Resumen
The collapse of the USSR became an epoch-making event in Russian and world history. The commemorative practices of studying the economic history of the late USSR imply using the country's archival heritage as the most important segment of the social memory and the basis for scientific research. The goal of the article is to introduce into scientific use archival materials of the Ministry of Economy and Forecasting of the USSR, stored in the Russian State Archive of the Economy. The Ministry existed from April to December 1991 and was functionally positioned as the successor of the USSR State Planning Committee. The fonds of the Ministry, apart from the traditional organizational and administrative documents, includes a document block of obvious research interest: these are the responses prepared within the Ministry to the instructions of the Cabinet of Ministers of the USSR. This archival material makes it possible to understand the view of the top leadership, represented by the Cabinet of Ministers of the USSR, on the economic situation in the country, its current problems, options for correcting the problem situations that had arisen, the vision of perspective, in this case tactical, in this most difficult period of national history. With a certain degree of convention, it is possible to identify such thematic lines in the documentary array as the preparation and implementation of state programmes, the state of certain sectors of the economy, the activities of specific enterprises, the economic situation in the regions, the issues of import / export of products and technologies, the situation with the currency fund of the country, external lending issues, social themes, elements of a market economy, etc. The paper considers documentary primary sources on the first four subjects.

Eugeniusz Kwiatkowski acted as deputy prime minister and minister of treasury between October 13, 1935 to September 1939, directing the state economy and treasury matters. Kwiatkowski’s economic policy of the period 1935–1939 can be called a policy of careful mechanism of „giving impetus” to economy. This was achieved specifically in government’s investment policies compliant with government budget balance and investment initiatives, the construction of The Central Industrial District, the development of Warsaw Industrial Region and the investment in Communication Ministry.

The President receives assistance from the Ministry of Home Affairs (Kemendagri) in managing the Covid-19 distribution. The formulation of the issue is a means of establishing authority for the appointment of Task Force Officers for the Acceleration of Handling Corona Virus Disease 2019 (Covid-19) in accordance with Presidential Decree Number 7 of 2020 and Minister of Home Affairs Circular Letter Number 440/2622/SJ, as well as the Ministry of Home Affairs' attempts to remove barriers that Regional Leaders faced in carrying out the Acceleration Management of Corona Virus Disease 2019 (Covid-19) in DKI Jakarta. Using secondary data for descriptive analysis and qualitative deductive reasoning, the research method is juridical-normative. Research findings, analysis, and conclusions: The Ministry of Home Affairs' involvement in appointing Regional Leaders to delegate authority can hasten the management of the COVID-19 epidemic while still giving due consideration to the economic issue. Regional leaders be able to carry out plans that strike a balance between economic and health-related considerations as executors of regional government issues. Making Joint Decrees of the Ministers of Home Affairs and Finance Number 119/2813/SJ and Number 117/KMK.07/2020 focused on health, social assistance, and saving the economy in their respective regions, notably MSMEs, is being attempted.

In the centre of this essay is a tension that under certain circumstances may appear between various state actors involved in economic diplomacy. In the case of the Slovak economic diplomacy both the Ministry of Foreign and European Affairs and the Ministry of Economy are the main actors in external economic relations. The paper briefly describes the origins of the tension between them and the reconciliation process that took place in the 10 years since the last reform of Slovakia’s economic diplomacy. The crucial reconciling role of the Government’s advisory body, the Council on Export and Investment Promotion, co-chaired by the ministers of foreign affairs and economy, is explained within the presented descriptive case study inbureaucratic politics. The article contributes to the conceptual discourse on economic diplomacy, while extending the theoretical and empirical knowledge of the subject with regard to the behavior of its main power actors econand the tensions between them.

Russia's cooperation with international community in finding ways of addressing global energy security, serves its national interests on international arena. International Institute of Energy Policy and Diplomacy (IIEPD) was established at MGIMO University in February 2000, in accordance with the decision of the Academic Council of the 30 th of November 1999 and in the framework of an agreement with the International Academy of the fuel and energy complex. IIEPD combines two important aspects of foreign policy studies - energy and diplomacy. For the first time in Russia it launched a multi-level training in the field of energy diplomacy and geopolitics, and international energy cooperation. The immediate cause of the creation of IIEPD was an urgent demand on the part of major government agencies and leading oil, gas and energy companies for specialists with qualifications necessary to address the issues in the international energy cooperation and integration of the Russian fuel and energy sector in the world economy: - Energy Policy and Diplomacy; - International law; - World Economy and Finance; - International Management and Marketing. The idea of creation of the International Institute of Energy Policy and Diplomacy was supported by the State Duma and the Federation Council, the Ministry of Foreign Affairs, Ministry of Energy, Ministry of Education and Science, Ministry of Economic Development. The Supervisory Board is headed by the Minister of Foreign Affairs of Russia.

Last month finally brought good news for science in Spain. Newly elected prime minister Pedro Sánchez named Spanish astronaut and aeronautical engineer Pedro Duque as head of a new Ministry for Science, Innovation, and Universities. This will hopefully put Spanish research and development (R&D) back on the country's political agenda after two legislatures in which science languished under the Ministry of Economy. Given the minority position of the ruling party in both chambers of Congress, Duque will face extraordinary challenges to increase the budget. But the creation of this new ministry is an encouraging first step.

