What does it mean to be a ‘shaman’ in present-day Tokyo today? In what way(s) is the role of the shamanic practitioner represented at a popular level? Are certain characteristics emphasised and others downplayed? This book offers an answer to these questions through the analysis of a specific discourse on shamans that emerged in the Japanese metropolitan context between the late 20th century and the first decade of the 21st century, a discourse that the more ‘traditional’ approaches to the study on shamanism do not take into account. In order to better contextualise this specific discourse, the volume opens with a brief historical account of the formation of the academic discourse on shamans. Within the theoretical framework offered by critical discourse analysis and by means of multi-sited ethnographic research, it then weaves together different case studies: three novels by Taguchi Randy, a manga, a TV series and the case of an urban shaman who is mostly active in Tokyo. The main elements emerging from these case studies are explored by situating them in the precise historical and social context within which the discourse has been developed. This shows that the new discourse analysed shares several characteristics with the more ‘traditional’ and accepted discourses on shamanism, while at the same time differing in certain respects. In this work, particular attention is given to how the category and term ‘shaman’ is defined, used and re-negotiated in the Japanese metropolitan context. Through this approach, the book aims to further problematize the categories of ‘shaman’ and ‘shamanism’, by highlighting certain aspects that are not yet accepted by many scholars, even though they constitute a discourse that is relevant and effective.

The existing framework for explaining variation in voter turnout and vote choice across multiple levels of government is more useful for addressing aggregate patterns than for addressing micro-level behaviour. To better understand the aggregate outcomes of interest, this chapter proposes an examination of individual voter behaviour and strategies of party elites that take account of the incentives provided by multiple electoral arenas. In doing so, the chapter investigates the variation in both party and voter behaviour that is often overlooked in existing work. In the presence of multiple electoral arenas, the behaviour of both party elites and voters in one arena is affected by what happens in another. The decisions of party elites and voters are shaped by the incentive structure that is produced by the combination of multiple arenas with different electoral rules.

All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and representation on one hand and maintaining an integrated political community on the other hand. How multi-level systems strike this balance depends on the development of styles of either integrated politics, which creates a shared framework for political competition across the units of a federation, or independent politics, preserving highly autonomous arenas of political life. This book argues that the long-term development of integrated or independent styles of politics in multi-level systems can be shaped by two key elements of federal institutional design: the degree of fiscal decentralization, or how much is ‘at stake’ at each level of government, and the degree to which the allocation of policy jurisdiction creates legislative or administrative interdependence or autonomy. These elements of federal institutional design shape integrated and independent politics at the level of party organizations, party systems, and voter behaviour. This book tests these arguments using a mixed-method approach, drawing on original survey data from 250 subnational party leaders and aggregate electoral data from over 2,200 subnational elections in seven multi-level systems: Canada, the United States, Australia, Austria, Germany, Switzerland, and Spain. It supplements this with configurational analysis and qualitative case studies.

The book examines the role of the United Kingdom (UK) in shaping post-crisis financial regulatory reform, and assesses the implications of the UK’s withdrawal from the European Union (EU). It develops a domestic political economy approach to examine how the interaction of three domestic groups—elected officials, financial regulators, and the financial industry—shaped UK preferences, strategy, and influence in international and EU-level regulatory negotiations. The framework is applied to five case studies: bank capital and liquidity requirements; bank recovery and resolution rules; bank structural reforms; hedge fund regulation; and the regulation of over-the-counter derivatives. We conclude by reflecting on the future of UK financial regulation after Brexit. The book argues that UK regulators pursued more stringent regulation when they had strong political support to resist financial industry lobbying. UK regulators promoted international harmonization of rules when this protected the competitiveness of industry or enabled cross-border externalities to be managed more effectively, but were often more resistant to new EU rules when these threatened UK interests. Consequently, the UK was more successful at shaping international standards by leveraging its market power, regulatory capacity, and alliance-building (with the US). But it often met with greater political resistance at the EU level, forcing it to use legal challenges to block reform or secure exemptions. The book concludes that political and regulatory pressure was pivotal in defining the UK’s ‘hard’ Brexit position, and so the future UK–EU relationship in finance will most likely be based on a framework of regulatory equivalence.

