Resumen
Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

One of the main tasks of the state policy in the field of defense is to maintain the Armed Forces in a combat-ready state, other military formations formed in accordance with the laws, law enforcement agencies of special purpose in the security and defense sector, the main role is given to equipping them with the latest types of weapons and military equipment to ensure protection of state sovereignty and territorial integrity of the state. In the conditions of the current state, the specified equipment with new models of domestic production is not so fast, and the supply of weapons and military equipment from Western partners requires the training of specialists, therefore, taking into account the current state of the domestic fleet of weapons and military equipment, it is urgent to search for alternative methods for maintaining weapons and military equipment in working condition. The article describes the method of formalizing the process of searching for failures of the weapons and military equipment (WEQ) system and describes the algorithm for finding the optimal sequence of its control in order to find faulty devices. The article uses the theory of mathematical models of optimal decision-making in conflict conditions – game theory. According to the research results, it was found that the proposed method of formalization of the failure process of the weapons and military equipment system and the given algorithm for finding the optimal sequence of its control can be implemented with the development of automatic systems of control and diagnostics of weapons and military equipment systems. After the Second World War, the views of some military leaders on the use of nuclear weapons changed dramatically. Previously, the use of nuclear weapons was considered an incredible fact. In the minds of many, this view has been replaced by the notion that limited nuclear war is possible and winnable. Such a mentality raises a fundamental question: does any use of nuclear weapons have priority under international law. Although there is no international convention that expressly prohibits the use of nuclear weapons, the consequences of the use of any weapon are governed by numerous conventions and customary international law. A decision that nuclear weapons would violate one or more principles of humanity enshrined in positive or customary international law cannot be decisive. When a state uses a weapon that emits any gaseous substance or violates the territory of a neutral state, that state is itself violating international law. However, some violations of international law, including the prohibition of causing unnecessary suffering and indiscriminate harm between combatants and non-combatants, may be justified by military necessity if their use is proportionate to military necessity, retaliation or self-defense. This article examines the various uses of nuclear weapons and assesses their legality under positive and customary international law. It concluded that any nuclear weapons would be subject to a ban on gas and other related weapons. Furthermore, we conclude that in all but the most limited circumstances, the use of nuclear weapons would cause unnecessary suffering, would not distinguish between combatants and non-combatants, and would violate the territorial integrity of neutral States. Even if this remedy is violated by national law, this article demonstrates that the practical necessity of using nuclear weapons, and any resulting military advantage, is inherently disproportionate to the damage caused by any use of nuclear weapons, and thus, accordingly under international law, the use of nuclear weapons is illegal.

Introduction/purpose: The process of issuing and retrieving weapons in the military should be fast enough and should provide immediate availability of accurate information on the status of weapons. Methods: This paper deals with the problem of digitizing the recording of issuing and returning weapons through the use of modern Edge computing technology. The problem is presented through two approaches. The first approach is based on the application of machine learning algorithms for recognizing the serial number of a weapon based on the camera image, while the second approach concerns the application of RFID technology. User authentication is based on the application of biometrics. Results: The results obtained from testing the architecture for identifying weapons using a camera indicate that such an architecture is not suitable for identifying weapons. A weapon identification solution using RFID technology overcomes the problems of the previously mentioned solution. However, RFID technology requires additional modifications regarding the implementation of tags on or into weapons so that readings can be made. Conclusion: The implemented weapon identification solution based on RFID technology and a user identification solution with biometric authentication enables easy and reliable identification, speed of issuing and retrieval of weapons, network relieving, and real-time monitoring of the weapon status.

Throughout history, mankind has developed and employed novel weapons and countermeasures. Both offensive and defensive weapon systems are limited by the laws of nature. Consequently, military concepts and doctrines were designed by implicitly taking into account those limitations. The digital age has introduced a new class of weaponry that poses an initial challenge to the common understanding of conflict and warfare due to their different characteristics: cyber weapons. This article explores the crucial differences between the conventional weapon and cyber weapon domains, starting a debate as to what extent classical concepts and doctrines are applicable to cyberspace and cyber conflict. The authors propose a definition of cyber weapons being an instrument consisting primarily of data and knowledge, presenting them in the form of prepared and executed computer codes on or a sequence of user interactions with a vulnerable system. The authors describe a vulnerability-based model for cyber weapons and for cyber defence. This model is then applied to describe the relationship between cyber-capable actors (e.g. States). The proposed model clarifies important implications for cyber coalition-building and disarmament. Furthermore, it presents a general solution for the problem of the destruction of cyber weapons, i.e., in the context of cyber arms control.

