Texto completoThis thesis examines the Department of Homeland Security's (DHS) Homeland Security Information Network (HSIN) early acquisition shortcomings identified by the Government Accountability Office, DHS Inspector General and Congressional Research Service reports. Challenges identified in the initial development of HSIN reveal a lack of adequate program management, requirements planning, risk analysis and architectural design led to low user acceptance and continued DHS information-sharing challenges. Lessons learned from HSIN are examined to determine which best practices can help ensure major government software-acquisition projects meet user's needs. Often overlooked, but critical, software program-management practices include user requirements planning that focuses development on the highest priority tasks and encourages the timely accomplishment of project milestones, risk planning that ensures potential roadblocks are understood and addressed, and architectural design practices that foster the integration of both newly developed and legacy information systems. Without initial and continuous life-cycle requirements, risk and architectural planning, software projects run an increased risk of going over budget, missing operational milestones and ultimately not meeting its user's needs.

Texto completoOrganizations that depend on the use of IT in their business models must maintain their systems and keep their systems current to survive (Filipek, 2008; Kulkarni, Kumar, Mookerjee, & Sethi, 2009; Unterkalmsteiner et al., 2012). As most IT departments allocate as much as 80% of their budget to maintain stability while leaving only the other 20% to allow improvements (Telea et al., 2010), high cost of stability may be a reason many IT organizations cannot afford efficient staffing and even jeopardize the existence of the organization (Filipek, 2008; Talib, Abdullah, Atan, & Murad, 2010). The purpose of this exploratory mixed methods study was to discover the IT programming standards used in IT departments that predict a decrease in project maintenance costs. This study employed an exploratory mixed methods data collection and analysis to develop and test a collection of universal programming standards. The qualitative portion of the study resulted in a list of IT programming standards from the Fortune 20 companies of 2011. Surveyed from IT departments in the Fortune 500 companies of 2011, the quantitative portion of this study correlate the degree of enforcement of each IT programming standard to a decrease in average project maintenance costs using a backward stepwise regression. Using a 95% confidence interval and a 5% margin of error (α = .05), the backward stepwise regression discarded 18 of the 22 IT programming standards. The remaining correlations give evidence that a) the more the department enforces waiting for feedback the higher the maintenance costs, b) the more the department enforces having the architectural team develop coding guidelines the lower the maintenance costs, and c) the more the IT department enforces the following of change management procedures, the higher the maintenance costs.

Texto completoDen här uppsatsen var ett utav delresultaten i StandIN, ett initiativ till att ta fram ett gemensamt ramverk med standarder för teknisk interoperabilitet. Den här uppsatsen syftade till att strukturera och analysera information om kunskaps- och tillämpningsnivån för de tilltänkta standarderna. Målgruppen var leverantörer av vårdinformationssystem som används i Sveriges landsting och regioner. Informationen samlades in genom en enkät samt semi-strukturerade intervjuer, och lagrades sedan i en Excel-databas. Pivot-tabeller och -diagram skapades för att visualisera kunskaps- och tillämpningsnivån, och resultaten jämfördes sedan med teori om interoperabilitet och standardtillämpning. Det var tydligt att kunskapsnivån skilde sig för de olika standarderna. Tillämpningsnivån var generellt sett väldigt låg, bortsett från CCOW och HL7 v2. Minst tillämpade var domänspecifika standarder. Det var också tydligt att centrala leverantörer inte tillämpade samma standarder, vilket troligtvis påverkar de kompletterande systemen. Många leverantörer gjorde snarare specifika integrationer, än följde gemensamma standarder. Anledningen var att valet av standarder var för brett, och att den faktiska tillämpningen av standarder inte var konsekvent mellan olika leverantörer. Enligt leverantörerna skulle ett nationellt ramverk med enhetliga och internationella standarder vara en efterlängtad lösning på problemet. En fortsättning på denna uppsats är att använda databasen till att göra klusteranalyser för tillämpningsnivån av standarder hos system i olika landsting och regioner. Texto completoLa mayoría de las infraestructuras de información geoespacial (IIG) atienden necesidades básicas tales como acceso a datos, visualización y descarga, sin embargo, tienen escasos enlaces a servicios de geoprocesamiento. Además, la mayorí¬a de infraestructuras geoespaciales se han construido siguiendo un enfoque del tipo top-down, donde sólo a los proveedores oficiales (por lo general los organismos públicos) se les permite desplegar y mantener recursos. Debido a que los mecanismos para desplegar e integrar recursos en estas infraestructuras son tecnológicamente complejos, existe una muy limitada participación por parte de los usuarios, provocando a la larga la escasez de recursos actualizados.
Para hacer frente a estas limitaciones, se presenta en este trabajo, una arquitectura distribuida basada en los principios de INSPIRE y ampliada con un componente llamado ServiceFramework. Este componente proporciona capacidad de procesamiento, ofreciendo una funcionalidad existente en forma de servicio estándar de procesamiento. También mejora la integración ad hoc y el despliegue de recursos de información geoespacial dentro de la infraestructura. El ServiceFramework trata la necesidad de mejorar la disponibilidad de recursos de datos geoespaciales, proporcionando mecanismos para generar de forma automática servicios compatible con INSPIRE.
Estas contribuciones son evaluadas en dos escenarios diferentes dentro de dos proyectos europeos. En el proyecto AWARE, se demuestra cómo un grupo de hidrólogos puede beneficiarse del acceso a las infraestructuras geoespaciales donde pueden compartir capacidades de procesamiento. En el proyecto EuroGEOSS, demostramos cómo mejorar la disponibilidad de los recursos geoespaciales para analizar un escenario forestal. Se prevé que estas nuevas metodologí¬as, pueden aumentar la participación de usuarios más expertos en la creación de infraestructuras de información geoespacial, lo que aumenta la utilidad y el valor de estas infraestructuras.

