The purpose of the article is to identify the positive experience of Slovakia in the field of legal liability of medical workers, which has been successful in practice and therefore worth following, both in Ukraine and in other states. To achieve this purpose, general and special scientific research methods were used, in particular dialectical, historical-legal, systematic, and comparative legal methods. The legal regulation of liability for the provision of medical services constantly generates debate in scientific circles and in practical implementation. The legislation of Ukraine does not regulate concepts such as medical mistakes and medical crimes. The lack of regulatory criteria for medical mistakes and crimes, the difficulty in determining the cause and effect relationship, as well as the need for professional supervision in the provision of medical services, encourages the study of foreign experience, mainly the experience of the European Union Member States in this field.

Resumen
Purpose: This retrospective study aims to describe the pattern of visual field defects among patients presenting with neuro-ophthalmological diseases in a tertiary hospital of Kathmandu. Materials and Methods: Medical records of patients undergoing Goldmann visual fields (GVF) for neuro-ophthalmological diseases from July 2019 to June 2021 were retrospectively reviewed. Patient demographics, laterality of the disease, clinical diagnosis and pattern of visual field defect were evaluated and entered and analyzed using SPSS version 20 using descriptive univariate and bivariate analysis. Results: A total of 216 subjects (378 eyes) with the mean age 34.52±14.80 years were included in the study. The visual field defects were divided 4 categories: optic nerve disorders (76.4%, n=165), chiasmal disorders (17.6%, n=38), retrochiasmal disorders (2.8%, n=6) and miscellaneous (3.2%, n=7). Disc edema/papilledema was the most common diagnosis in optic nerve disorders with enlarged blind spot (79.1%) and constriction of visual fields (18.3%) as pattern of visual field defects followed by optic neuritis. Common lesions affecting the chiasma in our study were craniopharyngioma on whom 50% had the classical temporal field involvement (bitemporal-20%, inferotemporal-20% and superotemporal-10%) and pituitary lesions where 30% showed constriction of peripheral fields, 57.5% showed temporal field defects (mostly superotemporal) in both eyes. Retrochiasmal lesions were less common but all showed a bilateral and homonymous pattern of visual field defect. Conclusion: Optic nerve disorders were the most common group of conditions undergoing visual fields. Understanding the varied patterns of visual field defects can aid in early diagnosis and guide timely treatment of common neuro-ophthalmological diseases.

Resumen
In recent years, deep learning has been successfully applied to medical image analysis and provided assistance to medical professionals. Machine learning is being used to offer diagnosis suggestions, identify regions of interest in images, or augment data to remove noise. Training models for such tasks require a large amount of labeled data. It is often difficult to procure such data due to the fact that these requires experts to manually label them, in addition to the privacy and legal concerns that limiting their collection. Due to this, creating self-supervision learning methods and domain-adaptation techniques dedicated to this domain is essential. This paper reviews concepts from the field of deep learning and how they have been applied to medical image analysis. We also review the current state of self-supervised learning methods and their applications to medical images. In doing so, we will also present the resource ecosystem of researchers in this field, such as datasets, evaluation methodologies, and benchmarks.

In the first quarter of the twentieth century, health and hygiene-themed exhibitions and museums became prevalent communication tools for public health throughout the world. However, the primary motivation behind their establishment as medical museums was the educational value they added to medical training. These museums became central to instruction at medical schools in the nineteenth century. This article presents an overview of the origins of museums of medicine, health and hygiene, their role in the Ottoman/Turkish context, and how they gained and lost their prominence. It then proposes ways in which these museums can be instrumental in our fight against infectious diseases and social injustices in the field of biomedicine. Resumen
In the healthcare field, the doctor-patient relationship is an important factor in ensuring the quality of care and patient satisfaction. However, in the past, there have been problems of detachment and miscommunication between doctors and patients, which have negatively impacted medical outcomes and patient experience. Therefore, it has become particularly important to focus on building and improving the culture of healthcare organizations. The culture of a healthcare organization has a profound impact on the doctor-patient relationship, which includes aspects of trust and communication, doctor-patient collaboration and shared decision-making, respect, and empathy. By building a culture that promotes trust and communication, medical staff can build strong ties with patients and facilitate information exchange and shared decision-making. At the same time, healthcare organizations should develop cultural sensitivity and cross-cultural competence among medical staff to better understand and respect patients from different cultural backgrounds. Through these efforts, healthcare organizations can improve the doctor-patient relationship, enhance the quality of care, and achieve more satisfying medical outcomes.

