<p><strong>Abstrak</strong></p><p align="justify">Konvergensi antara penyiaran dan telekomunikasi di Indonesia tidak terhindarkan seiring dengan perkembangan teknologi informasi dan komunikasi (TIK) serta ketatnya persaingan dalam industri keduanya. Kedua industri telah mengintegrasi TIK sebagai nilai tambah dari layanan ataupun produk yang ditawarkannya. Meski demikian, tata kelola kedua industri ini masih terpisah yakni melalui UU Penyiaran tahun 2002 dan UU Telekomunikasi tahun 1999. Di saat RUU konvergensi telematika belum menemukan titik terang, regulator berupaya merevisi kedua UU tersebut. Studi ini merupakan penelitian deskriptif kualitatif dengan kerangka paradigma interpretatif dengan berlandaskan teori neo-institusionalisme, yakni <em>historical institutionalism</em>. Studi ini bertujuan untuk memahami relasi kekuasaan serta pandangan para pemangku kebijakan dalam mengatur industri penyiaran dan telekomunikasi di era konvergensi. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam kepada narasumber yang dipilih secara purposif yakni Kemkominfo, KPI, BRTI, dan DPR, selama Januari-Februari 2015. Setiap institusi memiliki path dependence yang berbeda antar satu dengan yang lain, sehingga membentuk pola distribusi kekuasan berbeda dalam prosedur pembuatan kebijakan. Proposal revisi UU baik dari Kemkominfo dan KPI tidak mengatur hal-hal yang berkaitan dengan konvergensi. Akan tetapi, perebutan otoritas antar kedua institusi tersebut justru menjadi fokus dalam proposal tersebut. Kemkominfo, sebagai inisiator UU Telekomunikasi, berencana untuk mengubah revisi UU tersebut menjadi UU konvergensi. Fokus utama revisi tersebut adalah upaya untuk memfasilitasi interkoneksi dan <em>internetworking</em> dalam infrastruktur digital sebagai fondasi ekosistem konvergensi.</p><p><em> </em></p><p> </p><p><strong><em>Abstract </em></strong></p><p align="justify"><em>The convergence between broadcasting and telecommunication in Indonesia is envitable as the growing information and communication technology and the growing competition in both industries. These industries have integrated ICT as part of their value added services in their business. Nevertheless, the policy governance of these industries is remains distinctively separated under two main laws: the 2002 Broadcasting Law and the 1999 Telecommunication Law. Whilst the regulators failed to meet the agreement to enact the convergence bill, the only way is to synergize the revision of both laws to regulate the convergence. This study is descriptive-qualitative study with interpretative paradigm and base on New Institutionalism theoretical framework. This study aims to understand the power relation as well as point of views of the regulators in regulating the broadcasting and telecommunication in convergent era. The primary data tool is in depth interview to purposively sampled respondents who are from four institutions: the Kemkominfo, KPI, BRTI, and DPR, within January-february 2015. The path dependence of these institutions is differ one to another which determine the power contribution in shaping the policy outcome. The emerging proposals of the Broadcasting Law revision are not regulating convergence in detail. Instead, the dispute of authoritical power between KPI and Kemkominfo was reflected in the proposals. Kemkominfo, which was the initiator of the Telecommunication Law, is planning to turn the revision of the law into convergence law. The main focus is to facilitate the interconnection and internetworking of digital infrastructure between telecommunication and internet. </em></p>

<p>Abstract:-In Internetworking system, the huge amount of data is scattered, generated and processed over the network. The data mining techniques are used to discover the unknown pattern from the underlying data. A traditional classification model is used to classify the data based on past labelled data. However in many current applications, data is increasing in size with fluctuating patterns. Due to this new feature may arrive in the data. It is present in many applications like sensornetwork, banking and telecommunication systems, financial domain, Electricity usage and prices based on its demand and supplyetc .Thus change in data distribution reduces the accuracy of classifying the data. It may discover some patterns as frequent while other patterns tend to disappear and wrongly classify. To mine such data distribution, traditionalclassification techniques may not be suitable as the distribution generating the items can change over time so data from the past may become irrelevant or even false for the current prediction. For handlingsuch varying pattern of data, concept drift mining approach is used to improve the accuracy of classification techniques. In this paper we have proposed ensemble approach for improving the accuracy of classifier. The ensemble classifier is applied on 3 different data sets. We investigated different features for the different chunk of data which is further given to ensemble classifier. We observed the proposed approach improves the accuracy of classifier for different chunks of data.</p>

Converged networking is an emerging technology thrust that integrates voice, video, and data traffic on a single network. Converged networking encompasses several aspects, all of which are related to the aggregation of networking activity. Such aspects include, Payload convergence, Protocol convergence, Physical convergence, Device convergence, Application convergence, Technology convergence, etc. In recent years the Internet has developed into a global data network that is highly accepted as a multimedia information platform, which has the potential to develop into an alternative carrier network in the future. Several convergence scenarios have been recently proposed, ranging from integrating communication services and computer application into two separate networks, to building a seamless multimedia network, which converges the Central Office based network and the Internet in a single network, thereby enabling telecommunications operators and service provider's tremendous investment in existing network infrastructure to be fully utilized. This paper offers introduction and review of the networking technologies. The paper presents the existing multiple networks into two infrastructures: an ATM/Frame Relay (Ethernet)- based corporate network with integrated voice, video, and data traffic and an Internet-based network for secure intranet, extranet and remote access. This work is aimed at summarizing the internetworking basics and technologies which are essential for the emerging converged networking systems. The specific areas addressed here are networking basics, networking technologies, types of traffic, and convergence of computer and communication networks.