Texto completoHigher education institutions in South Africa have invested heavily in information technology and information systems, with variable outcomes. Organisations in other sectors, such as engineering, the defence industry, public administration and business, have developed and adopted standards and guides to good practice for the development and operation of software-based systems. In the history of standards-making there was an early vision of the need to extend standardisation beyond software engineering into the world that acquires and uses systems, and yet the overall scope of available standards is still limited. Seeing slow progress in the international committees that develop nationally-endorsed standards (such as ISO-IEC/JTC1/SC7) practitioner communities moved to develop good practice guides such as COBIT and ITIL, that have found considerable interest in progressive organisations. Hence a range of potential guidance is available. In order to assess the extent to which standards and good practice guides might assist higher education, the four tertiary institutions in the Western Cape were approached and a representative range of academic, administrative and managerial individuals agreed to contribute to the study as respondents. Interviews were organised in two parts: the first an open conversation about their involvement with systems, and the second a structured examination of systems-related events that they considered significant. By inspection of those events, bipolar scales were developed by which respondents were able to characterise events (for example as ‘challenging’ or ‘easy’, or as ‘functional’ or ‘dysfunctional’). Respondents rated events on those scales. Repertory Grid analysis was applied so as to investigate which scales correlated with event success. 30 scales (out of 170) proved to be adequately correlated with success, and by principal component analysis they were combined to form nine ‘success scale’ groups, indicating nine areas where the deployment of standards or good practice guides might be expected to lead to more effective use of improved information systems. The study adopted an abductive approach to the work, keeping open the question of what might be the contribution to knowledge. In the event, a new Reference Model emerged from the data analysis that contributes to the effective choice and management of standards and good practice guides .A review of available standards and good practice guides using the new Reference Model concludes that the good practice guides are more applicable than the internationally developed standards, and in some areas management models and frameworks have a contribution to make. The utility of standards, good practice guides and management models will depend on the circumstances and context of use, which are extremely variable. A portfolio approach to the management of information systems provides a means to deal with that variability. It is further found that the IMBOK1 can be used to assess the linkages between information technology, information systems, business processes, business benefits and business strategy. The new Reference Model has a role to play in resolving the need for standards in the four junctions between those five IMBOK domains. Selected standards are assessed in that way, and an illustrative commentary is provided showing how projects and other systems-related initiatives can be assessed using the new Reference Model and the IMBOK.

Texto completoThe Department of Water Affairs and Forestry (DWAF) acquired a Geographic Information System (GIS) in 1987. The purpose of acquiring such a system was to aid the department in implementing their water resource management strategy of that time. On acquiring this system it was well recognised that the GIS would need to communicate geo-referenced information, generated by analysis and modelling to decision makers by means of graphic representations or maps (Olivier et al., 1990: 14 73). Towards the end of 1990 it became apparent that the department needed to standardise cartographic output of this system. Maps on the same theme, which were produced at different sites were not comparable and graphic communication was not effective. A consultant was appointed, who, in conjunction with the departmental digital cartographer, established criteria and standards which were flexible enough to accommodate mapping on a wide variety of themes. These standards were implemented, to a limited extent in July 1994. Standards were set for map encoding, map content and map composition. This report investigates how effective these standards have been. The effectiveness of these standards have been measured in terms of the five recognised cartographic design principles that have been identified by Robinson et al. (1984), Wood (1992) and Dent (1990). These include the clarity and legibility of maps, the distinction between figure and ground, the hierarchical organisation of mapped information, the visual contrast of marks on maps and the visual balance or layout of the finished map. A sample of maps made after the implementation of cartographic standards at the department was compared to a sample of comparable maps made prior to the implementation of these standards. In a large organisation like the department the success of such standards do not depend on the standards alone but also on their implementation. Implementation related problems were identified by comparing standardised maps with the standards. The outcome of the investigation proved that the effectiveness of graphic communication had indeed improved albeit to a varying degree. In most cases the standards were adequate and the main problems actually lay with their implementation. Recommendations on the implementation and the few aspects of the standards that require amendment have been included in this report.

