The article examines the image of China in Kazakhstani society, analyzes the perception and attitude of Kazakhstan’s population towards China. Based on the results of a survey of Kazakhstan’s population (N = 2,594) and an expert survey (N = 23), the authors identify the principal stereotypes about China in the mass perception of Kazakhstanis. Also, the authors assess the level of awareness of the population about China and its projects and the perception by the Kazakhstani people of the economic, political and socio-cultural influence of Kazakhstan’s eastern neighbor. In addition, the article examines the attitude of Kazakhstanis to bilateral cooperation between Kazakhstan and China and the manifestations of Sinophobia in Kazakhstani society and identifies the main factors of anti-Chinese sentiments in society. The article also presents the authors’ original model of the China Perception Index in Kazakhstan, which consists of four parameters that reveal the level of cultural, economic and political perception of the country’s eastern neighbor. The results of the study establish that the general attitude of the Kazakhstani society towards China is neutral. The main factor that influences the perception of China is the degree of the Chinese investors’ presence in the region. The study proves the correlation between the duration of the presence of Chinese investors and the scale of business, on the one hand, and the level of perception, on the other: the longer the history of presence in the region, the less positive the attitude of the population towards China. Along with this, the study demonstrates a positive relationship between educational achievements and the China Perception Index. Thus, Kazakhstani citizens with an academic degree (Index = 0.24) have a significantly more positive attitude towards China, compared to those with a secondary technical and vocational education (Index = 0.09).

The relevance of the subject matter is conditioned by the fact that the paper investigates the issues of Kazakhstani patriotic consciousness, which have not yet been studied in socio-political science. The paper is aimed at a detailed study of the nature and structure of the patriotic consciousness of the Kazakh population as a new type of patriotic consciousness. The leading methods to study this problem are modelling and analysis, which allow to comprehensively study and describe the components of the Kazakhstani patriotic consciousness as an object of study. Based on the research, it was concluded that the Kazakhstani patriotic consciousness is a complex managed system of ideas and views, traditions, and principles of behaviour, feelings and moods of the multinational multiconfessional people of Kazakhstan. The Kazakhstan patriotic consciousness is the result of the reflection in the consciousness of the population of a new type of Kazakhstan’s national homeland, which is aimed at uniting and rallying all the peoples of Kazakhstan, the progress of a democratic society in Kazakhstan. At the same time, the paper focuses on discussion issues that relate to the problems of optimising the formation and education of the patriotic consciousness of the population of Kazakhstan, including the problems of constructing their theoretical framework – the theory of Kazakhstani patriotic consciousness. The practical significance of the results is reflected in the fact that this study can serve as the basis for further in-depth study of the dynamics of the Kazakhstani patriotic consciousness and national policy of the Republic of Kazakhstan.

Abstract Energy is a fundamental factor in cooperation between Kazakhstan and the European Union; both sides strive for energy security but understand it differently. For Kazakhstan, the European Union is the primary export market for energy resources, a source of investment and technology. For the European Union, Kazakhstani oil and gas are the most valuable energy resources of the Central Asian region. The relevance of the chosen topic is that oil and gas are of crucial importance for the economy of Kazakhstan. In the future, Kazakhstan is going to increase production with the European Union. Kazakhstan’s oil and gas industry can be attributed to one of the leading sectors of the country’s economy. The purpose of the scientific paper is to analyse the oil and gas trade between Kazakhstan and the European Union using a time series model to examine Kazakhstan’s oil and gas trade flow, in order to describe its top 5 trade partners in the European Union, also providing objective information on the results and prospects of development of cooperation between Kazakhstan and the European Union in the field of oil and gas trade.

Introduction. The relevance of the study is determined by the gradual expansion of educational cooperation between Kazakhstan and China and the need to identify the competitive advantages of the educational system of China over Kazakhstan’s system of higher education. The purpose of the article is to identify factors stimulating dynamic growth of educational migration from Kazakhstan to China, as a relatively recent phenomenon, and to evaluate its possible consequences. Materials and Methods. In order to identify main trends and the way of development of Kazakhstan-China educational relations, we used empirical methods; namely: qualitative research method, description, expert interviews, content analysis, and synthesis. A survey of Kazakhstani students studying in China was conducted. The students of the Department of Chinese Studies of Al-Farabi Kazakh National University were interviewed, as well as those who participated in the joint training program with the Lanzhou University. Kazakhstani students from Beijing University of Language and Cu lture also participated in the survey. Results. The main reasons for the dynamic growth of educational migration from Kazakhstan to China are high quality of education in China, access to education in Chinese universities, comfortable learning and living conditions for Kazakhs, etc. By analysing the statistical data of the Chinese Ministry of Education, timing of the dynamics of Kazakhstani students’ flows to China was presented. The legislative and governmental measures of the two countries aiming to create a basis for educational cooperation were also analysed. An attempt to predict the future activities of Kazakhstan students as the “soft power” of China in Kazakhstan was made. Discussion and Conclusion. This problem can be further investigated in the study of factors affecting the increase in the academic mobility of Kazakhstani students, which should contribute to the expansion of cooperation between Kazakhstan and China in the field of education. The results of this study may be useful to scientists and lecturers engaged in research on various aspects of the educational migration of Kazakhstan to China.

This article discusses the legal foundations of the formation of Kazakhstan's patriotism in the course of Public Service in the country. The authors point out that patriotism in Kazakhstan is a respectful, humane and friendly attitude of peoples, which has always been characteristic of Kazakhstanis, as well as calling all Kazakhstanis to creative work, to make every effort to preserve peace, unity and independence of our country, creating conditions for the development of education, culture, economy, social sphere in the state ofKazakhstan. In the course of the implementation of the national policy of the country within the framework of the new Kazakhstan patriotism it is assumed that it accounts for the equality of all nationalities, races, confessions in the need to make coordinated decisions, taking into account the interests of different peoples living on the territory of Kazakhstan. The authors analyze the fact that Kazakhstan's patriotism is one of the constitutional ideas reviving it as a common national idea of love for the motherland, as well as respect for its history. The rights of citizens in the Republic of Kazakhstan are provided by the Constitution and norms ofthe law, ensure their equality before the law, regardless of their social status, ethnicity, official career or other origin, religious affiliation and other differences. In this context the authors note that in the formation of domestic patriotism in the course of public service every citizen of Kazakhstan has the opportunity to contribute to the development of language, traditions, culture, and, in general, all institutions of the state should work to ensure equality of opportunities.

