Resumen
The role of adaptive librarians affects the implementation of Information and Communication Technology (ICT), especially in governmental libraries. It adjusts the competencies and abilities needed by librarians. Therefore, librarians are required to rebuild and improve their skills related to ICT. In Indonesia, Standar Kompetensi Kerja Nasional Indonesia (SKKNI) 2019 is used as a national education & training framework for librarians. To explore this theme according to SKKNI, a sequential exploratory research was conducted with contributions from librarians and/or library staff who work in governmental libraries across the Republic of Indonesia. Through in-depth interviews, focused group discussions with 28 librarians from 14 governmental libraries in Jabodetabek, also an online survey (74 respondents), the researchers were able to gain a pattern that showed the tendency of higher ability level in the competency units related to ICT utilization in the library than the competency units in developing library information systems. The unit of competence with the highest mean score is the unit of competence related to multimedia production, including the management of the library’s social media content. Aligning with this result, National Library as the central supervisor for the librarian needs to collaborate with related stakeholders, especially in accommodating competence development efforts to build a national digital ecosystem. Those efforts include the formulation of continuing development program -gradual education and training program. Through this collaboration between various stakeholders, the development of librarian competencies specifically within governmental libraries can be carried out efficiently, following the real needs in the field.

Resumen
The article discusses the main issues related to the organization of reference services in university libraries all over the world in the framework of the traditional reference bureau and virtual reference service. The implementation of the concept of digital reference service requires high professionalism, expert knowledge of digital tools and methods of working with them on the part of the staff of reference services. The development of information technologies changes the format of communication between the bibliographer and the user. Traditional reference services are complemented by specialized research assistance carried out in accordance with research practices of universities. The provision of real-time and deferred virtual reference services, digital transformation of libraries, and the involvement of catboats with artificial intelligence in reference services are current issues in library theory and practice. The turning point in the evolution of reference services has been the university libraries strategic initiative for online learning and additional professional education. Due to the increasing educational mission of university libraries in the professional library community, the role of information curator that the reference librarian can assume is being actively discussed. Reference librarians, alongside with other information professionals, shape the library’s research and educational space. The article bases on the analysis of publications in foreign professional periodicals.

Resumen
Purpose – In this paper three technological trends are explored. While these trends are not directly related to each other, the author posits that they are all manifestations of areas where libraries and librarians could play a more active role in using the technology to further the mission of the library. Taken together, the author discusses how these trends become a call to action for libraries and librarians to more directly engage in areas of responsibility outside their traditional domain if they wish to maintain a relevant role in the academy. Design/methodology/approach – In this paper, an analysis of three of the trends discussed in the “NMC Horizon Project short list: 2013 higher education edition” report is undertaken. From this analysis, the author evaluates the relevance, in both the short- and long-terms, of these trends to academic libraries. Findings – These three trends represent areas where libraries and librarians should attempt to become more directly involved in either using or exploiting technology. While two of these trends involve technology that is outside the traditional boundaries of librarianship, each of these technology trends will be increasingly critical to the higher education environment and it would behoove librarians to be at the forefront of thought leadership in these areas. Originality/value – In this article, the author takes what seem to be unrelated trends and finds a common thread among them. Part of understanding how the needs of a library’s user community may evolve over time is through identifying how a number of factors, many apparently unrelated, come together to change the overall focus and direction of patron needs. By looking at technology trends that are seemingly unrelated to libraries directly, the author develops a picture of what future directions academic libraries may take if they desire to maintain relevancy in a rapidly evolving technological landscape.