Texto completoThe extraction of spatial information from textual data has become an important research topic in the field of Natural Language Processing (NLP). It meets a crucial need in the information society, in particular, to improve the efficiency of Information Retrieval (IR) systems for different applications (tourism, spatial planning, opinion analysis, etc.). Such systems require a detailed analysis of the spatial information contained in the available textual data (web pages, e-mails, tweets, SMS, etc.). However, the multitude and the variety of these data, as well as the regular emergence of new forms of writing, make difficult the automatic extraction of information from such corpora.To meet these challenges, we propose, in this thesis, new text mining approaches allowing the automatic identification of variants of spatial entities and relations from textual data of the mediated communication. These approaches are based on three main contributions that provide intelligent navigation methods. Our first contribution focuses on the problem of recognition and identification of spatial entities from short messages corpora (SMS, tweets) characterized by weakly standardized modes of writing. The second contribution is dedicated to the identification of new forms/variants of spatial relations from these specific corpora. Finally, the third contribution concerns the identification of the semantic relations associated withthe textual spatial information

El análisis incluye casos de uso, aspectos de seguridad y la propuesta de una metodología de prueba o test. En el caso de Linked-Work, se detalla una implementación específica, resaltando los conceptos clave que la hacen diferente de otros sistemas de DRM.
The main goal of this research project is to define a generic architecture for the protection and management of digital rights in a multimedia content management scenario following open standards as much as possible. In order to achieve this goal, several standards and initiatives will be analysed and taken into account.
First, a MPEG-21-based preliminary architecture for the protection and management of digital rights for multimedia content is tackled. Later on, a more general architecture is defined. Several implementations are described such as those in several Spanish and European projects such as AXMEDIS, VISNET II, Linked-Work and GILDDA. The focus in made on use cases, security features and a testing methodology. Linked-Work details a specific implementation, emphasising on the key concepts that make it different from other kind of DRM systems.

Texto completoCompliance with regulations may not automatically produce a secure infrastructure. In the United States energy critical infrastructure sector, compliance with regulatory cyber security standards may not necessarily mean that an entity would be able to withstand a cyber attack on critical assets potentially supporting the reliability of the Bulk Electric System (BES). This qualitative exploratory inquiry study researched technical opinions of cyber security professionals in the energy critical infrastructure industry regarding the effect of the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards on the reliability of the BES. NERC entities had been required to be compliant with the standards for several years at the time this study was undertaken. There has been speculation regarding the efficacy of the standards to impact the reliability of the BES. However, there was a lack of scholarly or professional literature confirming assumptions concerning BES reliability. In this study, data was gathered through interviews with individuals who were CIP implementation experts. The purpose of this study was to identify a theme or themes regarding changes in the reliability of the BES as a result of the NERC CIP standards implementation. Interview data from the study generated 9 themes including a theme for the research question indicating that reliability of the BES had improved as a result of the implementation and enforcement of the CIP standards. Some of the more prominent themes included NERC fines having influenced entities in the implementation of the standards; entities have been more concerned about CIP compliance than securing their equipment; and entities have removed equipment from their facilities in order to avoid the requirements, and the associated expense, the standards would demand.

Texto completoThis paper addresses the question of how to make use of Enterprise Resource Planning (ERP) systems in companies in the process industry were there is a pervasive need of process standardization. ERP systems have the potential to contribute with standardization and integration of organizational data through an of-the-shelf solution. In practice results of ERP systems implementation has varied greatly. Considering their implications on business processes and the complexity of the systems this should not come as a surprise. ERP systems do not only imply standardization of data but also standardization of key processes in the company. The consequences on the individual organization are therefore hard to predict. Making strategic choices between different degrees of in-house developed systems, integration of solutions from many different suppliers or to only rely on the ERP systems consultants and their proposed implementation of solutions, can be a troublesome balance act. This paper describes a case study of the Swedish diary company Norrmejerier and the implementation of the ERP system IFS analyzed from a perspective of complex system and standardization. The use of IFS at Norrmejerier can be characterized as a loosely coupled integration with the ERP system as a central integration facilitator. This solution allowed the company to make use of standardization benefits, filling the need of special functionality and at the same time limiting the negative unexpected consequences such as decreased activity support and increased complexity. The key contributions of this paper are that it shows how ERP´s can contribute to standardization and integration efforts in IT environments with peculiar demands on functionality. Secondly it demonstrates how negative side effects related to implementation of ERP systems can be managed and limited.

EDI är en dyr och komplex teknologi, vilket har lett till att den används av främst större företag i samarbete med deras största leverantörer/kunder. Standarden XML kom år 1998, den lämpar sig även för mindre företag och är anpassad för Internet.
Arbetets syfte har varit att studera vilka standards som används och varför, i vilka affärsprocesser de används, påverkan på affärsprocesserna, samt hur företagen ser på framtiden inom området. Undersökningen baseras på en enkätundersökning med åtta större företag i olika branscher.
Resultatet visar att valet av standards oftast inte styrs av vilken teknologi företaget behöver utan de flesta företag ingår i ett nätverk av samarbetspartners som påverkar varandra. För att alla företag ska kunna ta del av de effektiviseringsvinster som en standardisering innebär krävs enklare och webb-baserade lösningar.
