and beyond.

One of the legal cornerstones of ‘formal federalism’ is the capacity of any rule of EC Law to override any rule, including those of constitutional rank, of the Member States. The primacy doctrine has been introduced by the Court of Justice in Costa v. ENEL (1964). It can be read in two ways. In the first place it may be held to imply the supremacy of Community law, i.e., the idea that Community law has a higher rank than even the national constitutions and is hierarchically superior to it, as the Court itself sometimes has expressed it (Simmenthal, 1978). This may be called the existential reading. Alternatively, there is a more modest interpretation implying mere practical priority or precedence, as in traffic rules. For this practical interpretation there are equally arguments to be found in the Court's case-law: the aims of the EC-treaty cannot be accomplished if domestic law were to prevail over Community law.

India has the mission to ensure that every child attains foundational literacy and numeracy (FLN) skills by the end of grade three. The National Initiatives for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) is entrusted to monitor this target. However, the specific factors of the home environment, which vary among Indian children, can explain the low performance in literacy and numeracy. Therefore, this systematic review aimed to comprehensively identify the home environment factors that affect literacy and numeracy learning. Studies published between 2013 and 2022 were searched in the ERIC database. From 383 potentially relevant articles, the researchers included 38 primary studies. Systematic reviews and meta-analytic studies were excluded. The results showed that home learning environment factors do affect numeracy and literacy learning. Prominent factors were family learning background, reading and numerical activities and home resources. Other factors, such as the reading and numeracy interests of children and the parent-child relationship, also play an important role in the acquisition of foundational numeracy and literacy skills.

Th e award system of the Republic of Indonesia remains unknown despite it refl ects a leading role of the National Army of Indonesia (Tentara Nasional Indonesia) in the Indonesian state and society. Th e paper sums up the data on the statute of the Bintang Dharma-Military Distinguished Service Star which was instituted in 1958. Th e paper also examines the media and other open sources concerning the Bintang Dharma and its awardees. Th e Order is an award of the top generals of three- or four-stars ranks, including four-star generals, lieutenant-generals, admirals and vice-admirals, air marshals and air vice-marshals. Th e Order is bestowed for distinguished services in the Armed Forces.

Contributing to a decade of national research on device ownership and app usage, this study provides evidence of how children from 120 homes across 46 classrooms use apps and portable technology to support their reading development. Parent survey data reveals 99% of children use technology to support reading in the home, primarily on iPad and laptop devices. Apps used most frequently include Istation, YouTube, and PBS Kids Video. To gather parent perceptions and depth of children's technology use, 13 individual interviews were conducted with parents from the same sample. Parents preferred their child read with print books, yet parents allowed their child to use portable technology, in response to their child's interest in technology and general pressure to keep pace with technology skill demands. The finding that nearly all children in this study supported reading skills with portable technology in the home demonstrates the need to foster partnerships between parents and teachers that builds on children's technological knowledge and use to deepen learning between home and school.

Brook Thomas, “The Galaxy, National Literature, and Reconstruction” (pp. 50–81) The North’s victory in the Civil War preserved the Union and led to the abolition of slavery. Reconstruction was a contentious debate about what sort of nation that union of states should become. Published during Reconstruction before being taken over by the Atlantic Monthly, the Galaxy tried, in Rebecca Harding Davis’s words, to be “a national magazine in which the current of thought of every section could find expression.” The Galaxy published literature and criticism as well as political, sociological, and economic essays. Its editors were moderates who aesthetically promoted a national literature and politically promoted reconciliation between Northern and Southern whites along with fair treatment for freedmen. What fair treatment entailed was debated in its pages. Essayists included Horace Greeley, the abolitionist journalist; Edward A. Pollard, author of The Lost Cause (1866); and David Croly, who pejoratively coined the phrase “miscegenation.” Literary contributors included Davis, Walt Whitman, Henry James, Mark Twain, Constance Fenimore Woolson, John William De Forest, Julian Hawthorne, Emma Lazarus, Paul Hayne, Sidney Lanier, and Joaquin Miller. Juxtaposing some of the Galaxy’s literary works with its debates over how the Union should be reimagined points to the neglected role that Reconstruction politics played in the institutionalization of American literary studies. Whitman is especially important. Reading the great poet of American democracy in the context of the Galaxy reveals how his postbellum celebration of a united nation—North, South, East, and West—aligns him with moderate views on Reconstruction that today seem racially reactionary.

