Cet article s’intéresse à la relation entre la présence de mécanismes formels de participation citoyenne et la nature des relations État-société dans le contexte du processus de démocratisation mexicain, par le biais de l’étude des comités de participation citoyenne (COPACI) mise en place en 1996 par le Parti de la révolution démocratique (PRD) à Nezahualcóyotl, dans l’État du Mexique. S’inscrivant au coeur des débats théoriques actuels sur la démocratie participative et associative, il démontre que postuler de l’existence d’un lien direct et de facto entre innovation institutionnelle participative et démocratisation s’avère, dans les faits, problématique. Bien que l’existence de mécanismes institutionnels favorisant la participation citoyenne soit une condition nécessaire à la revitalisation de la société civile et de ses relations avec le pouvoir politique au niveau local, elle n’est pas suffisante pour la garantir en pratique, comme le suggère le cas de Nezahualcóyotl. L’analyse qualitative des dynamiques de mobilisation et de la nature de la participation citoyenne au sein des COPACI fait ressortir que, contrairement à l’idée véhiculée dans les discours officiels du PRD, l’impact de leur institution par le PRD sur les relations État-société et, plus largement, sur la qualité de la gouvernance démocratique municipale, n’a pas été à la hauteur des attentes. Alors que les COPACI devaient, en théorie, devenir des véhicules de démocratisation en permettant le développement d’une participation autonome des acteurs collectifs à la gouvernance municipale, l’expérience démontre qu’ils ont plutôt été utilisés par les leaders des différents partis et leurs alliés de manière informelle comme un outil de contrôle social, contribuant à alimenter et à réinventer les pratiques clientélistes et antidémocratiques héritées du régime du PRI et originellement dénoncées par le PRD.

Dans le cadre de la gestion des déchets, l’implémentation de la Responsabilité élargie du producteur (REP) a vu émerger de nouvelles structures, les éco-organismes, qui représentent une innovation organisationnelle majeure. En tant qu’intermédiaires entre les pouvoirs publics, les producteurs et les opérateurs, ils coordonnent et financent les programmes de gestion des déchets, réorientant ainsi la responsabilité des déchets vers les producteurs. Cela représente une transformation structurelle majeure, remplaçant le modèle antérieur, axé sur les fonds publics et la responsabilité municipale, par un système de financement privé mobilisant un large éventail d’acteurs. Cet article vise à mettre en avant l’importance de l’innovation organisationnelle dans un secteur où le débat public met souvent l’accent sur l’innovation technologique.

Compositional and structural characterization was carried out on transparent glass fragments found in a brick rubbish pit discovered in basal floor of the ducal palace of Ferrara, during the excavation of Piazza Municipale. This study aims to identify raw materials and glass-working techniques through X-Ray Fluorescence (XRF) quantitative chemical analyses and semi-quantitative Scanning Electron Microscopy (SEM) observations. The studied fragments were produced using siliceous-lime sands with natron as flux, and allowed us to better understand the production technologies in a historical period of great innovation for European glass art. The numerous findings of glass fragments discovered in brick underground cellars built for the specific purpose of household rubbish of wealthy complexes in Ferrara testify a consolidated system of separate discharge of solid waste into underground containers, which were closed and sealed once filled. The high volume of the finds indicates the absence of recycling of accumulated materials due to the well-being of the city. Compositional analysis confirmed the local production of glass shops in Ferrara during the late Middle Ages, characterized by differences with the glasses of the nearby city of Venice. Morphological analyses also defined the nature and relative abundance of the products, exploring the types and compositions of the Ferrara glass art.

Purpose The purpose of this paper is to measure how frequently innovative financial products appeared or became widely adopted in the municipal securities markets over the last two decades; and also investigate what types of issuers adopted the innovations, the relationship between yields and innovation and the patterns of diffusion within states. Design/methodology/approach Using comprehensive data on municipal securities issued from 1992 to 2015, the author searches for financial innovations as defined in the literature. The author uses issuer fixed effects models to characterize the relationship between yields and use of innovative products. Other models provide estimates of the conditional correlations between issuer characteristics and innovation usage. Finally, the author fits trend models to identify significant differences in the pace of adoption between different types of issuers. Findings In total, 35 security features fit one or more definitions of innovation. Extensive analysis is presented for four innovations that represent significant transfers of risk: variable rates, put options, corporate backers and derivatives. Small issuers used these innovative products, but the largest issuers adopted them to a greater extent. Usage appears to diffuse within states. Issuance of innovative securities fell during the financial crisis and has not recovered. Novel securities since the financial crisis have been created by legislation rather than by market participants. Research limitations/implications The data appear to cover all or nearly all municipal securities, but they do not cover loans or other types of municipal borrowing. Practical implications This analysis reveals that financial innovations in municipal securities markets usually take the form of a rare practice becoming widespread rather than a never-before-seen feature appearing in the market. Changes in response to legislation are an exception. Social implications Regulators concerned about financial stability can monitor the expansion of formerly rare securities features. This will be informative about new risks or transfers of risk in the market. They can also anticipate that expanded use of an innovation by states and high-volume issuers will be followed by adoption of the innovations by smaller, less sophisticated issuers in subsequent years. Originality/value This paper is the first attempt to empirically analyze the extent of financial innovation in municipal securities. Existing public finance literature has proposed definitions of financial innovation, qualitatively documented some specific innovations and empirically analyzed others. However, no previous study has empirically analyzed the entire municipal securities market for all possible innovations.

