Purpose – The purpose of this paper is to advocate a change of perspective in the development of information science. At stake is whether this science will be able to make sense of both the astounding new practices in the world of knowledge and the even more astounding social transformations that revolve around information technologies. Tentatively a new way of thinking could be articulated along the guidelines herein discussed. An initial and important aspect concerns the definition of information itself. Rather than continuing with the endless discussions on what is information, it will be proposed, first, that information is indefinable per se; and second, that a consensus notion(s) might be established on how information should be handled in the core fields – or at least in the analysis of some prototypical “informational entities”. Design/methodology/approach – The research strategy proposed, naturalistic and empirically oriented, is based on the intertwining of self-production and communication flows as fundamental characteristics of informational entities – about “being in the world” in the informational way. Living cells, organisms (nervous systems), individuals, enterprises-markets, and societies would manifest these characteristics. In all of these existential realms, it is the collective action of communicating, self-producing agents or entities (“informational” ones, for short), connected in multiple, flexible ways, what makes possible the unfathomable complexity and adaptability emerging at all functional scales. Findings – Along this new perspective, meaning, knowledge, and intelligence may be approached rather consistently. The new conceptualizations may also be linked with the information revolution and the extraordinary expansion of knowledge in the times; a parallel with the knowledge-fundamentals of biological complexity will be suggested. Originality/value – Among the many problems to tackle for a renewed information science, a relevant matter concerns the way to organize the dialogue among so many different disciplinary perspectives dealing with information: it becomes an open question, indeed.

PurposeThis paper aims to contribute to the debate over the desirability of introducing an accrual-based accounting system in the public sector by examining whether accrual-based accounting information is superior to cash-based information in the context of public sector entities.Design/methodology/approachThis paper applies a quantitative research method to assess the degree of smoothness and relevance of the accrual components of income recorded by 302 entities of the Italian National Health Service (INHS) over the period 2014–2020.FindingsThe analysis reveals that net income is smoother than cash flows as a summary measure of economic results and that accounting for accruals improves the predictability of future cash flows. However, the authors' novel disaggregation of accrual accounts reveals that those accounts that contribute the most to making income smoother than cash flows – noncurrent assets and liabilities – are also those that contribute the least to predicting future cash flows.Originality/valueThe disaggregation of accrual accounts allows to identify the sources of the informational benefits of accrual accounting, and to document the existence of an informational “trade-off” between smoothness and relevance in the context of public sector entities.

The article focuses on the approach to index evaluation methodology measuring informational sphere development of a federal entity of the Russian Federation using as the example the Republic of Crimea. The key stages of the suggested technique include the calculation of the scale of the differences as per the regional index of the informational sphere development in the selected microregions as well as the specificity of their development (central, southern, northern, western and eastern) microregions; classification of the microregions of the republic with regard to average regional development index of informational sphere. Thus, the microregions were classified into three basic types: areas with highly developed (central and eastern) information sphere; moderately developed (western and southern) areas; areas with poorly developed (northern) informational sphere. During the research it was revealed that the methodology of index evaluation of the information sphere development allows designing scenarios of digital economy and information sphere development while taking into consideration the changes in social and economic environment in the region. The advantages of methodology are as follows: 1) few statistical data and information accessibility; 2) simple calculations of average values of the indices and of the development index of regional informational sphere; 3) simplicity of result interpretation. The suggested classification can be recommended for the development of programs of digital economy and informational sphere development not only for the Republic of Crimea, but also other federal entities of the Russian Federation for an efficient use of a set of key measures.

An attempt was made to consider the attitudes of society to the institution of citizens' facilitating to law enforcement agencies and the role of informational and psychological space in the process. We disclosed the legal content and legal basis for the promotion of citizens to entities of operative-search activity. We considered an individual sense of justice from the perspective of legal psychology. We proposed and justified the direction of overcoming the imbalance between the need to counter the criminal phenomena in society and in the presence of a modern information-psychological space factors, neutralizing said reaction. We demonstrate the influence of informational and psychological space to legal attitudes. We presented the results of an empirical study of some elements of justice in students studying psychology and law. The learning process in various specialties is considered as one of the most important elements of informational and psychological space, which has a significant impact on the behavioral attitudes of students in the context of this legal institution.