Resumen
The Covid-19 pandemic has greatly affected higher education and cultural sector, including libraries. Most of the libraries in Mongolia were physically closed for patrons. Librarians were suddenly tasked moving from in-person service into online and the Covid-19 pandemic affects policies, strategies, activities, behavior itself and the library’s future development strategy was not considering the effect of Covid-19. The aim of this paper is to explore how Mongolian libraries satisfy the need of their patrons in unexpected situation, such as Covid-19-induced transition to adapt to keep afloat, to identify the main issues that have arisen and make recommendations for the betterment of libraries’ role in such situations. To be more specific, we address the following research questions: To what extend Covid-19 affected library daily activities? Will the library service styles, perspectives, strategies, patrons’, and librarian’ attitudes change in the future? To address the research issues a quantitative and qualitative content analysis was used on a dataset created from a questionnaire survey and interviews from librarians and patrons. The aim was to find out whether libraries can meet patrons’ needs and if the staff is fully paid. Besides, the analysis covered such criteria as printed and e-book usage, internal and external online databases, other library services usage during the pandemic period, and positive and negative impact of Covid-19. The results were then compared to the indicators of the pre-Covid-19 period.

Resumen
A Review of: Applegate, R. (2009). Who benefits? Unionization and academic libraries and librarians. The Library Quarterly, 79(4), 443-463. Abstract Objective – To investigate the quantitative benefits of unionization for libraries, librarians, and students at academic libraries in the United States. Design – Quantitative analysis of existing datasets. Setting – Academic libraries in the United States. Subjects – One thousand nine hundred four accredited colleges and universities in the United States. Methods – Institutions that provided data for both the National Center for Education Statistics (NCES) Academic Libraries Survey (ALS) and the NCES Integrated Postsecondary Education Data Service (IPEDS) survey series in 2004 were considered for inclusion in this study. Of these institutions, only those with student populations over 500 and employing more than one librarian were included. The study did not include specialized libraries at institutions where “most of their degrees were awarded in a single area” (p. 449). The institutions were categorized by type derived from data by Carnegie and the Association of Research Libraries. The final categories were: ARL, Doctoral Non-ARL, Masters, Baccalaureate, and Associates. Governance was determined by using information from IPEDS that classified the institutions as public, private not-for-profit, and private for-profit. Unionization status was derived from the Directory of Faculty Contracts and Bargaining Agents in Institutions of Higher Education. After private not-for-profit and private for-profit classifications were collapsed into one category, governance and unionization information were combined to create the final governance categories of: private, public nonunionized, and public unionized. The study analyzed the following characteristics in terms of institution type, governance, and institution type and governance interaction: ratio of students to librarians, ratio of library expenditures to institutional budget expenditures, average librarian salary, percentage of staff who were librarians, librarian salaries as a percentage of staff salaries, and percentage of the library budget spent on staff salaries. Main Results – Analysis revealed statistically significant differences (p< .05) between governance and student-librarian ratio and between governance and percentage of library budget spent on staff salaries. No consistently beneficial relationship between governance and student-librarian ratio was determined. A consistently positive relationship was found between governance and percent of the library budget spent on librarian salaries; all public unionized institution types had higher percentages of the library budget devoted to librarian salaries than private and public nonunionized institutions. All five dependent variables showed statistically significant differences (p< .05) when analyzed by institution type. Analysis by institution type and governance interaction found statistically significant differences (p< .05) for student-librarian ratios, librarian salary, and percentage of library budget devoted to staff salaries. Strong R2 values were determined for the dependent variables of: staff salaries as a proportion of library budget (.51) and student-librarian ratio (.34). Conclusion – Based on the results, the author stated that unionization appears to have positive or neutral benefits for the library, librarians, and students, regardless of institutional type. Further quantitative and qualitative research is needed to analyze the effects of unionization on library quality.

