Texto completoThe objective of this dissertation is to draw a conceptual model of Horizon Scanning for the Lisbon City Council. In order to do this, a brief introduction to Foresight and Horizon Scanning is given, as well as a presentation of the rationales and purposes behind the Horizon Scanning system. The proposed model is divided in four steps: signals’ search, classification and organization of the gathered signals, sensemaking, and dissemination of the results. Some suggestions regarding the practical implementation of the system are also presented.
O objectivo desta dissertação é o desenho de um modelo conceptual de Horizon Scanning para a Câmara Municipal de Lisboa. Assim, é feita uma breve introdução à Prospectiva e ao Horizon Scanning, assim como uma apresentação dos princípios e objectivos que sustentam o sistema. O modelo proposto é dividido em quatro passos: procura de sinais, classificação e organização dos sinais recolhidos, sense-making, e divulgação dos resultados. Algumas sugestões relativas à implementação prática do sistema são também apresentadas.

Texto completoThe hospitality and the events are two activities that go back to the beginning of civilization, although in its origins are different needs and desires. While the hospitality arises due to the accommodation needs of travelers, the meeting industry rooted in the natural human need to socialize. Through socio-economic development of societies both events and hotels have evolved from its incipient forms up to the current models that can be observed. The purpose of this study was to verify the importance of events for the hospitality industry, especially for five-star hotels which were the observable universe of this reality. For this study was used the research methodology proposed by Quivy (2008), based on a literature search and interviews with Lisbon five stars hotels and Portuguese events managers. The applied methodology allowed to observe how important the events are to the hotels financial structure, and its impacts on the advertising and promotional strategies of the units included in the study, with the majority of them, revealing that the events are more important, in financial terms, that the F&B. The importance and the power of the events is expressed by hoteliers, as they consider them as an important way to boost its financial performance and as a good marketing and advertising strategy. Despite the hotelier’s awareness of the importance of the events, the lack of size and the branding of the event are two limitations identified by hoteliers, to realization in the hotel’s available spaces. This view is also shared by the interviewed events manager’s, although they consider the hotels as an excellence venue, because they concentrate on themselves all the needs of the events manager’s (Catering, accommodation and events rooms), they refer that the structural and capacity limitations, the hotel staff lack of specific training and the difficulty in following the market needs, are the biggest barriers to chose the hotels as venues. These aspects also lead the events managers to consider the hotels only as service agents. O segmento de mercado MICE nos hotéis de luxo em Lisboa 6 Regarding the competitive capacity of Lisbon and its hotels units display a infrastructure deficit, when compared with its main competing cities, Barcelona and Paris. These cities have many different venues that can hold median and large size events. In contrast Lisbon’s largest convention center can hold only median size events. In regard to the hotel industry, the portuguese capital is again overtaken by their European counterparts, even showing difficulty in accommodating mid size events. In short, the evolution of the events and hotel industries led to the combination of these two activities, whit the hotel recognizing the events importance, which is reflected in the notion, given by the universe in study, the events department is more have more financial importance that the traditional F&B department. Although Lisbon is well positioned in cities where the best MICE events take place ranking (Rosa, 2008), the lack of venues infrastructures restrict the city competitive ability, especially regarding to large size events.

Texto completoO microcrédito é um fenómeno mundial que consiste num pequeno empréstimo destinado a indivíduos que vivem situação de exclusão e pré-exclusão (desempregados, imigrantes, reformados, domésticas e jovens). Esta forma de crédito permite a criação do seu próprio negócio. Esta tese pretende analisar quais as variáveis que mais pesam no sucesso desses negócios. Em Portugal, a maioria dos microempresários é do sexo feminino, têm uma idade compreendida entre os 25 e 29 anos, têm o secundário completo, residem em Lisboa e são de nacionalidade Portuguesa. A população escolhida foi indivíduos do sexo feminino residentes na região de Lisboa. Foram analisadas 283 projetos no período de 1999 a Abril de 2012. Como principais conclusões, as variáveis mais importantes são o desemprego e a nacionalidade.
Microcredit is a worldwide phenomenon consisting of a small loan and is intended for individuals living a situation of exclusion and pre-exclusion (unemployed, immigrants, retirees, housewives and young). This form of credit allows them to create their own business. This thesis aims to analyze which variables weigh more for the success of these businesses. In Portugal, most are female microentrepreneurs, have an age between 25 and 29 years old, have completed high school, live in Lisbon and have Portuguese nationality. The chosen population is female individuals living in the Lisbon region. We analyzed 283 projects from 1999 to April 2012. As main conclusions, the most important variables are unemployment and nationality.

