Anticancer activity of a series of polyfunctional substituted 1,3-thiazoles has been studied within the international scientific program “NCI-60 Human Tumor Cell Lines Screen”. Screening was performed in vitro on 60 cell lines of lungs, kidneys, CNS, ovaries, prostate, and breast cancer, epithelial cancer, leukemia, and melanoma. The most effective compounds were those with a piperazine substituent at C2 of the 1,3-thiazole cycle: 1-(4-((4-methylphenyl)-sulfonyl)-2-phenyl-1,3-thiazol-5-yl)piperazine (average lg GI50 = -5.87, lg TGI = -5.54, lg LC50 = -5.21), 1-(2-(3,5-dimethyl-1H-pyrazol-1-yl)-4-((4-methylpheyl)sulfonyl)-1,3-thiazol-5-yl)piperazine (average lg GI50 = -5.66, lg TGI = -5.26, lg LC50 = -4.83), and 1-(2,4-bis((4-methylphenyl)sulfonyl)-1,3-thiazol-5-yl)piperazine (average lg GI50 = -5.67, lg TGI = -5.21, lg LC5050 = -4.67).

Two recent ICSID cases, CMS v. Argentina and LG&E v. Argentina, diverge on the application of necessity under customary international law. The LG&E tribunal affirmed that Argentina's financial crisis amounted to a state of necessity. On virtually identical facts, CMS had reached the opposite conclusion 18 months earlier. This unhealthy split of opinion highlights the fact that necessity is ill-suited to financial crises. The state of necessity is at best a crude defence, appropriate as long as international law in this area remains underdeveloped. Lack of payment capacity will strike a better balance between host country and investor interests in future sovereign debt crises. This defence is also more amenable to adjudication by national courts and international tribunals.

Anticancer activity of a series of 3-(hetaryl/aryl)amino substituted isoquinolin-1(2H)-ones has been studied within the international scientific program “NCI-60 Human Tumor Cell Lines Screen”. Screening was performed in vitro on 60 cell lines of lungs, kidneys, CNS, ovaries, prostate, and breast cancer, epithelial cancer, leukemia, and melanoma. The most effective compounds were those with thiazolyl or pyrazolyl substituent at 3-amino group and had no substituents at C(4) of the isoquinoline cycle. We identified a new lead compound, 3-(1,3-thiazol-2-ylamino)isoquinolin-1(2H)-one 12, which effectively prevents tumor cell growth (average lg GI50 = -5.18, lg TGI = -4.1, lg LC50 > -4.0) with good selectivity.

SummaryA sandwich ELISA (enzyme-linked immunosorbent assay) of the two-site type has been successfully developed for the detection of cows' milk in goats' or ewes' milk. The assay uses two monoclonal antibodies (MAb) raised in mice against cows' β-lactoglobulin (β-lg). These MAb recognize different epitopes of the β-lg, which are sufficiently distinct to allow simultaneous binding of the corresponding antibodies. One of the MAb recognizes a species-specific epitope of the bovine β-lg and was adsorbed to a plastic microtitration plate (capture antibody). The second MAb was labelled with peroxidase and used to detect the captured cows' β-lg. Factors affecting assay performance were investigated. The optimized assay is highly specific, reproducible (intra- and inter-assay CV were 8 and 13% respectively) and sensitive: as little as 5 ng β-lg/ml or 1 part cows' milk per 100000 parts goats' or ewes' milk can be detected. The technique is robust, cheap, rapid, reliable and suitable for high sample throughput, semi-automation and screening surveys. The MAb used guarantee the high specificity of the assay and indefinite reagent supply of constant quality once approved by collaborative national or international trials.

There is a call from society to examine the integrity behavior challenges of local government (LG) enforcement officers who work directly with citizens due to the nature of this job. One of the job requirements of enforcement officers is to investigate law enforcement directly to their customers, such as petty traders, hawkers, business owners, developers and contractors, and others. In executing their duties, particularly on law enforcement, high integrity behavior and professionalism of enforcement officers in LG administrative areas of responsibility are necessary. Based on the framework, the study aims to examine the integrity behavior challenges of enforcement officers from the citizens’ and staff’ perspectives, in particular, on to what extent the officers face the difficulties and challenges in executing their enforcement tasks. Thus, during the study, 30 respondents, namely the citizens and LG staff in Kedah, were surveyed. The data were analyzed using thematic analysis to gain specific dimensions related to integrity behavior. From the citizens’ perspective on LG enforcement teams’ integrity behavior, challenges were related to main aspects such as biasness, political intervention, and bureaucracy matters. Meanwhile, LG staff consider integrity behavior challenges to be affected by opportunistic attitudes among staff, workforce, and financial issues. The study suggests that enforcement officers should develop soft skills, employability skills, and upgrade academic levels to understand the current situation and develop negotiation skills to deal with grassroots society.

