Resumen
The purpose of the article is to show the necessity of developing program-oriented municipal budgets. The view of different authors on the subject is presented, as well as good practices of other countries. The existing practice of developing strategic documents and budgets in Bulgarian municipalities is described. A sociological survey was made of the opinion of business organizations as partners of local authorities, regarding their participation in the budget process and in the development of strategic documents for the development of municipalities. The results show a rather skeptical attitude towards the possibilities of business organizations to influence local policies and the development of budgets. A proposal is made in the national legislation and in the local normative base of the municipalities to establish the requirement for coordination of the strategies, plans and programs developed at the municipal level with the annual budgets. Program budgeting at the municipal level is not only possible, but also imperative, due to its efficiency, transparency, opportunity for wider citizen participation in the budget process and in the development and implementation of local policies.

The article considers the experience of citizens' involvement in municipal governance on the example of those regions of the Russian Federation, where the practices of budget initiation are implemented. Index of public participation for such regions is defined; qualitative and organizational aspects of citizen participation in governance at the municipal level are defined; the main tools of communication between citizens and authorities are analyzed. Despite the widespread availability of both online and offline tools for citizen participation in municipal government, civic engagement remains low, which is explained by the insufficient level of communication between municipal authorities and citizens.

This paper analyzes the evolution of citizen participation in the preparation of municipal budgets in Madrid, as well as the role of public communication in the process. To this end, the three years in which citizen collaboration has been requested (2016, 2017 and 2018), have been compiled, and after analyzing the data, it has been concluded that there is growing interest by citizens in these participation mechanisms, although the figures are still quite small. Moreover, it has been shown that these organized groups play an important role in presenting proposals. Finally, it has been determined that participation requires a previous process of deliberation and a certain degree of expert knowledge in order for the results to be viable and sustainable, not only desirable.

Resumen: Hoy día, casi con total seguridad, nadie ponga en duda la necesaria complementariedad entre los dos conceptos centrales de este artículo: participación social y desarrollo local. Aunque no siempre ha sido así, desde las nuevas directivas europeas y después de más de veinte años de los planes estratégicos de desarrollo regional, la articulación entre la participación social y el desarrollo de los programas municipales para la mejora de las condiciones de vida de sus ciudadanos, ahora podemos decir que es evidente. A través de un recorrido por las normas de referencias, nuestro objetivo es realizar un análisis documental de las políticas más significativas en el ámbito europeo y español, centrándonos en las potencialidades que la estrategia de participación tiene para el desarrollo local en general y, con especial hincapié, en el incremento de la democracia participativa y, por ende, en la ampliación de la participación de los actores sociales en la toma de decisiones de los planes necesarios para resolver sus demandas. Para realizar este análisis específico, nos hemos centrado en los presupuestos participativos, sistematizando nuestra propia experiencia investigadora (2012-2018), concluyendo que los procesos de dinamización son necesarios para conducir con éxito cualquier experiencia en torno a los presupuestos participativos. Abstract: Today, almost certainly, no one doubts the necessary complementarity between the two central concepts of this article: social participation and local development. Although this has not always been the case, since the new European directives and after more than twenty years of strategic regional development plans, the articulation between social participation and the development of municipal programs to improve the living conditions of their Citizens, we can now say that it is self-evident. Through a tour of the reference standards, our objective is to carry out a documentary analysis of the most significant policies in the European and Spanish sphere, focusing on the potentialities that the participation strategy has for local development in general and, especially emphasis, in the increase of participatory democracy and, therefore, in the expansion of the participation of social actors in the decision-making of the plans necessary to resolve their felt demands. To carry out this specific analysis, we will focus on participatory budgeting in one case, then systematize our own research experience (2012-2018). We have concluded that dynamization processes are necessary to successfully conduct any experience around participatory budgets. The purpose of the article is to substantiate the ecosystem approach as a basis for building a model of citizen participation in state and municipal governance, manifested in the laws of the Russian Federation, strategic planning documents, and other regulations, as well as in participatory practices of budget decisions. The ecosystem of citizen participation in governance is an urgent need for the modern stage of development of civil society and the entire complex of state–civil relations in Russia. The creation of such an ecosystem can increase the efficiency of state and municipal governance, include citizens and civil society institutions in the process of selecting priorities for the actions of public authorities, and reduce the protest potential caused by the lack of a comprehensive toolkit for citizen participation in governance. Among the first steps toward the formation of this ecosystem is the development of a federal law on public participation in governance. This law should become the basis for the inclusion in sectoral legislation of provisions governing relations between public authorities and citizens directly involved in decision-making on state and municipal governance issues. An important role in the deployment of the ecosystem is played by the development and implementation of a set of measures aimed at including the issues of citizen participation in the activities of state programs and national projects of the Russian Federation, implemented at all levels of public authority. The article also defines the basic principles of the development of the civic participation ecosystem.