The paper examines the connection between political power and economic impact in China's foreign strategy towards Kazakhstan. In most recent decades, China created considerable relative monetary abilities that it progressively extends externally. A detailed look at Chinese investment, finance, and trade explains the drivers of China's monetary impact in Kazakhstan. The investigation demonstrates that Beijing made solid financial dependencies, which like this presented a precarious progressive system in the reciprocal relationship that leaves Astana in an outranked and Beijing in a predominant position. From one viewpoint, this reliance drove by the revenue and legitimacy of the Kazakhstani elite, and other views that China's relative financial abilities, directed by Beijing's "Go Global" initiative. The paper discusses the perplexing cluster of monetary establishments that project Chinese economic power into Kazakhstan and their association with Beijing to decide if Kazakhstan's monetary reliance is the result of a thoughtful approach coordinated by Beijing. After setting up the extent of the dependency and hierarchy of the relationship, the paper discourses China's capacity to interpret the reliance into meeting its foreign strategic interests. Beijing effectively uses this reliance to achieve its political goals, most prominently in accessing Kazakhstani assets.

One of the most important priorities in the formation and development of multinational Kazakhstan as an independent and competitive state was the promotion of the idea of interethnic harmony and stability in the young state. The first President – Elbasy N.A. Nazarbayev has repeatedly emphasized that harmony in society, unity of the people and stability are the main assets that form the basis of Kazakhstan’s statehood. Kazakhstan, being a unique example of interethnic harmony, peace and stability in the Central Asian region and the world space, has managed to attract the attention of public and state figures, scientists from many foreign countries with its achievements in the field of interethnic relations. This is evidenced by various articles and works of many well-known foreign figures who draw attention to the Kazakhstani model of interethnic harmony, rightly called the model of Nursultan Nazarbayev. In this article, the authors tried to find key arguments in favor of the methodological merits of the First President of the Republic of Kazakhstan – N. Nazarbayev’s Kazakhtani model of interethnic harmony and civil unity. Gives the author’s definition and concept of «identity». The authors assigns a special role to the Assembly of the People of Kazakhstan, as the most important institution for instilling Kazakh patriotism among our youth. The authors concludes: «the civilizational choice made by Kazakhstan in favor of preserving cultural diversity turned out to be deeply thought out». He draws an interesting analogy between the concepts of «identity» and the concept of «civilization». Another advantage of this article is the assertion of its author about the indisputable role of N. Nazarbayev’s programmatic article – «Course towards the future: modernization of Kazakhstan’s identity». Today, according to him, the modernization of the consciousness of Kazakhstan is the formation of a modern perception of the world is the most important task. Without the implementation of this presidential task, it is impossible to carry out economic reforms, political modernization and, of course, it is impossible to create the foundations of Kazakhstani identity

The relevance of the research topic lies in the popularization of Kazakhstani children's sports team’s image in the world as a significant part of human capital by means of uniform design. The purpose of the study is theoretical and methodological substantiation of Kazakhstani children's sports uniform design identity. The scientific novelty of the research lies in conducting an interdisciplinary theoretical analysis of the structural components of children's sports team’s image in Kazakhstan. The research methodology is based on Kazakh and foreign scientists' works in the field of pedagogy, psychology, analytical psychology, personal development, motivation, acmeology, epistemology, brand building, semantics, cultural studies, cultural anthropology, ethnography and costume studies. The study’s results made it possible to identify the mechanisms to form the value bases of the image for young athletes’ uniforms in Kazakhstan. An interdisciplinary, theoretical, and methodological analysis of children's sports uniform design made in this research will contribute to the popularization of Kazakhstan's young athletes’ image in the world. The practical significance of the research is based on the studying Mimioriki brand’s contribution to creating the image of Kazakhstan uniforms for the children's sports team.

The scientific novelty of the study lies in the fact that the subject field of ideological processes is studied in many Sciences. Philosophical analysis of the theory of ideology allows us to more clearly identify the main components of the ideological chain. The philosophical study of ideological processes in Kazakhstan reveals the importance of the formation of the national ideological process of Kazakhstan's society in the context of globalization.

AbstractKazakhstan's 2010 chairmanship of the Organization for Security and Cooperation in Europe (OSCE) has potentially far reaching consequences for Europe's premier international human rights organization and for democratization and human rights in Kazakhstan and other OSCE participating States. Some have argued that Kazakhstan's chairmanship will help tamp down dissatisfaction among some participating states that the organization devotes too much attention to human rights and democracy in the countries of the CIS and the Balkans. Others worry how a Kazakhstani Chairman would react in case of events such as the violence in Andijon in 2005 or the Russian attack on Georgia in 2008. Another significant question is whether the upcoming chairmanship will spur reform in Kazakhstan. To date, unfortunately, the Government of Kazakhstan has failed to deliver the real reforms in promised at the 2007 OSCE Ministerial.

The article considers the importance of further development of the process of internationalization of higher education in Kazakhstan, in particular, increasing the competitiveness of exports of Kazakhstani educational services through integration into the educational area of the Asia-Pacific region (APAC). It is shown that ratification of the Tokyo Convention will contribute to the implementation of one of the indicators of the Concept of Development of Higher Education and Science in the Republic of Kazakhstan for 2023 - 2029, specifically increasing the proportion of foreign students. Ratification of the Tokyo Convention will give Kazakhstan the opportunity to strengthen diplomatic relations with the countries of the Asia-Pacific region. It will raise awareness of Southeast Asians about Kazakhstan's education system, higher education institutions, educational programmes, the national system of qualifications of higher education, the process of issuing diplomas and certificates. This will help to improve mutual understanding and trust between the countries, as well as promote wider intercultural exchange of knowledge and experience. Ratification of the Convention will strengthen the status of Kazakhstani educational institutions in the educational area in the Asia-Pacific region, thereby attracting international students and researchers. Comparative analysis of the Lisbon and Tokyo Conventions on the Recognition of Qualifications in Higher Education shows that joining the Tokyo Convention can make the APAC countries one of the important platforms for the export of Kazakhstani higher education.

