Texto completoThe full special dispute on closed plants is qualified by the special doctrine. Indeed it is special, more than the mere idea, on accounts of particularisms that it shows up in relation to the common law's dispute. That special side is firstly due to the variety of deadlines about the dispute appeal, which change either according to the applicant, the plant's aspect in matter or the beginning of setting up. This special point is also due to the exceptionnal competences vested in the judge, whenever he pleads for the special dispute, whose implementationis first conditioned by a decree. Not only can he abrogate (annihilate / repeal) the decree, but he can also behave as an administrator. He can play the prefect's part and act in places taking the decrees into the jurisdictional setting. Out of sheen reason, this domain lies within the administrator's exclusive province. besides, the rules of the law implementable by the judge varies according to given aspects. He must incite to the procedure rules implementation which comes into effect the very day when the decree is treatened. As for the deep rules, the judge should appreciate their equality when the jurisdictional decision is drawn. Some of its particularisms are justified on particularly historical accounts. However these cannot be justified nowadays any longer, because of the public law's evolution and the recent principles of process law guaranteed to the justicees by an european and a community judge, such as the legal security principle, the equal opportunity principle, the right to the justice court, the right to a non-dependant (free) judge. All the aforementioned specificities enable the commont law's dispute to take over the full special dispute, which tends to come up forth as by a history reserve

Texto completoSeveral major nuclear accidents have shown the dangerousness of the civilian nuclear industry. In law, the IAEA's efforts have been, since the beginning, to develop nuclear safety. The objective is to ensure the operation of the facilities in good conditions. Security which aims to protect facilities against malicious acts is more recent. Police and security forces in general are in charge of protecting the facilities against criminal threats. If fixed installations are the best identified part of the problem, the circulation of radioactive sources in the world is the weak point of the industrial device. Increasingly complex regulations must be assessed according to a simple reality: police forces are not better protected than the rest of the population in the event of a major accident. This observation requires to deploy significant resources in the area of prevention and planning. The massive effects of a radiological emergency do not recognize the borders of states. The international dimension of this threat is indisputable. Police forces prepare evacuation plans for the population. But deadly invisible radiation constitutes a challenge for their implementation. In fact, the evacuations carried out in recent years have all presented significant differences compared to the forecasts. It is not a theoretical reflection on the law and the facts. In the future prospect of a terrorist attack on a power station, the safety response means have become essential to the survival of modern societies

Texto completoEnergy managers are faced with the challenge of upgrading their installation microgrids in a tight fiscal environment, while meeting the challenges of incorporating higher percentages of renewable energy sources and providing better energy assurance during commercial grid failures. Incorporating renewable sources of energy into a microgrid is challenging due to the intermittent nature of supply. Using historical solar data and simulated forecasts for wind data, we formulate and exercise a capital planning optimization model designed to choose the best subset of existing and potential energy sources to maximize microgrid islanding time. Islanding time is defined as the amount of time demands can be met without connection to the commercial power grid, and it is one measure of an installation’s power resiliency. Using sensitivity analysis, we show quantitatively how increases in the capital planning budget has a direct positive impact on islanding time. However, the model also identifies areas where large increases in budget yield proportionally smaller returns in islanding time. Additionally, energy storage can provide increases in islanding time, but there are diminishing returns as the storage capacity is increased. Finally, we quantitatively show that increasing reliance on renewable power decreases sensitivity to changes in the price of fuel.

The US Army has set a course to transition to a future force that is adaptive, modern, and at the forefront of change. This strategic vision lacks a refined installation strategy to meet the needs of the future force. In a period of troop reductions, declining budgets, and increased facility vacancy rates the Army is required to shrink its installations. This thesis explores how to shrink Army installations through change, policy, and design. A set of changes is proposed that focus on eliminating housing, revising security standards, increasing privatization, and growth in Enhanced Use Leasing. Current Army planning strategies based on New Urbanist principles do not address how to shrink installations. Four theories are analyzed to develop a framework for designing the future of Army installations. Parameters are established to test the results of the design. The framework is applied to develop a design proposal for Fort Belvoir, VA. The framework generated a successful design of Fort Belvoir, VA based on the establish parameters. The framework and design process is transferable to all Army installations in the United States. Army planners can apply the process and framework as a tool to generate solutions to shrink Army installations.

The purpose of this study is to investigate and design public light art installations. The investigation consisted of evaluating select examples of public light installations in order to develop a typology, and designing two site-specific light art installations: one in Wichita, Kansas, and the other, in Denver, Colorado. Though public light art is found in most cities, its potential is often lost or unrecognized. In certain cases, public light art can be ‘plop art,’ which is plopped senselessly without much regard to context or experiential qualities. This project seeks to explore the different types of public light art and to find what approach or qualities should be considered when designing public light art. My approach can be described as artistic research. The methods include an apprenticeship to an artist, a precedent study, development of a light typology, an analysis of site and context, establishing a design matrix for two design projects, and an iterative process of making. Each of these methods were undertaken in order to effectively address my research question: What type of public light art is most appropriate for a specific site and how does it relate to creative placemaking? This project overlaps with a collective project group entitled Creative Place-Making, which is comprised of other fifth-year master of landscape architecture students with an underlying interest in art and design as place-making tools. Each student in the group addressed the site in Wichita, Kansas in a unique way. I addressed this site as a temporary landscape, creating an interactive light installation intended to be in place up to five years. In contrast, I addressed the Denver, Colorado site as a long term landscape, and designed a sculptural illuminating gateway. Each of these light art installations were informed by a particular set of characteristics that make each design site-specific.

