Purpose The purpose of this paper is to measure how frequently innovative financial products appeared or became widely adopted in the municipal securities markets over the last two decades; and also investigate what types of issuers adopted the innovations, the relationship between yields and innovation and the patterns of diffusion within states. Design/methodology/approach Using comprehensive data on municipal securities issued from 1992 to 2015, the author searches for financial innovations as defined in the literature. The author uses issuer fixed effects models to characterize the relationship between yields and use of innovative products. Other models provide estimates of the conditional correlations between issuer characteristics and innovation usage. Finally, the author fits trend models to identify significant differences in the pace of adoption between different types of issuers. Findings In total, 35 security features fit one or more definitions of innovation. Extensive analysis is presented for four innovations that represent significant transfers of risk: variable rates, put options, corporate backers and derivatives. Small issuers used these innovative products, but the largest issuers adopted them to a greater extent. Usage appears to diffuse within states. Issuance of innovative securities fell during the financial crisis and has not recovered. Novel securities since the financial crisis have been created by legislation rather than by market participants. Research limitations/implications The data appear to cover all or nearly all municipal securities, but they do not cover loans or other types of municipal borrowing. Practical implications This analysis reveals that financial innovations in municipal securities markets usually take the form of a rare practice becoming widespread rather than a never-before-seen feature appearing in the market. Changes in response to legislation are an exception. Social implications Regulators concerned about financial stability can monitor the expansion of formerly rare securities features. This will be informative about new risks or transfers of risk in the market. They can also anticipate that expanded use of an innovation by states and high-volume issuers will be followed by adoption of the innovations by smaller, less sophisticated issuers in subsequent years. Originality/value This paper is the first attempt to empirically analyze the extent of financial innovation in municipal securities. Existing public finance literature has proposed definitions of financial innovation, qualitatively documented some specific innovations and empirically analyzed others. However, no previous study has empirically analyzed the entire municipal securities market for all possible innovations.

Dada à importância dos Conselhos Municipais de Políticas Públicas como forma de institucionalizar a democracia participativa no Brasil contemporâneo, sendo utilizados como uma importante ferramenta na Gestão Pública a fim de uma eficaz alocação de recursos públicos, é de grande importância conhecer o perfil dos conselheiros municipais, enquanto sujeito ativo do Controle Social. A metodologia utilizada foi a descritiva que segundo VERGARA (2007, p.46) diz que a pesquisa descritiva expõe características de determinada população ou de determinado fenômeno. A pesquisa foi realizada no município de campo alegre - al, onde existe dez Conselhos Municipais, e como forma de delimitar a pesquisa foram utilizados como fonte de coleta de dados quatro Conselhos Municipais (Conselho Municipal da Saúde – CMS, Conselho Municipal de Educação – CME, Conselho Municipal de Assistência Social - CMAS e Conselho Municipal da Alimentação Escolar – CAE). A pesquisa revelou o perfil de gênero, idade, formação acadêmica, representatividade e concepções a cerca do significado que o Controle Social tem para os conselheiros. A principal contribuição deste trabalho é descrever o perfil dos que exercem o Controle Social no âmbito municipal.

Background: There is a need for qualitative studies on imposed innovation in home care services in welfare societies. The municipalities are key actors in the field of innovation in the public sector. As innovations often are interpreted to be in conflict with values in health care, we need knowledge on how policy changes and imposed innovations are understood and handled by middle managers working in the sector. Aim: We aim to explore how middle managers react to imposed innovation in health services through their storytelling. The research question was “What can middle managers' stories of imposed innovation tell us about their role in, and some important prerequisites for, innovation processes in municipal health-care services?” Methods: A narrative study of experiences with municipal innovation among middle managers in Norway. In this article, we do a thematic analysis of interviews with seven female middle managers who work in a home care service department. Findings: The study develops an understanding of which frameworks are required within a home care service to meet constant demands for innovation. Innovations are understood by the managers as results of policy changes and new public management demands and as a troublesome burden. We find the prerequisites for implementing innovations to be (1) trust-based management, (2) flexibility and dynamics, (3) continuity of care, and (4) emphasis on competence. These prerequisites are further interpreted in relation to dominant discourses on innovation at the macro, meso, and micro levels within the storytelling contexts. Conclusion: Imposed innovations require a negotiating practice in cross-disciplinary environments at all levels in the organization.