Resumen
from International Centre for Agricultural Research in the Dry Areas (ICARDA) including some advanced lines from Bangladesh Institute of Nuclear Agriculture in 2006. During Preliminary Yield Trial, the genotype LG-208 produced 18.62% and 29.47% higher seed yield than the check variety BARI Masur-5 at Ishurdi and Magura respectively. Through advanced yield trials, regional yield trials, on-station and on-farm trials from 2010-11 to 2015-16, it was found that exotic germplasm LG-208 showed better performance than check (BARI Masur-5). Genotype LG-208 had significantly highest seed setting and harvest index under 20% polyethylene glycol (PEG) induced drought and considered as the drought tolerant which showed similar performance with field trials in drought-prone areas (Chapainawabganj and Rajshahi). Based on the superior performance of exotic germplasm LG-208 line, BINA has decided with the National Seed Board (NSB) of Bangladesh to register this line as a high yielding drought tolerant lentil variety, named as Binamasur-10 in 2016. Abstract Context.—Few large cohort studies have addressed outcome in patients with noninvasive low-grade papillary urothelial carcinoma (LG-UrCa) following implementation of the 2004 World Health Organization/International Society of Urological Pathology (WHO/ISUP) consensus classification. Objective.—To evaluate our cohort of LG-UrCa cases classified according to 2004 WHO/ISUP to reassess outcome and interobserver agreement. Design.—Files were searched for all patients diagnosed with LG-UrCa between 1998 and 2008. All sections were reevaluated for accuracy of classification. Results.—A total of 112 cases initially diagnosed as LG-UrCa were identified. Of those, 8 of 55 cases (15%) initially diagnosed by nonurologic pathologists were reclassified as high-grade papillary urothelial carcinoma and were excluded. The mean length of follow-up was 40.1 months (range, 2–113 months). Tumor recurrence was encountered in 56 of 104 patients (53.8%), including 37 (35.6%) with LG-UrCa or lower-grade tumors and 19 (18.3%) with high-grade papillary urothelial carcinoma. Of the 19 patients demonstrating grade progression, 7 (37%) also developed stage progression (invasive carcinoma, n = 5; metastatic carcinoma, n = 2). Seven patients eventually underwent radical cystectomy. None of the 104 patients died of bladder cancer. The mean number of recurrence episodes was 3.11. The mean durations of time to first recurrence and time to grade progression were 13.9 months and 25.1 months, respectively. The mean size of initial tumors was 1.73 cm. There was no significant correlation between tumor size, patient age, sex, or smoking history and the likelihood for recurrence or grade progression. A significantly higher rate of recurrence was seen in patients with multiple tumors at initial diagnosis (P = .04). Conclusions.—A tendency to underdiagnose high-grade papillary urothelial carcinoma continues to exist. More than half (53.8%) of patients with LG-UrCa developed recurrence, with an 18.3% incidence of grade progression and a 6.7% incidence of stage progression. Patients with multiple initial tumors had significantly higher risk of developing recurrence.

Argentina is facing several claims under bilateral investment treaties (BITs) relating to its emergency legislation passed to tackle its economic crisis in 2001–2002. This article critically analyzes the second ICSID decision on the merits handed down in this context in LG&E Energy Corp. v. Argentina and compares it to the earlier award in CMS v. Argentina. While the decisions do not differ substantially as to the interpretation of substantive investment law, they diverge significantly on the concept of necessity. Unlike CMS, LG&E in part accepted Argentina’s plea of necessity. The article argues that the award in LG&E misconstrued the burden of proof for limiting elements of necessity, such as the question of Argentina’s contribution to the crisis and the selection of less restrictive means, and questions whether its exclusion of compensation for the investor’s material loss was accurate even if the plea of necessity was operative.