Abstract This essay recovers the emergence of teachers’ union rhetoric through an analysis of Margaret Haley’s address to the National Education Association convention of 1904. Entitled "Why Teachers Should Organize," Haley’s speech was the first call for a national effort to unionize U.S. classroom teachers. Promising not just material but also professional advancement, Haley broke new rhetorical ground in St. Louis by advocating unionism as a professional duty. Through a close reading of her argumentation, I contend that Haley positioned democracy at the center of teachers’ union rhetoric. To make unionism appealing for her audience of schoolteachers and administrators, Haley paired the democratic goals of progressivism with the democratic potential of labor. Appealing to the commitment to democracy shared by educators, progressives, and labor activists, Haley’s speech was the first to outline the union rhetoric that would transform public education over the course of the twentieth century.

This essay focuses on British and American reading rooms at the end of the nineteenth century in French travel centres such as Boulogne-sur-Mer, Cannes, and Paris. These reading rooms were sites of transit that reveal the travelling cultures of Britons and Americans. They set in motion certain travel sociabilities and practices, suggested various transit routes and itineraries, promoted different cultural and national affiliations and identities, and collected, represented, and displayed anglophone cultures. They operated as microcosms of British and American cultures, offering essentialized experiences and connections with people, behaviour, and things affiliated with home, but this essay shows how they were also social environments that not only reinforced, but also reshaped and interrogated anglophone cultures on the move in British, American, and French cultural territories.

The Pacific Branch of the National Home for Disabled Volunteer Soldiers, a domicile and hospital for Union veterans of the Civil War, opened west of Los Angeles in 1888 on land donated by real-estate developers. Barrett Villa Tract, a development of small plots later renamed Sawtelle, was established outside the south gate of the Soldiers’ Home. There veterans bought homes where they could “live out” and enjoy family life while continuing to avail themselves of the services of the Pacific Branch. Sawtelle incorporated as a city in 1906 but consolidated with Los Angeles in 1922. Issues of Pacific Branch members’ votes, behavior, and community leadership mark Sawtelle’s history. Union veterans played a significant role in the development of West Los Angeles.