This chapter outlines the book’s framework for analysing coalition management under multiparty presidentialism. It defines the concepts of coalition and coalition management, and states the book’s assumptions about the motivations of formateurs. It specifies the five main tools that comprise the multi-dimensional understanding of coalition management: legislative, cabinet, partisan, budget, and informal tools (the ‘exchange of favours’), which are known collectively as the ‘presidential toolbox’. It also outlines the costs associated with the deployment of each tool. Finally, it presents the argument that presidents operate as cost minimizers, and shows that their perceptions of the costs that each tool entails are shaped by a range of systemic-level, coalition-level, and conjunctural factors.

The CAF is the European Common Assessment Framework for better quality in public administration, and it celebrates its 20th anniversary in 2020. The CAF improves public administration through self-assessment by the employees and executives of "their" organisation. The beginning of the CAF dates back to 1998 when the ministers of the European Public Administration Network (EUPAN) commissioned designing "general principles concerning the improvement of the quality of services provided to citizens". The CAF 2020 is the fifth version of the CAF, and it is designed to be the European guideline for good governance and excellence in public sector organisations. In four chapters, this book provides an overview of how the CAF is contributing to transform public administration. About 30 designated CAF experts from academia and practice offer insights into the impact of the CAF in different fields of public sector organisations, reflecting the powerful role of the CAF in navigating through challenging times. Furthermore, this book provides an overview of the institutional status of the CAF in Europe and internationally, and it shows the necessary steps for further strengthening the CAF as the number one tool for transformation and quality in the public sector. Although the efferent role of the autonomic nervous system (ANS) in homeostasis has long been recognized, afferent aspects of the ANS—especially interoception—are increasingly recognized to be equally important. Interoception is fundamental to the regulation of internal physiology, particularly as it is coordinated with contextually determined and adaptive behavioral processes. A cardinal but often underappreciated feature of interoception is its role in myriad cognitive and affective processes that are integrated in health and disease. This chapter introduces the concept of interoception and outlines its historical origins and applications in multiple domains of psychology and psychobiology. It provides an overview of its peripheral and central neural substrates, and it outlines how this construct is best conceptualized within a multi-system and multi-level regulatory framework.

This chapter investigates how political economy affects biomass and hydroelectricity development in that region. With regards to global trade, where new technologies impact both on what is traded and how, this chapter sketches the current regulatory landscape and projects the implications of emerging technologies for future regulatory approaches. While the regulation of technology mainly rests with domestic law, it is international trade law that addresses problems of regulatory diversity, overcomes unnecessary barriers to international trade and investment, and articulates common standards. Apart from general principles of non-discrimination and transparency, technology is particularly addressed by rules of intellectual property protection and by technical regulations and standards for industrial and nutritional products. For international trade law to respond to the challenges of legitimacy and democratic accountability, there need to be new approaches to regulatory cooperation and coherence, operating within a proper framework of multi-level governance that harnesses the process of globalization which is much driven by technological advances.

The analytic approach to these questions is case based and addresses 18 well-known cases of failures. A multi-level framework is employed to integrate findings across the case studies. These findings are employed to outline a conceptual approach to integrated failure management. The overarching conclusion is that the conceptual design of an integrated approach to failure management can encompass all of the 18 case studies. They all would have benefitted from the same conceptual decision support architecture. This enables cross-cutting system design principles and practices, assuring that failure management in every new domain and context need not start with a blank slate.

This Handbook explores the origins, development, and course of substance use as it emerges and unfolds in adolescence. Given the large causal network involved in adolescent substance use and abuse as well as its powerful impact, both at the time of use and in terms of the long term outcomes and complications of use, the domains covered by this volume range from infancy to adulthood, and from molecular genetics to social policy. The book is organized into eight sections, beginning with a review of the conceptual framework. It explains why a developmental framework is essential in understanding the adolescent period and goes on to discuss the epidemiology of substance use and abuse. It then examines the similarities and differences among the different drugs of abuse, namely: nicotine, alcohol, marijuana, prescription drugs, and other illicit drugs. The remaining sections deal with etiology and course in the context of adolescent development; the correlation between developmental tasks and adolescent substance abuse; clinical symptomatology and comorbidity; and the different assessment and intervention methods that have been developed to address the problem of adolescent alcohol and other drug abuse. These interventions include targeted prevention approaches, family-based treatments, twelve-step approaches, and inpatient and outpatient models. The book concludes with a chapter that analyzes the multi-level structure of public policy for the prevention of alcohol, tobacco, and drug problems among the youth.

