In this study, the effectiveness and characteristics of three ranking methods were investigated based on their performance in ranking European football teams. The investigated methods were the Thurstone method with ties, the analytic hierarchy process with logarithmic least squares method, and the RankNet neural network. The methods were analyzed in both complete and incomplete comparison tasks. The ranking based on complete comparison was performed on match results of national leagues, where each team had match results against all the other teams. In the incomplete comparison case, in addition to the national league results, only a few match results from international cups were available to determine the aggregated ranking of the teams playing in the top five European leagues. The rankings produced by the ranking methods were compared with each other, with the official national rankings, and with the UEFA club coefficient rankings. In addition, the correlation between the aggregated rankings and the Transfermarkt financial ranking was also examined for the sake of interest.

Mathematical analysis of rankings is essential for a wide range of scientific, public, and industrial applications (e.g., group decision-making, organizational methods, R&D sponsorship, recommender systems, voter systems, sports competitions, grant proposals rankings, web searchers, Internet streaming-on-demand media providers, etc.). Recently, some methods for incomplete aggregate rankings (rankings in which not all the elements are ranked) with ties, based on the classic Kendall’s tau coefficient, have been presented. We are interested in ordinal rankings (that is, we can order the elements to be the first, the second, etc.) allowing ties between the elements (e.g., two elements may be in the first position). We extend a previous coefficient for comparing a series of complete rankings with ties to two new coefficients for comparing a series of incomplete rankings with ties. We make use of the newest definitions of Kendall’s tau extensions. We also offer a theoretical result to interpret these coefficients in terms of the type of interactions that the elements of two consecutive rankings may show (e.g., they preserve their positions, cross their positions, and they are tied in one ranking but untied in the other ranking, etc.). We give some small examples to illustrate all the newly presented parameters and coefficients. We also apply our coefficients to compare some series of Spotify charts, both Top 200 and Viral 50, showing the applicability and utility of the proposed measures.

In the context of interval-valued intuitionistic fuzzy sets, this paper develops nonlinear assignment-based methods to manage imprecise and uncertain subjective ratings under incomplete preference structures and thereby determines the optimal ranking order of the alternatives for multiple criteria decision analysis. By comparing each interval-valued intuitionistic fuzzy number's score function, accuracy function, membership uncertainty index, and hesitation uncertainty index, a ranking procedure is employed to identify criterion-wise preference of alternatives. Based on the criterion-wise rankings and a set of known but incomplete information about criterion weights, a nonlinear assignment model is constructed to estimate criterion weights and to order the priority of various alternatives. Considering multiple criteria evaluation problems with preference conflict about criterion importance, an integrated nonlinear programming model is further established with regard to incomplete and inconsistent weight information. These proposed nonlinear assignment-based methods can obtain an aggregate ranking that effectively combines the relative performance of each alternative in each criterion. In addition, this overall ranking most closely agrees with the criterion-wise rankings. Finally, the feasibility of the proposed method is illustrated by a practical example of selecting a suitable bridge construction method.

In multiple-attribute decision-making (MADM) problems, ranking the alternatives is an important step for making the best decision. Intuitionistic fuzzy numbers (IFNs) are a powerful tool for expressing uncertainty and vagueness in MADM problems. However, existing ranking methods for IFNs do not consider the probabilistic dominance relationship between alternatives, which can lead to inconsistent and inaccurate rankings. In this paper, we propose a new ranking method for IFNs based on the probabilistic dominance relationship and fuzzy algebras. The proposed method is able to handle incomplete and uncertain information and can generate consistent and accurate rankings.

