Resumen
Topicality. The infrastructure of innovation activity should be considered as an independent sphere of the economy, the feature of which is not the production of material products, but the provision of services. With the development of a market economy, based on independent and autonomous producers who are completely isolated and competitive, it becomes problematic to maintain stable economic ties within economic systems at different levels, such as state, regional and even local. Therefore, the main function of the infrastructure is the formation of the necessary conditions for the management of economic entities. Infrastructure, as an independent part of the economic mechanism, should promote the free exchange of market resources and implement the functions of self-regulation and self-adjustment of the regional economy at all its levels due to market fluctuations.Today the issues of development of innovation infrastructure at the regional level in the conditions of formation of market type of economic relations are not finally resolved and need further deep elaborations, therefore our goal is to define the infrastructure of innovation activity as an integral complex of functional organizational and economic institutions that directly provide the conditions for the implementation of innovation processes by economic entities on the basis of the principles of economic efficiency.Aim and tasks. The aim of the article is to determine the place of innovation in the development of modern market regional economy and to establish the role and importance of infrastructure that would promote the rapid development of science and technology in a special and extremely important for Ukraine Southern region. The peculiarities of the region are the harmonious formation of modern infrastructure on the basis of building a complex of institutions and various research organizations, which would aim to spread the rich domestic and foreign experience of innovative development.Research results. The material base of the innovation infrastructure is an area with a developed economic, production and social structure, the objects of which are focused on the mass introduction of new technologies and the development of new knowledge-intensive products. The innovation infrastructure consists of the following main elements and components: research, design, research and experimental organizations that work in the field of innovation and increase the innovation potential of the region; manufacturing enterprises that implement the results of research and development and inventions, introduce them into the production of knowledge-intensive goods and services; management, marketing, advertising services aimed at disseminating the latest technologies and developments, promoting the achievements of domestic research centers; innovation funds, commercial banks, insurance companies, exchanges of scientific and technical products that accumulate the latest developments and innovations for commercial purposes; institutions of scientific and technical expertise, legal protection of intellectual property, ensuring the inviolability of intellectual property and legal capacity.A special role is given to educational and training institutions that specialize in training and retraining of specialists in scientific and technical fields of science and technology; information and communication departments, editorial and publishing organizations and structures, patent offices, licensing chambers and state statistical bodies; organizations for servicing innovative developments, leasing, transport and freight forwarding companies, customs departments and other government agencies.Conclusion. The innovation and investment process within the region must be managed and regulated professionally and effectively, and for this it is necessary to have a system of evaluation indicators and use the latest methods of managing regional innovation and investment infrastructure. The administrative bodies of the region's innovation infrastructure management should have significant economic levers in their hands to manage the innovation and investment process, namely through the mechanism of creating research and development institutions, educational institutions and experimental laboratories in the region. Creating favorable conditions and a favorable field for investors, providing priorities in lending to entrepreneurs, supporting with financial subsidies, leasing of new high-tech machines and mechanisms, providing timely important economic information on domestic and global markets.

Resumen
It is of practical significance to introduce the Internet of Things technology into the financial service industry and find the driving factors and mechanisms of financial innovation to accelerate the promotion of financial innovation. This article starts from the perspective of banks and other supply chain financial institutions, takes mainstream trading products in the commodity trading market as the research object, uses the LA-VAR model, and fully considers the market price fluctuations and liquidity factors of supply chain financial inventory products. It analyzes the theoretical basis of the continuous innovation of rural financial products. On the basis of analyzing the basic characteristics and types of rural financial product innovation, we explore the connotation of sustainable innovation of rural financial products, clarify the evaluation criteria, and lay a theoretical foundation for continuous dynamic evaluation. Based on technical innovation evaluation theoretical models such as Schumpeter’s innovation model, technical specifications-technological track model, and NR relationship model market, we analyze the innovation elements of rural financial products from the external and internal aspects of innovation and discuss the relationship between the factors. The interaction mechanism of rural financial products has established a dynamic mechanism model for the continuous innovation of rural financial products. A fuzzy comprehensive evaluation was made on the continuous innovation power of financial service industry products in a certain area. Using a combination of remote surveys and on-site visits, a questionnaire survey was conducted on financial service industry institutions in a certain region’s financial system. Each survey object was required to conduct 120 × 1067 index comparisons and use the data after processing the arithmetic average Matlab carries out the objective processing of programming. The results show that the LA-VAR model with liquidity indicators can measure the liquidity risk well and more comprehensively evaluate the risk of the inventory pledge financing model. According to the index weights determined by AHP, the development of the financial service industry will be promoted in a targeted manner from the internal construction of financial institutions and the optimization of the external innovation environment.