Fiscal system incentivises local government officials to depend on central government’s transfers to fund their budgets. This paper examines whether district and municipal status local government officials exhibit the same spending behaviour when presented with central government’s transfers. The paper uses the panel data model to estimate the flypaper effect on district and municipal status local governments in the Central Region of Ghana from 2008 to 2015. The result shows differences in spending behaviour between district and municipal status local governments, where the flypaper effect is more pronounced on municipal status local governments (52.6%) than district status local governments (44.8%). Though municipal local governments are financially better in raising own-source revenues compared to the district local governments, the design of the fiscal system tends to make municipal local governments more reliant on central transfers than on expenditure of own-source revenues. This reduces interest in raising own-source revenue and its expenditure, a situation which has an adverse long-term impact on decentralisation in terms of citizen empowerment and participation. The study recommends an optimal level of central transfers which will serve the purpose of correcting vertical and horizontal imbalances, as in theory, and at the same time promote the ideals of decentralisation (citizen empowerment and participation).

In Ecuador, the participatory political design of the political party forming the government from 2007 to 2017, along with the constitution of 2018, created opportunities for citizen participation. Participatory budgeting (PB) is the most commonly used citizen participation mechanism. The direct participation of citizens is reflected in improving the governance by democratizing decision processes. The contribution of PB to the local management and governance of seven rural communities of the Ecuadorian Amazon was analyzed using a case study. Based on (1) the level of compliance with municipal planning through management indicators and, the amounts allocated to PB, (2) along with the level of citizen satisfaction, complementary perspectives (acquired through a survey) on the implementation of PB are provided. These sources of evidence allowed us to critically assess the effects of PB in the improvement of local management and governance. We found low levels of municipal planning compliance, i.e., a 20% (2017) and 43% (2018), high levels of citizen dissatisfaction (around 91%) and also a “disagreement” with the PB implementation process. Finally, it is observed that the implementation of the participatory budget in rural communities presents deficiencies that limit the obtaining of representative benefits and that imply an improvement in the governance and quality of life of the citizenry. This is mainly caused by the low interest of citizens to participate in the phases of execution and monitoring of projects, due to a low culture and participatory education.

Consultative participation of citizens in political decision-making processes has been increasing in order to facilitate democratic legitimacy and responsiveness. Consequently, participatory budgets have been established as a 'best practice' for consultative participation of citizens in political decision-making processes. The authors compare participatory budgets of 31 German municipalities. An analysis of differences between successfully and unsuccessfully rated participatory budgeting processes provides informative insights and allows for in-depth comparison on a municipal level. The authors show that external service providers and electronic participation channels significantly increase the number of participatory citizens and are positively connected with pursued objectives of dialog processes and public responsiveness as well as efficient and effective decisions. Furthermore, the acceptance of all participants proved to be a key factor for a successful public participation process. The authors' analysis opens up new starting points for further research.

The article is devoted to the actual issue – institutional analysis of initiative budgeting and territorial public selfgovernment, as well as the possibility of their integration. Over the past few years, a system of civil participation in budget decisions has been built in Russia, the regulatory framework of practices has been created, thousands of employees of state and local government bodies have been trained, project centers have appeared for ensuring development of initiative budgeting. Citizen participation in budget decisions can significantly accelerate the development of the lower level of local government. Initiative budgeting is an innovative instrument of public finance and at the same time a social technology allowing for the real involvement of citizens in the issues of state and municipal governance. Initiative budgeting development programs make it possible to transfer financing of projects aimed at solving local issues with the participation of citizens onto a systemic basis. The results and materials of this study can serve a foundation for theoretical understanding of the institutional development of public finances at the regional and local levels. At the same time, this practical area that was intensively developing in recent years requires deep institutional analysis.

The aim of the paper to examine the efficacy of community participation in land use planning and logically conceptualize it. Participation in the society is understood to be the advantage of a group of citizens to engage in matters that express their eventual growth. As a policy to increase community participation at the community level, the current democratic government has implemented comprehensive municipal planning. For the municipality, land use planning has many significances, especially in resolving human settlement debacles, fostering citizen engagement to decide needs and goals, and addressing the historical spatial inequality brought on by apartheid spatial planning. The execution of land use planning, however, has faced several obstacles, including weak cooperation in areas under the jurisdiction of conventional authorities, unlawful land possession and political intervention, among others. The study argues that if land use planning in South Africa can be well integrated and coordinated the spatial justice can be reached and imbalances of the past can be redressed efficaciously. Nonetheless, the study concludes that communities are also upset with their extent of engagement. Despite the many municipalities general success in achieving citizen engagement, there is already an incomplete backlog in civic interaction owing to unethical activities, budget constraints, lack of capacity and improper targeting.

This master`s thesis deals with the analysis of municipal budget in Jiřice since 2008 till 2015 and citizen participation in local government processes in general. The paper examines whether low citizen participation may decrease the benefits of decentralization processes. The work, according to the analysis of the municipal economy, concludes that some of the municipal documents have limited informational value, that it is complicated for citizens to understand the municipal economy, and finally that municipal economy in Jiřice is effective and observes public interests.

