The purpose of the study is to assess the imbalance between the quality of labor and the needs of the national labor market and harmonize the supply of the national education system to meet the demands of social production. The analysis of actual (statistical) data is carried out; the method of expert survey is used to identify imbalances between labor and education markets. The needs of the national labor market for experts with digital and creative skills are substantiated. The authors focused on the problem of imbalance in the market of educational services and demand for labor with appropriate skills in the labor market of Ukraine. According to the results of the analysis, it has been found that the domestic labor market is characterized, on the one hand, by excessive qualification of the labor force, which is manifested in the excess of the educational level of employees over the demand for such specialists. This is reflected in the lack of decent jobs in the national labor market. On the other hand, the national labor market is characterized by a shortage of employees with digital skills. Expert assessments of specialists in labor, education and digital economy have revealed a lack of focus of all education levels on the formation of digital and creative skills in the actual and potential labour force. Approaches to the study of imbalances in national labor markets and educational services have been further developed. The main trends in labor skills formation and demand for them among employers in the national labor market in the context of digitalization have been identified. Compared with previous studies, the research contains the results of an expert survey. The obtained results serve as a research basis for the development of strategic decisions in the field of markets balancing and education in the context of digitalization of the economy.

This paper analyzes the labor shifting phenomenon in Indonesian labor market. Labor shifting phenomenon in developing countries, including Indonesia, is considered to be the reason of stable movement from the supply perspective. By using Sakernas data year 1998-2008, this paper analyzes the labor shifting phenomenon, both the direction of labor movement and the characteristics of the shifting labor.The main conclusions obtained in this research are, first, there is no structural break in Indonesian labor market. Second, although most of labors tend to remain in the same sector or intra-sector, the analysis shows there is tendency for the labor to move from non formal sectors especially to Agricultural and Trade sectors. Third, the model estimation result with a series of controlled category shows the biggest three probability of not shifting and remaining in the same sectors are in Electricity sector (70,15%), Financial sector (55,8%) and Mining sector (53,13%). On the other side, the biggest labor mobility opportunity to conduct shifting is on Industry sector (80.14%), Construction sector (64.3%), and Transportation sector (62.4%).JEL classification: J23, J62, J64Keywords: Demand for Labor, Job Mobility, Labor shifting, Unemployment

We develop, estimate, and test a tractable general equilibrium model of oligopsony with differentiated jobs and concentrated labor markets. We estimate key model parameters by matching new evidence on the relationship between firms’ local labor market share and their employment and wage responses to state corporate tax changes. The model quantitatively replicates quasi-experimental evidence on imperfect productivity-wage pass-through and strategic wage setting of dominant employers. Relative to the efficient allocation, welfare losses from labor market power are 7.6 percent, while output is 20.9 percent lower. Lastly, declining local concentration added 4 percentage points to labor’s share of income between 1977 and 2013. (JEL E25, H71, J24, J31, J42, R23)

The market as such is a social institution that facilitates the exchange of different types of goods and services. In general, the labor market should be considered as an integral part of the market economy, functioning in it along with other markets – resources, goods, securities, etc. It is a system of social relations between employers, employees and the state present on the market, reflecting and achieving a balance of interests between them for a given period, ensuring the reproduction, exchange and use of living labor. It has its own specific internal structure, the main elements of which are: the demand for labor; the supply of labor; the price of power; labor cost; competition. The transition to a market economy has led to the fact that for the bulk of the economically active population, labor has become wage-based, depending on the ratio of supply and demand and economic conditions. This is where the employee sells his workforce to the employer.Today, the labor market is undergoing rapid changes associated with a number of global factors such as a change in technological structure, digitalization of the economy, demographic and age-related changes in the structure of the population. It adapts to external conditions, for example, the consequences and limitations of the coronavirus epidemic, creates new formats of labor relations, in particular, the format of self-employment set by national goals, and forms relevant requests to employers and job seekers, the answer to which is not always obvious. Responding to the creation of high-performance jobs, the labor market increases the proportion of atypical forms of employment, which are becoming more and more in demand as a result of more flexible legal regulation of labor relations.The model of labor market flexibility focuses mainly not on the macro, but on the micro level, not on external, but on internal labor markets, not on quantitative, but on qualitative adaptation of employment. The International Labour Organization links modern transformations in the world of work with such areas of the economy as the informal economy, non-standard forms of work and other new forms of employment. All of them have qualities that destroy standard employment from the inside and expand non-standard employment. The consequence of this is the forced employment of large masses of workers in conditions of partial or complete loss of their labor and social rights provided for in standard employment. The International Labour Organization estimates the negative impact of precarious employment on modern employment to be higher than unemployment.