Resumen
Digital twins were initially introduced in the aerospace industry, but they have been applied to the medical field in the 2020s. The development of the Internet of Things, sensor technology, cloud computing, big data analysis, and simulation technology has made this idea feasible. Essentially, digital twins are virtual representations of real-world data that can generate virtual outcomes related to a patient based on their actual data. With this technology, doctors can predict treatment outcomes, plan surgery, and monitor patients’ medical conditions in real time. While digital twins have endless potential, challenges include the need to deal with vast amounts of data and ensure the security of personal information. In the field of rhinology, which deals with complex anatomy from the sinus to the skull base, the adoption of digital twins is just beginning. Digital twins have begun to be incorporated into surgical navigation and the management of chronic diseases such as chronic rhinosinusitis. Despite the limitless potential of digital twins, challenges related to dealing with vast amounts of data and enhancing the security of personal data need to be surmounted for this method to be more widely applied.

The study investigates possible disturbances of the Earth’s geomagnetic field associated with ferromagnetic structures of clinical buildings. An original methodology has been applied for 3D field mapping of hospital areas in the Senegalese Radiotherapy (RT) Centre. The RT unit will be located in a bunker with thick steel walls to ensure safety of patients and staff. Steel reinforcement will provide the shielding effect lowering the field level in the therapy room. A detailed numerical model has been created to simulate an expected field map in the RT bunker. The model reflects the actual geometry and reinforcement pattern of the building as well as adopted national standards for hypomagnetic field environment. The field maps generated with the EM codes KLONDIKE and KOMPOT form a basis for validation in comparative computations with the other codes (COMSOL Multiphysics, etc).

Resumen
The article addresses the issue of a specific discourse category, that of verbs expressing authorial stance in the context of the medical research article. A contrastive study is performed based on two corpora comprising original medical research articles in Bulgarian and English languages, respectively. All the articles have been excerpted from journals with high impact factors covering almost every field of medicine. All data have been processed with the help of word processing programmes to achieve a high level of accuracy. The paper looks into the most frequently used verbs both in the Bulgarian articles and the English ones. The analysis rests on a division of three types of verbs – factive, non-factive and counterfactive ones. Each of the presented verbs is analyzed in the light of this division supported by a number of exemplar sentences extracted from the corpora. One corollary that could be drawn is the fact that Bulgarian authors refrain to a large extent from expressing categorical disagreements which is not so characteristic of the authors in the English-language medical research articles.

It is customary to use plants to treat human diseases. There has been a recent resurgence of interest. Field studies on ethnobotany have been conducted in a variety of developing nations worldwide. It shows worry over the potential loss of important knowledge regarding conventional medicine. Many times, neurological problems are not seen as common ailments. Like epilepsy, which is the most severe chronic ailment, they are mental illnesses. Millions of individuals are affected. Other diseases include Parkinson's, Alzheimer's, meningitis, and stroke. Speaking, breathing, movement, mood, and memory are all impacted by nervous system problems. A comprehensive treatment option is herbal medicine. Growing these significant herbs will increase the ecosystem's terrestrial variety and aid in biodiversity preservation. Some of the significant plants used in the treatment of nerve illnesses are Centella asiatica, Avena sativa, Lagenaria sicerana, Cassia tora, and Cassia fistula. A taxonomy categorization can be constructed based on medical applications and the relationships inferred between the many medicinal plant species' biochemical attributes and medicinal purposes. Studies in tissue culture and molecular characterization are also possible. The most potent medical plant used to treat mental disorders can be obtained, and significant medicinal plant gene flow will increase terrestrial biodiversity.

