Resumen
The loosely coupled systems (LCS) perspective emerged as a new way to understand the organizational structure from the field of Organization Studies. The purpose of this article is to present the main features of previous research studies that have addressed the perspective of loosely coupled systems. This article is based on a systematic literature review of 76 papers published during a 36-year period (1983-2019). The findings indicate that the main concepts studied around this perspective have been loose coupling, tight coupling, decoupling, degree of coupling, and coupling mechanisms, which are analyzed considering the dialectical relationship between distinctiveness and responsiveness. Likewise, the study of organizational couplings has been extensively developed through qualitative methodology with case studies, interviews and documentary reviews. In particular, there are two theoretical frameworks broadly used along with this perspective, the sociological new institutionalism and the theory of normal accidents, which give rise to future research on topics such as decoupling and the normality of accidents, among others. This article contributes to the discussion of organizational ties by highlighting the contemporary relevance of the LCS perspective, its usefulness for understanding current and future organizational issues in the field of Organization Studies, and encouraging greater adoption of LCS analysis in Latin America. Additionally, this paper provides conceptual clarity on the main categories of organizational couplings and its operationalization.

Resumen
The loose coupling transformer, the core component of the rotary wireless excitation system, has a large leakage inductance due to the existence of a large gap, and the coupling coefficient cannot be effectively improved, thus limiting the improvement of the system efficiency. In order to solve this problem, firstly, the equivalent modeling and leakage inductance analysis of the rotary loosely coupled transformer are carried out, and the improved design is carried out according to the defects of common windings, and an improved shaft rotary coupler is proposed. The feasibility of this optimized structure was determined using Ansys/Maxwell simulation analysis software. The S-S resonance compensation scheme is designed, and the co-simulation with Simplorer and Maxwell is used to compare the coupling coefficient and transmission efficiency of the loosely coupled transformer before and after the improvement under the condition of large air gap, and the rationality of the proposed scheme is verified.

Resumen
Physiological properties of the flagellar rotary motor have been taken to indicate a tightly coupled mechanism in which each revolution is driven by a fixed number of energizing ions. Measurements that would directly test the tight-coupling hypothesis have not been made. Energizing ions flow through membrane-bound complexes formed from the proteins MotA and MotB, which are anchored to the cell wall and constitute the stator. Genetic and biochemical evidence points to a “power stroke” mechanism in which the ions interact with an aspartate residue of MotB to drive conformational changes in MotA that are transmitted to the rotor protein FliG. Each stator complex contains two separate ion-binding sites, raising the question of whether the power stroke is driven by one, two, or either number of ions. Here, we describe simulations of a model in which the conformational change can be driven by either one or two ions. This loosely coupled model can account for the observed physiological properties of the motor, including those that have been taken to indicate tight coupling; it also accords with recent measurements of motor torque at high load that are harder to explain in tight-coupling models. Under loads relevant to a swimming cell, the loosely coupled motor would perform about as well as a two-proton motor and significantly better than a one-proton motor. The loosely coupled motor is predicted to be especially advantageous under conditions of diminished energy supply, or of reduced temperature, turning faster than an obligatorily two-proton motor while using fewer ions.

Resumen
An inductively coupled wireless power transfer system is proposed in this paper, which is designed to comply with the battery’s load characteristics. A loosely coupled transformer with high coupling coefficient is proposed. A heterogeneous compensation topology is proposed which is able to switch between constant current and constant voltage output mode according to the load resistance. The output characteristic curve agrees with the charging curve of the battery in a whole cycle. The proposed topology has a misalignment range of 300 mm where the coupling coefficient is 0.2. A 3 kW experimental platform is established to verify the theoretical analysis, and the experimental results show that the proposed loosely coupled transformer has high coupling coefficient and high power transmission efficiency (95.2% in aligned position) within a large misalignment range, which agrees with the charging scenario of the electric vehicle.