O conceito de ReUrbanizar passa pelo conceito de bairro, que se apresenta aqui como uma unidade de gestão e planeamento territorial capaz de garantir sistemas auto-suficientes (ao nível das necessidades sociais, económicas, ambientais e técnicas), e, portanto pela necessidade de satisfazer as carências observadas num território que se diz urbano por se encontrar geograficamente dentro de uma área urbana porém com um excessivo défice de qualidade de vida e de satisfação de necessidades desde acessibilidade a infra-estruturas passando por questões sociais. Este processo de ReUrbanização desenvolve-se então a diversas escalas, desde a escala da cidade à escala da habitação passando pela escala do quarteirão. O quarteirão surge, no plano de ReUrbanização do Bairro Padre Cruz como a parte mínima identificável à escala do bairro e da própria estrutura urbana, não só resultado das regras geométricas utilizadas no ordenamento do território no traçado de vias mas como elemento morfológico base por repetição e multiplicação. O quarteirão toma a posição de unidade autónoma e independente e, por isso, auto suficiente, na medida em que agrega e organiza os outros elementos da estrutura urbana, a rua, o edifício (de uso misto), o espaço público e o espaço privado de uso colectivo, numa lógica de unidade de vizinhança
Abstract - The aim of this investigation is the definition of an intervention strategy in the Padre Cruz neighborhood by proposing a new model of block reinterpreted and subordinated to the needs of ecology and sustainability since the urban scale to the scale of the building. The concept of ReUrbanize through the concept of neighborhood, presented here as a unit of territorial planning and management systems capable of being self-sufficient (in terms of social, economic, environmental and technical needs) and, therefore the need to meet the needs observed in an area that is said for being geographically within an urban area but with an excessive deficit in quality of life and satisfaction of needs, from accessibility to infrastructure spending in social issues. This process of ReUrbanization is developed then the various scales, from city scale through the block scale. The block appears in the ReUrbanization plan of Padre Cruz neighborhood as part of the scale of the minimum share neighborhood identifiable and the urban structure itself, not just a result of the geometrical rules used in planning the layout of roads but as basic morphological element by repetition and multiplication. The block takes the position of separate and independent unit and, therefore, self-contained, in that aggregates and organizes the other elements of urban structure, the street, the building (mixed use), public space and private space of collective use, in a logical of unit neighborhood.

Texto completoNa Lisboa de hoje deparamo-nos com o surgimento de fragmentos urbanos nos centros históricos ao abandono, por este motivo torna-se imperativo desenvolver projectos com fim de preservar o tecido urbano. No presente projecto aborda-se uma requalificação urbana que nela contém um conjunto de edificado devoluto localizado em Lisboa, no bairro da Graça, Rua Angelina Vidal. O tema “Reabilitação na Colina na Graça - zona histórica com pré-existências” surgiu com intuito principal de compreender como se deve requalificar uma zona histórica de forma a respeitar a sua identidade e valorizar o seu potencial. O subtítulo “Reconversão de edifícios habitacionais” tem como objectivo analisar, compreender e respeitar as pré-existências para que estas sejam participativas na futura malha da cidade contribuindo para a qualidade de vida urbana. Assim, propõe-se a requalificação do conjunto de edificado em estado devoluto, sendo que um dos edifícios habitacionais sofre uma conversão para sector da restauração, enquanto os restantes edifícios seriam demolidos para criar dois novos edifícios, um com uso habitacional e outro também ele para sector da restauração. Com a criação de um novo edificado tornou-se imperativo a requalificação do vazio urbano o qual se encontrava descaracterizado, visto que este era um logradouro dos vários edifícios degradados.
ABSTRACT: Lisbon of today are emerging more urban fragment which are uninhabited buildings at historical centers , for this reason it is imperative to develop projects that in order to maintain the urban tissue. In present project we will approach an urban Rehabilitation which was a group of buildings that were empty and at a state of high level of degradation in Lisbon, at Graça in the street Angelina Vidal. This topic “Rehabilitation at the Colina da Graça - historical center with pre-existing Buildings” emerges with the purpose of study how to do rehabilitation in historical centers in order to respect the place and honour its identity. The subtitle ”Reconversion of residential buildings” which the main objective was respect pre-existing buildings in order to these urban fragments to participate in the new city to inforce the quality of the urban life. Therefore, is proposed a requalification of an urban fragment building which just one of five Buildings will be reconversion and the others will be demolished. A two new buildings are create, one of them for habitation and the another one for catering industry. Because of the creation of the new buildings, it was vital upgrading the urban hole that was degraded.
