Resumen
Purpose – The purpose of this paper is to present a comparative analysis of institutions and institutional voids in Russia, Brazil, and Poland over the decades of the 1980s through to 2015. The paper asserts that Russia and Brazil could learn much from Poland regarding formal institution building and formal institutional voids that cause problems like corruption and limit economic growth. Design/methodology/approach – A comparative case study approach is utilized to assess the relative success of the three emerging market countries in transitioning to a market economy, viewed through the lens of institutional theory. Findings – Poland’s experience in building successful formal institutions and mitigating major institutional voids can be instructive for Russia and Brazil which have shown far less success, and correspondingly less sustained economic growth. Research limitations/implications – This paper demonstrates the value of applying institutional theory to analyze the progress of emerging economies in transitioning to a market economy. Practical implications – This country comparison can prove valuable to other emerging economies seeking a successful transition to a market economy. Social implications – Since institutions are the fabric of any society, the emphasis on institutions in this paper can have positive implications for society in emerging markets. Originality/value – This paper is an original comparison of two BRIC countries with a smaller emerging economy, utilizing institutional theory. Factors contributing to Poland’s success are compared to Russia and Brazil to assess how those countries might be positively informed by Poland’s experience in building and strengthening sustainable formal institutions as well as avoiding institutional voids and their associated problems.

Resumen
Subject. This article is devoted to the trust phenomenon misrepresentation within different socio-economics science branches. Objectives. The article aims to conduct an interdisciplinary analysis of the trust phenomenon given by different branches of social sciences. Methods. For the study, we used an interdisciplinary approach. Results. The article reveals different definitions of trust by representatives of the socio-economic group of sciences. This leads to distortions in the perception of the object under study, which we interpret as the effect of interdisciplinary asymmetry. The article shows the process of formation of trust in institution, offers an original definition of the phenomenon of trust as a decision-making factor in a transaction in order to minimize transaction costs. Conclusions. Trust does not have the characteristics of an economic institution, and in fact it is not. The use of the term institutional trust in the study of trust by economic entities in a particular socio-economic institution is inappropriate. To avoid distorting the essence of the phenomenon under study, we propose the use of the term trust in institution as the most relevant in scientific economic circulation.

The higher education sector faces challenges in the 21 century that institutions need to respond to. In South Africa current reforms emphasize the reality of a changing environment that one can expect institutions will respond to in different ways. The comprehensive institutions that have been created by current reforms face an interesting challenge to establish an institutional identity that creates a university on the one hand, but maintains the career-orientated focus of the academic programmes of their merging partners. The expectation internationally is that "... there will be much more variety in the landscape in the future" (De Boer et al., 2002: 52). Variations will emerge along certain dimensions such as different clienteles that are served, a focus on different missions, different geographical levels as operating domain, the use of different technologies, and trends to form coalitions/networks/consortia At the organizational level universities will experience stress to maintain the unity of functions that are associated with the university. The unity of research and teaching and the nature of the academic task can come under stress. The pursuit of excellence and the maintenance of some form of diversity can interact in interesting ways as well. In quality assurance the question can be raised as to the adequacy of the application of traditional fairly homogeneous academic standards to diverse institutions that respond to different stakeholder expectations. The article will seek to identify the dimensions along which diversity and institutional differentiation can take place and will look at some of the models that have emerged in distance education internationally, in the community college sector (an oft neglected sector) in the USA, and efforts at extending the traditional university model. Some lines will be drawn to the comprehensive institutions, the new kids on the block in the SA higher education system.

The distinction between institution types and institution tokens plays an important role in Francesco Guala’s philosophy of institutions. In this commentary, I argue that this distinction faces a number of difficulties that are not sufficiently addressed in Understanding Institutions. In particular, I critically discuss Guala’s comparison between the taxonomy of organisms and the taxonomy of institutions, consider the semantics of institution terms on different levels in this taxonomy, and argue for an alternative solution to the problem of how to reconcile reformism and realism about institutions like marriage.