Background: There is a need for qualitative studies on imposed innovation in home care services in welfare societies. The municipalities are key actors in the field of innovation in the public sector. As innovations often are interpreted to be in conflict with values in health care, we need knowledge on how policy changes and imposed innovations are understood and handled by middle managers working in the sector. Aim: We aim to explore how middle managers react to imposed innovation in health services through their storytelling. The research question was “What can middle managers' stories of imposed innovation tell us about their role in, and some important prerequisites for, innovation processes in municipal health-care services?” Methods: A narrative study of experiences with municipal innovation among middle managers in Norway. In this article, we do a thematic analysis of interviews with seven female middle managers who work in a home care service department. Findings: The study develops an understanding of which frameworks are required within a home care service to meet constant demands for innovation. Innovations are understood by the managers as results of policy changes and new public management demands and as a troublesome burden. We find the prerequisites for implementing innovations to be (1) trust-based management, (2) flexibility and dynamics, (3) continuity of care, and (4) emphasis on competence. These prerequisites are further interpreted in relation to dominant discourses on innovation at the macro, meso, and micro levels within the storytelling contexts. Conclusion: Imposed innovations require a negotiating practice in cross-disciplinary environments at all levels in the organization.

Dada à importância dos Conselhos Municipais de Políticas Públicas como forma de institucionalizar a democracia participativa no Brasil contemporâneo, sendo utilizados como uma importante ferramenta na Gestão Pública a fim de uma eficaz alocação de recursos públicos, é de grande importância conhecer o perfil dos conselheiros municipais, enquanto sujeito ativo do Controle Social. A metodologia utilizada foi a descritiva que segundo VERGARA (2007, p.46) diz que a pesquisa descritiva expõe características de determinada população ou de determinado fenômeno. A pesquisa foi realizada no município de campo alegre - al, onde existe dez Conselhos Municipais, e como forma de delimitar a pesquisa foram utilizados como fonte de coleta de dados quatro Conselhos Municipais (Conselho Municipal da Saúde – CMS, Conselho Municipal de Educação – CME, Conselho Municipal de Assistência Social - CMAS e Conselho Municipal da Alimentação Escolar – CAE). A pesquisa revelou o perfil de gênero, idade, formação acadêmica, representatividade e concepções a cerca do significado que o Controle Social tem para os conselheiros. A principal contribuição deste trabalho é descrever o perfil dos que exercem o Controle Social no âmbito municipal.

Local knowledge helps generate social innovations. Universities, which are part of the territorial innovation system, are important in creating innovations, but their role in diffusing social innovations is less well known. The social policies established in Ecuador have given rise to different social innovations. In particular, the metropolitan district of Quito, based on the metropolitan development plan from 2012 to 2022, has generated a process of social innovations of great interest. Local universities usually participate in the training process of the agents involved in the development of social innovation. In a complementary way, local universities can facilitate cooperation between these agents. Both are essential elements in the diffusion of innovation. This paper analyzes the importance of collaboration with universities to disseminate social innovations in the Metropolitan District of Quito, using a series of interviews. The results indicate that the lack of collaboration with the universities and the limited knowledge that exists in them hampered the practical development of the plan and its effectiveness.

The sustainability of urban surfaces can be enhanced by introducing innovations. An ex-ante assessment of the potential sustainability impacts of innovations in urban areas can provide decision-makers with valuable recommendations for their selection before implementation. This knowledge helps to make the innovation more future-proof. Although a first methodological approach for such an assessment is available, there is no readily applicable set of indicators. Hence, this article proposes a holistic sustainability impact assessment method tailored to the management of urban surfaces and their innovations. For the development of the method, a Sustainable Development Goal (SDG)-based, top-down approach is adopted. The proposed assessment method makes it possible to identify an innovation’s potential contribution to the achievement of the SDGs before its introduction. In this article, the assessment method is tested by evaluating the sustainability impacts of weed-suppressing joint filling sand on a walkway in a municipal cemetery in Southern Germany. The case study shows that a mixed impact of the innovation in the three dimensions of sustainability could be expected within the system boundary. It highlights the need for innovation optimization, mainly in the economic dimension. As a result, the introduced method can support the innovation process of urban surfaces for sustainable municipal development.

Service delivery protests in the recent past demonstrate the dire state of local government in South Africa. The absence of public sector innovation can be linked to service delivery backlogs hence embracing digital innovations (Internet of Things (IoT), Big data and analytics, cloud, Biometrics, computers, mobile applications, 3D machines) in the Fourth Industrial Revolution (4IR) is strategic for enhancing municipal service provision and uplifting the living standards of citizens in communities. The study utilised an explorative qualitative case study design premised on an extensive literature and document review analysis to examine the barriers facing the City of Tshwane from adopting digital innovations in the 4IR. The analysis of documents revealed digital hesitancy, leadership void, lack of innovative research culture, weak municipal preparedness, and digital divide in adopting digital innovations are barriers to digital innovation adoption to enhance service delivery. The paper observes further the lack of systematic and evaluative studies to inform public sector innovation, or growth in digital innovations often led to implementation challenges in the City of Tshwane. Conclusions drawn for the article revealed that adopting digital innovations can be the panacea to accelerating urban service delivery in the City of Tshwane; hence institutional readiness, improved revenue streams, including a stable regulatory and policy environment, are imperatives in achieving a digitalised local government in the 4IR.

The interview covered topics related to social management systemic and institutional innovations in Beijing, including resolution of acute local-level issues; “pivotal” social organizations; social worker team building; party building in the social field; network-style social service management; and management of foreign NGOs.