This article proposes a game-based decision support model for determining the optimal time to start modernizing a weapon and military equipment (WMH) system. In the context of one-sided tracking games, where the military analyzes the pure strategy of the opponent, the authors consider a situation where the military has to determine the best time to start modernizing the weapons and military equipment. One of the key aspects of determining the optimal time to start modernization is to analyze the enemy's strategy. The article provides recommendations for choosing the moment to start analyzing the enemy's pure strategy in games with one-sided tracking. Within this game model, the military can consider different enemy strategies and their impact on the outcome of the conflict. In particular, decisions on modernization of weapons and their impact on combat performance are taken into account. The use of a decision support game model to determine when to start modernizing a WME system can be useful for military strategists and analysts involved in planning and managing military operations. It helps to understand how to take into account the actions of adversaries and maintain the competitiveness of military forces through timely and optimal modernization of weapons and military equipment. Taking into account game aspects and the use of mathematical models can improve strategic planning and decision-making in the context of modernization of weapons and military equipment. The application of a game model can help determine the optimal time to start modernization, which contributes to achieving strategic goals and ensuring military superiority. It can also help to use resources efficiently and reduce the risks associated with the obsolescence of military equipment. In the future, the game model can be further improved by adding new factors and refining mathematical algorithms. The research of the edged weapons requires an involvement of different types of sources. The visual ones are among the most informative. Images depicting medieval edged weapon could be found on different objects, in particular, on pottery. Most of such engravings are schematic; that is why an informative value of such sources is rather modest. Nevertheless, engrawings on pottery depicting edged weapons may attract scholar’s attention. Images on medieval pottery from Taurida (Crimea peninsula) are especially interesting in this context. In the article the author analyses 17 artifacts decorated with images of edged weapons that were found in Crimea. In each case an image of weapon was part of a larger composition depicting a warrior. Scholars tend to interpret such figures as saint warriors or epic heroes. Local life contexts as well as the general historical situation in Europe during the 12-13th centuries shaped favorable conditions for increasing popularity of the military themes in fine arts. The swords, sabres and items that cannot be reliably interpreted are depicted on the artifacts that are dealt with. The author reveals a spesific type of weaponry which have no analogies among the medieval archaeological materials by now. The upper date of exploitation of most of the atrifacts can be clearly identified as far as the artifacts were found in the cultural layer which corresponds with destruction of Chersonesus in the 13th century. The artists used to engrave weapons schematiclly, however sometimes the one can be sure what kind of weapon an artist tried to depict. Comparison of the images on pottery with the archaeological findings allows us to jydge on specific military traditions of both the Bizantine Empire and the Northern Black Sea region during the 11-12 centuries. The findings of the 13th century weapons in the Crimean peninsula are rather scarce, so the visual sources are very important for studing of the local edged weapon. Such sources are interesting in the broad context of studying of the medieval culture of Mediterranean and Black Sea regions as well.

AbstractThis article explains why regulating autonomy in weapons systems, entailing the codification of a legally binding obligation to retain meaningful human control over the use of force, is such a challenging task within the framework of the United Nations Convention on Certain Conventional Weapons. It is difficult because it requires new diplomatic language, and because the military value of weapon autonomy is hard to forego in the current arms control winter. The article argues that regulation is nevertheless imperative, because the strategic as well as ethical risks outweigh the military benefits of unshackled weapon autonomy. To this end, it offers some thoughts on how the implementation of regulation can be expedited.

Király Pál was one of the best-known Hungarian weapon designers, whose name has become a synonym for the submachine guns he constructed. His confusing personality and puzzling career well reflect an eventful and chaotic period of 20th century Hungarian history. When his most successful creations, the Király submachine guns, were being developed, no experience regarding the military usage of such weapons was available at all. Consequently, when designing and manufacturing the weapons, the closely cooperating military supreme command and ammunitions industry faced several initial problems. Although the continuing development proved successful, production capacity fell behind the growing needs of the military for automatic handguns. The present work aims at introducing the famous engineer’s life and activity, as well as the phases of weapon development and production history.

This thesis is an examination of how the nature of the British soldier is constructed/imagined in contemporary British society if a spectrum of meaning is imagined that posits a warrior existing at one extreme and a weapons platform at the other. Located within a philosophical setting and indebted to Charles Taylor’s modern social imaginaries, a number of sub-questions function as the mechanism used to explore the thesis question in the six research chapters which are: 2, Identity and Narrative; 3, Being and Doing; 4, Clausewitz, Trinitarian War and New Wars; 5, Selected Societal Factors (Death, Risk, and Post-heroicand Feminised Society); 6, The Future Nature of Conflict; and 7, Future Technology. This thesis provides a basis by which to evaluate the cultural, practical, philosophical and intellectual pressures affecting how the British soldier is envisaged in the UK social imaginary. It also offers a functional framework to understand those roles British society is prepared to tolerate and validate when deploying and utilising the generic soldier. The main conclusions of the research chapters are contained in the following six propositions: 1. The identity of the warrior requires a narrative of war(fare) validated by the society with whom he/she is in relationship. The identity of the soldier does not necessarily require a narrative of war. 2. The distinction between the warrior and the soldier is best framed in the language of ‘being’ and ‘doing’. For the warrior their ‘being’ is intuited in combat; whereas the soldier requires a narrative that validates the required/expected output. 3. New wars are non-Clausewitzian. Any Western narrative will suffer narrative deflation in the soldier’s daily experience in non-Western operational settings. 4. Post-modern, risk averse, post-heroic societies will struggle to generate a nonapocalyptic narrative capable of tolerating significant casualty numbers. 5. The question of intervention in a non-Western, non-permissive operational setting will examine the depth of liberal values in Western societies. 6. Though pragmatic, the development of robotic weapons stands in contradiction to the authenticity of the warrior and robs the West of the vitality of its liberal values.

