Resumen
A fortress Europe immigration policy is currently observed throughout the European Union. The European migration problem seems to be that, in the face of high and persistent unemployment rates, additional immigration implies further unemployment. This might not be true if immigration helps to erode institutional constraints and enhances labor market flexibility, a point that is seen of particular virtue in the European setting. The paper also argues that past European migration, although limited, has been positive for the labor markets, and there are only few alternative policy options in the future.

Resumen
Migration as a cause of social problems – how does the narrative impact local government practices? Even though Sweden has well over half a century’s experience with migration, recently strengthened master narratives of migration and migrants as social problems are generating an impact on policies and practices at the local level. Previous research has identified how narratives of migration and migrants impact policy making and interventions related to migration, integration and accommodation of migrants. This study widens the scope as it identifies how narratives of migration and migrants impact policies and practices in general. Adopting a theoretical framework based on racialisation, decision making and narrative theory, 17 interviews with local government administrators and police officers from a district in Stockholm are analysed. The results show how narratives of migration and migrants are embedded in the causal argumentation of present problems in the district. When practically every problem is argued to have migration as a root cause, policy and practices for solving them tend to target migrants. The article describes how this takes place and the final discussion addresses several risks that follow. First, the quality and efficiency of policy and interventions is at risk when the causality behind a problem is simplified and inaccurate. Second, targeting migrants when addressing the districts’ problems also risk omitting those natives impacted by a problem from benefiting from the solution or relief provided by the local government. Third, there is a risk that the local government strengthens the master narrative of migration and migrants as causing society’s problems. Given the results, an ending theoretical contribution is provided, arguing that a local government is a racialising bureaucracy. Not only is it racialised in its structure, as previous theory has stated, it also actively contributes to the reproduction and development of racialised structures in society at large.

Resumen
Database migration is a crucial aspect of digital collections management, yet there are few best practices to guide practitioners in this work. There is also limited research on the patterns of use and processes motivating database migrations. In the “Migrating Research Data Collections” project, we are developing these best practices through a multi-case study of database and digital collections migration. We find that a first and fundamental problem faced by collection staff is a sheer lack of documentation about past database migrations. We contribute a discussion of ways information professionals can reconstruct missing documentation, and some three approaches that others might take for documenting migrations going forward. Resumen
In order to solve the problem of service interruption caused by user movement and the limited service range of edge nodes, a service migration algorithm based on the multi-attribute Markov decision process was proposed for mobile edge computing. By performing service migration, the distance between the user and the service is always kept to a small range. In addition, in order to prevent the service quality from being affected by the frequent migration of users, the return function of the model was defined by comprehensively considering the service quality, the resource demand of the service, the migration cost, and the movement income of users in each node, and on the premise of taking into account the migration cost and resource conditions, which did not only make up the deficiency of the service migration scheme based solely on distance. The number of migrations is also reduced, and a single migration target server is no longer used. The candidate server set was constructed based on the user’s motion trajectory, and the Q-Learning algorithm was used to solve the problem. Simulation results show that the proposed algorithm can reduce the number of migrations and ensure the balance between the number of migrations and the cost of migrations.

Resumen
The subject of the research is the relationship between the phenomena of religion and migrations. The problem of their interaction has been inherent in human society since the ancient times; this problem is relevant one in nova days too. The consequences and prospects of development of this complex phenomenon in contemporary society are not sufficiently examined in science yet, especially in Sociology. In the paper, the role of religion in migration processes is studied based on the analysis of various sources, synthesis, induction, analogy, and abstraction. In course of research were analyzed numerous religious treatises, fiction works and classical sociological works, as well as works by foreign and Russian contemporary academic authors. The paper notes that the migration discourse has now shifted from the geographic and demographic to the socio-political domain. Religion has begun to play an important role at all stages of migration, both from the perspective of neoliberal and humanistic approaches. The paper aims to identify the role of the religious factor in the migration process and the role and logic of migration not only in inter-faith but also in intra-faith relations. It is shown that migration either serves as a catalyst for religious feelings and behavior or it strengthens the existing religious identity of migrants and enhances the quality of their religious feelings. The study highlights the need to improve the legislative framework of religious freedom, but also raises the question of how far religious communities can go in the process of advancing religious practice. In this regard, migrations often become a challenge for a secular state. Therefore, it is concluded that only an integrated approach would contribute to solving this problem.

