Resumen
The article deals with the evolution of functional types of media objects at different stages. It is determined that media objects developed from prototypes to modern media centers. The intermediate stage of evolution is established, that is media objects of hybrid (transitional) type. The emergence of new types of information media and their integration into the structure of media objects have a significant impact on the evolution of the architecture of media objects. The current stage is characterized by the emergence and development of new types of media centers. Functional types of media centers (media libraries, centers of culture and art, media libraries at universities, etc.) are determined herein.

Resumen
Numerical simulations of three distinct models of excitable media (two-variable Oregonator, with both variables diffusing equally; and piecewise linear A and B kinetics, with only the propagator variable diffusing) are used here to investigate the dynamics of scroll filaments, with emphasis on the role of twist. In all three models, initially uncurved filaments uniformly twisted more than a threshold amount 'sproing' into radially expanding helices, some of which stabilize at finite radius. By monitoring the evolution of these helices with a differential geometry 'tool kit', we attempt to discern the presumed causal dependence of filament motion (resolved into velocities along the normal and binormal directions of the local Frenet frame) and rotor spin rate, on local filament geometry (curvature and torsion) and twist. Twist can reverse the direction of normal velocity from that seen in untwisted scroll rings; binormal velocity is either reversed (A kinetics), abolished (B kinetics), or engendered (Oregonator). In all cases twist increased spin rate, as predicted by theory. Our efforts to perceive a functional dependence of the dynamical variables on filament geometry and twist have met with limited success, but we believe our attempts have uncovered some useful methodology and exposed some pitfalls relevant to any such investigation. The existence and properties of a novel class of stable organizing centers, as well as the existence of a threshold of twist for their induction, should be of interest to theorists. In addition, our findings here based on models suggest new phenomena to look for in various excitable media, such as the Belousov–Zhabotinsky reagent or heart muscle.

Resumen
Introduction. Currently the age of digital society requires its members to freely acquire new skills for the successful use of the possibilities of the new digital reality –media and information literacy. As a result, media education, which is recognized by UNESCO as a separate field of education, is becoming increasingly important. Ukraine has already some positive achie-?ements in the sphere of media education. Purpose. The paper is aimed at systematizing the experience gained by Ukraine through the prism of media education centers’ activity.Methods. A set of theoretical research methods was used to study the areas of Ukrainian media education: a review of the literature, selection and interpretation of results, their systematization and identification of prospects. Results. The activity of 3 recognized domestic centers of media education is described: the Institute of Social and Political Psychology, the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine and the Institute of Ecology of Mass Information. Generalization and systematization of their media educational activities made it possible to distinguish the following criteria: historical, methodological, prognostic. Thanks to their use, 2 new media educational centers were identified: the Academy of Press of Ukraine and the College of Press and Television in Mykolayiv. The history of their creation, peculiarities of development and introduction of scientific, educational and methodical maintenance are analyzed, the directions of their further activity are outlined. Originality of the paper lies in the analysis of media education trends in Ukraine through the activity of the acknowledged media education centres and the new ones. Conclusion. A study of the media educational activities of these centers led to the conclusion that they are all similar in their mission – media education. At the same time, they have unique features that are manifested in the practical implementation of media education. It is planned to investigate the peculiarities of media education activity that was totally conducted in the distant form due to COVID 19 pandemic.

This investigation, which was started in April, 1988, was designed to assess the extent of automation in academic and public libraries and school library media centers in the state of South Carolina as well as the prevailing attitude toward library automation. School media specialists were surveyed at their annual convention, and public and academic librarians were mailed the same surveys to ascertain the percentage of media centers in the process of automating a part or all its processes and to determine their attitude toward library automation. From the results of the study, one sees that the direction of library automation in the state's public school, academic, and public toward the use of media centers automation. Only is progressing eight percent slowly of the school media centers represented by surveying the members of the South Carolina Association of School Librarians were automated; only 30 percent. Of the surveyed academic and public 1ibraries were automated. However, the scores attained on the attitude scales suggested a desire to quickly than to date. Progress toward library automation more both public and academic librarians expressed a positive attitude toward library automation. School media center specialists also expressed a positive attitude toward library automation. These positive attitudes were explained by using an author- composed questionnaire based on the Likert scale and H. H. Remmers' scale.

