In this study the contribution is intended to provide more clarity and to demonstrate that under certain circumstances an insurance captive can have important efficiency effects and, among other things, a positive effect on moral hazard and adverse selection. For the purpose of acquiring more information on insurance captives and their operation, literature research was augmented by interviews conducted with the director of an insurance captive of a Dutch multinational, as well as with representatives from AON and Marsh, two major insurance brokers/consultancy firms in risk management that are often involved in the establishment and management of a captive.

Resumen
Results of the three-year analysis of the organization of systems of crop rotations on a landscape and ecological basis in large-scale enterprises of Tyukalinsky district of the Omsk region are presented in article. In the territory of the agricultural organizations the assessment of ecological condition of lands on the basis of an assessment of the main components of a landscape was carried out: climatic, a relief, vegetation, soils, ground waters, the spreading breeds. It is established that in farms the following types of soils prevail: meadow, marsh, solonetzic soils, malt, meadow and chernozem solonetzic and chernozem and meadow solonetzic. Therefore, there are an average ecological intensity of lands in ООО “Atrachi” - 45.8%, ООО “Chistoe” - 58.9%, ООО “Agrokom” - 1%, and also strong manifestation of processes of remoistening and salinization is revealed (27%, 41,1% and 90% of the total area of an arable land in farms). Critical condition of arable lands is noted in ООО “Atrachi” (27.2%), at the moment they actually aren´t used and aren´t demanded. The analyzed agricultural organizations cultivate grain crops (24.7% - 41.0%), one-year (3.9%-21.4%) and long-term herbs (33.6% - 43.4%). In this regard two types of crop rotations are used: field and fodder. As a result of ecological justification of crop rotations, calculation of balance of a humus has shown that completion of its deficiency requires introduction of a certain amount of organic substances and implementation of replacement of a fallow land on sideralny with a zapakhivaniye of elevated mass of plants to the soil as additional organic fertilizers. After the carried-out analysis us it is recommended to include in crop rotations phytoameliorants, steady against salinization (the tributary white), to make replacement of long-term herbs on steady against remoistening of soils (a ribbon grass reed or a herd grass meadow). The use of correctly designed crop rotations, taking into account all complex of landscape and ecological conditions, will allow to stabilize negative natural and anthropogenous processes, to provide their big ecological stability.

Resumen
Production of carrots for cut-and-peel processing has increased to >400 ha in the past 5 years in the Holland/Bradford Marsh area (44°5' N, 79°35' W) of Ontario. To provide carrots best suited for the new industry, growers needed information on the best cultivars and production practices. Trials with cultivars from four seed companies were conducted on muck soil (60% organic matter, pH 6.0) for 3 years (1997-1999) and on mineral soil (5% organic matter, pH 7.2) for 2 years (1998-1999). Carrots were seeded on raised beds at three seeding rates—25, 40, and 55 per foot—at two or three seeding dates and were harvested at two or three dates at 15-day intervals. Plant stand was always less than the seeded rate because of hot, dry growing conditions during the years of the trials. Carrots were hand-harvested and assessed for total yield, marketable yield, oversized carrots (>0.75 in diam.), length, width, and uniformity. The seeding rate of 55 seeds/ft and harvest 100 to 110 days after seeding resulted in the highest yield of carrots suited for cut-and-peel processing. Cultivar HM03 consistently had the highest score for quality, but low yields. Other cultivars, such as `Indiana', `Caro Pride', and `Vita Treat', also had high scores for quality. Carrots grown on mineral soil were longer than those grown on muck soil; however, yields were higher for the muck-grown carrots.

Resumen
Due to the pressure of fierce competition, many parents worry about their children being unable to compete with their peers. Besides the regular school class, they have engaged their kids at the cram school in order to strengthen the performance of their academic or creative art, so they might have a better foundation. The cram school business thus becomes a unique and prosperous educational business. Due to the low entry barrier, many companies have joining this business. However, the declining birth rate makes cram school business facing decreasing students number in recent years. Therefore, developing effective practices to improve students retention rate and to improve competitive advantages are becoming critical for managers of cram schools. The first step to change the cram school competition environment from cost-driven to quality-driven is to establish a way to measure the teaching quality — as there is no metrics during the past few decades in this domain. This work proposes a metrics based on the theory developed by Marsh and elaborated their idea to design a teaching quality assessment mechanism. Experts in academia and cram schools were interviewed to revise the proposed framework and the associated weighted values of elements in all dimensions of the framework were further calculated using Analytic Network Process (ANP) process. Questionnaires were distributed to representative teachers and supervisors in the cram school to justify the proposed metrics. The results show that this proposed metrics are valuable to the managers and could be used to improve students retention rate.