Inductive coupled power transfer system is based on the principle of electromagnetic induction to transfer power from the primary side to the secondary side of a loosely coupled transformer, which can transfer electricity wirelessly. The loosely coupled transformer has large leakage inductance, which reduces the power transfer efficiency. In order to reduce the leakage inductance, a capacitance is used at the primary side and secondary side of a loosely coupled transformer, which can increase the power transfer efficiency. For four different compensation structures, this paper analyses the coupling coefficient and the secondary quality factor’s influence on the voltage gain, current gain and transfer efficiency, and also compares different compensation structures

In living cells, molecular motors convert chemical energy into mechanical work. Its thermodynamic energy efficiency, i.e. the ratio of output mechanical work to input chemical energy, is usually high. However, using two-state models, we found the motion of molecular motors is loosely coupled to the chemical cycle. Only part of the input energy can be converted into mechanical work. Others are dissipated into environment during substeps without contributions to the unidirectional movement.

Resumen
<p>This paper presents investigations on capacitor compensation topologies with different inductive coupling links for loosely coupled inductive power transfer (IPT) system. In general, the main constraint of the loosely coupled IPT system is power losses due to the large leakage inductances. Therefore, to overcome the aforementioned problem, in this work, capacitor compensation is proposed to be used by adding an external capacitor to the system. By using this approach, the resonant inductive coupling can be achieved efficiently and hence the efficiency of the system is also increased significantly. This paper analyzes the performance of two different compensation topologies, which are primary series-secondary series (SS) and primary series- secondary parallel (SP) topology. The performance of such topologies is evaluated through the experimental results at 1MHz operating frequency for different types of inductive coupling. From the results, SS topology produces a high power transfer but SP topology gives better efficiency.</p>

Resumen
Energy coupling realized by contactless magnetic tank transformer as new approach of rotator excitation in synchronous machine could replace brushes and slip rings of traditional excitation. For new contactless energy transmission (CET) system, its research about energy-efficiency quality still remains a low level because application and research of CET isn’t comprehensive, especially how to improve transfer power and efficiency isn’t enough. According to characteristics of contactless energy transmission system, mutual inductance model was used to describe the loosely coupled connection between primary and secondary winding. Then, optimum energy-efficiency product was proposed. We can use this indicator to consider efficiency, system cost, reliability and so on based on maximum output power. Mutual inductance coupling parameter would be optimized through this indicator and optimum design of system energy-efficiency characteristic would be realized at minimum cost. Although the input voltage had little increase, simulation research proved that system efficiency had a quit handsome increase based on optimum energy-efficiency product which established mutual inductance coupling parameter. AbstractCovert political organizing is a vital means by which subordinate groups express grievances against authorities or elites. This article develops an understanding of the process of covert organizing to show how the selection of an organizational structure is a strategic decision. Using original, archival data from the Mattachine Society, a homosexual organization founded in 1950, and the affiliated Mattachine Foundation, I show how the structure of the organizations enabled leaders to segment their audiences and adapt to challenges from outside and inside the group. In particular, I use the concept of a loosely coupled system, emphasizing relations between organizations, to show how organizations can work with varying degrees of discretion. Moreover, building off analytically similar cases in the literature, I demonstrate that a loosely coupled system enables both organizational flexibility and covert political action.

Resumen
The main problems of automotive wireless power transmission (WPT) systems include a weak misalignment tolerance are urgently required to be solved through the design of the loosely coupled transformer. In this paper, an analysis methodology based on finite element analysis (FEA) visualization is proposed, it is easy-implemented and straightforwardly explains this complex electromagnetic phenomenon. Firstly, the transformer structures with different winding and magnetic core arrangement were modeled by FEA in both 3-D and 2-D visualizations. The distribution of space coupling magnetic fields and leakage fields was analyzed by ANSYS Electronics. The key parameters that have a great influence on the coupling performance were delicately chosen. Then, the quantitative analysis of these key parameters and coupling performance against misalignment tolerance is presented. The numerical statistical result shows that the maximum coupling coefficient of the three structures that have been optimized consistently appears when the two key parameters, the inner and outer diameter, account for about 20% and 60% of the whole dimension of the transformers. A new transformer with a solenoid-shaped structure and strong misalignment tolerance was proposed based on the analysis methodology and the FEA results of the three structures. The delivered power and transfer efficiency under different misalignments of the new structure were analyzed via an FEA-aided joint method as well. The relationships among misalignment tolerance, key structural dimensions and coupling coefficients for all these structures were comprehensively investigated, which provide guidance for the subsequent multi-objective optimization strategies.