Resumen
The aim of the article is to systematise, summarise new knowledge on the activities of libraries of vocational education institutions in the information and communication space, to consider specific activities in terms of present and prospects for their development. The research methodology was based on the general scientific principles of unity of theory and practice, systematics, complexity, and comprehensiveness of knowledge. The use of general scientific (description, analysis, synthesis, comparison, generalisation) and special (bibliographic, sample observation, grouping, content analysis) methods at the empirical and theoretical levels of research contributed to achieving this goal. The scientific novelty of the research is to generalise and systematise new and known knowledge concerning the activities of libraries of vocational education institutions in the information and communication space in terms of nowadays and prospects for its development within one research. Conclusions. Current conditions of transformation of the learning process focused on distance education and the rapid development of digital technology pose new challenges to the libraries of vocational education institutions. The quarantine constraints that libraries faced in 2020-2021 demonstrated the need to reformat rapidly various types of library services into an online format. The most promising channel for promoting any information or resources today is the Internet. The use of Internet technology in libraries is now mandatory for every librarian. Librarians should not only focus on information and communication resources and technologies, including the Internet but also apply this knowledge in practice. Thus, the introduction of Internet tools in the activities of libraries of vocational education institutions is an urgent necessity. Librarians can effectively use a great variety of Internet services in their daily work and bring vocational education institutions’ information and library services to a qualitatively new level.

Resumen
Paper was presented in ULA of Sri Lanka, 2007 Conference
This was presented at the Third International Conference of the University Librarians Association of Sri Lanka, held on 8 and 9 June 2007, Galadari Hotel Colombo, Sri Lanka. The presentation briefly discusses the genesis of the education system in India from third century to present scenario. This includes formal and informal education, Gurukul and Traditional System, Scientific and Technical Education. The higher education system includes role of the guiding and quality controlling authorities such as UGC, AICTE, NACC etc. The state of libraries in higher education institutions in India and their role is the main consideration of the presentation. The development of academic institutions and their libraries have been discussed from the point of view of government as well as public sector. The presentation also discusses problems related to finance and other issues. The state owned academic institutions face severe financial crisis as the axe falls on the libraries affecting the higher education system and intellectual growth. The major issues of automation, digitization, copyright, institutional repository, consortium support, networks support, staff resistance, training etc. also find due attention in the presentation. It also emphasizes the need of overall restructuring and reframing higher education policies as envisaged by the D.S. Kothari commission expecting six percent budget allocation on higher education. A few recommendations to the UGC are included. The presentation closes with the remarks on emerging trends and future perspectives in the field of libraries in higher education in India.

Resumen

Public libraries throughout the United States are increasingly using technological platforms to provide information resources to students across socioeconomic environments. Advances in technology have affected the way in which we learn with the advent of online learning, e-learning and shared learning experiences that have become ever present in schools and libraries. How relevant is the public library in the initiatives that are directly related to the much-needed support of science, technology, engineering, arts, and math (STEAM)? This study explores the public library as a free, public space for informal learning and the democratic ideals of success as it relates to science education, achievement, and national innovation. The purpose of this study was to determine the challenges that the public library experiences in the implementation of STEAM programs, strategies, and practices employed by the public library in managing the implementation, and how the public library measures success in the process. The questions explored are an (a) examination of best practices in developing strategies for implementation and the challenges that public libraries face as they relate to the implementation and development of STEAM programs, (b) the challenges that public libraries face as they relate to the implementation and development of informal learning programs focused on STEAM, (c) how public libraries measure success within informal learning programs related to STEAM, and (d) what lessons have been learned in the development of informal learning spaces focused on STEAM in the public library.