Resumen
Every person would want maximum profit with as little as possible resources or capital. One example in everyday life is the problem of limited storage media but is required to get the maximum benefit. From this problem comes the term known as the knapsack problem. One of the problems with Knapsack is knapsack 0- 1, where knapsack 0-1 is a problem of storing goods where the item will be completely inserted or not at all. Completion of knapsack 0-1 problems can be helped using a metaheuristic algorithm. Metaheuristic algorithms include the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization (MBO) algorithm. This study aims to determine the resolution of knapsack 0-1 problems using the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization (MBO) algorithm and compare the optimal solutions obtained. This research method is divided into three main parts. First take data that includes the name of the item, the purchase price, the selling price and the weight of each item. The second is applying the Penguins Search Optimization (PeSOA) algorithm and the Migration Birds Optimization algorithm (MBO) on 0-1 knapsack problems. The third program is made to facilitate the calculation of data with the help of Matlab R2015b software. The results of this study found that both algorithms both reached the optimal solution, but the convergence and running time obtained were different. The Migrating Birds Optimization (MBO) algorithm is faster converging than the Penguins Search Optimization (PeSOA) algorithm to get the optimal solution. And also the Migrating Birds Optimization (MBO) algorithm has better running time than the Penguins Search Optimization (PeSOA) algorithm to achieve maximum iteration. Keywords: Whale optimization algorithm, multi knapsack 0-1 problem with multiple constraints.

Local integration policies provide alternatives to the German federal policy towards refugees which puts emphasis on security concerns. A theoretical conception of the former following the logic of peace includes the proactive handling of uncertainties and a differentiated, inclusive design. It perceives migration as a chance and aims to improve the opportunities to participate for all inhabitants. It strives to strengthen the population’s intercultural openness and to organize integration processes with civil society and refugees alike. Respect for human dignity constitutes its central orientation point. In the observation of integration processes, it adopts an extended perspective.

The migratory phenomenon has been those that the media have manipulated many times for partial purposes. A set of valuation prejudices derived from the lack of objectivity and dominance about its origin, causes and consequences concur, when the truth is that this is a complex, multi-causal issue and derived from economic, political, environmental situations or cultural from which positive and negative aspects have been derived. A space for reflection is presented that aims to encourage the need to study the subject and modify the projections of migration analysis as an absolutely harmful phenomenon to move them towards a thought more in line with the reality of a world in which humans are carriers of diverse motivations to emigrate and as people should be treated in conditions of equality and respect, regardless of their place of origin.

Resumen
It is well known that in recent decades the scale of migration processes has been increasing, covering almost all continents. The article attempts to assess migration in Africa in the Sahel and sub-Saharan countries, both legal and illegal, to identify its causes, and to establish the connection between conflicts and their consequences. In addition, the task was set to analyze the main migration routes. The authors studied migration processes in countries such as Burkina Faso, Niger, DR Congo, Central African Republic, Chad, and others. These countries are united by the weakness of state security forces, which are not yet capable of independently solving national security problems. Extremist organizations such as Boko Haram, terrorizing the local population, complicate the situation. The former metropolises cannot solve the security problem either. The novelty of the study lies in the establishment of the relationship between conflicts and migrations. The conclusion is formulated that the problem of migration can be solved only under the condition of the political and economic strengthening of the countries of the region, when external assistance will be directed not to armaments, but to development purposes. An important role in ensuring the security of borders and civilians should belong to internationally supported national security forces. According to the authors, in the near future, while the unstable military-political and economic situation in a number of states continues, migration on the continent will only intensify.

Resumen
Pulses of abundance in salmon migrations can arise from single populations arriving at different times, from multiple populations with different timing characteristics, or as a combination of these. Daily observations typically record an aggregate measure of abundance passing some location rather than the abundances of the individual components. An objective method is described that partitions a compound migration into its component parts by exploiting differences in the characteristics of each pulse. Simulated data were used to demonstrate when greater model complexity may be desirable. Three case studies of increasing complexity (Chilko Lake sockeye salmon smolts (Oncorhynchus nerka), large adult Columbia River Chinook salmon (Oncorhynchus tshawytscha), Fraser River salmon test fishery) demonstrate how the model can be applied in practice. Results indicated that Chilko Lake smolts rarely emigrate to sea as a single pulse, that the dates used to distinguish the spring run of Chinook salmon in the Columbia River may be overestimating its abundance, and that pulses of sockeye salmon abundance in a Fraser River ocean test fishery in 2014 may have arisen from some factor other than population composition.