AbstractFrom 2003 to 2018, employment in Germany increased by 7.3 million, or by 19.3 % – growth not observed since unification. This “labor market miracle” was marked by a persistent and significant expansion of both part-time and low-wage jobs and a deterioration in pay for these jobs, while total hours hardly increased; overall wage growth returned only after 2011. These developments followed in the wake of the landmark Hartz reforms (2003–2005). A modified framework of Katz and Murphy (1992) predicts negative correlation of wages with both relative employment and participation across cells in the period following these reforms. In contrast, wage moderation alone should generate positive association of wages and participation. Our findings are most consistent with a persistent, positive labor supply shock at given working-age population in a cleared labor market. An alternative perspective of labor markets, the search and matching model, also points to the Hartz IV reforms as the central driver of the German labor market miracle.

This paper formally tests how the synchronization of stock and labor markets can affect income inequality. The responsiveness of stock and labor markets to a monetary expansion is different, i.e., a stock market, in general, tends to respond much faster than labor market. When there is monetary expansion, stock market participants (usually the rich) can enjoy capital gains quicker than labor market participants (usually the poor). However, if a labor market is more synchronized with a stock market, the capital gains a rich can enjoy in a stock market would be faster matched by labor market response, leading to a shrinking income inequality. We empirically confirm the prediction with different synchronization measures, controlling endogeneity issues.

The paper considers applied application of the previously proposed system-dynamic model of the economic system consisting of a finite number of elements. Aim. according to the model conception, subjects of the labour market are divided into three categories depending on the value of demand for their labor: subjects of high, low and medium qualification. Materials and metods. The model enables to calculate stable values of the number of subjects with all three qualification categories in each labour market enterprise and among unemployed subjects depending on the input data. A methodology has been developed to assign initial numerical values to each of the modelled parameters which presents three alternative ways of assigning qualifications to each labour market entity. The model has been tested with real data. Input parameters of the model are the labour market indicators of Sylva settlement of the Perm Region in 2021. Results. The modeled system is represented by the backbone enterprise, the sector of private enterprises, the sector of budgetary enterprises, the sector of shadow employment and unrecorded unemployment as well as the sector of registered unemployed. We have obtained three alternative forecasts for sustainable values of the shares of subjects with all three qualification categories in the ackbone enterprise and in each of the listed sectors of the Sylva’s labor market.

Youth unemployment in Serbia is almost twice as higher than it is the average of European Union member states. Assuming how certain similarity exists between Serbia?s and EU?s labour market, our objective is to identify these similarities and differences related to labour maket conditions. In this context, we are discussing following topics: unemployment indicators, labor market flexibility, qualitative labour market mismatch, work migrations of the youth, family legacy influence on employment outcomes and labor market policies. Based on comparative analysis of relevant researches and current statistical data, increasing similarity of European Union member states and Serbian labour markets is evident, especially in the aftermath of the economic crisis. The reasons for similarity can not be simply considered as convergence due to Serbia?s accession to the European Union. We also highlighted considerable differences of the labour market conditions in analysed cases that can permanently affect the socio-economic situation of young people.

This article examines the geographic integration of U.S. labor markets from 1870 to 1898, using previously unexploited wage and price data for 23 occupations in 12 major cities. In contrast to the increasing nationalization found in other markets at that time, the labor market was characterized by large and persistent real wage differentials both within and between regions, leaving little doubt that late nineteenth-century labor markets remained far from completely integrated. The differentials, however, owed as much to substantial variations in labor demand growth as to the lack of labor market integration.