El municipio de Los Palacios ha enfrentado desafíos significativos en términos de desarrollo económico y gestión de recursos, lo cual ha exigido una revisión profunda de su enfoque hacia la autonomía municipal y la sostenibilidad. En respuesta a estos desafíos, el objetivo de este artículo es analizar cómo la implementación de una gestión basada en la ciencia y la innovación puede transformar la gestión pública local y promover el desarrollo sostenible. Para ello, se adoptó una metodología cualitativa que incluye el análisis de documentos y estudios de caso específicos dentro del municipio. Los resultados indican que la adopción de prácticas innovadoras y el fortalecimiento de la cultura organizacional han mejorado significativamente la eficiencia de los procesos municipales y la calidad de vida de los ciudadanos. La conclusión más relevante es que una gestión pública local efectiva, apoyada en la ciencia y la innovación, no solo optimiza recursos, sino que también fomenta una mayor participación ciudadana y una planificación estratégica más efectiva, elementos clave para el desarrollo local sostenible.

Public-sector innovation and entrepreneurship usually refer to policies undertaken by public administrations or driven by urban regimes in view of furthering economic development. Some researchers study these processes from a management perspective; others critique them as vehicles of neoliberalization. However, scant attention has been paid to everyday technical and service innovation undertaken by municipal departments and employees. Although this innovation is usually not driven by markets, municipalities’ small size and geographic rootedness suggest it can be apprehended using concepts from firm-level studies. Our study of a municipal innovation competition in Quebec provides examples of everyday municipal innovation. We find that municipalities’ internal capacity determines their innovativeness, that learning occurs, and that the motivation and evaluation of everyday municipal innovation are not market-based. This calls into question the appropriation of the term urban entrepreneurship by urban political economists and invites students of cities to examine municipal entrepreneurial processes more closely.

In 2022, under the dual influence of the COVID-19 and the international situation, China's economic development pressure will continue to rise. China has always regarded "innovation" as the core of its national development strategy. With the implementation of Wenzhou's strategy of creating "two healthy" pilot areas in the new era, Wenzhou has put forward many innovative policies. This research intends to collect the innovation policy texts issued by Wenzhou in the past, analyze the characteristics and direction of innovation policy formulation in Wenzhou through word frequency statistical analysis and word cloud map construction, and draw conclusions. The research found that the main direction of innovation policy formulation in Wenzhou is to use innovation to promote Wenzhou's industrial transformation and upgrading and high-quality economic development, including Zhejiang manufacturing, digitization, intelligence, independent innovation and other keywords. Furthermore, Wenzhou Municipal Government can improve the design concept and method of innovation policy from four aspects.

The sustainability of urban surfaces can be enhanced by introducing innovations. An ex-ante assessment of the potential sustainability impacts of innovations in urban areas can provide decision-makers with valuable recommendations for their selection before implementation. This knowledge helps to make the innovation more future-proof. Although a first methodological approach for such an assessment is available, there is no readily applicable set of indicators. Hence, this article proposes a holistic sustainability impact assessment method tailored to the management of urban surfaces and their innovations. For the development of the method, a Sustainable Development Goal (SDG)-based, top-down approach is adopted. The proposed assessment method makes it possible to identify an innovation’s potential contribution to the achievement of the SDGs before its introduction. In this article, the assessment method is tested by evaluating the sustainability impacts of weed-suppressing joint filling sand on a walkway in a municipal cemetery in Southern Germany. The case study shows that a mixed impact of the innovation in the three dimensions of sustainability could be expected within the system boundary. It highlights the need for innovation optimization, mainly in the economic dimension. As a result, the introduced method can support the innovation process of urban surfaces for sustainable municipal development.