The objective of this research was to evaluate the articulated planning for the digital transformation, specifically of the Peruvian State Policy 35 [PE35], in the national policies (sectoral and multisectoral) of Peru. For this, the methodology was qualitative in approach, interpretive in design, and descriptive in level. The data came from the vertical alignment subchapters or annexes of the policies studied. The method was documentary analysis, instrumentalized by an analysis sheet. It was determined that only the Ministry of Agriculture and the Ministry of Defense were fully aligned with the digital transformation; that the Presidency of the Council of Ministers and the Ministry of Economy and Finance, only half; and that the Ministry of Production, the Ministry of Labor and Employment Promotion, the Ministry of Health, and others, did not even have a policy aligned with the PE35. It was concluded that there is a gap in the articulation of Peruvian national policies with the digital transformation, through the PE35.

Digital technology must be used in all facets of life and business for global advancements to lead to the employment of technology in all disciplines, including the economic sector. One of the nations that quickly digitized their economy was Indonesia. The issue is whether Indonesia can foresee the effects and dangers that the digital economy will pose. This study's objective is to examine the growth of Indonesia's digital economy and the challenges it poses from the standpoint of national defence. The descriptive qualitative methodology is used in this study. Interviews with representatives from the Ministry of Communication and Information, the Ministry of Defense, and the Indonesian Coordinating Ministry for Economic Affairs provided the data, which was then supplemented with secondary information from these agencies. The study's findings show that Indonesia's digital economy is growing quite well, which boosts the country's GDP. They also show that productivity is rising, production, consumption, and distribution are moving more quickly, there is economic growth in various sectors, and the country can continue to operate despite the Covid-19 pandemic. The digital economy, however, also poses a threat to national security because digitization forces all data to be connected to servers that are vulnerable to data misuse and exploitation; transactions that are not secure from malware-based cyberattacks; fraudulent transactions or hacks by hackers; and infrastructure limitations that have not yet reached all parts of Indonesia

The article analyzes work of the Bank of Russia and puts forward suggestions for new monetary-credit tools, which can ensure progressive development of country economy in conditions of rejecting one-polar system of international relations. Policy of the Bank of Russia is characterized by consistent use of such tools as ‘sterilization’ of money stock, its ‘pressing’ by key interest rate, gold selling. These methods implementing basic principles of market fundamentalism in the monetary variant hinder the development of national economy. To replace them the authors propose to fix in the legislative way a direct responsibility of the Ministry of Finance of Russia and the Bank of Russia for attaining planned macro-economic figures and to introduce their coordinated work in line with the Ministry of Economic Development of Russia that can be headed by Deputy Prime Minister. According to the authors it is advisable to pass to policy of real post-capitalism and interest-free economy, as elimination of credit repayment can become a serious incentive factor of intensification for entrepreneurial and working activity. In the monetary sphere it is recommended to introduce the digital ruble in two forms that could delimit deals: with industrial and consumer goods. As a result Russia could show an example of successful solution of the problem acute for many countries, i.e. development of a new system of monetary and credit relations, which on the basis of proposed tools can guarantee a real growth in production and people well-being.

The COVID-19 pandemic has had a severe impact on the tourism industry sector. The government is trying to revive the Indonesian tourism sector by issuing a new normal policy.Therefore, this study aims to determine how Twitter is used as a tourism campaign tool by the Indonesian government in the new normal era of the COVID-19 pandemic. This study uses a descriptive qualitative approach to explain the tourism campaign in the new normal era of the COVID-10 pandemic by the Indonesian government through Twitter social media. This study uses the NVIVO 12 Plus analysis technique with chart features, word frequency, and cluster analysis. The source of this research data is the Twitter account of the Ministry of tourism and creative economy and the charm of Indonesia. The findings in this study are the Twitter content of the Ministry of tourism and creative economy and the charm of Indonesia in campaigning for Indonesian tourism is about tourist facilities, tourist events, tourist destinations, and health protocol. The narrative of the Twitter account of the Ministry of Tourism and Creative Economy and Indonesian charm is related to invitations to travel to Indonesia, the beauty of tourism, and Indonesian tourist destinations. Actors involved in the Indonesian tourism campaign are Minister Sandiaga Salahudin Uno and Deputy Minister Angela Tanoesoedibjo, and President Joko Widodo. The two Twitter accounts have a balanced intensity in campaigning for Indonesian tourism from July 2020 to June 2021.

The study aimed to know the impact of administrative creativity in managing organizational change in institutions by applying to the Ministry of Finance, Economy and Investment in the state of Khartoum, Her problem was summarized in a number of questions, including: To what extent does administrative creativity affect the management of organizational change in the Ministry of Finance, Economy and Investment in the state of Khartoum?, To what extent does the Ministry of Finance, Economy and Investment use administrative creativity in managing its internal conflicts?, The study used the descriptive analytical method, the case study method, and the SPSS program, The study reached several results, the most important of which are the existence of a statistically significant relationship between administrative creativity and the management of organizational change in the Ministry of Finance, Economy and Investment in the state of Khartoum, the existence of a statistically significant relationship between administrative creativity and internal conflict management in the Ministry of Finance, Economy and Investment in Khartoum state, Finally, the study recommended the following: The senior management of the Ministry of Finance should create the appropriate regulatory environment that encourages the application of the administrative creativity method among all its administrative levels, The senior management in the Ministry of Finance must activate the participation of all its employees in the process of organizational change and transform resistance to change into strengths that help effect change effectively.