The regional labor market reflects the socio-economic development of the region. Its balance is an important component of the region's economic development. The effectiveness of the labor market depends on the income of employees and the stability of the company. The regional labor market shows the main trends in the dynamics of employment in the region, its main structures, labor mobility, and unemployment. In modern conditions, the labor market significantly increases the need for qualified specialists. Labor quality issues remain an unsolved problem not only for many companies, but also for entire regions. The current development of human resources does not correspond to the structural model of regional development of the labor market. This circumstance actualizes the problem of labor market modernization, which requires an analysis of the state of the labor market. The study of the topic on the example of a particular region is due to the need to study the problems of the labor market, taking into account the specific conditions and features of the region's functioning, since without them it is impossible to form an effective policy for regulating the labor market. This article examines the trends in the development of the labor market in the Karaganda region. The analysis showed that a number of negative factors affect the development of the labor market in the region. Positive trends in the labour market development of Karaganda region are revealed, recommendations aimed at preventing negative phenomena in the regional labor market are proposed.

The aim of this study is to present the opportunities for trade unions to influence the labor market in the EU. The economic crisis in the EU has affected its labor markets to varying degrees. In the analysis of selected examples it can be clearly seen that the countries that have survived the crisis in the labor market better are those where the labor market is flexible, i.e. where, although people can easily lose one job, they are relatively likely to find another. EU states undertake to make labor relations more flexible, to further diversify employment forms, or to move salary negotiations to lower levels, thus eliminating state intervention in labor markets. Local EU labor markets have become a part of a supranational system of free flow of workers. European integration has generated common problems in the labor market, where trade unions need to undertake joint efforts to increase the flexibility, mobility and efficiency of the labor force, to improve labor market programs and provide for more efficient collaboration of social partners. This also follows from the protective function trade unions are supposed to play in the unified European market, and from an attempt to solve the issue of whether the expansion of trade union activity to the European level is effective in looking for compromise on the labor market.

The place and role of the labor market for smart city development are determined. Proposed methodology for assessing the labor market, according to which the diagnostics of the labor markets development in the regions of Ukraine was conducted. According to the results of the integral indicator calculation, the assessment and grouping of regional labor markets at different levels of development was carried out. Based on the comprehensive application of econometric tools, a model for the development of regional labor markets in Ukraine based on indicators of demand, supply and prices for labor was built, as well as the most significant factors of labor market development is determined. According to the results of the regional labor markets development analysis, prospects for the formation of smart cities located on their territory are determined.

The article deals with the theoretical and methodological foundations of the labor market, its social and economic content, in particular, the subjects, the structure of the labor market and features, that distinguish it not only from the markets of goods and services, but also from the markets of other factors of production. An important feature of the labor market is that, like all other types of the market, it directly depends on the market situation, i.e. the ratio of supply and demand, which is formed depending on the state of the economy (rise or fall); branch structure of the economy; level of technical base development; well-being (income level of the population, including per capita income), development of the market for goods and services, housing, securities; state of social infrastructure; the development degree of the multistructure of the economy; measures to develop integration links (sectoral and territorial). In addition, it is influenced by demographic, ethno-social, political, environmental and some other factors. Depending on the relationship between supply and demand, the labor market situation can be of the following types: labor-deficit, when the labor market lacks labor supply; labor surplus, when there is a large number of unemployed in the labor market and, correspondingly, an excess of labor supply; equilibrium, when the demand for labor corresponds to his proposal. Various theoretical and practical approaches to the definition of the essence of the concept of “labor market” of domestic and foreign researchers are analyzed. The concept of “social and economic content of the labor market” is formulated and the author’s interpretation of the economic category “labor market” as an object of regulation under the conditions of the formation of a socially-oriented economy is scientifically grounded.

Labor market uncertainties have plagued all countries in recent years, but young workers have borne the brunt of these uncertainties. Liberalization of labor markets has transformed work, creating a variety of nonstandard employment relations as well as increasing the number of people who do not have traditional employers. Macro social, political, and economic forces have also made it harder for young adults to gain solid footholds in the labor market. The articles in this issue of The ANNALS present empirical evidence about labor market uncertainties and youth labor force experiences from diverse regions of the world, both in the Global North and Global South: Asia (China, South Korea, Hong Kong, Caucasus and Central Asia); Latin/South America (Mexico, Brazil); Eastern Europe (Lithuania); Western Europe; and the United States. In this epilogue, I summarize the main insights from the articles and draw some broader conclusions about the future of labor market policies to address concerns related to workers’ insecurities and uncertainties.