Improving the regional innovation system and developing new organizational innovations to continuously enhance regional innovation capabilities are key measures for building a regional innovation hub and achieving high-quality economic development. This study first theoretically elucidates the impact mechanism of enterprise innovation agglomeration and government policy uncertainty on regional innovation capability, and thus clarifies such impact on regional organizational innovation. Based on urban panel data, this article empirically analyzes their impact on regional innovation. Based on the research results, the agglomeration of manufacturing industry in cities can significantly improve regional innovation capabilities. The policy uncertainty brought about by the mobility of municipal party secretaries has a restraining effect on the enhancement of regional innovation capabilities. The higher the degree of marketization in a city, the more significant the role of manufacturing agglomeration in enhancing regional innovation capabilities, thereby weakening the inhibitory effect of policies.

The study provides insights into how rural municipalities approach social innovation as a way of addressing current societal challenges. A survey and interviews among public servants in 14 municipalities in Sweden’s northernmost and largest region – Norrbotten – show that they perceive social innovation as pivotal in improving the supply and quality of public services. However, the presence of terminologies, cultures, structures and cooperation for promoting social innovation varies among the municipalities. The increased promotion of social innovation among public authorities at regional and national levels in Sweden, and at international level in Europe and beyond, is thus only reflected to some extent in these municipalities. The findings indicate that this variation might be related to their rural challenges and conditions, which restrict their economic and human resources for promotion of social innovation in relation to declining and ageing populations, limited and decreasing tax bases, and persistent labour shortages.

Service delivery protests in the recent past demonstrate the dire state of local government in South Africa. The absence of public sector innovation can be linked to service delivery backlogs hence embracing digital innovations (Internet of Things (IoT), Big data and analytics, cloud, Biometrics, computers, mobile applications, 3D machines) in the Fourth Industrial Revolution (4IR) is strategic for enhancing municipal service provision and uplifting the living standards of citizens in communities. The study utilised an explorative qualitative case study design premised on an extensive literature and document review analysis to examine the barriers facing the City of Tshwane from adopting digital innovations in the 4IR. The analysis of documents revealed digital hesitancy, leadership void, lack of innovative research culture, weak municipal preparedness, and digital divide in adopting digital innovations are barriers to digital innovation adoption to enhance service delivery. The paper observes further the lack of systematic and evaluative studies to inform public sector innovation, or growth in digital innovations often led to implementation challenges in the City of Tshwane. Conclusions drawn for the article revealed that adopting digital innovations can be the panacea to accelerating urban service delivery in the City of Tshwane; hence institutional readiness, improved revenue streams, including a stable regulatory and policy environment, are imperatives in achieving a digitalised local government in the 4IR.

Local knowledge helps generate social innovations. Universities, which are part of the territorial innovation system, are important in creating innovations, but their role in diffusing social innovations is less well known. The social policies established in Ecuador have given rise to different social innovations. In particular, the metropolitan district of Quito, based on the metropolitan development plan from 2012 to 2022, has generated a process of social innovations of great interest. Local universities usually participate in the training process of the agents involved in the development of social innovation. In a complementary way, local universities can facilitate cooperation between these agents. Both are essential elements in the diffusion of innovation. This paper analyzes the importance of collaboration with universities to disseminate social innovations in the Metropolitan District of Quito, using a series of interviews. The results indicate that the lack of collaboration with the universities and the limited knowledge that exists in them hampered the practical development of the plan and its effectiveness.

The interview covered topics related to social management systemic and institutional innovations in Beijing, including resolution of acute local-level issues; “pivotal” social organizations; social worker team building; party building in the social field; network-style social service management; and management of foreign NGOs.

This study aimed to identify and interpret the municipal public managers in the use of the electronic portal of the State of Rio Grande do Sul. Thus, the applied and quantitative research was carried out with 62 municipal managers from the municipalities of Rio Grande do Sul. As a result, it was observed that the electronic portal is seen as process innovation, which minimizes public administration and user spending, and enables process improvements for the citizen. It was also observed that the variables were grouped into three factors: technology, processes and interaction, with no variance between the groups by mesoregions. Finally, it was observed that there is a moderate positive correlation between Technology and Processes, Technology and Interaction, and Processes and Interaction.