This Strategic Plan Document for the Ministry of Tourism and Creative Economy/Tourism and Creative Economy Agency for 2020 – 2024 is a follow-up to the Regulation of the Minister of National Development Planning/Head of Bappenas Number 5 of 2019 concerning Procedures for Preparing Ministries/Institutions Strategic Plans (Renstra K/L) 2020 -2024. The research approach used is qualitative research. Research methods used to assess the condition of scientific objects, where researchers are key instruments, data analysis is a reduction of data from the comparison between the ministry's strategic plan and the evaluation of the performance of the Banyuwangi government in carrying out activities in the tourism sector. The Ministry of Tourism and Creative Economy has 11 strategic targets mapped into 4 (four) perspectives. The first perspective is stakeholders, the second perspective is the customer, the third perspective is internal processes, and the fourth perspective is learning & growth. Purpose. The aim of the article is to study the features of mutual influence of expenditures of the Ukrainian state budget on national defence, youth and sports on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. Methodology of research. The following methods are used during the research: generalization of information and literature sources – to formulate proposals on the progressive development of the Ukrainian economy and quality of its labour resources, on the cohesion of the society and its psychological and physical health through the implementation of expenditures of the Ukrainian state budget for national defence and youth and sports; regression and correlation analysis – to analyse the mutual impact of GDP and expenditures of the Ukrainian state budget on national defence, youth and sports. Findings. Methods for educating young people are proposed in order to provide an educated and physically healthy workforce for the national economy and defence and security. The influence of arms exports and military equipment on the economy of Ukraine is analysed. The need to carry out some reforms of the Armed Forces of Ukraine in order to increase the country's defence capability and ensure economic prosperity is substantiated. The correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence and the Ministry of Youth and Sports, which is linear, is established. Suggestions are made to reform other specific aspects of the state mechanism in order to increase the country's defence capability and ensure the following economic growth. Originality. The article provides suggestions for reforming youth policy and the national defence sphere to ensure economic growth and strengthen the country's defence capability. Correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence has been established (increase of expenditures on the Ministry of Defence by 1 billion hryvnias has a direct impact on GDP growth in the amount of 29.884 billion hryvnias) and the Ministry of Youth and Sports (growth spending on the Ministry of Youth and Sports by UAH 1 million influences GDP growth by UAH 1.045 billion), which is close. Practical value. The practical significance of the obtained results is the possibility of studying the mutual influence of the expenditures of the Ukrainian state budget, spent on national defence, youth and sports, on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. This paper highlights on the emerging issues that compelled Saudi Arabia in transforming its economy to a knowledge-based one. It discusses the pillars of a knowledge-based economy i.e. the institutional model; education; research and development (R&D); and information and communication technology (ICT) adopted by the World Bank Institute framework to analyze the status of a knowledge-based economy in Saudi Arabia. The primary objective of this article is to understand the status of the knowledgebased economy in the Kingdom of Saudi Arabia. Secondary data was collected for writing the paper. The nine developmental plans of Saudi Arabia (Ministry of Economy and Planning), Ministry of Education reports, Ministry of Communications and Information Technology reports, and Saudi Arabian Monetary Agency (SAMA) reports are some of the important sources of data. The government of Saudi Arabia has laid the foundation for transforming its economy to a knowledge-based one but more is required especially in the field of human resource development and innovation to expedite the easiness of the transforming process.

The new constitution stipulates that the legislative and the judicial controls over the executive should be increased under the new government. Local autonomy with the full-fledged operation of local councils will be resumed after 26 years of cease since the military take-over of government in 1961. In the sphere of economy, the interests of those neglected in the past will be promoted, the freedoms of expression, gathering and organization will also be promoted under the new constitution. Under this constitution, the ensuing reorganization of the government should follow the principles of simplification, democratization and economic self-regulation. The functions of the Home Ministry should be re-examined under the new context of political environment. The police function should be neutralized from politics by bringing it under an independent regulatory commission. The Bureau of Budget should be removed from the Economic Planning Board and be placed directly under the Prime Minister. Ministry of Education should be relieved from university administration and this function should also belong to an independent commission. Ministry of Culture and Public Information also has to be relieved from propaganda function.