Abstract General accounting generates information that, when processed and analyzed, is designed to contribute to the development of the entity, to substantiate decisions, to achieve management functions. Thus, general accounting is not a purpose in itself, is not just “something to be done deriving from regulations” but is useful, providing the working language within organizations. Based on these considerations, the main opportunities offered to the users of the information provided through the general accounting were synthesized, even in the light of the standardization imposed by the regulations, and in this context there are evidenced situations of favorable reporting to the entities and their effects. Is general accounting an obligation or an informational necessity? In our opinion, we consider that the informational need is obvious, the managerial decisions or those adopted by the external users having, in most situations, financial effects reflected in the mandatory reports. Thus, general accounting becomes a key factor in making decisions in the current economic context. The research also focused on the analysis of the opportunity to provide accounting information, a survey carried out on a sample of 301 entities in the Central Region.

Resumen
In this article it is shown that information is a concept not only useful and used for the communication systems and data operation, but also for the understanding of the matter non-living and living structuration. On this basis it is described the Informational Model of Consciousness and the functions and operability of the Informational System of the Human Body, allowing to define and understand the Cognitive-Sentient Exploration of Reality used as a tool by our predecessors to create some archaic models of the universe and human, remained up to date as references from philosophic point of view, and still operating nowadays in the creative sciences and arts fields in our informational era. Introducing the concept of information-related matter, it was possible to explain the informational processes in human body and eukaryotic/prokaryotic cells, the basic units of life, and to show that in the living entities an informational system operating similarly with that of the human can be identified and defined as Informational System of the Living Structures. The predictive properties of the Cognitive-Sentient Exploration of Reality is nowadays assisted by the predictive big data analysis, helping in various scientific domains where a high quantity of data was accumulated, including in the bioengineering field and human health, particularly for the prediction of the evolution of COVID-19 cases in the world, with examples for Romania, Spain and USA. Multiple applications involving artificial intelligence and the informational models of human and living structures for a healthy society are mentioned, in particular in neurosciences, biosciences and bioengineering. The priority of the Romanian concepts on information and the important contribution of the Romanian informational science oriented to understand the brain functions/operability and applications in biomedical field is highlighted.

"A generalized migration of the consumers to digital channels was observed during the COVID-19 pandemic situation. In this context, the purpose of the research was to analyze the online options the consumer of religious services had and the way Church adapted its communication at the new circumstances. Questions regarding the intensity of communication, posts’ type or frequency, and reactions were investigated through a longitudinal retrospective study focused on Facebook platform. More than 6,150 posts and 1.6 million reactions were included. Distinctive profiles were observed: monasteries vs. urban parishes vs. rural ones. The study suggests that the pattern of consumers’ reactions was influenced by the type of the posts. The impact that online messages have, advocates for a professional approach or support in communication. The results may serve as informational input for a future unitary communication strategy of religious entities. <span lang="EN-US">With the rising number of accidents in Indonesia, it is still necessary to evaluate and analyze accident data. The categorization of traffic accident data has been developed using word embedding, however additional work is needed to achieve better results. Several informative named entities are frequently sufficient to differentiate whether or not information on a traffic accident exists. Named-entities are informational characteristics that can offer details about a text. The influence of named-entities on thematic text categorization is examined in this paper. The information was collected using a Twitter social media crawl. Preprocessing is done at the beginning of the process to modify and delete useful text as well as label specified entities. On Support Vector Machine (SVM), scheme comparisons were performed for (i) Word Embedding, (ii) the number of occurrences of Named Entities, and (iii) the combination of the two is known as a Hybrid. The Hybrid scheme produced an improvement in classification accuracy of 90.27 percent when compared to Word Embedding scheme and occurrences of named entities scheme, according to tests conducted using 1.885 data consisting of 788 accident data and 1.067 non-accident data.</span>