Resumen
This paper deals with crowdfunding as a new innovative form of financing projects that implement innovations focusing on a modern, up-to-date phenomenon in the field of innovation projects. Literary sources and approaches systematization for solving crowdfunding issues indicates that crowdfunding could be understood as a new, popular and innovative way of financing innovative projects around the world. It spread in developed countries in 2008 in response to the financial crisis. Besides, the rapid expansion of the Internet and mobile Internet access provoked its expansion in developing countries. The authors described crowdfunding as a current way of financing representing an individual form of innovative projects financing. Investigation of crowdfunding is based on cluster analysis of variables such as the funds' amount collected by crowdfunding, the number of crowdfunding contributors and the average amount of contributions of individual contributors to crowdfunding. The research objects are EU-28 countries. The output of the process of object distances clustering was displayed in the form of a dendrogram. It demonstrated the graphical grouping of related objects into clusters. The interpretation of the whole analysis and its further application depends on choosing the right number level of resulting clusters. The cluster analysis findings identified four clusters of objects set on several relatively homogeneous subsets of clusters. Objects belonging to the same cluster were similar, while objects originating from different clusters - dissimilar. The authors noted that despite the innovativeness and trendiness of crowdfunding, the analysis results point to its diverse position in the EU countries. Besides, it was confirmed by the results of the applied analysis. Presented clusters point to the different number of contributors and the average value of funds spent on innovation through crowdfunding at various average contributions from one contributor. Therefore, the countries successfully applying this innovative way of innovative projects financing were the United Kingdom, France and Germany, and EU countries that realized this way of financing to a lesser extent.

Apparently enthusiasm for the Internet of things (IoT) has as of late arrived at its top, with a lot of center from both the private and public parts. IoT, an innovation that empowers the trading of information through linkage among all items encompassing the client, can make new administrations. Information correspondence among objects isn't restricted to individual data, yet can likewise convey diverse information types, for example, detecting data gathered from the general condition. At the point when such information is gathered and utilized malevolently by an assailant, it is more defenseless against dangers than in traditional organization situations. In this article we proposed for digital signature scheme for Internet of Things.

The introduction of eco-innovation is considered an effective way for companies to strategically align themselves with consumers’ increasing environmental concerns. Drawing on the sustainability and innovation literature, this dissertation proposes that product design factors, individual differences, and situational variables, significantly influence consumer responses to eco-innovation. The findings of five online experiments explore the underlying mechanisms of how consumers respond to eco-innovative product designs across various Internet-of-Things product categories. Specifically, we uncover the effect of trade-offs between innovative features and eco-friendly benefits on consumer responses and shine new light on the moderating role of consumer beliefs about eco-friendly product effectiveness (Study 1). Our results also show that different types of eco-friendly attributes in new product designs trigger different consumer responses (Study 2). Moreover, this dissertation sheds light on the nature of eco-friendly consumer innovativeness and its interaction effects with perceived trade-offs in eco-innovative product designs on consumers’ product evaluation and purchase intentions (Study 3). We also document consumers’ associations between detachability of an eco-friendly attribute on consumer responses (Study 4). Finally, we highlight that consumers’ evaluations of eco-innovation hinge on ecological country of manufacture and its congruence with product eco-friendliness (Study 5). The dissertation concludes with theoretical and managerial implications, such as advice for firms on the best practices for competitive advantage achievement in an eco-innovation context

Frissa, Nassima.