This paper conducts qualitative research on literature related to describing a form of ethics, rights and obligations of on-line transportation business (GoJek) seen from the perspective of sharia sharing economy business in Indonesia. GoJek, an on-line technology-based transportation service company that uses human and motorcycle modes of transportation, in its business scope has a role that has a major influence on the economy in Indonesia today. GoJek is an economic actor that has a function as a producer that produces services for an information technology-based transportation mode that applies an on-line model in its services. Meanwhile, the government through the Ministry of Transportation (Kemenhub) is an economic actor that functions as a regulator in terms of authorization related to policies that regulate the overall operational scope of all modes of transportation in Indonesia. The rapid development of information technology has changed the shape of the economic system from the conventional one to the form of a sharing economy system. This change also touches on the existence of GoJek's business as an economic actor that functions as a producer, as well as the Ministry of Transportation as a representative of the government which is an economic actor and functions as a regulator of transportation modes in Indonesia. Meanwhile, in the business and economic world, the Islamic economic system is increasingly being sought and applied throughout the world, this can also affect the business conditions of GoJek, including the Ministry of Transportation in responding to its role related to the perspective of the sharia sharing economy. This study finds that there is a form of ethics, rights and obligations of on-line transportation business actors (GoJek) and the role of the government as an economic actor in the perspective of sharing economy sharia.

The Ministry of Religion in the program and target of ummat economic development activities adopts the vision of the Ministry of Religion in the Regulation of the Minister of Religion of the Republic of Indonesia Number 18 of 2020 concerning the Ministry of Religion Strategic Plan for the 2020-2024 Period, which is prepared on the basis of the RPJMN 2020-2024 and is guided by the 2005-2025 RPJPN, Efforts to empower the Ummah Economy which aim to mobilize resources to empower the economic potential of the ummah in order to make the ummah prosperous through an increase in the level of productivity, it is hoped that resources which include humans and nature can be further improved in their management and development, so that it is hoped that the economic welfare of the ummah will be achieved which is one of the reinforcements of religious moderation relations to fellow human beings. The purpose of this study was to determine the role of human resources in completing official travel reports effectively and efficiently and what are the obstacles in carrying out official travel procedures. This research uses descriptive qualitative research, and uses primary data sourced from direct observation at the Regional Office of the Ministry of Religion of North Sumatra. The results in this study indicate that in answering the problems of official travel report files it is necessary to improve the work ability of employees or employees is an important element in order to achieve goals in the economic development of the people in the office of the Ministry of Religion of North Sumatra province.

The article is devoted to the issues of conducting anti-dumping and safeguard investigations in Ukraine under martial law. The author analyses the current practice of the Ministry of Economy of Ukraine in conducting trade investigations in terms of determining the time limits for procedural stages of investigations within the competence of the authority, which demonstrates that the investigating authority violates the rights of the parties concerned in trade investigations, some of which are still unresolved.The purpose of the article is to study the legality of the actions of the Ministry of Economy of Ukraine with regard to postponement of deadlines within investigations and compliance with the World Trade Organization Agreements governing certain types of trade investigations, and to prepare recommendations for further actions of the Ministry of Economy of Ukraine within its competence. It is concluded that the Ministry of Economy and the Interdepartmental Commission on International Trade have discretionary powers to determine certain terms of investigations and make decisions based on their results. The author concludes that determining the time limits for procedural stages of investigations remains within the discretionary powers of the Ministry of Economy of Ukraine as long as the time limits for conducting trade investigations set out in Ukrainian legislation are not violated. The author also examines the legal consequences of violation of these deadlines.The author has prepared conclusions and recommendations on conducting trade investigations and making decisions based on their results in case of violation of the time limits established by the legislation of Ukraine, the key of which is that further conduct of an anti-dumping or safeguard investigation after such violation is illegal, therefore, the Interdepartmental Commission on International Trade, upon the submission of the Ministry of Economy of Ukraine, should terminate the investigation without taking any measures.

In February 1963, the government in Iran formed the Ministry of Economy—a pilot bureaucratic agency that was to oversee industrial transformation and generate growth. In 1969, after six years of unprecedented growth and significant industrialization,1 the political leadership withdrew its support for the ministry and broke down its autonomy. The fate of the ministry had little to do with its performance or promise in the economic arena. It was, rather, the political implications of the rise of an autonomous and competent bureaucratic agency, and the rationalization of industrial policy-making, that led the political leadership—and Muhammad Reza Shah Pahlavi in particular—to end its support for this experiment.

The aims of study were to obtain in-depth information about public relations (PR) strategies from the Ministry of Tourism and Creative Economy in implementing media relations. Media relations is the main key in public relations to convey and control information to the public. Public relations require the media in achieving its goals. The research method was qualitative descriptive. Data is taken from the Ministry of Tourism and Creative Economy document. Data analysis consists of data reduction, data presentation, and drawing conclusions. The results of the study concluded that the Ministry of Tourism and Creative Economy has two media strategies namely the first POP (pre event, on event, post event). This strategy is carried out through a variety of interesting activities. Second is POSE (paid media, owned media, social media, endorsers). This strategy is quite effective in conveying information to the public about Indonesian tourism. From the implementation of the media, the Ministry of Tourism and Creative Economy received various awards. This also has an impact on increasing the interest of tourists to Indonesia both from domestic and abroad.