La méréologie est la discipline qui s'intéresse aux relations entre une partie et son tout et entre parties au sein d'un même tout. Selon la théorie la plus communément utilisée, appelée "méréologie classique extensionnelle", une entité ne peut être partie d'une autre entité qu'une seule fois. Par exemple, votre cœur n'est qu'une seule fois partie de votre corps. Ce principe a été remis en question par certains travaux antérieurs. En effet, il n'est pas possible de décrire la structure méréologique de certaines entités, telles que les universaux structurés ou les types de mots, dans le cadre de la méréologique classique extensionnelle. Ces entités peuvent avoir plusieurs fois la même partie. Par exemple, l'universel de molécule d'eau (H2O) a comme partie l'universel d'atome d'hydrogène (H) deux fois, alors qu'une molécule d'eau particulière a comme parties deux atomes d'hydrogène distincts. Dans ce travail, nous suivons la piste ouverte par Karen Bennett en 2013. Bennett a ébauché une nouvelle méréologie qui permette de représenter la structure méréologique de ces entités. Dans sa théorie, être une partie d'une entité, c'est remplir un "slot" de cette entité. Ainsi, dans le mot "patate", la lettre "a" est partie du mot deux fois, parce qu'elle occupe deux "slots" de ce mot : le deuxième et le quatrième. La proposition de Bennett est innovante en cela qu'elle offre un cadre général, qui n'est pas restreint à un type d'entités. Toutefois, la théorie souffre de plusieurs problèmes. D'abord, elle est limitée : de nombreuses notions de méréologie classique n'y ont pas d'équivalent, telles que la somme méréologique ou l'extensionnalité. Ensuite, parce que la théorie, par son axiomatique, provoque des problèmes de comptage. Ainsi, l'universel d'électron n'est partie que sept fois de l'universel de méthane, au lieu des dix fois qui sont attendues. Nous avons proposé une solution dont le principe est que les slots doivent être dupliqués autant de fois que nécessaires pour obtenir un comptage correct. Cette duplication est opérée grâce à un mécanisme appelé "contextualisation", qui permet de copier les slots en rajoutant un contexte supplémentaire. Ainsi, nous avons établi une théorie permettant de représenter des entités qui peuvent avoir plusieurs la même partie tout en évitant les problèmes de comptage. Nous avons développé une méréologie des slots sur la base de cette théorie, c'est-à-dire une théorie représentant des relations méréologiques entre slots. Ainsi, nous avons pu développer les diverses notions présentes en méréologie classique, telles que la supplémentation, l'extensionnalité, la somme et la fusion méréologiques. Cette proposition fournit une méréologie très expressive et logiquement bien fondée qui permettra d'explorer, dans de futurs travaux, des questions complexes soulevées dans la littérature scientifique. En effet, certaines entités ne peuvent pas être différenciées par leurs seules structures méréologiques, mais requièrent de représenter des relations additionnelles entre leurs parties. Mereology is the discipline concerned with the relationships between a part and its whole and between parts within a whole. According to the most commonly used theory, "classical extensional mereology", an entity can only be part of another one once. For example, your heart is part once of your body. Some earlier works have challenged this principle. Indeed, it is impossible to describe the mereological structure of certain entities, such as structural universals or word types, within the framework of classical extensional mereology. These entities may have the same part several times over. For example, the universal of water molecule (H2O) has as part the universal of hydrogen atom (H) twice, while a particular water molecule has two distinct hydrogen atoms as parts. In this work, we follow the track opened by Karen Bennett in 2013. Bennett sketched out a new mereology to represent the mereological structure of these entities. In her theory, to be a part of an entity is to fill a "slot" of that entity. Thus, in the word "potato", the letter "o" is part of the word twice because it occupies two "slots" of that word: the second and the sixth. Bennett's proposal is innovative in offering a general framework that is not restricted to one entity type. However, the theory has several problems. Firstly, it is limited: many notions of classical mereology have no equivalent, such as mereological sum or extensionality. Secondly, the theory's axiomatics give rise to counting problems. For example, the electron universal is only part of the methane universal seven times instead of the expected ten times. We have proposed a solution based on the principle that slots must be duplicated as often as necessary to obtain a correct count. This duplication is achieved through a mechanism called "contextualisation", which allows slots to be copied by adding context. In this way, we have established a theory for representing entities that may have the same part multiple times while avoiding counting problems. We have developed a mereology of slots based on this theory, which is a theory representing mereological relationships between slots. In this way, we have developed the various notions present in classical mereology, such as supplementation, extensionality, mereological sum and fusion. This proposal provides a very expressive and logically sound mereology that will enable future work to explore complex issues raised in the scientific literature. Indeed, some entities cannot be differentiated by their mereological structures alone but require the representation of additional relationships between their parts. Our mereological theory offers tools and avenues to explore such questions