Whenever respondents must rank-order a large number of items and/or the reliability of their rankings may be questionable, balanced incomplete block designs (BIBDs) represent a more effective means for doing so than either complete rankings or paired comparisons for business and marketing researchers. By providing a type of balancing and replication across items and respondents, BIBDs significantly reduce the number of subjective evaluations each individual must make. But, at the same time, BIBDs allow a limited number of respondents as a group to rank many items. This balancing and replication in BIBDs also reduces standard deviation, which increases the precision of a study. BIBDs, therefore, can improve response rates as well as increase the accuracy and reliability of the data collected. After discussing the general nature of BIBDs and statistical techniques for analyzing preference data collected by BIBDs, three business-related applications are presented to illustrate the benefits of BIBDs. Next, caveats concerning the use of BIBDs are presented. In the last section, advantages of BIBDs are discussed

Combining the decisions of multiple agents into a final decision requires the use of social choice mechanisms. Pairwise decisions are often incomplete and intransitive, preventing the use of Borda count and other position-based social choice mechanisms. We propose and compare multiple methods for converting incomplete intransitive pairwise vote sets to complete rankings, enabling position-based social choice methods. The algorithms are evaluated on their output's Kendall's τ similarity when implementing pairwise social choice mechanisms. We show that there is only a small difference between the outputs of social choice methods on the original pairwise vote set and the generated ranking set on a real-world pairwise voting dataset. Source code for the analysis is available.1

Abstract Many sports leagues are played in a tightly scheduled round-robin format, leaving a limited time window to postpone matches. If the season cannot resume due to an external shock such as the coronavirus pandemic in 2020, the ranking of the teams becomes non-trivial: it is necessary to account for schedule imbalances and possibly for the different number of matches played. First in the literature, we identify a set of desired axioms for ranking in these incomplete tournaments. It is verified that the generalized row sum, a parametric family of scoring rules, satisfies all of them. In particular, the well-established least-squares method maximizes the influence of the strength of opponents on the ranking. Our approach is applied for six major premier European soccer competitions, where the rankings are found to be robust concerning the weight of adjustment for the strength of the opponents. Some methodologically simpler alternative policies are also discussed.

Upholstery fabrics for residential use were obtained from various fabric shops and manufacturers' catalogs. Screening was conducted with four experimental cigarettes of varying design. By the National Institute of Stan dards and Technology (NIST) cotton duck mockup method, two of the cigarettes display "low" ignition propensity and two show "high" ignition propensity. Of the fabrics obtained for this study, 316 smoldered when in contact with at least one of the experimental cigarettes. Further examination within this set of upholstery fabrics showed once again that cigarette ignition propensity rank ing are dependent on fabric characteristics. The number of fabrics that showed ignition propensity rankings opposite to the NIST test "ranking" was similar to the number that agreed with it. That is, on the fabrics with rankings opposite to the NIST ranking, cigarettes of "low" ignition propensity by the NIST test showed more ignitions than cigarettes of "high" ignition propensity by the NIST test. These results are consistent with those of a previously published study with a smaller set of ignitable fabrics. Fabric weight was a key factor in determining fabric ignition behavior; two of the cigarettes showed increasing ignition propensity and two showed decreasing ignition propensity with fabric weight. For the majority of fabrics, however, cigarette design was unimportant in determining ignition behavior; that is, no differences in ignition behavior were observed with the different cigarette designs. The physical and chemical properties of the cotton duck fabrics of the NIST test are such that they repre sent only a fraction of the ignition behaviors observed with "real-world" upholstery fabrics. The NIST test, therefore, provides an incomplete picture and can be misleading in defining "low" ignition propensity.

Summary The comparison of alternative rankings of a set of items is a general and common task in applied statistics. Predictor variables are ranked according to magnitude of association with an outcome, prediction models rank subjects according to the personalized risk of an event, and genetic studies rank genes according to their difference in gene expression levels. We propose a sequential rank agreement measure to quantify the rank agreement among two or more ordered lists. This measure has an intuitive interpretation, it can be applied to any number of lists even if some are partially incomplete, and it provides information about the agreement along the lists. The sequential rank agreement can be evaluated analytically or be compared graphically to a permutation based reference set in order to identify changes in the list agreements. The usefulness of this measure is illustrated using gene rankings, and using data from two Danish ovarian cancer studies where we assess the within and between agreement of different statistical classification methods.