Resumen
The understanding of recent changes of the spatial distribution of tree species occurring in agricultural landscapes is essential to realistically predict future positions of the range limit of tree species. In Quebec (Canada), it has recently been suggested that gray birch (Betula populifolia Marsh.) is spreading rapidly eastward. We tested the hypothesis that this tree migration is strongly facilitated by human activities. Herbarium specimens, historical landscape reconstructions, botanical surveys in mined peatlands and old fields, and dendrochronological data were used to reconstruct past and recent distribution limits of gray birch in the study area (Bas-Saint-Laurent region). Gray birch has been present in the Bas-Saint-Laurent region since at least 1945. However, herbarium specimens and botanical surveys indicate that gray birch individuals were scarce before 1970. The introduction of gray birch in the Bas-Saint-Laurent region seems to be associated with peat mining activities. All mined peatlands located between Rivière-Ouelle and Isle-Verte were colonized by gray birch, but only 11% of old fields surveyed contained at least one gray birch individual. This suggests that the spread of an early successional tree species in an agricultural landscape is facilitated more by the presence of a few large patches favorable to the growth of the species (mined peatlands) than by numerous small patches (old fields). The recent expansion of gray birch populations in the Bas-Saint-Laurent region could be a major concern for peat mining companies because massive invasions of gray birch in abandoned mined bogs may impede successful restoration of these ecosystems.Key words: Betula populifolia, gray birch, Quebec, peatland, old field, landscape ecology.

Resumen
Field trials to determine the effect of carrot pigmentation and weather parameters on cavity spot (CS) of carrot were conducted in the Holland/ Bradford Marsh region of Ontario between 2002 and 2009. In all, 23 colored carrot cultivars from the United States Department of Agriculture (USDA) Agricultural Research Service breeding program at the University of Wisconsin (n = 5) and commercial seed companies (n = 18) were seeded in organic soil (pH 6 to 7, 45 to 75% organic matter) in late May to early June and harvested in late October or early November. Carrot roots were assessed for CS severity midseason and postharvest. Evaluations postharvest indicated that the purple pigmented carrot from breeding line ‘USDA 106-3’ and cultivars ‘Purple Rain’ and ‘Purple Haze’ consistently had low CS severity. The orange-pigmented ‘USDA 101-23’, ‘Cellobunch’, ‘YaYa’, and ‘Envy’ had moderate CS; and the red-pigmented carrot breeding line ‘USDA 104-3’ and cultivars ‘Atomic Red’, ‘Proline Red’, ‘Dragon’, and an unnamed line from India had high CS. Differences in CS severity in carrot cultivars between evaluations at midseason and postharvest suggest that some carrot cultivars are more susceptible to Pythium spp. inoculum in soil (alloinfection) and others to secondary infection (autoinfection) that can be attributed to the Pythium sp. involved in CS. CS severity was positively correlated with total rainfall 2 and 3 months after seeding, and was negatively correlated with number of days with air temperature ≥30°C 3 and 4 months after seeding. Soil temperature and total rainfall were the best predictors of CS incidence and severity. These results could allow a forecast of disease incidence and severity at harvest.

Resumen
The March 11 East Japan Earthquake/Tsunami and subsequent social infrastructure damage, including electricity shortages, gave serious impact to the Japanese economy and individual companies as well. Many companies that have been preparing for disasters were forced to face the severe test of whether their disaster measures, such as a disaster management and business continuity plan (BCP), functioned as planned. A post March 11 BCP survey was conducted, in which 286 companies located in the directly affected regions participated. Certain companies had to give up the resumption of operations, and other companies realized that their BCP had not totally functioned. There are companies, however, whose BCP had fully functioned. This paper focuses on what the differences were in pre-disaster measures and the BCP of those companies whose BCP functioned totally and those companies whose BCP did not function totally. This paper analyzed what key elements of the BCP functioned properly.