Resumen
Under the technological innovation network, loosely coupled organizations featured by weak connections and relative independence have formed through the dynamic division of labor and knowledge sharing of enterprises. The loosely coupled organizations greatly enhance cooperation performance, but face problems such as poor flexible matching between partners and low innovation efficiency. Meanwhile, modular organizations can connect with other organizations to realize a specific operational goal via contracts and carry prominent features such as collaborative innovation, adaptive division of labor, and dynamic capabilities, offering an effective network governance model for collaboration between enterprises. Based on the two dimensions (looseness and coupling) between organizations, this paper uses the design dependency matrix (DDM) to map demands for functional/design modules, under the division of labor within products and the decisions on product modules, and preliminarily decouple the functional/design modules. Based on clustering DDM, a decision structure matrix (DSM) was constructed, and the clustering decoupling algorithm was adopted to create clustering design structure modules. Referring to these clustering modules, intraproduct division of labor was performed to realize the modular cooperation between organizations.

Resumen
Purpose A collaborative design environment is needed for multidisciplinary design optimization (MDO) process, based on all the modules those for different design/analysis disciplines, and a systematic coupling should be made to carry out aerodynamic shape optimization (ASO), which is an important part of MDO. Design/methodology/approach Computerized environment for aircraft synthesis and integrated optimization methods (CEASIOM)-ASO is developed based on loosely coupling all the existing modules of CEASIOM by MATLAB scripts. The optimization problem is broken down into small sub-problems, which is called “sequential design approach”, allowing the engineer in the loop. Findings CEASIOM-ASO shows excellent design abilities on the test case of designing a blended wing body flying in transonic speed, with around 45 per cent drag reduction and all the constraints fulfilled. Practical implications Authors built a complete and systematic technique for aerodynamic wing shape optimization based on the existing computational design framework CEASIOM, from geometry parametrization, meshing to optimization. Originality/value CEASIOM-ASO provides an optimization technique with loosely coupled modules in CEASIOM design framework, allowing engineer in the loop to follow the “sequential approach” of the design, which is less “myopic” than sticking to gradient-based optimization for the whole process. Meanwhile, it is easily to be parallelized.

Resumen
Abstract. Wireless energy transfer is often used in industrial applications to power actors or sensors, for example in rotating applications as replacement for mechanical slip rings. In addition to the energy transfer, we have developed inductively coupled data transfer systems to expand the range of possible applications. The data transfer is accomplished by using loosely coupled coils on both sides of the power transfer system. In pure energy transfer systems, resonant coupling is used, meaning that the power transfer coils are both tuned to a common frequency to compensate the relatively small coupling factor between power transmitter and receiver and to achieve an impedance matching between both sides by compensating the inductive component of the transfer coils. In this case, capacitors can be connected in series or in parallel to the coils, leading to a sharp, narrow band resonance peak in the transfer function. In inductively coupled data transfer systems, this approach is often not useful because not just a pure sine wave has to be transferred but more likely a signal of a certain bandwidth. In one of our applications, a 100 Mbit s−1 Ethernet stream is transferred with an occupied bandwidth of 62.5 MHz. The coil structures used so far in our data transfer applications were intrinsically unmatched to the data transfer systems. Additionally, due to the small coupling factor between the data transfer coils, transfer losses in the range of up to 15 dB or worth had to be accepted. This is especially critical regarding the high noise level in vicinity of the energy transfer system and the cross coupling between the two transfer channels. For passive, lossless circuits, Foster's theorem states that the reactance increases monotonically with frequency. Subsequently, the inductive part of a circuit can just be exactly compensated with a capacitance for one single frequency. In contrast, active circuits like a negative impedance converter (NIC) can be used to achieve a non-Foster behaviour, for example a negative inductance can be realized. In theory, an inductance in series or parallel to a negative inductance of the same magnitude would be cancelled out for every frequency applied. For low power level applications like active receiving antennas, this approach has already been successfully used in the past to achieve improved matching of simple antenna structures over a comparably large bandwidth. We make use of non-Foster circuits, namely negative impedance converters, to compensate the inductive part of two loosely coupled inductors to achieve smaller transfer losses and better impedance matching, which should lead to a decreased transfer signal loss and higher signal to noise ratio. The results of this paper serve as a basis for this development. So far, we achieved almost complete cancellation of the reactive part introduced by the loosely coupled data transfer inductors. Unfortunately, the circuits active device used to form the negative impedance converter introduced a highly resistive element, greatly increasing the signal transfer losses. Nevertheless, the theory of loosely coupled inductors is shown in a compact form and a strategy to cancel the reactive part is presented. Simulations and measurements of a transfer system are carried out, both showing good agreement regarding the reactance cancellation. Based on this, optimised implementations will be developed in the future.