FR. Publié entre 1885 et 1897, Le Véloce-Sport de Bordeaux faisait figure de chef de proue parmi les revues vélocipédiques françaises de la fin du XIXe siècle. En tant que la voix de l’Union Vélocipédique Française (UVF), cet hebdomadaire en devint par la suite son organe national officiel. Alors que certaines analyses de l’histoire du sport en France se sont penchées sur ce rapport avec l’UVF pour mieux comprendre l’évolution de cette dernière, on a plutôt négligé l’analyse des pratiques journalistiques chez Le Véloce-Sport. Une lecture plus attentive de ce dernier offre le spectacle d’une culture sportive en voie de développement et illustre donc le rôle fondamental du journalisme sportif, ainsi que celui de ses lecteurs, dans la construction de cette culture. Notre analyse se portera sur la rubrique « À travers route » et sur les articles publiés sous celle-ci entre 1885 et 1889. À la différence de la plupart d’autres rubriques, « À travers route » encourage le lecteur-cycliste de devenir cycliste-écrivain en lui invitant de raconter ses périples à vélo ; elle permet donc de mieux comprendre la contribution du cycliste-écrivain à la conceptualisation et à la représentation de la vélocipédie ainsi qu’à une culture cycliste nationale en voie de développement. Notre analyse se portera sur deux aspects de ce phénomène qu’on trouve dans les récits des écrivains-cyclistes : la représentation du temps et de l’espace traversés à vélo et l’élaboration du personnage qui les traverse (le véloceman). Écrire le cyclisme devient ainsi une façon d’afficher son appartenance à cette culture cycliste émergeante en France de l’époque tout en contribuant à sa construction et à son élaboration. *** EN. Published between 1885 and 1897, the Bordeaux-based Le Véloce-Sport was a leading figure amongst French cycling reviews of the late nineteenth century. As the voice of the Union Vélocipédique Française (UVF), this weekly subsequently became its official national publication. While some sport historians have highlighted its relationship with the UVF in order to better understand the latter’s development, scholars have largely failed to analyse the journalistic practices of Le Véloce-Sport itself. A closer reading of the latter offers the spectacle of a developing sports culture and therefore illustrates the fundamental role of sports journalism, as well as the part played by its readers, in the construction of this culture. This study will focus on one section from the review (« À travers route » [Along the road]) and the articles published in it between 1885 and 1889. Unlike most other sections of Le Véloce-Sport, « À travers route » encourages the cyclist-reader to become a cyclist-writer by inviting the latter to recount his cycling adventures. It thus allows us to better understand the contribution of a broad range of cycling-writers to the conceptualisation and representation of cycling and to a developing national cycling culture. Our analysis will focus on two aspects of this phenomenon through the examination of the submissions by the readers of Le Véloce-Sport: the representation of time and space traversed whilst cycling and the elaboration of the character who traverses these (the véloceman). Writing about cycling thus becomes a means of signalling one’s adherence to the emerging cycling culture of the time whilst helping to build and elaborate it. *** PT. Abstract: The year 2023 marks the 75th anniversary of the Nevada Air National Guard. When Congress created the United States Air Force in 1947, it also authorized the various states to establish Air National Guards. Nevada did so immediately in 1948. The Nevada Air Guard took its place alongside the newly reestablished Nevada State Militia under the command of the governor and subject to activation by the president whenever local or national emergencies threatened the peace and security of the United States. As a reserve force, the Nevada Air National Guard assumed a role in the Cold War with the Soviet Union, served in the Korean War, and responded to crises associated with the Vietnam War in the turbulent 1960s. After the downfall of the Soviet Union, it served in Kosovo in the 1990s amidst the violent breakup of the former Yugoslavia. During the 21st century members of the Nevada Air Guard have been called to Iraq and Afghanistan in the War on Terror. At home the Air Guard has assisted the U.S. Forest Service's efforts to fight wildfires in the face of climate change.

The history of the European Union has been fraught with constant friction between the sovereignty of the Member States and the supranational powers of the Union, with the Union gaining terrain in fields of law traditionally belonging to the Member States. Despite this tension, certain legal fields are steadfastly asserted as belonging to the Member States. Notably, Member States regulate the grounds of the acquisition and loss of nationality. The Treaty of Lisbon highlights that the nationality of Member States is scarcely governed by European Union law, if at all. The sole provision governing the relationship between Member State nationality and Union law, i.e., Article 20 of the Treaty on the Functioning of the European Union (TFEU) stresses the primacy of Member State nationality.Reality, however, is often not as simple as such a cursory reading implies. European Union citizenship, once a mere complementary facet of the national citizenships, has transformed into an institution in its own right, forming a symbiotic relationship between the Member State nationality and the European Union.

The emergence of the Romanian diaspora as an important social actor is closely related to socio-political events that have taken place in the home country. This study attempts to track this process through the means of Van Leeuven’s socio-semantic categorization by analysing pieces of political discourse stated around key moments in the recent history of Romania: the process of becoming a full member of the European Union (2013) and two presidential elections (2014, 2019). Drawing on the general perception of diaspora communities across the world as representing a significant social and economic potential for home countries, it is sound to hypothesize a similar Romanian case manifested at the level of political discourse through positive role allocation.

McCarthy attempted to rely upon rights under Directive 2004/38 within a home state, but this was not a straightforward case of a purely internal situation, the applicant having acquired Irish nationality and claiming that she was a Union citizen living within the UK as a host Member State. The use of dual citizenship as a potential linking element with Union law follows from earlier developments in citizenship case law. Union citizenship has helped those who do not fully meet requirements of secondary legislation. The ‘trigger’ of cross-border movement has been weakened to some extent in the identity cases, and others such as Carpenter. McCarthy’s attempt to rely upon Union law without ever having moved, just by being a Union citizen, gave the Court of Justice of the European Union a chance to dispel ideas that being a dual Member State national was automatically a linking factor with EU law.