Notre société possède une vaste coulisse contenant nombre d’individus considérés comme improductifs, déviants, inadaptés. Un partie de cette coulisse a pour fonction de contenir ces individus, et de les maintenir, parfois une vie durant, à la périphérie de notre évolution sociétale, dans des espaces n’ayant qu’une porosité réduite voir nulle avec la matrice sociale de référence. Ce processus de maintien repose sur la logique de filière : institution pour enfants, puis pour adolescents, puis pour adultes travailleurs, puis maison de retraite adaptée. La stabilisation de cette population dans ces cantonnements se fabrique avec les effets pervers du fonctionnement institutionnel, et notamment avec la violence institutionnelle qui régule ce fonctionnement. Pour illustrer cette idée, et tenter de décortiquer cette violence (issue d’une commande utopique, d’une mission originellement impossible à mettre en place) qui entrave les rouages de tout établissement « spécialisé », notre travail de recherche propose de mettre en perspective cette violence institutionnelle, inhérente au fonctionnement d’un institut-médico-professionnel recevant des adolescents placés et orientés par les instances officielles pour « déficience intellectuelle légère ». Cette étude est une ethnographie de terrain, puisque la méthode de travail repose exclusivement sur une observation participante. L’auteur, endossant la mission d’instituteur spécialisé, a passé six ans dans la structure avec ce statut, avant de l’observer pendant deux autres années, consignant sur un carnet de bord des scènes de vie quotidienne se déroulant dans l’institution (salle de classe, couloirs, salle du personnel, salle de réunion, réfectoire, …), mais aussi à l’extérieur de l’institution (rue, espaces divers, …). Inspiré par la sociologie d’Erving Goffman, cette analyse institutionnelle qualifie la structure selon des concepts goffmaniens (institution totale, institution totalitaire), des concepts de l’école de Chicago réajustés (institution bâtarde), voire des concepts élaborés (institution stigmate). Nous proposons de démontrer comment la promiscuité entre les usagers, l’hétérogénéité de la population, la complexité de la mission confiée à l’institution, la sanction du placement institutionnel, et la condition du personnel fabriquent un ensemble complexe, inextricable, pathogène, bridant l’évolution du pensionnaire de l’institution médico-sociale, « l’ajustant » à la filière suivante, et le maintenant dans une coulisse sociale ne lui offrant pas de perspective échappatoire, ni de retour vers « la société mère »
In our society there is a vast wing containing a number of individuals who are considered unproductive, abnormal or maladjusted. Part of its function is to contain and maintain these individuals, sometimes for an entire lifetime, on the edges of our society's evolution, in spaces, which have only limited or no contact with mainstream society. This process of maintenance follows a chain of logic: an institution for children, likewise for teenagers, then for working adults, then an adapted nursing home. The stabilisation of this population within this system, perversely, is facilitated by function of the institution, and in particular by the culture of institutional violence through which it is regulated. To illustrate this, and to try to analyse this form of violence, which derives from a utopian order, from a mission which is fundamentally impossible to implement, and which hinders the wheels of every 'specialised' establishment: the present research puts into perspective the institutional violence, inherent, as it is, in the operation of an institut-medico-professional (a state special needs training facility) which receives teenagers who have been placed there by officials for 'slight mental retardation'. This research is an insider-study, as the method of research derives exclusively from participatory-observation. The author spent six years working as a Special Needs Teacher inside the establishment studied; then, for a further two years, systematically recorded into his logbook scenes of daily life, which took place within this institution (e.g. in classrooms, corridors, the staff room, meeting rooms, the cafeteria). Inspired by the social theories of Erving Goffman, this institutional analysis describes the target in terms of Goffman's concepts of “Total Institutions”, adjusted concepts from the Chicago School (“Bastard Institutions”), and elaborated concepts of “Stigma Institution”. This research proposes to demonstrate how the proximity and heterogeneity of the inmates, the complexity of the mission entrusted to the institution, the sanction of institutionalising a child, and the working conditions of the staff, all have resulted in a combination which is complex, pathogenic and intractable. Thus it restrains the evolution of the inmates of the institut-medico-professional, it “adjusts” them to follow along within the system, and places them within a social wing, which offers them neither any perspective on how to escape, nor any path to return to the “mainstream society”