Resumen
To simulate aircraft thermal anti-icing systems and solve the conjugate heat transfer of air-droplet flow and solid skin, the heat and mass transfer model of the runback water on the anti-icing surface was combined with the heat conduction equation of the skin by loosely coupled methods. According to the boundary conditions used for the runback water conservation equations, two loose-coupling methods for the heat exchange between the runback water and the solid skin were developed based on surface heat flow and surface temperature, respectively. The anti-icing and ice accretion results of a NACA 0012 electro-thermal anti-icing system were obtained by the two loose-coupling methods. The heat flow-based method directly solves the thermodynamic model of the runback water without any extra assumptions, but the convergence rate is relatively slow. On the other hand, the temperature-based method achieves higher calculation speed, but the freezing point is extended to an artificial temperature range between water and ice phases. When the value of the artificial temperature range is small, the results obtained by the temperature-based method are consistent with those of the heat flow-based method, indicating that the effect of freezing point extension can be ignored for thermal anti-icing simulation. Furthermore, the solutions of the two methods are in acceptable and comparable agreement with the experimental and simulative results in the literature, confirming their feasibility and effectiveness. In addition, it is found that the ice thicknesses and ice shapes rise obviously near the runback water limits as a result of the transverse heat conduction of the solid skin.

Resumen
A high-efficiency wireless power transfer system which is capable of supporting more than one receiver using class E operation for transmitter via inductive coupling has been designed and fabricated. The design approach of the system is also presented in this paper. The system requires no complex external control system but relies on its natural impedance response to achieve the desired power delivery profile across a wide range of load resistances while maintaining high efficiency to prevent any heating issues. A switch circuit is used to decouple the fully charged receiver from the system so that power delivery to the other receiver can be improved. The fabricated system at 12 V supply voltage is compact and capable of approximately 2.5 W of power delivery to each of the two receivers in a dual receiver setup and 5 W to a single receiver alone or when the other receiver is decoupled by the receiver switch. During high-power delivery state, the system efficiency is between 67.5% and 77.5%.

Resumen
The rationale for this article is to give complexity the central place it warrants in school leadership, management and organisational practice and research. We analyse the relevant literature, particularly that relating to complex human systems and their loose coupling nature. The analysis reveals the dimensions of complex human systems and consequences that emanate from those dimensions, which include system evolution. We use the dimensions, together with notions of interactional capability, opportunities for interaction, the legitimacy of interactions and the extent to which the institutional primary task conditions interactions, to create an organisational/institutional perspective on schools as complex, evolving, loosely linking systems (CELLS). Five main systems of a school as a whole-school system are identified: the teaching staff system; the ancillary staff system; the student system; the parent system; and significant other systems in the wider system. In the article, we illustrate the nature of the teaching staff system from a CELLS perspective. We discuss issues arising from our analyses: interaction, influence and leadership; ontological issues; the nature of ‘the school’; the significance of the parent system; the special nature of interactions between the members of the teaching staff system and the student system; and institutional performance.

Resumen
Agricultural systems are complex and dynamic, being made up of inter-acting bio-physical and human sub-systems. Moreover, agricultural systems are re-markably diverse, both within geographic regions and across regions. Accordingly, this paper focuses on dynamics and heterogeneity in coupled, multi-disciplinary simulation models of agricultural systems. We begin with a discussion of the principal features of agricultural production systems. We then present an example of a ‘loosely coupled’ model, the type of model most researchers have used to represent agricultural systems. We discuss the loosely coupled model's features and limitations, and show how it can be modified to incorporate feedbacks among sub-models. Finally, we use a case study of a hillside production system in Ecuador to illustrate the importance of model coupling, dynamics and heterogeneity in the analysis of production systems. This example shows that feedbacks and threshold effects are most important at sites most vulnerable to tillage erosion.