Unsupervised information extraction in open domain gains more and more importance recently by loosening the constraints on the strict definition of the extracted information and allowing to design more open information extraction systems. In this new domain of unsupervised information extraction, this thesis focuses on the tasks of extraction and clustering of relations between entities at a large scale. The objective of relation extraction is to discover unknown relations from texts. A relation prototype is first defined, with which candidates of relation instances are initially extracted with a minimal criterion. To guarantee the validity of the extracted relation instances, a two-step filtering procedures is applied: the first step with filtering heuristics to remove efficiently large amount of false relations and the second step with statistical models to refine the relation candidate selection. The objective of relation clustering is to organize extracted relation instances into clusters so that their relation types can be characterized by the formed clusters and a synthetic view can be offered to end-users. A multi-level clustering procedure is design, which allows to take into account the massive data and diverse linguistic phenomena at the same time. First, the basic clustering groups similar relation instances by their linguistic expressions using only simple similarity measures on a bag-of-word representation for relation instances to form high-homogeneous basic clusters. Second, the semantic clustering aims at grouping basic clusters whose relation instances share the same semantic meaning, dealing with more particularly phenomena such as synonymy or more complex paraphrase. Different similarities measures, either based on resources such as WordNet or distributional thesaurus, at the level of words, relation instances and basic clusters are analyzed. Moreover, a topic-based relation clustering is proposed to consider thematic information in relation clustering so that more precise semantic clusters can be formed. Finally, the thesis also tackles the problem of clustering evaluation in the context of unsupervised information extraction, using both internal and external measures. For the evaluations with external measures, an interactive and efficient way of building reference of relation clusters proposed. The application of this method on a newspaper corpus results in a large reference, based on which different clustering methods are evaluated.

AbstractMost entity alignment solutions currently rely on structural information, specifically KG embedding, to align entities. However, in real-life KGs, the majority of entities have a sparse neighborhood structure, while only a few entities are densely connected to others. These less-connected entities are referred to as long-tail entities, and this phenomenon limits the effectiveness of using structural information for entity alignment.To address this issue, we propose an approach that incorporates entity name information, which is often overlooked but readily available. We amplify the weak structural information of long-tail entities with concatenated power mean word embeddings of their names during pre-alignment. To align entities, we introduce a novel complementary framework that combines both structural and name signals. It uses the entity’s degree as a guide to fuse the two sources of information effectively and proposes a degree-aware co-attention network that dynamically adjusts the significance of features in a degree-aware manner. Finally, we propose using confident entity alignment results as anchors to complement original KGs with facts from their counterparts via iterative training during post-alignment. Experimental evaluations show the effectiveness of the proposed techniques.

This article studies in a systematic way, based on specialized research literature, the benefits of the XBRL standardized reporting of the financial-accounting statements and the impact of its use on the company’s relationship with the capital markets. XBRL digital reporting standards emerged as a necessity for the development of economic processes in global markets, realizing the informational link between companies and stakeholders, including investors, through information technology. The paper uses, as a foundation, the research based on the analysis of the specialized literature, highlighting the benefits of XBRL reporting within the information process of the capital markets: reducing the costs of acquiring, accessing, processing and analysing information. The responses of these markets were immediate, the analysed studies demonstrated as immediate effects of the standards implementation, the improvement of the company image among investors, the increase of the entities market value and the increase of the capital markets ensemble efficiency. Our study is primarily addressed to companies, in substantiating the decision regarding of these reporting standards implementation.

