Sisäasiainministeriö määräsi vuonna 1943 palokunnan sammutusvedenottopaikat merkittäväksi noin 1,5 metrin korkeuteen sijoitetulla punaisella V-kirjaimella. Sammutusvedenjakeluverkoston rakentaminen perustui vuoden 1933 palosääntöön, jossa oli määräys riittävästä sammutusveden saannista. Vesijohtoon liitetyt palopostit, jotka on vuodesta 1961 merkitty sinireunaisella palopostin avainta kuvaavalla pienellä taululla, ovat syrjäyttäneet erilliset vedenottopaikat V-merkkeineen, mutta V-opasteita löytyy edelleen teiden varsilta ympäri Suomea.

Työurien pidentämisessä oleellista on, että työkyvyn heikkenemisen merkit havaitaan terveydenhuollossa mahdollisimman varhain, jotta työkyvyn tuen toimenpiteet voidaan aloittaa mahdollisimman oikea-aikaisesti. Tässä tärkeä rooli on potilastietojärjestelmillä, joiden hyödyntämiseen vaikuttaa, kuinka rakenteisesti tiedot on niihin kirjattu. Terveydenhuoltolain (1326/2010) mukaan kunnan on seurattava asukkaittensa terveyttä ja hyvinvointia sekä niihin vaikuttavia tekijöitä väestöryhmittäin. Keskeisessä asemassa siinäkin on tieto. Tutkimuksen tarkoituksena on selvittää työterveyshenkilöstön näkemyksiä työkykytiedon tärkeydestä ja hyödyllisyydestä potilastyössä, kirjaamistavasta potilastietojärjestelmässä sekä sopivuudesta valtakunnalliseksi väestötason seurantatiedoksi. Tutkimusaineisto kerättiin joulukuussa 2019 sähköpostikyselyllä, joka sisälsi asenneväittämiä kirjattavista työkykytiedoista. Kysely lähetettiin 332 työterveyshuollon ammattilaiselle, joista kyselyyn vastasi 91 henkilöä. Tärkeinä työkykytietoina pidettiin psyykkistä ja fyysistä suorituskykyä, työkyvyttömyysaikaa, potilaan ja ammattilaisten arvioita työkyvystä, työn kuormitustekijöitä sekä työhön paluun suunnitelmaa. Suurin osa vastaajista kertoi hyödyntävänsä työkykytietoja potilastyössään ja uskoi tietojen olevan hyödyllisiä myös muille potilasta hoitaville terveydenhuollon ammattilaisille. Työkykytiedoista sopivimpia kansallisiksi työkykyä kuvaaviksi seurantatiedoiksi olivat sairauden diagnoosi tai hoidon syy, terveysriski, työkyvyttömyysaika sekä potilaan ja ammattilaisen arviot työkyvystä. Potilastietojärjestelmissä yleisin kirjaamistapa työkykytiedoille oli vapaamuotoinen. Tiedon hyödyntämisessä kaikki lähtee kirjaamisesta. Tiedon pitää olla yhtenäisesti määriteltyä ja rakenteista. Lisäksi potilastietojärjestelmien tulee mahdollistaa tiedon kirjaaminen mahdollisimman sujuvasti osana vastaanoton kulkua. Myös väestötasoista seurantaa varten tulisi tieto kerätä sieltä, missä se luonnollisesti syntyy osana asiakas- ja potilastyötä.