The physical internet is an innovative concept that ultimately allows the reorganization of the supply chain into a single large open network through the interconnection of logistics networks in a standardized way, through collaboration protocols, with modular containers and by communication platforms. The study undertaken by this thesis focuses on the understanding of this new logistics network and the conditions of its deployment on the real plane based on the analysis of a set of logistical innovations that preceded it. The innovations selected all have a similarity to the physical Internet (one of its components). The chosen method was to understand the path of success and deployment of these innovations, for the one to compare with the physical internet. The innovations selected (containerization, pooling and freight exchanges among others) made it possible to conduct this analysis based on certain theories of innovation and the economy of services. The result is that one of the major obstacles to the deployment of the physical internet is its lack of maturity from a service point of view and the incomplete integration of all potential users of the new network (small players in particular) in the design of the service

Resumen
The dominant discourse surrounding academic research libraries today is one of change and scholarship in the humanities has seen a similar revolution in practice. Yet, most of the documented changes in either have been ascribed to the availability of online journal materials. Despite the accessibility of millions of rare, digitized primary resources freely available on the web, little has been done to understand the impact of these materials on either the practice of scholarship or on libraries. The research described in this proposal is an investigation into digitization projects involving rare and closely guarded materials and the effects of these projects on humanities scholarship. This thesis uses both qualitative and quantitative measures to: Assess the impact of digitized primary resources on the work of humanities scholars; To construct a model based on the findings that explains current use of digitized primary sources; and, To discuss the implications of these findings for academic research libraries. The research questions are answered through a detailed analysis of the role of digitization in the field of Tibetan and Himalayan studies. The author presents detailed evidence of how digitization is changing the inputs, practice, and outputs of scholarship in this field, as well as the characteristics of digitization that have led to these changes. Importantly, these findings separate out the success of individual projects from the success of digitization across the field as a whole. Support for community and innovation as well as the presence of critical mass across the field are stressed as the three most significant factors. Finally, the implications of these findings are assessed within a newly proposed model of academic libraries. This “scholar-centric” model is intended to provide both a theoretical framework for the research findings as well as a normative provocation for structuring future research and discussions about the role of academic libraries and their presence online.

Connected objects in health are emerging technologies. They are subject to many innovations and may incorporate blockchains, High Performance Computing, artificial intelligence and nanotechnologies. These objects are multiplying at a rapid rate within the internal market in the European Union and are creating new challenges, particularly with regard to the protection of personal data, public health considerations, cybersecurity and the competitivity of European companies in a globalized world. These objects need a framework. European standardization is a particularly appropriate regulatory tool to answer all these concerns. It overcomes the drawbacks of hard law, in particular because of its flexibility and ability to adapt to the evolution of the state of the art and the digitization of economy. European standardization organizations will therefore have to develop and update standards for the technologies on which connected objects in health are based. European institutions must support this standardization to ensure it is commensurate with the stakes involved

Blockchain, first utilized in 2009 for cryptocurrency transactions, quickly evolved beyond financial applications. The BPM community recognized its potential for enhancing business process management (BPM) and fostering inter-organizational collaborations. Despite extensive research on blockchain-based business process execution, process mining from blockchain data has recently begun to be explored. Current studies mainly focus on activity-centric processes, often overlooking artifact-centric processes prevalent in blockchain applications. Traditional logging formats like XES, while commonly used, face challenges like information loss and denormalization when applied to artifact-centric data. The introduction of OCEL partially addressed these issues by enabling the storage of object-centric event data, but it lacks support for object evolution and relations. This thesis addresses these challenges by proposing ACEL, an extension of OCEL that comprehensively supports artifact-centric event data storage. We present an artifact-centric method to gather event data from blockchain applications, converting them into ACEL logs. The approach's viability is assessed using Cryptokitties and Augur Ethereum applications. We initially compare ACEL's process mining capabilities with OCEL, and then introduce a discovery method using hierarchical clustering and information gain analysis to derive GSM models, the standard for artifact-centric processes. Our evaluation on Cryptokitties confirms the feasibility of this approach and highlights the advantages of ACEL in artifact-centric process mining