How do the sciences of mind and brain—neuroscience, psychology, cognitive science, and artificial intelligence (AI)—stand in relation to each other in the 21st century? This chapter proposes that despite our knowledge expanding at ever-accelerating rates, our understanding of the relationship between mind and brain is, in some important sense, becoming less and less. An increasing explanatory gap can only be bridged by a multi-tiered and integrated theoretical framework that recognizes the value of developing explanations at different levels, combining these into cross-level integrated theories, and directly contributing to new technologies that improve the human condition. Development of technologies that instantiate principles gleaned from the study of the mind and brain, or biomimetic technologies, is a key part of the validation process for scientific theories of mind and brain. We call this strategy for the integration of science and engineering a Living Machines approach. Following this path can lead not only to better science, and useful engineering, but also a richer view of human experience and of relationships between science, engineering, and art.

What explains state responses to the refugees they receive? This book identifies two puzzling patterns: states open their borders to some refugee groups while blocking others (discrimination), and a number of countries have given the United Nations (UN) control of asylum procedures and refugee camps on their territory (delegation). To explain this selective exercise of sovereignty, the book develops a two-part theoretical framework in which policymakers in refugee-receiving countries weigh international and domestic concerns. Internationally, leaders use refugees to reassure allies and exert pressure on rivals. Domestically, policymakers have incentives to favor those refugee groups with whom they share an ethnic identity. When these international and domestic incentives conflict, shifting responsibility to the UN allows policymakers to placate both refugee-sending countries and domestic constituencies. The book then carries out a “three-stage, multi-level” research design in which each successive step corroborates and elaborates the findings of the preceding stage. The first stage involves statistical analysis of asylum admissions worldwide. The second stage presents two country case studies: Egypt (a country that is broadly representative of most refugee recipients) and Turkey (an outlier that has limited the geographic application of the Refugee Convention). The third stage zooms in on sub- or within-country dynamics in Kenya (home to one of the largest refugee populations in the world) through content analysis of parliamentary proceedings. Studying state responses to refugees is instructive because it can help explain why states sometimes assert, and at other times cede, their sovereignty in the face of refugee rights.

This book examines why partisan electoral interventions occur as well as their effects on the election results in countries in which the great powers intervened. A new dataset shows that the U.S. and the USSR/Russia have intervened in one out of every nine elections between 1946 and 2000 in other countries in order to help or hinder one of the candidates or parties; the Russian intervention in the 2016 U.S. elections is just the latest example. Nevertheless, electoral interventions receive scant scholarly attention. This book develops a new theoretical model to answer both questions. It argues that electoral interventions are usually “inside jobs,” occurring only if a significant domestic actor within the target wants it. Likewise, electoral interventions won’t happen unless the intervening country fears its interests are endangered by another significant party or candidate with very different and inflexible preferences. As for the effects it argues that such meddling usually gives a significant boost to the preferred side, with overt interventions being more effective than covert ones in this regard. However, unlike in later elections, electoral interventions in founding elections usually harm the aided side. A multi-method framework is used in order to study these questions, including in-depth archival research into six cases in which the U.S. seriously considered intervening, the statistical analysis of the aforementioned dataset (PEIG), and a micro-level analysis of election surveys from three intervention cases. Since 2012, the Vienna Master of Arts in Human Rights has combined diverse disciplines with students from a multitude of academic and professional backgrounds thus pioneering interdisciplinary human rights education. Students of the Vienna Master programme were taught how to identify human rights issues and acquire the knowledge, skills and attitudes to effectively address them. The focus of their studies was not only on existing legal frameworks but also on applying an interdisciplinary approach, understanding underlying dynamics and factors and developing multi-level strategies to overcome these issues. It is from the development of these skills that this volume takes its name, Confronting Challenges. The present volume contains a selection of the best theses of the Vienna Master´s fifth generation alumni. They cover varied and timely human rights issues, ranging from the rights of old(er) persons, the lived experiences of sex workers, reproductive medicine legislation relevant for LGBTIAQ+ persons, childhood statelessness in Europe to the exploitation of talibés in Mauritania.