A existência de uma estrutura democrática imbuída de requisitos, de instituições e de leis é espaço para reflexão não somente sobre questões relacionadas ao poder do voto, mas as de cunho extra-eleitoral, que se revelam em democracia participativa. No BrasilaConstituição de 1988 avigorou o princípio participativo, interessando para este estudo o orçamento participativo, preconizado pela Lei Complementar n° 101/2000. O recorte para a presente pesquisa incide sobre a ação coletiva na fase de implementação de políticas públicas, quando da elaboração da Lei Orçamentária Anual, à luz da teoria de Elinor Ostrom. A estudiosa defende a necessidade de criação de incentivos para a cooperação e de mecanismos de decisão conjunta no trato do recurso comum, indicando às instituições características desejáveis, designadas de Princípios deDesign, os quais, quando presentes, levariam a resultados positivos de gestão de recursos comuns. O estudo assenta-se na problemática do orçamento público, no Município de Quatro Barras, estado do Paraná, Brasil. O objetivo geral é o de avaliar a ação coletiva na elaboração de orçamento público do município em comento a partir da edição da Lei de Responsabilidade – 2000 a 2016. Em termos de classificação da pesquisa, quanto à sua natureza, pode ser enquadrada como básica. No que compete à forma de abordar o problema, trata-se de uma pesquisa qualitativa. Assim, como principais resultados encontrados tem-seque a legislação trouxe a possibilidade (obrigatoriedade) de participação popular na elaboração do orçamento público municipal, e o arranjo institucional faz uso de mecanismos na tentativa de contemplar a legislação realizando audiências públicas, para as quais ocorre o chamado da população por intermédio da publicação em jornal oficial, de circulação diária, que contempla o local, o horário e a data em que ocorrerá a discussão das metas e prioridades para a Lei Orçamentária Anual. No entanto, o aporte teórico trazido indica que a ação coletiva no Município de Quatro Barras é uma pseudoparticipação e que a ausência do preenchimento das unidades de registro se traduz em ausência de ação coletiva.
The existence of a democratic structure within their own requirements, institutions and laws is a place for reflection not only on issues related with to the power of the popular vote, but also those out of election process at the democracy. After 1988 the Brazilian Constitution rised the people participation principle with participative budget, previewed by Complementary Law n. 101/2000. The following study focuses on collective action in the implementation phase of public policies at drafting the Annual Budget Law under the precepts of the Elinor Ostrom's theory. The author defends the need to create incentives for cooperation and joint decision-making mechanisms in the management of public resources, suggesting to the institutions the desirable characteristics called Design Principles which when present would lead to positive results of public resource management. This study is issued of the public budget in the Quatro Barras county, state of Paraná, Brazil. The general objective is to analyze the collective action to plan the public budget of the municipality following the edition of the Law of Responsibility - 2000 to 2016. In terms of the classification of the research its nature can be understood as basic. In what concerns about methodology and objective approach it is a qualitative research. Thus the main results found are that the legislation brought the possibility (obligatoriness) of popular participation in the county public budget planning. The institutional arrangement makes use of mechanisms in the attempt to contemplate the legislation doing public audiences for which it occurs the community call through notes at official newspaper of daily circulation, which mention the place, time and date in which the discussion of goals and priorities for the Annual Budget Law will occur. However, the theoretical contribution made indicates that the collective action in the Quatro Barras county is a false participation and that the absence of achievement of the registration units realize into an absence of collective action.

The master thesis focuses on citizen participation and how to support it with the application of ICT. Due to its recent publicity, blockchain and its features have been investigated and were related to the citizen participation domain. A qualitative research study has been conducted to explore the perceptions of citizens relating to blockchain. Based on those findings suggestions for improvement of citizen participation were provided. More specifically, a focus group interview has been conducted in the Swedish municipality of Växjö. Probes have been used to encourage the participants to follow unexpected thoughts to provide creative answers and to start a dialogue between the group and the researcher. The gathered data from the focus group interview was then analyzed with an iterative coding process. This process yielded a list of seven concepts which bundle the following aspects mentioned by the participants in the group interview: Accessibility, Flexibility and Responsiveness, Trust, Accountability vs Privacy, Adaption, Representation, and Collaboration. The concepts are referring to the use of blockchain in the context of citizen participation. They have been discussed later on, based on the contextual framework built on the topics ICT, blockchain, citizen participation, and soft systems methodology. A literature review was conducted to build this framework. The discussion summarizes how the citizens perceive blockchain and how it can support their participation within a municipality context. The perceptions include concerns relating to privacy, hopes of improved information infrastructures with open data formats, as well as that blockchain could modernize democracy. The forms of blockchain systems which could support citizen participation comprise aspects such as that it could lead to transparent and traceable investment flows for participative planning and controlling, as well as that it could help to identify bad players when collaborating with each other. In the last parts, issues of citizen empowerment are discussed as a result of the previous parts of the discussion about citizens' perceptions and the forms blockchain could have for them. This research aims to contribute to current research on citizen participation supported by ICT. It means to promote developments towards higher degrees of citizen power, by providing citizens' views on blockchain and the forms of participation it could support.

