Resumen
Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

Resumen
In the last decade, many function-approximation methods for illustration images have been proposed. However, these methods cannot process more complex full color images effectively, even when some simple regularity of color transitions such as gradations appear in images. In this paper, we propose a rigorous function-approximation method that is applicable for gradation images. This method performs image segmentation that recognizes a gradation pattern as one region. This segmentation is performed by recursively approximating the tones of colors using multiple regression analysis of 2-variable functions. We compare the proposed method and the conventional methods with regard to the quality of enlarged images and the efficiency of image description and reproduction. The experimental results show that our approach is higher in quality, smaller in data size, and faster in computational costs than the conventional methods.

Resumen
A method for calculating the stress distribution in a narrow region of an elastic plate is presented. It consists in treating the narrow region by beam theory, treating the rest of the plate by any computational or analytical method, and matching the results of these two calculations. It is illustrated by finding the stress distribution in the narrow region of a plate, between a straight edge and a nearby hole, when the plate is under tension. The same method can be applied to three-dimensional bodies with thin plate-like or shell-like regions.

This paper presents a boundary integral equation method with the adjoint generalized Neumann kernel for computing conformal mapping of unbounded multiply connected regions and its inverse onto several classes of canonical regions. For each canonical region, two integral equations are solved before one can approximate the boundary values of the mapping function. Cauchy's-type integrals are used for computing the mapping function and its inverse for interior points. This method also works for regions with piecewise smooth boundaries. Three examples are given to illustrate the effectiveness of the proposed method.

Abstract The paper has dealt with two theoretical problems of calculation of electromagnetic force or torque. The first problem considers the magnetically anisotropic and conductive region. The theorem about equivalence of both Maxwell and Lorentz methods has been presented. The second problem deals with the independence from the integration surface of force or torque calculated by the Maxwell method. The second theorem which presents the sufficient condition for an independence problem in the anisotropic and nonconductive region has been formulated.

AbstractAdmissible regions for higher-order finite volume method (FVM) grids are considered. A new Hermite quintic FVM and a new hybrid quintic FVM are constructed to solve elliptic boundary value problems, and the corresponding admissible regions are investigated. A sufficient condition for the uniform local-ellipticity of the new hybrid quintic FVM is obtained when its admissible region is known. In addition, the admissible regions for a large number of higher-order FVMs are provided. For the same class of FVM (Lagrange, Hermite or hybrid), the higher order FVM has a smaller admissible region such that stronger geometric restrictions are required to guarantee its uniform local-ellipticity.

<>Retrieving remote sensing images plays a key role in RS fields, which activates researchers to design a highly effective extraction method of image high-level features. However, despite the advanced features of the image can be extracted by deep-learning method, features fail to cover the overall information due to its rich and complex background. Extract key regions from RS images, recede background interference and retrieval accuracy needs to be solved. Combined YOLOv5 target recognition algorithm with deep-learning method, this paper proposes a novel retrieval method based on target critical region detection. Firstly, the key retrieval regions have been identified. YOLOv5 target recognition algorithm has been used to identify the key regions of the image and served as the retrieval regions. Secondly, the retrieval characteristics are determined. Combining with the CNN model ResNet50, the retrieval features are extracted from the retrieval regions acquired in the previous step, in addition, PCA method has been used to reduce the dimension of the retrieval features. Finally, using weighted distance based on class probability to measure the similarity between a query and retrieve images. Experimental results show that the proposed method can extract better image retrieval features and improve the retrieval performance of RS image.<>

Counts of nucleolar regions (NORs) demonstrated by a silver staining technique in paraffin sections, have been used to distinguish between benign and malignant lesions. AgNORs were studied in 24 biopsies from oral cavity (5 cases of normal oral mucosa, 5 of pseudocarcinomatous hyperplasia and 14 of squamous cell carcinoma, subdivided according to degree of differentiation: 5 grade 1, 5 grade 2 and 4 grade 3) to find whether they were helpful in distinguishing pseudocarcinomatous hyperplasia due to chronic parasitic infections from squamous cell carcinoma. Two methods of counting AgNORs were used: (A) a simpler one which counts nucleolar clusters (AgNU) and satellite AgNORs and the other (B) counting all individual AgNORs, including those within AgNUs. In both methods the lowest mean values were observed for grade 3 carcinoma, while the highest belonged to grade 2 carcinoma. The simpler method (A) was the most useful because AgNU counts showed significant difference when pseudocarcinomatous hyperplasia was compared with grade 1 and 2 carcinomas, which are the most difficult to discriminate from it. However the overlapping of values render the technique of limited use in individual cases.