Resumen

Bioteknisillä menetelmillä, kuten DNA-merkeillä, pystytään nopeuttamaan myös nurmikasvien jalostusta. Nurmikasveista tutkituimpia ovat raiheinät (Lolium) ja nadat (Festuca), joilla on diploidi perimä (kaksinkertainen kromosomisto). Tutkimuksen kannalta haasteellisempia ovat polyploidiset kasvit, koska niiden periytyminen on monimutkaisempaa. Tämän tutkimuksen kohteena oli timotei (Phleum pratense), joka on heksaploidi (kuusinkertainen kromosomisto) ja jonka periyttämistapa on vielä epäselvä. Tutkimuksen pitkän tähtäimen tavoitteena on tehostaa timotein lajikejalostusta siten, että viljelijöillä olisi tulevaisuudessa käytössään satoisa, talvenkestävä, kasvurytmiltään optimaalinen ja sulavuudeltaan korkeatasoinen timoteilajike. Yhtenä tavoitteena oli tuottaa timoteijalostajien käyttöön valintatyökaluiksi DNA-merkkejä, jotka liittyvät soluseinän sulavuuteen ja talvituhosienten kestävyyteen. Tutkimusmateriaalina käytettiin kahta Boreal Kasvinjalostuksessa tuotettua timoteijälkeläistöä. Toisessa jälkeläistössä vaihteli rehun sulavuus. Kandidaattigeenianalyysin avulla haettiin rehun sulavuuteen liittyvien geenien edullisia geenimuotoja eli alleeleita. Toinen jälkeläistö testattiin Typhula ishikariensis -talvituhosienenkestävyyden suhteen, johon liittyviä kromosomialueita etsittiin bulkkianalyysin avulla. Kummankaan em. analyysin käytöstä timoteillä ei ole aiempaa kokemusta. Löytyneet DNA-merkit selittivät vain pienen osan ominaisuuksissa havaitusta vaihtelusta, mikä ei ole yllättävää ottaen huomioon timotein heksaploidin ja heterotsygoottisen perimän. Kuitenkin edulliseen alleeliin liittyvää DNA-merkkiä on mahdollista käyttää valintatyökaluna lajikejalostuksessa. Projektissa selvitettyjen rehun sulavuuteen vaikuttavien timotein ligniinibiosynteesigeenien sekvenssit tallennettiin Geenipankin tietokantaan. Tämä on merkittävä lisä timotein geenitietoon, sillä aiemmat timoteisekvenssit geenipankeissa ovat lähinnä siitepölyallergeenien geenejä. Nyt päättyneen hankkeen materiaalia ja tuloksia voi jatkossa käyttää paitsi käytännön kasvinjalostustyössä myös kotimaisissa ja pohjoismaisessa nurmitutkimuksessa.

Resumen

Geenimuunneltujen (GM) lajikkeiden mahdollinen viljely Suomessa edellyttää ennakoivaa tutkimusta, jotta tavanomaisten, luonnonmukaisten ja geenimuunneltujen lajikkeiden rinnakkaiselo onnistuu eikä muunneltua geeniainesta siirry tai GM-lajike sekaannu GM-vapaaseen materiaaliin tuotantoprosessin aikana. Sekoittumista voi tapahtua tuotantoketjun joka vaiheessa aina pellolta lopputuotteen pakkaamiseen ja merkintään asti. Kuitenkin ongelmallisempana on pidettävä alkutuotannossa tapahtuvaa sekoittumista, koska se muodostaa tuotantoketjun ensimmäisen vaiheen. Siitepölyn leviämisen kautta tapahtuva geeniaineksen siirtyminen on erityinen riski ristipölytteisillä kasveilla (Brassica-suku). Hankkeessa tutkittiin sekoittumisriskin todennäköisyyttä Suomen kasvuoloissa sekä kehitettiin menetelmäratkaisuja tilanteen hallitsemiseksi. Sekoittumisen seuraamiseksi kehitettiin herkkiä ja spesifisiä geenimerkkejä rypsin ja rapsin tunnistamiseen. Kokeet toteutettiin maksimaalisen riskin periaatteella käyttämättä kuitenkaan GM-lajikkeita, vaan riskejä arvioitiin tavanomaisten viljelyssä olevien lajikkeiden avulla. Geenimerkkejä käytettiin tutkittaessa geeniaineksen siirtymistä eri etäisyyksillä pelto-olosuhteissa kolmena perättäisenä kasvukautena 2004–2006. Peltokokeissa noin 1 ha:n rapsi- ja 2 ha:n rypsipelto kylvettiin aivan rinnakkain. Lisäksi kylvettiin rypsistä näyteruutuja 100 m välein aina kilometrin päähän rapsipellosta. Pellolta kerättiin kasvukausien lopussa siemennäytteet, joista eristettiin DNA. Geenivirran tutkimiseksi kehitettiin retrotransposonipohjaiset geenimerkit sekä rapsin että rypsin genomille. Tässä tutkimuksessa käytetyt retrotransposonit eli toistojaksot esiintyvät genomissa monena kopiona ja oletettavasti useassa eri kromosomissa, joten ne ovat herkempiä kuin yhtenä kopiona genomissa olevat merkit. Geenimerkeillä tutkittiin mille etäisyydelle rapsin siitepöly voi kulkeutua eli kuinka kaukaa löydetään rypsin ja rapsin risteymiä. Risteymiä, joissa näytteen sekoittumisaste oli yli 0,9 % löytyi runsaasti 275 m:iin asti ja alle 0,4 % sekoittumisasteella satunnaisesti aina kilometrin päästä rapsipellosta. Siitepölyn siirtymisen lajista toiseen mahdollisti rypsin ja rapsin osittain samanaikainen kukinta. Tuloksiin vaikuttivat myös käytetyt geenimerkit, kasvukausien sääolosuhteet ja muut ulkoiset tekijät, kuten mehiläisten, eläinten ja ihmisten aiheuttama siitepölyn leviäminen. Käytännössä ristisiittoisten kasvien kohdalla on mahdotonta välttää ristipölytystä, mutta EU:n säännöstön mukainen alle 0,9 %:n sekoittumistaso voidaan saavuttaa. Geenivirtatutkimuksen perusteella voidaan todeta, että tavanomaisten, luonnonmukaisten ja geenimuunneltujen lajikkeiden rinnakkaiselon onnistumiseksi on huolehdittava riittävistä suojavyöhykkeistä, joiden leveyksiin vaikuttavat maaston muoto, tuulen suunta ja muiden lähellä olevien peltolohkojen kasvit.