"Innovation in Arabic online newsrooms : a comparative study of the social shaping of multimedia adoption in Aljazeera Net, Almassae and Almasry Alyoum in the context of the Arab Spring". Resumen
This study focuses on the factors shaping innovation in online newsrooms in three nations of the Arab World, with particular interest in the adoption of multimedia news innovations. Applying theoretical perspectives from the social shaping of technology and the diffusion of innovation literature, this study sought to identify the key factors shaping the innovation process. Field studies were based in three Arabic newsrooms: Aljazeera Net in Qatar, Almasry Alyoum in Egypt, and Almassae in Morocco. The case studies are grounded in two weeks of participant-observation field research within each online newsroom, along with over 100 in-depth interviews with those involved in the production of online news, and online archival reviews of the three news portals since their inception. Field research began with participant observation at Aljazeera in 2010, prior to the uprisings of the Arab Spring, and continued through early 2013. The political context of each newsroom during the field research became a major aspect of the innovation process of each case study. The thesis reinforces a wide range of social, economic, and organizational factors in the adoption and adaptation of multimedia technologies in the newsrooms studied, supporting earlier research on newsroom innovation across other regions of the world. For example, conceptions about ‘ideal’ industry multimedia models for the modern newsroom were important in each case. However, in the political context of events related to the Arab Spring, the overriding importance of the larger political context emerged in each case. The significance of this observation suggests that research on news organizations cannot take the political context for granted and should more explicitly embed it in discussion of the social shaping of innovation, even under more stable and liberal political conditions. There is a relative lack of systematic empirical research on Arabic newsrooms among studies of news innovation. Looking at the political context of emergent or weak democracies and their influence on modern multimedia newsrooms especially during crisis events, therefore, can contribute to the development of theory and research in Western democracies; and reintroduce politics into theories of innovation within modern newsrooms. This study suggests that future scholarship brings politics into the study of the social shaping of newsroom innovation without losing the many significant advances of existing research in more liberal democratic Western contexts of the multimedia newsroom.

This thesis contributes to the emerging field of agile multi-PHY wireless networking. Industrial wireless networks have relied on a single physical layer for their operation. One example is the standardized IETF 6TiSCH protocol stack for industrial wireless networking, which uses IEEE~802.15.4 O-QPSK radio in the 2.4~GHz band as its physical layer. Advances in radio chip manufacturing have resulted in chips that support a diverse set of long range and short range PHYs. We use the term "PHY'' to refer to any combination of: modulation, frequency band, and coding scheme. In this research, we argue that combining long-range and short-range PHYs can offer balanced network end-to-end performance that no single PHY achieves. We demonstrate how a set of short-range and long-range PHYs can be integrated under one generalized 6TiSCH ("g6TiSCH'') architecture and we evaluate its performance experimentally in a testbed of 36~motes at Inria-Paris. We further demonstrate, experimentally, how a TSCH slotframe can adapt the slot duration on a slot-by-slot basis, as a function of the bitrate of the used PHY ("6DYN''). Finally, we design and evaluate, through simulation, an objective function for RPL that optimizes for network lifetime ("Life-OF''). We demonstrate how Life-OF combines diverse PHYs to boost network lifetime to be up to 470% compared to the IETF standard MRHOF

According to Hoffman & Novak (2018), the smart connected object is presenting new opportunities for usage experience that have the potential to revolutionize consumers' lives. The main challenge for smart connected objects is to integrate their use into the daily practices of consumers by actively producing usage data in the long-term, namely appropriation. This research has validated the explanatory model of consumer smart connected object appropriation through the psychological needs of French consumers regarding their smart connected objects. Our results show that the smart connected object appropriation is strongly correlated with the need for self-identity, the need for having a place, the need for efficacy and effectance. And the smart connected object appropriation has a positive impact on perceived value of smart connected objects by consumers, their extra-role behaviors, as well as satisfaction of their daily life. Moreover, the mediating role of extra-role behaviors in the relationship between appropriation and perceived value allows us to understand in a complementary way the value cocreation mechanisms from the viewpoint of consumers, concerning how the smart connected object appropriation contributes to value creation by consumers

Resumen
AbstractWhat happens when an object is consciously designed not to suggest how to interact with it explicitly? This research theme is controversial and peculiar. It is rooted in the concepts of agency and affordance of objects and their interfaces, proposing a change of perspective. Rather than conceiving functions clearly expressing themselves, embedded technology allows an extension of the possible levels of manipulation on seemingly silent objects. This implies a semantic reconfiguration that begins with aesthetics and impacts interaction. Operating at the level of attribution of meaning, these objects challenge the ecological approach, resulting in a misleading design. The topic is tackled from the point of view of the communication designer and design researcher who look at the design of interaction and interface. The study relies on the lessons learnt and knowledge from a five-year-long research-through-design experimentation, triangulated with evidence emerging from the analysis on five relevant cases.