Transmembrane proteins (TMPs) play important roles in cells, ranging from transport processes and cell adhesion to communication. Many of these functions are mediated by intrinsically disordered regions (IDRs), flexible protein segments without a well-defined structure. Although a variety of prediction methods are available for predicting IDRs, their accuracy is very limited on TMPs due to their special physico-chemical properties. We prepared a dataset containing membrane proteins exclusively, using X-ray crystallography data. MemDis is a novel prediction method, utilizing convolutional neural network and long short-term memory networks for predicting disordered regions in TMPs. In addition to attributes commonly used in IDR predictors, we defined several TMP specific features to enhance the accuracy of our method further. MemDis achieved the highest prediction accuracy on TMP-specific dataset among other popular IDR prediction methods.

The aim of this study is to calculate the environmental performance of the Level-2 regions spanning the period between 2009 and 2020, and make policy recommendations in line with relevant findings. Multi Criteria Decision Making (MCDM) methods are applied for this evaluation, in which total electricity consumption per capita and number of ventures in agriculture, forestry, fishery and water supply are used as indicators. Initially, the weights of the aforementioned criteria are calculated via the Entropy method, one of the MCDM techniques. Then, the environmental performance ranking of the Level-2 Region is derived through the ARAS method. Findings show that the criterion with the highest weight is electricity consumption per capita, whereas the one with the lowest weight is water supply. In addition, ARAS method posit that while TR10 (Istanbul) performs the best among the sample, TR81 (Zonguldak, Karabük, Bartın) ranks last.

AbstractThis paper deals with the application of a moving mesh method for kinetic/hydrodynamic coupling model in two dimensions. With some criteria, the domain is dynamically decomposed into three parts: kinetic regions where fluids are far from equilibrium, hydrodynamic regions where fluids are near thermody-namical equilibrium and buffer regions which are used as a smooth transition. The Boltzmann-BGK equation is solved in kinetic regions, while Euler equations in hydrodynamic regions and both equations in buffer regions. By a well defined monitor function, our moving mesh method smoothly concentrate the mesh grids to the regions containing rapid variation of the solutions. In each moving mesh step, the solutions are conservatively updated to the new mesh and the cut-off function is rebuilt first to consist with the region decomposition after the mesh motion. In such a framework, the evolution of the hybrid model and the moving mesh procedure can be implemented independently, therefore keep the advantages of both approaches. Numerical examples are presented to demonstrate the efficiency of the method.

ImportanceSystem and center-level interventions to improve health equity in organ transplantation benefit from robust characterization of the referral population served by each transplant center. Transplant referral regions (TRRs) define geographic catchment areas for transplant centers in the US, but accurately characterizing the demographics of populations within TRRs using US Census data poses a challenge.ObjectiveTo compare 2 methods of linking US Census data with TRRs—a geospatial intersection method and a zip code cross-reference method.Design, Setting, and ParticipantsThis cohort study compared spatial congruence of spatial intersection and zip code cross-reference methods of characterizing TRRs at the census block level. Data included adults aged 18 years and older on the waiting list for kidney transplant from 2008 through 2018.ExposuresEnd-stage kidney disease.Main Outcomes and MeasuresMultiple assignments, where a census tract or block group crossed the boundary between 2 hospital referral regions and was assigned to multiple different TRRs; misassigned area, the portion of census tracts or block groups assigned to a TRR using either method but fall outside of the TRR boundary.ResultsIn total, 102 TRRs were defined for 238 transplant centers. The zip code cross-reference method resulted in 4627 multiple-assigned census block groups (representing 18% of US land area assigned to TRRs), while the spatial intersection method eliminated this problem. Furthermore, the spatial method resulted in a mean and median reduction in misassigned area of 65% and 83% across all TRRs, respectively, compared with the zip code cross-reference method.Conclusions and RelevanceIn this study, characterizing populations within TRRs with census block groups provided high spatial resolution, complete coverage of the country, and balanced population counts. A spatial intersection approach avoided errors due to duplicative and incorrect assignments, and allowed more detailed and accurate characterization of the sociodemographics of populations within TRRs; this approach can enrich transplant center knowledge of local referral populations, assist researchers in understanding how social determinants of health may factor into access to transplant, and inform interventions to improve heath equity.

Resumen
The article was updated taking into account the national and specific features of Azerbaijan, statistical indicators in this area, the collection and processing of information, the innovative potential of economic regions and sectors, were changed the system of indicators and assessments of the country’s scientific and technological development. The used methodology is based on the experience of countries such as Russia, Belarus and Kazakhstan. The selected system of indicators allows us to assess the level of innovative development in different regions, to analyze the factors affecting the innovation index in economic regions. The results show that the formation of a national innovation system requires the development of economic regions.
