Resumen
Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

Resumen
In order to simulate both physically and visually realistic soft tissuedeformations, the Finite Element Method (FEM) is the mostpopular choice in the literature. However it is non-trivial to modelcomplex behaviour of soft tissue with sufficient refresh rates, especiallyfor haptic force feedback which requires an update rate ofthe order of 1 kHz. In this study the use of asynchronous regions isproposed to speed up the solution of FEM equations in real-time. Inthis way it is possible to solve the local neighborhood of the contactwith high refresh rates, while evaluating the more distant regions atlower frequencies, saving computational power to model complexbehaviour within the contact area. Solution of the different regionsusing different methods is also possible. To attain maximum efficiencythe size of the regions can be changed, in real-time, in responseto the size of the deformation.

Resumen
A non-linear finite element computer program capable of predicting the complete response of two-dimensional reinforced concrete members was developed. This tool which accounts for the stress strain characteristics of cracked concrete was used to predict the responses of a number of members containing discontinuities. These members included corbels, dapped end beams, beams with web holes, and deep beams. The results of tests performed by the author as well as tests performed by other researchers were compared with the non-linear predictions. In addition, simple strut and tie models suitable for designing regions near discontinuities were developed. The predictions obtained by these models were compared with the non-linear finite element predictions and with the test results.

Resumen
This study investigates unconditional convergence of Turkish regions and provinces. A recently introduced time series procedure developed by Nahar and Inder (2002) is used to test the convergence hypothesis for the period 1975-2001. Both the Ordinary Least Square and the Seemingly Unrelated Regression techniques are applied to analyze convergence of sixty five provinces, seven geographical regions as well as 12 NUTS - 1 regions of Turkey. The empirical findings indicate that most of the cases yield no evidence of convergence, which is a general result stated by the other studies in the literature regarding Turkey.

Genom att energin är begränsad i världen och att byggsektorn kräver en mycket stor andel så är arbetet att effektivisera i denna sektor ett av de viktigaste målen i denna bransch. Syftet med detta arbete är att finna en bra, effektiv, och billig metod för att snabbt nå målet med energieffektivitet för Kinas bostäder. Beaktat att Kina är ett stort land indelas det i flera delar med olika klimat för att med större säkerhet nå rätt. Ett typhus har antagits i beräkningarna för fem olika klimatzoner. Programmet Designbuilder har använts och data för isolering och ventilation i ett basfall, ett fall med bättre skal d v s U-värden och ett med värmeåtervinning diskuterats vilka tar längre tid att genomföra och kräver större investering men ändå är lönsamma. Dessa kan förordas med statligt stöd.
Due to the energy shortage situation of the world and building sector occupies the most significant particle of total energy consumption, promoting the energy efficiency in the buildings has become one of the most urgent goals for energy develop the profession. The purpose of this project is to look for the most reasonable method, which is efficient and can be carried out in a short term with a lower investment, to reach the goal of energy efficiency in residential buildings in China. Considering that China is a vast territory country, the whole mainland is separated into five parts according to the various climate types in order to research accurately. A base building has been modeled in five climate zones at the same time. The software Designbuilder is used to simulate the base scenario, the building envelope improved scenario and the HVAC system improved scenario. The final suggestion is given according to the comparison of these three scenarios.Besides, some other technologies have been given in the thesis. These methods would take a longer time period or more investment, but still are good choices for residential buildings energy efficiency. They should be promoted in the future by the government support.

Seven European Regional Governments, together with Earlall and universities and research centres, have undertaken to refine a first draft of a Joint Progress Report of Regions on Implementation of European Lifelong Learning Strategies in the perspective of the Europe 2020 Strategy. The purpose of this exercise is to demonstrate the usefulness and need to make an instrument available to European Regional Governments that helps to understand and evaluate the educational conditions of the regional population when compared with other regions. The Report shows how, over the decade, all the Regional Governments have undertaken to adapt training systems to the demographic dynamics characterised by the general ageing of the population and by migratory phenomena. Simultaneously the Report also shows the need for urgent improvements in some fields where the impact of policies is still too modest and where the risk of stagnation must be dealt with (for example, lifelong learning policies and NEET reduction).