The article examines the international experience in developing projects of educational and professional programs (EPP) related to the preparation of bachelor's in digital and social economics. The purpose of the article is to study problematic issues and prospects for implementing such programs in Ukraine. Institutional support for the development of EPP projects in the digital socio-economy aspect in Ukraine is considered and systematized. Arguments and their support from stakeholders are analyzed. Today, the structure of the Cabinet of Ministers of Ukraine includes the Ministry of digital transformation of Ukraine (Resolution No. 856 of September 18, 2019,), the Ukrainian parliament adopted the law "on stimulating the development of the digital economy in Ukraine" No. 1667-IX of July 15, 2021 (determining the organizational, legal and financial basis for the functioning of the legal regime of "Diya city", creating favorable conditions for conducting innovative business, developing digital infrastructure, attracting investment, as well as talented specialists.), posted on the portal of the Ministry of digital development of Ukraine Service "Diya", which provides public services online in the field of digital education, business, CAA work, child safety, and the Internet, e-Residency, legal regime for the development of Ukrainian IT companies (Diya-City), European integration, etc. At the same time, in the digital age, in the context of growing competition between universities for applicants, subjects of the educational services market in Ukraine should actively harmonize their educational policy in accordance with the trends of digital transformation of the economy, state, and society.

This study aims to determine the influence of religion and economy on the preferences of civil servants in the Ministry of Religion of Tanjung Balai in choosing to finance in Islamic banks both partially and simultaneously. This research uses quantitative research methods, involving 63 people from various work units within the Ministry of Religion, Tanjung Balai. This study uses analytical techniques that emphasize hypothesis testing with test models and statistical tests. The results of this study indicate that partially the religious factor has no influence on the preferences of the Tanjung Balai Ministry of Religion civil servants in choosing to finance in Islamic banks. Meanwhile, economic factors have an influence on the preferences of the Tanjung Balai Ministry of Religion civil servants in choosing to finance in Islamic banks. Simultaneously, religious and economic factors have a positive influence on the preferences of the Tanjung Balai Ministry of Religion civil servants in choosing to finance in Islamic banks.

Based on data from the Ministry of Tourism and Creative Economy, in 2021, the creative industry will contribute quite a lot to the GDP of the national economy, up to 6.98 percent, almost 7 percent with a value of no less than Rp. 1.134 trillion (Ghofar, 2022). The Ministry of Tourism and Creative Economy explained that there are 17 sub-sectors of the creative economy in Indonesia, namely: game developer, architecture, interior design, music, fine arts, product design, fashion, culinary, (animated film and video photography), visual communication design, television and radio, craft, advertising, performing arts, publishing, and applications (Kemenparekraf, 2022), based on 17 (seventeen) sub-sectors of the creative economy in Indonesia, culinary is the largest contributor (30%) from the tourism and creative economy sectors. The culinary industry has a very strong potential for development, so that the culinary industry receives great attention from the government so that this sector can progress by providing facilitation such as business training, access to capital, and business start-up assistance. In addition, the Ministry of Tourism and Creative Economy also participates in promoting this very diverse Indonesian cuisine in domestic and foreign markets (Kemenparekraf, 2022).

This paper describes the most significant activities and results of the Sector for Quality and Products Safety of the Ministry of Economy, until the end of 2021. The Ministry of Economy - coordinator for technical regulations and authority responsible for creating strategies and policies for the development of standardization, metrology, accreditation and conformity assessment (Quality Infrastructure), has established a stable legal and institutional framework in these areas, over the last 15 years. The quality infrastructure includes both public and private institutions in these areas, but also the legal framework in which they operate. The activities of the Sector for Product Quality and Safety during the 2021, were aimed at improving legal framework for prescribing technical requirements for products and conformity assessment; system of accreditation and system of control of the precious metals articles. The paper also describes the state of play in the EU accession process in the area of Free Movement of Goods, and provides a reached degree of harmonization of product safety regulations of the European single market. The paper also talks about initiatives of the relevant Sector of the Ministry of Economy, in order to create an economic environment suitable for integration into the European and global economies, harmonizing business processes with international standards during all phases of product design, production and control.

The article examines the issue of the effectiveness of the work of the Special meeting for combining measures to provide the active army with items of combat and material supplies, headed by the Minister of War. It is noted that the Special Meeting, which appeared on May 13, 1915, received extraordinary powers to carry out the economic mobilization of the entire national economy of the Russian Empire. These powers were legally formalized on August 17, 1915. From that moment in 1915, a Special meeting for the discussion and unification of measures for the defense of the state, for the provision of fuel for communication lines, state and public institutions and enterprises working for the purposes of state defense, for the food business and transportation of fuel and food and military cargo. This body, created in wartime conditions, was entrusted with extraordinary powers to manage state, public institutions and enterprises. The chairman of this meeting was the Minister of War, appointed directly by the emperor. It was he who could form commissions and subcommissions that dealt with both the procurement of weapons, equipment and equipment abroad, and directly with the implementation of a general domestic economic policy in the state for the development of certain branches of industrial and agricultural production. However, as the materials show, the transfer of management functions to the state apparatus and the entire mobilized economy of the country into the hands of the military department led to distortions in the development of the country’s national economy. Primary attention was paid to industrial enterprises working for the purposes of state defense, while the organization of food supply and transport support in the Russian Empire, despite the initiatives of the Ministry of Railways, the Ministry of Trade and Industry, the All-Russian Zemstvo Union, which had a representative in a Special Meeting, did not found due support and attention from the Chairperson of the Special Meeting.