Resumen
The pragmatic goal of this article is to study agent activity aimed at changes in the medical institutional field, under conditions of high social instability. The implementation of the empirical part of аrticle required an adequate methodological and conceptual approach, on the basis of which it could be designed and implemented. As a general methodological platform, the author chose the paradigm of complexity, which builds its methodological proposals on the assumption that large complex nonlinear systems change according to laws that are fundamentally different from those by which simple linear system formations function. Society refers precisely to such complex system objects, and therefore the appeal to such a methodological basis is adequate and fruitful. The work offers the author’s view on the processes of social changes, which are conceptualized as the process of changing the social order. The latter, in turn, is considered as a set of all the practices of social interactions that are currently present in society. The key point in this concept is the statement about the presence of two fundamentally different mechanisms of social change — organizational and self-organizational. It is emphasized that high social instability increases the weight of the self-organizing component of changes, which can fade into the background in relatively stable periods. Applying this theoretical framework to the processes in the institutional field of medicine, we get a model of relevant changes, where both organizational (formal rules of the game, laws, government regulations) and self-organization (informal, spontaneously formed rules of everyday interactions in this institutional field) are equally important. Both of these mechanisms have their conductors-agents, through whom they are implemented. The issue of consistency and balance between these different rules of the game is key for institutional management. At the empirical level, the work examines in detail the agentic actions of U. Suprun in the process of her attempts to reform domestic medicine during 2016-2019 (organizational mechanisms), as well as the agentic activity of volunteers from the "Svoi" Foundation, which is headed by Lesia Lytvynova (self-organizational mechanisms). All the features of these two processes of change, their fundamental difference and the complexities that arise in the process of their coordination are shown. The need to build managerial strategies that take these circumstances into account is emphasized.

Resumen
The study considers modeling and automating the processes of data collection and processing in a smart medical ward. We examined the existing solutions in the field of smart wards. Such solutions allow to increase patient safety, improve the quality of their treatment, optimize workflows in inpatient facilities, reduce costs and increase comfort of the patients. At the same time, these solutions are focused on particular tasks, use varied technologies and protocols, and implement single scenarios for the functioning of the ward. This is not enough to create an integrated approach to automating patient treatment in smart wards, as there are problems of compatibility and integration of heterogeneous modules, systems and protocols, which leads to growing costs and reduced profitability. To avoid these problems, the complex must be implemented within a single framework with typical components, connections, and operation scenarios. To do this, at the first stage of the work, a conceptual model of a smart room is proposed, a description of its components is given, and scenarios of their functioning are provided. An algorithm for collecting and processing data for diagnosis and stratification of diseases has also been developed, a simulation of the smart ward operation has been carried out, and it showed that the implementation of data collection and processing using smart components can reduce the processing time at least twice.

Resumen
The aim of the study is to analyze public procurement issues in the field of healthcare. Dialectical, logical, and comparative methods have been used. The author has studied the best practices of such procurement and conducted a comparative legal analysis of Russian and the US public procurement systems. The following results have been achieved: it has been found that public procurement in the healthcare sector is considered more complex than that in other sectors of the economy since there are more barriers and travails. This is because through healthcare public procurement the state purchases medical equipment and medications for state and municipal healthcare facilities. The author concludes that one of the main problems in the regulation of healthcare public procurement is that budget holders’ supply agreements for medical equipment, medications, and medical products are often competition-free. Covering the efficiency of public procurement in Russia, the author highlights the main violations typical of the system at all levels (from regional authorities to municipal institutions). There are also some practical recommendations to improve Russian public procurement legislation.

Resumen
Abstract An inverse coefficient problem for time-dependent wave equation in three dimensions is under consideration. We are looking for a spatially varying coefficient of this equation knowing special time integrals of the wave field in an observation domain. The inverse problem has applications to the reconstruction of the refractive index of an inhomogeneous medium, as well as to acoustic sounding, medical imaging, etc. In the article, a new linear three-dimensional Fredholm integral equation of the first kind is introduced from which it is possible to find the unknown coefficient. We present and substantiate a numerical algorithm for solving this integral equation. The algorithm does not require significant computational resources and a long solution time. It is based on the use of fast Fourier transform under some a priori assumptions about unknown coefficient and observation region of the wave field. Typical results of solving this three-dimensional inverse problem on a personal computer for simulated data demonstrate high capabilities of the proposed algorithm.