ENGLISH ABSTRACT: It is a reality that public participation processes in local government do not yield the outcomes that reveal a fully optimised process. Communication is the lifeblood of any development initiative (Swanepoel & De Beer, 1996:1) and is one way of breaking the isolation of people. By having the ability to communicate (i.e. to reach and to be reached) people can truly have a say in matters shaping their current and future reality. The objectives of this thesis were to explore the communication short falls hindering effective participation in local government, and also to provide a practical implementation framework aimed at guiding municipalities in communication with the view to enhance public participation. This was accomplished by way of a literature study and an analysis of the West Coast District (WCD) Communication and Participation Project (2003). In Chapter 1 the thesis topic was introduced and the background to the thesis, the research problem, the design and methodology, as well as the outline of the chapters was explained. In Chapter 2 the key concepts of this thesis were discussed and included sustainable. development, public participation and communication. This selection of concepts is justified by the argument that communication supports public participation, which will in turn promote sustainable development. A description of the WCD Project (2003) findings was provided in Chapter 3, which was followed by an analyses and interpretation of the WCD Project findings in Chapter 4. During the analyses a number of observations were made. Firstly, there is a distinct relationship between communication, public participation and sustainable development. Communication facilitates information sharing which supports informed decision-making during public participation. The latter in turn is vital in establishing sustainable development. Secondly, there should be distinguished between community communication and corporate communication. Dealing with the local community requires a unique approach to communication, which varies from the communication approach followed by the internal administration of the municipality. Thirdly, local communities should be consulted to identify and communicate their unique communication needs, issues and perspectives as they have unique knowledge of their own local challenges. These inputs from the community cause for powerful communication content and messages key to successful participation and to sustainable development. Fourthly, that the perceptions as expressed by community members, embody their unique and specific communication needs. By converting and translating community perceptions into community needs. positive motivation for public participation could be created. Based on the findings of the analyses and interpretation of the WCD Project findings, a communication framework aimed at enhancing participation was developed in Chapter 5. The framework focussed on guiding the implementation of communication and participation when embarking on development initiatives.

Die doelwitte van hierdie tesis was om die kommunikasie tekortkominge wat effektiewe deelname in plaaslike regering verhinder te ondersoek en ook om 'n praktiese implementeringsraamwerk wat daarop gemik is om munisipalitieite te lei rakende kommunikasie, met die oog daarop om openbare deelname te bevorder. Dit is bereik deur middel van 'n literatuurstudie en 'n analise van die Weskus Distrik (WD) Kommunikasie en Deelname Projek (2003). In Hoofstuk 1 was die tesis onderwerp bekend gestel en die agtergrond van die tesis, die navorsingsprobleem, die onderwerp sowel as die raamwerk van die hoofstukke is verduidelik. In Hoofstuk 2 is die sleutel konsepte van die tesis bespreek wat volhoudbare ontwikkeling, openbare deelname en kommunikasie ingesluit het. Hierdie seleksie van konsepte word geregverdig deur die argument dat kommunikasie openbare deelname stimuleer, wat beurtelings volhoudbare ontwikkeling sal bevorder. 'n Beskrywing van die WD Projek bevindinge (2003) is in Hoofstuk 3 verskaf, en word gevolg deur 'n analise en interpretasie van die WK Projek bevindinge in Hoofstuk 4. Gedurende die analise van die WD Projek bevindinge is 'n aantal waarnemings gemaak. Eerstens, is daar 'n betekenende verhouding tussen kommunikasie, openbare deelname en volhoudbare ontwikkeling. Kommunikasie fassiliteer die meedeel van informasie wat beurtelings ingeligde besluitneming tydens openbare deelname bevorder. Laasgenoemde is krities in die vestiging van volhoudbare ontwikkeling. Tweedens, moet daar 'n onderskeid getref word tussen gemeenskap kommunikasie en korporatiewe organisasie. Om met die gemeenskap te werk vereis 'n unieke benadering tot kommunikasie, wat verskil van die kommunikasie benadering wat gevolg word tydens munisipale administrasie. Derdens, plaaslike gemeenskappe behoort meer gekonsulteer te word om hul unieke kommunikasie behoeftes te identifiseer en te kan kommunikeer, omdat hulle kennis het van hul eie unieke plaaslike uitdagings. Hierdie insette van die gemeenskap dra by tot kragtige kommunikasie inhoud en boodskappe wat 'n sleutel rol speel in suksesvolle deelname en in volhoudbare ontwikkeling. Vierdens, dat die persepsies soos beskryf deur gemeenskap lede, hul unieke en spesifieke kommunikasie behoeftes vergestalt. Deur die gemeenskap persepsies om te skakel in gemeenskap behoeftes, sal positiewe motivering rakende openbare deelname geskep' kan word. Op grond van die bevindinge rakende die analise en interpretasie van die WK Projek bevindinge, is 'n kommunikasie raamwerk wat gemik is op die verbetering van deelname ontwikkel in Hoofstuk 5. Die raamwerk is ingestel daarop om leiding te gee rakende die implementering van kommunikasie en deelname.

Resumen
The threat of global warming calls for a major transformation of the energy system in the coming century. A positive and effective outcome of the development and implementation of municipal energy concepts relies heavily on public participation. Based on user research through qualitative interviews and an online questionnaire in Germany, this paper presents design implications regarding digital participatory technology for municipal energy concepts. The findings include reduction of barriers to enable participation, encouragement of discussion and debate, monitoring the progress and providing feedback. The proposed implications aim to increase public participation for municipal energy concepts and motivate citizens towards a more sustainable lifestyle. Further work is needed to validate if the design implications entirely fulfill their purpose.

