Resumen
The concept of permanent revolution was formulated in the XIX century became a subject of constant debate in humanities circle. In contrast-scientific and technological revolutions are natural components at all steps of human development. Their permanence is commonly recognized imperative, followed by numerous confirmations with a convincing inevitability. Information and industrial revolutions taking place now in the world are such evidences. Experts declare today the fourth industrial revolution. Peter Drucker fairly predicted the fourth information revolution. It is interesting that the most important trait of both revolutions is the artificial intelligence which functions in the sphere of Big Data and Internet of Things. The application field (not the only) is the economy-its structure and content. Experts state the emergence of information capitalism and the information economy — innovations obtaining special and revolutional traits. The article is devoted to analysis of main components of the innovations and offers the ways how they should be reflected in the curriculum for modern economists and managers.

Resumen
The relationship between the state and the market has been a continuous theme for those economists seeking to understand the process of economic growth and to advise on policies to affect that process. The classical economists from Adam Smith through Marx devoted much of their work to that task, and a central theme was the relationship of those two institutions in facilitating or hampering the growth process. With the rise of neoclassical economics, attention shifted from the study of growth to the study of the market per se. Simultaneously, the question of appropriate government policies, whether in relation to the market or to economic growth, became a marginal issue in mainstream economics, although not among institutional economists in the United States or historical economists in Germany. The world depression of the 1930s, the rise of Keynesian economics and World War II revived such issues within developed economies. The aftermath of that war, which saw the breakdown of the colonial system and the rise of a large number of independent states with a major goal of economic growth, recreated the field of economic development within the economics discipline. This was true in the developed countries, whose leaders sought to develop economic policies toward the former colonies, and in the developing countries, where appropriate government policies to stimulate growth became a major task for the new rulers…

Resumen
Behind the quality of economic space of traditional industrial regions, there are various factors at play, including the performance of municipalities, among which the impact of industrial municipalities is particularly noticeable. Most of the programmes presented in the Russian academic discourse and used to assess municipalities focus on revealing trends in their socioeconomic development. At the same time, regional economics lacks methodological approaches to assessing them in a spatial context. The research aims to develop an original method for analysing and evaluating the development of industrial municipalities in economic space of traditional industrial regions. Methodologically, the study rests on spatial and municipal economics, and the concept of functional complexity. The suggested programme for research consists of five blocks. The first four blocks include the assessment of the industrial municipalities’ participation in ensuring the saturation of regional economic space, forming region’s industrial potential and its municipal economic space, and processes of strengthening functional complexity of regional economic space. The fifth block includes the calculation and interpretation of composite indicators as well as building a typology of industrial municipalities. The practical significance of the developed programme for research is that it meets the need for the assessment of industrial municipalities as a system-forming element in the economic space of traditional industrial region.

Resumen
Abstract Many developing economies adopt industrial policies favoring selected sectors. Is there an economic logic to this type of intervention? I analyze industrial policy when economic sectors form a production network via input-output linkages. Market imperfections generate distortionary effects that compound through backward demand linkages, causing upstream sectors to become the sink for imperfections and have the greatest size distortions. My key finding is that the distortion in sectoral size is a sufficient statistic for the social value of promoting that sector; thus, there is an incentive for a well-meaning government to subsidize upstream sectors. Furthermore, sectoral interventions’ aggregate effects can be simply summarized, to first order, by the cross-sector covariance between my sufficient statistic and subsidy spending. My sufficient statistic predicts sectoral policies in South Korea in the 1970s and modern-day China, suggesting that sectoral interventions might have generated positive aggregate effects in these economies.

El presente estudio analiza los efectos de la liberalización comercial sobre el empleo y el mercado laboral de la industria manufacturera mexicana. Se pone un énfasis especial en identificar el grado en que el cambiante desempeño de la industria en el comercio exterior fue acompañado de una mejora en las condiciones de trabajo hacia el empleo decente. Con este objetivo, se recurre a la aplicación del marco metodológico propuesto por la Organización Internacional del Trabajo (OIT) para el empleo decente en combinación con el análisis insumo-producto a fin de explorar posibles interrelaciones del comercio internacional y ciertos indicadores del trabajo decente en dos ramas de la manufactura en México: la automotriz y la textil. Se seleccionaron tales industrias por sus diferencias en su estructura industrial, en sus papeles en las cadenas globales de valor (CGV) y en su dinamismo en las décadas recientes. Un aporte fundamental del presente estudio fue la construcción de series de tiempo de indicadores de trabajo decente para ambas industrias en México, con base en los lineamientos de la OIT y con información oficial. Este estudio es el primero en construir indicadores de trabajo decente en México a nivel industrial. En la investigación se detectan diferencias significativas entre ambas industrias en lo que concierne a sus avances hacia el trabajo decente, las cuales hasta cierto punto pueden explicarse por sus distintos desempeños en el comercio. Con base en los resultados obtenidos, el estudio cierra con una serie de recomendaciones para ayudar a fortalecer el avance en México hacia el trabajo decente.

Resumen
This paper analyzes the industrial structure of Zhenjiang city with multiple perspectives in Jiangsu province in China, such as: input structure, output structure and their contributions to GDP. The study focuses on the industrial structures themselves and the relations among them with the drawing of industrial economics theory, regional economics and priority economic growth theory. The shifting mode about Zhenjiang's industrial structures during the 10th Five-Year and the 11th Five-Year plans are presented in detail and in depth in this paper. The contribution to economic growth caused by upgrading of industrial structures in low-carbon emission economic model is analyzed. Finally, it is proposed an economic model system based on the transformation and upgrading of industrial structures.

Resumen
This paper explores the balance between environmental sustainability and economic development in the context of the Yangtze River Economic Belt (YEB) in China, a region pivotal to the country’s industrial and environmental strategy. Utilizing New Structural Economics and the congruence index, we assessed the alignment between the local factor endowment structure and firm production input structure. Using the dataset of pollutant emissions from manufacturing firms in the YEB and focusing on key variables such as Chemical Oxygen Demand (COD) emissions and wastewater emissions, our findings indicate that firms with higher congruence demonstrate enhanced economic performance and alignment with comparative advantages. This alignment not only improves economic efficiency but also results in significantly reduced pollutant emissions, with a higher congruence index correlating with approximately 6.66% lower COD emissions and 5.39% reduced wastewater emissions per unit of industrial output. These findings offer valuable insights for policymakers and businesses, showing how alignment with local factor endowments can lead to mutually beneficial environmental and economic outcomes. The study contributes to the broader literature on environmental sustainability and economic development by demonstrating the practical application of New Structural Economics in a critical industrial region of China.