Resumen
Drawing on the efforts, initially mentioned within the "ENHANCING E-LEARNING THROUGH USING STUDENTS' VIRTUAL CLONES" pre-sented during the 2014 eLSE Conference, this paper plunges into the actual mechanisms of cognitive clone generation. Cognitive sciences are either (1) theoretical constructions meant to secure the knowledge acquisition, or (2) collections of knowledge criteria and conditions meant to objectivize it. In order to reach out and grasp the rational structure in things, their unity and definition, we should be able to express an inner thought by generating a "matter- form"-tuple in voce. The traditional approach to knowledge management - (a) knowledge acqui-sition, (b) knowledge building, and (c) meaning extraction - implies its under-standing as a hermeneutical method heavily employed by an alert cognizant able to gain an objective and gradual understanding in experiencing the reality. Our intuition says that a subject carrying knowledge management capabilities is actually immersed within a field of morphing logical forms. The knowledge is (i) a field since it could encompasses reality & possibility-wide events; it is (ii) morphing since it is acting internally (i.e. morphing) upon each cognizant sub-ject's knowledge, and it is (iii) of logical forms since its combined perception - thinking is solidified into notions (i.e. logical forms). In our view, (a) knowledge acquisition is, above all, a continuous interpreta-tion over the real and/or possible situations - finalized into logical forms to which individuals are exposed during their experiences, while (b) knowledge building reflects its incremental accumulation, either due to the actual evolution of the supporting events, or due to the cognizant' intended actions; while (c) meaning extraction refers to the identification of subjective relationships between logical forms (existing knowledge within an ontology) and the actual acquired knowledge by the cognizant individuals. Briefly, the proposed approach is based on this ancient reality's intrinsic structure made out of: (i) matter (characterized as global and unique) and (ii) forms (hierarchically organized and saturating the matter). Logical forms, acting as perceptual masks for our understanding, transfigure the matter. Therefore, our quest for knowledge acquisition and understanding should start by chasing the logical forms the ontic entities are subjected to. In fact, these logical forms wrap up the reality, altering, in a subject-specific manner, the knowledge repository within all related cognizant subjects. For such a subject, understanding is a process governed by repeatedly acquiring logical forms over the same event and by checking upon necessary mappings between the every-time-acquired knowledge and the constantly evolving corresponding notion (representing the process of cognitive logical forms' generation),. A new perspective is envisioned and under scrutiny over the way that science and engineering tackle the reality, our approach intending to reproduce the human knowledge acquisition process. Reaching out and grasping the rational structure in things is nothing else than identifying the logical forms within the things, representing a process of embedding notions and their descriptions into individuals' knowledge repositories.

This is an inquiry into the background and the origins of bias and disinformation as viewed from the philosophical perspective. This paper demonstrates the undeniable analogy between the philosophical framework defined by Schopenhauer and the informational model of decision situations as viewed today in operations research, management sciences, and decision sciences. Bias, and disinformation—the main concerns of informing science are not aberrations or deviations— are the very nature of all communications among living entities. Within the realm of informing science, research that ignores this fact may produce unreliable results. One must face this reality head on. The inquiry contributes to the theoretical foundations of informing science. The results are presented for challenge, critique, and discussion.

Several applications require random sampling to be protected against a biased behavior. When conflicting parties have different interests in its result, the system must guarantee that collusion among any number of entities cannot influence the resulting computation. Such is the case of legal systems, in which jurors and judges must be randomly picked to ensure impartiality in judicial cases. However, when informational systems are used to generate randomness, it should also provide auditability of its mechanisms to promote confidence in its fairness. This article presents a tool of one such mechanism that combines the randomness provided by hash functions with active social engagement. Each stakeholder in a legal proceeding contribute with his/her own share to the drawing, so that fairness is achieved if at least one entity is honest. Any interested party can audit a drawing using only public information, and misconduct of any party can be traced back to the culprit as soon as the result is computed. Our open-source implementation provides security by design, not depending on the secrecy of its component to attain all the required security properties.

The Cyber Security and Digital Forensics (CSFD) Open Journal System (OJS) website owned by the information technology center and database (PTIPD) Islamic University Negri Sunan Kalijaga Yogyakarta is a software content management system (CMS) application that is intended as a media and means of research publications from academic research. Web-based applications that are not properly monitored will have the impact of being attacked by attackers. Vulnerability gaps that have been found by irresponsible attackers will have a very bad impact on the performance of the website application. From the summary of the results of the vulnerability scan, the researcher did not find high status vulnerability gaps using Aucentix tools, the researcher only found 18 vulnerability gaps at the medium risk level, 8 vulnerability gaps at low level and 10 informational vulnerability loopholes. As a comparison, the researchers conducted another scan using the OWAS-ZAP (Zed Attack Proxy) tool and found 17 vulnerabilities with details: 1 with high status, 4 with medium status, 8 with low status and 4 with informational status. The research is based on the OWASP Top-10 method as a measure and parameter in testing using penetration testing. researchers got 1 test result with successful status, namely Using Components with Known Vulnerabilities. Then the researcher found 1 type of vulnerability with posibility status, namely Sensitive Data Exposure with finding data that was not sensitive and 8 vulnerabilities that were not discovered, including: 1. Broken Authentication, 2. Cross-Site Scripting, 3. Security Misconfiguration, 4. Insufficient Logging and Monitoring, 5. Broken Access Control, 6. SQL Injection, 7. XML External Entities , 8. Insecure Deserialization.