Resumen
Historically, seismic migration has been the practice (science, technology, and craft) of collapsing diffraction events on unmigrated records to points, thereby moving (“migrating”) reflection events to their proper locations, creating a true image of structures within the earth. Over the years, the scope of migration has broadened. What began as a structural imaging tool is evolving into a tool for velocity estimation and attribute analysis, making detailed use of the amplitude and phase information in the migrated image. With its expanded scope, migration has moved from the final step of the seismic acquisition and processing flow to a more central one, with links to both the processes preceding and following it. In this paper, we describe the mechanics of migration (the algorithms) as well as some of the problems related to it, such as algorithmic accuracy and efficiency, and velocity estimation. We also describe its relationship with other processes, such as seismic modeling. Our approach is tutorial; we avoid presenting the finest details of either the migration algorithms themselves or the problems to which migration is applied. Rather, we focus on presenting the problems themselves, in the hope that most geophysicists will be able to gain an appreciation of where this imaging method fits in the larger problem of searching for hydrocarbons.

Resumen
An area that has received comparatively little attention, in both postcolonial digital humanities and its overlap with studies of media and migration, is how geo-spatial data visualizations contribute to the othering of the migrant and how they can be used, in turn, to challenge the instantiation of the migrant as a “problem.” Positioning data visualizations of migration as a narrative genre, this article considers how data visualizations of migration reinforce the trope of migrant-as-problem and how they might resist this inscription. Through multimodal rhetorical analysis of data visualizations of migration, I examine the interplay of written-linguistic, visual, and spatial modes of communication deployed in two approaches to visualizing migration and propose that the contexts of collaboration behind their composition influence their representation of the migrant as a “problem” and hold the power to resist this narrative.

The article discusses migration issues in the context of global challenges of our time. When analyzing migration processes, the author adheres to the theory of migration, as a transaction with three basic conditions. Today it is absolutely clear that the problem of adaptation of migrants from a biological problem has passed into a cultural one. Migration problems can be quite clearly seen in the example of Kazakhstan, the largest state in Central Asia. The author considers the stages of development of the migrant adaptation system, government programs, the hierarchy of the state system for managing migrant adaptation processes. Summing up, the author offers recommendations for solving the problems of adaptation of migrants.

Resumen
With the emergence of Network Function Virtualization (NFV) and Software-Defined Networks (SDN), Service Function Chaining (SFC) has evolved into a popular paradigm for carrying and fulfilling network services. However, the implementation of Mobile Edge Computing (MEC) in sixth-generation (6G) mobile networks requires efficient resource allocation mechanisms to migrate virtual network functions (VNFs). Deep learning is a promising approach to address this problem. Currently, research on VNF migration mainly focuses on how to migrate a single VNF while ignoring the VNF sharing and concurrent migration. Moreover, most existing VNF migration algorithms are complex, unscalable, and time-inefficient. This paper assumes that each placed VNF can serve multiple SFCs. We focus on selecting the best migration location for concurrently migrating VNF instances based on actual network conditions. First, we formulate the VNF migration problem as an optimization model whose goal is to minimize the end-to-end delay of all influenced SFCs while guaranteeing network load balance after migration. Next, we design a Deep Learning-based Two-Stage Algorithm (DLTSA) to solve the VNF migration problem. Finally, we combine previous experimental data to generate realistic VNF traffic patterns and evaluate the algorithm. Simulation results show that the SFC delay after migration calculated by DLTSA is close to the optimal results and much lower than the benchmarks. In addition, it effectively guarantees the load balancing of the network after migration.