Resumen
Recently, the wavelet transform has emerged as a cutting edge technology, within the field of image compression research. The basis functions of the wavelet transform are known as wavelets. There are a variety of different wavelet functions to suit the needs of different applications. Among the most popular wavelets are Haar, Daubechies, Coiflet and Biorthogonal, etc. The best wavelets (functions) for medical image compression are widely unknown. The purpose of this paper is to examine and compare the difference in impact and quality of a set of wavelet functions (wavelets) to image quality for implementation in a digitized still medical image compression with different modalities. We used two approaches to the measurement of medical image quality: objectively, using peak signal to noise ratio (PSNR) and subjectively, using perceived image quality. Finally, we defined an optimal wavelet filter for each modality of medical image.

Resumen
The Internet of Things (IoT) is an intelligent technology applied to various fields like agriculture, healthcare, automation, and defence. Modern medical electronics is also one such field that relies on IoT. Execution time, data security, power, and hardware utilization are the four significant problems that should be addressed in the data communication system between intelligent devices. Due to the risks in the implementation algorithm complexity, certain ciphers are unsuitable for IoT applications. In addition, IoT applications are also implemented on an embedded platform wherein computing resources and memory are limited in number. Here in the research work, a reliable lightweight encryption algorithm with PRESENT has been implemented as a hardware accelerator and optimized for medical IoT-embedded applications. The PRESENT cipher is a reliable, lightweight encryption algorithm in many applications. This paper presents a low latency 32-bit data path of PRESENT cipher architecture that provides high throughput. The proposed hardware architecture has been implemented and tested with XILINX XC7Z030FBG676-2 ZYNQ FPGA board 7000. This work shows an improvement of about 85.54% in throughput with a reasonable trade-off over hardware utilization.

Data mining is the action of searching the large existing database in order to get new and best information. It plays a major and vital role now-a-days in all sorts of fields like Medical, Engineering, Banking, Education and Fraud detection. In this paper Feature selection which is a part of Data mining is performed to do classification. The role of feature selection is in the context of deep learning and how it is related to feature engineering. Feature selection is a preprocessing technique which selects the appropriate features from the data set to get the accurate result and outcome for the classification. Nature-inspired Optimization algorithms like Ant colony, Firefly, Cuckoo Search and Harmony Search showed better performance by giving the best accuracy rate with less number of features selected and also fine f-Measure value is noted. These algorithms are used to perform classification that accurately predicts the target class for each case in the data set. We propose a technique to get the optimized feature selection to perform classification using Meta Heuristic algorithms. We applied new and recent advanced optimized algorithm named Modified Bat algorithm on University of California Irvine datasets that showed comparatively equal results with best performed existing firefly but with less number of features selected. The work is implemented using JAVA and the Medical dataset has been used. These datasets were chosen due to nominal class features. The number of attributes, instances and classes varies from chosen dataset to represent different combinations. Classification is done using J48 classifier in WEKA tool. We demonstrate the comparative results of the presently used algorithms with the existing algorithms thoroughly. The significance of this research is it will show a great impact in selecting the best features out of all the existing features which gives best accuracy rates which helps in extracting the information from raw data in Data Mining Domain. The Value of this research is it will manage main fields like medical and banking which gives exact and proper results in their respective field. The best quality of the research is to optimize the selection of features to achieve maximum predictive accuracy of the data sets which solves both single variable and multi-variable functions through the generation of binary structuring of features in the dataset and to increase the performance of classification by using nature inspired and Meta Heuristic algorithms.