Resumen
The researcher proposed to advice in the selection of an Integrated Online Library System (IOLS) for use in the 103 school media centers in the Palm Beach County Schools, Florida. This was accomplished by evaluating the two finalists of those vendors who answered the district's Request for Proposal (RFP). Of the five vendors who responded to the RFP. CLSI and SIRSI were selected as the systems most likely to meet the needs of the media centers of the school district. An overview and definition of IOLS was first discussed. This overview then related itself to the needs of the school district as presented in the RFP. A selection criteria was then designed from previous research on the subject to help find the ideal system. The history and development of an Integrated Online Library System was important in seeing where the systems have originated in contrast to the systems in the Eighties to the also revealed the present time. Literature IOLS principles of operation. The Request for Proposal reflected the needs assessment discussed over several years of committee meetings of representatives from various schools. The committees explored IOLS automated options and compared these options. The RFP outlined the system requirements. Thoughts on staff attitudes while planning for a system were also considered. Each system was evaluated with the criteria outlined in the RFP. The background and capabilities of both systems were explored. This exploration took place where by the benchmark tests, on-site demonstrations systems were in use daily, conferences with the vendors, systems. And reading literature reviews on both systems. Evaluation guidelines and criteria were found in library resources. The functions required for terminal access requirements, process for data conversion, vendor background and reliability, contained in these library resources. And the cost were contained in these library resources. The results of this study culminated in the official recommendation of the SIRSI to be purchased by the district's school board. It was the expectation of the author of this document to see the purchase of the recommended system by the school board and have it implemented in all the schools in the district within a three year period following the submission of the recommendation.

Denna uppsats undersöker en informationskampanj från Fair Trade Center (FTC) som drevs under hösten 2012 under namnet A wage to live on. Uppsatsens syfte är att utröna om Fair Trade Center har nått ut med sitt budskap till media och söker detta svar genom fyra frågeställningar; Har FTC nått ut med sitt budskap till de undersökta medierna (Aftonbladet, Expressen, DN och SvD)? Vilket budskap har FTC med sin kampanj (utifrån mål och material)? Verkar Kalla Faktas reportage ha påverkat medias respons? Är FTCs budskap samstämmigt i mål och material? Fokus för uppsatsen ligger på vecka 43 2012 då detta var fokusvecka för kampanjen. Mot en bakgrund kring teorier om budskapsstrategier, målgrupper och olika mål och tidigare forskning kring framgångsrika kampanjer har jag genom retorikanalys som huvudsaklig metod gått igenom utvalt material. Materielet består av Fair Trade Centers egna pressmeddelande och debattartikel samt utvalda tidningars respons under fokus perioden. Analys av resultatet visar att FTC nådde ut med sitt budskap. Vilket budskap de sänt har granskas med hjälp av retorikanalyserna, men även den kvalitativa intervjun har gett en del svar. FCTs budskap är samstämmigt i mål och material. I slutdiskussionen framkommer att Kalla Faktas reportage har påverkat medias respons till FTCs budskap.

Resumen
The main purpose of this study was to identify the major obstacles to cooperation as perceived by school library media specialists in the state of Mississippi and to determine if members of the Coastal Mississippi Library Cooperative (CMLC) believe that there are fewer obstacles to cooperation than do non-members. The secondary purpose was to evaluate the CMLC to some extent to determine if success was achieved through organization when defined by the variables, planning, governance, funding, communication, administration, and evaluation. The population of the study was all of the librarians (academic, public, school, and special) in the six-county area which comprises the CMLC, and a random sample of public school librarians throughout the remainder of the state. All of the school librarians were sent a questionnaire that requested their responses to statements of barriers to cooperation. All of the librarians in the CMLC region were sent a questionnaire to obtain their perceptions of participation in the CMLC. Pour librarians, members of the CMLC, were Interviewed to obtain information on the organizational factors of the CMLC. Data received from school library media specialists were submitted to various statistical tests. The Chi-Square statistic was used on the demographic portion of the questionnaire, which revealed that four of the variables and the dependent variable, membership in the CMLC, were significantly different. A t-test performed on the barriers to cooperation section produced no significant differences between the member and non-member responses. The perceptions of participation in the CMLC data revealed that there were differences among the four library systems (academic, public, school, and special) involved, but most of the respondents considered the CMLC to be successful. Data from the interview also revealed that the CMLC was successful in its organization. Due to the overall low response to the survey, the stated hypotheses could not be accepted; however, many of the findings and implications should be useful in helping to eliminate several obstacles to cooperation in Mississippi.

AbstractIn the midst of the COVID-19 pandemic, the world witnessed a large number of infections and deaths. Due to its proximity to China, it was initially feared that Taiwan would become the country worst affected by the pandemic. However, COVID-19 has been widely controlled in the region; a few local outbreaks occurred with limited cases since the pandemic began. Taiwan leveraged its experience in containing the SARS outbreak in 2003 to respond to the COVID-19 crisis with proactive measures, early deployment, prudent actions, and transparency. Most political debate in Taiwan has centered around vaccines. However, from challenges like vaccine availability to increasing the willingness to take vaccines by the population, the Taiwan government has succeeded well. Taiwan’s National Health Insurance system is a vital component of its strategy to improve the efficiency of healthcare delivery throughout the country. And the database integrated with the Centers of Disease Control provides real-time alerts to healthcare providers about patients whenever they are identified. In response to delta variant spread after a community outbreak, health monitoring measures were tightened, leading the country to successfully control the spread of the infection. Other countries can learn lessons from Taiwan's response to COVID-19.