Resumen
The article describes the socio-economic problems of labor migration in Russia, CIS and the world in General. It is noted that Russia plays the role of a donor country supplying manpower to the markets of host countries, however, in relation to the CIS and some neighbouring Asian countries, Russia is the host country. The causes of migration flows directed to and from Russia our country abroad are studied. The segments of the labor market in which workers compete with citizens of the Russian Federation are identified. The social, economic and legal problems of labour migrants are analyzed. It is emphasized that the main problems at present are born not by the scale of immigration to Russia, and its spontaneous, uncontrolled character. The mechanisms of harmonization of social and labour relations on the labour market are proposed.

Resumen
Least-squares migration (LSM) is an effective technique for mitigating blurring effects and migration artifacts generated by limited data frequency bandwidth, incomplete coverage of geometry, source signature, and unbalanced amplitudes caused by complex wavefield propagation in the subsurface. Migration deconvolution (MD) is an image-domain approach for LSM that approximates the Hessian operator using a set of precomputed point spread functions. We have developed a new workflow by integrating the MD and domain decomposition (DD) methods. DD techniques aim to solve large and complex linear systems by splitting problems into smaller parts, facilitating parallel computing, and providing a higher convergence in iterative algorithms. We suggest that instead of solving the problem in a unique domain, as conventionally performed, splitting the problem into subdomains that overlap and solve each of them independently. We accelerate the convergence rate of the conjugate-gradient solver by applying the DD methods to retrieve better reflectivity, which is mainly visible in regions with low amplitudes. Moreover, using the pseudo-Hessian operator, the convergence of the algorithm is accelerated, suggesting that the inverse problem becomes better conditioned. Experiments using the synthetic Pluto model demonstrate that our algorithm dramatically reduces the required number of iterations while providing a considerable enhancement in image resolution and better continuity of poorly illuminated events.

Resumen
The use of ray shooting followed by interpolation of traveltimes onto a regular grid is a popular and robust method for computing diffraction curves for Kirchhoff migration. An alternative to this method is to compute the traveltimes by directly solving the eikonal equation on a regular grid, without computing raypaths. Solving the eikonal equation on such a grid simplifies the problem of interpolating times onto the migration grid, but this method is not well defined at points where two different branches of the traveltime field meet. Also, computational and data storage issues that are relatively unimportant for performance in two dimensions limit the applicability of both schemes in three dimensions. A new implementation of a gridded eikonal equation solver has been designed to address these problems. A 2-D version of this algorithm is tested by using it to generate traveltimes to migrate the Marmousi synthetic data set using the exact velocity model. The results are compared with three other images: an F-X migration (a standard for comparison), a Kirchhoff migration using ray tracing, and a Kirchhoff migration using traveltimes generated by a commonly used eikonal equation solver. The F-X‐migrated image shows the imaging objective more clearly than any of the Kirchhoff migrations, and we advance a heuristic reason to explain this fact. Of the Kirchhoff migrations, the one using ray tracing produces the best image, and the other two are of comparable quality.

Resumen
The process of human migration between Indonesia and Malaysia has been running for hundreds of years. Only in modern times have the problem becomes more complex. Migration not only provides benefits for both countries, as remittance and development, but it also has a negative impact and creates problems such as the abuse of migrant workers or increase of irregular migrants. This paper attempts to identify the driving forces of migration and explore different types of migration from Indonesia to Malaysia. It is found that there are five pull-push factors of migration, namely; economic, demographical, social, environmental and political factors. The economic and demographical factors become the main causes of migration in the form of workers. The social factor of migration encourages Indonesians to study in Malaysian universities. The political and environmental factors, which are obvious among the Acehnese, include migrating to Malaysia in the form of refugees and asylum seekers. By exploring all factors of migration, this paper attempts to mapping out the human migration process for Indonesia to Malaysia. Resumen
<p>Aiming at the job-shop scheduling problem (JSP), a dynamic grouping fish migration optimization (DFMO) is proposed to solve it. The DFMO algorithm adopts a multi-group structure to improve the convergence ability of the algorithm. And the opposition-based learning (OBL) strategy is applied to the group with poor overall fitness value to improve its solving environment. This paper proposes three different communication strategies to exchange information between different groups. In order to better determine the communication time between groups, a dynamic detection method based on population diversity is proposed. Compared with the static method of determining the communication time between groups, the proposed method can make the group more fully explore the current area and more hopefully find the optimal solution. The experiment in this paper is divided into two parts, one part is the numerical experiment test, the other part is the JSP problem standard library test. From the experimental results, the DFMO algorithm can obtain good results in both parts of the experiment, and has a good problem optimization ability.</p> <p>&nbsp;</p>