I forbindelse med de nationale strategiplaner ”Det fælles ansvar II” og ”Den nationale hjemløsestrategi” er der blevet iværksat flere aktiviteter i Københavns Kommune for at skabe øget viden og forbedre indsatsen i forhold til hjemløse og andre grupper af socialt udsatte kvinder. Flere af disse er sociale innovationer. De har som formål at imødekomme kvindernes behov og problemer på nye og bedre måder. I artiklen analyseres tilblivelsen af en af disse sociale innovationer, ”Café Klare – Natcaféen for kvinder”. Det undersøges således hvorledes ideen til natcaféen er fremkommet, og hvordan processen bag implementeringen af den er forløbet. Analysen viser bl.a., at der er tale om en længerevarende proces, hvor medarbejdere og ledere i Socialforvaltningen og i organisationer på hjemløseområdet, mere eller mindre strategisk har skabt, udnyttet og forhandlet muligheder for at skabe en forbedret indsats for de hjemløse kvinder, heriblandt natcaféen. Analysen er baseret på et længerevarende, kvalitativt casestudie. ENGELSK ABSTRACT: Catharina Juul Kristensen: Social Innovation in Services for Homeless Women – the Creation of a Night Shelter Within the framework of the Danish national action plans ”Our Common Responsibility II” and ”The National Homeless Strategy”, the municipality of Copenhagen launched a number of initiatives to improve social services for socially vulnerable and homeless women. Another goal of these initiatives was to increase awareness and knowledge of these women’s needs. Many of these efforts are social innovations that endeavor to meet the needs and problems of homeless women in new ways. This article analyzes the emergence of one of these social innovations, ”Café Klare – the night shelter for women”. It focuses on the process of idea generation and implementation of the night shelter. The analysis shows how employees and managers in both the municipal social administration and in organizations for homelessness created, used and negotiated the opportunity to improve the social services for homeless women more or less strategically. Among these services was ”Café Klare”. The analysis is based on an in depth case study. Key words: Social innovation, innovation processes, entrepreneurship, night shelters, homeless women.

ResumoNos últimos anos vários municípios tiveram grandes dificuldades para realização de investimentos e até mesmo manutenção dos serviços públicos para atendimento à população. São grandes os desafios para os gestores municipais, que envolve principalmente uma boa política fiscal para evitar desequilíbrios entre os valores arrecadados e gastos. São muitas as despesas (pessoal, manutenção e outros) e dificilmente essas conseguem ser reduzidas e, temos ainda a impossibilidade de aumento dos tributos existentes ou até mesmo a criação de novos tributos, considerando que já temos uma alta carga tributária em nosso país, uma grande rejeição por parte da população e a falta de previsão legal em nossa constituição. Falasse muito em reformas, como a administrativa e tributária, inclusive com modificações no pacto federativo e distribuição de receitas aos municípios, mas não se tem muito tempo e uma das saídas para aumento da arrecadação está na busca por empresas prestadoras de serviços, com o aumento dos valores do ISSQN; na otimização e cobrança do IPTU por meio de atualizações na legislação e no ITBI, todos tributos de competência municipal, que de forma rápida entra nos cofres públicos municipais. AbstractIn recent years, several municipalities have had great difficulties in making investments and even maintaining public services to serve the population. The challenges for municipal managers are great, which mainly involves a good fiscal policy to avoid imbalances between the amounts collected and spent. There are many expenses (personnel, maintenance and others) and they can hardly be reduced and we still have the impossibility of increasing existing taxes or even creating new taxes, considering that we already have a high tax burden in our country, a great rejection by the population and the lack of legal provision in our constitution. There was a lot of talk about reforms, such as administrative and tax, including changes in the federative pact and distribution of revenues to municipalities, but there is not much time and one of the ways to increase revenue is the search for service providers, with the increase of the ISSQN values; in the optimization and collection of IPTU through updates to the legislation and ITBI, all taxes under municipal jurisdiction, which quickly enter the municipal public coffers. Improving the regional innovation system and developing new organizational innovations to continuously enhance regional innovation capabilities are key measures for building a regional innovation hub and achieving high-quality economic development. This study first theoretically elucidates the impact mechanism of enterprise innovation agglomeration and government policy uncertainty on regional innovation capability, and thus clarifies such impact on regional organizational innovation. Based on urban panel data, this article empirically analyzes their impact on regional innovation. Based on the research results, the agglomeration of manufacturing industry in cities can significantly improve regional innovation capabilities. The policy uncertainty brought about by the mobility of municipal party secretaries has a restraining effect on the enhancement of regional innovation capabilities. The higher the degree of marketization in a city, the more significant the role of manufacturing agglomeration in enhancing regional innovation capabilities, thereby weakening the inhibitory effect of policies.

Resumen Los procesos de innovación, como praxis social, promovidos por políticas gubernamentales, han generado profundos cambios territoriales, económicos y sociales. En este contexto, este artículo analiza las políticas implantadas en la ciudad de Barcelona, con el objetivo de proyectarla como centro europeo del conocimiento, la innovación y la cultura, así como sus principales impactos en los ámbitos urbanístico, social y económico, en las dos últimas décadas. Los proyectos elegidos son la institución del Distrito de innovación 22 Barcelona y la realización del Fórum Universal de las Culturas en 2004, de los que se elabora un examen crítico sobre su proceso de creación y realización, y los resultados obtenidos.