Between the beginning of the 18th century and the end of the Second Empire, the continental coast of the Pertuis Breton experienced a significant evolution. It is composed of three singular, dynamic and correlated geomorphological landscapes: a marshy area, a dune zone and a cliff coast. These environments underwent slow natural transformations which led to the creation of the sandy spits of Arcay and Aiguillon which form a large dune belt. The latter is fed by a considerable transport of sand from west to east by littoral drift. These sediment movements are subject to the influence of hydrodynamic agents. The rise in oceanic waters leads to the progressive clogging of the Gulf of the Pictons with sediment of fluvio marine origin. This process is at the origin of the formation of the Aiguillon Cove and the Poitevin Marsh. These environments also go through brutal natural transformations due to extreme climatic phenomena. This study also highlights the role of human influence in the evolution and modification of their coastline. Developments are particularly visible in the Marais Poitevin. Between the Middle Ages and the 19th century, this territory was the focus of a major transformation that greatly modified its ecosystem. This wetland was drained by the creation of canals, dykes and locks. Thanks to the draining carried out by the marsh companies, agriculture and livestock farming flourished and gradually replaced the flooded lands, which were considered unsanitary. The marshes then experienced an influx of people. The State is present on this coastline through the Admiralty under the Ancien Régime or the administration of the Ponts et Chaussées in the 19th century

Resumen
The purpose of this thesis is to analyze the motives of the companies to invest in various CSR practices in the food industry. The study has applied a qualitative and explorative research approach. A single case study is used based on both primary and secondary data. Primary sources include one in-depth interview with a company’s representative, while secondary ones consist of thirteen interviews in addition to company’s documents. The company studied is Mars, Incorporated, one of the global leaders in confectionary and pet care segments with over 33 million dollars of annual sales. The study outlines multiple CSR practices implemented by Mars, Inc. in four different areas. Based on this, the incentives for the company to involve in the identified activities were recognized. While previous studies were focused on CSR influence on companies generally, this research is specified in the food industry. It contributes to the managerial practice by determining which CSR investments can positively influence company’s situation.

AbstractThis chapter investigates what forms the knowledge work design in the future on a corporate level. The future is 2030. The methodology includes 20 in-depth interviews (before and during the Covid-19 worldwide pandemic) with researchers working with these issues in the Swedish telecommunication company Telia and the Norwegian telecommunication company Telenor. These are both companies making their living from understanding the future of work on a corporate level. The difference between the two rounds of interviewing is that online homework is the actual work situation in the pandemic March–April 2020, and the interviewed believe that 50% of the work will be done online outside the workplace. The corona crisis changed the way we are working for the future.

Resumen
This article takes a participatory approach to the reproduction of live music performance by looking at the history of »bootleg« sound recordings in two formations during the 1960s and 1970s. The first builds on the history of how opera lovers, mostly in concert and sometimes in conflict with formal opera institutions and commercial recording companies, created their own community for reproduced live opera performances through surreptitious live recording, record producing, distributing, cataloging, trading, and collecting. Marsha Siefert relates these activities to the world of magnitizdat, the live music recordings in the U.S.S.R. that were also reproduced and circulated through trusted networks. The aim of looking at both of these twentieth-century forms of music reproduction is to ask questions about how music listeners responded to perceived limitations of formal music industries by creating participatory networks that identified, reproduced, and circulated recorded music that corresponded to their preferences and ideas about authenticity, aesthetics, and direct experience before the internet age.

Resumen
In order to protect the health of their citizens, many governments decided to take a huge risk in implementing lockdowns all over the world, knowing how much it could affect the economy. The thought that choosing the most direct measure to cope with the pandemic in order to save their populations was one of the hardest and the governments cannot be blamed for it. The paper moves forward to correlate the links between mass shut downs affecting the economy with the effects registered by the export-oriented companies in Bihor County, Romania, and the measures that the Romanian Government took. Based on the data provided by AJOFM, the Bihor county employment agency, for the following months – March, April, May, several factors like the number of companies in export-oriented industries, the number of employees, the amount of money that the Government paid, will be analyzed.