Up to now, the focus in comparative international entrepreneurship has been on individual-level indicators of entrepreneurial activity, such as nascent entrepreneurship and small business ownership. However, measuring only the individual component of entrepreneurship appears conceptually incomplete, as it leaves out other important ones, the most obvious being the organizational component. Countries may have different entrepreneurship profiles, depending on the allocation of entrepreneurial endeavors across various levels and dimensions. To augment the content validity of current measurements, this paper aims to integrate and compare individual and organizational indicators of entrepreneurial activity in 22 member countries of the Organization for Economic Co-operation and Development (OECD). The inclusion of corporate entrepreneurship indicators, derived from the entrepreneurial orientation concept, modified substantially the country rankings based only on small business ownership rates. A significant negative relationship was found between individual and corporate indicators.

The objective of this study is to construct a new distribution known as the weighted Burr–Hatke distribution (WBHD). The PDF and CDF of the WBHD are derived in a closed form. Moments, incomplete moments, and the quantile function of the proposed distribution are derived mathematically. Eleven estimate techniques for estimating the distribution parameters are discussed, and numerical simulations are utilised to evaluate the various approaches using partial and overall rankings. According to the findings of this study, it is recommended that the maximum product of spacing (MPSE) estimator of the WBHD is the best estimator according to overall rank table. The actuarial measurements were derived to the suggested distribution. By contrasting the WBHD with other competitive distributions using two different actual data sets collected from the COVID-19 mortality rates, we show the importance and flexibility of the WBHD.

The evaluation and selection of manufacturing suppliers in B2B e-commerce environment is summed up as a multiple-attribute decision-making problem. In B2B E-commerce environment, some performance indicators of manufacturing suppliers present uncertainty and could not be expressed with precise numeric values. Linguistic terms, preference orderings, or interval numbers are commonly used to express the performances of the suppliers accurately instead of crisp values when the available information is uncertain or incomplete. This paper proposes an approach to the selection of manufacturing suppliers in B2B E-commerce environment, where the attribute values in decision matrix are expressed with linguistic terms, preference orderings, and interval numbers. Firstly, the hybrid decision matrix is normalized by calculating the grey correlation coefficients of attribute values with the ideal values of attributes. Secondly, a deviation maximization model is proposed to determine the attribute weights, which is combined with those derived from the entropy method. Thirdly, the overall values of suppliers are calculated and their rankings are obtained. Finally, an example is used to illustrate the proposed approach.

The intuitionistic fuzzy set (IFS) characterized by a membership function and a non-membership function, was introduced by Atanassov [K. Atanassov, "Intuitionistic fuzzy sets", Fuzzy Sets and Systems 20 (1986) 87–96] as a generalization of Zadeh' fuzzy set [L. A. Zadeh, "Fuzzy Sets", Information and Control 8 (1965) 338–353] to deal with fuzziness and uncertainty. In this paper, we investigate the multiple attribute decision making (MADM) problems, in which the information about attribute weights is incomplete, and the attribute values are expressed in intuitionistic fuzzy numbers (IFNs). We first define the concept of intuitionistic fuzzy ideal solution (IFIS), and then, based on the IFIS and the distance measure, we establish some optimization models to derive the attribute weights. Furthermore, based on the developed models, we develop some procedures for the rankings of alternatives under different situations, and extend the developed models and procedures to handle the MADM problems with interval-valued intuitionistic fuzzy information. Finally, we give some illustrative examples to verify the effectiveness and practicability of the developed models and procedures.

With the deterioration of the environment and the acceleration of resource consumption, green patent innovation focusing on environmental protection fields has become a research hot-spot around the world. Previous researchers constructed homogeneous information networks to analyze the influence of patents based on citation ranking algorithms. However, a patent information network is a complex network containing multiple pieces of information (e.g., citation, applicant, inventor), and the use of a single information network will result in incomplete information or information loss, and the obtained results are biased. In addition, scholars constructed centrality indicators to assess the importance of patents with less consideration of the age bias problem of algorithms and models, and the results obtained are inaccurate. In this paper, based on the Chinese green patent (CNGP) dataset from 1985 to 2020, a CNGP heterogeneous applicant-citation network is constructed, and the rescaling method and normalization procedure are used to solve the age bias. The results illustrate that the method proposed in this paper is able to identify significant patents earlier, and the performance of the rescaled indegree (R_ID) works best such as the IR score is 17.32% in the top 5% of the rankings, and it is the best in the constructed dynamic heterogeneous networks as well. In addition, the constructed heterogeneous information network has better results compared with the traditional homogeneous information network, such as the NIR score of R_ID metrics can be improved by 2% under the same condition. Therefore, the analysis method proposed in this paper can reasonably evaluate the quality of patents and identify significant patents earlier, thus providing a new method for scientists to measure the quality of patents.

