Moral are important in life, in the world and hereafter. Good morals have impacton good life and vice versa. Thus, knowledge abaout morals and moral developmet is very necessary. This is no exception for the Sea Tribe community. Purpose of the research is find out the strategies of the master in moral development and factors that influence it. So, this research is include in qualitative research. Obtaining data used observation, interviews, and documentation. Analyzing using John Creswell Data Analysis. And the result is master used strategy in moral development of local curriculum, and emotional approach. The supporting factors were motivation, enthusiasm, and open attitude. The inhibiting factors is lack of human resources and infrastructure.

This article discusses the Dimensions of Morals in Organization for the members of the Jombang PMII movement. This study aims to determine the objective condition of the morals of PMII Jombang members, the form of implementation, and the process of moral formation, to determine the supporting and inhibiting factors in implementing moral values. The type of research conducted is descriptive qualitative research. The approach used in this research is the Theological-Normative approach, Psychological approach. Data were collected through observation, interviews, and documentation. The data obtained were then analyzed descriptively. In this study, the results showed that the moral dimensions contained in the members of the PC PMII Jombang movement varied. There are indicators of good morals but there are also indicators of bad morals. But in practice, there are more good morals. This is because PC PMII Jombang residents consist of students with different backgrounds. So that the practice of moral values ​​in it also has differences between one cadre and another. This affects the process of moral formation that exists in the citizens of the PC PMII Jombang movement. This shows that the implementation of morals among PC PMII Jombang cadres has a dimensional nuance, there are various kinds of morals that are found.

This study aims to determine the moral development achievements of children aged 5-6 years and the role of teachers in developing the morale of children aged 5-6 years. This research is a qualitative descriptive study. Data was collected through observation, interviews and documentation. The results showed that 1) The achievement of the moral development of children aged 5-6 years, the majority of children's moral development which had developed very well consisted of 9 children and those whose moral development had developed quite well consisted of 4 children. 2) the role of the teacher in developing the morale of children aged 5-6 for the first time, the role of the teacher as a model in developing the morale of the teacher applies it by applying daily habits by greeting each other, saying hello, praying before and after carrying out teaching and learning activities, giving advice by a fun way, and invites children to socialize with the environment.

This study examines the role of parents in shaping children's morals at the Ibnu Syuhada Education Foundation. Moral education which is only limited to the concept of theoretical discussion in the literature, very interesting to study. The aim is to critically analyze how to encourage parents in compiling children's character at the Ibnu Syuhada Education Foundation in the City of Tangerang. As a result it is expected to be able to use consideration for parents or foundations in forming the morals of al-karimah in educational institutions.This research is a qualitative study,which makes the Ibnu Syuhada Education Foundation Tangerang City as a research site. The method used in this study is the method of observation, interviews, and observation. Then the data are analyzed in a complete way using the Miles and Hubermen model, namely data collection, data reduction, data display, then drawing conclusions / verification (drawing conclusions. The results showed: (1) the application of moral education in Yaspi Ibnu Syuhada was in accordance with the objectives of education. Based on observations during the research in the learning process with the intention of the teacher and students have implemented it. (2) provide education in accordance with the curriculum that has been applied at the Ibnu Syuhada Education Foundation and ask students at the specified time (3) provide role models in worship and exemplary morals in al-karimah and provide protection for children to practice their knowledge obtained from madrasa while at home.

<pre>This study examines the characteristics of teaching materials that can lead to moral feeling conflict; a classroom activity model that can reinforce moral feeling conflict, followed by a change of moral feeling until the occurrence of an imbalance of moral feeling; and the characteristics of lecture assignments that can encourage the process of internalization of character values and enable the occurrence of the values actualization in student life. The subjects of the study are Arabic Language Education students who take <em>Tahdzibul Akhlaq</em> course in the even semester of 2013/2014. Based on the results of interviews, observations, and documentation of students’ <em>muhasabah</em> report, it can be concluded that teaching material with contextual material which is related to the students’ life experience has great potential to create moral feeling conflict. The process of reflection in class discussions about the material can create an imbalance of students' moral feelings that triggered the internalization process. Meanwhile, lecture assignments that are able to create internalization of character values productively are field tasks, they are observation of real life from the surrounding environment according to the teaching material and also observation that is related to the life experience of the students so that there is a change of moral feeling.</pre>