Abstract The Fennec automatic weather station (AWS) network consists of eight stations installed across the Sahara, with four in remote locations in the central desert, where no previous meteorological observations have existed. The AWS measures temperature, humidity, pressure, wind speed, wind direction, shortwave and longwave radiation (upwelling and downwelling), ground heat flux, and ground temperature. Data are recorded every 3 min 20 s, that is, at 3 times the temporal resolution of the World Meteorological Organization’s standard 10-min reporting for winds and wind gusts. Variations in wind speeds on shorter time scales are recorded through the use of second- and third-order moments of 1-Hz data. Using the Iridium Router-Based Unrestricted Digital Internetworking Connectivity Solutions (RUDICS) service, data are transmitted in near–real time (1-h lag) to the United Kingdom, where calibrations are applied and data are uploaded to the Global Telecommunications System (GTS), for assimilation into forecast models. This paper describes the instrumentation used and the data available from the network. Particular focus is given to the engineering applied to the task of making measurements in this remote region and challenging climate. The communications protocol developed to operate over the Iridium RUDICS satellite service is described. Transmitting the second moment of the wind speed distribution is shown to improve estimates of the dust-generating potential of observed winds, especially for winds close to the threshold speed for dust emission of the wind speed distribution. Sources of error are discussed and some preliminary results are presented, demonstrating the system’s potential to record key features of this region.

Resumen
Today’s Internet content providers primarily use Content Delivery Networks (CDNs) to deliver content to end-users with the aim to enhance their Web access experience. Yet the prevalent commercial CDNs, operating in isolation, often face resource over-provisioning, degraded performance, and Service Level Agreement (SLA) violations, thus incurring high operational costs and limiting the scope and scale of their services.
To move beyond these shortcomings, this thesis sets out to establish the basis for developing advanced and efficient content delivery solutions that are scalable, high performance, and cost-effective. It introduces techniques to enable coordination and cooperation between multiple content delivery services, which is termed as “CDN peering”. In this context, this thesis addresses five key issues ― when to peer (triggering circumstances), how to peer (interaction strategies), whom to peer with (resource discovery), how to manage and enforce operational policies (re-quest-redirection and load sharing), and how to demonstrate peering applicability (measurement study and proof-of-concept implementation).
Thesis Contributions: To support the thesis that the resource over-provisioning and degraded performance problems of existing CDNs can be overcome, thus improving Web access experience of Internet end-users, we have:
- identified the key research challenges and core technical issues for CDN peering, along with a systematic understanding of the CDN space by covering relevant applications, features and implementation techniques, captured in a comprehensive taxonomy of CDNs;
- developed a novel architectural framework, which provides the basis for CDN peering, formed by a set of autonomous CDNs that cooperate through an interconnection mechanism, providing the infrastructure and facilities to virtualize the service of multiple providers;
- devised Quality-of-Service (QoS)-oriented analytical performance models to demonstrate the effects of CDN peering and predict end-user perceived performance, thus facilitating to make concrete QoS performance guarantees for a CDN provider;
- developed enabling techniques, i.e. resource discovery, server selection, and request-redirection algorithms, for CDN peering to achieve service responsiveness. These techniques are exercised to alleviate imbalanced load conditions, while minimizing redirection cost;
- introduced a utility model for CDN peering to measure its content-serving ability by capturing the traffic activities in the system and evaluated through extensive discrete-event simulation analysis. The findings of this study provide incentive for the exploitation of critical parameters for a better CDN peering system design; and
- demonstrated a proof-of-concept implementation of the utility model and an empirical measurement study on MetaCDN, which is a global overlay for Cloud-based content delivery. It is aided with a utility-based redirection scheme to improve the traffic activities in the world-wide distributed network of MetaCDN.

Resumen
This chapter provides a review of design practices in network communication for Cognitive Radio Sensor Networks. The basics of networking and Medium Access Control functionalities with focus on data routing and spectrum usage are discussed. Technical differences manifest in various network layouts, hence the role of various specialized nodes, such as relay, aggregator, or gateway in Cognitive Radio Sensor Networks need analysis. Optimal routing techniques suitable for different topologies are also summarized. Data delivery protocols are categorized under priority-based, energy-efficient, ad hoc routing-based, attribute-based, and location-aware routing. Broadcast, unicast, and detection of silence periods are discussed for network operation with slotted or unslotted time. Efficient spectrum usage finds the most important application here involving use of dynamic, opportunistic, and fixed spectrum usage. Finally, a thorough discussion on the open issues and challenges for Cognitive Radio Sensor Network communication and internetworking in Cognitive Radio Sensor Network-based deployments and methods to address them are provided.