ResumoNos últimos anos vários municípios tiveram grandes dificuldades para realização de investimentos e até mesmo manutenção dos serviços públicos para atendimento à população. São grandes os desafios para os gestores municipais, que envolve principalmente uma boa política fiscal para evitar desequilíbrios entre os valores arrecadados e gastos. São muitas as despesas (pessoal, manutenção e outros) e dificilmente essas conseguem ser reduzidas e, temos ainda a impossibilidade de aumento dos tributos existentes ou até mesmo a criação de novos tributos, considerando que já temos uma alta carga tributária em nosso país, uma grande rejeição por parte da população e a falta de previsão legal em nossa constituição. Falasse muito em reformas, como a administrativa e tributária, inclusive com modificações no pacto federativo e distribuição de receitas aos municípios, mas não se tem muito tempo e uma das saídas para aumento da arrecadação está na busca por empresas prestadoras de serviços, com o aumento dos valores do ISSQN; na otimização e cobrança do IPTU por meio de atualizações na legislação e no ITBI, todos tributos de competência municipal, que de forma rápida entra nos cofres públicos municipais. AbstractIn recent years, several municipalities have had great difficulties in making investments and even maintaining public services to serve the population. The challenges for municipal managers are great, which mainly involves a good fiscal policy to avoid imbalances between the amounts collected and spent. There are many expenses (personnel, maintenance and others) and they can hardly be reduced and we still have the impossibility of increasing existing taxes or even creating new taxes, considering that we already have a high tax burden in our country, a great rejection by the population and the lack of legal provision in our constitution. There was a lot of talk about reforms, such as administrative and tax, including changes in the federative pact and distribution of revenues to municipalities, but there is not much time and one of the ways to increase revenue is the search for service providers, with the increase of the ISSQN values; in the optimization and collection of IPTU through updates to the legislation and ITBI, all taxes under municipal jurisdiction, which quickly enter the municipal public coffers. The article examines the problems associated with the effective application of methods of state regulation of innovation and investment activity in the municipal entity and proposes measures to ensure comprehensive socio-economic development of the city. In the course of the study, modern trends were identified and the current state of innovative activity was characterized, in particular, directions for the effective use of the financial and investment reserve of off-budget sources for the implementation of the investment policy of the municipal entity were substantiated, proposals aimed at increasing the financial potential in the system of measures to create a favorable investment climate were developed and substantiated. With regard to the new political and economic realities, it is necessary to revise the institutional foundations of state regulation of investment activities in the municipal entity. To solve these challenges, the authors offer a set of recommendations, which include priority areas of investment activity, principles of financial potential formation. We focused special attention on the non-budgetary component of the formation of the financial potential of municipal entities. A set of recommendations has been developed regarding the involvement of population savings, financial market resources, foreign investments, extrabudgetary funds, and bank loans in the investment process. A set of interrelated institutional, organizational and informational measures is presented, aimed at creating a favorable investment climate in municipal entities, including well-founded innovations in investment tax benefits, subsidizing the interest rate on investment loans, municipal procurement systems, investment insurance, which will create additional incentives for the use of the territory's financial and investment reserve.

The industrial symbiosis (IS) landscape is evolving rapidly. While previous studies have argued for the importance of municipalities participating in the governing of IS, research on the implications of different forms of municipal organization is still lacking. This paper aims to investigate how municipal administration and municipally-owned corporations, as two forms of organization, impact the governing of IS in the water and sewage sector. This is explored in relation to the Swedish municipality Simrishamn, which recently underwent changes in the form of organization. Results show that municipal administration contributes to a more inclusive process where many actors can influence and bring ideas and perspectives on how to develop an IS. The risk, however, is that other issues within the municipality are seen as more pressing and, therefore, get prioritized before IS. In corporate form, the development of IS becomes more business-like as the focus is kept on core business. Technology development is strengthened as skills and competencies are promoted through the expertise of the employees. Drawbacks include processes becoming less transparent and political goals, such as citizen welfare not receiving the same level of priority as within municipal administration. There is also a risk that fewer perspectives are included in the process of developing IS, which may inhibit innovation, even if the results also indicate that an increased business focus of the corporate form strengthens the innovation capacity.