Research methodology - a regression model of the impact of China’s direct investment on Kazakhstan's Energy industry is established to study the impact of Chinese direct investment on Kazakhstan's Energy industry from four variables: net foreign direct investment in Kazakhstan, Kazakhstan's GDP, China's direct investment in Kazakhstan, and China's direct investment in Kazakhstan's Energy industry. Original / value of the research – China's direct investment in Kazakhstan's Energy industry, compared with other factors, can have a more important impact on Kazakhstan's Energy industry, so Kazakhstan can through cooperation with foreign capital, especially China’s capital, the establishment of joint ventures, to improve the current situation in Kazakhstan's Energy industry bad development. Findings. The results show that the impact of net FDI in Kazakhstan, Kazakhstan's GDP, China's direct investment in Kazakhstan, and China's direct investment in Kazakhstan's Energy industry on Kazakhstan's Energy development is signifi cant and positively related.

Due to the spread of COVID-19, which has become a global pandemic, Kazakhstan began distance education in universities in mid-March. During the quarantine, there were several problems with distance education. The purpose of this article is to research the effect of the COVID-19 pandemic on the Kazakhstani educational process. The methodological basis of the study describes the general situation of science in distance education in Kazakhstan by the strengths, weaknesses, opportunities, and threats analysis. In addition, this article determines the current state of Kazakhstan’s distance education system. At the end of the article, there are recommendations for solving major problems that have accumulated today. At the same time, this distance education process provides great opportunities for Kazakhstan, mainly the opportunity to develop the domestic information and communication technologies based on state information security. It is also an opportunity to lead people to protect themselves from COVID-19 safely in such a difficult global situation.

Kazakhstan’s model of ethnic management is often classified as a typical example of national identity-building. Kazakhstani politicians and media, however, prefer to refer to it as their unique third way. The article attempts to disprove both these claims. It argues that Kazakhstan merely uses two different ethnic management approaches—national identity-building and hegemonic exchange. The article tests this hypothesis by conducting a comparative analysis of various theoretical approaches to ethnic management and applying them to Kazakhstan. Furthermore, it explains what this dual approach means in terms of operationality by outlining the key challenges the model faces. The final section of the article summarizes its findings and provides recommendations.

As a country in modernization transition, Kazakhstan's economy has experienced a struggling process of integrating into the globalization for its accession to the WTO behind the dazzling prosperity, especially its vulnerable yet vital primary industry. Previous research stressed the agricultural economic management issues in Kazakhstan, emphasizing the static one-dimensional agricultural policy research. Compiling data analysis from the databases of the Republic of Kazakhstan Bureau of National Statistics, World Trade Organization, and World Bank, we aim to illustrate, from the theoretical perspective of new institutional economics, that while informal institutions standing still, the market economy reform, which is the transplant of the formal institution, has the endogenous dynamic effects on Kazakhstan's domestic economic sectors, especially its underdeveloped agriculture. Kazakhstan’s commitments to market access, domestic support, import subsidies, and technical barriers, are detrimental to the development of Kazakhstan's agriculture, followed by the influx of homogeneous goods, increased costs of agriculture, potential technological barriers, and even a dysfunctional industrial structure. With insufficient primary conditions, Kazakhstan's market-oriented economic reforms fluctuate the foundation of the industry, laying a hidden danger for the further modernization transformation. Actually, this dilemma of institutional transition is not a particular case in Kazakhstan, but a feature common to most developing countries undergoing modernization.

This article examines some aspects of culture as the essential basis of the Kazakhstani development model. The attributes of Kazakhstan’s national definition are studied. In recent years, the issue of a national definition in Kazakhstan has been discussed more and more extensively. The search for a national idea is a certain ideal principle of personal identification. The need for more growth of Kazakhstan’s national unity is established and substantiated. The formulated idea of «unity in diversity» is the underlying ontological principle that unfolds the life of contemporary cultural and social structures in Kazakhstani society. We consider history today and see the close relationship between the past and the present. Historians and politicians are motivated, by the official direction taken in pursuing their own national ideas, to turn to the ideological legacy of the past. Today, we are witnessing a realistic manifestation of the ideas of the past in the context of Eurasian space, in the field of Central Asia.In current conditions, however, the concept of Eurasianism is much more actualized, and it is the only alternative to the challenge presented by the world’s development toward unipolarity. To step towards multipolarity, Kazakhstan supports the deepening of Eurasian unification.

Abstract The Russia-Ukraine conflict raised fears that Kazakhstani Russians outside of Russia could be mobilized by the idea of the Russkiĭ mir (Russian world), which has been actively spread on the Russian-speaking segment of social media. Although Russian- speaking social media are popular in Kazakhstan, the example of young Kazakhstani Russians demonstrates that social media usage strengthens the connection to Kazakhstan rather than to the historical “home” country. Being surrounded by visual and textual information related to Kazakhstani urban centers, local Russian youth begin to envisage and create their version of Kazakhstan based upon personal social media feeds. As a result, their civic awareness and sense of belonging to Kazakhstan raise and allow these young people to navigate and portray their national identity in a positive way.

The demographic composition of Kazakhstan after the fall of the Soviet Union presented a dilemma to the new Kazakhstani government: Should it advance a Kazakh identity as paramount, possibly alienating the large non-Kazakh population? Or should it advocate for a non-ethnicized national identity? How would those decisions be made in light of global norms of liberal multiculturalism? And, critically, would citizens respond to new frames of identity? This paper provides an empirical look at supraethnic identity-building in Kazakhstan – that is, at the development of a national identity that individuals place above or alongside their ethnic identification. We closely examine the Assembly of People of Kazakhstan to describe how Kazakhstani policies intersect with theories of nationalism and nation-building. We then use ordered probit models to analyze data from a 2014 survey to examine how citizens of Kazakhstan associate with a “Kazakhstani” supraethnic identity. Our findings suggest that despite the Assembly of People's rhetoric, there are still significant barriers to citizen-level adoption of a supraethnic identity in Kazakhstan, particularly regarding language. However, many individuals do claim an association with Kazakhstani identity, especially those individuals who strongly value citizenship in the abstract.

The digitalization of exports is becoming increasingly important in today's globalized economy, particularly in the automotive industry. This study identified legal barriers to the digitization of electric vehicle (EV) exports from Kazakhstan, a country that has recently started producing and exporting EVs. Using a Delphi method and explorative factor analysis, the study identified electronic signature laws, intellectual property protection for EV technology, cybersecurity and data privacy regulations, and compliance with national trade agreements as the main legal barriers to the digitalization of Kazakhstan’s EV exports. The findings indicate that these legal barriers are interrelated and describe one phenomenon, and they can significantly impede the digitalization of exports of EVs in Kazakhstan. This study provides policy recommendations for addressing these legal barriers to facilitate the digitalization of exports in Kazakhstan's EV industry. The study's contribution to the literature is the identification of legal barriers specific to Kazakhstan and the interrelatedness of these legal barriers, which can help policymakers develop targeted policies to support the digitalization of exports in Kazakhstan's EV industry.