With the rapid expansion of the bourgeoisie during the last decades of the nineteenth century, opera-going in Italy was at its apogee, and as opera attendance surged so too did the demand for gossip about singers, titbits about the lives of composers and reviews of the latest works. This was a moment at which the booming Italian opera and journalism industries converged, particularly in the large northern cities, to produce an explosion of periodicals devoted to opera, encompassing a range of critical methods. The 1890s, however, also saw the development in Italy of a new branch of criticism devoted to more ‘serious’ types of music, penned by writers explicitly hostile to opera's domination of Italian musical life, who looked to the north as their cultural spiritual home.

In 2013, trucks and vans were driving across London, bearing the message ‘In the UK illegally? Go home or face arrest.’ These mobile billboards declared the number of arrests that had taken place ‘in your area’ in the previous week and provided a number to which people could text the message ‘HOME’ to initiate voluntary repatriation. In 2016, Theresa May, who had organised this scheme as home secretary, became prime minister, following the upheaval caused by the country's plebiscite to leave the European Union. One of the main strands of argument of the successful ‘Brexit’ campaign centred on the ‘deep public anxiety . . . about uncontrolled immigration’ and promised to reduce numbers of immigrants to the country. This desire to control the nation's borders continued to dominate the official soundscape of Britain's government. At the 2016 annual Tory conference, May endeavoured to draw clear lines on issues of belonging, territory, citizenship, and the fuzzy notion of British values, discursively excluding not only migrants, but also anyone with an international(ist) outlook from the national debate: ‘If you believe you are a citizen of the world’, she posited, ‘you are a citizen of nowhere.’

Abstract During the 1970s, Britain’s trade unions expanded into new areas of the economy, making considerable progress among the low-paid workers of the expanding welfare state. The Confederation of Health Service Employees (COHSE) and the National Union of Public Employees (NUPE) both made huge strides recruiting women and particularly women of colour in the National Health Service, as the laundry, cleaning, catering and portering services of Britain’s hospitals became union strongholds. This article questions why the increased weight of feminized service work is so marginal in our idea of 1970s workplace activism and why it features so rarely in histories of British trade unionism, despite being one of the movement’s most significant growth areas. Drawing on NUPE’s photographic archive, I argue that by looking at the changing character of worker-activist visual culture in this period we can reinsert women and women of colour back into those histories. This is followed by a close reading of trade-union branch minutes which explores how women re-ordered the gendered hierarchy of both their male-dominated union and their hospital between 1970 and 1979, exercising new-found agency within the highly paternalist setting of the NHS.

Islamic learning in emphasizing the formation of character in each individual is the mission of the chosen human messenger ordered by God to improve human behavior. The purpose of this study was to find out the results of tadarus habituation (reading, studying, and understanding) of the Al-Qur’an for students which were carried out at the beginning of class learning. Is this habit also carried out at home? The method used in this study is a type of qualitative exploration. The source of the data is the results of student interviews regarding the habit of reciting the Koran applied in class, and whether it is also used at home. The results showed that many students did not practice reading the Koran as a habit in class when they were going to do learning. The value of character education in the habit of reading the Koran includes religious values, discipline, independence, communication, peace-loving, fondness of reading, and responsibility. These values function as the management of human resources in the framework of forming cultured human beings with a national character.

This study analyzes 25,516 cases of violation of the European Union law by 28 Member States from 1993 to 2018. I strive to outline the national level determinants of differentiation in the pool of member countries by the total number of the EU law violations. As a key method of analysis, logistic regression is used, where factors of GDP per capita (PPP), polarization of the parliament, fragmentation of the party system, regional strategies and quality of governance are used as country attributes. The analysis demonstrates that all country attributes are significantly related to all four quartiles of the outcome, which rank member states depending on the number of violations during the period under review: from the smallest share of violated directives (Q1) to the largest share of violated directives (Q4). The results of the study demonstrate the empirical relevance of the theoretical perspective of “worlds of compliance” formulated by G. Falkner et al. (2007) for the categorization of EU member states in their reactions to the compliance efforts of the EU.