Biomedical image processing has experienced dramatic expansion, and has been an interdisciplinary research field attracting expertise from applied mathematics, computer sciences, engineering, statistics, physics, biology and medicine. Computer-aided diagnostic processing has already become an important part of clinical routine. Accompanied by a rush of new development of high technology and use of various imaging modalities, more challenges arise; for example, how to process and analyze a significant volume of images so that high quality information can be produced for disease diagnoses and treatment. The principal objectives of this course are to provide an introduction to basic concepts and techniques for medical image processing and to promote interests for further study and research in medical imaging processing. The rapid progress of medical science and the invention of various medicines have benefited mankind and the whole civilization. Modern science also has been doing wonders in the surgical field. But, the proper and correct diagnosis of diseases is the primary necessity before the treatment. The more sophisticate the bio-instruments are, better diagnosis will be possible. The medical image plays an important role in clinical diagnosis and therapy of doctor and teaching and researching etc. Medical imaging is often thought of as a way to represent anatomical structures of the body with the help of X-ray computed tomography and magnetic resonance imaging. But often it is more useful for physiologic function rather than anatomy. With the growth of computer and image technology medical imaging has greatly influenced medical field. As the quality of medical imaging affects diagnosis the medical image processing has become a hotspot and the clinical applications wanting to store and retrieve images for future purpose needs some convenient process to store those images in details.

AbstractAs a kind of mass transfer process as well as the basis of separating and purifying mixtures, interfacial adsorption has been widely applied to fields like chemical industry, medical industry and purification engineering in recent years. Influencing factors of interfacial adsorption, in addition to the traditional temperature, intensity of pressure, amount of substance and concentration, also include external fields, such as magnetic field, electric field and electromagnetic field, etc. Starting from the point of thermodynamics and taking the Gibbs adsorption as the model, the combination of energy axiom and the first law of thermodynamics was applied to boundary phase, and thus the theoretical expression for the volume of interface absorption under electric field as well as the mathematical relationship between surface tension and electric field intensity was obtained. In addition, according to the obtained theoretical expression, the volume of interface absorption of ethanol solution under different electric field intensities and concentrations was calculated. Moreover, the mechanism of interfacial adsorption was described from the perspective of thermodynamics and the influence of electric field on interfacial adsorption was explained reasonably, aiming to further discuss the influence of thermodynamic mechanism of interfacial adsorption on purifying air-conditioning engineering under intensification of electric field.

Resumen
Abstract Disability is an interdisciplinary-medical, social and professional phenomenon. The goal of medical professionals is to treat a person and restore his or her fitness. The group of disabled people in Poland is characterized by a lower level of education than among non-disabled people and high unemployment. The purpose of vocational rehabilitation is to make it easier for a disabled person to obtain and maintain appropriate employment and career advancement. Social rehabilitation is defined as an activity aimed at enabling a disabled person to fully participate in social life. The tasks of the local government addressed to disabled people include conducting occupational therapy workshops (WTZ), occupational activity establishments (ZAZ), community self-help homes (ŚDS) and social welfare homes (DPS). The aim of the study was to analyze the implementation of self-government tasks in the field of social and vocational rehabilitation of disabled people, with particular emphasis on ZAZ in the Lubelskie Voivodeship in 2008-2017. The work uses data collected in 2008-2017 by the Regional Center for Social Policy (ROPS) in Lublin. In addition, in December 2017, they were sent by e-mail to ROPS and Marshal’s Offices in voivodship cities in Poland, inquiries about tasks and ways of implementing these tasks in the field of social and vocational rehabilitation of disabled people in 2008-2017. The available data on expenditure from the State Fund for Rehabilitation of the Disabled (PFRON) was collected. The research material was statistically developed using the IBM SPSS Statistics (v. 25) and Statistica (v. 13) statistical packages. In the years 2008-2017 in the Lubelskie Voivodeship, PLN 75,529,959 was allocated for vocational and social rehabilitation of people with disabilities, the most (PLN 9,158,243) in 2016. In the same year, the largest number of people used the ZAZ. In 2008-2017, the average annual amount of expenditure on social and vocational rehabilitation of disabled people in all Polish provinces was PLN 7 576 718.9. In the discussed period, the highest amounts from PFRON were allocated to the rehabilitation of disabled people in the Śląskie Voivodeship, and the lowest in Lubuskie, while Lubelskie received average amounts. In Poland, in the field of social and vocational rehabilitation and employment of disabled people, solutions similar to those already developed are applied in the countries of Western Europe. The costs of financing vocational rehabilitation, understood as financing the functioning of the ZAZ by voivodship self-governments, are constantly growing. The growing expenses incurred on the activities of the ZAZ do not significantly improve the situation related to vocational rehabilitation and employment of disabled people. Improving the operation of the system of vocational and social rehabilitation of people with disabilities should not only consist in increasing the funds spent under the current inefficient system, but should be preceded by a thorough analysis of the current state and the development of extensive organizational changes.