Resumen
One of the characteristics of adult education is the degree to which it is dispersed throughout society. Much adult education is practiced in organizations and institutions that have purposes other than adult education. Schroeder (1970, p. 37) has suggested a category of adult education agencies (Type III agencies) established to serve both the educational and non-educational needs of the community, agencies in which "adult education is an allied function employed to fill only some of the needs which agencies recognize as their responsibility." The purpose of this study was to examine adult education in Schroeder's Type III agencies using libraries and museums as examples. The study addressed the definition and description of adult education, the importance of adult education relative to other functions of the organization, and the purposes for which the organizations used adult education. A comparative analysis of the adult education function of three libraries and three museums was conducted. Print materials (annual reports and publicity brochures) and interviews with the person responsible for programming were used as data sources. Analysis of the findings was done in three stages: single case analysis (within case analysis), analysis of libraries and museums (within category analysis), and comparison of libraries and museums (across category analysis). Many definitions of adult education were found. Most described the purposes of adult education rather than the process of teaching and learning. It was also found that the importance of adult education varied among the organizations studied. Adult education was less important than other organizational functions in four of the six organizations studied. It was as important as other functions in one organization and was not ranked in one organization. Five uses for adult education were found: stimulation (encouraging better use of the library or museum), enrichment (adding extra information), extension (enlarging community contacts), service (filling a social need), and advocacy (promoting social change). Generally, libraries used programming for extension and museums used it for enrichment. This study has contributed to understanding adult education in Type III organizations by describing some ways non-professional adult educators view adult education. It has also suggested some contextual factors that influence the adult education function in those organizations and has suggested a variety of purposes for which adult education could be used.

Resumen
Focus is on curriculum development for Knowledge Organization (a core area, a problem area) using Learning Communities; rather than LIS education continuing to focus on Information Technology.
This article reviews the state of education in digital libraries and curriculum planning documents from professional associations in two areas: Library and Information Science; and Computing. It examines suggestions for integration and interdisciplinarity in education for digital libraries curricula using definitions of a discipline, interdisciplinarity, and the transdisciplinary structure of a university in order to discover how such integration may be successfully accomplished. A plan to use learning communities and develop an interdisciplinary curriculum for Knowledge Organization is briefly discussed.

Resumen

In the 21st century, school libraries are under pressure to innovate. Library budgets are frequently slashed as districts struggle with limited fiscal resources, while library personnel are increasingly expected to provide students with resources they need to help them pass high stakes tests. In an effort to meet student needs with limited resources, many school librarians are using parent volunteers in different capacities. This dissertation explores how three school librarians in different school settings recruited, trained, and used their parent volunteers through the use of an exploratory case study. The researcher conducted observations and semi structured interviews to gain the perspectives of volunteers and librarians regarding the use of volunteers in school libraries. The collection of schedules, photographs, newsletters, and other artifacts enabled the researcher to create a description of three different library volunteer programs. This dissertation explores the motivations of volunteers who participate in volunteer programs, and describes the challenges of operating and maintaining library volunteer programs. Key findings emerged regarding the wishes of parent volunteers to develop authentic partnerships with school staff to engage students in meaningful student learning. Stakeholders interested in establishing or modifying their own volunteer programs could use this data to inform them as they structure school library volunteer programs.

Resumen
The history of humankind is inextricably linked with the history of nature. Today, the traditional interdependence have escalated to the global ecological problem. If the humans fail to care about the nature, they will extinguish themselves for we depend on one another completely and totally. This is why we have to cultivate ecological literacy, culture and responsibility since our childhood. Ecological education, awareness and ecological skills must be promoted which is the mission of libraries cooperating with educational institutions. Thus, Bataysk Lermontov Library cooperates with the Ecological and Biological Center. The experience of the Library’s literature and science club «The young ecologist» operating since 1994, is also discussed.

En THE 2023 INTERNATIONAL CONFERENCE ON CREATIITY, MANAGEMENT, EDUCATION, TECHNOLOGY AND SCIENCES. EDUCATION STUDIO, 2023. http://dx.doi.org/10.62788/ers51el.

Resumen
As key organizers and managers of China's university human libraries, library librarians' knowledge management capabilities play a crucial and indispensable role in the establishment and promotion of these libraries. By fully harnessing the "knowledge flow" between "human books" and readers, librarians not only provide significant opportunities for the development of human libraries but also assist readers in discovering and activating latent knowledge, thereby fostering continuous improvement and innovative development within the human library context. Through theoretical research, it is found that China's university human libraries have recently entered a development downturn, and there is a significant research gap in the area of knowledge management. It is urgent for researchers to apply knowledge management concepts and tools to facilitate the design and implementation of activities in university human libraries. This paper presents a literature review on knowledge management capabilities, including relevant definitions, background theories, and dimensional components, in order to better explore ways to improve the innovation performance of human libraries in Chinese universities. The study also reveals that knowledge management capabilities have a direct impact on the innovative performance of China's university human libraries, and the researchers will use a combination of quantitative and qualitative methods to verify their positive correlation in the next phase of research.