Problem setting. This article is devoted to the study of the problems of formation and implementation of municipal legal policy. The innovative component of municipal legal policy is studied in relation to the essence of this political and legal phenomenon, as well as the elemental composition of this direction of legal policy. Attention is drawn to the tools and means of the municipal legal policy, in particular, those that are innovation-oriented. It is about the fact that municipal legal policy includes goal-oriented and coordinated activities of state authorities, local self-government bodies and officials, civil society institutions, territorial communities and individual citizens, which is carried out with a common goal and within the rules and orders prescribed by current legislative acts, and ultimately, orients society to the optimization of municipal legal regulation. Analysis of recent researches and publications. The issues related to the formation of the main directions and problems of implementation of municipal and municipal legal policy are poorly understood. At the same time, issues related to the formation of the State’s legal policy have repeatedly become the center of scientific discussions. Thus, issues related to the formation and implementation of the State legal policy were the focus of attention of such scholars as V. I. Andriyash, N. A. Zheleznyak, O. V. Skrypniuk, D. O. Tikhomirova, and others. Scientific research on certain aspects of municipal legal policy includes the works of O. Akhmerov, O. Batanov, V. Popovych, R. Hwan and others. Purpose of research is to study the main issues related to the formation and implementation of municipal legal policy, to highlight the innovative component of modern municipal legal policy, and also to clarify the role of local selfgovernment in the formation and implementation of innovation-oriented municipal legal policy in Ukraine. Article’s main body. It is established that despite the fact that the state still remains the leading actor in the field of municipal legal policy formation, local self-government bodies are increasingly integrated into the process of municipal legal policy formation and implementation on the local level. After all, the provision of the proper conditions aimed, first of all, at improving the process of formation and implementation of municipal legal policy, depends to a greater extend on the initiative and responsible territorial community, as well as on the local self-government bodies and officials, acting within the limits of the Constitution and laws of Ukraine, adapting decisions on local conditions and needs. The main problems of the path of post-war renovation of territories are identified, the importance of understanding the role of not only the state, but also regions in the process of post-war reconstruction and renovation of the territories, regions and the state as a whole is emphasized. Attention is drawn for the need of a radical revision of approaches of understanding, problems of the formation and implementation of municipal legal policy in Ukraine, taking into account objective factors and conditions. During martial law in Ukraine, it is impossible to meet all the conditions necessary for the comprehensive and consistent implementation of innovation-oriented municipal legal policy. At the same time, the creation of an infrastructural, resource, organizational and legal basis for the post-war successive implementation of the steps of innovation-oriented municipal legal policy is carried out mainly or thanks to the processes of municipal management, which is carried out, in particular, through the institution of local self-government. Conclusions and prospects for the development. Thus, despite the leading role of the state in the formation and implementation of municipal legal policy, the role and importance of local self-government in this process should not be underestimated. Today, local self-government acquires the status of one of the key agents in the formation and implementation of innovation-oriented municipal legal policy during martial law, as well as in the period of post-war reconstruction. The tasks of information and economic interaction of economic entities participating in the innovation process on any territory are formulated and implemented within the boundaries of the regional innovation system (RIS), which is a relatively independent element of a single national (federal) innovation system. Hence, a regional innovation system should be considered as a subsystem of a common – national system, integrated into a single innovation space. In turn, the regional innovation system also consists of three elements (micro-systems) – state, municipal and market. Each of these subsystems at the local level of management includes state and municipal, as well as private (market) commercial and non-commercial economic entities. The development of relevant innovation policies in each region requires an analysis of the state of the innovative environment also on the basis of the general theoretical principles of systemality, complexity, normality, continuity, program-oriented orientation, adaptability and quantitative measurability. The article reveals the features of the functioning of regional innovation systems, describes the indicators and features that determine the specifics of each regional innovation system, considers the main methodological approaches and the corresponding general, special and private theoretical principles of the formation and functioning of regional innovation systems, reveals the essence and possibility of applying general theoretical principles and indicators of state statistical reporting to analyze the innovative position of regions.