This mini research examines how the application of Pancasila values ​​and morals to Mts.Ulumul Qur'an students. This study aims to determine the process of implementing moral values ​​in Mts. Ulumul Qur'an and to find out the role of schools in efforts to instill moral values ​​for students at Mts. Ulumul Qur'an. Where in the application in everyday life students interact both among friends and older people are not good at showing attitudes that are in accordance with the implementation of the values ​​and morals contained in Pancasila. This mini research uses qualitative methods with a realist ethnographic design, namely research that explores the phenomenon under study, by studying documents, or interviews, to look for hidden meanings, stories that are not clear, something that has multiple interpretations, implied connotations, and voices that are not voiced. This research is expressed with observations to test or confirm theories and assumptions. The data collection instruments included observation, interviews, distributing questionnaires, literature study, and documentation. This mini research resulted in an understanding of the inculcation of Pancasila values ​​and morals in students so that they are better for the future.

AbstractThis paper examines the idea that ethics might be understood as a domain of straightforwardly empirical inquiry with reference to two of its defenders. Sam Harris has recently urged that ethics is simply the scientific study of welfare and how best to maximize it. That is of course to presuppose the truth of utilitarianism, something Harris considers too obvious to be sensibly contested. Richard Boyd's more nuanced and thoughtful position takes the truth of the ethical theory – homeostatic consequentialism – he favours to be determined by what best explains the success of moral practice over its history. But what is to count here as success is too theory dependent for this to be helpful. From consideration of both Harris and Boyd, the conclusion emerges that once we have satisfied ourselves by ethical reflection about what we ought to do, it may then be a straightforwardly empirical question how to do it, but that arriving at that point, the core concern of the moral philosopher, is far less clearly a straightforwardly empirical affair.

Dans cette thèse, on s’intéresse aux contrats de partenariat public-privé (PPP). Un PPP est un contrat à long terme entre une entité publique et une partie privée, aussi appelée consortium, dans lequel le public externalise la construction et/ou la gestion d’un bien public. Le consortium prend le risque et la responsabilité de gérer le projet. Le public s’engage en contre partie à lui verser une rente. Cependant, les efforts du consortium pour améliorer la valeur sociale du projet ne sont pas observables par le public. C’est un problème de principal agent avec aléa moral où le principal est le public et l’agent est le privé. On suppose que le public paie le consortium continûment et l’effort de l’agent affecte le drift de la valeur sociale du projet. On suppose que le public est neutre au risque et le consortium est adverse au risque. Dans le chapitre 2 de la thèse, on considère un contrat perpétuel entre une entité publique et un consortium. On caractérise le contrat optimal dans ce cadre d’aléa moral. On utilise une formulation forte : on considère différentes filtrations correspondant à différents niveaux d’informations comme dans le contexte de contrôle stochastique avec observation partielle. Dans cette approche, on utilise des méthodes de martingale et de contrôle stochastique. Dans le chapitre 3, on considère un problème du partenariat public-privé avec horizon aléatoire, dans lequel le public a la possibilité d’arrêter le contrat à une date aléatoire et donne une compensation au consortium. On résout ce problème de contrôle stochastique avec un problème d’arrêt optimal dans ce cadre d’aléa moral. Dans ce chapitre, on utilise la formulation faible : on suppose que le consortium change la distribution de la valeur sociale du projet en changeant son drift et cela revient à considérer une nouvelle mesure de probabilité qui dépend de l’effort de l’agent. Dans le chapitre 4, on s’intéresse aussi au problème de partenariat public-privé avec un horizon aléatoire mais en utilisant la formulation forte. Puis, on traite la cadre de partage de risque : on suppose que le public et le consortium ont les mêmes informations. On analyse numériquement la valeur d’information. Dans le chapitre 5, on étudie l’existence d’une solution de l’équation d’Hamilton-Jacobi-Bellman qui apparaît dans notre étude théorique. In this thesis, we are interested in the contract with moral hazard for public private partnerships (PPP). PPP is defined as a long-term contract between a private party and a public entity, for the construction and/or the management of an asset or public service, in which the consortium takes the risks and a responsibility to manage the project. The public undertakes to pay him a rent. However, the effort that the consortium does to improve the social value of the project is not observable by the public. It is a principal-agent problem with moral hazard, in which the principal is the public and the agent is the consortium. We assume that the public pays the consortium continuously and the effort of the consortium affects the drift of the social value of the project. We assume that the agent is risk averse and the public is risk-neutral. In chapter 2 of the thesis, we consider a perpetual contract between a public entity and a consortium. We characterize the optimal contract in this moral hazard framework. We use the strong formulation : we consider different filtrations corresponding to the different level of information as in the context of stochastic control under partial observation. In this approach, we use martingale methods and stochastic control techniques. In chapter 3, we consider a public-private partnership problem with a random horizon, in which the public has the possibility to stop the contract at a fixed or a random time and gives compensation to the consortium. We solve this optimal stochastic control with optimal stopping problem in this context of moral hazard. We use the weak approach, that is the agent changes the distribution of the social value of the project by changing the drift and this amounts to considering a new probability that depends on the effort of the consortium. In the chapter 4, we also consider the problem of public-private partnership with a random horizon but using the strong formulation. Then, we deal with the risk-sharing framework, we assume that the public and the consortium have the same information. We analyze numerically the value of information. Chapter 5 focuses on the existence of a solution of the Hamilton Jacobi-Bellman equation that appears in our theoretical study. Then, we detail the numerical results for the numerical resolution of a Hamilton Jacobi-Bellman equation and variational inequality as part of our numerical study