Economic agents, as well as other organizations and institutions, carry out their activity and promote their interests in a complex and dynamic environment. Enterprises, for example, are entities that form open systems, connected to a given environment, that have system inputs (inputs), system outputs (outputs) and a specific mode of self-regulation. The entries in this system consider different categories of resources necessary for carrying out the activity, such as material, personnel, financial and informational resources. Outputs from the system can be goods, services, ideas or information. In general, the company's environment includes those components from outside an organization, which, directly or indirectly, influence, on the one hand, the process of acquiring inputs, and on the other hand, the process of obtaining and then sale of outputs. In the case of a white sea buckthorn producer, the marketing environment represents a form of manifestation of the environment thast designates the set of forces and factors from its exterior that, directly or indirectly, influence its activity and, in particular, the ability to promote and support effective exchanges on the markets in which they operate. The aim of this paper is to identify the factors of the marketing environment that influence the activity of white sea buckthorn producers and ways to avoid negative actions on these economic agents. To achieve the aim, the following tasks will be carried out: identification and analysis of internal environmental factors; identification and analysis of the external environment; identification and analysis of the linking environment.

Over the last years, distracted driving constitutes a considerably increasing road safety problem with disastrous results and it possesses a leading position among the accidents causes. The present study deals with driver’s distraction due to out of the vehicle factors as well as factors related to the driver such as age, gender, driving experience etc. Considering exterior factors as the most significant, we can group them in four categories: built roadway, situational entities, the natural environment, and the built environment. Regarding the fourth category, it is related to the wide variety of civil infrastructure, the commercial land use combined with the high vehicle speeds. All these contribute to the setup of a very dangerous environment by increasing driver’s distraction and inattention. This research is based on a medium scale experimental procedure which took place in three urban freeways in Greece, using a sample of 77 drivers. The distraction of the driver’s attention is evaluated via a continuous recording of his gaze which acts as the main indicator regarding driver’s performance. The main objective of this paper is to assess the side effects of roadside advertising and overloaded informational signs to driver’s distraction and inattention. The results of this type of research procedures are very useful as a tool to prevent the forthcoming pressure for more and more billboards and trademarks on the roads as well as to encourage the adaptation of more precise regulations with regard to the road infrastructure, the placement of roadside elements, etc.

Abstract A Cyber-Manufacturing systems (CMS) is an integration of informational and operational entities that are synchronized with manufacturing processes to increase productivity. However, this integration enlarges the scope for cyber attackers to intrude manufacturing processes, which are called cyber-manufacturing attacks. They can have significant impacts on physical operations within a CMS, such as shutting down plants, production interruption, premature failure of products, and fatal accidents. Although research activities in this emerging problem have been increased recently, existing research has been limited to detection and prevention solutions. However, these strategies cannot ensure a continuous function of an attacked CMS. To ensure continuous functioning of a CMS, a robust recovery strategy must be developed and employed. Current research in recovery has been limited to feedback controllers with an assumption of a complete knowledge of a system model. To overcome this limitation, a recovery agent augmented by reinforcement learning was developed. This is to utilize the ability of reinforcement learning to handle sequential decisions and to proceed even without a complete knowledge of a system model. A virtual environment for recovery agents has been developed to assist efforts needed to obtain sample data, experiment various scenarios, and explore with reinforcement learning. Two cyber-manufacturing attack scenarios have been developed: (i) spoofing a stepper motor controlling additive manufacturing processes, (ii) disrupting the sequence of the pick and place robot. The recovery agent takes random actions by exploring its environment and receives rewards from the actions. After many iterations, it learns proper actions to take.