Government intervention is an important factor which restricts the development of municipal bond market in China. Based on the revenue bond innovation pilot policy implemented by the Ministry of Finance in 2017, this paper uses municipal bond trading data of Chinese inter-bank bond market from May 2017 to June 2018 and the two-stage least squares method to study the impact of government intervention on the liquidity premium of municipal bonds. The results of the empirical research show: (1) The liquidity risk of municipal bonds is a factor that affects the yield spread, and the marginal impact of liquidity risk on the yield spread is about 4.6 basis points. (2) After the implementation of the revenue bond innovation pilot policy, the reduction of local government intervention significantly reduced the liquidity premium level of municipal bonds. Based on the above conclusions, we propose policy recommendations for the development of the municipal bond market in the short and long term.

The study aims to analyse the innovative behaviour of small and medium-sized enterprises of an industrial region, assess the funding of innovation activities, and identify factors that determine the innovation policy of small and medium-sized firms. Additionally, the paper suggests how state and municipal authorities can stimulate the innovative development of small and medium-sized enterprises. The initial data were the results of a survey of representatives of small and medium-sized enterprises in a Russian industrial region, which was conducted from May to September 2019 in the Sverdlovsk region. I interviewed 157 small and medium-sized enterprise managers in the Sverdlovsk region from various sectors of economic activity. The applied methods include in-depth interviews with managers, the statistical analysis method, and the logical systematic approach. The conducted research allowed identifying the features of the innovative behaviour of small and medium-sized firms in the Sverdlovsk region. Based on the analysis of the reasons for the low innovation activity of small and medium-sized enterprises, I developed recommendations for its improvement in the Sverdlovsk region. To solve the problem of low innovation activity in an industrial region, it is necessary for state and municipal authorities to stimulate innovative behaviour of small and medium-sized firms. Managers of small and medium-sized enterprises can use the obtained results to increase their activity. State and municipal authorities can apply the findings to develop programmes stimulating innovative behaviour of small and medium-sized enterprises.

The purpose of this work if to offer a model of the assessment of innovation effectiveness. Innovation activity is a basic component of the innovation potential and is a tool and mechanism for the innovation economy. The authors propose a holistic model for assessing the effectiveness of innovation from several points of view. The methodological approach to determining the effectiveness of innovations involves comparing the results of innovation activities with innovative expenditures that provided this result. This allows taking into account the synergistic effect expressed in improving the economic efficiency and effectiveness of activities. When assessing innovation efficiency, it is necessary to consider not only the design criteria for evaluating investment projects, but also the assessment of the degree of influence of the results of innovation activity on the development of production. The obtained results can be used when forming the project measures by the federal and regional municipal authorities to increase the efficiency of the managerial impact on regional processes. These elements allow forming the set of instruments that increases the efficiency of the managerial impact.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

This paper aims to investigate innovation capacity mechanisms at a municipal level, through a comparative case study of public sector innovation labs from Boston (US) and Cluj-Napoca (Romania). We employed a qualitative approach, using as a primary tool the OECD framework for assessing the capacity of cities to innovate, and secondarily, a taxonomy of behavioral change strategies. We showed that, despite differences rooted in culture and institutions, innovation labs support the determinants of urban innovation capacity. However, the intensity of their support varies significantly, depending on organizational arrangements and the chosen methodological approach. Accepting this limitation may be an important step in re-configurating innovation labs and in moving towards a clearer agenda on sustainable urban innovation.

Payment for municipal services in South Africa, especially in the North West province, has been a contentious issue as consumer debt keeps on escalating despite the managerial measures taken by municipal role-players to stop debt accruals. The purpose of this study was to identify the factors that could enhance payment compliance for municipal services, as well as to propose a payment culture framework for municipal services. Residents living within the municipal areas in the four district municipalities of the North West province, municipal role-players, councilors, as well as traditional leaders were involved in this study. Data were collected using a structured questionnaire and were analysed using SPSS. Findings obtained from the study indicate vast opportunities for municipalities to strategically enhance payment compliance. It was discovered that fiscal exchange is the most influential factor to induce residents’ inclination to pay for municipal services. Other factors identified to influence payment compliance include deterrence messages, social influence, payment education, budget transparency, service administration, traditional leadership, communication dynamics and adoption of emerging innovation options. Findings also indicate a lack of collaboration between municipal role-players and politicians resulting in administrative versus political dichotomy. The study recommended that municipalities should provide adequate services to residents and initiate payment enforcement measures, communication dynamics, emerging sustaining innovation options, effective collaborations, as well as encouraging traditional leadership to facilitate payment compliance for municipal services in the North West province.