Ce doctorat en philosophie explore le problème de l'incertitude normative, c'est-à-dire le problème éthique complexe qui consiste à savoir ce que nous devrions faire lorsque nous sommes incertains de ce que nous devrions faire. Nous menons notre thèse dans la tradition oubliée de la philosophie des sciences, celle de l'opérationnalisation. Cette dernière est une approche analytique approfondie qui permet de définir un cadre d’analyse pour conduire des études appliquées d'un un concept dont les implications empiriques ne sont, à l’origine, ni prouvées ni claires. Dans notre cas d'évaluation ou de choix éthique, l'opérationnalisation comprend deux dimensions principales : (1) fournir un cadre pour le raisonnement, la comparaison des valeurs des options et la prise de décision par des individus ou des groupes ; (2) fournir des preuves empiriques pour démontrer la pertinence du concept pour la recherche appliquée et les investigations scientifiques ultérieures. Nous divisons notre thèse en deux grandes parties suivant ces dimensions. Dans une introduction préalable, nous discutons l'incertitude normative et ses relations avec d'autres concepts éthiques et méta-éthiques. La première partie fournit un cadre complet pour comparer les valeurs des options, raisonner et prendre des décisions individuelles dans un contexte d'incertitude normative, en fonction des types et de la quantité d'informations dont dispose le décideur. La deuxième partie montre comment nous pouvons utiliser l’éthique et la philosophie du langage dans les méthodes d'enquête et établir l'incertitude normative comme un fait empirique en combinant ces deux disciplines. This Ph.D. in philosophy explores the normative uncertainty problem, i.e. the complex ethical problem of what should we do when uncertain about what we should do? We conduct our thesis in the tradition of the long-forgotten philosophy of science tradition of operationalization. The latter is a thorough analytical approach that allows for applied investigations of a concept whose empirical implications are neither proven nor clear. In the case of an ethical evaluation or choice problem, operationalization includes two main dimensions: (1) providing a framework for reasoning, comparing the values of options, and decision-making by individuals or groups; (2) providing empirical evidence to demonstrate the concept’s relevance for applied research and further scientific investigations. We divide our thesis into two main parts based on these dimensions. A preceding introduction addresses normative uncertainty and its relations to other ethical and meta-ethical concepts. Part I provides a comprehensive framework for comparing the values of options, reasoning, and making individual decisions under normative uncertainty, depending on the types and amount of information available to the decision-maker. Part II demonstrates how we may employ humanities in survey methods and establish normative uncertainty as an empirical fact by combining both disciplines. The conclusion summarizes our thesis’ main contributions