The study Human Resource Development and Sustainable Economy: Ebonyi state Ministry of Economic Development was designed to establish the relationship between human resource development and sustainable economic viability in Ebonyi state. The study adopted descriptive survey method. The sample size of 104 was used for the study. A purposive/ judgmental sampling technique was employed, and data were analyzed using percentage, frequency tables, and Spearman Moment Correlation Coefficient. From the analysis, the study revealed that; bureaucratic Corruption, inadequate funding, lack of clear-cut policy as the major challenges of human resource development in Ebonyi State Ministry of Economic Development., The study further conclude that the policies of the state have not significantly contributed in developing human resource in the ministry, thereby injecting quacks that have no input to make in attaining sustainable economic viability in Ebonyi State. The study recommended as follows: Government should develop and improve service delivery on health and education in order to produce skilled personnel that will fit the public service capable of achieving sustainable economic viability in Ebonyi State. Government should continue to provide enabling environment through macro-economic stability capable of increasing investment in human resource development by individuals, private and public sectors. The development of human resource should be a joint responsibility of the government at all levels, professional organizations, communities, individuals and the educational institutions through their various managerial skills etc.

Van city has serious socio-economic cultural development problems. Despite these problems, Van's cultural and natural diversity, as well as its potential to be an important commercial center due to its geopolitical situation, are important for the solution of extant problems. In this regard, this paper strives to examine the challenges of Van from the cultural aspect. Accordingly; in Van, the investments determined by the actors affecting the development and planning process periodically (2003-2016) were evaluated vis-à-vis the classification of cultural economy and human development index. Content analysis was used in the research. The European Union (EU) is one of the international actors in Van and the national actors are; Ministry of Development, Ministry of Interior, Ministry of Culture and Tourism, T.C. Prime Ministry General Directorate of Foundations, Eastern Anatolia Project (EAP) Regional Development Administration, Eastern Anatolia Development Agency (EADA) and Municipalities. It is seen that these are important actors in development policies and the investments they have made coincide with the strategies they have targeted. International actors prioritize social and human development investments within the framework of EU regional development policies. National actors however followed both a development model within the scope of industry, trade and services, which was predominantly based on the economic perspective, and a development model from the tourism perspective in the services class. Consequently, it is seen that development in Van is not directly evaluated from the cultural view, but evaluated together with tourism, culture is instrumentalized for tourism and cultural tourism is brought to the fore and cultural policies are developed from the tourism perspective.

The Covid-19 pandemic has had a major impact on the sustainability of the tourism sector and the creative economy in Indonesia. Tourism activities around the world have also been temporarily suspended. The purpose of this study was to determine the recovery strategy of the tourism sector and the creative economy from the Ministry during the COVID-19 pandemic. The method used is descriptive qualitative. The data is taken from the results of the year-end press conference and webinars from the Creative Economy Marketing Director. Data analysis consisted of data reduction, data presentation and conclusion drawing. The results of the study conclude that several programs launched in the context of restoring the tourism sector and the creative economy are Indonesia Care, Certified CHSE, Grants, and Local Creative Purchases. The Ministry of Tourism and Creative Economy also launched 3 program platforms, namely innovation, adaptation, and collaboration. The implication of this research is to provide an in-depth understanding that the Ministry of Tourism and Creative Economy always has a long-term and short-term orientation in restoring the tourism sector and the creative economy during the pandemic or post-covid-19 pandemic. The various programs launched have involved all parties such as local governments, tourist destination managers, the private sector, or entrepreneurs and business actors in the tourism world.

The enactment of concurrent jurisdiction between the Fair Competition Commission and the economic regulatory authorities in Tanzania after adoption of market economy principles in economic management was not an anomaly but a necessary undertaking. This paper attempts to show that the fact that competition authorities use different rules from those used by regulatory authorities both sets of institutions can facilitate competition. The concurrent jurisdiction guidance provided in the laws governing the existing economic regulatory institutions provide that where two legally mandated institutions coincide in dealing with an issue, no law overrides the other unless it is expressly stated in the relevant legislation. In such a situation the issue is referred to the Minister. The paper’s main suggestion is that concurrent jurisdiction in the Acts presupposed a single oversight Ministry for both FCA and regulatory authorities which is currently not the case in Tanzania today. Drawing lessons from similar authorities in the United Kingdom and South Africa, this paper has proposed that Tanzania should establish a Tanzania Competition Network (TCN) to act as forum for cooperation between FCC, economic regulatory authorities and Government officials responsible for competition and regulatory issues. Resumen
This article aims to describe the tourist behavior of State Civil Servants of the Ministry of Tourism and Creative Economy of the Republic of Indonesia. Data was obtained by distributing questionnaires via Google form to staff. Of the fifty (50) people who were asked to fill in, as many as forty-one (41) or 82% filled it out. The data obtained were analyzed descriptively and the findings from this study were that the tourist behavior of state civil servants at the Ministry of Tourism and Creative Economy varied greatly. Most of the respondents travel between three to 6 times a year, like nature tourism, plan their trips within a week or less and between 3 to 6 months, travel between 2 to 3 days and between 4 to 6 days. Sources of information for their holidays mostly come from social media and from friends or colleagues. Most of them like to travel with their families and a few travels with friends, but no one travels alone.

