Resumen

The profound cultural transformation that has taken place in Italian seismic studies in the last ten years is distinguished by the growing interest in the problem of assessing the effects of earthquakes linked to local conditions, and in the related issue of a precise definition of the properties of the soil in the sphere of the dynamic and cyclical stresses induced by seismic actions. Despite the profound awareness of the extent to which the nature of the soil contributes to the destructive effects of earthquakes, we are still a long way from the possibility of a realistic forecast of the seismic behaviour of the Italian soils. This is because the identification of the dynamic properties calls for experimental equipment that is technologically complex and costly as well as lengthy observation and qualified personnel. The rare experimental data that have been acquired to date hence represent a fundamental element for scientific reflection. This book has been conceived with a view to setting at the disposal of a broader public the results of the tests conducted on site and in the laboratory on the soil of certain significant seismic areas using the dynamic-type apparatus of the Geotechnical Laboratory of the Department of Civil and Environmental Engineering (DICeA) of the University of Florence. It presents a selection of the works of the Geotechnical section of the DICeA that have been published in various specialist international and national ambits. These studies were largely launched following the seismic sequence in Umbria and the Marches, in collaboration with several Regional Authorities and Research Institutes for the reduction of the seismic risk in Italy (GNDT, IRRS, INGV). In addition to the experimental techniques and the results obtained, the models and the geotechnical procedures adopted for assessing the effects of site and soil instability in certain specific deposits of the Italian territory are also expounded.

Resumen

The monograph examines topical issues of reforming the organization of public power in our country in connection with the adoption in 2020 of the Law on Amendments to the Constitution of the Russian Federation. The logic of changes in the organization of public power and the directions of concretization of constitutional values, taking into account the laws of the development of the constitutional system of Russia, are revealed. The most significant characteristics of the updated model of interaction of federal public authorities in accordance with the principle of separation of powers are identified, the trends of constitutional transformations in the spheres of federal relations and local self-government, ensuring the fulfillment by public authorities of international obligations of the Russian Federation are investigated. Particular attention is paid to the development of the legal mechanism of interaction between public authorities and civil society. The authors of the book take into account the results of legislative support for the reform of public power in 2020-2021, a forecast assessment of the implementation of the relevant constitutional and legislative novelties is given, including taking into account the existing legal risks. Solutions are proposed to a number of legal issues of legislative regulation of public power, which can increase the efficiency of its functioning. For researchers, teachers, students and postgraduates, deputies of representative authorities, state and municipal employees, as well as anyone interested in constitutional law issues.

The collection contains articles on the quality of the conceptual apparatus and terminology of Federal Law No. 498-FZ of December 27, 2018 "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", the subject of its legal regulation, the effectiveness of the mechanism for its implementation laid down in the law, state supervision and public control in the field of animal treatment. The problems of organizing the activities of animal shelters without owners, protecting animals from abuse and responsibility for such offenses, directions and ways to improve Federal Law No. 498-FZ and the practice of its application are also highlighted. Attention is paid not only to modern, but also to historical, international and foreign experience of legal regulation of the considered social relations, norms-requirements, restrictions and prohibitions in the field of keeping and using animals, moral and ethical aspects of interaction between people and animals, which emphasizes the complex and interdisciplinary nature of the presented research. Media Culture in Nomadic Communities examines the ways that new technologies and ICT infrastructures have changed the communicative norms and patterns that regulate mobile and nomadic communities’ engagement in local and international deliberative decision-making. Each chapter examines a unique communicative event, such has how the Maasai of Tanzania have used online petitions to demand government action, how Mongolians in northern China have used microblogs to record and debate land tenure, and how herding communities from around the world have supported the Lakota Sioux protests at Standing Rock. Through these case studies, Hahn argues that mobile and nomadic communities are creating and utilizing new communicative networks that are radically changing local, national, and international deliberations.

How can the world move away from a century-old global system based on fossil fuels? And how can societies in the Global South and Global North overcome the deeply vested economic, financial and political interests of the fossil fuel system? Despite the alarming effects of climate change and three decades of international climate negotiations, industrialized countries continue to exploit new fossil fuel reserves. Many countries in the Global South follow suit and still engage in large new fossil fuel projects and their related pollution, social injustice and debts. Increasingly, however, social and political actors are mobilising for leaving fossil fuels underground (LFFU). This book examines the role of key actors, arguments and approaches in promoting the much-needed rapid phase-out of fossil fuels. It addresses the importance of linking effective climate action to socially and ecologically inclusive development. In addition to local resistance, the book explores initiatives for national and international policies and financial mechanisms carried out by actors ranging from social movements to governments and large investors. In Leaving Fossil Fuels Underground, an international team of well-established scholars and early career researchers takes a global perspective to demonstrate the challenges and possibilities of reaching this goal. They pay special attention to Africa and Latin America, with case studies on South Africa and Ecuador.
