As William Tweed noted over a century ago, the cartoon, with its combination of graphic and text, can be a dangerous political weapon. Indeed, the Tammany Hall boss's career was destroyed when he was arrested for kidnapping in 1875 — an arrest made by a police officer who recognized Tweed from a newspaper cartoon. Likewise, when comic strips first appeared in the American sensation papers of the 1890s, they too were seen as having important, and potentially threatening, political and social ramifications. Journalists such as Oswald Villard condemned newspaper baron William Randolph Hearst for using the comic strip as a cheap ploy to boost circulation, claiming that it compromised journalistic integrity. Meanwhile, genteel reformers waged their own war against comic strips, worried that the slapstick action and irreverent content would erode middle-class American values and “foster a spirit of disrespect and insubordination… by their glorification of cheeky, iconoclastic urchins.”

The general objective of this work was: To determine if it is possible to commit the crime of kidnapping in the actions of the powers of the peasant patrols in Peru. For our research, the methods are: descriptive level; in which we have measured and described the characteristics of facts and phenomena; The result is that 63.7% (58) of judges and prosecutors state that sometimes the peasant patrols correctly apply the procedures in the resolution of legal conflicts. Likewise, 63.7% (58) state that the peasant patrols can almost always exercise jurisdictional functions within their territorial scope. Regarding the conclusions: it is shown that judges and prosecutors in 63.7% of 58 respondents sometimes express the peasant patrols correctly apply the procedures in the resolution of legal conflicts, 27.2% (24) almost always state and 9.1% (8) state that the peasant patrols almost never correctly apply the procedures in the resolution of legal conflicts. Other main conclusions are that 72.8% (66) of judges and prosecutors state that they almost always know the origin and powers of the peasant patrols, 18.1% (16) always know and 9.1% (8) almost never. They know the origin and powers of the peasant patrols.

The delimitation of this offense from other similar components is of special importance in order to perform a correct deed qualification according to article No. 280 of the Penal Code of RM. The analysis of the problem in question has a great significance for both theory and judicial practice. The delimitation of the hostage-taking from other similar offenses is to be performed on the basis of the objective and subjective signs by which the respective components differ. The offense provided in art. 280 of the Penal Code of the RM is connected with a series of misdemeanors, which threaten, first of all, the freedom of a person, the transport security, as well as patrimonial relations. This type of offense refers to: blackmail (art. 189 of the Penal Code of RM), kidnapping of a person (art. 164 of the Penal Code of RM), illegal deprivation of liberty (art. 166 of the Penal Code of RM), hijacking or capture of a train, an aircraft, maritime or fluvial ship (art. 275 CP) etc.

Globally, the use of formal security apparatus is approved standard of ensuring safety of lives and property in any sane society. The most developed countries of the world has fashioned out effective security control model to guarantee safety of lives and protection of citizens properties. This security measure is one of the many challenges confronting most developing nations including Nigeria.. It is a very serious problem when a country cannot protect the lives and properties of its citizens. It is even a bigger problem when the lives of its citizens mean nothing to the government of the day. The continuous incidence of boko-Haram and herdsmen attack, kidnapping, suicide bombing, violence and abduction is a clear indication that present government have failed its citizen in securing them and their valuable. This study examined the emerging trends and patterns on non state actor involvement in crime prevention and control in South-West Nigeria: An old wine in new bottle. The paper adopted the Karl Mark (1874) theory of exploitation as its theoretical current. The study made used of the survey research design. Sample size of 200 was determined using Yamane sample size technique. The cluster, simple random and purposive sampling techniques were used to select respondents for the study. The study made use of questionnaire and key informant interviews as instruments for data collection. Simple percentage tables and frequency were employed to present quantitative data. Qualitative data was analyzed using content analysis technique and ethnographic summaries. The results revealed that the Non state actors involvement in security via Amotekun has drastically reduced crime rate, safeguard lives and property, promote socio-economic development, exposes criminals, promote peace and unity amongst others. The paper recommended that the government must make security a top priority by providing all that is required to guarantee safety of lives and properties of its citizens’. The citizens must support the government and its agencies in all means possible to reduce crime rate in the area. Effective legislation, enforcement and adequate sanction should be advocated for those caught to be perpetrating crime or sabotaging crime prevention and control efforts of the government.