Resumen
Problems such as population growth, continuous stirred tank reactor (CSTR), and ideal gas have been studied over the last four decades in the fields of medical science, engineering, and applied science, respectively. Some of the main motivations were to understand the pattern of such issues and how to obtain the solution to them. With the help of applied mathematics, these problems can be converted or modeled by nonlinear expressions with similar properties. Then, the required solution can be obtained by means of iterative techniques. In this manuscript, we propose a new iterative scheme for computing multiple roots (without prior knowledge of multiplicity m) based on multiplicative calculus rather than standard calculus. The structure of our scheme stands on the well-known Schröder method and also retains the same convergence order. Some numerical examples are tested to find the roots of nonlinear equations, and results are found to be competent compared with ordinary derivative methods. Finally, the new scheme is also analyzed by the basin of attractions that also supports the theoretical aspects.

Abstract Background Gender underrepresentation has long existed in the science, technology, engineering, and mathematics fields. While there are upward trends in many areas of the life and health sciences, some disciplines are underrepresented in female author numbers, including first and corresponding authors. This study evaluated the participation by women as authors in the field of clinical chemistry. Methods Clinical Chemistry and The Journal of Applied Laboratory Medicine were selected for data collection. Data were classified into four categories: total number of authors for each article, number of female authors for each article, whether the first author was female, and whether the corresponding author was female. From these data, the percentages of female authors, articles with female first authors, articles with female corresponding authors, and articles where a female was either first or corresponding author were calculated. Results Both journals had ≥40% total female authorship, ≥45% female first author, and 64% female first or corresponding author. The 40% female author number matched the percentage of female doctoral degree, board certified clinical chemists, and the 39% female PhDs and MDs in academic clinical pathology departments. Compared with a selected group of science or medicine journals and gender reports, Clinical Chemistry and The Journal of Applied Laboratory Medicine exceeded most journals and gender reports in female total authorship, first author, and corresponding author. Conclusions Women are well represented as authors in these two clinical chemistry journals. Both journals compare favorably against other scientific/medical journals. Female authorship in these two journals also parallels gender composition of the field of clinical chemistry.

AbstractHuman endeavours span a wide spectrum of activities which includes solving fascinating problems in the realms of engineering, arts, sciences, medical sciences, social sciences, economics and environment. To solve these problems, classical mathematics methods are insufficient. The real-world problems involve many uncertainties making them difficult to solve by classical means. The researchers world over have established new mathematical theories such as fuzzy set theory and rough set theory in order to model the uncertainties that appear in various fields mentioned above. In the recent days, soft set theory has been developed which offers a novel way of solving real world issues as the issue of setting the membership function does not arise. This comes handy in solving numerous problems and many advancements are being made now-a-days. Jun introduced hybrid structure utilizing the ideas of a fuzzy set and a soft set. It is to be noted that hybrid structures are a speculation of soft set and fuzzy set. In the present work, the notion of hybrid ideals of a near-ring is introduced. Significant work has been carried out to investigate a portion of their significant properties. These notions are characterized and their relations are established furthermore. For a hybrid left (resp., right) ideal, different left (resp., right) ideal structures of near-rings are constructed. Efforts have been undertaken to display the relations between the hybrid product and hybrid intersection. Finally, results based on homomorphic hybrid preimage of a hybrid left (resp., right) ideals are proved.

Abstract This study seeks to examine the inter-relationship of what William Garner Sutherland, DO called “The Tide,” the Cranial Rhythmic Impulse (CRI) palpated by practitioners of Osteopathy in the Cranial Field (OCF), and physiologic or pulmonary respiration. This study is different in that it proposes a mathematical analysis of these several phenomena to reconcile whether these are part of the same overarching natural wave or they are distinct. The pertinent medical literature is reviewed. The mathematics of Fourier analysis is briefly described. This study performed “reverse” Fourier analysis, that is, the combination of the various periodic signals into one periodic signal, across the range of normal physiological data values. Stochastic techniques were then applied to resolve these probabilistic data into 1 overarching periodic signal. From the mathematical analysis, it is not mathematically possible for “The Tide” to be in the range of the fundamental frequencies of the CRI, pulmonary respiration, and the Traube-Hering-Mayer oscillations that derive from it and are its harmonics. This mathematical analysis cannot be construed as negating the existence of “The Tide,” rather merely eliminates these fundamental frequencies as being “The Tide.” “The Tide” must be something else. More research is indicated.

