As we all known, for a certain product, inspection reliability for the product can be considered and calculated by a famous reliability index as POD (Probability of Detection). While, for a batch of product, Stat. character should be added into POD because one-by-one inspection always is not economic, and POD without any consideration of Stat. character is not used directly for inspection reliability of a batch of product. So, inspection reliability for a batch of products can be considered and divided into reliability of inspecting objective (could be defined as POD) and reliability induced by sample inspection (Rs). In this present paper, inspection strategy based on sample inspection reliability is considered, together with some factors influent to Rs is analyzed such as sample size, producer risk and consumer risk, acceptable quality level (AQL), rejectable quality level (RQL).

In many material processing and storing plants an inspector performs during some reference time interval, e.g. one year, a number of inspections because it can not be excluded that the plant operator acts illegally by violating agreed rules, e.g., diverts valuable material. The inspections guarantee that any illegal action is detected at the earliest inspection following the beginning of that illegal action. We assume that the inspector wants to choose the time points for his inspections such that the time which elapses between the beginning of the illegal action and its detection is minimized whereas the operator wants to start his illegal action such that the elapsed time is maximized. Therefore, this inspection problem is modelled as a zero‐sum game with strategies and payoffs as described. Depending on the concrete situation the start of the illegal action and the inspections can take place either at a finite number of time points or at every time point of a reference period. The first case can be modelled as a zero‐sum game with finite pure strategy sets while the latter one leads to a zero‐sum game with infinite pure strategy sets and discontinuous payoff kernel.

Accuracy and consistency are critical for inspections to be an effective, fair, and useful tool for assessing risks, quality, and suppliers—and for making decisions based on those assessments. We examine how inspector schedules could introduce bias that erodes inspection quality by altering inspector stringency. Our analysis of thousands of food-safety inspections reveals that inspectors are affected by the inspection outcomes at their prior-inspected establishment (outcome effects), citing more violations after they inspect establishments that exhibited worse compliance levels or trends. Moreover, consistent with negativity bias, the effect is stronger after observing compliance deterioration than improvement. Inspection results are also affected by when the inspection occurs within an inspector’s day (daily schedule effects): Inspectors cite fewer violations after spending more time conducting inspections throughout the day and when inspections risk prolonging their typical workday. Overall, our findings suggest that currently unreported violations would be cited if the outcome effects—which increase scrutiny—were triggered more often and if the daily schedule effects—which erode scrutiny—were reduced. For example, our estimates indicate that if outcome effects were doubled and daily schedule effects were fully mitigated, 11% more violations would be detected, enabling remedial actions that could substantially reduce foodborne illnesses and hospitalizations. Understanding and addressing these inspection biases can help managers and policymakers improve not only food safety but also process quality, environmental practices, occupational safety, and working conditions. Aircraft inspection is vital to assure safe and reliable air transportation. Search strategy training has been recognized to be effective in improving an inspector's performance in a visual inspection task. Improving the search performance of novice inspectors can be expedited by providing cognitive feedfoward information about the search strategy adopted by an expert inspector. In a collaborative virtual aircraft inspection environment using eye tracking equipment, novice inspectors can observe in real time the point of regard (POR) data of an expert inspector performing an inspection task. This research evaluates the effectiveness of three display techniques —‘dot’, ‘ray casting’ and ‘decaying trace’ – for representing, the gaze slaved visual deictic reference (VDR) of the expert inspector during search strategy training in an aircraft inspection task. Increase in performance of the novices performing an inspection task after training show the ‘decaying trace’ as the most effective form for representing the expert's VDR.

This investigation considers a generalized inspection policy for a deteriorating production system with general random minimal repair costs. The inspection times for the inspection strategy are assumed to be non-negligible. Additionally, uncertainty probabilities associated with inspections are introduced. Using a dynamic programming formulation, the optimal inspection time for maximizing profit per unit time for a given overhaul/replacement time is determined. Next, the procedure is extended to determine the optimal periodic overhaul/replacement time, as well as the optimal number of inspections and their schedule.