This literature review article is dedicated to the issues and notion of multilingualism, particularly in Kazakhstan. Kazakhstan is a multiethnic country where more than 130 different ethnic groups reside. At present, a fast multilingual advancement is taking place in Kazakhstan. The study explores the origins and definitions of multilingualism, the role of multilingualism in the development of the Kazakhstani education system, and the models of multilingual education in Kazakhstan. Different approaches and definitions in terms of multilingualism and the performance and implementation of multilingual education are presented. The development of multilingual education in the Kazakhstani educational system plays a pivotal role and it is rapidly developing. The implementation of multilingual education in this country aims at integrating and internationalization of Kazakhstan to the world’s educational and scientific societies. Multilingualism is also widespread in some of the European countries. Several approaches related to the multilingualism and multilingual education are indicated in this article. This paper introduces the challenges and suggestions of diverse alternatives of multilingual education in Kazakhstani higher education institutions.

The article analyzes the development of ESG transparency in the financial market of Kazakhstan. During the research, the structure of the Kazakh ESG finance market was determined. There is some evidence that ESG financing is actively developing in Kazakhstan. The main participants of Kazakhstan's ESG financing market are government agencies, banks, stock exchanges, carbon exchanges, rating agencies, banking and business associations. Herewith, the rating of companies providing free access to ESG data was analyzed. Features of ESG in the financial market of Kazakhstan were identified. Companies providing free access to their reports were grouped as large national holdings and initiative companies. The analysis of the rating revealed that environmental issues are well disclosed by companies in the non-financial sector. It is worth noting that the leaders of ESG in Kazakhstan are large oil and gas companies. At the same time, problems of ESG transparency of the financial market were found, such as passive disclosure of ESG information, doubts about the reliability of the data provided. We have obtained accurate results proving that the ESG transparency of the financial market in Kazakhstan is not sufficiently developed. Kazakhstani businesses are recommended to apply ESG transparency in their corporate reporting, implement ESG principles in the company. The survey suggest that state should focus on stimulating the use of ESG in small and medium-sized businesses, since small and medium-sized businesses are the driver of the economy.

Excessive differentiation of socio-economic development of regions leads to the collapse of a single socio-economic space and the emergence of socio-economic inequality. This study assessed socio-economic inequality in Kazakhstan and its impact on regional development management. It analyzed interregional disproportion of socio-economic development of regions through the index approach using statistical data from the Bureau of National Statistics for 2011–2019. A comprehensive study of the socio-economic development of Kazakhstan and its regional differences employed the proposed index of social and economic development. It was revealed that Kazakhstan has a high level of interregional differentiation of socio-economic development, which indicates the existing socio-economic inequality, requiring the development of new and improvement of existing mechanisms to create an inclusive economy. There are significant gaps in socio-economic development between Kazakhstani regions. According to the proposed index, Kazakhstan is at the above-average level (42, B). From 2011 to 2019, the index was practically at the same level (39-42). The average social and economic development was shown by Almaty (61.1, B++), Nur-Sultan (59.9, B+), Karaganda (53.1, B+), and East Kazakhstan (51.0, B+). Low social and economic development was shown by Akmola (29.8, C+) and North Kazakhstan (22.4, C+). The difference in the socio-economic development of the regions is directly interconnected with the regional economic and social policy. According to the results, to implement state policy in inclusive development and overcome socio-economic inequality, respective measures should promote economic integration, including the mechanisms of regional, industrial, and research policy, comprising all levels of state regulation. The idea of creating the Eurasian Union belongs to the First President of the Republic of Kazakhstan, Nursultan Nazarbayev. Until 2011, this initiative was popular in the academic and expert community of Kazakhstan. There has been a groundswell of support. It was partially embodied in the foundation of such regional organizations as the Eurasian Economic Community, the Shanghai Cooperation Organization, and the Collective Security Treaty Organization. Astana has lost leadership in promoting Eurasian integration since 2011. Although Kazakhstan is an active participant in the Eurasian Economic Union (EAEU), the initiative is gradually being transferred to the Russian Federation. This article is devoted to the analysis of the genesis of the Eurasian idea and Eurasian practice in Kazakhstan, highlighting the qualitative stages in the dissemination of the ideas of Eurasianism and Eurasian integration in Kazakhstan. Comparative analysis, event analysis, political monitoring and process of tracking were used in the article. The authors conclude that the ideological content of Eurasianism in Kazakhstan has undergone a certain genesis and has almost exhausted itself at this stage. Kazakhstan has now taken a stand on rigid economic determinism in the implementation of the EAEU project and has moved away from the broad set of tasks of Eurasian integration, as originally presented by N. Nazarbayev. This is largely due to the internal political development of the Republic of Kazakhstan, the changes in the ethnic composition of the population, the arrival of a new generation of managers, the beginning of a new stage in the formation of a national state and nation-building, which are reflected in new conceptual documents and national programs. At the same time, it was Eurasianism that corresponded to the specifics of Kazakhstani society and contributed to interethnic interaction and harmony, just as at this stage, Eurasian integration helps to preserve Kazakhstans sovereignty and strengthen its position in the system of global economic relations. However, there is a significant conceptual and semantic gap in understanding the essence of Eurasianism and the current practice of building a sustainable Eurasian integration core, an active participant of which Kazakhstan could become.

The concept of multivectorism is the basis of the foreign policy strategy of the Republic of Kazakhstan. Multivectorism is also the framework within which Kazakhstan carries out its foreign policy in international organizations and integrational institutions. However, the implementation of this aspect of its foreign policy within the UN General Assembly has not yet been studied. To examine the concept of multivectorism, the author analyzes Kazakhstan’s voting cohesion with Russia, China, the USA, Turkey, and Germany in the UNGA from 2007-2022. The author also studies Kazakhstan’s behavior in situations where it voted opposite the way these countries voted. This article analyzes, among other things, the voting cohesion of Kazakhstan and the other countries in question on particular topics, such as disarmament, decolonization, human rights, development issues, armed conflicts, etc., as well as Kazakhstan voting patterns on key resolutions relating to armed conflicts involving the Russian Federation. As a result of quantitative and qualitative analysis of more than 1300 resolutions, the author comes to the conclusion that the main “vector” of Kazakhstan’s foreign policy is China. Not Russia, despite Russia formally enjoying the status of Kazakhstan’s declared key ally. Kazakhstan shares the highest voting cohesion with China (to a lesser extent with Russia, Turkey, and Germany, and only minimally with the United States). Moreover, when China and the other countries under examination vote in opposition to one another, Kazakhstan’s votes were more often in accordance with the Chinese position. The author argues that Kazakhstan also avoids explicit support for the Russian Federation in voting on resolutions related to armed conflicts involving Russia. This is further manifested in the Republic of Kazakhstan’s voting on resolutions related to the conflict in Ukraine. However, the reasons for the high level of voting cohesion between China and Kazakhstan in the UNGA require further research.