As a result of a scientific study of the theoretical aspects of innovation, a strategic approach to innovation in an industrial corporation has been developed, based on the principle of humanizing innovation, which in modern reading should correspond to the principle of developing only those technical innovations that are focused on modernizing production and the social sphere, ensuring better working conditions, improving economic standards and quality of life. In addition, modern innovations must necessarily have the task of reducing the environmental burden, especially in places with maximum population density and in nature reserves. Based on the identification of the most important problems and restraining factors, the determination of promising directions for the innovative development of new electrification, as well as the analysis of the general economic, current and forecast financial characteristics of the area under study, the assessment of the market for electric filling stations, electrical equipment and activities for the provision of relevant services, an investment project was proposed to form a network of electric filling and repair stations and specialized infrastructure for the purpose of electrification of municipal transport.

The industrial symbiosis (IS) landscape is evolving rapidly. While previous studies have argued for the importance of municipalities participating in the governing of IS, research on the implications of different forms of municipal organization is still lacking. This paper aims to investigate how municipal administration and municipally-owned corporations, as two forms of organization, impact the governing of IS in the water and sewage sector. This is explored in relation to the Swedish municipality Simrishamn, which recently underwent changes in the form of organization. Results show that municipal administration contributes to a more inclusive process where many actors can influence and bring ideas and perspectives on how to develop an IS. The risk, however, is that other issues within the municipality are seen as more pressing and, therefore, get prioritized before IS. In corporate form, the development of IS becomes more business-like as the focus is kept on core business. Technology development is strengthened as skills and competencies are promoted through the expertise of the employees. Drawbacks include processes becoming less transparent and political goals, such as citizen welfare not receiving the same level of priority as within municipal administration. There is also a risk that fewer perspectives are included in the process of developing IS, which may inhibit innovation, even if the results also indicate that an increased business focus of the corporate form strengthens the innovation capacity.

The purpose of this work if to offer a model of the assessment of innovation effectiveness. Innovation activity is a basic component of the innovation potential and is a tool and mechanism for the innovation economy. The authors propose a holistic model for assessing the effectiveness of innovation from several points of view. The methodological approach to determining the effectiveness of innovations involves comparing the results of innovation activities with innovative expenditures that provided this result. This allows taking into account the synergistic effect expressed in improving the economic efficiency and effectiveness of activities. When assessing innovation efficiency, it is necessary to consider not only the design criteria for evaluating investment projects, but also the assessment of the degree of influence of the results of innovation activity on the development of production. The obtained results can be used when forming the project measures by the federal and regional municipal authorities to increase the efficiency of the managerial impact on regional processes. These elements allow forming the set of instruments that increases the efficiency of the managerial impact.

This article uses case study of a very famous tourism enterprise in China to explore what motivates tourism enterprises to implement service innovations. On the base of literature review, through semi-structured interviews, on-site observation and secondhand data, driving forces of service innovation in Chinese tourism enterprises are concluded by data analysis. Major internal driving forces include development vision, enterprise leaders, and organizational culture. Major external driving forces include changing demand of Chinese residents, demand of the local government to enhance municipal influence, ccompetitive ppressure of surrounding attractions. These internal and external forces motivate Chinese tourism enterprises to carry out service innovations continuously to satisfy tourists’ demands.

El municipio de Los Palacios ha enfrentado desafíos significativos en términos de desarrollo económico y gestión de recursos, lo cual ha exigido una revisión profunda de su enfoque hacia la autonomía municipal y la sostenibilidad. En respuesta a estos desafíos, el objetivo de este artículo es analizar cómo la implementación de una gestión basada en la ciencia y la innovación puede transformar la gestión pública local y promover el desarrollo sostenible. Para ello, se adoptó una metodología cualitativa que incluye el análisis de documentos y estudios de caso específicos dentro del municipio. Los resultados indican que la adopción de prácticas innovadoras y el fortalecimiento de la cultura organizacional han mejorado significativamente la eficiencia de los procesos municipales y la calidad de vida de los ciudadanos. La conclusión más relevante es que una gestión pública local efectiva, apoyada en la ciencia y la innovación, no solo optimiza recursos, sino que también fomenta una mayor participación ciudadana y una planificación estratégica más efectiva, elementos clave para el desarrollo local sostenible.

Open innovations combine the interaction of the authorities and the population in regions of Russia. Social and political interaction of Russian network users demonstrates new open forms of political participation, mobilization practices (initiative appeals, petitions), the use of expert systems data, and remote access technologies. The increasing number of initiatives and the growth of online communities involved in the discussion and adjustment of the results of innovation activities require the use of a big data format. The demand for open innovation based on the principles of transparency of social and political interactions is being updated during COVID-19. This study aims to assess the effectiveness of open innovations in social and political interactions during COVID-19. The innovative practices of communication between the population and authorities were studied using DataMining tools based on digital platforms: “Russian Public Initiative”, “Change.org” and “GoogleTrends”. Users’ social graphs represent the visualization in terms of thematic and territorial groupings. The results obtained allow for a conclusion about the dependence of the regional innovation activities on the openness of their communications and their location relative to authoritative and other types of resources. The physical location of the region (center–border region–periphery) and dependence on implementation at the federal, regional or municipal levels are circumstances influencing the effectiveness of social and political innovations.