Resumen
Cell migration refers to the directional movement of cells to the surrounding cell-free zone in response to chemical and mechanical stimuli. A cell migration assay is an essential device for studying pharmaceutical and medical problems. In this paper, we present a novel approach to a cell migration assay on a chip with two merits, namely (i) simultaneous creation of many cell samples on the same condition and (ii) cells migrating while being stressed in a fluidic environment. The first merit has addressed the problem of poor reproducibility in experimental studies for medical problems such as wound healing, and the second merit has made the cell migration device, which is an in vitro environment, more biomimetic. The two merits are attributed to a novel mechanical method to simultaneously create many cell-free zones and to the design of a microfluidic process to create shear stress in cells uniformly. Two applications were studied on our device to explore its effectiveness. The first application is regarding the combination chemotherapy of cisplatin and doxorubicin (Adriamycin) on cervical cancer cells (HeLa). The second application is regarding inhibiting the migration of endothelial cells (HUVEC) in the process of anti-angiogenesis.

Resumen
Cloud computing has been widely used in various industries in recent years. However, when migrating enterprise applications into the cloud, enterprise users face a problem with minimizing migration time and cloud resource providers face a dilemma of resource allocation problem, with the objective of maximizing the migration utility of enterprise users while minimizing the cost of cloud resource providers. In order to achieve them, this paper considered cloud migration objectives including cloud migration time, cloud migration utility, and cloud data center cost, and proposed a resource allocation model for enterprise applications migration into the cloud. The model is divided into two stages: the bandwidth allocation for enterprise applications migration to the cloud and the physical resource allocation of cloud resource providers for enterprise applications deployment into the cloud. In the first stage, we aim to minimize the cloud migration time for enterprise applications, and propose a scheme of bandwidth allocation for each component of applications. In the second stage, we present the resource allocation of cloud resource providers and propose a gradient-based algorithm which can achieve optimal resource allocation. Finally, we give some numerical simulation results to illustrate the performance of the proposed algorithm.

Resumen
Forced migration is generally inimical to mankind but particularly hazardous to women. However, these hazardous acts which make women vulnerable are hardly considered as substantial enough to warrant an outcry against the migration phenomenon. Women face major challenges resulting from forced migrations, which expose them to violence, rape and other anti-social behaviours imposed on them by the circumstances. All these tend to have significant impacts on their social, economic, cultural and environmental development. This paper, therefore, uses Cole’s Embers to critically interrogate the issues of forced migration as a gendered problem. This work shall expose the claims that the problem of forced migration is an offshoot of the opportunistic post-colonial Nigerian rulers who have assisted to change the narratives of the family structure and peaceful order of society to a chaotic world. The paper focuses on the IDP Camps that are highly fuelled by corruption and the challenges for womanhood.

Resumen
The article presents migration as a threat to international security in the 21st century. The first part presents the problem of people migrating to Europe, including third-country nationals. It is shown that uncontrolled mass migration has forced European countries to provide budget, shelter and counselling for migrants. Furthermore, there were many cases when migration met with disapproval of indigenous people and fear of the impossibility of integrating different cultures and customs. European Union has introduced financial tools to support member countries in financing migration-related problems including the Asylum, Migration and Integration Fund; and the Internal Security Fund. The article also mentions the European immigration policy adopted in 1999. The second part of the article refers to negative effects of migration: trafficking in human beings and forced labour. It is shown that they are widely practiced. To eliminate illegal activities, actions, which the author describes, are being taken within Europe. Polish people have also experienced trafficking in human beings and forced labour abroad. Such crimes have been reported within Poland as well. Finally the author states that the security of the European Union is threatened not only by external migrants, but also by citizens who migrate internally.