In this chapter, John Markoff notes that although the European Union has a strong formal commitment to democratic values, for example in the tests it applies to new entrants, and although civic freedoms are strong throughout the EU, this body nevertheless poses a challenge to democratisation. This is because the development of democratic freedoms and political practices has, since the eighteenth century, been accompanied by the activities of social movements that have placed pressure ‘from below’ upon government bodies, making them accountable to the people. As more governmental power drifts upwards, above the level of the national state, the capacity of social movements to exercise influence decreases. Paradoxically, while the EU supports democracy within its member states, it remains relatively free of effective democratic control itself. During the nineteenth century, social movements reoriented themselves from local power structures to national states but they have been less effective in reorienting themselves yet again to the suprastate level.

Interdependence, that is, outcomes depending on what is done by more than one actor, is a fact of life for central banks, reflecting domestic and international pressures, both political and economic. National economies have become increasingly internationalized through trade in goods and services and in currencies too. In consequence, the economies of large as well as small countries are now shaped by actions abroad as well as by decisions at home. While interdependence is a fact of life, what governments do about it depends on political choices, and countries differ in their commitment to a national currency. Their choices are to: maintain a degree of institutional independence with a national currency subject to the vicissitudes of the international economy; join a currency union, as twelve countries of the European Union have done; or contemplate doing the latter while still pursuing the former policy, as Britain and Sweden are currently doing.

This article examines the conditions under which the policy positions of an international organization correspond to the positions of relevant national actors. The commission of the European Union (EU) is often portrayed as an autonomous supranational actor, insulated from national interests. Recent analyses question this view, arguing that the commission is an agent in a principal—agent relationship with member states. The author formulates hypotheses on the conditions under which commissioners' nationalities affect the relative level of agreement between the commission and different member states' positions. The hypotheses are tested with more than 2,000 observations relating to 70 controversial proposals for legislation introduced by the commission from 1996 to 2000. In line with one of the hypotheses, under qualified majority voting in the council, there is relatively high agreement between the commission's positions and the positions of the home member states of the commissioners primarily responsible for drafting the legislative proposals.

PURPOSE: The indemnification of home birth midwifery practice is a concern internationally. This article reports on recent changes in the indemnification of home birth in Ireland. A background history of maternity services in Ireland is given. Home birth midwives’ own perspective on the withdrawal of trade union indemnification and the instigation of a means of state indemnification are offered. The notion and expectation of professional clinical indemnification is discussed using Eliot Freidson’s theoretical framework on professionalism.STUDY DESIGN: Indemnification is just one concern identified in an ethnography of independent midwifery in Ireland carried out between 2006 and 2009. Participant observation and interview supply data from the midwives themselves in that period. Documentary sources including health service reports and changes in Irish statute also form part of the ethnography and this article. Subsequent developments in what has been called a “national home birth service” are reported.MAJOR FINDINGS: Home birth midwives report that professional clinical indemnification is impossible to access on the open market. They are unwilling to practice without it, not least because legislation in the European Union and Ireland, requires that midwifery attendance at birth is “adequately insured.” The midwives feel that indemnification neither improves their practice nor guarantees good practice. They feel caught in a dilemma that they are now effectively criminalized if they attend any woman outside the narrow suitability criteria set by the Irish Health Service Executive (HSE).CONCLUSION: State indemnification of home birth midwifery practice now in place in Ireland is very positive. The nominally “national” home births service, however, is entirely dependent on a small number of self-employed community midwives. The service is therefore not available to all of those considered eligible. The home birth midwives report frustration at the exclusionary effect of tying their indemnification to narrow suitability criteria. Freidson’s conception of professionalism demonstrates how it is contingent on government and market forces. Midwives’ professional concern to be “with woman” is shown here also to be vulnerable to these competing external factors.