In negotiating research relationships with Aboriginal and Torres Strait Islander peoples, the question of colonisation runs deep. Often, as a gesture to counter the colonising effects of the research gaze, ‘participation’ is hailed as a methodological solution, as a means of healing and transforming power relations. In practice however, the ethical implications of research activities remain complex and contested (Cornwall, 2008, p.276). Much is written about why participatory methods offer remedial qualities of empowerment to counter colonialism in research, but there is little discussion of what happens when participatory research with Indigenous Australians does not operate as a smooth process of reclamation. Often, researchers avoid accounting for resistance to participation because this is viewed as a personal ‘failure’ to accurately represent the interests of a colonised group. The basis of these assumptions comes from a moral compulsion to alter power relations towards social justice: such logic cannot accept that ‘oppressed’ peoples would reject opportunities for empowerment. Yet, international literature (Kothari, 2001) shows that subjectivities comprising participatory research must be carefully considered when constructing research relationships. Drawing from a case study of my own participatory research experience with an Aboriginal community development organisation in Western Sydney, I consider how a non–Indigenous researcher might approach an understanding of their ethics when attempting to ‘decolonise’ their research. I reflexively investigate my own practice to offer a discussion of the ways in which researchers can understand how they come to determine what is ethical and what is not. My account begins with a description of a case study involving multiple forms of participation over a three–year period, which I explore as a series of ‘invited spaces’ (Cornwall, 2004). Drawing from my case study, I incorporate Foucault’s ethics (2005) by discussing how ethics codes create subjectivities, which not only shape the participants in the research, but also shape the kind of ‘selves’ researchers seek to become through participatory research. I consider the contingencies that have led to the construction of a remedial role for participatory methods in research involving Indigenous Australians by critically analysing the discourses within the National Health and Medical Research Council’s ethics guidelines. This research offers a multi–layered approach to reflexivity, by attending to transparency, interpersonal relationships, and a collective evaluation of the process with participants (Nicholls, 2009). Collective reflection about (re)presenting research findings to a variety of audiences highlights the importance of examining one’s own motives as crucial to ‘ethical’ practice. Researchers seeking to achieve a form of participation without resistance set themselves an impossible task. Resistance is not to be feared, but is to be expected within the mechanics of power relations amongst subjectivities within ‘communities’. Incorporating resistance into accounts of participatory research enables an ability to acknowledge ‘internal conflicts and contradictions’ (Fawcett and Hearn, 2004, p. 211) without deeming participation a failure. I argue that participation is a liminal space between trust and resistance, containing tensions and productive possibilities. By attending to one's ethics (Foucault, 2005), participatory researchers might now understand fluidity, uncertainty, and dynamism within research relationships as a rich source of reflexive work towards countering the colonising gaze.

The purpose of this study was: (a) to determine if a significant difference exists between leadership behavior of principals in effective schools when compared to leadership behavior of principals in less effective schools as perceived by teachers, (b) to determine if a significant difference exists in teacher morale in effective schools when compared to less effective schools, and (c) to determine if a significant difference exists in the comparison of the correlations between leadership behaviors of principals and factors contributing to teacher morale in effective schools when compared to less effective schools. A total of 158 teachers returned completed questionnaires. Leadership behavior of principals and teacher morale were measured by 83 teachers in effective schools and 75 teachers in less effective schools using the Leader Behavior Description Questionnaire, Form XII (LBDQ) and the Purdue Teacher Opinionnaire (PTO). A significant difference was found between effective schools and less effective schools in the leader behavior persuasiveness. Significant differences were also found in the correlations between teacher rapport with principal and initiation of structure and consideration. No significant differences were found in the total mean scores of leader behavior, total mean scores of teacher morale, or the correlation between the total mean scores of leader behavior and teacher morale. No significant differences were found in leader behavior dimensions of representation, demand reconciliation, tolerance of uncertainty, initiation of structure, tolerance of freedom, role assumption, consideration, production emphasis, predictive accuracy, integration, or superior orientation. No significant differences were found in teacher morale dimensions of teacher rapport with principal, satisfaction with teaching, rapport among teachers, teacher salary, teacher load, curriculum issues, teacher status, community support of education, school facilities and services, or community pressures. No significant differences were found in the correlations between teacher rapport with principal and representation, demand reconciliation, tolerance of uncertainty, persuasiveness, tolerance of freedom, role assumption, production emphasis, predictive accuracy, integration, superior orientation; rapport among teachers and demand reconciliation, initiation of structure, role assumption, integration; curriculum issues and tolerance of freedom; teacher status and consideration; or school facilities and services and production emphasis. Recommendations based on the findings were given.