Resumen
Direct evaporative cooling (DEC) is widely used in the data center cooling units to maintain the air condition inside the data centers. Often, the flow rate of the water over the wet cooling media in this DEC process is frequently varied to maintain the air condition inside the data centers based on changing weather conditions. Though the adopted method helps to control the air temperature and relative humidity, the scale formation occurs on the surface of wet cooling media due to the frequent variation of the flow rate and deposition of minerals present in the water at low flow rate values, which increases the total weight of the wet cooling media and it can lead to a wet cooling media collapse. In this paper an alternative and simplified method to control the air condition is presented. A vertically split wet cooling media is designed and tested in a commercial CFD tool to analyze the temperature and relative humidity parameters of the inlet and outlet air to the wet cooling media, in this approach the sections of the media can either be completely wet or completely dry which can potentially avoid the scale formation on the surface of the wet cooling media. In addition to the temperature and relative humidity parameters against the air flow rates, the pressure drop and cooling efficiency values for varied air flow rates are studied. The vertically split wet cooling media configurations are achieved by sectioning the media in to equal and unequal sections. In the equal configuration, media has been tested for 0%, 50% and 100% wetting conditions, and in the unequal configuration, media has been tested for 0%, 33%, 66% and 100% wetting conditions. The test results are used to emphasis the advantage of this staged wetting method and gives a possible solution to the scale formation problem on the wet cooling media during the direct evaporative cooling process in the data center.

Spatially selective ionization of defect sites known as “DX” centers produces phase-type holographic diffraction gratings which have been reported with efficiencies above 10% for grating periods as small as 135nm [1,2]. Diffraction gratings in Te-doped AlGaAs are persistent for years for sample temperatures below an annealing temperature which is about 70K. The mechanism for grating decay (recapture of electrons into DX centers) is thermally activated with a barrier height of 0.24eV for this material and therefore its rate is a strong function of temperature. We have shown [3] that when operated above the annealing temperature, these DX materials can support dynamic four-wave mixing and optical phase conjugation (PC) using milliwatt infrared beams [4].

The concept of the homogeneous spectral linewidth of an impurity center is more complicated in disordered media such as organic glasses and polymers than it is in crystals. In amorphous media the local environments for impurity centers are continuously changing with time. As a result transition frequencies of individual centers diffuse within the inhomogeneous broadened spectral contour, which is called spectral diffusion. When the timescale for spectral diffusion processes is much longer than the dephasing time, it is possible to distinguish homogeneous dephasing from spectral diffusion. On the other hand, when the timescales of spectral diffusion and dephasing processes are comparable these phenomena become indistinguishable.

As part of our “What Is Just Tech?” series, we invited several social researchers—scholars, practitioners, artists, and activists—to respond to a simple yet fundamental question: “What is just technology?” This interview was conducted by Just Tech program officer Catalina Vallejo, who spoke with Desmond Upton Patton, Professor of Social Work at Columbia University and Just Tech Advisory Board member. Patton (he/him) studies how gang-involved youth conceptualize threats on social media and the extent to which social media may shape or facilitate youth and gang violence. He is the founding director of SAFElab, which centers young people’s perspectives in computational and social work research on violence, trains future social work scholars, and actively engages in violence prevention and intervention. In their conversation, Vallejo and Patton spoke about social media as an amplifier of violence, the importance of lived experience informing computational research, and misunderstandings about Black grief.

Resumen
The objective of this research is to summarize previously conducted research related to workforce development challenges in the transit industry, detailing major findings and subsequent recommendations based on the annotated bibliography of the current atmosphere and most successful ways to mitigate those challenges to attract and retain talent in the transit industry. According to the U.S. Chamber of Commerce, the U.S. had over 10 million job openings and only 5.7 million unemployed workers in March 2023. In 2017, the Washington Post posited that there were not enough workers to fill the vacancies, as the U.S. Census Bureau announced a 17-year low in unemployment while the Bureau of Labor Statistics hit record streaks for numbers of job openings. The COVID-19 pandemic exacerbated the employment challenges that the U.S. already faced. To top it all, the pandemic also led to increased retirement rates among those close to retirement age. This provides transit industry executives and transportation professionals, with ideas of tools that are available to help attract more qualified candidates to the transit industry and ways to advance the development of the transit workforce. This research highlights some of the social media recruiting; online hiring platform improvements; and partnerships with career centers, universities, and recruitment centers to attract new employees to the transit workforce. In addition, increases in pay, benefits, bonuses, providing flexible schedule options and some other atypical ideas have successfully been used to retain workers in the transit workforce. This research focuses on ways in which all transit stakeholders can invest in all aspects of industry workforce development to ensure qualified employees choose the transit industry and that they are subsequently trained to be the most beneficial assets to the organization and remain there via effective retention strategies.