This paper measures excess labor supply in equilibrium. We induce hiring shocks—which employ 24 percent of the labor force in external month-long jobs—in Indian local labor markets. In peak months, wages increase instantaneously and local aggregate employment declines. In lean months, consistent with severe labor rationing, wages and aggregate employment are unchanged, with positive employment spillovers on remaining workers, indicating that over a quarter of labor supply is rationed. At least 24 percent of lean self-employment among casual workers occurs because they cannot find jobs. Consequently, traditional survey approaches mismeasure labor market slack. В работе рассматриваются примеры функционирования подобных рынков в России и за рубежом, их типология и различия, обусловливающие необходимость дифференциации подхода к их изучению и регулированию. По своей природе онлайн–рынки труда имеют двойственный характер. С одной стороны, они обладают чертами двусторонних платформ. Часть обзора посвящена особенностям сетевых эффектов, вопросам ценообразования как на уровне заказчиков, так и на уровне всей платформы, а также оптимальным механизмам установления взаимодействия между двумя сторонами рынка (мэтчингу). С другой стороны, онлайн–платформы труда наследуют черты традиционного рынка, в связи с чем мы уделяем внимание таким актуальным для рынков труда вопросам, как асимметрия информации, условия сохранения или преодоления географической, социокультурной и гендерной дискриминаций, а также сложности обеспечения трудовых гарантий работникам. Освещенные в обзоре особенности онлайн–платформ труда могут найти отражение в разработке регулирования, учитывающего правовую и экономическую специфику подобных рынков; они могут быть также полезны как для заказчиков и исполнителей на онлайн–рынках труда, стремящихся повысить эффективность участия на платформе, так и для организаторов таких рынков. In this survey, we overview recent theoretical and empirical studies on online labor platforms and provide real life examples on how these markets function in Russia and worldwide. We discuss ways to classify online labor platforms. We concentrate on respective distinctive features of different categories of online and platforms and, due to their structural differences, justify the need for differential approach to such markets research and regulation. Online labor platforms have dual nature. On the one hand, such markets can be regarded as two-sided platforms. Therefore, one part of the survey discusses network effects, optimal pricing strategies (both at the deal and platform level), and matching. On the other hand, online labor platforms inherit specific features of traditional labor market. Accordingly, our study highlights the labor market perspective: discrimination, worker rights protection, information asymmetry, and the mechanisms to avoid it, here including reputation, among the examples. Our study highlights legal and economic features of online labor platforms that should be taken into account when designing related competition and regulation policy. Moreover, the study can benefit workers and employers in the online labor markets that look at maximizing their respective surpluses from using a platform. Key words: online platforms, labor market

The labor market effects of the recent financial and economic crisis are rather heterogeneous across countries and regions. Such differences in labor market performance among industrialized countries are an issue of ongoing research. The objective of this article is to analyze labor market disparities among European regions and to provide evidence on the factors behind these differences. Whereas previous research focused on the effects of national labor market institutions, we also take structural characteristics of regions into account and investigate differences in labor demand responsiveness and their potential determinants. The data set covers the Nomenclature des unités territoriales statistiques 2 regions in the EU15 for the period 1980 to 2008. We employ an error correction model that is combined with spatial residual correlation. Our findings point to substantially distinct wage and output elasticities of employment among European countries and regions. Moreover, the rate of adjustment to disequilibrium is subject to significant variation across units of observation. There is robust evidence that labor market institutions affect the adjustment speed of regional labor markets and the wage elasticity of employment. Moreover, the findings suggest that some characteristics of regional labor markets matter as well. However, corresponding results are less robust compared with the evidence on labor market institutions.

Labor markets and commodity futures markets have been important areas of study in economics over the past few decades. However, most scholars view them as two separate fields. This article attempts to fill this gap by examining the relationship between hog futures cycles and labor market cycles, exploring similarities between them. Hog futures are one of the most active contracts in the agricultural product futures market. The labor market is an important part of economic activity, directly affecting the financial situation of households, businesses and governments. The cycles that exist in these two markets can be seen as the result of fluctuations in supply and demand. By analyzing the hog futures cycle and the labor market cycle, this article explores the Chinese government's intervention methods and intervention purposes and finds similarities.