Resumen
Abstract The momentum of the energy transition continues to accelerate. Following the milestone COP26 climate summit in Glasgow, governments worldwide are mandating increasingly aggressive net-zero targets for industry, stating that the world must reduce emissions by 50% by 2030 to avert a climate emergency. Even beyond the regulatory environment, lenders are prioritizing ESG spending and public opinion continues to call for the push towards clean energy. In response to the urgency of decarbonization, the world has undertaken significant efforts to accelerate the energy transition including increasing electrification and exponential investment in renewables and green fuels. Bloomberg research shows that, in 2021 alone, clean energy spending amounted to $755 billion.1 While this may seem to call the long-term future of oil and gas into question, this year's continuing energy crisis has shown that the oil and gas industry will continue to play a central role in the world's energy mix and in the economies of many countries around the world in the years to come. Recent McKinsey research2 estimates that the oil and gas industry's operations directly amount to around 9% of global greenhouse gas (GHG) emissions and as a result, the industry must play a central role in leading the march towards decarbonization and in accelerating the energy transition. This is becoming increasingly recognized; the upcoming COP27 and COP28 climate conferences are being held in Cairo and Dubai respectively, the first-time talks are being held in OPEC countries in consecutive years3. The industry has mainly approached this decarbonization challenge with a two-pronged approach: first, decarbonizing current operations, not just on the asset level, but across the value chain; and secondly, efficiently delivering and operating the new facilities that are needed for the energy transition, particularly hydrogen facilities.

Resumen
In developed electricity markets, the deregulation boosted competition among companies participating in the electricity market. Therefore, the enhanced reliability and availability of gas turbine systems is an industry obligation. Not only providing the available power with minimum operation and maintenance costs, but also guaranteeing high efficiency are additional requisites and efficiency loss of the power plants leads to a loss of money for the electricity generation companies. Multivariate Adaptive Regression Spline (MARS) is a modern methodology of statistical learning, data mining and estimation theory that is significant in both regression and classification is a form of flexible non-parametric regression analysis capable of modeling complex data. In this study, single shaft, 6MW class industrial gas turbines located at various sites have been monitored. The performance monitoring of a gas turbine consisted of hourly measurements of various input variables over an extended period of time. Using such measurements, predictive models for gas turbine heat rate and the gas turbine axial compressor discharge pressure values have been generated. The measured values have been compared with the values obtained as a result of the MARS models. The MARS-based models are obtained with the combination of gas turbine performance input and target variables and the complementary meteorological data. The results are presented, discussed, and conclusions are drawn for modern energy and cost efficient gas turbine and power plant maintenance management as the outcomes of this study.

Resumen
Nowadays, natural disasters have become much frequently in Brazil, having as result serious consequences such as social, economic and environmental damages and losses. The aim of this paper is evaluate the actions provided by TRANSPETRO in emergency span occurred in OSPAR right-of-way due to intense and heavy rains that occurred in March 2011 in the Serra do Mar Hills, in Parana State, southern Brazil. The geotechnical phenomenon affected three pipelines: • OSPAR Oil Pipeline, which is responsible for supplying the Presidente Getulio Vargas Refinery - REPAR with crude oil; • OPASC Oil Pipeline: used for distribute derivatives from REPAR to Santa Catarina State; • GASBOL Gas Pipeline: supplies Southern Brazil with natural gas from Bolivia. After several days of heavy and steady rain, on 11th March 2011 the rainfall reached the peak of 180mm in 24 hours what generated more than 50 geotechnical and hydrotechnical occurrences in OSPAR stream at Serra do Mar crossing,. The actions, necessary to reducing the hazard, required stopping of oil pipelines, decrease of internal pressure in the gas pipeline, rearrangement of internal staff and machinary structure, and support of external companies structure, such as partnerships companies and new emergency contracts including heavily aircraft support, staffs and machines. The emergency works, carried out in the occasion, leaded to the return of pipeline operations in less than five days. The total pipeline security was established with the stabilization of more than 50 geotechnical and hydrotechnical occurrences.