Indonesia was ranked 72nd out of 77 countries in reading assessment based on Programme for International Students Assessment (PISA). Through the National Literacy Movement, the Indonesian government attempt to increase children's reading proficiency, which is also an indicator of SDG 4.1.1. This study explores the important roles of the parents and community in improving children's literacy competencies. This study used a qualitative approach and collected both primary and secondary data. The findings highlighted that parents supporting children's literacy could improve children's reading interest and early-phase of reading competencies through the availability of reading corners and home-based literacy activities. There were 300 parents supporting children's literacy activities and 73 community facilitators facilitating 20 village reading clubs. The village government also supported the sustainability of the reading club by providing incentives for the facilitators and developing the infrastructure through village fund allocation.

The national tales of Maria Edgeworth and Walter Scott function by enforcing the normalcy of the bounded, self-reliant body through the gothic representation of the disabled body as threatening to undo, dissolve, or haunt the ‘normal’ body and its body politic. Whether through the exclusion of physically disabled characters or through the containment of the threat of ‘performance’ of mental disability, the National Tale reveals the instability of the distinction between able-bodied and disabled. The gothicized threat of disability in the national tale reveals the awkward constructedness of the space between dis- and abled. By reading these Romantic national tales through the relationship between deformity and citizenship, the exclusion of improper bodies not only conveys gothic anxieties over bodily ability, but also constructs a national community that enforces corporeal normalcy. Ultimately, the national tale reveals the capacity of the newly-formed state to condition citizenship upon a shifting concept of bodily normalcy in a way that will continue to shape and haunt the body politic long after the Romantic period.

While solidarity as an ideal in the legal relationship between a host Member State and the non-national Union citizen has all but vanished from the discourse of EU free movement law, it has resurged in another line of case law concerning Union citizenship. The relationship between the Member States and their own nationals is at the centre of the case law on loss of Union citizenship rights under Article 20 TFEU. The bond of nationality between the individual and the state is there designated as one of ‘solidarity’ and ‘good faith’. This article argues that solidarity, as an ideal, is also relevant for understanding the case law dealing with returning, or naturalising Union citizens who have made use of freedom of movement under Article 21 TFEU. The article provides a discussion on the various expressions of solidarity as a component of the ideal bond of nationality between a Union citizen and their home Member State. Conclusively, it is argued that the meaning of the bond of nationality will continue to develop together with the legal evolution of Union citizenship.

I attempt to disrupt the binaries of national liberation and freedom through a reading of the political and temporal context of the engagements of National Union of Saharawi Women feminists in the refugee camps, in Tindouf, Algeria. From ethnographic encounters, the paper aims to challenge the linearity of violence in armed conflict by looking into nuances and politics of feminists who challenge the equation of national liberation as state-building, and simultaneously argue for more just and inclusive forms of organizing for the Saharawi community. This research looks at Saharawi feminist politics and visions for the future that are vigilantly articulated from within militarized institutions and protracted armed conflict.

The exercise of freedom of movement within the European Union Member States also requires interventions in the national social security systems, the organization and exercise of which fall within the exclusive competence of the Member States. In order to fully exercise, in particular, the freedom of movement of persons, in particular persons engaged in gainful employment, it is necessary to lay down in the Union law procedures for resolving conflicts in the provision of family benefits. Collisions in the granting of family benefits generally arise when a person enjoying the free movement of persons moves to another Member State, while another family member (in particular the second parent or the dependent child) remains in the home Member State or moves to another Member State. In such situations, the Union legislation must provide the migrant with the same conditions for family benefits as a national of the Member State in which the migrant is present, so the Union legislation seeks to ensure an equal treatment of a person enjoying this freedom in the event of such a conflict with national social security systems. The subject of the paper is an analysis of the European Union coordination regulation determining the relevant social security system of an European Union Member State for the provision of family benefits so as not to disadvantage the migrant as a family member in acquiring and providing these benefits and, conversely, that this person does not get into unjustified social advantage in the provision of family benefits, i.e. that there is no unjustified overlapping of the provision of a family benefit for the same purpose to the same family member.