Resumen
After 1994, the democratic South Africa passed a number of legislations in order to address the imbalances of the previous apartheid regime. The new South African government had a special mandate to provide appropriate services to all the citizens of the country. In 1995 the government formulated the White Paper on the Transformation of the Public Service. The aim was to transform the South African public service, which is the indication of the importance of service delivery, as the key machinery of the government to equalize service delivery to all citizens. In 1996, the Constitution of the Republic of South Africa anchored the Bill of Rights as the cornerstone of democracy that enshrines the rights of all people and affirms the democratic values of human dignity, equality and freedom. Chapter ten of the Constitution stipulates the basic values and principles governing public administration. The South African Government has developed a wide range of legislation that ensures that communities are consulted on a continuous basis with regard to how services need to be rendered. Communities have a right to be consulted and to give input into issues affecting them. Public consultation as envisaged in the South African legislation has, however, not yielded the desired results which is evident in the spate of service delivery protests over poor or non-service delivery. Section 152(1) (e) of the constitution stipulates amongst others, promotes involvement of communities and community organisations in the matters of local government. Section 73 of the Municipal Structures Act (no.117 of 1998) also requires municipalities to establish ward committees in a manner that seeks to enhance participatory democracy at the local level. The study therefore is to check that decision-makers at the Chris Hani Municipality understand the consequences of their decisions before they act and people affected get the opportunity to participate in designing their future.

This study is on coproduction as a governing policy instrument. Coproduction can be understood as the joint production of services by local officials and individual citizens intended to raise the quality and or amount of service provision. The concept of coproduction as developed in this study suggests that urban services are not simply created by officials and delivered to a passive public. Rather that actions of citizens are an integral part of the service production process. The study purposes are two-fold: (1) to construct a model of coproduction which provides a basis by which citizen involvement in the provision of public services can be fully understood and appreciated; and (2) to examine the usefulness of this model by using it to frame and guide evaluative research on a specific program which targets coproductive participation of citizens. The research examined efforts to implement a program to encourage recycling by residents in multifamily complexes in the City of Portland by involving the direct participation of the managers of the complexes. The research conducted in this study addressed both the inputs and outcomes of citizen involvement in coproduction. Findings of this research are suggestive of the potential importance of both inclusion and volition to furthering citizen involvement in the coproductive process. The level of citizen involvement in producing the programmatic outcomes was by most measures demonstrated to be very important. The results of the investigation in demonstrating the importance of involvement in coproduced programs in generating broader levels of community awareness and involvement, however, were not as conclusive. The model of coproduction developed in this study provides a potentially useful conceptualization of the process and outcomes of coproduction. The empirical investigation provides an assessment of the nature and strength of the relationship between citizen involvement and the coproductive process in the case of Portland's multifamily recycling program. Both the economic and civic considerations of coproduction which were specified and measured in the research contribute to a number of observations about coproduction as a policy instrument leading to several policy recommendations for programs which are built on citizen involvement.

Local government is a key point of service delivery and is the sphere where most people interface with government. A good relationship with communities at local government level is therefore critical. Ward committees were designed to improve the relationship between citizens and municipalities and to give effect to the constitutional obligations of municipalities, to provide democratic government and to involve citizens in the affairs of local government. The establishment of ward committees has been met with great enthusiasm by local communities, as a platform to engage with municipalities. National government and provincial governments were key drivers in this project , with support to municipalities in the establishment of ward committee. This endeavour was intended to facilitate better relationships and cooperation between council and its communities. This objective of this research study was to explore whether participatory democracy can be enhanced through a participatory monitoring and evaluation approach within the current ward committee system. The main research question was whether ward committees could be utilised as effective instruments for participatory monitoring and evaluation of municipal service? The sub-questions were: what is the theoretical and legal framework for ward committees; what was the status of ward committee in Knysna Municipality; what were the challenges of the ward committee system; is there a role for ward committees in participatory monitoring and evaluation; and were there recommendations for the involvement of ward committees in participatory, monitoring and evaluation and improvement of the efficacy of ward committees? The study arose out of continuous service delivery protests by communities because of the dissatisfaction with the state of municipal services. Secondly, various research studies have found that, despite national, provincial and local government support programmes for ward committees, the majority remain ineffective and inefficient, and the social distance between communities and municipalities is growing. The lack of communication and the non-responsiveness of municipalities were found to be some of the main causes for the ineffectiveness of ward committees. Key theorists suggest that some of these protests would not occur if effective monitoring and evaluation are institutionalised and communities are involved in monitoring and evaluation. A participatory approach for monitoring and evaluation was therefore examined within the local government legislative framework of South Africa. A qualitative research method was chosen, using a case study design. The case study design was chosen because such studies do not attempt to make any generalisations in term of the results or that it will be similar in another case study. This study was focussed on exploring and understanding the issue. Primary data was collected through interviews and focus groups with ward committee members, ward councillors and municipal officials. Key findings gave emphasis to challenges of lack of communication, non-responsiveness of municipalities and contestation from other community-based organisations that had a negative impact on the credibility and authority of ward committees. The effectiveness of the municipal performance management system as a monitoring and evaluation tool was also questioned in the findings. The significance or value of the study lies in the finding that willingness for participatory monitoring and evaluation exists as does the insight into the status of municipal performance management systems. Recommendations are made for delegating monitoring and evaluation functions to ward committees. Further investigations into modalities for participatory or result-based monitoring and evaluation, as well as the impact of financial and audit driven performance management system are recommended.