Resumen

Artikkelissa tarkastellaan suomalaisista musiikkitähdistä viime vuosina tehtyjä elämäkertaelokuvia ja niiden luonnetta mediahistorian kontekstissa. Millainen yhteys 1800-luvun mediakulttuurin todellisuudella ja sen topoksilla on musiikkitähdistä kertoviin melodramaattisiin elämäkertaelokuviin? Historiallisen ja vertailevan musiikkielokuvien lähiluvun kautta artikkeli pohtii kysymystä siitä, millä tavoin nämä elokuvat ovat kuvanneet musiikkitähtien elämää ja taidetta valkokankaalla. Käsittelemissäni suomalaiselokuvissa topokset, kliseet ja muut banaalin kansallisuuden merkit ovat osa digitaalisen kulttuurin kierrätystä, niiden avulla voidaan rakentaa emotionaalinen silta digitaalisen maailman ulkopuolella olevaan kansalliseen materiaaliseen todellisuuteen.Varhaisen eurooppalaisen kulttuuriperinnön topokset löysivät paikkansa 1800-luvun media- ja massakulttuurin panoraamoissa ja varhaisessa elokuvassa. Erityisesti Timo Koivusalon kansallisista musiikkitähdistä kertovat elokuvat ovat tietynlainen reaktionäärinen osa digitaalisen aikakauden mediakulttuurista murrosta. Elokuvien edustamat kliseet, topokset ja panoraamakerrontaan viittaava rakenne eivät niinkään pyri olemaan osa elokuvataidetta, vaan viittaavat elokuvan muodon avulla enemmän nykypäivän kulttuuriseen nationalismiin, joka hakee elinvoimansa kansallisista myyteistä, suurmiehistä, kansallisen historian käännekohdista, traditioista ja rituaaleista, maisemista, esineistä ja musiikkiesityksistä.Topos map, cliché collection, and modern panorama: The national music star biopic in media culture continuumThe article examines recent Finnish music star biopics and their characteristics in the context of media history. I apply historical and comparative close reading in analyzing the ways in which earlier films have represented the lives and art of great music stars. Melodramatic biographical films were in many ways successors to 19th century media culture as carriers of European cultural heritage in depicting the lives and art of musical heroes. The Finnish films discussed in this article use topoi and clichés which represent banal nationalism.The 21st century Finnish national musical hero biopics, and especially the films by Timo Koivusalo, can be seen as a kind of reactionary response to the digital disruption of media culture. The films’ clichés, topoi, and panoramic style of narration are not used to create film art as such. Instead, film form is applied to flag today’s cultural nationalism, which uses national myths, great men, national historical turning points, traditions and rituals, landscapes, artifacts, and music to gain vitality. The films construct an emotional bridge to a nationalistic, materialistic past which exists outside the digital world.