We consider production systems which generate damage to environment as they get older and degrade. The system is submitted to inspections to assess the generated environmental damage. The inspections can be periodic or nonperiodic. In case an inspection reveals that the environmental degradation level has exceeded the critical levelU, the system is considered in an advanced deterioration state and will have generated significant environmental damage. A corrective maintenance action is then performed to renew the system and clean the environment and a penalty has to be paid. In order to prevent such an undesirable situation, a lower threshold levelLis considered to trigger a preventive maintenance action to bring back the system to a state as good as new at a lower cost and without paying the penalty. Two inspection policies are considered (periodic and nonperiodic). For each one of them, a mathematical model and a numerical procedure are developed to determine simultaneously the preventive maintenance (PM) thresholdL∗and the inspection sequence which minimize the average long-run cost per time unit. Numerical calculations are performed to illustrate the proposed maintenance policies and highlight their main characteristics with respect to relevant input parameters.

In today's highly competitive markets manufacturers must provide high quality products to survive. Manufacturers can achieve higher levels of quality by changing their manufacturing process and/or by product inspection where a multitude of different strategies are often available. Each option has its own cost implications that must also be taken into account. By reconciling the competing objectives of quality maximization and cost minimization, a cost of quality approach serves as a useful framework for comparing available manufacturing process and inspection alternatives. Still, any rigorous comparison requires both a metric as well as a profound understanding of cost of quality tradeoffs. The cost of quality tradeoffs in manufacturing process and inspection strategy selection are examined through a probabilistic cost of quality model explored analytically using a sample set of fundamental inspection strategies (reinspect rejects, reinspect accepts and single inspection) and applied to the case of electric vehicle battery pack assembly. From an expected value point of view a series of parametric sensitivity analyses reveal that complex tradeoffs between manufacturing process, inspection, internal and external failure costs determine the optimal manufacturing process and inspection strategy combination. In general, reinspect rejects minimizes internal failure costs, reinspect accepts minimizes external failure costs and single inspection lies in between while minimizing inspection costs. This thesis illustrates the fact that results are scenario specific and depend on product cost-, manufacturing process and available inspection method attributes. It is also observed that manufacturing process improvement often coincides with a need to change inspection strategy choice, thereby indicating that manufacturing process and inspection strategy selection should not be performed independently of each other. This thesis demonstrates that the traditional expected value approach for evaluating cost of quality implications of manufacturing and inspection is often misleading. Decision tree formulations and discrete event simulations indicate that cost of quality distributions are asymmetric. High internal- and external failure costs, manufacturing process non-conformance rates and inspection method error rates are contributing factors. The alternative metric of expected utility captures decision makers risk aversion to high cost outliers and changes the criteria for optimality and favors inspection strategies and manufacturing processes that minimize external failure events with increasing risk intolerance. In the examined case of electric vehicle battery pack assembly both material- and external failure costs are very high. Analytical and discrete event simulation results indicate that for the given welding process the inspection strategy that minimizes external failure costs is optimal from an expected cost point of view as well as at high degrees of risk aversion. This result is shown to be sensitive to parameters driving the cost and probability of external failure events.

The objective of the master’s thesis work is to investigate how an autonomous underwater vehicle (AUV) should act in an underwater tunnel environment. The thesis proposes sensors, control strategies, mission statement, among others, required for tunnel assignments. A behavior-based control (BBC) strategy has been developed to control the AUV. The BBC is used in the middle level of the vehicle control, i.e. the reactive control system which describes how the AUV navigates through a tunnel, while other events are considered. The control strategy has also been separated into two parts, and these are: controlling the AUV’s heading and controlling the AUV to a desired distance from the tunnel wall. To be able to evaluate the performance of the system, a graphical user interface (GUI) has been developed. The GUI enables the operator to change control settings during simulations. Two proposed control strategies are presented with simulated results.
Syftet med examensarbetet är att undersöka hur en autonom undervattensfarkost (AUV) bör agera i en undervattenstunnel miljö. Avhandlingen föreslår sensorer, reglerstrategier, uppdragsbeskrivning med mera som krävs för tunneluppdrag. En beteendebaserad (behavior-based) reglerstrategi har utvecklats för att styra AUV:n. Reglerstrategin används i mellersta nivån i farkostens reglering, det vill säga den reaktiva regleringen som beskriver hur farkosten ska styra genom en tunnel samtidigt som andra händelser beaktas. Reglerstrategin har även delats upp i två delar: reglering av AUV:ns kurs och reglering av AUV:n till ett önskat avstånd från tunnelns vägg. För att kunna verifiera funktionaliteten av systemet så har även ett grafiskt användargränssnitt utvecklats. Gränssnittet möjliggör att man kan ändra reglerparametrar under en simulering. Två föreslagna reglerstrategier presenteras med tillhörande resultat.