In the context of technological paradigm shift, successful operation of small and medium-sized enterprises largely depends on innovations. Therefore, it is advisable to examine innovative behaviour of these firms. The study aims to analyse the innovative behaviour of small and medium-sized enterprises of an industrial region, assess the funding of innovation activities, and identify factors that determine the innovation policy of small and medium-sized firms. Additionally, the paper suggests how state and municipal authorities can stimulate the innovative development of small and medium-sized enterprises. The initial data were the results of a survey of representatives of small and medium-sized enterprises in a Russian industrial region, which was conducted from May to September 2019 in the Sverdlovsk region. I interviewed 157 small and medium-sized enterprise managers in the Sverdlovsk region from various sectors of economic activity. The applied methods include in-depth interviews with managers, the statistical analysis method, and the logical systematic approach. The conducted research allowed identifying the features of the innovative behaviour of small and medium-sized firms in the Sverdlovsk region. Based on the analysis of the reasons for the low innovation activity of small and medium-sized enterprises, I developed recommendations for its improvement in the Sverdlovsk region. To solve the problem of low innovation activity in an industrial region, it is necessary for state and municipal authorities to stimulate innovative behaviour of small and medium-sized firms. Managers of small and medium-sized enterprises can use the obtained results to increase their activity. State and municipal authorities can apply the findings to develop programmes stimulating innovative behaviour of small and medium-sized enterprises.

Public-sector innovation and entrepreneurship usually refer to policies undertaken by public administrations or driven by urban regimes in view of furthering economic development. Some researchers study these processes from a management perspective; others critique them as vehicles of neoliberalization. However, scant attention has been paid to everyday technical and service innovation undertaken by municipal departments and employees. Although this innovation is usually not driven by markets, municipalities’ small size and geographic rootedness suggest it can be apprehended using concepts from firm-level studies. Our study of a municipal innovation competition in Quebec provides examples of everyday municipal innovation. We find that municipalities’ internal capacity determines their innovativeness, that learning occurs, and that the motivation and evaluation of everyday municipal innovation are not market-based. This calls into question the appropriation of the term urban entrepreneurship by urban political economists and invites students of cities to examine municipal entrepreneurial processes more closely.

Technological innovations offer opportunities for governments to connect with citizens and improve service provision efficiency and effectiveness, but why do some governments adopt these innovations while others do not? Using a mixed methodological approach, including interviews with city officials and multivariate analysis of a novel data set of municipal e-government service offerings, we examine what factors motivate or impede city officials from innovating. Overall, we find that cities with the council–manager form of government, with larger populations, and with more financial resources adopt more e-government services. Specifically, as total revenue per capita increases, cities are more likely to adopt payment-based services and informational services. Increased spending on central staff is associated with higher rates of adoption of interactive services and social media. The results suggest that council–manager governments are more innovative and that local governments consider both the up-front costs and the need for ongoing staff associated with particular innovations.

In 2022, under the dual influence of the COVID-19 and the international situation, China's economic development pressure will continue to rise. China has always regarded "innovation" as the core of its national development strategy. With the implementation of Wenzhou's strategy of creating "two healthy" pilot areas in the new era, Wenzhou has put forward many innovative policies. This research intends to collect the innovation policy texts issued by Wenzhou in the past, analyze the characteristics and direction of innovation policy formulation in Wenzhou through word frequency statistical analysis and word cloud map construction, and draw conclusions. The research found that the main direction of innovation policy formulation in Wenzhou is to use innovation to promote Wenzhou's industrial transformation and upgrading and high-quality economic development, including Zhejiang manufacturing, digitization, intelligence, independent innovation and other keywords. Furthermore, Wenzhou Municipal Government can improve the design concept and method of innovation policy from four aspects.

Some examples of redevelopment of industrial territories (lofting) abroad and in Russia for the purpose of qualitative research and classification, identification of the main features of process innovations are considered in the article. The following main parameters were established, according to which the differences in the implementation of various types of redevelopment projects were determined: the composition of the consumers of the services (the result) of the implemented project, the opportunities and the intensity of the flow of high-class specialists to the jobs created during the redevelopment of municipal and regional facilities, area, value (budget) and terms of project implementation. A perspective project of RTOs (museum-entertainment complex) for machine-building in Kolpino, as well as opportunities to expand the ecosystem of innovation Sochi Innovation Valley, was considered.

The study provides insights into how rural municipalities approach social innovation as a way of addressing current societal challenges. A survey and interviews among public servants in 14 municipalities in Sweden’s northernmost and largest region – Norrbotten – show that they perceive social innovation as pivotal in improving the supply and quality of public services. However, the presence of terminologies, cultures, structures and cooperation for promoting social innovation varies among the municipalities. The increased promotion of social innovation among public authorities at regional and national levels in Sweden, and at international level in Europe and beyond, is thus only reflected to some extent in these municipalities. The findings indicate that this variation might be related to their rural challenges and conditions, which restrict their economic and human resources for promotion of social innovation in relation to declining and ageing populations, limited and decreasing tax bases, and persistent labour shortages.

This article describes a sociological analysis of the staffing issues in municipal territories. The sustainability and stability that have been ensured in recent years in almost all spheres of life are critical for Russia, which is a multinational country with a complex federative structure and diversity of cultures. The sustainability of the national economy has substantially increased, although many unsolved problems remain. The issues of an ineffective system of state and municipal governance due to employees’ low professional level and corruptness are among these. This research examines the effective staffing in the municipal territories between June and August 2017. The territories are those of the Russian Federation republics of Karachay-Cherkess, Karelia, and North Ossetia-Alania; the oblasts of Volgograd, Rostov, Moscow, Arkhangelsk, Astrakhan, Kurgan, and Chelyabinsk; and krais of Krasnodar and Stavropol. Methods involve a sociological survey to assess the effectiveness of local economic policies and the proficiency of local governing bodies in securing qualified managers who are capable of innovative development. The research focuses on the effectiveness of manager rotation in the local governing bodies in the municipalities. The purpose of the research is to reveal the main obstacles to forming a staffing reserve for solving new tasks relevant to the high competitiveness of the municipal territories. It also assesses the personal qualities required of the officials in these local governing bodies and the measures needed to effectively implement investment potential and increase municipal territory competitiveness. The paper concludes with a summary of trends needed to increase the effectiveness of the municipal staff in the surveyed regions of the Russian Federation. Among the main trends are increasing the qualifications of management staff, introducing an effective staff policy, procuring a reserve of staff with the necessary qualifications, implementing effective information coverage of staff policy in the region and the municipal territories to reduce the risk of corruption, and identifying ways to motivate staff using economic incentives.