Public Participation is widely accepted as a way to strengthen the pillars of democratic and accountable governance. In South Africa, public participation is receiving prominence and increasing attention especially at local government level as this level is regarded as the sphere of government closest to the people. The new democratic government in South Africa regards public participation as a cornerstone of democracy. Ackerman (2004:448) asserts that the opening up of the core activities of the state to societal participation is one of the most effective ways to improve accountability and governance. Such accountability and involvement can be better achieved when communities are part of decision making processes in their communities. In South Africa, public participation was heralded by various pieces of legislations which obligated the public to participate and have a say in the decisions taken by their communities. Section 152 of the constitution: Constitution of the Republic of South Africa (Act No 108 of 1996) requires local authority to “encourage the involvement of local communities and community organizations in matters of local government” Informed by the broad principles of the Constitution, the White Paper on Local Government 1998 introduced the notion of developmental local government. According to this Paper, “developmental local government is defined as local government that is committed to working with citizens and groups within the community to find sustainable ways to meet their social, economic and material needs and improve the quality of their lives”. It is through the process of public participation that citizens are given the opportunity to provide input and partake in decision making on service delivery and governance matters of their municipalities. It is widely acknowledged that active public participation is evidence of deepened democracy and can assist municipalities in i) enhancing service delivery ii) making government and officials more effective and accountable and most importantly involve the communities in decisions affecting their lives and communities. By and large, community involvement through public participatory systems ensures that municipalities incorporate the developmental needs of the people. Theseneeds are expressed and consolidated in municipal integrated development plans. To realise the above, the White Paper on Local Government 1998 suggests that “municipalities should develop mechanisms to ensure citizen participation in policy initiation and formulation, and the 3 monitoring and evaluation of decision-making and implementation”. As outlined above various laws gave a new meaning and a legitimised mandate to the role of local communities in the development of their communities. Informed by the above, this study examines the extent to which public participation influences decision making within the IDP processes and by association its impact on service delivery. This study is premised on the widely accepted view that public participation is a process involving the community or the public to gather opinions, investigate the needs, desires and wishes of the local community and to ensure that they as the community are involved in the decision making processes of their municipality. The study is of the view that the IDP processes represent a structured vehicle to enable citizens and groups to influence decision making through institutionalised municipal participatory structures. By so doing, the public and the government form a pact/partnership to ensure that the needs and aspirations of the community receive priority in the IDP processes.

AbstractAvailability and sustainable management of the sewerage system are extremely important as sanitation infrastructure to achieve Sustainable Development Goal 6. Japan has become a depopulated society since 2010, and therefore sewerage systems in Japan will face difficulties because of the decrease in human resources, deterioration of the facilities, and limited budgets. Although innovative sanitation technologies to overcome these issues are strongly required, various barriers inhibit the development, implementation, and technology diffusion. The author and his research group have developed “dual dissolved oxygen control system in oxidation ditch process” through three-way university–industry–government partnerships. This chapter summarizes the history of the development, social acceptance, and expansion to other cities of the technology and analyzes the social integration and acceptance process. The key elements behind the success of this project are as follows: (1) enthusiasm of all stakeholders toward the shared goal, (2) win-win relationships among stakeholders and respect for each other, (3) research and development considering future applications and technology diffusion, (4) participation of local governments as important stakeholders, (5) agreement of the municipal parliament of Konan City, and (6) registration of the technology to “JS Innovation Program,” by Japan Sewage Works Agency.

AbstractThe goal of the final chapter was to summarize lessons about the worst and best practices, causes, and effects of (successful or unsuccessful) participatory budgeting, delivered by the country case studies included in this book. The information collected serves to check to what extent participatory budgeting as practiced in the countries involved presents a real attempt to change municipal budgets toward addressing the needs of marginalized groups and to improve decision-making based on local democracy and participation, or whether these processes as such are to be judged to be more important than any output and outcomes. All in all, the practices of PB as they evolved in European countries out of the innovative original as developed in Porto Alegre in the 1990s can be seen neither as a process of policy diffusion nor as a process of policy mimesis. The terminology of participatory budgeting remained, but the goals and tools to achieve the goals resulted only in marginal changes in the status quo in municipalities in European countries practicing participatory budgeting, instead of resulting in radical changes to increase spending in favor of marginalized groups. Participatory budgeting in selected European countries is far away from the level of “best practice” in which local democracy and participation are promoted. However, it is also not possible to conclude that all experiences are just “trivial pursuits”.

AbstractThis chapter describes the most prominent public management reform trajectories in German public administration over the past decades since unification. In the 1990s, the New Steering Model emerged as a German variant of the NPM. Since the mid-2000s, local governments in Germany have been subjected to a mandatory reform of their budgeting and accounting system known as the New Municipal Financial Management reforms. Both reforms have led to a substantial change in terms of internal decentralisation, customer orientation, transparency in resource use and the financial situation of administrative bodies. But the emerging reform patterns and their impacts have not replaced the dominance of a strong legalist culture with hierarchical, centralised control. However, in the course of the reforms, a citizen-customer perspective, more participation of citizens and limited application of new management instruments have been accommodated within the persisting bureaucratic system.