In response to the financial crisis that began in 2008, the Financial Stability Board (FSB) launched a global registration system for legal entities. The initiative aimed to create a unique identifier – the LEI (Legal Entity Identifier) – for each of the entities operating in the financial markets and to keep these codes updated. This document reviews the history of the process of establishing the system that manages this new code, as well as its governance and regulation. The benefits, limits and challenges of creating a global entity identification system that must be operational in markets and jurisdictions with different commercial regulations and uses in the management of this type of information are analysed. In this sense, it should be noted that having in place public administrative registries for identifying corporations is not standard practice in many countries and this affects the quality and coverage that can be achieved with a single global code such as the LEI.

Indexing video data is essential for providing content based access. In this paper, we consider how database technology can offer an integrated framework for modeling and querying video data. As many concerns in video (e.g., modeling and querying) are also found in databases, databases provide an interesting angle to attack many of the problems. From a video applications perspective, database systems provide a nice basis for future video systems. More generally, database research will provide solutions to many video issues even if these are partial or fragmented. From a database perspective, video applications provide beautiful challenges. Next generation database systems will need to provide support for multimedia data (e.g., image, video, audio). These data types require new techniques for their management (i.e., storing, modeling, querying, etc.). Hence new solutions are significant. This paper develops a data model and a rule-based query language for video content based indexing and retrieval. The data model is designed around the object and constraint paradigms. A video sequence is split into a set of fragments. Each fragment can be analyzed to extract the information (symbolic descriptions) of interest that can be put into a database. This database can then be searched to find information of interest. Two types of information are considered: (1) the entities (objects) of interest in the domain of a video sequence, (2) video frames which contain these entities. To represent these information, our data model allows facts as well as objects and constraints. We present a declarative, rule-based, constraint query language that can be used to infer relationships about information represented in the model. The language has a clear declarative and operational semantics. This work is a major revision and a consolidation of [12, 13].

Resumen
The number, range, and scope of intergovernmental entities and initiatives with a counterterrorism component have grown significantly in recent years. Today, a web of counterterrorism laws, policies, and enforcement approaches is developed and overseen by over 70 international institutions, bodies, and networks around the world. These efforts focus on everything from promulgating international legal rules to developing global policy standards, from drafting model criminal laws to promoting intelligence- and information-sharing. To date, the full scope of these efforts has not, to our knowledge, been captured in one place. We set out to identify and summarize these efforts in a single online resource.

Resumen
Topicality of modeling information transparency is determined by the influence it has on the effectiveness of management decisions made by an economic entity in the context of uncertainty and information asymmetry. It has been found that information transparency is a poorly structured category which acts as a qualitative characteristic of information and at certain levels forms an additional spectrum of properties of the information that has been adequately perceived or processed. As a result of structuring knowledge about the factor environment, a fuzzy cognitive model of information transparency was constructed in the form of a weighted digraph. Structural analysis and scenario forecasting of optimal alternatives of the fuzzy cognitive model made it possible to evaluate the classes of factors, identify their limited relations, establish the centrality of the roles of information transparency and information and communication security in the system built and evaluate their importance when modeling the situation self-development. Information visibility, reliability and availability have been found to have the strongest impact on the system. Taking into account different initial weights of the key factors — information transparency and information and communication security — the study substantiates the strategic ways for economic entities to achieve their goals in the context of uncertainty and information asymmetry, which allows us to use this approach as a tool for strategic management in the information environment.

Resumen
How can entities responsible for public procurement more reliably detect collusion and other irregular behavior? Most of the existing red flag tools are based on ex post analysis of public procurement data and are not integrated into national procurement systems. This does not allow them to identify irregularities in a timely manner, negatively affecting the efficiency and transparency of public spending. This document describes the red flags solution implemented in Paraguay, which contributes to solving these problems. It combines rule-based and machine learning algorithms to provide public officials with accurate, real-time information to reliably detect irregularities in the procurement process, without reducing efficiency.

This report summarizes the results of a study of the education statistics in Latin America and the Caribbean (LAC), financed by the Ford Foundation and implemented by UNESCO's Regional Office for Education in Latin America and the Caribbean (UNESCO-Santiago). The study is based on two kinds of information inputs. The first is a study of sixteen education statistics systems in a sample of sixteen countries and other entities in LAC. The second set of inputs is a series of consultancy studies. Included in the study is a discussion and analysis on the condition of education statistics in the LAC region, categories of education statistics and indicators, and lessons learned from other regions.