The study aimed to investigate operation of oil palm industry based on Green Economy concept. The conceptual framework of the Green Economy for the oil palm industry was established in accordance with Thailand’s context. Information was compiled via literature review on definition, meaning, concept, and theory of the Green Economy, and the oil palm industry, as well as interviews with 15 specialists, experts, scholars, farmers, and officials of relevant agencies such as the Ministry of Agriculture and Cooperatives.The information from the interviews was analyzed by grouping issues and content analysis, and description to obtain the conceptual framework. Then, the framework was assessed by specialists, experts, and officials from the Ministry of Agriculture and Cooperatives with expertise in oil palm, and farmers for implementation.The study findings revealed that the application of the conceptual framework of the Green Economy for the oil palm industry consisted of the Sufficiency Economy Philosophy, Roundtable on Sustainable Palm Oil (RSPO), economic development such as development of organic farming, management of yields and waste, social development such as better quality of life for farmers, higher negotiating power for farmers, equality; and environmental development such as balanced eco system, reduced impact on the environment, and use of environmental-friendly technology.

This paper has as its goal to analyze taxation of cryptoactives and the legal limits of the economic power. The paper proposition consists in pointing out the main questions about this problematic, aiming to pin point how the lack of regulation on cryptoactives can undermine the rule of law, as well as legality, neutrality and tax equality. Therefore, in the first topic, are regarded a bundle of decisions from the regulatory agencies, namely, the Economy Ministry – Ministério da Economia - branches, as well as the Central Bank – Banco Central - from the legal perspective to extract concrete and objective definitions. In the second topic, an exposition about the rationale of the Federal Revenue Office of Brazil – Receita Federal- about the topic was made, in order to highlight that despite the lack of regulation, Cryptoactives have a tax outcome defined by this Economy Ministry branch. In the third topic, two academic manifestations about Cryptoactives taxation are analyzed, showing the schism between the legal dogmatic and the rationale built by the Federal Revenue Office. Finally, in the fourth topic, is shown that the lack of legal definitions suited for cryptoactives can be harmful both for the State and tax payers.

Development of the Village Creative Economy Industry Based on Local Wisdom and Entrepreneurship is one of the flagship programs to be achieved from this service. The creative economy is an evolution of concepts based on creative assets that can generate economic growth and development. Minister of Cooperatives and UKM, Teten Masduki revealed that the creative economy community (Ekraf) is most likely in the national economy. In order to increase their productivity, the Ministry of Cooperatives and UKM, encourages the creative economy community to consolidate into a format. The Department of Cooperatives and Micro Enterprises of Jember Regency in running one of the services encountered several obstacles, namely there were still many cooperatives that had not reported financial reports and RATs in accordance with standards. Financial Information System training and development is one of the efforts made to resolve these obstacles. This Financial Information System will be used by the Department of Cooperatives to carry out Monitoring and Evaluation of the implementation of the Financial Reports and RATs of each of the cooperatives under its guidance. The end result of this service is in the form of a Financial System Training Module that can be used to facilitate cooperatives in carrying out financial reporting in accordance with established standards.

This research explores the interplay between employee motivation and leadership qualities within the Ministry of Economy and Sustainable Development and the Ministry of Finance of Georgia. A survey involving 821 government employees was conducted to identify the factors influencing employee motivation and the potential barriers associated with dissatisfaction with supervisors. The study uses statistical methods to identify critical factors shaping motivation, including principal component analysis and Spearman correlation coefficients. Key determinants include satisfaction with supervisors, external motivators, and performance evaluations. Employee engagement emerges as a significant driver, particularly for men and younger employees. The study also reveals variations in motivation related to gender and age, with women and senior employees displaying higher motivation levels. Furthermore, the research identifies dominant leadership qualities that impact employees' desire for managerial change, a primary motivational barrier. This study offers practical insights for enhancing employee motivation and optimizing leadership strategies, particularly within the Georgian Ministry of Economy and Sustainable Development and the Ministry of Finance.

This study aims to provide a more holistic understanding of how environmental and fiscal policies can complement each other to promote a circular economy in East Java. The method used in this study is panel data regression analysis using secondary data covering the period 2001-2020. Data were collected from government agencies such as the Ministry of Finance, the East Java Central Bureau of Statistics, the Ministry of Environment and Forestry, and the Supreme Audit Agency. The results show that environmental and fiscal policies significantly impact the circular economy in East Java. Environmental regulations, which include central and local government policies, promote the growth of the circular economy. The Regional Original Revenue (PAD) also plays an essential role in influencing the circular economy in the region. The proposed policy recommendations include the design of incentives to encourage the adoption of circular economy principles, the optimal allocation of special environmental and circular economy funds, the adaptation of education and training to the needs of the circular economy, the promotion of research and innovation in the circular economy, and the joint implementation of environmental regulations.