Entre 2018 y 2020, en México, se desarrolló un estudio pionero para el diagnóstico de la calidad de los centros de atención infantil públicos que prestan el servicio a niñas y niños menores de 3 años en el país. El diagnóstico, representativo a nivel nacional y de los principales modelos de atención, recogió información de 245 centros, 426 aulas y 2.115 niñas y niños usuarios y sus hogares, con el objetivo de generar evidencia que permitiera identificar intervenciones concretas para promover el desarrollo infantil en los centros. Además de investigar la calidad estructural, el estudio se centró en la calidad de las interacciones, medida con el CLASS-Toddler (Classroom Assessment Scoring System o Sistema de Calificación para la Evaluación en el Aula). Los resultados muestran que los centros de atención infantil en México cuentan con niveles de calidad estructural altos, con espacios físicos seguros y en buen estado, en los que las niñas y niños tienen acceso a materiales y actividades de juego por lo general adecuados para su edad. En cuanto a la calidad de las interacciones, los resultados muestran niveles en el rango medio-bajo, especialmente en el área de Apoyo Motivador del Aprendizaje, lo que ofrece una ventana de oportunidad única para seguir mejorando la experiencia de las niñas y niños en los centros y promoviendo su desarrollo. Asimismo, existen retos importantes de focalización a poblaciones vulnerables.

The article deals with the new technologies of immersive journalism in the Ukrainian and global mediaspace for the example of specific media. The 360° video stands out among the main formats of immersive journalism, in it the viewer himself explores the video space, becoming a witness of events. The formats of photogrammetry, virtual reality (VR), 3D panoramas and 3D maps are also immersive. New formats and technologies have revolutionized the media sphere and allowed to create more dynamic and interesting stories. Immersive technologies made possible to transport the audience directly to the center of the news event through the format of 360-degree video and three-dimensional virtual reality, providing the «effect of presence». The format of 3D models and photogrammetry allowed users to interact with stories on a visual level more actively. Immersive technologies have also had a profound impact on the functioning of immersive journalism and fundamentally changed the way audiences interact with news stories. «Radio Svoboda», «Texty», «Ukraїner», «The New York Times», «The Guardian», «Der Tagesspiegel», «WDR» and other media experiment with the immersive formats. They give the opportunity for viewers to be in the center of a news event directly or to get an interactive, data-rich experience. This immersive approach allowed for increased empathy and understanding of each information consumer because they can feel and see the environments which are associated with a particular story. Resumen
This report offers a brief overview of the literature on the defining characteristics of democracy in the 21st century. This report seeks to map out a range of conceptual approaches to understanding democracy, evidence on emerging trends in democratisation, and challenges to realising democracy in its varied forms. The report begins with a discussion on definitions of democracy that have emerged in recent decades (Section 2), highlighting a range of qualifiers that are widely used to differentiate and analyse different democratic regime types. Section 3 summarises trends in key indicators of democracy from widely cited observers – The Economist Intelligence Unit and the V-Dem Institute - and recent trends in public opinion towards democracy, according to World Values and Pew Centre surveys. Section 4 gives a very brief overview of three leading challenges to democracy discussed widely in the literature – gender inequality; the role of media and social media; and declining quality of elections, freedom of expression and civic space.

Resumen
Antecedentes: en Leticia, Amazonas, en un Centro de Protección se presentó un brote por COVID-19. El primer resultado confirmado correspondió a una persona mayor con síntomas respiratorios. Objetivo: caracterizar las variables sociodemográficas y epidemiológicas de la población confirmada por COVID-19 en el centro de protección de personas mayores en Leticia, Amazonas en mayo de 2020. Materiales y métodos: se realizó un estudio de brote con diseño descriptivo transversal, en el cual se recolectó información de casos confirmados y probables por COVID-19 en personas de 60 años y más y funcionarios en un Centro de Protección en Leticia, Amazonas. Resultados: el centro de protección presentó 33 beneficiarios, con media de edad de 75,6 años. El 96,8 % (30) de los beneficiarios fue mayor de 60 años, el 70,5 % (12/17) del total de casos confirmados en población beneficiaria presentó síntomas; se identificó una razón de prevalencia 2,25 (IC 95 %: 1,02–4,97). La tasa de ataque en beneficiarios fue 51,6 % y en funcionarios de 48,4 %. Conclusión: las personas mayores alojadas en centros de protección presentan una alta tasa de contagios y muertes asociada a la presencia de comorbilidades y a la inapropiada implementación de protocolos de bioseguridad y cuidado.