AbstractThe German administrative system is well known for its time-honoured subsidiarity principle regarding the delivery of social and welfare services, especially at the local level. The public (municipal) sector is only allowed to provide these welfare services if the civil society, welfare organisations and citizens’ initiatives are not able to do it on their own. Against this background, the co-production of public services is deeply rooted in the German administrative culture. However, in more recent times, often prompted by fiscal problems, but also triggered by an increasing demand for more citizen participation, the co-production of services and the involvement of multiple actors have gained increasing importance. Against this backdrop, the chapter outlines these shifts from ‘traditional’ modes of service delivery and decision-making to co-producing features and participatory elements. It also addresses some of the resulting key problems and pitfalls, such as accountability, transparency and legitimacy.

Consultative participation of citizens in political decision-making processes has been increasing in order to facilitate democratic legitimacy and responsiveness. Consequently, participatory budgets have been established as a 'best practice' for consultative participation of citizens in political decision-making processes. The authors compare participatory budgets of 31 German municipalities. An analysis of differences between successfully and unsuccessfully rated participatory budgeting processes provides informative insights and allows for in-depth comparison on a municipal level. The authors show that external service providers and electronic participation channels significantly increase the number of participatory citizens and are positively connected with pursued objectives of dialog processes and public responsiveness as well as efficient and effective decisions. Furthermore, the acceptance of all participants proved to be a key factor for a successful public participation process. The authors' analysis opens up new starting points for further research.

The accelerated urban growth of the last decades in Europe has caused, especially in the Spanish Mediterranean coast, a paradigm shift in much cities, moving from a mostly compact urban form to a more diffuse one. The concept of city has changed so much that even in a lot of dispersed municipalities, it becomes difficult to define its limits. This change implies not only ecological and economic impacts, but also, social effects. Urban sprawl makes difficult social interaction and reduces the community feeling, and therefore, social cohesion and identity. This produces also changes in the relations of citizens between them and with the city council. The research propounds a discussion about the challenges that the urban sprawl causes for the application of participative models in the decision making, understanding them as basic criterion of good government. We analyze a case study to extract the complexity of articulating processes of citizen participation in territory with high dispersion based on a project carried out in the municipality of La Pobla de Vallbona (Valencia) on participatory budgets. It analyzes the results of the process carried out in relation to the urban model, the morphology of their urban pieces and spatial structure, and the demographic and social characteristics of the municipality. The question is identifying the problematic for the articulation of participative processes in territories with this idiosyncrasy. Finally, the article suggests a series of strategic lines as starting points to achieve participatory processes in the city characterized by urban sprawl.

In 2018, the world population is around 7.6 billion, 4.2 billion in urban settlements and 3.4 billion in rural areas. Of this total, according to UN-Habitat, 3.2 billion of urban inhabitants live in southern countries. Of them, one billion, or nearly a third, live in slums. Urban poverty is therefore an endemic problem that has not been solved despite all initiatives taken to date by public and private sectors. This global transformation of our contemporary societies is particularly challenging in Asia and Africa, knowing that on these two continents, less than half of the population currently lives in urban areas. In addition, over the next decades, 90% of the urbanization process will take place in these major regions of the world. Urban planning is not an end in itself. It is a way, human and technological, to foresee the future and to act in a consistent and responsible way in order to guarantee the wellbeing of the populations residing in cities or in their peripheries. Many writers and urban actors in the South have criticized the inadequacy of urban planning to the problems faced by the cities confronting spatial and demographic growth. For many of them the reproduction of Western models of planning is ineffective when the urban context responds to very different logics. It is therefore a question of reinventing urban planning on different bases. And in order to address the real problems that urban inhabitants and authorities are facing, and offering infrastructures and access to services for all, this with the prospect of reducing poverty, to develop a more inclusive city, with a more efficient organization, in order to make it sustainable, both environmental than social and economic. The field work carried out during recent years in small and medium-sized cities in Burkina Faso, Brazil, Argentina and Vietnam allows us to focus the attention of specialists and decision makers on intermediate cities that have been little studied but which are home to half of the world's urban population. From local diagnoses, we come to a first conclusion. Many small and medium-sized cities in the South can be considered as poor cities, from four criteria. They have a relatively large percentage of the population is considered to be poor; the local government and its administration do not have enough money to invest in solving the problems they face; these same authorities lack the human resources to initiate and manage an efficient planning process; urban governance remains little open to democratic participation and poorly integrates social demand into its development plans. Based on this analysis, we consider it is imperative to renovate urban planning as part of a more participatory process that meets the expectations of citizens with more realistic criteria. This process incorporates different stages: an analysis grounded on the identification of urban investment needed to improve the city; the consideration of the social demands; a realistic assessment of the financial resources to be mobilized (municipal budget, taxes, public and international external grants, public private partnership); a continuous dialogue between urban actors to determine the urban priorities to be addressed in the coming years. This protocol serves as a basis for comparative studies between cities in the South and a training program initiated in Argentina for urban actors in small and medium sized cities, which we wish to extend later to other countries of the South