Resumen
Subtropical mode water is a voluminous body of water in the ocean whose main feature is the homogeneity in both vertical structure and horizontal extension. The subtropical mode water (STMW) of the southwest Atlantic is formed between the months of July and October near the Brazil-Malvinas confluence and along the Brazil Current recirculation gyre. The formation region extends on the order of 3000 km zonally, from 20°W to 50°W, and 1000 km meridionally, from 30°S to 40°S, and it is typically about 170 m thick. In situ data from pressure-equipped inverted echo sounders (PIES) installed in the western portion of the basin, along 34.5°S, are available from 2009 to the present. These data after processed and calibrated can provide an unprecedented description of the STMW involving processes since its formation at the surface until the final stage of its residence in the interior of the ocean. Temperature and salinity data estimated by the PIES are based on empirical look-up tables that relate the acoustic travel time with the baroclinic structure of the ocean. This technique is known as the Gravest Empirical Mode (GEM), and here it is used to detect profiles containing homogeneous segments of temperature and salinity that characterize the mode water. The GEM method was seasonally corrected to reconstruct surface variability necessary for STMW formation. The interannual covariance between STMW layer thickness and the Brazil Current was calculated, but no significant correlation at that time scale was observed. The mode water layer detected was about 220 m ± 55 m thick on all sites, agreeing with previous studies.

A água modal subtropical do sudoeste do Atlântico é formada entre os meses de julho e outubro perto da confluência Brasil-Malvinas e ao longo da recirculação da Corrente do Brasil. A região de formação se estende na ordem de 3000 km zonalmente, de 20°W a 50°W e 1000 km meridionalmente, de 30°S a 40°S, e tipicamente tem cerca de 170 m de espessura. Dados in situ de ecossondas invertidas com sensor de pressão (PIES) instaladas na porção ocidental da bacia, ao longo de 34,5°S, estão disponíveis a partir de 2009 até o presente. Estes dados após o processamento e calibração podem fornecer uma descrição sem precedentes da Água Modal Subtropical do Atlântico Sul envolvendo processos desde sua formação na superfície até o estágio final de sua permanência no interior do oceano. Os dados de temperatura e salinidade estimados pelos PIES são baseados em tabelas de referência (look-up tables) que relacionam o tempo de retorno do sinal acústico com a estrutura baroclínica do oceano. Esta técnica é conhecida como o Gravest Empirical Mode (GEM),e aqui é usado para detectar perfis contendo segmentos homogêneos de temperatura e salinidade que caracterizam a água modal. Foi aplicada uma correção sazonal ao método GEM para reconstruir a variabilidade da superfície necessária para a formação STMW. A covariância interanual entre a espessura da camada STMW e a corrente do Brasil foi calculada, mas não foi observada correlação significativa naquela escala de tempo. A camada de água em modo detectada foi de cerca de 220 m ± 55 m de espessura em todos os sites, concordando com estudos prévios.

David Hume and Adam Smith shared the same philosophical project: the construction of a ‘science of human nature ‘. Then with their writings – Hume in his economic and political ‘Essays’ and Smith in ‘The Wealth of Nations’ – they offer many systematic explanations of the changes observed in the ‘commercial society’ in Scotland in second part of the Eighteenth Century. Their observations show very large consequences of the changes with the ‘partition’ or ‘division’ in the human work. The paper develops a comparison between the theoretic options of Hume and Smith. Hume insists on the importance of the moral space in the free choice of the work for one’s life; and Smith develops in detail the manifold consequences of the ‘division of labour’, particularly economic, moral and political.

Talking about the importance of Ubuntu/Botho in any educational system “Authentic humanism consists in permitting the emergence of the awareness of full humanity, as a condition and as an obligation, as a situation and as a project”. To inculcate a sense of values at schools, is intended to help young people achieve higher levels of moral judgement. This belief is that education does not exist simply to serve the market, but to serve society, and that means instilling in students a broad sense of values that can emerge only from a balanced exposure to the humanities as well as the sciences. Enriching the individual in this way is, by extension, enriching the society. This carries the involvement within the teaching and assessment of Setswana drama texts with third year (BEd) students. Ubuntu is a Nguni term while Botho is a Setswana term from the Southern African region that means a belief in a universal relationship of sharing that connects all humanity. The researcher takes note of the key element of Ubuntu/Botho, understood as “motho ke motho ka batho” (in Setswana). The English translation of this expression is “a human being is a human being because of other human beings”. The participants in this study were 24 BEd students from the language department. The comprehensive analysis includes data gathered from students: peer observation and interviews. Text analysis was used to analyse and interpret qualitative data obtained through interviews and observations with the aim of investigating the principle of Ubuntu/Botho in the characters of the two drama texts and how could students apply Ubuntu/Botho in their teaching to illustrate each theme.