Resumen
This Distributed systems have evolved rapidly as the demand for independent design, and deployment ofsoftware applications has increased. It has emerged from the monolithic style of client-server architecture toservice-oriented architecture, and then to the trending microservices. Monolithic applications are difficult toupdate, maintain, and deploy as it makes the application code very complex to understand. To overcome the designand deployment challenges in monolithic applications, service oriented architecture has emerged as a style ofdecomposing the entire application into loosely coupled, scalable, and interoperable services. Though SOA hasbecome popular in the integration of multiple applications using the enterprise service bus, there are fewchallenges related to delivery, deployment, governance, and interoperability of services. Additionally, the servicesin SOA applications are tending towards monolithic in size with the increase in changing user requirements. Toovercome the design and maintenance challenges in SOA, microservices has emerged as a new architectural styleof designing applications with loose coupling, independent deployment, and scalability as key features.

Resumen
In groundwater numerical simulations, the interactions between surface and groundwater have received great attention due to difficulties related to their validation and calibration due to the dynamic exchange occurring at the soil–water interface. The interaction is complex at small scales. However, at larger scales, the interaction is even more complicated, and has never been fully addressed. A clear understanding of the coupling strategies between the surface and groundwater is essential in order to develop numerical models for successful simulations. In the present review, two of the most commonly used coupling strategies in detailed domain models—namely, fully-coupled and loosely-coupled techniques—are reviewed and compared. The advantages and limitations of each modelling scheme are discussed. This review highlights the strategies to be considered in the development of groundwater flow models that are representative of real-world conditions between surface and groundwater interactions at regional scales.

Resumen
The analysis and modeling of spatial and temporal changes in land use can reveal changing urban spatial patterns and trends. In this paper, we introduce a linear transformation optimization Markov (LTOM) model that can be exploited to estimate the state transition probability matrix of land use, building a loosely coupled ANN-CA-LTOM model for simulating and predicting land use changes. The advantages of this model are that it is flexible and high expansibility; it can maintain semantic coupling between the Artificial Neural Networks (ANN), Cellular Automata (CA), and LTOM model and enhance their functions; and it can break the limitation of requiring two periods of land use data when calculating the transition probability matrix. We also construct a suitability atlas of land use as the transition rules into the CA-LTOM model, taking into account the regional natural and socioeconomic driver factors, by exploiting the ANN model. The ANN-CA-LTOM model is employed to simulate the distribution of the three major types of land use, i.e., construction land, agricultural land, and unused land, in the Nansha District, China, in 2018 and 2020. The results show that the model performs well and the overall accuracy of the land use simulation was 97.72%, with a kappa coefficient of 0.962761. Furthermore, the simulated and predicted results of land use changes from 2021 to 2023 in Nansha District show changing trends in construction, agricultural, and unused land use. This study provides an approach for estimating a Markov transition probability matrix and a coupled mode of the models for simulating and predicting land use changes.

Resumen
The inductive wireless power transmission system is actually applied to the principle of magnetic feld coupling, combined with the flexibility of the electrical equipment to achieve flexible and safe power supply. In the realization process of wireless power transmission, the key point lies in the transmission effciency and power transmission capability. However, wireless transmission still has some disadvantages in these two aspects. In this case, there is an air gap between the transmitting winding and the receiving winding. If it is too large and the coupling coeffcient is too low, in view of this situation, it is necessary to carry out research from aspects such as raising the coupling coeffcient and controlling the air gap. The article frstly describes the development ofwireless power transmission technology and transmission principles, etc. Secondly, it analyzes the output control of wireless power transmission systems. Third, it conducts simulation analysis using loosely coupling transformers and proposes an optimized solution. The simulation design and inspection process were proposed. The main purpose of this paper is to analyze the current wireless energy transmission system and clarify the direction in which it should be strengthened. The signifcance of this study is to provide a feasible direction for the further optimization of the wireless energy transmission system.