Languages are being lost at rates exceeding the global loss of biodiversity. With the extinction of a language we lose irreplaceable dimensions of culture and the insight it provides on human history and the evolution of linguistic diversity. When setting conservation goals, biologists give higher priority to species likely to go extinct. Recent methods now integrate information on species evolutionary relationships to prioritize the conservation of those with a few close relatives. Advances in the construction of language trees allow us to use these methods to develop language preservation priorities that minimize loss of linguistic diversity. The evolutionarily distinct and globally endangered (EDGE) metric, used in conservation biology, accounts for a species’ originality (evolutionary distinctiveness—ED) and its likelihood of extinction (global endangerment—GE). Here, we use a similar framework to inform priorities for language preservation by generating rankings for 350 Austronesian languages. Kavalan, Tanibili, Waropen and Sengseng obtained the highest EDGE scores, while Xârâcùù (Canala), Nengone and Palauan are among the most linguistically distinct, but are not currently threatened. We further provide a way of dealing with incomplete trees, a common issue for both species and language trees.

This study assesses inpatients’ preferences for participating in medical decision-making and determines the factors’ rankings in order of importance and whether they vary for respondents with different characteristics. Case 1 best-worst scaling (BWS) was used for the study design. Thirteen attributes influencing inpatient medical decision-making participation were identified based on a literature review and interview results. A balanced incomplete block design was used to form choice sets for the BWS questionnaire for a cross-sectional study examining inpatients’ preferences for participating in medical decision-making. Based on results from 814 inpatient participants, the three most important factors influencing inpatients’ medical decision-making participation were inpatients’ trust in physicians, physicians’ professional expertise, and physicians’ attitudes. The mixed logit model results reflect the significant heterogeneity in respondents’ preferences for shared decision-making. To facilitate resource allocation, improve the physician-patient relationship, and encourage patient decision-making participation more actively and effectively, decision-makers should emphasize patients’ trust, enhance physicians’ ability to diagnose and treat diseases, and improve their attitudes toward providing care and communication from the perspectives of patients, physicians, and the social environment. Further research is needed on the heterogeneity of patients’ preferences for participating in medical decision-making and how to improve patient participation.

In this research, we first offer unique notions of averaging and geometric aggregation operators with confidence level by employing a probabilistic neutrosophic hesitant fuzzy rough framework. Then, we look into other descriptions of the suggested operators, such as idempotency, boundedness, and monotonicity. Additionally, for the derived operators, we establish the score and accuracy functions. We also provide a novel approach to assessing the selection procedure for smart medical devices (SMDs). The selection criteria for SMDs are quite complex, which is the most noteworthy feature of this investigation. It is suggested that these processes be simulated using a method utilizing a hesitant fuzzy set, a rough set, and a probabilistic single-valued neutrosophics set. The proposed approach is employed in the decision-making process, while taking into consideration the decision-makers’ (DMs’) level of confidence in the data they have obtained in order to deal with ambiguity, incomplete data, and uncertainty in lower and upper approximations. The major goal was to outline the issue’s complexities in order to pique interest among experts in the health care sector and encourage them to evaluate SMDs using various evaluation standards. The analysis of the technique’s outcomes demonstrated that the rankings and the results themselves were adequate and trustworthy. The effectiveness of our suggested improvements is also demonstrated through a symmetrical analysis. The symmetry behavior shows that the current techniques address more complex and advanced data.