Afin de dissuader les eventuels detournements de matieres nucleaires, un inspecteur est charge d'effectuer un certain nombre d'inspections dans une installation nucleaire. Deux inspections ont lieu a des dates fixes et connues de l'inspecteur et d'un eventuel detourneur. Entre les deux dates, un nombre limite d'inspections peuvent etre decidees par l'inspecteur. Nous supposons qu'un detournement est toujours detecte lors de l'inspection suivante. L'inspecteur cherche a minimiser le temps de detection et l'eventuel detourneur a le maximiser. Les jeux d'inspections sont etudies en deux temps. Nous considerons d'abord differentes familles de jeux d'inspection, et nous nous interessons tout particulierement aux jeux admettant une structure recursive. Ensuite, nous elaborons un jeu a information incomplete repondant aux donnees du probleme pose et realisons un logiciel, nomme jadis, permettant d'obtenir des strategies optimales d'inspection sur un grand nombre de periodes. Le jeu peut alors etre etudie sur un nombre de periodes suffisamment large pour confirmer le fait que l'information incomplete permet de reduire le temps de detection d'un detournement. Un second type de jeu est egalement etudie, le jeu d'infiltration, qui consiste en une poursuite-evasion sur un graphe de plusieurs arcs reliant deux noeuds. Un agent infiltrant doit se rendre de l'un de ces deux noeuds a l'autre sans etre intercepte par un gardien. Differents contextes de surveillance sont etudies.

The Swedish market for vehicle inspection is re-regulated since June 2010. More than four years after the re-regulation there are eight companies in the market. Two of these companies are a result of the former monopolist's owners divided the business among themselves. The remaining six companies have entered the market through acquisitions or by building up their business from scratch, these are known as new entrants in the study. The competition has developed slowly and the former monopolist still has the highest market share. Industry conditions are to say the least special because the companies and technicians have to have individual licenses in the form of accreditation and certification, which causes high establishment barriers. The study has the aim of contributing to the knowledge of new entrants on the re-regulated vehicle inspection market. In particular, the new entrant’s establishment and their strategic choices are studied to find out how they act to market conditions in order to create competitive advantages. The study is based on four questions: Main Question: How do new entrants create competitive advantages in the vehicle inspection market? Sub query 1: How’s the new entrants view on the competitive situation? Sub query 2: How do the new entrants establish their station-/s? Sub query 3: What strategies do the new entrants use to strengthen its position against competitors? The essay is based on an empirical survey and is designed as a case study with four units of analysis that represent four new inspection companies in the market for vehicle inspection. Data were collected through interviews with people in key positions of the four companies, as well with a person of the authority whose task is to monitor market developments, namely the Transport Agency. Furthermore, also documents issued by the authorities and new entrants were reviewed. The conclusions that the study has come up with is that the new entrants create competitive advantages through a favorable placement of stations, a bit outside the city center. The strict regulation doesn’t allow the new entrants to create competitive advantages through new or modified inspection services. Based on these regulations the new entrants are trying to attract customers through enhanced service and additional services to the inspection. They try to create a total offering to the customer where the obligatory inspection service is included.

A crucial stage of the remanufacturing process is the inspection procedure. Surveys carried out in the automotive remanufacturing sector show that the industry is concerned about its need for such a large amount of specialist skills. Despite this, there has been little research into what is actually involved in the inspection process and what different strategies are used in different companies carrying out remanufacturing operations. This thesis presents case based research that was carried out on the inspection procedures of sixteen companies. These included companies from all industries ranging from those in the automotive and defence industries, to those in consumer electronics and IT. The cases range from small companies remanufacturing a few units per month to those with established remanufacturing production lines. This project has created two key contributions to theory. The first is a theory for remanufacturing strategy. A framework for remanufacturing strategy has been produced showing how different strategies are used to remanufacture items with different characteristics. The second is a generic inspection process which breaks down each inspection procedure within remanufacturing to its main objectives and methods. These, practical and applicable, contributions are of vital interest to researchers who can use them to enhance their knowledge of inspection procedures within remanufacturing and will act as a road map for future research into this new and exciting area.