Scientific narratives are pervasive in international policy, in part, due to the increasing degree to which technological considerations enter modern thinking. These narratives are particularly visible in the chemical weapon prevention regime, which must accommodate changes in science and technology to ensure that they do not result in the application of new utilities for toxic chemicals as weapons. The dissertation investigates the function of technical experts, and the perceptions of their role, in the procedures of the chemical weapon prevention regime that address technical change. It explores expert involvement in three elements of the Chemical Weapons Convention (CWC): its negotiation; the Scientific Advisory Board; and in national policy formulation. Ethnography – from an extended placement within the Convention's monitoring body, the Organisation for the Prohibition of Chemical Weapons (OPCW) – as well as interviews and documentary sources provide the methodological basis for the research. The dissertation finds that science is often made political within the international policy setting, and shows how science is employed to support political aims whether it is in accelerating or slowing policy formulation, or in deflecting the policy agenda. It argues that whilst the role of experts and their capacity to influence policy vary with the forums in which they are placed, their effectiveness depends also upon other factors, including institutional support. The dissertation also holds that national approaches to expert advice are reflected in state relationships with experts advising at the international level. The research supports much of the Science and Technology Studies (STS) literature on experts in national settings and has substantial implications for a concept popular in International Relations (IR) literature, namely, ‘epistemic communities'. A case for reframing ‘epistemic communities' is developed which incorporates notions drawn from STS, such as the important role of ‘boundary organisations'. These are applied to the CWC, and policy recommendations for the OPCW and its member states are presented.

Current revolutions in biotechnology and neuroscience are changing military technologies, necessitating dramatic re-evaluations in arms regulatory regimes. This study assesses how these new technologies can be used in weapons systems - by governments and terrorists alike - and whether this frightening development can be brought under effective international control. Malcolm Dando begins by surveying the existing (and arguably inadequate) control mechanisms for chemical and biological weapons. He then discusses how earlier generations of toxin and bioregulatory weapons have been used by such states as Iraq, the Soviet Union and the USA, and explains, in non-technical terms, the implications for new weapons technology. Considering how international law might be applied to constrain undesirable military developments without restricting technological developments for peaceful purposes, Dando concludes with a proposal for an integrated control regime that would link international agreements, national legislation, and trade regulations.

Military expenditure continues to rise and conventional weapons continue to reach areas of conflict, violators of human rights, and terrorist groups, increasing the number of internal and external conflicts, escalating the level of internal oppression and contributing to the deterioration of living conditions. Every day, thousands of lives are lost, and many more people are injured, orphaned or displaced because of armed violence by conventional weapons, yet no comprehensive treaty on conventional weapons has yet been reached. There has been no lack of effort and initiatives, but rather a lack of goodwill, proper guidelines, and instruments that would control the arms trade. Therefore, the central arguments the present thesis seeks to examine are the consequences of this lack of an international conventional arms trade treaty on international security, especially in the conflict-torn Middle East. In order to support the claims made in this study the statistics of global arms sales in different time periods are presented and the relationships between armament, conflict, and development examined. Initiatives to regulate arms sales are also reviewed. In order to elicit information on the role of conventional arms deals on the stability, security, and development of Middle-Eastern countries a questionnaire was distributed to a cross-section of people from those countries, and interviews were conducted with a number of diplomats and politicians. The findings reveal that increasing armament does not decrease the internal or external threat against the country, instead it jeopardizes its economic growth and prevents progress. The findings also indicate that lack of democracy plays an important role in increasing armament, so arms can be used against opponents of the regime, and not to defend the homeland. The thesis recommends that governments and international agencies such as the UN should work seriously towards an international conventional arms treaty similar to those on weapons of mass destruction.