Relevance: The new challenges for Kazakhstan's economy have emerged in the aftermath of current geopolitical tensions, especially after Kazakhstani businesses have found themselves under the threat of the US and EU secondary sanctions. The industries of the export-oriented metals and mining sector were hit the hardest. Kazakhstani enterprises in their attempts to navigate the sometimes contradictory trends in world trade responded in a variety of ambivalent ways. This situation clearly requires more research. While the lack of large data volumes makes qualitative diagnostics and scenario-based forecasting extremely difficult, the proposed approach may prove to be a viable solution. Research objective: This study aims to identify and describe the main models of behaviour demonstrated by Kazakhstani companies that seek to manage the risk of secondary sanctions and mitigate their export losses. Data and methods: To study the responses of Kazakhstani companies to the risk of secondary sanctions, the case study method was used, which provides us with a broader view on the companies of different sizes and territorial presence. The cases are then systematized to identify the key types of corporate responses to secondary sanctions. The study relies on the observations and data gathered from the documentations of Kazakhstani companies, media publications, reviews, the List of Items Prohibited for Export and Import in Russia and the Republic of Belarus Pursuant to Sanctions, and the normative legal acts of the Republic of Kazakhstan. Results: The study has brought to light the models of behaviour demonstrated by large enterprises and junior companies in Kazakhstan's metals and mining industry. Seeking to minimize the risk of secondary sanctions, Kazakhstani enterprises choose different behaviour models. A comprehensive in-depth content-analysis has revealed the basic trends in the development of Kazakhstan's metals and mining sector. Conclusions: The analysis of the resulting portfolio of cases has shown differences in the responses of large companies affiliated with TNCs and small and medium-sized juniors. The study also brought to light the sanctions' negative impact on the development of Kazakhstan's economy.

Wages are the main source of income for Kazakhstan’s population and affect the well-being of Kazakhstanis. In this regard, managing wages at different levels becomes important, which requires identifying the main indicators that need to be influenced. The purpose of this article is to determine the factors influencing wages and the main trends in wage changes in Kazakhstan. The main methods of achieving the goal were economic-statistical and correlation analysis with the calculation of the growth coefficient and the Pearson correlation coefficient. The source base was statistical data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan for the period from 2011 to 2022. The study identified the main trends in wage changes in Kazakhstan. Wages are rising in different sectors of the economy. However, wage levels vary significantly across industries. Significant differences are also observed among different positions and qualifications of workers. Factors influencing wages in Kazakhstan include region, gender, economic sector, qualifications, minimum wage, labor productivity, GDP and GDP per capita, average annual population and number of employed people, natural population growth. The results of the study can serve as a scientific basis for the effective implementation of the Program to increase population incomes until 2029.

Epistolary heritage is an important component of the tradition of science and culture of any country. Its research allows to understand more deeply the development and features of this genre in the context of academic environment of Kazakhstan. The purpose of this study is to analyze the epistolary works of Kazakhstani scientists. The main directions of the work are classification of epistolary texts, identification of stylistic features of modern epistolary genre. The main idea of the research is to reveal the role of epistolary genre in scientific communication and to identify its contribution to the development of scientific discourse in Kazakhstan. The scientific significance of this work is to expand the existing knowledge about the genre and stylistic features of scientists' epistolary in the conditions of Kazakhstan's bilingualism. The study allows reconstructing the scientific picture of the biography of Kazakh scientists, revealing the typical features inherent in the epistolary genre in the academic context, which contributes to a better understanding of the linguistic situation in Kazakhstan in the context of two eras: Soviet and modern. The leading concept of the research is to prepare, implement scientific and practical recommendations, proposals aimed at improving the quality of legal regulation of wage employment in Kazakhstan. The study has two interrelated end goals: the development of a scientific and legal basis for Kazakhstan's accession to the Organization for Economic Cooperation and Development (OECD, Organization) and the unification of the national Labour legislation with universally recognized standards for the implementation of Labour relations in OECD countries.The aim is to theoretically substantiate the concept and content of the legal framework for ensuring human rights in the OECD countries; to generalize and develop ideas for solving the issues of improving the quality of legal regulation of the social and Labour sphere in Kazakhstan; to investigate problems and suggest ways of transforming the standards of wage Labour recognized in OECD countries into the Kazakhstani system of law.As a result of the research, conclusions and proposals are formulated aimed at improving and modernizing the norms of the Labour legislation of the Republic of Kazakhstan in the context of the development of all spheres of public administration and regulation in accordance with OECD recommendations and standards.

This is interest in the research of the leadership in business sector in Kazakhstan and in the responder’s attitude and preferences as to the leadership styles business executives employ, taking into consideration the developing stage of business activities in Kazakhstan. This study focus on the analysis of the leadership styles with employee performance and the survey research method was used. The questions were arranged according to six point Likert scale. Kazakhstan employees prefer such leadership styles as transformational, father, democratic, transactional and in some cases authoritative leadership styles. Kazakhstani employees prefer to be heard and supported, prefer to be a part of the organizational endeavors, contribute and add value to organizational development. Furthermore, as the study shows, Kazakhstani employees reject the coercive leadership style. They do not want to be a part of an organization, where force and ignorance of people’s values are considered to be as a normal attitudes. Nowadays within the development processes in Kazakhstan, leadership has big influence on organizational performance and company’s effectiveness.