Blast traumatic brain injury (bTBI) may happen due to sudden blast and high-frequency loads. Due to the moral issues and the burden of experimental approaches, using computational methods such as finite element analysis (FEA) can be effective. Several finite element studies have focused on the effects of TBI to anticipate and understand the brain dynamic response. One of the most important factors in every FEA study of bTBI is the accurate modeling of brain tissue material properties. The main goal of this study is a comparison of different brain tissue constitutive models to understand the dynamic response of brain under an identical blast load. The multi-material FE modeling of the human head has several limitations such as its complexity and consequently high computational costs. Therefore, a spherical head model is modeled which suggests more straightforward observation/understanding of the FE modeling of skull (solid), CSF (fluid), and the brain tissue. Three different material models are considered for the brain tissue, namely hyperelastic, viscoelastic, and hyperviscoelastic. Brain dynamic responses are studied in terms of the head kinematics (linear acceleration), intracranial pressure (ICP), shear stress, and maximum mechanical strain. Our results showed that the hyperelastic model predicts larger ICP and shear than other constitutive brain tissue models. However, all material models predicted similar shear strain and head accelerations.

In recent years, there has been an increase in interest in researching workplace behaviors that cause harm to employees or the organization, especially, because of the harmful consequences and associated costs. Consequences include economic ones, for example, loss of productivity due to late work, theft or sabotage, and psychological ones such as withdrawal or low job satisfaction - for those who are targets of interpersonal counterproductive behaviors; the high degree of stress and insecurity – for those who perceive such behaviors. Consequences are important arguments for the need to identify predictors of counterproductive behaviors, both interpersonal and organizational. Such information will help organizational actors to find ways to prevent these acts during the selection process, focusing on those predictors of personality that determine counterproductive behavior or at the level of the organization, taking into account situational factors that may trigger or encourage such behaviors. In the intrapersonal stage, the degree of responsibility of the individual who records the observation is of great importance. This determines how the deviance is perceived (whether the ,,guilty” is guilty or not), the causes that the individual attributes to the perceived behavior (whether it is moral or immoral) and the actions he will take in connection with it (whether or not he discloses the information). At the interpersonal level, the observer faces social influences from the “guilty” (presenting attenuated circumstances, using excuses or justifications, emphasizing the isolated character and even intimidation) issues that make it difficult to report.

The continuous urbanisation of our living medium, along with professional stress and increased social pressure with regards to looking fit, relate well with the appearance of certain illnesses (leading to weight gain in a paradoxal manner). For a large number of adults, either young or not, management of the situation is done by engaging in sporting physical activities such as long distance running, known for its positive influence on body functionality as well as anxiolityc effect. The purpose of this study is to underline the positive effects of using technological devices - for practitioners of physically engaging leisure activities - towards increasing functional capacity as well as motivational support. The research methods employed consisted of: literature reviews, observation, data recording and processing through an electronic device, case studies. The subject for this research was an knowledgeable adult male, in good health, that focused on running in his spare time, with an ultimate goal of finishing a marathon. He underwent a 6 month training program, during which his partner, coach and psychologist were the device mentioned below. The Polar V800 Multisport GPS Watch posesses a series of qualities (continuous display of values, setable personalised zones as well as alerts, immediate feedback upon exercise completion as moral support) that prove extremely useful as far as leisure activities are concerned. The general conclusion of the study is that any person interested in their personal physical and mental well being, that choose to train their body through running, may easily substitute a coach with an electronic device such as the one in this paper.