Resumen

Sistem merit yang diterapkan di Lembaga Administrasi Negara (LAN) sejak tahun 2015 lalu telah mendapatkan pengakuan dari Pemerintah. Pada tahun 2019 LAN meraih predikat sangat baik dalam penilaian Indeks Sistem Merit (Merit System Index) yang dilakukan oleh Komisi Aparatur Sipil Negara (KASN). Tujuan penelitian ini adalah untuk mengetahui upaya dan langkah sistem merit di Lembaga Administrasi Negara, apa saja yang telah dilakukan, dan bagaimana melakukannya. Dengan menggunakan metode kajian pustaka, pengumpulan berbagai data/informasi pendukung sejak diterapkannya sistem merit (2015-2020). Hasilnya bahwa penerapan sistem merit di LAN dilakukan sesuai dengan prinsip dan tahapan kebijakan yang ada.

Resumen

The implementation of the merit system policy in National Institute of Public Administration (NIPA) since 2015 has recently gained a positive recognition. In 2019, NIPA has got an excellent rating in the Merit System Index published by the Commission of State Civil Apparatus (KASN). The purpose of this research is to explore NIPA’s experience in implementing the merit system processes, what has been done and how to do it. Through an explorative-qualitative approach, data were collected by interviewing key informants as well as document analysis of the merit system implementation process for the last 5 years (2015-2020) and using participation observer technique. The result showed that NIPA has consistently implemented the merit system according to its principles and regulation during its implementation. It is also found that top leaders’ commitment has played a dominant and significant factor in the successful merit system implementation. Hasilnya bahwa penerapan sistem merit di LAN dilakukan sesuai dengan prinsip dan tahapan kebijakan yang ada. Research objectives: This article discusses Joči’s military-political role and status in the Mongol Empire (Yeke Mongol Ulus), beginning in the early thirteenth century and within the intra-dynastic relations of Činggis Khan’s chief sons. In particular, the article seeks to answer questions about Joči’s birth. Discrepancies between the Secret History of the Mongols and other written sources cast doubt on whether Joči was even a legitimate son of Činggis Khan, let alone his eldest one. In addition, this article includes an analysis of Joči’s place within the family and the traditional legal system of the medieval Mongols based on the principles of majorat succession outlined in the Mongol Empire. It establishes evidence of his legitimacy within the Činggisid dynasty’s imperial lineage (altan uruġ) – a point of view supported by his military-political career, his pivotal role in the western campaigns, his leadership at the siege of Khwārazm, and the process of division of the ulus of Činggis Khan. Research materials: This article makes use of Russian, English, and Turkic (Kazakh, Tatar, etc.) translations of key primary sources including the Secret History of the Mongols and works of authors from the thirteenth to seventeenth centuries, including Al-Nasawī, Shіhāb al-Dīn al-Nuwayrī, ‘Alā’ al-Dīn ’Aṭā-Malik Juvāynī, Minhāj al-Dīn Jūzjānī, Zhao Hong, Peng Daya, John of Plano Carpini, William of Rubruck, Jamāl al-Qarshī, Rashīd al-Dīn, Ibn Faḍl Allāh al-ʿUmarī, Uluġbeg, Ötämiš Hājī, Lubsan Danzan, Abu’l-Ghāzī, and Saγang Sečen. New secondary works regarding Joči published by modern Kazakh, Russian, Tatar, American, French, Chinese, Korean and other scholars were also consulted. Results and novelty of the research: Taking into consideration certain economic and legal traits of the medieval Mongols, their traditional practices, military-political events, and longterm developments in the Mongol Empire’s history, descriptions of Joči being no more than a “Merkit bastard” are clearly not consistent. The persisting claims can be traced to doubts about Joči’s birth included in the Secret History of the Mongols, the first extensive written record of the medieval Mongols which had a great impact on the work of later historians, including modern scholars. Some researchers suspect this allegation may have been an indirect result of Möngke Khan inserting it into the Secret History. This article argues that the main motivation was Batu’s high military-political position and prestige in the Yeke Mongol Ulus. After Ögödei Khan’s death, sons and grandsons of Ögödei and Ča’adai made various attempts to erode Batu’s significant position in the altan uruġ by raising questions regarding his genealogical origin. This explains why doubts about Joči’s status in the imperial lineage appeared so widely following his death in an intra-dynastic propaganda struggle waged between the houses of Joči and Тolui and the opposing houses of Ča’adai and Ögödei’s sons. This conflict over the narrative was engendered by the struggle for supreme power in the Mongol Empire and the distribution of conquered lands and property.