The author of this article examines the phenomenon of diaspora and diasporic identity, conditions, and factors influencing the transformation and development of identity in a multiethnic society in Kazakhstan. Diasporic identity is a multifaceted phenomenon characterized by its dynamism. Kazakhstani Koreans (ethnonym — “Koryo Saram”) are integrated into the multiethnic society of modern Kazakhstan and it can be argued that the overwhelming majority of them are urbanized. This factor determines the high rate of acculturation, which leads to the transformation of the traditional Korean community. The author also analyzes the relationship between ethnic and diaspora identities. The characteristic forms of manifestation of ethnic identity, as well as methods for preserving and manifestation of the ethnic identity of the Korean diaspora in Kazakhstan, are analyzed. A diaspora is not a diaspora by default — initially, it is a group that is in an amorphous state, which can develop into a diaspora, provided that its construction is based on ethnic consciousness. The community of Koreans in Kazakhstan is not ethnically closed. As a result, the nature of the phenomenon of diasporic identity was determined and the forms of manifestation of the diasporic identity of Koreans in Kazakhstan were identified. The diasporic identity of Koryo Saram — a construct of various identities, which are based on a common cultural basis and are superimposed on the identity of representatives of the multiethnic society of Kazakhstan — is a “borderline” phenomenon: on the one hand, representatives of the diaspora are focused on the preservation of their ethnic and cultural identity, or “otherness” in relation to the ethnic majority; on the other hand, the situation of long-term residence and adaptation to new socio-cultural conditions determines the process of socialization and the formation of the Republic of Kazakhstan’s civic identity.

The criteria for pluricentric languages, generalized by the Working Group on NonDominant Varieties of Pluricentric Languages (WGNDV), as well as our earlier condition of tightness, opacity, incomprehensibility of Kazakh Russian were used to discuss the possibility of its gradual formation. Two main conclusions were made: a) the Russian language of the post-Soviet space currently meets the criteria for pluricentric languages; b) the Russian language in Kazakhstan is going through rapid and noticeable diversification processes. The arguments of Kazakhstani linguists who assert (B.Kh. Khasanov, E.A. Zhuravleva, D.D. Shaibakova, etc.) or deny (Z.K. Sabitova, A.K. Kazkenova, etc.) the qualifications of the Russian language as variant in Kazakhstan - a country of long-term and massive Kazakh-Russian bilingualism. Generations of Russian speakers (monolinguals - ethnic Russians, Koreans, Ukrainians and others and bilinguals - Kazakhs, Uzbeks, Uighurs and others) with a dominant Russian or a dominant ethnic language - are involved in the processes of Soviet Russification and modern Kazakhization with different effects. Nowadays the diversification of the Russian language in Kazakhstan is taking place against the background of a fundamental change in the status and functional state of the Kazakh and Russian languages; reducing the number of native Russian speakers; fundamental changes in Kazakh-Russian bilingualism, reflected in the crisis of the linguistic identity of a part of Kazakhstanis, in a linguistic shift towards the Russian language (Koreans, part of Kazakhs, Ukrainians, small ethnic groups, etc.) and a turn of the linguistic shift of Kazakhs; strengthening the position of the Kazakh language in business, culture, education, mass media, interethnic communication; the changed vector of influence of languages (Kazakh Russian) and the openness of the Russian language for oral and written borrowings, especially in media texts; finally, new communication needs of Kazakhstanis. The long-term linguistic and cultural borderland, which forms the internalized conceptual-mental picture of the world inherent in Kazakhstanis, has become a fundamental factor stimulating the diversification processes of the Russian language in Kazakhstan.

Abstract In this article, I explore male sex-work in Kazakhstan and show that unlike male sex work around the world, the Kazakhstani market appears to be overwhelmingly heterosexual. Based on a sample of 200 online advertisements, this paper generates original data by providing an overview of male sex work in Kazakhstan’s two largest cities, Almaty and Nur-Sultan. This data is analyzed through a gender lens that acknowledges a shift in local gender roles and expectations and I argue that a desire for sexual emancipation, which is constrained by conservative views surrounding female sexuality explains this particular phenomenon. More precisely, I suggest that women are likely to have discreet sex with anonymous professionals rather than indulge in casual sex with strangers or acquaintances to maintain their reputation. The article aims to study the relationship of Kazakhstan with China and Japan on the basis of a description of the structure and features of the educational and scientific sphere of Kazakhstan. For this purpose, the following tasks are set: The article describes the Republic of Kazakhstan's achievements based on the reforms carried out in education and science in the post-independence period; as well as the specific features and structural conditions of domestic education and science; The latest developments in the field of education and science in Kazakhstan are also included. The article discusses legal and institutional prerequisites, contracts signed at the government level, and multilateral agreements that formed the basis for close relations between Kazakhstan and the People's Republic of China. These include economic, cultural educational, and scientific cooperation. These contents are a kind of novelty of the article. The following conclusions can be considered as the main results of the article. First, China's influence on Kazakhstan's education and science system is growing. This can be characterized by the fact that there is an increase in Chinese language learners in Kazakhstan, an increase in Chinese language teaching centers, an annual increase in the number of students visiting China, and the sale of Chinese-language literature in bookstores and libraries in Kazakhstan. Secondly, relations between Japan and Kazakhstan in education and science are only developing, but the development shows excellent prospects. This is because Japan is essential to Kazakhstan's foreign policy and economic cooperation. Therefore, it is concluded that relations between Kazakhstan and Japan in the field of education and culture at the current level have a solid basis.

Since gained its independence in 1991, energy management has become the most important factor in the development of Kazakhstan’s economic and foreign policy. This is due to the presence of widespread deposits of natural energy resources in the bowels of Kazakhstan. This forms the energy security and essential basis for the economic independence of the Republic of Kazakhstan. The study, first of all, looks at Kazakhstan’s foreign policy and the links between foreign policy and energy sources. In particular, attention is paid to the role of oil in shaping Kazakhstan’s foreign policy as an active participant in the highly competitive energy resources market. The energy potential of Kazakhstan, the entry of Kazakh oil into the world market and the obstacles created by Russia for Kazakhstan in this process are investigated next. Other problems in the region are analyzed, including border issues with neighboring countries, as well as the impact of energy demand in China on Kazakhstan’s foreign policy. In this regard, the main focus of the study is the analysis of Kazakhstan’s energy resources rich in oil reserves, and the analysis of the multilateral energy policy of the Astana Government since independence and has been gained since.