The existing literature shows that women are more likely to pay taxes than men. Yet, there is less consensus on the gendered responses to interventions aimed at boosting tax compliance among non-payers. In this study, we exploit a field experiment designed to increase property tax compliance to investigate this gender disparity. Our findings reaffirm that women are typically more diligent in paying their taxes than men. Interestingly, while the receipt of a deterrence letter prompts women to pay earlier, it does not necessarily augment their overall compliance. Conversely, men, upon receiving a deterrence letter, show a marked improvement in overall compliance. We also find that the size of the tax bill influences women's compliance behavior (the likelihood of paying'increases substantially for small bills), but not men's. To unpack this intriguing finding, we examine survey data to uncover the differing motivations and resources between genders. This analysis suggests that, although women may be more motivated to pay, they might encounter significant liquidity constraints. Our observations are consistent with a simple analytical model that correlates compliance to tax morale, risk aversion, and budget constraints. This research underscores the potential for tax policies and enforcement procedures to exacerbate income inequality between genders, especially in low tax-enforcement contexts where tax evasion is substantial.

Resumen
This research sought to understand the impact of probation inspection on probation policy, practice and practitioners. This important but neglected area of study has significant ramifications because the Her Majesty’s Inspectorate of Probation has considerable power to influence policy through its inspection regime and research activities. The study utilised a mixed methodological approach comprising observations of inspections and interviews with people who work in probation, the Inspectorate and external stakeholders. In total, 77 people were interviewed or took part in focus groups. Probation practitioners, managers and leaders were interviewed in the weeks after an inspection to find out how they experienced the process of inspection. Staff at HMI Probation were interviewed to understand what inspection is for and how it works. External stakeholders representing people from the voluntary sector, politics and other non-departmental bodies were interviewed to find out how they used the work of inspection in their own roles. Finally, leaders within the National Probation Service and Her Majesty’s Prisons and Probation Service were interviewed to see how inspection impacts on policy more broadly. The data were analysed thematically with five key themes being identified. Overall, participants were positive about the way inspection is carried out in the field of probation. The main findings are: 1. Inspection places a burden on practitioners and organisations. Practitioners talked about the anxiety that a looming inspection created and how management teams created additional pressures which were hard to cope with on top of already high workloads. Staff responsible for managing the inspection and with leadership positions talked about the amount of time the process of inspection took up. Importantly, inspection was seen to take people away from their day jobs and meant other priorities were side-lined, even if temporarily. However, the case interviews that practitioners take part in were seen as incredibly valuable exercises which gave staff the opportunity to reflect on their practice and receive positive feedback and validation for their work. 2. Providers said that the findings and conclusions from inspections were often accurate and, to some extent, unsurprising. However, they sometimes find it difficult to implement recommendations due to reports failing to take context into account. Negative reports have a serious impact on staff morale, especially for CRCs and there was concern about the impact of negative findings on a provider’s reputation. 3. External stakeholders value the work of the Inspectorate. The Inspectorate is seen to generate highly valid and meaningful data which stakeholders can use in their own roles. This can include pushing for policy reform or holding government to account from different perspectives. In particular, thematic inspections were seen to be useful here. 4. The regulatory landscape in probation is complex with an array of actors working to hold providers to account. When compared to other forms of regulation such as audit or contract management the Inspectorate was perceived positively due to its methodological approach as well as the way it reflects the values of probation itself. 5. Overall, the inspectorate appears to garner considerable legitimacy from those it inspects. This should, in theory, support the way it can impact on policy and practice. There are some areas for development here though such as more engagement with service users. While recognising that the Inspectorate has made a concerted effort to do this in the last two years participants all felt that more needs to be done to increase that trust between the inspectorate and service users. Overall, the Inspectorate was seen to be independent and 3 impartial although this belief was less prevalent amongst people in CRCs who argued that the Inspectorate has been biased towards supporting its own arguments around reversing the now failed policy of Transforming Rehabilitation. There was some debate amongst participants about how the Inspectorate could, or should, enforce compliance with its recommendations although most people were happy with the primarily relational way of encouraging compliance with sanctions for non-compliance being considered relatively unnecessary. To conclude, the work of the Inspectorate has a significant impact on probation policy, practice and practitioners. The majority of participants were positive about the process of inspection and the Inspectorate more broadly, notwithstanding some of the issues raised in the findings. There are some developments which the Inspectorate could consider to reduce the burden inspection places on providers and practitioners and enhance its impact such as amending the frequency of inspection, improving the feedback given to practitioners and providing more localised feedback, and working to reduce or limit perceptions of bias amongst people in CRCs. The Inspectorate could also do more to capture the impact it has on providers and practitioners – both positive and negative - through existing procedures that are in place such as post-case interview surveys and tracking the implementation of recommendations.