Resumen
Our paper aims to analyze the customers' perception regarding the image of TAROM, but also the way in which they perceive the external organizational communication. The final objective is to determine how organizational communication can be improved, but also how customers are treated, so that the image of the company can be improved on the market. The methodology of empirical research on organizational communication in passenger air transport was exploratory quantitative research carried out in March 2022. We used the quantitative research method, this from the desire to illustrate, as eloquently as possible, by means of concrete data, how the image of the company suffers due to the fact that the staff does not pay attention to the way of communicating with the clients. As a working tool for quantitative research, we turned to a questionnaire placed in the crowdsourcing system on the link http://www.isondaje.ro/sondaj/856559491. 829 respondents answered the questionnaire questions, these being persons who use air transport services. Using the econometric instrumentation provided by the IBM SPSS application, the called research procedure consisted in the quantitative analysis of the data by means of descriptive statistics methods, the analysis of multiple answers and the qualitative analysis of the answers recorded. Finally, we validated the assumptions of our study.

Resumen
The National Energy Board’s (NEB or the Board) top priorities are the safety of people and protection of the environment. NEB-regulated pipelines have a very good safety record; however, the NEB noticed an increased trend in some types of incidents. Therefore, after considerable stakeholder consultation, in March 2012 the NEB started requiring NEB-regulated companies to report annually on new pipeline performance measures. These performance measures were developed and introduced to promote continual improvement in the management of pipelines by allowing companies to compare their results with industry aggregate numbers. In addition, these metric results allow the NEB to both evaluate and demonstrate that pipeline companies are effective in managing pipeline safety and protection of the environment. The NEB requires all regulated companies to report on incidents, such as releases of substances and serious injuries. Pipeline performance measures data provides the Board additional information such as lagging and leading indicators. These lagging indicators provide an historical view of company performance while the leading indicators provide forward looking data of potential future events. The NEB is of the view that an amalgamation of leading, lagging and qualitative measures can provide an overview of company effectiveness in meeting foundational management system program objectives. This paper examines four years of reported integrity related performance and integrity inspection data to evaluate trends in activities taken by companies to maintain safe pipelines. This paper will briefly discuss the challenges encountered when developing the measures, obtaining consistent data and evaluation of the data to identify trends. The paper will conclude by summarizing select results of the integrity performance measures and integrity inspection information data and discuss any potential future actions related to the pipeline performance integrity measures.

This document is part of a series of technical notes describing the compilation of a new companion database that complements the UNU-WIDER World Income Inequality Database. It aims at facilitating the analysis of inequality as well as progress in achieving the global goal of reducing inequality within and across countries. This new dataset includes an annual series reporting the income distribution at the percentile level for all citizens in the world, regardless of where they live, from 1950 to the present. The global distribution is displayed along with the country-level information used to produce it. The dataset also includes estimates of various global absolute and relative inequality measures, and the income share of key population groups. All estimates are further disaggregated by the contribution of inequalities within and between countries, as well as by each country’s geographical region and income group. While previous technical notes described the selection of country income distribution series and the integration and standardization process to overcome the heterogeneity in original welfare concepts and other methods, I here describe all the necessary additional steps and assumptions made to construct the new global dataset.

It discusses all the necessary adjustments conducted to construct the final series for each country, with consistent estimates of the distribution of net income per capita over the entire period for which information is available. This is mainly divided into two stages. First, integrating country series by interlinking series that overlap over time, then using a more general regression-based approach.

Resumen
This policy brief is part of a two-part series analysing the history and current situation of Japanese foreign direct investment (FDI), and its potential role in India’s economy. The previous part found that while Japan has become a major investor in India over the recent decades, top-level political relations in the past had limited impact on India’s actual ability to attract Japanese foreign direct investment. This policy brief examines the factors that determine Japanese companies’ willingness to establish or increase their presence in India. It finds that India’s dynamically growing market, relatively cheap talent pool, infrastructure ‘spending spree’, and recent policies promoting the industry are highly attractive to Japanese companies. That being said, Japanese investors are deeply concerned about India’s poor infrastructure and still relatively restrictive regulatory environment. For these reasons, the realisation of the 2022 March announcement by Japanese Prime Minister Kishida, which would add an up to 136% increase in Japanese FDI stock in India, would first and foremost depend on India’s own ability to implement reforms and improve its infrastructure, rather than on the political will of top Indian and Japanese leaders.