Resumen
When satellite navigation terminal sensors encounter malicious signal spoofing or interference, if attention is not paid to improving their anti-spoofing ability, the performance of the sensors will be seriously affected. The global navigation satellite system (GNSS) spoofing has gradually become a research hotspot of the jammer because of its great harm and high concealment. In the face of more and more sensors coupling GNSS and inertial measurement unit (IMU) to varying degrees and configuring a variety of anti-spoofing techniques to effectively detect spoofing, even if the spoofer intends to gradually pull the positioning results, if the spoofing strategy is unreasonable, the parameters of the coupled filter output and spoofing observation measurement will lose their rationality, which will lead to the spoofing being detected. To solve the above problems, in order to effectively counter the non-cooperative target sensors of assembling loosely coupled GNSS/IMU using GNSS spoofing, based on the analysis of the influence mechanism of spoofing on the positioning of loosely coupled GNSS/IMU, a slowly varying spoofing algorithm to avoid loosely coupled GNSS/IMU with multiple anti-spoofing techniques is proposed in this paper, and a measurement deviation determination method to avoid multiple anti-spoofing techniques is proposed, which can gradually pull the positioning results of the coupled system and successfully avoid the detection of anti-spoofing techniques of innovation sequence monitoring and a rationality check on parameters. Simulation experimental results show that the proposed algorithm gradually changes the positioning of loosely coupled GNSS/IMU, the north and east displacements achieve the purpose of spoofing, and error with expected offset is −0.2 m and 2.3 m, respectively. Down displacement also basically achieves the purpose of spoofing, and error with the expected offset is 13.2 m. At the same time, the spoofer avoids the detection of multiple anti-spoofing techniques, does not trigger the system alarm, and realizes the purpose of spoofing; thus, the effectiveness and high concealment of the spoofing algorithm are verified.

Resumen
Wireless power transfer (WPT) for electric vehicles is an emerging technology and a future trend. To increase power density, the coupling coefficient of coils can be designed to be large, forming a strongly coupled WPT system, different from the conventional loosely coupled WPT system. In this way, the power density and efficiency of the WPT system can be improved. This paper investigates the dual-side phase-shift control of the strongly coupled series–series compensated WPT systems. The mathematical models based on the conventional first harmonic approximation and differential equations for the dual-side phase-shift control are built and compared. The dual-side phase-shift angle and its impact on the power transfer direction and soft switching are investigated. It is found that synchronous rectification at strong couplings can lead to hard switching because the dual-side phase shift in this case is over 90°. In comparison, a relatively high efficiency and soft switching can be realized when the dual-side phase shift is below 90°. The experimental results have validated the analysis.

Resumen
Aeroelastic deformation of the high-aspect-ratio wing from a solar-powered UAV will definitely lead to the difference of its performance between design and actual flight. In the present study, the numerical fluid-structural coupling analysis of a wing with skin flexibility is performed by a loosely coupled partitioned approach. The bidirectional coupling framework is established by combining an in-house developed computational fluid dynamics (CFD) code with a computational structural dynamics (CSD) analysis solver and a time-adaptive coupling strategy is integrated in it to improve the computational stability and efficiency of the process. With the proposed method, the fluid-structure interactions between the wing and fluid are simulated, and the results are compared between the deformed wing and its rigid counterpart regarding the aerodynamic coefficients, transition location, and flow structures at large angles of attack. It can be observed that after deformation, the laminar transition on the upper surface is triggered earlier at small angles of attack and the stall characteristic becomes worse. The calculated difference in aerodynamic performance between the deformed and the designed rigid wing can help designers better understand the wing’s real performance in the preliminary stage of design.

The article shows how interorganizational modular networks are structured in two high-tecnology industries: Embraer and Siemens. Three product platforms were used in the research: the Embraer 170/190 program from Embraer and the SX platform and X-ray equipment from Siemens. The objective of this article is to expand our comprehension of systems integration as a coordination mechanism in projects. The method adopted in the research is a case study. Data were collected by interviews and by analysis of documents from the two organizations. It was possible to identify and analyze the influence of the level of coupling and how the networks are structured. The research shows two levels of coupling in the modular innovation networks studied: two loosely coupled networks and one tightly coupled network. In addition, it was verified that the system integrators, the organizations that lead the modular networks, act as a matter of facts as knowledge integrators.