The article presents the review of speeches at the V International Book Forum “Reading Region: Dialogue with book”, held on September 16—17, 2022 in Novosibirsk as part of the International Festival “Book Siberia”. Using the method of thematic analysis, the authors identified three trends on promotion of reading by all actors of the book industry: writers, book publishers, libraries and the state. The first trend is characterized by participation in socio-cultural projects of state structures and the Russian Book Union. The second is related to the understanding of modern authors of their role, their participation in the literary process and regional book publishing. The book space in the speakers' speeches was considered as an intellectual partner of the state in the socio-cultural development of the regions. The third trend is formed under the influence of libraries, which, responding to the challenges of the present time, offer the traditional forms of work (book exhibitions, festivals, fairs, book presentations, meetings with writers, club associations, creative competitions) and innovative forms (online initiatives, reading aloud campaigns, local history electronic resources, large-scale projects with partnership interaction of various organizations) for user involvement. The paper presents the domestic and foreign experience of national, regional, as well as scientific and technical libraries. The authors formulate the problems of modern book infrastructure and make suggestion on how to overcome them. The authors believe that in order to effectively develop the entire infrastructure related to the promotion of reading, there should be conducted support to writers, publishers, bookselling networks and libraries. It is necessary to strengthen the partnership between the state, society and business in all areas of the book industry. The review can be useful for both practitioners of book industry and librarianship and for theorists of humanitarian knowledge.

Resumen
Over the past two decades, reading fluency has been increasingly recognized as an important instructional variable for success in reading. Yet, this has not always been the case. This article presents a historical review of the nature and role of fluency instruction in the United States. The roots of oral reading fluency began in an age when texts and other forms of entertainment and information were limited. Historically, in America, oral reading was the predominant means for conveying ideas and passing the time at home with the family. In the 1800s, American education’s primary method of instruction emphasized the need for being able to read aloud with expression and fluency, in order to hold the listeners’ attention and convey information. As texts and other forms of information became more available, oral reading became deemphasized, and silent reading was viewed as a better approach to developing readers’ comprehension at the cost of fluency development. With continued research and national reports that indicate the significant contributions of oral reading fluency to reading comprehension and academic proficiency, it is clear that the roots of oral reading run deep, and that fluent reading development is important to learners’ academic achievement and reading comprehension.

The National Literacy Movement (GLN) carried out by the ministry of education and culture in 2016 aims to foster a culture of literacy in the school, home, and community by building reading corners at schools, reading gardens, regional libraries, and the Atmazaki smart house. The community service activities aim to offer and present interesting activities to foster a culture of reading literacy in students by building reading corners, reading programs 15 minutes before formal learning, and educating the importance of literacy. This type of service is descriptive using a qualitative approach. The sample consisted of 51 students of YLPI Plus Islamic Elementary School consisting of 21 female students and 30 male students. Collecting data using interviews, observation, and documentation. The results of the dedication are implementing literacy through the storytelling method, reading for 15 minutes before formal learning, and always taking the time to read in the reading corner. The dedication concludes that students are the criteria for those who like to read and all these activities have been well followed by students.

Dermot Bolger’s third novel, The Journey Home, emerged in 1990 in the author’s home country of the Republic of Ireland, yet took 18 years to be republished in the United States in 2008. The novel’s graphic depiction of an array of abuses, including sexual, physical, political, and economic, not only illustrated the author’s intention to shock the reading public regarding the government’s conscious disregard for these struggles, but its publication also elucidated the aftereffects of exposing the differences between experiences with abuse and the ways in which both national and socio-economic processes mediate their interpretations. In this paper, I will argue that Bolger’s illustration of corruption and abuse does not only display a contrast between the public and those who represent their image, but also how socioeconomic paradigms are used to mediate perceptions of what constitutes ‘reality’.