Since the advent of international assistance, the aid paradigm has changed continually and the choice of mechanisms for providing assistance has evolved in order to try and pursue better approaches. Along with the traditional project approach, the sector-wide approach involving budgetary support has emerged as a new aid modality since the mid-1990s. While many donors – e.g. the UK Department for International Development (DFID), the World Bank and the European Union (EU) – have embraced the new modality, some donors have kept their distance from this trend, relying mostly on project assistance – e.g. United States Agency for International Development (USAID) and Japan International Cooperation Agency (JICA). However, the extent to which aid resources are absorbed in the recipient government/sector under the different aid delivery mechanisms is not well known. This thesis provides insight into this question by exploring the process of absorbing foreign funds in the education sector. Employing a phenomenological research approach, the process is examined from the point of view of local actors and beneficiaries of aid aimed at improving education quality. The context chosen is basic education (primary and junior secondary) in Ghana after the introduction of the national basic education reform, which was announced as the Free Compulsory Universal Basic Education (FCUBE) programme in 1996. Two cases are chosen for comparison: the Whole School Development (WSD) programme financed by the DFID; and the Quality Improvements in Primary Schools (QUIPS) programme facilitated by USAID. The former constitutes a sector-wide type of assistance, which put Ghanaian officials in charge of DFID funds and the implementation of the programme; while the latter adopted a project type model, with implementation managed directly through a USAIDfunded project office. The major part of the data is derived from interviews conducted in 2006 with significant educational personnel at three different levels: Ministry of Education (MoE) headquarters, the District Education Office (DEO), and the schools). The analysis reveals a complex picture of aid absorption, which illuminates the pros and cons of the two approaches in relation to impact and sustainability. The study finds that the QUIPS project achieved tangible results in the pilot schools, while the WSD programme made little impact at the school level. The WSD programme, which used existing structures within the education system to deliver funds and resources to schools, showed evidence of high fungibility, but appears to have strengthened the Ministry‟s administrative capacity. On the other hand, the QUIPS approach, which had low fungibility, has been severely criticised by Ghanaian officials, who questioned its sustainability and contribution to system-wide change. The thesis concludes by stating its specific contribution to the literature on international aid assistance to developing countries and making recommendations for the Ghanaian context.

In spite of improving the library performance (LP) of academic libraries (ALs) is based on a set of standards and criteria, improving the SPALs is relied on the vision of the ALs’ decision-makers; and subjected by a number of barriers that hinder improvement. This research aims to improve the LP of the Arab International University (AIU) in Syria. The focus is made to achieve improvement based on the end-users’ expectations and requirements (EUERs). Thus, identifying the EUERs is aimed in this research also. Data was collected by adopting a mixed methods approach, embraced to a single case study (LAIU). Primary quantitative data was collected by distributing two questionnaires to the end-users (undergraduates & academics). A printed-format questionnaire was designed for the undergraduates, while the academics’ questionnaire was designed using Smart-survey. The aim of these questionnaires was to understand the end-users’ perspectives, expectations, and their requirements of the LAIU. 11 semi-structured interviews were conducted with 8 librarians and 3 administrators to identify the situation of the LAIU, and understand the library staffs’ perspectives about the EUERs and end-users’ ISB. SOWT analysis was used to address the strengths, weakness, and threats facing the library, and their suggestions to improve the LP. Furthermore, the analysis of the secondary statistics collected from the LAIU and related websites took place in this study to support the primary data collected. A total of 228 undergraduates, and 30 academics have participated in this study. The data collected from the questionnaires were analysed using PASW software; version 18.0, while the collected data of the interviews was analysed thematically using NVivo 10.0 software. To maximise the outputs of the research and understand the holistic situation of the LAIU, the tools of the SSM were implemented. This assists in identifying the problematic areas of the situation. A number of challenges and barriers have been discovered relating to four categories: EUERs, end-users’ information-seeking behaviour, end-users’ satisfaction, and the LP. The analysis showed that although the EUERs are academic in the first place, there are differences regarding their demographic variables. It presented that end-users are not strongly satisfied with their LP. Furthermore, the findings reflected the need to improve the LP. They addressed the end-users’ behavior during their journey in seeking information. Based on the use of the rich picture, these barriers have been classified into internal and external barriers. The focus was limited to investigate internal barriers. Additionally, the implementation of the SSM’s tools helps in developing the root definitions and related conceptual models that led to improving the situation of the LAIU. This study contributes to establish an appropriate and vital strategy to improve the LP based on a set of recommendation driven from the implementation of the SSM’s tools. It contributes to generate the S-diamond model addressing the requirements of improvement. It develops a model of the end-users’ ISB in the SPALs. Furthermore, this study reflects a theoretical significance by providing unique findings discovering the relationships between the themes under the investigation (EUERs, LP, end-users’ ISB, and EUS).