Resumen
This study summarizes US and Japanese historical North Pacific albacore ( Thunnus alalunga) tagging data and uses maximum likelihood methods to estimate seasonal migration rates of young North Pacific albacore. Previous studies related to North Pacific albacore migration have found that the frequency of albacore migrations is difficult to quantify because of inadequate amounts of tags released by the US tagging program in the western Pacific. Use of the combined Japan and US tagging data solves this problem. This study also incorporates specific seasonal migration routes, hypothesized in past qualitative analyses, to avoid overparameterization problems. The estimated migration patterns qualitatively correspond to those from previous studies and suggest the possibility of frequent westward movements and infrequent eastward movements in the North Pacific. This frequent westward movement of young albacore in the North Pacific would correspond to a part of albacore life history in which immature fish recruit into fisheries in the western and eastern Pacific and then gradually move near to their spawning grounds in the central and western Pacific before maturing.

Resumen
Array thinning is a common discrete-valued combinatorial optimization problem. Evolutionary algorithms are suitable techniques for above-mentioned problem. Biogeography-Based Optimization (BBO), which is inspired by the science of biogeography, is a stochastic population-based evolutionary algorithm (EA). The original BBO uses a linear migration model to describe how species migrate from one island to another. Other nonlinear migration models have been proposed in the literature. In this paper, we apply BBO with four different migration models to five different large array design cases. Additionally we compare results with five other popular algorithms. The problems dimensions range from 150 to 300. The results show that BBO with sinusoidal migration model generally performs better than the other algorithms. However, these results are considered to be indicative and do not generally apply to all optimization problems in antenna design.

Resumen
New solution methods were considered for migration deconvolution in seismic imaging problems. It is well known that direct migration methods, using the adjoint operator [Formula: see text], yield a lower-resolution or blurred image, and that the linearized inversion of seismic data for the reflectivity model usually requires solving a (regularized) least-squares migration problem. We observed that the (regularized) least-squares method is computationally expensive, which becomes a severe obstacle for practical applications. Iterative gradient-descent methods were studied and an efficient method for migration deconvolution was developed. The problem was formulated by incorporating regularizing constraints, and then a nonmonotone gradient-descent method was applied to accelerate the convergence. To test the potential of the application of the developed method, synthetic two-dimensional and three-dimensional seismic-migration-deconvolution simulations were performed. Numerical performance indicates that this method is promising for practical seismic migration imaging.

Social and economic conflicts bring along irregular migrations, which are risky and dangerous and lead to humanitarian movements on a global scale. Irregular migration movements increasingly have become a problem of identity, belonging and recognition, and bring with new areas of discussion. Irregular migration, which goes beyond being a phenomenon that nation states can control alone, is perceived as a security threat, especially by European countries, and restrictions are increased with revised migration policies. The blockage of legal routes increases the demand for illegal methods and makes migrant smuggling more apparent. On the other hand, the Mediterranean, which is used as a migration route to reach Europe, has almost become identified with the bodies washed ashore. The number of recorded deaths of migrants in the Mediterranean reveals that the phenomenon of migration is a matter of right to life beyond the political, economic, and social interests of the nation states and accelerated the discussion of the problem on different platforms. Based on this, the film Terraferma, which is about irregular migration over the Mediterranean, was examined as a research subject and analyzed using the dramaturgical analysis technique. The film has been thematically interpreted on the basis of the plot, main idea, assumption, conflicts and characters. Policies such as the fact that global inequalities put pressure on the developed countries with irregular migration on one hand, and the situation of ignoring the phenomenon of irregular migration with strict migration on the other have been evaluated together.

Resumen
The phenomenon of migrating the population – migration of people (Latin: migratio) has been known since time immemorial. Its purpose is to change the place of stay of an individual or group. Displacements are historical, cultural, social, political, but also religious. The purpose of migration is to change the place of residence for various reasons, including for economic, political and social reasons. The Word of God states that “the earth belongs to me, and you are the strangers and settlers with Me” (Lev 25:23). The Dogmatic Constitution on the Church of Lumen Gentium (n. 9) teaches that “this people, though it does not currently include all people, and sometimes even turns out to be a small flock, is after all a powerful germ of unity, hope and salvation for the whole human race”. Also today, the Church, in response to the current international – political and economic migration situation, takes a stand in this matter. The article presents the issue of migration in teaching the Catholic Church also as a social problem. The author, striving for maximum reliability and showing the merits of the issue, considered the analytical method to undertake analytical and critical research of sources, referring to conciliar teaching and statements by Pope John Paul II and his successors on migration, emphasizing the moral and social aspect of this phenomenon.