Resumen
This paper examines the role of nuclear weapons in military alliances, focusing on the perspectives of the so-called umbrella states—that is, allied states that do not have their own nuclear weapons but are part of the ‘extended nuclear deterrence arrangements’ of a nuclear-armed patron. After analysing allied security thinking and highlighting the underlying assumptions about nuclear deterrence, the paper subjects some of those assumptions to critical scrutiny. Taking into account regional military balances and escalation risks related to nuclear deterrence, it challenges the perceived security benefits of forward-deployed non-strategic weapons, continued support for allied nuclear doctrines based on readiness for the first use of nuclear weapons, and the assumed inevitability of nuclear second strike that underlies the practices of nuclear assurance. The goal is to open discussion on the development of a more measured approach to deterrence that would allow for minimizing the role of nuclear weapons in military alliances.

Resumen
Since it was established in March 2021, the European Peace Facility (EPF) has become the main source of funding for European Union (EU) external actions in the field of crisis management and conflict prevention with defence and military implications. These include initiatives such as EU military missions, support to military peace operations led by other actors and assistance to strengthen third states’ military capacities. In addition, through the EPF, EU security assistance can also fund, for the first time, the supply of lethal military equipment and, thus, weapons. Arms transfers to countries that are affected by crises and conflict bear higher risks that the weapons provided may be misused or diverted to unauthorized end-users. Considering the contexts in which the EPF is already or will likely be funding the provision of weapons, these risks are particularly tangible. The EU and its member states have instruments and expertise at their disposal that they should use to minimize the potential negative consequences generated by using the EPF for addressing partners’ security needs. These include preventing overlaps in establishing relevant controls, including post-shipment controls, and coordinating EPF actions with assistance in the field of arms transfer and small arms and light weapons controls.

This research frames the issue of explosive weapons in the broader context of protection of civilians and civilian harm mitigation. The research focuses on multilateral operations.

Resumen
The aim of the article. Establishment and development of the USSR rocket weapons for the period of the New Economic Policy and industrialization is one of the most interesting and poorly researched problem of the USSR military industry. The USSR first researches in the field of rocket weapons and ammunition creation, their features and results are poorly investigated by national historical science and just they are observed in the paper. Methodology. General principles of historism and objectivity are the theoretical-methodological base of this work. Author also use special historical methods: logic, systematic, chronological, actualisation and periodizing. Results. The paper is written by using the declassified documents for Official Use Only, by military technical documents, stored in the Russian National Library, little known memories of direct participants and some published researches. By considering these documents and materials it become clear that in the USSR before the Great Patriotic War a complex of problems on rocket weapon implementation were conditioned by objective and subjective reasons. The consequence of this was the adoption of some unfounded species of reactive weapons before the Great Patriotic War, who received an overestimated assessment and not justified all expectations and hopes assigned to them during the fighting. As a result, only by the end of the war these systems began to be used for their true purpose. Practical application. Practical significance of this work is as follows: facts shown in the article and conclusions drawn on them can be used for further research of USSR rocket weapon establishment and development in 20-40th years of XX century and also for Soviet history in general.

When carrying out professional activities, officers of the VNG of the Russian Federation are often in difficult, stressful, emotionally stressful situations associated with the use of weapons as a particularly dangerous means of destruction. The right to use a weapon by an officer makes him responsible for its use. And therefore requires the officer to make a balanced optimal decision, which is associated with the risk and transience of events, and in which no mistake can be made, since the price of it can be someone's life. It is at such a moment that it is important that the officer has stable skills in making a decision on the use of weapons, and this requires skills not only in managing subordinates or the situation,but in managing himself. The complication of the military-professional activity, manifested in the need to develop the ability to quickly and accurately make command decisions, exacerbating the problem of social responsibility of an officer who has the management of unit that leads to an understanding of his singular personal and professional responsibility, as the ability to govern themselves makes it possible to achieve a positive result of the Department for the DBA. This characterizes the need for a commander to have the ability to manage himself, as a "system" that manages others. Forming skills of self-control, patience, compassion, having mastered algorithms of making managerial decisions, the cycle of implementing managerial functions, etc., a person comes to the belief: "before effectively managing others, it is necessary to learn how to manage yourself." The required level of personal and professional maturity can be formed in a person as a result of purposeful self-management, which determines the special role of professional and personal self-management in the training of future officers.

This research paper seeks to contribute to further thinking and dialogue among States and their militaries that conduct operations in urbanized environments on what more can be done to reduce civilian harm by proposing practical measures in the form of options for consideration. UNIDIR seeks to enhance knowledge on ways to reduce risks and mitigate harm to civilians from the effects of explosive weapons in urbanized environments. This research frames the issue of explosive weapons in the broader context of protection of civilians in urban conflict and focuses on multilateral operations. The research takes a comprehensive approach to civilian protection from a ‘risk reduction’ perspective—that is, seeking to understand where the risks and uncertainties lie in the entire ‘civilian protection life cycle’, recognizing that civilian harm is the cumulative effect of numerous risks and decisions made from formulating mandates, planning, execution, assessment and response to lessons learned and institutional learning. Particular focus is placed on the targeting and weaponeering processes.