The article examines current trends in the use of green technologies in construction in order to create sustainable and environmentally friendly cities. The authors highlight various aspects of green innovation, such as energy-efficient building materials, waste management systems, sustainable infrastructure and energy efficiency of buildings. The paper also condemns the benefits of green innovation, including reducing environmental impacts, improving the energy efficiency of buildings, improving air and water quality in urban environments, and examines examples of successful implementation of green technologies in various countries and cities. The researchers call for the active introduction of green innovations in construction in order to create sustainable cities that can combine modern amenities with minimal impact on natural resources. The article emphasizes that green innovations in construction not only contribute to reducing the negative impact on the environment, but can also significantly save resources and costs for the operation of buildings in the long term. The authors draw attention to the fact that the support and development of green technologies in construction can lead to job creation, stimulate innovation and improve the quality of life in cities. The role of state and municipal authorities in promoting green initiatives, implementing sustainable construction standards, as well as providing financial incentives for enterprises actively involved in creating environmentally sustainable urban environments is also highlighted. In general, the paper notes the need to understand the importance of the transition to green innovations in construction in order to ensure the sustainability of cities, improve the quality of life of citizens, and, what is especially important in the modern world, to cope with the challenges of climate change.

Os conselhos de meio ambiente foram criados para um maior controle social das ações e das decisões na área ambiental para um determinado território. O artigo tem o objetivo de avaliar o nível de implementação das práticas de transparência nos sites da internet dos conselhos municipais de meio ambiente das capitais brasileiras, que favoreçam a uma maior participação social na gestão ambiental municipal. Os dados foram obtidos através da análise de conteúdo dos endereços eletrônicos dos conselhos por meio do uso de uma Lista de Verificação (Checklist), que avaliou o nível de acesso público aos dados e informações inerentes aos conselhos. Foram elaborados e aplicados 22 quesitos relacionados às práticas de transparência, divididos em três áreas temáticas: acesso à informação; funcionamento do conselho; e acompanhamento social. A partir da obtenção do nível de conformidade dos quesitos atendidos por cada conselho, procedeu-se a uma correlação com três indicadores socioeconômicos: tamanho da população, Produto Interno Bruto – PIB e o Índice de Desenvolvimento Humano Municipal (IDHM), que permitem uma análise geográfica mais aprofundada. A relação entre o nível alto de atendimento dos quesitos aplicados e os maiores valores dos três indicadores socioeconômicos, não apresentou relação direta, na maioria das capitais. Os resultados permitem afirmar que a maior parte dos conselhos municipais de meio ambiente das capitais brasileiras precisa avançar numa maior transparência das suas práticas, na disponibilização de informações e canais de comunicação com a população. É fundamental que a participação seja estimulada nos conselhos, para que a sociedade seja sensibilizada, informada e empoderada a participar das soluções para as questões ambientais em nível local.

Currently, innovations are being used to determine the dynamic economic level, place and role in interstate offices. A tool for this maintenance of innovative systems of various levels. They contribute to innovation clusters. The cluster sub-year is considered as a vajna paradigm of the Soviet economic system at the regional or federal level. The articles disperse the main approaches to the formation of clusters, which represent a Collective system of interacting organizations working in one or more sources forming cooperative and competitive ties. It is shown that the use of a cluster subset makes it possible to use the potential of all EAEU member states in the innovation process and advanced economies on the innovative path of development. The time between cluster elements is the main factor of its competitiveness. Requiring an environment of interaction between cluster elements can be represented by a structure, intermediate generation, coordination and activation of innovation activity in a certain territory. Such an organization at the meso-level can have the status of a Cluster Development Center. The purpose of creating a Cluster Distribution Center will be to consolidate the efforts of municipal authorities, to oppose the scientific, high-tech and educated sphere in the interests of faster use of STP to get out of the environment on an innovative path of development. Based on the parameter of the formation of center cluster developments, the authors of the definitions are innovations based on the functions of the innovation system regiona, based on overloaded and intercontinental innovation and cluster policy. Thus, in order to increase the functionality of the integration association, it is necessary to form an innovative system that creates a progressive technological definition and an innovative environment. In the initial functioning of innovation systems in the conditions of integration, a center for cluster development of innovation activities is provided. Its functions, tasks, and organizational structure are defined.

Resumen
Within the framework of the research, it was clarified that there is a trend in the service companies in Liepaja to rely more on the technological innovations. That differs from the dominating trend in this sector to introduce the non-technological innovations. Considering the common trend in Latvia that the number of innovative service companies is decreasing, the factors preventing the introduction specifically in the service companies in Liepaja were identified in the research. Aim of the research is to clarify the opinion of managers of service companies in Liepaja about the factors affecting introduction of innovation. Within the framework of the research, 31 highest-level managers of Liepaja City service sector and municipal companies were inquired. The results of the research showed that 90% of respondents have introduced at least one form of innovations since January 2014. It was established that the main forms of innovations by object in the service companies in Liepaja are product or process innovations. Only 35% of the managers could clearly answer about their plans to introduce innovations in the future. That demonstrates the lack of strategy and innovations in the management and short-term planning in the companies. The results of the research allowed concluding that the main factor delaying innovations in the service companies was the shortage of financial resources. The lack of qualified staff was mentioned by the managers as an insuperable problem to introduce innovations. Keywords: innovative business, service companies, forms and factors of innovations.