This article seeks the answers to research questions: what constitutes the management of educational institutions, and which sustainable development initiatives are implemented in the management of educational institutions. This article aims to explore the concept of the sustainable team management of educational institution, as well as to coin the elements of the sustainable development of organization, which could serve as a basis to improve sustainable team management in educational institution. The data were collected by the content analysis of the sustainable team management initiatives reflected on 47 homepages of educational institutions; case studies regarding the implementation of sustainable team management in educational sector and 12 interviews with school administration on the state of the art of sustainable team management. Research sample was 59 educational institutions: 17 primary schools, 29 secondary schools, and 13 state gymnasiums with broad geographical representation – the schools in the capital city, cities, small towns, and countryside. Sustainable team management supports principals and their teams in leading their educational institutions towards sustainability, also, achieves institutional goals and cultivates a culture where collaboration, appreciation, and teamwork are valued. According to the data of the study, the institutions insufficiently implement the sustainable development initiatives in the education management process of the educational institution that does not meet state policy and vision, also, in order to implement sustainable development initiatives in educational institutions, attract funding from Erasmus+ or other projects. There is also a lack of the uniform understanding of sustainability among the members of education management team. The authors admit that the concept of sustainable team management in an educational institution needs to be defined at the national level.

Summary. Public activism is a significant phenomenon of modern society, manifested in the active engagement of citizens in addressing social, political, and economic issues. The article examines various aspects of public activism, including its main characteristics in the context of institutional and practical dimensions.One of the key aspects of civil activism is its expression in different spheres of relations between citizens and authorities. In particular, the article discusses the dynamics of "citizen-citizen" and "citizen-authority" interactions in the context of public activism. Studying these relationships allows us to understand how public activism influences democratic processes and the development of civil society. In addition, the article also analyzes the transformation of public activism after 2014, particularly in the context of the events of the Ukrainian Revolution of Dignity. These events played a significant role in shaping a new institution of society, where civil activism became one of the influential forces impacting political processes and reforms. The peculiarities of the institutional approach to the study of public activism are also examined in detail in the article. The distinctiveness of this approach lies in analyzing public activism as a social institution that interacts with other institutions. Academic Institutions utilize various ICT mechanisms to manage institution data, retrieve information, sustain financial activities, and deal with digital culture to create the learning and teaching setting. Thus, Enterprise Architecture (EA) is the ICT strategy employed in the domain to engage with radical changes and permuting trends. The purpose of EA is to organize and standardize Information Technology (IT) components to align with institution’s goals. Qualitative analysis was conducted to discover the factors that instigated the first academic institution in the Philippines to adopt EA as an ICT tool for its long-term strategy. The approach was an exploratory research design to closely examine data through thematic analysis, focusing on inductive reasoning that emphasizes the data convened from the semi-structured interviews with an open-ended question. The result of the interviews was graded as primary and secondary factors which influenced the adoption process. Primary factors are the elements that drives the EA adoption such as the organizational structure and human traits, while secondary factors consist of the characteristics of the transformation, specifically the intended techniques, proposed transformation capabilities, transformation obstacles and institutional perspectives. The purpose of this enquiry is to disseminate the primary and secondary factors, discovered from the first academic institution in the Philippines, to various academic institutions and other sectors with similar settings, as a learning ground and bedrock of future possibilities for EA adoption. Thus, the challenge for subsequent EA adopters is to utilize and strengthen the primary and secondary factors to boost the success of transformation for competitive advantage. The future research should gravitate towards factors of EA nonadoption in academic institutions and other sectors as EA is still emerging slowly particularly in the Philippines. In the transition to a post pandemic world, educational institutions are faced with the challenge of helping to build a more responsive and robust education system in the volatile, uncertain, complex, and ambiguous present and future. This requires critical reflection on lessons learned during the pandemic, reimagining the future of higher education as well as institutional directions, and adopting new strategies for development. This session describes a program to build the capacity of Philippine colleges and universities in this important work. // The Sustainable Institution Building for Open Learning (SIBOL) initiative, as it is called, aims to provide participating higher education institutions with training and mentoring in planning, managing, and sustaining blended, online, and open learning (BOL) programs. Phase 1 of SIBOL consists of seven online training modules, delivered synchronously and asynchronously, on planning BOL programs; systems for BOL materials development, technology management, faculty development, and student support; quality assurance; and research and innovation for sustainability of BOL. Phase 2 is a mentoring program for participating institutions as they implement their BOL institutional strategy. This second phase also aims to strengthen institutional collaboration and networking towards building the open and distance learning ecosystem in the Philippines. // In this paper, early findings from the design, development, and pilot implementation of SIBOL are discussed. SIBOL was conceptualized as UPOU’s pilot project under the EU-funded Advancing Equity and Access to Higher Education through Open and Distance Learning (BUKA) project.