The use of radioactive beams opens a new frontier for fusion studies. The coupling to the continuum can be explored with very loosely bound nuclei. Experiments were performed with beams of nuclei at or near the proton and neutron drip-lines to measure fusion and associated reactions in the vicinity of the Coulomb barrier. In addition, the fusion yield is predicted to be enhanced in reactions involving very neutron-rich unstable nuclei. Experimental measurements were carried out to investigate if it is feasible to use such beams to produce new heavy elements. The current status of these experimental activities is given in this review.

Resumen
PurposeThe purpose of this paper is to examine the institutional factors that impact on the integration of the formal model of performance management in New Zealand's public service and the model, or models, in use within different agencies and at different levels within those agencies.Design/methodology/approachThe research involved semi‐structured interviews with managers within three agencies of New Zealand's central government as well as a review of their external accountability documents and internal management reports. These data were then interpreted in the context of new institutional sociology. In particular, the institutional carriers identified by Scott (2001) Scott were used to map the characteristics within each agency that support more or less integration, and common use, of performance measures.FindingsIt is concluded that an integrated framework of performance objectives, that drops down from the Government's priorities, to Ministers' purchase of goods and services, to managers' objectives at each layer of the agency, does not always exist. Institutional arrangements that emphasise regulative controls are more likely to result in the decoupling of nationally defined frameworks from those used locally by operational managers. Conversely, institutional arrangements that emphasise culturally and cognitively based controls are more likely to support tight coupling of performance management frameworks and practices.Originality/valueWhile much has been written about public sector management and what has been referred to as “the New Zealand model”, this has largely been concerned with the management of the public sector as a whole. This research provides an empirical insight on management practices within individual public sector agencies.

Resumen
In many ways, intercollegiate athletics represents the ‘sustainable’ front porch of higher education. The high-visibility, high-impact nature of elite-level college athletics make athletic departments a central player in the sustainable development journey. However, not all athletic departments respond to this responsibility, nor are all responses uniformly successful. According to national reporting frameworks, an increasing number of universities in the United States are choosing to involve their athletic departments in university-level sustainability governance structures, but the benefits and limitations of this remain unclear. Using the theory of loosely coupled systems, and more specifically, the voice of compensations (which views loose coupling as an unsatisfactory state), the purpose of this paper is to explore perceptions of athletic department engagement in shared sustainability governance, and, thus, a whole-of-institution approach. Semi-structured interviews with sustainability office personnel were conducted and analyzed, and the findings imply that shared sustainability governance has the potential to focus the attention of athletic departments toward sustainability, as well as to reaffirm shared values. Yet, to maximize the impact of athletic departments toward the sustainable development goals of a university, sustainability office personnel suggest the deployment of additional change levers, in a multi-dimensional fashion, as supplementary coupling mechanisms. These would include more rigorous sustainability goals (top-down), continued collaboration on ‘low-hanging fruit’ initiatives (lateral), student-athlete engagement (bottom-up), and the development of an internal sustainability framework (inside-out).

Resumen
PurposeThe purpose of this paper is to describe and summarize a PhD thesis that contributes to the understanding of how unexpected events (deviations) are handled. It explores the reality of project manager's attempts to address loosely coupled components of tightly coupled projects from a projects‐as‐practice approach.Design/methodology/approachResearch reported here is based upon a qualitative data gathering approach adopting an ethnographic research approach, gathering data from 12 weeks of participant observations, 59 interviews and studying supporting documentation with the offices under study. This approach is warranted by the projects‐as‐practice approach which puts emphasis on the situated actions.FindingsRather than reducing uncertainty, project management action through coping with deviations to expectations provides mechanisms that thrive on the uncertainty of the situation. Project managers can cope with unexpected deviations to plan in a logical and rigorous way that is currently poorly recognized as an official project management “skill”.Practical implicationsMore space for action is created to solve the specific deviation by enhancing the seriousness of the deviation. The longer the project manager is able to emphasize the structures of a deviation, the more time the project manager has to find a suitable solution.Originality/valueThere are two main areas of conclusion that are given attention. First, uncertainty is inherent in projects which can be used when dealing with deviations in projects because while all deviations do not have great consequences, they follow the same basic pattern when managed. Project management in this sense becomes the management of deviations. Second, in terms of the theory of loosely coupled systems, a practice‐based analysis has been largely missing in the project management literature. The study reported upon investigates and explains this inner life of loose coupling mechanisms.