The low literacy rate in Indonesia has attracted the attention of social elements, from the roots to the top of the leadership. The government is trying to improve literacy by launching the Gernas Baku program (National Movement for Parents to Read Books) to get children to like reading from an early age. This study aims to identify the value of education in the Gernas Baku program implemented by Muslim families of female lecturers at the Faculty of Islamic Studies, UMY. This study uses a qualitative approach with data collection techniques through interviews and documentation. The results showed that: 1) Gernas Baku program aims to support the initiative and active role of families in growing children's interest in reading through habituation at home; 2) Successful reading habits are supported by facilities provided by the family such as a reading corner or library at home, and children are invited to various places related to literacy; 3) Achievements from early childhood female lecturers of FAI UMY aged 2-4 years who have the characteristics of being honest, caring socially, being curious, appreciating achievements and liking to read; 4) Supporting factors for the Gernas Baku program are the cooperation of both parents, the interest and awareness of parents in reading assistance so that children can read and review the contents of the books they read. While the inhibiting factor is the lack of consistency of parents in providing assistance.

This article examines how O’Riordan’s The Boy in the Moon revises the union-as-marriage plot to consider the significance of cross-cultural contact in contemporary Ireland and England. While most of the characters depicted in the novel turn away from such an allegorical reading by moving beyond it politically, the novel reveals that the psychic drama endures. The persisting differences between England and Ireland implicitly inform other differences, such as those existing between genders, classes, and geographies. These forms of difference destabilize established definitions of home and unsettle the individual’s role within it. The Boy in the Moon presents the reader with a variation of Freud’s ‘neurotic family romance’, revealing how the emotional and psychological scarring resulting from child abuse, and the distorted histories that cover over those scars, continue to damage subsequent generations.

Aims and objectives: As some Programme for International Student Assessment (PISA) studies claimed that native speaking (NS) students outperform language minority (LMi) students, far-reaching inferences have been drawn by policymakers. However, previous PISA assessments were not appropriate because they only included a dichotomous home language variable. The main objective of this study is to gain a better understanding of how students’ language background and use are related to academic achievement. Design: The PISA data from 2012 provides a unique opportunity to fill this research lacuna as it includes a more elaborated questionnaire on language background and use. Data and analysis: Multivariate three-level analyses are conducted on PISA 2012 data from 18 countries, covering about 5,000 schools and 120,000 students. Findings: The results show that there is an achievement gap between LMi and NS students for both reading and math. After controlling for students and school characteristics, the LMi–NS achievement gap narrows, but remains significant. This holds true for most countries. However, language use per se is not the cause of underachievement: LMi students who more often speak a minority language with their parents do not achieve less. In some countries, speaking a minority language more often with parents is actually positively related to math and reading achievement. Nevertheless, speaking the instruction language in the school context is positively associated with math and reading achievement. Originality and significance: This study revealed that the relation between language use and academic achievement is more complex than it was conceptualized in most previous PISA studies. Scholars need to go beyond the dichotomous approach to achieve a better understanding of language use. Our results show that linguistic diversity could function as an asset for academic performance, at least if a good balance between focus on minority languages at home and instruction language at school can be found.

Resumen
This study investigates the way in which Romanian theatre before World War I contributed to the formation of Romanian national consciousness and to the articulation of the ideal of a unitary national state. My analysis addresses the historical drama and dramatic allegories of the nation, with special focus on the drama of the early 20th century (and on the works of playwrights such as Alexandru Davila, Barbu Ștefănescu Delavrancea, Nicolae Iorga, Zaharia Bârsan, Ștefan Octavian Iosif and Victor Eftimiu). As a related topic, I address the rise of extremist nationalism in pre-war Romanian society. Mainly resorting to discourse analysis and close reading, I demonstrate the importance of theatre in the crystallisation of the Romanians’ national-identity assertiveness, which culminated, politically speaking, in the achievement of the Great Union of 1918.

In this text we explore Adolfo Gilly's intellectual activity prior to his "historical turn". We focus on the theoretical and political implications of his participation in the Marxist magazine Coyoacán, as well as his first attempts to understand the national-revolutionary phenomenon that led him to get close to the union leader Rafaél Galván and later to Cuauhtémoc Cárdenas. We seek to demonstrate that this period was the one with the greatest theoretical emphasis, in dialogue with Italian workerism (not always explicit) Gilly had a reading in the key of political theory and another in the key of critique of political economy.