Статья посвящена анализу сюжетов 11 фольклорных текстов селькупов, четыре из которых с полным правом можно обозначить как героические сказания, записанные на Средней Оби в середине XIX в. (в 1845 г.) лингвистом М. А. Кастреном; еще один текст XIX в. записан в 1870-х гг. Н. П. Григоровским. В ходе проведенного исследования была выявлена основная сюжетная схема, в которой как базовые мотивы присутствуют сватовство или умыкание богатырем невесты, погоня ее братьев и предыдущих женихов за героем, а также битвы богатырей между собой. Остальные шесть анализируемых текстов были зафиксированы в ХХ в., они также имеют похожее развитие сюжетного действия; но их запись лаконична, сюжет оформлен как краткий пересказ. В ходе исследования была установлена разница в мотивах между текстами и выявлено несколько сюжетных вариантов, в форме которых существует данный сюжет, – «мужской» вариант, где главным героем является мужчина-богатырь, и «женский» вариант, когда сюжет строится вокруг невесты, которую сватает или умыкает богатырь (но тогда именно женщина является главной героиней, так как повествование концентрируется вокруг нее, и оно исходит от ее лица). Также выявлена существенная внутритекстовая разница в использовании режимов повествования. This article is devoted to the analysis of eleven folklore Selkup texts, four of which can actually be called heroic tales. They were recorded in the middle of the XIX century (1845) by the linguist M. A. Castren in the Middle Ob; another text from the XIX century was recorded in the 1870s by N. P. Grigorovsky. In the course of the study, the main plot scheme was revealed, in which the main motifs are courtship or bride kidnapping by a hero, the hunt for the hero by her brothers and former grooms, and fights between the heroes. The other six texts analyzed are from the twentieth century and also show a similar plot development, but their recording is more concise, and the plot is laid out as a “short retelling”. In the course of the study, the difference in motifs between the texts was noted, and several plot variations were identified in which form this plot exists – a ‘male’ version where the main character is a male hero and a ‘female’ version where the plot revolves around a bride who is courted or abducted by a hero (but then the woman is the main character as the narrative focuses on her and begins from her perspective). There is also a significant difference in the use of narrative within the text.

Resumen
The aim of the article is to comprehend the specifics of the infernal image of the litavets (perelesnyk) in Ukrainian romantic prose. In order to achieve this goal, the following systemic unity of research methods was used: typological, biographical, comparative, genetic, method of analysis and synthesis, mythopoetic approach to the interpretation oftexts. The article on the material of folk poetry and literary texts, as well as folklore studies of V. Hnatiuk, O. Kononenko, E. Onatsky and other scientists characterizes the infernal image of the litavets. It is determined that the litavets (perelesnyk, fire snake, nalitnyk, litun, obaiasnyk, perelet) is an anthropomorphic infernal character. Its main function is to enter into intimate relations with women, which subsequently mostly turn into death. The image of the perelesnyk is quite popular in folk tales and legends. Thus, in fairy tales he often appears as an antagonistic hero who kidnaps girls, which is mentioned in such works as «Ivan the King, his sister and the snake», «Kotygoroshko», «How snakes kidnapped three sisters», «Snake winner and the dragon», «The Tale of Ivan Golyk and his brother», etc. In these works, along with the motif of kidnapping women, there is also the motif of snake-fighting. Note that the motif of victory over the insidious serpent is leading in folk legends, in particular in stories about the serpent shaft, the terrible serpent defeated by Boris and Gleb, in the story of Kozhumyak (mentions of these legends are also found in the early edition of the first historical novel in Ukrainian literature «Five Chapters from P. Kulesh's New Novel ”Black Council”», 1845). Interpretation of the mythical nature of the fire snake has become widespread in fiction, especially in the prose of the Romantic period. A striking example of this is the work of P. Kulish (the stories «About what in the town of Voronezh dried up Peshevtsov Pond», 1840; «Fire Snake», 1841) and I. Barshchevsky (the story «Nobleman Zavalnya»), where the image of a perelesnyk is available in the chapter «On the Warlock and the Serpent Hatched from the Egg of a Rooster», 1844). P. Kulish instory «About what in the town of Voronezh dried up Peshevtsov Pond» the image of an incubus who came to his beloved every night, and in the story of the fire snake the writer presented the image of a perelesnyk-seducer, who did not suck, but gave a beauty his chosen woman. In I. Barshchevsky's story about the nobleman Zavalnya, the serpent turned into a young man, but he could not seduce the belle, as sincere prayer and a saving cross stood in the way.

Abstract In the summer of 1873, “a gentleman of high social position” in Williamstown, New York, “the quietest of summer resorts,” hired a “fast livery team” and carried off both his children. He presumably fled with them to Europe since as “a man of means,” he would “spare no money to cover up the trail.” Although the courts had given this man, Mr. Neil, custody of one his daughters in the “decree of separation on the ground of in compatibility of temperament,” the other daughter, whom he also took with him, had been awarded to his wife, who now suffered “fearfully over the theft.”1 Thus, even before the Charley Ross case defined for Americans the horror of stranger kidnapping, other children were being snatched by their own parents in what was all through the late nineteenth century, and ever more frequently in the twentieth, the single most prevalent kind of abduction.