To support business and engineering collaboration in the diversified and global markets, enterprises are trying hard to continuously align their actual business processes to response customers’ demands. In this context, a flexible framework for inter-organizational process management is proposed, in which ontologies and semantic web service technologies are used throughout process modeling, implementation and execution. Heterogeneous manufacturing resources are encapsulated as uniform semantic web services, called manufacturing services, which are published, located and combined into executable processes. By means of formally definition of service capacity and as the mediation, business logic and implementation techniques is loosely coupling relationship, so enterprises can collaborate without prior relationship established and adjust their processes on demand.

It is an expensive and time-consuming task to develop a new model. Furthermore, a single model often cannot provide answers required for complex decision making based on multiple criteria. Coupling models are often applied to make use of existing models and analyze complex policy questions. This paper provides an overview of possible model integration approaches, briefly explains the modules that were integrated in a particular application, and focuses on the integration methods applied in this research. While the initial attempt was to integrate all models as tightly as possible, the authors developed a much more agile integration approach that allows adding and replacing individual modules easily. Python wrappers were developed to loosely couple land use, land cover, transportation, and emission models developed in different environments. ArcGIS Model Builder was used to provide a graphical user interface and to present the models’ workflow. The suggested approach is especially efficient when the models are developed in different programming languages, their source codes are not available, or the licensing restrictions make other coupling approaches impractical.

In this research, we focus on distributed network management in network coding. Web Services Distributed Management (WSDM) is one of the industry standards for distributed management. With the advantage of WSDM, we improve the efficiency of topology management in network coding and propose Distributed Topology Management System (DTMS). Under the campus network as our experimental environment, we analyze the performance of our system in this paper. Further, we compare the performance of our system with AdventNet Web NMS which is one of popular network management tools. Our work is the first solution to distributed network management in network coding. It is also the first to introduce WSDM specification to network coding. WSDM brings us a loosely coupling topology management system which is user-friendly and performs well.

Resumen
In this work, a continuum model is proposed to simulate and interpret the coupling vibration characteristics of a rotating disk-beam system with the dovetail interfaces. The dovetail interface feature is represented by a macroslip dry friction model. The present study also derives a new mode function to simulate the vibration of a rotating beam with loosely assembled dovetail attachment. The new proposed mode function is validated by comparing the natural characteristics and vibration response with those obtained from a finite element (FE) model. At last, based on the nonlinear response results obtained by the Newmark-β method, the effects of different parameters on the nonlinear dynamics of the coupling system are discussed. The following interesting phenomena have been revealed: the flexible disk can impose different influences on the response characteristics of the rotating beam. The effects of dry friction on the beam’s energy dissipation are significant, especially at a low rotational speed. Further analysis yields that the excitation level and friction coefficient also exhibit a significant impact on the damping effect of dry friction. Consequently, it should be noted that the optimal values of the contact surface’s parameters allow achieving a better damping effect in the engineering practice.

Isotropic and functionally graded materials (FGM) are tested as heat shields to understand the effects of the material property on the flow structure and aerodynamic heating associated with the mutual coupling of fluid flow and heat transfer. A simplified partitioned approach is employed to couple the independently developed fluid flow and heat transfer solvers to perform conjugate heat transfer studies. This framework employs a cell-centred finite volume formulation with an edge-based algorithm. Both strong and loose coupling algorithms are implemented for the data transfer across the fluid–solid interface. A test case of hypersonic flow over a cylindrical leading edge composed of an isotropic material is considered to validate the accuracy and correctness of numerical formulation adopted in the in-house solver. The significance of solid domain materials on the conjugate heat transfer has been studied by considering both isotropic material and FGM. The loosely coupled CHT solver required 10 times less simulation time when compared with the strongly coupled CHT solver. The interface heat flux evolution over time showed a decreasing trend, whereas an increasing trend was for the interface temperature. The current study strongly recommends CHT analysis for the design of thermal protection system of space vehicles. The thermal performance of FGMs composed of various volume fractions of Zirconia and Titanium alloy (Ti6Al4V) is assessed. The temperature distributions obtained from the CHT analysis shows that FGM with a power index of unity is a good material choice for thermal protection systems.