Texto completoXylem is a world-leading company within fluid technology. Xylem had year 2011 more than 12000 employees in over 150 countries. Xylem Water Solutions is the biggest value center and has its headquarters in Stockholm/Sundbyberg where we have had the opportunity to make our thesis work. To read and present performance on pumps and motors, a program called PECU is used which is run in UNIX. To use PECU on a PC, a client called Jmenu is used. Jmenu was developed several years ago and is today complicated to install, update and distribute. The objective of this thesis work was therefore to study how these processes could simplify and implement this. The thesis was divided into 4 different phases. The first phase was a feasibility study where possible solutions were studied. After a solution was chosen, the execution phase was up next where we designed, implemented and tested the chosen solution. In the third phase we wrote and updated necessary documents. The final phase was to deploy the solution at Xylem. The result was a program which simplified installation and update of the program Jmenu. The program was documented according to the company’s requirements and was later put into production.

This project is a comparative analysis of the implementation process of Activity Based Cost Management of Marine Corps Logistics Base, (MCLB), Albany, and the implementation procedures used aboard MCB Camp Lejeune. Interviews and data gathering were conducted to identify how the respective Business Performance Offices (BPO), plan, implement, monitor, and measure performance of their process to introduce ABCM at the base installation level. We studied the means by which the two organizations allocated resources to this change process and their cost objects. An analysis of benchmarking goals as well as relative barriers to the implementation was conducted to find commonalities between the two, or to determine if those goals and barriers were unique to each organization. It should be highlighted that this project is not intended to identify which, if either, process is superior or if inherent problems or impediments are attributable to internal issues within the respective organizations. The project describes and discusses environmental differences that facilitate or hinder the implementation and offers recommendations to aid in ABCM implementation process procedures.

Texto completoThis thesis is a project that is conducted at Infinera located at Stockholm, Sweden. The project uses service design methodology alongside with user-centered design. The aim of the project isto examine and improve every day work lives of implementers of fiber optic networks. The current service is following a system-driven perspective. This project will examine ways to change this into a user-centered design perspective. Service design methods were used to investigate the service process and to gather insights. The project started with an initial preparation phase, followed by loop 1 and 2. Preparation phase was used to get a deeper understanding on fiber optic networks. Loop 1 and loop 2 included methods such as shadowing, a day in life, interviews and customer journey maps. These loop phases included interactions with the customers, the analysis of these interactions, ideation from these analysis and conceptualization. Five main problems were identified in the process. These were grouped into two as process related problems and user experience related problems. It is found out that the main reason behind process problems was lack of communication between departments in the company. These problems were project manager designation, lack of statement of work and the handover between sales department and technicians. The handover between sales department and technicians were selected as a next step to go on. Web applications were shaped as a concept to solve the problem that was selected. The project was finalized with suggestions on webapplications regarding the solutions of selected problems. The problems were identified related to the process. Sales to service handover was selected for further improvements. The generated concept on this problem was improved and presented to the company.

Texto completoAlthough South Africa has significant energy reserves, some 50-60% of the South African population is without access to electricity. Lack of infrastructure is one of the root courses of which energy supply forms an important component. The energy sector is an integral part of the whole economy, and energy planning requires analysis of the links between the energy sector and the national economy. Local economy can be developed, if energy provision and supporting services are made available to rural areas. South Africa has, so far, developed and implemented energy activities without a solid base in energy policy and macro-economic planning. This has resulted in the situation where energy planning has taken place on a sectoral basis without much regard for socio-economic development objectives or inter-energy considerations.
Dion, Michaël. "Scénographies communicationnelles des installations : regard esthétique et immersion sociale". Thesis, Bordeaux 3, 2019. http://www.theses.fr/2019BOR30010/document.
Texto completoThis thesis explores the contemporary communicational space on the basis of the installation form. The challenge is to consider how installation manages to create or renegotiate forms of visibilities in a media-orientated society in which exhibitions have become the norm of what is visible. These sensitive reformulations result from the scenography movement, defined as a process of creation and representation through which “communicational scenography” may be contained. The artistic installation is the archetypal space that will be used to undertake this reflection. Using a corpus of contemporary art installations, we will analyse the processes by which installation leads to a heterogeneous experience of space, which typically favours the immersion of the visitor and the reversal of frameworks which serve to make the real world intelligible. These processes make installation a space which allows for experimentation with the sensory experience in relation to spatial layouts which redefine its division. Installation may be appreciated as a form of scenography constituting of communicational processes and practices which tend to insert themselves in between the aesthetic experience and the social experiment of space. The “anthropological communication of the sensible”, promoted by all sorts of artistic devices, illustrates precisely the way in which installation, as a social stage, transforms both our perception and methods of communication. To grasp and put into perspective these issues, which criss-cross between the disciplines of communication and aesthetic, this reflection will focus upon space specifically within the museum. The museum, acting as both a set designed space and a stage of materialised exhibition, makes it possible to observe how the communicational paradigm intervenes in cultural practices through the role played by space, here defined as a “scene”. Initially considered in the typical environment of museum heterotopia, installation will be observed over the course of its derritorialisation in social space, but also through circular and reflexive processes that it may have on our perspective. In the end, it is a question of whether installation, a not only an artistic practice, can act as a medium or a template to analyse the contemporary communicational space and, further still, as a hypothetical “society of installation”