Resilience of infrastructure networks is a key requirement for a functioning modern society. These networks work continuously to enable the delivery of critical services such as water, natural gas, and transportation. However, recent natural disasters and cyber-physical security attacks have demonstrated that the lack of effective failure detection and identification capabilities is one of the main contributors of economic losses and safety risks faced by service utilities. This thesis focuses on both strategic and operational aspects of inspection processes for large-scale infrastructure networks, with the goal of improving their resilience to reliability and security failures. We address three combinatorial problems: (i) Strategic inspection for detecting adversarial failures; (ii) Strategic interdiction of malicious network flows; (iii) Analytics-driven inspection for localizing post-disaster failures.
We exploit the structural properties of these problems to develop new and practically relevant solutions for inspection of large-scale networks, along with approximation guarantees. Firstly, we address the question of determining a randomized inspection strategy with minimum number of detectors that ensures a target detection performance against multiple adversarial failures in the network. This question can be formulated as a mathematical program with constraints involving the Nash equilibria of a large strategic game. We solve this inspection problem with a novel approach that relies on the submodularity of the detection model and solutions of minimum set cover and maximum set packing problems. Secondly, we consider a generic network security game between a routing entity that sends its flow through the network, and an interdictor who simultaneously interdicts multiple edges.
By proving the existence of a probability distribution on a partially ordered set that satisfies a set of constraints, we show that the equilibrium properties of the game can be described using primal and dual solutions of a minimum-cost circulation problem. Our analysis provides a new characterization of the critical network components in strategic flow interdiction problems. Finally, we develop an analytics-driven approach for localizing failures under uncertainty. We utilize the information provided by failure prediction models to calibrate the generic formulation of a team orienteering problem with stochastic rewards and service times. We derive a compact mixed-integer programming formulation of the problem that computes an optimal a-priori routing of the inspection teams. Using the data collected by a major gas utility after an earthquake, we demonstrate the value of predictive analytics for improving their response operations.

With the scope of this study, certain tasks of the finance inspectors have been restructured by means of information technology in an effective way. The new structure has been integrated to the Internet technology and thus can eliminate the problems of time and place. The Documentation and Personnel Departments of FIB have been chosen for piloting and performance assesment has been performed after the restructuring with new technology. The result of the assesment suggest that, when compared to the old system, the new system has ensured approximately 70% more efficiency.

Idag finns det inte tillräckligt underhåll på de 15 svamp- och bakterietankar som finns på AstraZenecas vattenreningsverk i Gärtuna, Södertälje. Företaget använder sig av avhjälpande underhåll där de väntar på att tankarna ska gå sönder för att sedan laga dem. Reningsverket vill skapa en underhållsstrategi på tankarna genom att ta reda på om livslängden kan förlängas eller om, och i så fall när, utrustningen behöver renoveras, uppgraderas eller bytas ut. I litteraturstudier undersöktes underhållsstrategier, vattenreningsverk och olika tillståndskontroller. Besök gjordes för att få en bättre uppfattning om hur arbetet på vattenreningsverket ser ut idag. Intervjuer hölls med chefen för vattenreningsverket, en erfaren drifttekniker samt två externa företag som jobbar med underhåll. AstraZeneca föreslås gå från ett avhjälpande till ett schemalagt tillståndsbaserat underhåll, där tillståndskontroller utförs var tredje, fjärde eller femte år beroende på personalens bedömning och de rekommenderas också att använda sig av externa resurser när det kommer till tvättning och tillståndskontroller av tankarna. Avhjälpande underhåll är omöjligt att planera och kommer med vår lösning att minimeras. Schemalagt tillståndsbaserat underhåll som vi rekommenderar kommer resultera i en mycket enklare planering och oväntade kostnader likväl som oväntade stopptider kommer undvikas. Regelbundet underhåll kommer troligtvis resultera i att tankarnas livslängd ökar vilket bidrar till en bättre hållbarhet och man slipper köpa in nya tankar.
Today, there is not enough maintenance on the 15 fungal and bacterial tanks found at AstraZeneca's wastewater treatment plant in Gärtuna, Södertälje. The company uses a maintenance strategy where they wait for the tanks to fail and then fix them. The treatment plant wants to create a maintenance strategy for the tanks by finding out if the life span can be extended or if, and if so, when the equipment needs to be renovated, upgraded, or replaced. With literature studies maintenance strategies, wastewater treatment plants and various condition investigations, were analysed. The visits were made to get a better idea of how the work at the wastewater treatment plant looks like today. Interviews were held with the head of the water treatment plant, an experienced operating technician and two external companies working on maintenance. The result shows information about what errors occurred, what measures were taken and what it cost. It also shows how maintenance can be done with various external sources and costs for this. Two different condition investigations, digital x-ray scanning and penetrant testing are suggested to detect errors in the tanks. After analysing the results, conclusions about a new maintenance strategy could be drawn. Recommendations on how it can be implemented, and an appropriate interval have been developed. AstraZeneca should go from corrective to scheduled condition-based maintenance, where condition investigations are performed every three, four or five years depending on the staff's assessment and they could make use of external sources when it comes to washing and condition investigations of the tanks. Corrective maintenance is impossible to plan and our solution will minimize this. Scheduled condition-based maintenance that we recommend will result in a much simpler planning where unexpected costs as well as unexpected downtime will be avoided. Regular maintenance will probably result in an increase in the service life of the tanks, which contributes to better durability and they will not have to buy new tanks.