Resumen
This study aimed to identify and interpret the municipal public managers in the use of the electronic portal of the State of Rio Grande do Sul. Thus, the applied and quantitative research was carried out with 62 municipal managers from the municipalities of Rio Grande do Sul. As a result, it was observed that the electronic portal is seen as process innovation, which minimizes public administration and user spending, and enables process improvements for the citizen. It was also observed that the variables were grouped into three factors: technology, processes and interaction, with no variance between the groups by mesoregions. Finally, it was observed that there is a moderate positive correlation between Technology and Processes, Technology and Interaction, and Processes and Interaction.

This article aims to discuss the relationship between social innovation and public services on active mobility. Two active mobility initiatives are considered in the city of São Paulo, and analyzed based on 11 variables that characterize social innovation. Through the mapping of recent Brazilian regulatory frameworks for active mobility and a low-carbon economy, we can propose the following relationship: the more local (municipal) the public policy, the greater its social influence and participation. However, despite the advances indicated by both experiences of active mobility analyzed (highlighting the role of organized civil society), and by the progress in the regulatory framework, until now innovative practices in the local context have been restricted to the treatment of pedestrian spaces. Therefore, there exists a great potential for the continued introduction of innovations in the improvement and scale of public services for pedestrian mobility, following the paradigm of sustainable urban mobility, and based on social participation.

The article examines the problems associated with the effective application of methods of state regulation of innovation and investment activity in the municipal entity and proposes measures to ensure comprehensive socio-economic development of the city. In the course of the study, modern trends were identified and the current state of innovative activity was characterized, in particular, directions for the effective use of the financial and investment reserve of off-budget sources for the implementation of the investment policy of the municipal entity were substantiated, proposals aimed at increasing the financial potential in the system of measures to create a favorable investment climate were developed and substantiated. With regard to the new political and economic realities, it is necessary to revise the institutional foundations of state regulation of investment activities in the municipal entity. To solve these challenges, the authors offer a set of recommendations, which include priority areas of investment activity, principles of financial potential formation. We focused special attention on the non-budgetary component of the formation of the financial potential of municipal entities. A set of recommendations has been developed regarding the involvement of population savings, financial market resources, foreign investments, extrabudgetary funds, and bank loans in the investment process. A set of interrelated institutional, organizational and informational measures is presented, aimed at creating a favorable investment climate in municipal entities, including well-founded innovations in investment tax benefits, subsidizing the interest rate on investment loans, municipal procurement systems, investment insurance, which will create additional incentives for the use of the territory's financial and investment reserve.

Abstract Using the example of the Slovak Republic as a post-communist country and its city of Banská Bystrica, this article deals with the dilapidated municipal cultural property which was transferred from the state to the municipalities after the fall of communism in 1989. The long period of disorganization and public administration reforms has left many municipalities with abandoned infrastructures that have not found a new role in the globalized economy. Non-profits often substitute the public sector, especially in the provision of public services where the public sector has a lack of financial and/or organizational capacities and no or very little experience to tackle a specific issue, e.g., handling the abandoned cultural objects that were left to rot. The aim of the article is to investigate the regeneration of the unused property initiated by NPOs. We use retrograde analysis to investigate the impact of social innovation on unused properties. We examine the historical trajectory of individual cases and show what results have been achieved by social innovations. Using multi-case studies and interviews with stakeholders of the non-profits involved, the role of non-profits in the restoration of dilapidated cultural property and its return to use by citizens is examined and conclusions are drawn: non-profits bring social innovations in improving the urban design by saving dilapidated historical and cultural objects.

The tasks of information and economic interaction of economic entities participating in the innovation process on any territory are formulated and implemented within the boundaries of the regional innovation system (RIS), which is a relatively independent element of a single national (federal) innovation system. Hence, a regional innovation system should be considered as a subsystem of a common – national system, integrated into a single innovation space. In turn, the regional innovation system also consists of three elements (micro-systems) – state, municipal and market. Each of these subsystems at the local level of management includes state and municipal, as well as private (market) commercial and non-commercial economic entities. The development of relevant innovation policies in each region requires an analysis of the state of the innovative environment also on the basis of the general theoretical principles of systemality, complexity, normality, continuity, program-oriented orientation, adaptability and quantitative measurability. The article reveals the features of the functioning of regional innovation systems, describes the indicators and features that determine the specifics of each regional innovation system, considers the main methodological approaches and the corresponding general, special and private theoretical principles of the formation and functioning of regional innovation systems, reveals the essence and possibility of applying general theoretical principles and indicators of state statistical reporting to analyze the innovative position of regions.