Three hypotheses justify service delivery crisis in South Africa. Post-apartheid laws and strategies don’t enable service delivery in local governments. Secondly, there is detachment between laws and strategies and leadership for their implementation. The government does not also promote entrepreneurship in local governments preventing innovation, creativity and competitiveness thus hindering service delivery. This paper supports municipal entrepreneurship as an ideal strategy to facilitate service delivery in local governments through three main considerations. Firstly, laws and strategies developed to facilitate service delivery should be implemented by competent municipal entrepreneurs. Innovation, creativity and competitiveness should be emphasised as the golden rule in managing local governments. Importantly, Citizen Charters should complement municipal entrepreneurship to facilitate standardised service delivery systems that meet people’s expectations

Studies on the digital transformation of organizational services have clearly revealed its effectiveness. However, the link between the management of the digitization of functions, citizen mobilization and social innovation is little investigated. Even research on the effectiveness of the management of the digitalization of municipal services is almost non-existent. To shed light on this gray area, research with municipal councillors and heads of departments of municipalities in Chad was conducted. The hybrid approach has been deployed. She facilitated the production of data through 15 semi-structured interviews and 210 surveys per survey. The approach of deconstructing the management of the digitalization of services into three constructs (management of the appropriation of social media, management of the operationalization of digital platforms and management of organizational agility) was used. The results showed that the management of social media appropriation and organizational agility promote the emergence and structuring of the dynamics of citizen collective intelligence. Then, the management of the operationalization of digital platforms is a real lever for the adaptation and resistance of the social innovation system. While the dynamics of collective intelligence increase the resilience of the social innovation system. However, the management of organizational agility has little significant contribution to citizen mobilization. This concerns the management of collective citizen intelligence, considered as a factor in the pooling of know-how which generates performance in social entrepreneurial innovation. The article can be useful to municipal councillors and department heads who will use it to improve citizen mobilization practices. While the government and its partners will find new directions to build the capacity of municipal services so that they are able to develop social innovation projects.

The purpose of the study was to ascertain the effects of innovation types and environmental antecedents on performance outcomes of Metropolitan, Municipal and District Assemblies in Ashanti region, Ghana. Specifically, the study measures the mediating effects of environmental antecedents on the performance outcomes of the MMDAs. A total of 280 responses received from interested workers of the MMDAs were used for the study. As a result of the Covid-19 and its related restrictions, the questionnaire was developed using Google forms. Data were collected through social media and the responses received were screened and used for the analysis. The questionnaire was based on measurement scales for the key variables (innovation types, environmental antecedent, performance outcomes) understudy. SPSS and Sobel Test were used to estimate the mediation effect. The study results revealed that there is a significant but negative relationship between innovation types and performance outcomes at the MMDAs. Similarly, a significant and positive relationship was found between environmental antecedent and performance outcomes of the MMDs. Again, the results showed that there is a relationship between innovation types and performance outcomes of the MMDAs. Finally, the results showed that environmental antecedents mediate the relationship between innovation types and performance outcomes of the MMDAs. Based on the findings, the study recommends that managers of the MMDAs should continue to monitor and control the various environmental (public demands, political demand, regulatory frameworks, competition) forces within the public sector in order to realize the full potential of innovation and its role in facilitating performance outcome. Also, the MMDAs should embrace the innovation types (process innovation, process innovation, governance innovation, and conceptual innovation) in order to achieve higher performance outcomes (effectiveness, efficiency, citizen involvement and participation and customer satisfaction).