Resumen
"This publication presents the last decades’ dynamics of some essential aspects regarding the network of public libraries in Romania. The first chapter illustrates the territorial distribution of public libraries on an interactive map with disaggregation down to locality level. Subsequently, the chapter presents a dynamic comparison of the evolution of public libraries at county level between 1995 and 2022. Next, the second chapter interactively addresses the complementary topic of the population’s access to the public library in the locality of residence. Over the past three decades, the number of active public libraries has seen considerable declines. Inherently, the access of the population to the public library in the locality of residence decreased. Therefore, citizens’ access to culture and education is increasingly restricted."

Resumen
This evaluation seeks to determine the extent to which the Bank supported equitable access to secondary education, improvements in secondary education quality, and reforms of education institutions to improve management capacity. In addition, it describes the approaches taken and examines the results obtained. The evaluation found that as the Bank's overall education financing for the Region increases, so does its role in supporting education policy reforms that will affect access, efficiency, and learning outcomes. The Bank has the potential to make significant contributions to improving secondary education outcomes for all students. However, educational disadvantage is deeper and more complex than the disparity in the numbers of schools with libraries, the conditions of the school building, or the availability of computers. More attention needs to be given to what work that is, what strategies have been shown to improve student retention, completion, and achievement. Political dynamics need to be understood and taken into account in loan design, while at the same time recognizing that those dynamics also determine in part the role of the Bank (as discussed in detail in Chapter VI) and the extent to which inputs are used productively. In many LAC countries it is imperative to continue enhancing the management of the educational system at all levels, especially in the areas of results-based management, assessment, and monitoring and evaluation.

Resumen
The caste system in India and the structural inequalities perpetuated by casteism are significant challenges to creating a just society. The problem is exacerbated because the education system, including libraries and school curricula, does not fully acknowledge and confront this complex issue. Historically, libraries have emerged as safe spaces for collective conversations, diverse collections and dialogue around sensitive subjects. This project worked closely with a selective sample of seven library educators—most of them with caste privilege—to: examine their knowledge, attitudes, and practices on caste issues by reading caste literature, with reflective discussions, and introspective journaling; and develop their preparedness to conceptualise, design, and pilot a library unit on caste with children from privileged backgrounds.

Resumen
Demonstrating the value of a biomedical library can be a daunting and somewhat ineffective task. The current literature base contains many articles attempting to achieve this goal by analyzing the collections through resource usage and citation analysis. However, with competing budgets across university campuses, it has become essential to investigate and develop methods in which libraries can correlate collections and services as it relates to their role as a partner across the scholarly, education, and service missions of our institutions. This practice brief discusses various methods and strategies in which the Annette and Irwin Eskind Family Biomedical Library and Learning Center sought to identify, compile, analyze, and disseminate relevant data to demonstrate its impact or added value to the research enterprise at Vanderbilt University and Vanderbilt University Medical Center. This work was done as part of the library’s participation in the ARL Research Library Impact Framework initiative.

Gargiulo, Carlos, Martín Moreno y Jesús Duarte. School Infrastructure and Learning in Latin American Elementary Education: An Analysis Based on the SERCE. Inter-American Development Bank, septiembre de 2011. http://dx.doi.org/10.18235/0009016.