O presente artigo é o recorte do Relatório Técnico das Oficinas Teórico-Práticas do Curso de Formação Prouca-Tocantins, desenvolvidas com profissionais das escolas municipais, no período de agosto de 2013 a dezembro de 2014. Pretende-se relatar a proposta pedagógica de formação de professores e gestores das escolas municipais, para o uso pedagógico das Tecnologias Digitais de Informação e Comunicação (TDIC), a partir da utilização do laptop. Na sequência, apresentar a concepção de três oficinas e a sua recriação em três escolas municipais, dentre as 15 oficinas ofertadas no curso de formação. A metodologia baseou-se na análise do Relatório Técnico Teórico-Práticas do Curso de Formação do Prouca-Tocantins. Há evidências de que a inserção das TDIC e do laptop a partir de Projetos Temáticos impulsionou uma nova relação entre professores e estudantes, protagonistas e parceiros em equipes de trabalho. Há indícios de que a inserção das TDIC e do laptop nas práticas pedagógicas motivou os estudantes a pesquisar, ler, selecionar, organizar e compartilhar informações; dialogar; escrever em coautoria; e expressar os novos saberes em diferentes linguagens midiáticas, para sua publicação. Há evidências de que a formação contribuiu para minimizar a insegurança dos professores em integrar as TDIC e o laptop às práticas pedagógicas. Dentre os desafios, destacam-se os diferentes níveis de apropriação tecnológica e pedagógica dos profissionais das escolas. ABSTRACT This article is the cut of the Technical Report of the Workshop Theoretical and Practices Training Course of PROUCA-Tocantins , developed with professionals in the municipal schools from August 2013 to December 2014. The aim is to relate the pedagogical proposal of training teachers and managers of municipal schools for the pedagogical use of Information and Communication Digital Technologies (TDIC), from the use of the laptop. Further, the present design of two workshops and their recreation in three municipal schools, among the fifteen workshops offered in the training course. The methodology was based on the analysis of the Technical Report Theoretical-Practical Training Course of PROUCA-Tocantins. There is evidence that the inclusion of TDIC and laptop from Thematic Projects boosted a new relationship between teachers and students, actors and partners in work teams. There are indications that the inclusion of TDIC and laptop to pedagogical practices, motivated students to search, read, select, organize and share information, dialogue, co-authored write and express new knowledge in different media languages for publication. There is evidence that the training helped minimize the insecurity of teachers to integrate TDIC and the laptop to pedagogical practices. Among the challenges present, there are different levels of technological and pedagogical appropriation of school workers. It presents, as emerging indicator, the continuity of the studies of training within the school context, with a differentiated set of workshops. KEYWORDS: Teacher professionalization. RESUMENEste artículo es el corte del Informe Técnico del Taller de prácticas teóricas Prouca-Tocantins curso de formación, desarrollado con profesionales en las escuelas municipales a partir de agosto de 2013 hasta diciembre de 2014. El objetivo es relacionar la propuesta pedagógica de la formación maestros y directores de escuelas municipales para el uso educativo de las Tecnologías de la Información y Comunicación Digital (TDIC), a partir de la utilización de la computadora portátil. Además, el presente diseño de tres talleres y su reconstrucción en tres escuelas municipales, entre los 15 talleres que se ofrecen en el curso de formación. La metodología se basa en el análisis del informe técnico de repaso de Prouca-Tocantins curso de formación. Hay evidencia de que la inclusión de TDIC y un ordenador portátil de proyectos temáticos impulsó una nueva relación entre profesores y estudiantes, actores y socios en equipos de trabajo. Hay indicios de que la inclusión de TDIC y un ordenador portátil en las prácticas pedagógicas motivados a los estudiantes a buscar, leer, seleccionar, organizar y compartir información; el diálogo; escribir en coautoría; y expresar nuevos conocimientos en diferentes lenguajes de la comunicación para su publicación. Hay evidencia de que la formación ayudó a minimizar la inseguridad de los maestros para integrar TDIC y el ordenador portátil para prácticas pedagógicas. Social innovations have been the subject of much academic discussion in recent years and have been approached from multiple scientific perspectives. This work sets out to determine whether innovations carried out by Andalusian olive oil cooperatives can be described in terms of social innovation and if they could run a main role as rural development actors preserving the competitive capacity of farmers and the living conditions in rural Andalusia. Through an analysis of the available literature, the use of municipal statistical data and the conducting of in-depth interviews, we show how cooperatives have been proposed as a solution to the problems that international competition poses for the production activity of olives and olive oil. At present, the most innovative cooperatives are undergoing a slow process of incorporating innovations, above all organisational and management ones, which reach beyond the entities themselves, given the social character that they have in the region, where they are considered a public good. Despite the problems that olive oil cooperatives have historically had in competing in the market, they can contribute to maintaining the population in the rural environment and improving the quality of life in the region, justifying the need for government support.

Topicality. Under the conditions of the decentralization reforms in Ukraine the communities’ cooperation becomes one of the key tools of their socio-economic development. At the same time, this tool was underused in Ukraine in the sphere of innovation activity. The experience of world in general and Europe in particular showed that the cooperation among territorial and economic systems is efficient in the sphere of innovations and is actively applied by the regions both in the national and cross-border cooperation. Aim and tasks. The elaboration of methodological and applied bases of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine and elaboration of the classification models of such cooperation in innovation sphere. Research results. The article suggests the methodological, classification, institutional bases of cooperation among territorial and economic systems, implementation of which will facilitate the realization of their innovation potential. The application of the territorial and economic systems as an object of the research allows to approach the studied problem not from the standpoint of administrative- territorial division, that involves the study of inter-municipal cooperation, formation of subregions, agglomerations, conurbations, etc., but from the functional standpoint to explore the inter-territorial innovation process in the context of cooperation within the innovation systems, production clusters, etc. While the issue of the regional innovation systems and clusters formation is well-studied, their formation in the interregional aspect remains topical both in the theoretical and applied aspects for the Ukrainian economy. Conclusion. The methodology of the realization of innovation vector of economic development and cooperation among territorial and economic systems of Ukraine, that is suggested in the research, provides the system approach and determines key orientations of the politics of inter-territorial cooperation activation in the innovation sphere.