Resumen
The Internet of Things (IoT) has revolutionized the way we interact with the physical world, embedding everyday objects with sensors and connectivity to enhance efficiency and convenience. However, the rapid proliferation of IoT devices has raised significant concerns regarding security and privacy. Traditional security mechanisms often fall short in addressing the dynamic and diverse nature of IoT ecosystems. This paper explores the paradigm shift towards securing IoT through the integration of Machine Learning (ML) techniques. This research delves into the innovative fusion of IoT and ML, presenting a comprehensive analysis of how machine learning algorithms can fortify the security infrastructure of IoT networks. By leveraging ML algorithms, IoT systems can detect and respond to evolving cyber threats in real-time. This proactive approach enhances anomaly detection, intrusion prevention, and incident response capabilities, mitigating potential risks before they escalate. The study discusses various ML models such as deep learning, clustering, and reinforcement learning, elucidating their applications in IoT security. Deep learning algorithms, particularly Convolutional Neural Networks (CNNs) and Recurrent Neural Networks (RNNs), are examined for their prowess in analyzing intricate patterns within large datasets, ensuring the integrity of IoT data transmission. Additionally, clustering algorithms are explored for their efficiency in grouping similar IoT devices, enabling the implementation of tailored security protocols for specific device clusters. Reinforcement learning techniques are also investigated to optimize security strategies dynamically, adapting to evolving threats in real-time. Furthermore, the paper sheds light on the challenges and opportunities in the integration of ML with IoT security. Ethical considerations, data privacy, and the energy efficiency of ML algorithms are discussed in the context of resource-constrained IoT devices. The research also explores the potential of federated learning, enabling collaborative ML model training across distributed IoT networks without compromising data privacy.

Resumen
Due to business innovation and IT, information systems (IS) are made up of distributed autonomous subsystems running on heterogeneous IT platforms. These subsystems implement differently same business objects and processes. Thus pieces of data and processes are overlapping and replicated. Moreover, informational and computational resources are locked i.e. they do exist, but they are not accessible. This paper specifies an interaction-dedicated subsystem of the IS called interaction support system (ISS). It is a support for interactions. It aims to: (1) provide subsystems of IS with a unified and consistent representation of business objects, (2) coordinate processes, and (3) lock data and processes. An implementation of a web-based business object-oriented ISS, a specialization of the ISS, is made up of four elements: 1) browser used by subsystems to browse and query business objects over the Internet/Intranet, 2) a web server on which run the logic of the ISS, 3) a metadata representing distribution of business objects and processes, and 4) business objects implementations over the subsystems willing to interact.

Resumen
Industrija 4.0 (I 4.0) je močno povezana s pojmoma Internet stvari (IoT) in internet ljudi (IoP). I 4.0 označuje brezžično povezljivost senzorjev s kibernetskimi sistemi, ki preoblikujejo in obdelujejo signale in jih preko aktuatorjev vodijo do objekta krmiljenja. Visoka stopnja ergonomskih prilagojenosti je v okolju pametnih hiš še toliko bolj pomembna, saj z napravami upravljajo ljudje brez dodatnih kvalifikacij, kjer intuicija upravljanja predstavlja ključno vlogo zanesljivega delovanja sistema sodobnih bivalnih sistemov.