Resumen
AbstractIn recent years, with the development of mobile terminals, geographic location has attracted the attention of many researchers because of its convenience in collection and its ability to reflect user profile. To protect user privacy, researchers have adopted local differential privacy in data collection process. However, most existing methods assume that location has already been discretized, which we found, if not done carefully, may introduces huge noise, lowering collected result utility. Thus in this paper, we design a differentially private location division module that could automatically discretize locations according to access density of each region. However, as the size of discretized regions may be large, if directly applying existing local differential privacy based attribute method, the overall utility of collected results may be completely destroyed. Thus, we further improve the optimized binary local hash method, based on personalized differential privacy, to collect user visit frequency of each discretized region. This solution improve the accuracy of the collected results while satisfying the privacy of the user’s geographic location. Through experiments on synthetic and real data sets, this paper proves that the proposed method achieves higher accuracy than the best known method under the same privacy budget.

Resumen
The aim of the paper is to analyse the regions of Slovakia using selected indicators related to housing. Indicators entering the analysis are: the proportion of households that consider paying of total housing cost to be very encumbering, the proportion of people below the poverty line (60% of median), the unemployment rate, the proportion of households who own a flat/house, average real estate prices, average nominal monthly wage of employee, regional gross domestic product per capita. We will use one of the multi-criteria comparison methods for the analysis, namely the scoring method. Based on this method, we rank the regions according to the value of the integral indicator from the best to the worst. From the results of the analysis, we found out that from the point of view of the analysed indicators the best were placed Trenčín, Nitra and Žilina regions, and the worst Košice and Prešov regions. The application of the statistical method was carried out through the program Microsoft Office Excel.

Resumen
Modeling snow’s mechanical behavior is important for many cold regions engineering problems. Because snow’s microstructure plays a significant role in its mechanical response, it is imperative to initialize models with accurate bond characteristics and realistic snow-grain geometries to precisely capture the microstructure interactions. Previous studies have processed microcomputed tomography scans of snow samples with a watershed method to extract grain geometries. This approach relies on identification of seed points to segment each grain. Our new methodology, called the “moving window method,” does not require prior knowledge of the snow-grain-size distribution to identify seed points. We use the interconnectivity of the segmented grains to identify bond characteristics. We compare the resultant grain-size and bond-size distributions to the known grain sizes of the laboratory-made snow samples. The grain-size distributions from the moving window method closely match the known grain sizes, while both results from the traditional method produce grains that are too large. We propose that the bond net-work identified using the traditional method underestimates the number of bonds and overestimates bond radii. Our method allows us to segment realistic snow grains and their associated bonds, without prior knowledge of the samples, from which we can initialize numerical models of the snow.

The GTAP standard model has proved a useful analysis tool and data source for over 20 years. The GTAP model has been updated overtime, but it maintains the structure of a single regional household, with income distributed into three components: government, private and savings-investment expenditures. There has been a need for a more detailed accounting system, especially as it relates to estimating the potential impacts of policies and global shocks on poverty, sustainable and inclusive growth. This paper (and its companion paper) present a method for splitting the GTAP regional household and linking these households to factor incomes and taxes. It introduces a user friendly GEMPACK based application, MyGTAP, for splitting the GTAP regional household based on basic data and splitting shares which may be obtained from a Social Accounting Matrix (SAM); this greatly reduces the development requirements for introducing multiple households into the GTAP model. The introduction of a split regional household (which does not require splitting data for every region) supports economic analysis based on detailed households, government, factor income, remittances, foreign aid and income transfers. The splitting method is based on the normalized GTAP database found in SplitCom, however, it is shown in the paper that this approach is easily reconciled and is consistent within a SAM framework. The code can be modified to include multiple split regions with unique household structures. This paper is a guide to employing the data tools and programs for splitting the regional household and factors of production in the GTAP database. It is intended to be used in tandem with a complimentary paper detailing the theory, accounting and model code "MyGTAP Model: A Model for Employing Data from the MyGTAP Data Program: Multiple Households, Split Factors, Remittances, Foreign Aid, and Transfers”, GTAP Working Paper No. 78, by Walmsley and Minor 2013.