Texto completo
Resumen
This study explores the state of infrastructure in the region's primary education schools, using the SERCE database, and analyzes the connection between school infrastructure conditions and language and mathematics tests results for third and sixth grade students. The results of the analysis indicate that school infrastructure and the access to basic services (electricity, water, sewerage and telephone) in the region's schools are highly deficient; there exists a large disparity between countries as well as between private urban, public urban and public rural schools; and there are large gaps between schools with children from high income families and schools with children from low income families. The analysis on the relationship between school infrastructure and academic results in the SERCE tests indicate that the highest factors most significantly associated with learning outcomes are: the presence of spaces that support teaching (libraries, science and computer labs); the connection to electric and telephone utilities; access to potable water, drainage and bathrooms. This indicates that countries in the region must strengthen investment geared towards improving school infrastructure in order to close the gaps that negatively affect rural areas, public sector schools, and schools with students from low income families. Likewise, public policies must prioritize infrastructure areas that have an impact on learning.

Texto completo
Resumen
The author of the study analyzes and determines the features of the introduction of new forms of education in the highest historical pedagogical institutions of Ukraine in the early twentieth century. In particular: colloquiums, excursions, rehearsals, the organization of scientific sections of students and societies. Colloquiums were held to discuss the creative work of students. Proseminars prepared students for participation in seminars. Excursions prepared students for scientific work and taught them to collect information about historical monuments. Interviews and rehearsals took an important place in the revitalization of academic activity of students in universities. During the interviews, students learned to express their thoughts freely. Rehearsals were used as a means of monitoring the progress of students. An important component of the preparation of the future teacher of history was the organization of scientific student sections and societies. The main forms of their work were: the discussion of scientific reports, the publication of periodicals, the creation of libraries, museums, etc. The most talented students took part in scientific sections and societies. Thus, higher education institutions created prerequisites for the education of gifted young people. The publication also reveals the specifics of the practical training of students. The practical component included not only pedagogical, but also museum practice. In addition, pedagogical institutions of higher education conducted educational excursions, literary and musical evenings, organized social, sanitary and charitable activities. The author of the publication not only explores the features of various forms of education, but also the possibility of using them in the practice of the modern higher pedagogical institution in Ukraine.

Quail, Stephanie y Sarah Coysh. Inside Out: A Curriculum for Making Grant Outputs into OER. York University Libraries, octubre de 2020. http://dx.doi.org/10.25071/10315/38016.

Texto completo
Resumen
Catalyzed by the passing of the York University Open Access Policy last year, a recognition has been growing at York University, like most other institutions, about the value of Open Educational Resources (OER) and more broadly, open education. This heightened awareness led to the formation of a campus-wide Open Education Working Group in January 2020. The group advocated that faculty members who receive internal funding for teaching innovation projects through York’s Academic Innovation Fund (AIF) should include a Creative Commons license on their grant outputs to facilitate the re-use, and potentially re-mixing, of the content by educators inside and outside of York University. A copy and/or link to their grant output would also be deposited into York’s institutional repository, YorkSpace. To support the 71 funded projects in achieving these lofty goals, an open education and open licensing curriculum was developed by two of the librarian members of the Open Education Working Group. This session describes how the librarians created the training program and participants will leave the session better understanding: How to develop learning modules for adult learners and apply these best practices when teaching faculty online (synchronously & asynchronously); How to access York’s open education training program and learn how they can remix the content for their own institution’s training purposes; The common types of questions and misconceptions that arise when teaching an open education and Creative Commons licensing program for faculty. Originally the program was conceived as an in-person workshop series; however, with the COVID-19 campus closure, it was redesigned into a four module synchronous and asynchronous educational program delivered via Moodle, H5P and Zoom. Modeled after the SUNY OER Community Course and materials from Abbey Elder’s OER Starter Kit, the program gave grant recipients a grounding in open educational resources, searching open course material repositories, copyright/Creative Commons licensing, and content deposit in York’s institutional repository, including OER metadata creation and accessibility considerations. The librarians modeled best practices in the use and creation of Creative Commons licensed resources throughout the program. Qualitative feedback was gathered at the end of each module in both the synchronous and asynchronous offerings of the program and will be shared with participants. The presenters will also discuss lessons learned, next steps, and some of the challenges they encountered. https://youtu.be/n6dT8UNLtJo