Climate injustice is obvious in Teresina. Although the city makes a small contribution to national and global emissions, it is situated in a global warming hotspot. Teresina is already affected by extreme heat, and models anticipate that it will become even hotter and drier in the coming years. The city's high vulnerability to climate change particularly affects Black, Indigenous and People of Colour (BIPOC) groups living in low-income neighbourhoods. Social injustice and racism are tied together in the urban development process of Teresina. Flood-prone areas often overlap with vulnerable neighbourhoods at the fringes of the city, resulting in precarious living conditions. Climate action at the city level must simultaneously favour racial and climate justice to promote transformative changes towards sustainability. Teresina will likely have to absorb climate-induced migration from its surroundings, which may increase the challenges of already overloaded basic services and infrastructure. Urban planning in Teresina must accommodate future projections by combining climate mitigation with adaptation to provide low-carbon and resilient development. Urban climate governance is still emerging in Teresina, which makes this a key moment for transformative action towards sustainability. Entry points for transformation in the city include: promoting vertical and horizontal coordination to implement the climate agenda; increasing climate-related technical knowledge within the municipal government and awareness at the community level; fostering collaboration to generate and disseminate municipal climate data and amplify bottom-up climate initiatives; creating new climate narratives; strengthening citizen participation while recognizing and including vulnerable groups; declaring a climate emergency; and leveraging additional public and private funds for climate action.

Naucalpan shares critical sustainability challenges with Mexico City due to geographic proximity, notably those related to transport. Furthermore, deindustrialization, lack of integrated urban planning and climate change exacerbate everyday problems in the municipality, including air and water pollution, poor waste management, inequality and poverty. Better understanding the links between these issues could inspire transformative climate action at the local level. A strategic long-term vision for a more sustainable Naucalpan could build upon existing multilevel collaboration agreements and transnational partnerships. Vertical and horizontal integration and formalization of climate change mitigation and adaptation programs and projects could help the municipality to bridge fragmented climate agendas, sectoral development projects and short-term administrations. Naucalpan residents are increasingly recognizing socio-environmental challenges and conflicts at the local level, as well as the shortcomings of the institutionalized channels for citizen participation. As a result, different informal spaces for citizens to voice their opinions regarding government decisions and projects are emerging in the municipality. Addressing significant gaps in municipal data, knowledge and capacity regarding climate change is critical to accelerate a transformation towards sustainability in Naucalpan. Furthermore, existing community-led initiatives could be leveraged to anchor climate action and ensure buy-in from different actors.

This handbook is the culmination of the NORDGREEN project, which develops and implements smart planning and management solutions for well-designed, high-quality green spaces that promote health and well-being. Researchers and practitioners worked alongside one another in six Nordic cities: Aarhus (Denmark), Espoo and Ii (Finland), Stavanger (Norway), and Täby and Vilhelmina (Sweden). Together, the researchers and practitioners applied methods including GIS data analysis, statistical analysis, PPGIS surveys and analysis, policy document analysis, interviews, and evidence-based design models. The handbook uses an innovative framework based on the multi-disciplinary approach of the project, using epidemiological studies, environmental psychology, policy and management, and citizen participation. These fields of study and their respective methodologies are divided into the four so-called NORD components—NUMBERING, OBSERVING, REGULATING, and DESIGNING—which, accompanied by a BACKGROUND section reviewing the evidence linking green space and human health, form the bulk of the handbook. Some key take-away messages from these chapters include: There is a fairly broad consensus that access to, and use of, natural and green areas have a positive influence on people’s health and well-being. Both perceived and objective indicators for access to green space and for health are needed for making a more comprehensive evaluation for how people’s health is influenced by green space. Citizens’ experiential, local knowledge is a vital component of urban planning, and PPGIS can offer practitioners the opportunity to gather map-based experiential knowledge to provide insights for planning, designing, and managing green spaces. Alignment, both vertically across the political, tactical, and operational levels, as well as horizontally across departments, is critical for municipal organisations to foster health-promoting green spaces. Evidence-based design models can provide important categories and qualities for diagnosing the gaps in existing green spaces and designing green spaces with different scales and scopes that respond to the various health and well-being needs of different people. Based on the research and lessons learned from the six case study cities, the handbook provides practitioners with a TOOLBOX of adaptable methods, models, and guidelines for delivering health-promoting green spaces to consider in their own contexts. By reading this handbook, planners and policymakers can expect to gain (1) a background on the evidence linking green spaces and health, practical tools for planning, designing, and managing green spaces, (2) tips from researchers regarding the challenges of using various methods, models, and guidelines for delivering health-promoting green space, and (3) inspiration on some success stories emerging from the Nordic Region in this area of study. The handbook covers a wide range of health and urban green space topics. Landscape architects will find evidence-based design models for enhancing existing green space design processes. Planners will find methods and guidelines for identifying, collecting, and analysing both qualitative and quantitative green space and health data from statistical databases, national citizen surveys, and map-based participatory surveys. And all practitioners will find guidelines for achieving programmatic alignment in their work for delivering health-promoting green space.