Resumen
In this article, effective 3D printing modeling technology of smart bio-medical polymeric hydrogel transdermal materials based on gelatin and sodium alginate, modified by humic acids, was researched. Such smart biologically active polymeric hydrogel materials showed interesting applicability in tissue engineering fields due to their intrinsic biological compatibility, adaptability, and capacity to replicate the extracellular matrix environment. A literature review was carried out and proved that 3D printing modeling technology is a perspective for the functional effect on the smart bio-medical polymer hydrogel transdermal properties. Smart biomedical polymeric transdermal hydrogel patches were produced using a micromolding technique. A stereolithography (SLA) 3D printer was used to print the master mold. The three-stage technology of lignite humic acids modification of smart biologically active polymeric hydrogel transdermal microneedles patches based on gelatin, hydroxypropyl methylcellulose, and sodium alginate was designed. It was shown that modification of gelatin-sodium alginate and hydroxypropyl methylcellulose-sodium alginate biopolymer hydrogels by humic acids makes it possible to obtain smart biologically active polymeric hydrogel transdermal materials with an increased swelling degree and ability to improve the skin moisture-lipid balance (from the initial moisture 34–36 % and fatness 8–10, they increase to 58–66 % and 52–60 %). Finally, the developed 3D printing modeling technology of smart bio-medical polymeric hydrogel transdermal materials hydrogel based on gelatin sodium alginate, modified by humic acids, is a transdermal material with required properties.

Resumen
The current state and a new stage of political, economic and social reforms In Russia defines healthcare as a priority area, which in turn determines the formation of a balanced policy of financial support for medical organizations. Consequently, the creation of conditions for the sustainable development of healthcare organizations should be the focus of attention of legislative, executive authorities and management of medical and preventive institutions. The purpose of this study is to systematize the existing approaches to financial support of healthcare, and to provide the theoretical justification of areas for further improvement based on integration principles for the formation of sources of public health financing. Achieving this goal involves solving the following tasks: to analyze the existing financial flows in the field of healthcare and their sources, to identify the main trends in healthcare financing at the regional level, including to determine the conditions for funding limiting, and to identify the determinants of the formation of integration processes of public health financing. Methods of logical, general scientific analysis and modeling have been used to solve the tasks. Used in combination, these research methods have made it possible to ensure the reliability of economic analysis and the validity of conclusions. The proposed approach to the integration of public health financing sources will help provide the society with vital social services and, in general, implement a health development strategy.

Resumen
Compressed sensing or compressive sampling is a recent theory that originated in the applied mathematics field. It suggests a robust way to sample signals or images below the classic Shannon-Nyquist theorem limit. This technique has led to many applications, and has especially been successfully used in diverse medical imaging modalities such as magnetic resonance imaging, computed tomography, or photoacoustics. This paper first revisits the compressive sampling theory and then proposes several strategies to perform compressive sampling in the context of ultrasound imaging. Finally, we show encouraging results in 2D and 3D, on high- and low-frequency ultrasound images.

Resumen
This paper deals with problems of program control of a trajectory beam. We investigate formulations that arise when considering problems of charged particle beams control, as well as, for example, in image processing. In applied problems, it is often necessary to investigate the problem of the gravity center control of some set or changing the density distribution of particles according to some given one. The functionals proposed in the paper can be effectively used for the velocity field constructing in various image processing, in particular, medical diagnostic images. In this paper, the problem of constructing a velocity field is considered as a control and optimization problem, and, unlike the previous works of the authors, macroparameters characterizing the objects under study are used in optimization. In the article, variations of the studied functionals are obtained and the necessary optimality conditions are given.