Resumen
Following the announcement by the FSA that from 31st March 2021, all CBD products on the market must have their safety assured by companies submitting a valid safety application, there have been a large number of CBD-related novel food applications. Consequently, a significant level of additional data has become available that requires review. A joint Subgroup of the ACNFP and COT was formed to address a series of questions in relation to the safety of CBD-containing and hemp-derived ingredients. The overarching aim of the Subgroup is to enable the FSA to perform risk assessments for CBD in food. While there are a number of routes of exposure for CBD, the provisional ADI stated in this paper has been established on the basis of oral exposure. The objectives of the Subgroup are to: Review the new data received from the novel food applications. Update previous reviews of CBD safety evidence and provide revised conclusions based on these reviews. Provide advice on whether the data available support identification of an Acceptable Daily Intake for CBD as a food ingredient. 1. This joint position paper by the ACNFP and COT is the outcome of discussions as of March 2023, which have focused on the risk assessment of foods and supplements in which the CBD ingredient itself is at least ≥98% purity. The new position described below provides advice on the safety of ingesting products containing at least ≥98% pure CBD via oral administration only and forms a basis for considering the applications under the Novel Foods Regulation. This advice should not be applied directly to CBD products that are inhaled or applied dermally, nor does it consider exposure from such product types.

Resumen
Objectives. Identify and abstract data from randomized controlled trials (RCTs) examining treatment for posttraumatic stress disorder (PTSD) and comorbid PTSD/substance use disorder to update the previous Agency for Healthcare Research and Quality (AHRQ) report on this topic and the National Center for PTSD (NCPTSD) PTSD Trials Standardized Data Repository (PTSD-Repository) with newly published trials. Data sources. We searched PTSDpubs, Ovid® MEDLINE®, Cochrane CENTRAL, PsycINFO®, Embase®, CINAHL®, and Scopus® for eligible RCTs published from August 1, 2021, to March 3, 2023. Review methods. In consultation with AHRQ and NCPTSD, we updated the evidence tables for the PTSD-Repository by including evidence published after publication of the last update and expanding abstraction of results to include calculated standardized effect sizes. The primary publication for each RCT was abstracted; data and citations from secondary publications (i.e., companion papers) appear in the same record. We assessed risk of bias (RoB) for all included studies using the Revised Cochrane Risk of Bias 2 (RoB 2) tool for randomized trials. For studies already in the PTSD-Repository, we will add calculated standardized effect sizes in a future update. Results. We added 60 new RCTs examining treatments for PTSD, for a total of 496 included studies published from 1988 to March 3, 2023. Among all 496 included RCTs, studies of psychotherapy interventions were the most common (44%), followed by pharmacologic interventions (19%). Most studies were conducted in the United States (59%) and had sample sizes ranging from 25 to 99 participants (58%). Approximately half of the studies enrolled community (i.e., not specifically military) participants (54%), and most were conducted in outpatient settings (78%). Studies typically enrolled participants with a mix of trauma types (51%). Among all 496 included RCTs, RoB was rated as high for 60 percent of studies, 27 percent were rated as having some concerns, and the remaining 14 percent were rated as low RoB. Among the 60 newly added RCTs, psychotherapy interventions were the most commonly employed (40%), followed by complementary and integrative health (10%). Approximately half of the studies were conducted in the United States (53%), and enrolled community participants (53%) and participants with a mix of trauma types (53%). Studies typically had sample sizes ranging from 25 to 99 participants (53%). Of the newly added RCTs, RoB was rated as high for 67 percent of studies, 17 percent were rated as having some concerns, and the remaining 17 percent were rated as low RoB. Conclusions. This report updates the previous AHRQ report to include 60 recently published RCTs, for a total of 496 studies. This update adds comprehensive data, standardized effect sizes for PTSD outcomes, and RoB assessment for the newly included RCTs. As with the previous AHRQ update, this report will serve as the updated evidence base for the PTSD-Repository, a comprehensive database of PTSD trials.