The use of salt is wide, including in the chemical industry, various foods and beverages, pharmaceuticals and cosmetics. The decision to import salt is aimed at protecting the sustainability of production in the national industrial sector. Government Regulation Number 9 of 2018 was issued without involving the Ministry of Marine Affairs and Fisheries (KKP). The PP for Salt Imports removes the authority of the KKP in providing recommendations for importing industrial salt. The salt import made by the government has received legitimacy from the Ministry of Industry because it is seen as being able to increase investment and welfare for the community. However, the import of salt do not have to get recommendations from the Ministry of Marine Affairs and Fisheries are a blunder for the government. Because it is very contrary to the constitution. The concepts presented by Thomas Oatley, namely interests, political institutions and Helen V. Milner, namely Interest, Institutions, and Information, are used to analyze salt import policies. 100 percent of industrial salt is still imported, because Indonesia unable to produce salt for industrial needs. Thus, in terms of the political economy of salt business, it can be concluded that the recurring issue of salt scarcity has been caused by serious errors in the political economy of the salt business in Indonesia. This mistake, objectively, can be traced from the behavior of salt business players and the government to reform for a better Indonesian salt business. 100 percent of industrial salt is still imported, because Indonesia unable to produce salt for industrial needs. Thus, in terms of the political economy of salt business, it can be concluded that the recurring issue of salt scarcity has been caused by serious errors in the political economy of the salt business in Indonesia. The article discusses the political economy of fisheries development in Indonesia and its dynamics during Joko Widodo's regime. The development of the fisheries sector, particularly marine fisheries, has faced ups and downs since Indonesia's independence. During the New Order era, fisheries development depended on foreign investment and international aid, which on several occasions has driven severe conditions in depleted fish stocks and the marginalization of small-scale fishermen. The fisheries sector began to be measured politically after the reform period when Indonesia established the Department/Ministry of Marine Affairs and Fisheries. Even so, the direction of fisheries development has not met its consistency. When Joko Widodo served as president, he created a big vision for maritime development, namely "Global Maritime Axis," where the fisheries sector became one of the national development priorities. Jokowi appointed Susi Pudjiastuti as Minister of Marine Affairs and Fisheries (MAF). Under Susi, the development of fisheries began to be reformed and she enacted many strict policies to deal with fisheries problems that have been occurring for decades. Susi gained many political pressures because her strict policies disrupted the oligarchic system that had controlled fisheries resources at the time. Fisheries development experienced inconsistencies from the last of 2019 until the end of 2020 because the first Minister of MAF in Jokowi's second period made contradictory policies from Susi's period. Since 2021, Indonesia's fisheries development has been using a blue economy model implemented through the regulation on measured fishing.

The Ministry of Tourism and Creative Economy again held a Tourism Village Community Empowerment Program. The collaboration between the Ministry of Tourism and Creative Economy, the Ministry of Villages for Disadvantaged Regions, and Transmigration and Higher Education is one of its forms. Higher education institutions are required to carry out community service programs. One of these activities is in the form of human resource development activities involved in the management of tourism villages, namely Pokdarwis (Tourism Awareness Group). One of the human resource developments carried out is the strengthening of CHSE (Clean, Health, Safety, and Environmental Sustainability) materials. CHSE is a new program that is being socialized by the Ministry of Tourism and Creative Economy to encourage healthy and safe tourism activities in all tourism destinations. Also, with the existence of correct and adequate CHSE and health protocols, it becomes one of the attractions for tourists to visit tourist villages. This activity was attended by 25 participants from Pokdarwis (Tourism Awareness Group), Sungai Awan Kiri Tourism Village, Ketapang, West Kalimantan. This activity aims to improve the competence of human resources for managing the Sungai Awan Kiri Tourism Village which is closely related to CHSE, K3, and the implementation of health protocols that must be implemented in the New Normal era in tourist villages.

Abstract The article addresses the financial costs and economic consequences of the Serbo-Turkish War of 1876–1878 for the Serbian state based on documents from the files of the Ministry of Finance, the Ministry of National Economy, and the Ministry of Foreign Affairs of the Principality (Kingdom) of Serbia. The author analyses sums spent on the war with Turkey, compensations paid for war losses and requisitions, the costs of supporting the refugees, and also compensations for Muslim land owners expropriated as a result of Serbia’s incorporation of the territories of the Sandžak of Niš and part of the Sandžak of Pirot (existed in 1877–1878). The idea of building the Serbian nation state was realized first of all through territorial expansion, which became the political priority of the state. It generated enormous expenditures, which ruined the public finances of Serbia and resulted in the country’s economic and social stagnation.

AbstractThe United Arab Emirates—despite its general reputation for free trade and limited government regulation of business—has had (for over two decades) the most onerous 'dealer protection' law in the Middle East.Very recently, however, pro-competition (or anti-monopoly) sentiment within certain UAE government circles resulted in enactment of a new federal law and two UAE Ministry of Economy resolutions that collectively reflect a weakening of those dealer protections. For example, Minister of Economy Sheikha Lubna Al Qasimi observed:The new amendments will certainly boost the competitive economic climate in the UAE…. This law was promulgated out of the desire to enhance and maintain stability in prices and ensure that agencies are not manipulated to increase prices.The following summary highlights some of the more significant aspects of current UAE commercial agency law, including a look at those recent amendments. (I have prepared an English translation of the UAE Commercial Agency Law, including the 2006 amendments, listed as Appendix 1 at the end of this article.)