Resumen
Information and Communication Technologies (ICT) have introduced main changes in the dissemination and treatment of the statistical information, also affecting the teaching and learning methods. The universities must currently face the challenge of ensuring that technological innovation really serves education, adapting their degrees and teaching methods to the new social demands and making an efficient use of the ICT facilities. These requirements are especially clear in the field of Statistics, where the access to Internet statistical servers and the availability of statistical software provide a wide spread of teaching resources. However, the election of a suitable sofware for teaching purposes is not easy, especially in the case of the introductory courses, where professional applications does not seem to be adequate. Since we have also detected some important objections related to the use of spreadsheets, we have developed the software ADE+ as an easy–to-use didactical tool organized in three different areas (a text editor, a spreadsheet-like data table and an object container) allowing a comprehensive treatment of the statistical information. Our experience with ADE+ has proved to be satisfactory for students and teachers in both presential and virtual education. In the case of presential courses, computer-assisted sessions are periodically organized, dividing the classgroup into small workteams. Although these sessions are supervised by a profesor, the active participation of students and the group interaction is highly encouraged. After some years of presential experience, we have developed the ADE+ website, (http://www.aulanet.uniovi.es/ade+) which has proved to be extremely useful, allowing the students to download updated versions of this software and providing an on-line user guide and some example workfiles. A new step of this experience started with the implementation of the online course “Economic Data Analysis” included as a free-election subject in AulaNet, (virtual campus of the University of Oviedo) and also in the Shared Virtual Campus of the so-called G9 Group of universities. The practical contents of this course are fully based on the ADE+ software, including solved problems and proposed exercises. Since the subject aims to give a realistic view of economic information, most of the practical material is based on actual data, extracted from some well- known statistical servers such as the Spanish Statistical Institute (http://www.ine.es), United Nations (http://www.un.org), or the World Bank (http://www.worldbank.org). An outstanding characteristic of “Economic Data Analysis” is the online examination, where ADE+ plays a main role. To end, we must stress that the use of ADE+ in both presential and virtual courses has lead to satisfactory results according not only to the academic results but also to the teachers and students opinions. The practical contents and the software ADE+ have obtained high average punctuations together with low Pearsons coefficients, confirming the representativeness of these answers.

Resumen
This study assesses the direct impact of Internet diffusion on total labor demand, the demand for skilled labor, and the demand for female labor. Using data from a sample of manufacturing firms in Costa Rica from 2006 to 2007, the study finds that both process and product innovations are positively related to employment growth and that the use of the Internet by workers for business purposes does not impact demand for labor. The positive impact of product innovation on labor demand increases when workers use the Internet for business purposes. This relationship was not found in cases of skilled and female labor demand. These findings underscore the Internet's importance in improving the impact of product innovation on employment growth and suggest that employee use of the Internet is neither a labor displacement innovation nor a gender or skill-biased innovation.

Resumen
Once the global leader in telecommunication systems and the Internet, over the past two decades the United States has fallen behind global competitors, and in particular China, in mobile communication infrastructure—specifically 5G and Internet of Things (IoT). This national failure, with the socioeconomic and geopolitical tensions that it creates, is not due to a lack of US government investment in the knowledge required for the mobility revolution. Nor is it because of a dearth of domestic demand for the equipment, devices, and applications that can make use of this infrastructure. Rather, the problem is the dereliction of key US-based business corporations to take the lead in making the investments in organizational learning required to generate cutting edge communication-infrastructure products. No company in the United States exemplifies this deficiency more than Cisco Systems, the business corporation founded in Silicon Valley in 1984 that had explosive growth in the 1990s to become the foremost global enterprise-networking equipment producer in the Internet revolution. This paper provides in-depth analysis of Cisco’s organizational failure, attributing it ultimately to the company’s turn from innovation in the last decades of 20th century to financialization in the early decades of the 21st century. Since 2001, Cisco’s top management has chosen to allocate corporate cash to open-market share repurchases— aka stock buybacks—for the purpose of giving manipulative boosts to the company stock price rather than make the investments in organizational learning required to become a world leader in communication-infrastructure equipment for the era of 5G and IoT. From October 2001 through October 2022, Cisco spent $152.3 billion—95 percent of its net income over the period—on stock buybacks for the purpose of propping up its stock price. These funds wasted in pursuit of “maximizing shareholder value” were on top of the $55.5 billion that Cisco paid out to shareholders in dividends, representing an additional 35 percent of net income. In this paper, we trace how Cisco grew from a Silicon Valley startup in 1984 to become, through its innovative products, the world leader in enterprise-networking equipment over the next decade and a half. As the company entered the 21st century, building on its dominance of enterprise-networking, Cisco was positioned to upgrade its technological capabilities to become a major infrastructureequipment vendor to service providers. We analyze how and why, when the Internet boom turned to bust in 2001, the organizational structure that enabled Cisco to dominate enterprise networking posed constraints related to manufacturing and marketing on the company’s growth in the more sophisticated infrastructure-equipment segment. We then document how from 2002 Cisco turned from innovation to financialization, as it used its ample profits to do stock buybacks to prop up its stock price. Finally, we ponder the larger policy implications of Cisco’s turn from innovation to financialization for the competitive position of the US information-and-communication technology (ICT) industry in the global economy.