Abstract LG India is a subsidiary company of LG Electronics Korea, which had incurred advertisement, marketing, and sales promotion expenditure on behalf of LG Electronics Korea. In view of this it had claimed deduction to reduce its profits in order to pay less income tax. However the transfer pricing officer (TPO) of the income tax department came up with a view that the said company had carried out foreign brand promotion in India for which it must have charged for such services to its foreign entity. And thus came up with a formula of cost plus 13% markup profit to determine the service price that LG should have charged to its foreign entity and pay income tax on such profits gained.

This research addressed mystical tourism in the complex of 14 lagoons called “Las Huaringas” in the Piura region of Peru, particularly at Laguna Negra (the most visited) and Laguna Shimbe (the largest). These practices are widely embraced by the local population, as well as national and international visitors. The research design was phenomenological, and information was collected through semi-structured interviews with 65 participants. To protect the identity of each participant, the collected information was classified and processed using a code as follows: S (shaman), R (local resident), PTD (public transport drivers), T (tourist), LG (local government), and a number (1,2,3...) according to the order of data collection. Additionally, field observation and participant observation of the interaction between healers and participants at the lagoons were used. Field observations at Laguna Negra were conducted from 10 a.m. to 5 p.m. This allowed for the identification of shamans from Huancabamba, various parts of Peru, and foreign countries, along with tourists and participants in diverse rituals. The complete immersion in the natural environment of the lagoons, participation in flowering rituals (including bathing in the lagoons), and ingestion of San Pedro (Echinopsis pachanoi) and other psychoactive beverages allowed for experiencing the ritual as both tourists and residents do, thereby acquiring a profound understanding of the study. Data collection ceased once information saturation was reached. After transcribing the interviews, they were analyzed using axial coding. Information triangulation was employed by cross-referencing data obtained from field observations and interviews. The results showed that tourists' search for local cultural expressions, the hope for physical or spiritual healing, and the fulfillment of personal goals and desires generate the meanings they assign to the Huancabamba rituals. The healers play the role of mediators in the quest to achieve the participants' personal objectives, promoting faith in the Christian God and His saints, as they attribute part of their powers of intersection and healing to them. The results regarding the perspective of the residents on mystical tourism in Huancabamba were twofold: on the one hand, they recognize the benefits to the local economy and the healing of illnesses thanks to the medicinal properties of the plants. On the other hand, they highlight the distortion of shamanic practice with the presence of fraudulent healers who take advantage of tourists' needs.

Abstract Two pressure-activated safety devices, a current interrupt device (CID) and a vent mechanism, are commonly built into the cap structure of cylindrical 18650 lithium-ion cells to isolate the cell electrically and relieve internal cell pressure prior to case rupture, respectively, in an abuse or thermal runaway event. The activation pressure for these two mechanisms, and how it varies with temperature, is an important parameter for the thermal runaway models incorporating electrolyte evaporation, gas generation and venting. This paper presents a method to extract the geometry of four commercial 18650 lithium-ion vent cap assemblies and measure the CID- and vent-activation pressures with a customized experimental setup. The experimental data were collected at ambient temperature and 100 °C. The CID-activation pressures of the MTI, LG MJ1, K2, and LG M36 caps were 1.058 ± 0.053, 1.293 ± 0.119, 0.997 ± 0.292 and 1.393 ± 0.113 MPa at ambient temperature and 0.920 ± 0.076, 1.066 ± 0.068, 0.834 ± 0.057 and 1.083 ± 0.077 MPa at 100°C, respectively. The vent-activation pressures of the MTI, LG MJ1, K2, and LG M36 caps were 2.308 ± 0.196, 2.202 ± 0.083, 2.190 ± 0.372 and 2.363 ± 0.199 MPa at ambient temperature and 1.919 ± 0.132, 1.866 ± 0.084, 1.781 ± 0.355 and 1.799 ± 0.284 MPa at 100°C, respectively. The experimental setup may be used in future studies to measure activation pressures of future cylindrical cells. The CAD model of the caps may be used to develop a finite element model (FEM) to simulate the CID- and vent-activation pressure and a computational fluid dynamics (CFD) model to design more reliable and effective CID and vent mechanisms.