Diversity pedagogy and inclusive education – understood as the integration of the representatives of heterogeneous groups into the educational community – is as an example of a very up-to-date, socially important innovation, which requires serious, systematic approach to its generation and diffusion. The paper shows that successful implementation of such innovation depends not only on what part of the population considers it to be socially useful, but also on the consistent and, in the long term perspective, logical steps taken to implement and disseminate the innovation. Such consistency can be accomplished most effectively within the framework of the strategic plan of innovation implementation.

The aim of the study is to explore the role of public welfare services expressed in the Swedish government’s innovation policy. The focus is on municipal and county services, such as education and health care. The study is based on an analysis of 55 documents produced by the government and its agencies. Although innovation policy is a major issue in Sweden, and Sweden has a large public sector, research on innovation within this field is very limited. The results show that the municipality and county services are visible in innovation policy when they are a driving force for innovation in the private sector. This applies especially when public procurement becomes a vehicle for business innovation. Innovation is not used as a concept representing radical change and general progress of the public sector as such. When municipal welfare services become visible in the studied documents, there are often references to a need for efficiency improvements and for procurement leading to innovation. For the public sector, including local welfare services, no coherent innovation policy is present, but this study found elements that could become part of an innovation policy. Policy development is important for the future, considering the public sector ́s role in the important and increasing service sector and in the society as a whole.

Resumen
As a result of a scientific study of the theoretical aspects of innovation, a strategic approach to innovation in an industrial corporation has been developed, based on the principle of humanizing innovation, which in modern reading should correspond to the principle of developing only those technical innovations that are focused on modernizing production and the social sphere, ensuring better working conditions, improving economic standards and quality of life. In addition, modern innovations must necessarily have the task of reducing the environmental burden, especially in places with maximum population density and in nature reserves. Based on the identification of the most important problems and restraining factors, the determination of promising directions for the innovative development of new electrification, as well as the analysis of the general economic, current and forecast financial characteristics of the area under study, the assessment of the market for electric filling stations, electrical equipment and activities for the provision of relevant services, an investment project was proposed to form a network of electric filling and repair stations and specialized infrastructure for the purpose of electrification of municipal transport.

Resumen
This study observes the roles of the different actors involved in the processes of innovation. The theoretical framework on which this study is based deals mainly with the idea of collaborative innovation. This is a case study of eight Finnish municipalities (Hattula, Hollola, Hämeenlinna, Kuusamo, Pudasjärvi, Raahe, Rovaniemi and Salo) and their innovation processes. The research question is: how did collaboration occur between the diverse actors during the observed development processes? The main data of this article emanates from the workshops held in these eight municipalities. Four groups of actors emerge in the empirical analysis: key actors, actors within the municipal organization, actors within the municipality and actors outside the municipality. The roles of promoters, coordinators and leaders of innovation processes and municipal management were highlighted. These key actors have the opportunities to promote and organize collaboration in the innovation processes. Collaborative practices in innovation processes are seen, as an important aim and the importance of including different stakeholders is quite widely understood. However, it seems that a systematic approach towards collaboration in these processes is lacking and in some cases the instruments for collaboration might be lacking.

Resumen
Digital innovation has become an important catalyst in the transformation of public services in Indonesia, especially at the local government level. The application of digital technology can increase transparency, accountability, and responsiveness of the government to the needs of the community. However, challenges such as infrastructure gaps and bureaucratic resistance are still major obstacles in this process. This study aims to explore the impact of digital innovation on the quality of public services in local governments. The study was conducted using a qualitative approach, using thematic analysis of data obtained from various relevant sources. The results of the study indicate that digital innovation significantly improves the quality of public services by accelerating the administrative process and increasing transparency and accountability. Digital technology also enables local governments to be more responsive to community needs and encourages public participation in decision-making. However, the success of digital transformation is highly dependent on leadership commitment, technological infrastructure development, and increased human resource capacity. Challenges such as technological gaps between regions and bureaucratic resistance need to be overcome so that digital innovation can be implemented effectively. With the right strategy, digital innovation has great potential to increase efficiency and public trust in government in Indonesia.