The purpose of the article is to study the organizational and economic mechanism of the textile cluster development in the Republic of Kazakhstan. The article discusses development of the Kazakhstani textile cluster. The textile industry is one of the priority sectors of the industry of the Republic of Kazakhstan, designated to ensure a qualitative transformation of the country’s economy. In order to develop the industry in Kazakhstan, back in 2005 a cotton-textile cluster which unites about 50% of Kazakhstan’s textile production was organized. To support the development of textile and light industry, special programmes have been developed in Kazakhstan to support the sector and, in particular, the textile cluster. Based on analysis of problems impeding its effective functioning, authors of the article substantiated the need to introduce a new organizational and economic mechanism for cluster management. The main problem of low efficiency and slow development of the cluster consisting in weak intersectoral interaction within the cluster and in the textile industry of Kazakhstan as a whole was identified. The model of cluster’s operation, organized on the “top-down” principle of mainly by the initiative of the government, was analyzed and a new organizational and economic mechanism of cluster functioning was developed based on increased interest of cluster’s entities in joint results. This mechanism is based on the consolidation of the efforts of state and non-state actors of the cluster which will ensure the greatest effectiveness of its functioning and create a synergistic effect. The purpose of the proposed mechanism is to activate the cluster’s operations, strengthen the intra-industry and cross-industry interaction of subjects and create a single technological chain within the textile industry.

The aim of this study is to explore the effects of sanctions on the international trade of Kazakhstan using data from TradeMap database. The Russia-Ukraine conflict has brought instability to the broader Eurasian continent and significantly affected neighboring states. Kazakhstan and Russia share the second-longest international land border and both participate in the Eurasian Economic Union with a high level of economic integration. Given Kazakhstan's landlocked status, the country relies on Russian territory for its main export routes. Despite expectations of potential issues with oil and gas transportation for Kazakhstan due to sanctions on Russia, there was an increase in mineral exports from Kazakhstan in 2022, resulting in a positive trade balance. High energy prices and inflation in the EU at the start of the invasion led to the delay of oil and gas import bans by the bloc until late 2022. There is also evidence of sanction evasion by Kazakhstani companies, reflected in changes in the structure of exports to Russia. This has prompted visits by officials from sanctioning countries and increased monitoring. Overall, the conflict and subsequent comprehensive sanctions have created uncertainty for investors and require scenario-based long-term planning and additional compliance costs. It is recommended to improve awareness of local companies about the possibility of violating sanctions through corporate training and cooperation with business associations. This will help local businesses to prevent the risk of being subjected to secondary sanctions.

Methods: The article uses rating model for evaluating competitiveness of Kazakhstan’s regions based on indices, developed by Agency for research on investment profitability, operating at National chamber of Entrepreneurs of Kazakhstan (rating of competitiveness of Kazakhstan’s regions). Results and their value: Value of the paper considered in that classification of regions is carried out according to analysis of main socio-economic indicators of Kazakhstan regions, which originates in Concept of regional policy. The authors also calculated main indicators of competitiveness index of Kazakhstan regions according to National chamber of Entrepreneurs of Kazakhstan in order to determine the specifics of regions and identify directions for developing regional strategies. Based on results of the study, analysis was carried out that allowed to reveal strengths and weaknesses of regions of Kazakhstan. It is emphasized that a high level of regional competitiveness cannot be achieved without development of human resources and their rational use. In general, directions of regional policy are determined by chosen development scenario. The approach proposed by authors to methodology for evaluating regional competitiveness has a number of advantages - it reflects the specifics of regions, allows seeing the nearest competitors and determining directions of the region’s development strategy.

The research aims to investigate the role of Q-pop in reinforcing Kazakh cultural ties among various demographic groups, thereby enriching our comprehension of national identity in the country. This study utilized a quantitative research methodology, employing an online survey and snowball sampling technique to gather statistically significant results and insights into the rise of Q-pop and its intricate relation with national identity in Kazakhstan. Through exploring Q-pop's interaction with different cultural contexts, this study aims to shed light on the dynamics of cultural adaptation, fusion, and national identity construction in Kazakhstan, paying special attention to the intricate effects of gender and geographical factors. Purpose: Currently due to Kazakhstan's high vulnerability to external shocks, Kazakhstan needs new growth factors to accelerate and provide more inclusive growth. The National Bank of Kazakhstan, as the central bank, is responsible for the development and implementation of state monetary and credit policy within the framework of powers provided by current legislation. Objectives of monetary policy are primarily carried out to achieve this goal. Restoration of trust to actions of economic authorities is possible only if a balanced and responsible policy, supported by concrete actions and results, is implemented.
Methodology: This study provides a literature review of domestic and foreign authors, who conducted the study of monetary policy of Central Banks of countries in various aspects of international experience. The study gives an analytical overview of the current monetary policy of the Republic of Kazakhstan.
Main Findings: The study discusses the importance of Kazakhstan’s monetary-credit regulation as only by means of effective monetary policy state can mitigate economic crises, restrain inflation growth and stimulate investments in various sectors of country's economy. The studies are systematized theoretical and methodological research aspects of the monetary policy of Kazakhstan of which the conclusions and recommendations proposed to improve the economy of our country.
Implications/Applications: This suggests that we should work in the near future, look for drivers of growth, so as to ensure not just an anti-crisis manual management of the economy, but to enter the rails of sustainable development.

Since independence, the Republic of Kazakhstan has been pursuing a multi-vector policy with Western countries. The main directions are aimed at politics, economics, and the cultural and humanitarian sphere. Our country has established relations with Western countries, including Germany. Bilateral cooperation is a priority and enhances mutually beneficial partnerships between the two states. Economic relations and political integration as an impulse of the new time are a model for all states of the modern world. In addition, the strategic partnership between Kazakhstan and Germany is constantly strengthening and expanding, covering almost all areas of activity. Reciprocity and tolerance, as a manifestation of the culture of relations between peoples, are the distinctive qualities of Kazakh-German relations. The coincidence of interests in the main areas of foreign relations will undoubtedly contribute to the harmonization of cultural relations in bilateral friendly relations. A significant part of the contact between Kazakhstan and Germany in the cultural sphere is linked to the German diaspora in Kazakhstan. If we make a historical digression, the Germans have lived throughout the territory of the Republic of Kazakhstan since the time of tsarist power. Kazakhstani Germans, preserving their culture and identity, live in close cultural ties with the Kazakh people. Such activities between peoples reach the interstate level, which contributes to the development of cultural ties between Kazakhstan and Germany. The article examines the cultural ties between Kazakhstan and Germany through the example of the German diaspora in our country. The article presents a scientific analysis of the role and influence of Kazakhstani Germans on these relations.