Welcoming spaces in relation to social wellbeing, economic viability and political stability in shrinking regions. Resumen
This report aims to present findings of the research conducted in Poland within the Work Package 1 of the Welcoming Spaces project, namely “Welcoming spaces” in relation to economic viability, social wellbeing and political stability in shrinking regions. The main aim of the mentioned research was to examine how welcoming initiatives are organised and implemented in the selected shrinking localities in Poland. In particular, the creation of welcoming initiatives concerning social wellbeing, economic viability and political stability was assessed. To accomplish this objective, five localities were selected purposefully, namely Łomża (city with powiat status) and Zambrów (urban commune) in Podlaskie Voivodeship and Łuków (town), Wohyń (rural commune) and Zalesie (rural commune) in Lubelskie Voivodeship. Within these localities, 23 welcoming initiatives were identified, out of which 12 were chosen for in-depth research. The field research was conducted in all five localities between March and December 2021. During this period, the SGH Warsaw School of Economics team conducted 43 interviews with institutional stakeholders (representatives of local governments, schools, non-governmental organisations – NGOs, religious organisations and private companies) and individuals (both migrant newcomers and native residents). In addition, local government representatives were surveyed to compare their policies, measures and stances toward migrant inhabitants and local development. The research was also complemented with the literature review, policy documents analysis, and local media outlets discourse analysis. Until February 2022 and the outbreak of war in Ukraine, welcoming spaces in Poland were scarce and spatially limited to the big cities like Warsaw, Cracow, Wrocław, Gdańsk, Lublin or Białystok, governed by liberal mayors and city councils open to accept migrants and treat them as a valuable human asset of the city community. However, in smaller cities, towns and rural areas, especially in shrinking regions, welcoming spaces have been highly conditioned by welcoming initiatives carried out mainly by civil society organisations (CSOs). It is very likely that the war in Ukraine will completely change the situation we write about in this country report. However, this crisis and its consequences were not the subjects of our desk research and fieldwork in Poland, which ended in December 2021. As of late July 2022, the number of border crossings from Ukraine to Poland is almost 5 million and the number of forced migrants registered for temporary protection or similar national protection scheme concern 1.3 million people (UNHCR 2022). However, the number of those who have decided to stay in Poland is estimated at around 1.5 million (Duszczyk and Kaczmarczyk 2022). Such a large influx of forced migrants from Ukraine within five months already affects the demographic situation in the country and access to public services, mainly in large and medium-size cities1 . Depending on the development of events in Ukraine and the number of migrants who will decide to stay in Poland in the following months, the functioning of the domestic labour market, education, health service, and social assistance may significantly change. The following months may also bring new changes in the law relating to foreigners, aimed at their easier integration in the country. Access to housing in cities is already a considerable challenge, which may result in measures to encourage foreigners to settle in smaller towns and rural areas. Given these dynamic changes in the migration situation of the country, as well as in the area of admission and integration activities, Poland seems to be slowly becoming one great welcoming space. It is worth mentioning that the main institutional actors in this area have been NGOs and local governments since the beginning of the humanitarian crisis in Ukraine. An important supporting and coordinating role has also been played by international organisations such as the United Nations High Commissioner for Refugees (UNHCR), which launched its inter-agency Regional Refugee Response Plan (RRRP) in early spring to address the most urgent needs of the population of forced migrants and their host countries in this part of Europe (UNHCR 2022a; UNHCR 2022b; UNHCR 2022c). Based on the number of newly emerged welcoming initiatives and the pace of this emergence, they will soon become an everyday reality for every municipality in Poland. Therefore, it is difficult to find more up-todate circumstances for the “Welcoming Spaces” project objective, which is “to rethink ways forward in creating inclusive space in such a way that it will contribute firstly to the successful integration of migrants in demographically and economically shrinking areas and simultaneously to the revitalization of these places”. Furthermore, the initiatives we selected as case studies for our research should be widely promoted and treated as a model of migrants’ inclusion into the new communities. On the other hand, we need to emphasize here that the empirical material was collected between March and December 2021, before the outbreak of war in Ukraine. As such, it does not reflect the new reality in Poland