Sustainability has been a topical issue for more than 20 years not only dealing with environmental/ecological, social/cultural and economic issues. Combining social, economic, and environmental initiatives in education is a complex process that should result in a completely new vision of educational institutions. It raises the necessity for a management structure to encourage and support the sustainability initiatives within the organisation. The article deals with one aspect of a larger scale and long-term grounded theory research to explore and define the concept of a sustainable team in educational institution. This article answers the research questions on how students are seen and perceived in the education management hierarchy of an educational institution, and what fosters the development of sustainable team in an educational institution. The data were collected by the content analysis of the education management hierarchy structure reflected on 33 homepages of educational institutions; content analysis of 62 students’ teaching practice assignments on the education management hierarchy structure; 12 interviews with school administration on the state of the art of sustainable team. Research sample was 107 educational institutions: 23 primary schools, 66 secondary schools, and 18 state gymnasiums with broad geographical representation – the schools in the capital, cities, small towns, and countryside. Sustainable team achieves institutional goals and cultivates a culture where collaboration, appreciation, and teamwork are valued. According to the data of the study, there is a misunderstanding of the notion of a sustainable team in educational institutions in Latvia. There is also a lack of evidence of students as meaningful players in how the education management hierarchy is seen and interpreted which slows down the implementation of the sustainability initiatives.

With a commitment to protect and guarantee the safety of the residents of Joinville, 127 years ago a group of people created an institution focused on serving the population in a fast and efficient way. This was how the Volunteer Fire Brigade of Joinville was born, the first such institution in Brazil and the second national fire company. Having seen that it is an association composed of several institutions, as well as several volunteers, a way of managing them is necessary. This paper presents the steps of developing an application to assist the ABVESC firefighters with regard to their institutional organization, bringing greater accessibility and agility to their tasks and planning.

The purpose of this technical guide is to provide a standard format for the analysis of institutions that provide financial services to the microenterprise sector. The technical guide outlines the appropriate techniques and scope of analysis for evaluating and designing programs of support to specialized financial institutions. The analytical techniques presented in this guide are structured to facilitate the process of institutional analysis and project design represented in the diagram below. The analytical framework applied in this technical guide is comprised of two basic components. The first part of the analysis, described in chapters 1 through 5, is dedicated to deriving a series of quantitative performance indicators that measure the performance of the institution. The investigation begins with an analysis of financial performance in order to derive general indicators regarding the sustainability of the institution. Credit operations are then analyzed in order to identify sources of inefficiency. The investigation concludes with an assessment of the impact of the credit services on the institution's clients.

The change through grassroots democratic processes in the Indian political system is the result of a growing conviction that the big government cannot achieve growth and development in a society without people's direct participation and initiative. The decentralized political institutions have been more participatory and inclusive ensuring equality of political opportunity. Social exclusion in India is not a new phenomenon. History bears witness to exclusion of social groups on the bases of caste, class, gender and religion. Most notable is the category of Scheduled Castes, Scheduled Tribes and Women who were denied the access and control over economic and social opportunities as a result they were relegated to the categories of excluded groups. It is true that the problems of the excluded classes were addressed by the state through the enactment of anti-discriminatory laws and policies to foster their social inclusion and empowerment. Despite these provisions, exclusion and discrimination of these excluded groups continued. Therefore, there was a need to address issues of ‘inclusion’ in a more direct manner. Madhya Pradesh has made a big headway in the working for the inclusion of these excluded groups. The leadership role played by the under privileged, poor and the marginalized people of the society at the grassroots level is indeed remarkable because two decade earlier these people were excluded from public life and political participation for them was a distant dream. Against this backdrop, the paper attempts to unfold the changes that have taken place in the rural power structure after 73rd Constitutional Amendment Act. To what extent the decentralized political institutions have been successful in the inclusion of the marginalized section of the society in the state of Madhya Pradesh [India].