This article raises an important issue of Kazakhstan’s potential to transcend the traditional understanding of Eurasian regionalism, which is mainly associated with the post-Soviet space, including the Eurasian Economic Union. The authors question the broadening of the definition of “Eurasian regionalism” and assess new opportunities for Kazakhstan’s participation in the Eurasian regional process within a broader continental context. Approaching Eurasian regionalism from a new perspective allows us to consider Kazakhstan not only as a participant in the post-Soviet space, but also as a key player at the continental level. The article raises the question of Kazakhstan’s capabilities in the context of Eurasian regionalism, given its geopolitical location and economic potential; the limitations of Kazakhstan’s participation in regional initiatives such as the EAEU and SCO compared to global trends and roles in the region. The article examines the new challenge for Kazakhstan and other Central Asian countries as maintaining independence in the face of changes in the geopolitical environment; the role of international cooperation and integration for Kazakhstan as a strategic element in its foreign policy and economic development. The necessity of diversity of external relations and strategic partnership for Kazakhstan in the conditions of multi-vector approach is emphasized. The article also points out the importance of Kazakhstan’s active participation in international integration processes and its role in global production chains and infrastructure projects to strengthen the economy and increase the country’s status in the global community.

The paper is devoted to the activities of the Republic of Kazakhstan archives aimed at identifying, studying, and popularizing the historical and documentary heritage of Kazakhstan, and to the role of this area of historical and cultural activity in the development of international cultural cooperation between Kazakhstan and Russia and other states of Eurasia. The authors’ hypothesis is that the commonality of historical experience in the field of archiving and the similarity of contemporary tasks of the historical and cultural policy of the CIS countries, including Russia and Kazakhstan, are the basis for the participation of archives in the development of Eurasian integration and cooperation in the field of science and culture. In Kazakhstan, this process received significant additional incentives over the period 1998–2021. The adoption in 1998 of the Law on the National Archival Foundation of the Republic of Kazakhstan can be considered as the beginning of a large-scale project to identify, publish, and popularize the archival heritage of Kazakhstan, and this work was initially carried out both in Kazakhstani archives and abroad — in Russia, Uzbekistan, Great Britain, France, Turkey, and other countries of Greater Eurasia. In the 2000s, the President of Kazakhstan Nursultan Nazarbayev in a series of articles and speeches had formulated an idea of referring to the history as the main source for formation of the national idea of modern Kazakhstan, including the approval of the world historical and cultural significance of the concept of the Great Steppe — the cradle of the Kazakh people. One of the central tasks in the implementation of this strategy was collection and promotion of documents related to the history of Kazakhstan in the international scientific and information space. In 2018, N. Nazarbayev came up with the “Archive – 2025” initiative, which further confirmed the role of the heuristic and archaeographic activities of archives and set the task of creating the most complete digitization of the archival heritage of Kazakhstan. The article provides an overview of the main directions of work of the Kazakhstani archives in 1998–2021: archaeographic expeditions abroad, publication of documentary collections, and scientific research on the history of the peoples, social life, and statehood of Kazakhstan in the 18th – 20th centuries, digitization of the archives of the Republic of Kazakhstan, conducting international scientific conferences and seminars. The facts revealed by the authors show that the archival heritage of Kazakhstan is an area of fruitful and productive cooperation of humanitarians of the countries of Eurasia and also an incentive for integration processes in science and culture in the post-Soviet space.

Educational migration largely determines the dynamics and nature of the country’s economic development and is viewed as a factor in increasing the country’s competitiveness and building up human capital. In this context, an increasing problem for Kazakhstan is the regulation of educational migration in the context of fierce competition in the international market of educational services.A review of publications showed that the issues of regulating educational migration from Kazakhstan are not widely covered in scientific discourse. There are practically no scientific works on the political and legal aspects of youth migration. But even if there are such publications, then, as a rule, they are devoted to the analysis of youth migration in Central Asia in general. The relevance of the study is determined by the gradual expansion of educational contacts of Kazakhstan with other countries and the need to identify the competitive advantages of foreign educational systems over the national higher education system of Kazakhstan.The purpose of the article is to consider the main motives, causes and consequences of educational migration from Kazakhstan, to analyze the activities of the authorities and ways of regulating youth migration, develop new effective methods for regulating external migration processes and provide recommendations on minimizing the risks associated with the outflow of young people from the country.In order to identify the main trends and development of educational migration from Kazakhstan, the study was carried out on the basis of collecting information through a questionnaire, as well as its detailed processing and content analysis. Kazakhstani students studying in Russia took part in the survey. The sample consisted of 183 people.As a result of the study, the main reasons for the dynamic growth of educational migration from Kazakhstan were identified, such as the high quality of education abroad, the availability of education in Russian universities, comfortable learning and living conditions for Kazakhstanis, etc. Recommendations for authorities on regulating educational migration that can be used by other countries facing the problem of the outflow of youth abroad in order to receive education. The results of this work can be useful to scientists and teachers engaged in research on various aspects of educational migration in Kazakhstan.

The article investigates the evolution of the Russian-Kazakhstani relations at the second stage of the post-Crimea period (August 2016 – March 2019). Based on a wide range of official sources and periodicals, it identifies the main trends and issues of bilateral cooperation in the political, economic, and humanitarian spheres, as well as at the interregional level. It determines the main factors that influenced the interaction between Moscow and Astana. It pays particular attention to the role of the presidents of Russia and Kazakhstan in promoting and strengthening their alliance and strategic partnership. It concludes that the period under consideration was a time for relative stabilization of Russian-Kazakhstani relations, which replaced the powerful turbulence that emerged in the context of the events of the “Ukrainian crisis” and “Crimean Spring”. However, despite the significant results achieved by the parties during the period, they failed to solve their most important challenge, which was the excessive dependence of the system of their interaction on the foreign policy preferences of Russia and Kazakhstan’s national leaders. As a result, the active development of the bilateral cooperation was ensured not so much by objective reasons as by the support provided to the process by Presidents Vladimir Putin and Nursultan Nazarbayev. Therefore, Nazarbayev’s resignation as head of state could result in unpredictable consequences for Russia-Kazakhstan relations.

AbstractIn previous years, the evolution of nation-building politics in the Republic of Kazakhstan was characterized by an alternation of tactical schemes that actualized either the ethnocultural or civil-political foundations of statehood. At present, the emerging common Kazakhstani culture is becoming the basis for mutually agreed development of ethnocultural and civic identity as its own elements. In the system of common Kazakhstani culture, the civil and ethnocultural models of the nation are the poles or attractors of the process of self-organization of a single nationwide Kazakhstan identity. The optimal identity politics in the nation-building risk management in the conditions of modern Kazakhstan is to adopt the point of view of the whole set of identification models and to maintain the dynamic balance of conflicting identities through the mechanism of mutual checks and balances.