To gain a financial benefit, a “smart operator” views inspection as part of an overall strategy to maintain a safe pipeline. This paper shows how periodic internal inspections, followed by defect assessments using fitness-for-purpose criteria and selective repair, is the most cost beneficial way of maintaining the safety of a pipeline. It is highlighted that it is important to use (i) genuine high resolution pigs for the inspection and (ii) expert fitness-for-purpose assessment. The cost savings on the optimized future safe operating strategies for the pipeline offset the costs of the inspection and expert assessment.

Unmanned aerial systems (UAS) are increasingly used for a variety of applications related to INDOT’s mission including bridge inspection, traffic management, incident response, construction and roadway mapping. UAS have the potential to reduce costs and increase capabilities. Other state DOTs and transportation agencies have deployed UAS for an increasing number of applications due to technology advances that provide increased capabilities and lower costs, resulting from regulatory changes that simplified operations for small UAS under 55 pounds (aka, sUAS). This document provides an overview of UAS applications that may be appropriate for INDOT, as well as a description of the regulations that affect UAS operation as described in 14 CFR Part 107. The potential applications were prioritized using Quality Function Deployment (QFD), a methodology used in the aerospace industry that clearly communicates qualitative and ambiguous information with a transparent framework for decision making. The factors considered included technical feasibility, ease of adoption and stakeholder acceptance, activities underway at INDOT, and contribution to INDOT mission and goals. Dozens of interviews with INDOT personnel and stakeholders were held to get an accurate and varied perspective of potential for UAVs at INDOT. The initial prioritization was completed in early 2019 and identified three key areas: UAS for bridge inspection safety as a part of regular operations, UAS for construction with deliverables provided via construction contracts, and UAS for emergency management. Descriptions of current practices and opportunities for INDOT are provided for each of these applications. An estimate of the benefits and costs is identified, based on findings from other agencies as well as projections for INDOT. A benefit cost analysis for the application of UAS for bridge inspection safety suggests a benefit cost over one for the analysis period.

NWRC is the only Federal research facility in the United States devoted entirely to the development of methods for effective wildlife damage management. The National Wildlife Research Center (NWRC) is a world leader in providing science-based solutions to complex issues of wildlife damage management. As the research arm of Wildlife Services (WS) program within the U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service, NWRC work with WS operational staff to provide Federal leadership and expertise to resolve wildlife conflicts related to agriculture, livestock, human health and safety (including wildlife diseases), invasive species, and threatened and endangered species. NWRC is committed to finding nonlethal solutions to reduce wildlife damage to agricultural crops, aquaculture, and natural resources. As part of WS' strategic plan to improve the coexistence of people and wildlife, NWRC has identified four strategic program goals: (1) developing methods, (2) providing wildlife services, (3) valuing and investing in people, and (4) enhancing information and communication. WS is dedicated to helping meet the wildlife damage management needs of the United States by building on NWRC's strengths in these four key areas.