Serafica, Ramonette y Queen Cel Oren. Should the Philippines Adopt Net Neutrality Regulations? Philippine Institute for Development Studies, abril de 2024. http://dx.doi.org/10.62986/pn2024.08.

Texto completo
Resumen
Net neutrality is a contentious issue in internet regulation, looking at nondiscrimination and pricing policy. It espouses the idea that broadband service providers should charge consumers only once for internet access, not favor one content provider over another, and not charge content providers for sending information over broadband lines to end users. Advocates argue that this fosters innovation and protects freedom of expression, while critics warn that it could stifle investment and innovation. This paper examines the advantages and disadvantages of adopting net neutrality principles in the proposed Open Access in Data Transmission Act. While net neutrality can address legal obstacles, infrastructure gaps, and network discrimination, its unintended impacts on investment and innovation remain ambiguous. Thus, policymakers are advised to identify the public interest at stake, consider existing competition regulations and consumer protection laws, and assess possible impacts on the internet value chain. Also recommended is the elimination of barriers to entry and other restrictions within the internet access connectivity segment of the internet value chain.

Micco, Alejandro y Alberto E. Chong. The Internet and the Ability to Innovate in Latin America. Inter-American Development Bank, enero de 2002. http://dx.doi.org/10.18235/0010801.

Resumen
In this paper we provide an overview of the situation of the Internet in Latin America and argue that, although latecomers, Latin American countries could in principle catch up at a faster pace and a lower cost. But that will depend on the environment for innovation in the countries; in that respect, the adoption of the Internet may prove to be no different than other technological changes. The paper also discusses how the degree of innovativeness in a country helps explain the extent to which new technologies may be more effectively absorbed. What is surprising about this relationship is that it is valid even when isolating the fact that countries with better telephone infrastructure are also the ones with more Internet hosts. We found that the capacity to innovate and assimilate new technologies is not just a matter of income or infrastructure endowment.

Gupta, Ravi y Ignacio L. De León. The Impact of Digital Innovation and Blockchain on the Music Industry. Inter-American Development Bank, noviembre de 2017. http://dx.doi.org/10.18235/0007978.

Resumen
Analogous to the emergence of the internet, the introduction of blockchain technology augurs disruptive change to the music industry. Though in its infancy, the technology presents interesting policy issues related to registering and monetizing intellectual property, policing piracy, and creating and executing more flexible contracts between and among members in the music supply chain, among others. This paper assesses the ability of the distributed ledger technology to steer the industry toward a distributed model and its potential to drastically alter the entire music supply chain. It initiates a conversation about policy implications and how policymakers might address the issues related to adopting blockchain technology, including designing policies that support an environment that enables the well-deserved compensation of artists.

The Extent of Innovation in Philippine Business and Industry: Results of the 2021 PIDS Survey of Innovation Activities. Resumen
Following Schumpeter’s ideas, the Oslo Manual defines innovation as “the implementation of a new or significantly improved product (good or service), or process, a new marketing method, or a new organizational method in business practices, workplace organization or external relations”. With the advent of the Fourth Industrial Revolution, governments have become even more cognizant of innovation as a major driver of economic performance, from output to productivity and competitiveness. The Philippine government acknowledges its role in establishing and maintaining a conducive policy environment to encourage innovation and support the country’s innovation ecosystem. Examining innovation and its relation to economic growth, the study involves the conduct and analysis of the 2021 PIDS Survey of Innovation Activities (PSIA). Unlike the first PSIA undertaken in 2015 and a pilot of the survey conducted in 2009, the 2021 PSIA provides a nationally representative reading of the entire Philippine business and industry. The survey suggests that as of 2021, a third (33.6%) of firms are innovation active, with innovation practiced more among medium and large establishments than micro and small ones. Moreover, innovation is much more prevalent in Mindanao, among major islands, and in information and communications technology firms (and least in agriculture). Aside from the information on innovation activities, data on the use of digital platforms by Philippine businesses were also gathered in the 2021 PSIA in recognition of the expanding markets arising from rising digitalization and more rapid use of the internet, even by micro, small and medium enterprises. The survey results of the 2021 PSIA are expected to be inputs on how government can be more successful in mainstreaming innovation in the country.