This article outlines a proposal developed at the University of North Carolina of a method for awarding merit pay to librarians. The library has a two-tiered structure that includes faculty who are tenured and others who work on contract. Because of this, the Acting University Librarian created two task forces to investigate ways to make merit pay equitable. Each task force developed a proposal that eventually was merged into one document. This article examines the process of developing a plan for merit pay and library faculty reactions to the plan.

Scholars of color in white majority universities inhabit a zone of alterity, which forces them to make strategic choices about how they perform. Tactical essentialism is an alternative to the dichotomous ideologies of static and fluid ontologies. Rather than allowing oneself to be caught in the double bind between performing whiteness and resisting white supremacy, a tactical form of essentialism recognizes that identity is fluid, yet simultaneously linked materially to lived-empirical experience. By recognizing that the dichotomy can be complementary, the tactical subject intentionally engages in performances of identity that can be leveraged to decolonize merit in the ivory tower.

The radical transformation of Chinese society in the previous decades has greatly improved the material lives of most people, but has also led to skyrocketing levels of inequality, and has subjected Chinese youths to unprecedented levels of socio-economic competition. Helping them to succeed in this competitive world necessitates both care and control from their families. This is evident in their scholarly education, but also in the pressure they receive to marry early and well. Both the pressure on their education and on their path towards marriage is imposed on them in the name of support. While many analyses of this situation tie it predominantly to a Confucian ethos imbued into Chinese culture, this article suggests an alternative way to analyze this situation: The revolutionary opposition to inherited privilege paradoxically transformed higher education and marriage into ultra-competitive open markets. Rather than imputing a culturally bounded explanation for this phenomenon, I maintain that the authoritarian-caring parenting style observable in present-day China reflects a situation which finds parallels in other late post-revolutionary societies: the intensification of the educational pressure put on the haves in order to distinguish themselves from the have-nots.

The merit system is human resource management, which is used as a form of qualification by looking at workability to fill the position. This study looks at the effectiveness of implementing the open selection for JPT Pratama Aceh in 2022 in the new normal era and the factors influencing implementing the JPT Pratama selection. This study uses a qualitative descriptive approach with data collection techniques through the variable records of books, papers, journals, newspapers, and so on. The research analysis technique uses an interactive analysis model. The results of the study show that the implementation of open selection for JPT Pratama within the Government of Aceh in 2022 includes the announcement of open selection, participant registration, paper writing, LGD, psychometric tests, interview tests, and announcement of selection results. Then, three factors influence the effectiveness of implementing open selection for JPT Pratama in the Government of Aceh: accountability, infrastructure, technology and transparency.

Resumen

Using the arguments over college admissions as a point of departure, this article analyzes the idea of merit in education. Situating the concept of merit historically and philosophically, it advances the argument that merit should be considered not as an individual construct but as an institutional one. The debates over merit focus on which individual abilities should be privileged in college admissions. But the author argues the merit does not—indeed, cannot—exist outside the institutions that use it. The article suggests that it may be counterproductive for educators to insist upon an individual basis for merit, even when it is linked to furthering emancipatory goals. In other words, the predominant definitions of merit privilege an idea of the individual that itself should be questioned for how it justifies the institutional practices that create difference, practices that ensure that such an idea never materializes in fact.