Predicting the changes in the temperature, displacement and stress fields during Laser Powder Deposition (LPD) is of particular importance. To create a FEM model of LPD, it is convenient to consider first Laser Glazing (LG) since it does not involve the addition of material. Once an adequate approach has been identified to model the thermal aspects associated with the effect of the laser, the complexity of adding material can be included. In this paper coupled temperature-displacement FEM models of LG and LPD developed using the commercial FEM code ABAQUS/Standard are presented. In the case of LG, a model based on the sequentially coupled thermo-mechanical theory was used to predict the temperature distribution, deformations and stresses in a rectangular plate on which the laser moved along a straight path. The results for the temperature distribution were validated using Rosenthal’s solution and experiments performed using the same material and processing parameters. For LPD, the model was developed using fully coupled thermo-mechanical theory and it was limited to thin-wall builds deposited on a plate with dimensions comparable to the wall thickness. To add material, new elements were sequentially introduced in the mesh. Qualitatively, the results obtained with the model were promising.

Abstract Explicit modeling of discrete fractures at the field scale is computationally intensive, and therefore, upscaling the fractures in the context of an equivalent continuum model is indispensable for field-scale simulations. This work introduces a new upscaling technique based on the local-global multiple-boundary (LG-MB) upscaling method for fluid flow in naturally fractured reservoirs. We extend the commonly-used local-global (LG) upscaling method by introducing a new approach to compute the fluid fluxes within the fractures crossing the grid-block boundaries. This method is based on the multiple-boundary (MB) approach applied within a local-global upscaling procedure. The global coarse-scale simulations are implemented to determine the boundary conditions for the calculations of local upscaled permeability. The procedure allows repeating the process to assure consistency between the global and local calculations. We implement the multi-point flux approximation (MPFA) finite volume method coupled with embedded discrete-fracture model within the MRST framework. We then verify the proposed LG-MB upscaling technique by comparing it with the reference fine-scale solutions and other existing local and local-global upscaling techniques. Results show that the proposed approach provides pronounced accuracy compared to local-based upscaled models with minor computational overhead. Compared to traditional local-global upscaling techniques, it provides more computational accuracy yet with the same efficiency. The superiority of the proposed LG-MB upscaling technique is attributed to two factors related to 1) the multiple-boundary technique to capture the flow behavior with high anisotropy from fractures non-alignment with the grid; 2) the use of local-global approach to accurately obtain the real flow boundary conditions. This work introduces a new upscaling method for flow simulation in naturally fractured reservoirs. We demonstrate its applicability in field applications and its superiority to existing upscaling methods. This method is accurate and straightforward and can be implemented within existing upscaling workflows.

Landing gears (LG) are primarily designed to support the entire loads of an aircraft during landing, taxiing, and taking off. From aerodynamic design prospective, many of the LG components are exposed to the air flow giving rise to what so-called aerodynamic noise. Numerical study of complex systems such as LG as a three-dimensional (3D) model is not only CPU and memory consuming, but also it is way beyond the demand of industries for quick estimate during the design stage [1–3]. To understand the underlying physics of the flow induced noise, a two-dimensional (2D) flow past a circular cylinder is simulated using ANSYS Fluent. Two different Reynolds numbers, Re = 150 and 90000 are examined. For low Re, two distinct numerical conditions relevant to steady and unsteady flow are simulated and compared to examine the effect of the time dependency on the acoustic field. At high Re, the acoustic field is computed using the built-in Ffowcs William and Hawkings (FW-H) acoustic analogy solver in Fluent. The results show the importance of including the unsteady state term to extract the flow data. The far-field noise prediction is found to be highly dependent on the location of the near-field data.