For many Ukrainians, the “window” into the world of news is television, especially television news. Having studied the news programs of all-Ukrainian channels, it can be noted that despite broadcasting local elections facts on all TV channels, they did not get such great media interest as the presidential or parliamentary ones, which may indicate little attention of central media to local politics. With the increased public interest in sociology during the election period, the proper dissemination of sociological information is important. It is important for people to learn from the media about reliable rankings accompanied with mandatory methodological information. The study proves the most problematic in the coverage of polling was the publication of information about customers in the media. Survey results manipulation also occurred through using research from dubious and pseudo-sociological institutions and ignoring information from well-known and authoritative organizations. Such non-compliance with the standards of releasing public opinion polls violates the requirements of the Electoral Code and causes the neglect of citizens’ rights to full and objective information about the elections. The conclusion can be made that television, as a popular channel for obtaining information among Ukrainians, did not give the audience full access to the results of sociological research on local elections. The paper offers some solutions to the situation, for instance, increasing the responsibility of the media for disseminating incomplete and unreliable survey results. It is also significant that sociological services provide comprehensive information about their research. If sociological companies are open and provide full reports, the media will have more opportunities to release complete information about the polls to the public. In addition, enhancing general media literacy, the ability to interpret survey results and define their accuracy and reliability will contribute to the citizens’ resistance to sociological data manipulation in the media.

Abstract Background With increasing use of real world data in observational health care research, data quality assessment of these data is equally gaining in importance. Electronic health record (EHR) or claims datasets can differ significantly in the spectrum of care covered by the data. Objective In our study, we link provider specialty with diagnoses (encoded in International Classification of Diseases) with a motivation to characterize data completeness. Methods We develop a set of measures that determine diagnostic span of a specialty (how many distinct diagnosis codes are generated by a specialty) and specialty span of a diagnosis (how many specialties diagnose a given condition). We also analyze ranked lists for both measures. As use case, we apply these measures to outpatient Medicare claims data from 2016 (3.5 billion diagnosis–specialty pairs). We analyze 82 distinct specialties present in Medicare claims (using Medicare list of specialties derived from level III Healthcare Provider Taxonomy Codes). Results A typical specialty diagnoses on average 4,046 distinct diagnosis codes. It can range from 33 codes for medical toxicology to 25,475 codes for internal medicine. Specialties with large visit volume tend to have large diagnostic span. Median specialty span of a diagnosis code is 8 specialties with a range from 1 to 82 specialties. In total, 13.5% of all observed diagnoses are generated exclusively by a single specialty. Quantitative cumulative rankings reveal that some diagnosis codes can be dominated by few specialties. Using such diagnoses in cohort or outcome definitions may thus be vulnerable to incomplete specialty coverage of a given dataset. Conclusion We propose specialty fingerprinting as a method to assess data completeness component of data quality. Datasets covering a full spectrum of care can be used to generate reference benchmark data that can quantify relative importance of a specialty in constructing diagnostic history elements of computable phenotype definitions.

Sustainable development requires the intervention of public authorities in areas where market mechanisms do not guarantee the proper allocation of goods. Some of these goods include public services such as local collective transport and municipal waste management. In many countries, the process of remunicipalizing these service provisions is underway and, in the modern model used in providing these services, municipally owned corporations (MOCs) play a special role. The specific nature of these companies (i.e., the duality of their objectives and that they are required to run classic economic calculations while they are assessed in terms of the quality of their services) encouraged the authors to formulate the primary goal of the study, which was to assess the link between the financial and operational efficiency of MOCs and the quality of their services. The present study’s authors developed a method for measuring the financial and operational efficiency of MOCs. In addition, a set of standards for assessing the quality of public service provision were defined, and opinion surveys were carried out to evaluate them. Subsequently, multi-criteria rankings of the efficiency and quality of services of the MOCs tested were drawn up using a synthetic variable based on the zero unitarization method (ZUM). A correlation of the analyzed variables was examined (Spearman’s rank correlation coefficient) and simple line regression models were built. Our research showed that analyses of MOCs, when limited to their financial and operational aspects, are incomplete. According to the empirical analysis carried out, the financial and operational efficiency of MOCs does not translate to the quality of their services. Therefore, we believe that, in assessing the activities of MOCs, it is necessary to take into account criteria that measure the quality of meeting the needs of the local community in addition to financial criteria.

49 Background: Validated clinical nomograms prognosticate survival for men with metastatic castrate resistant prostate cancer. In addition to clinical factors, significant disparities in survival in advanced prostate cancer are associated with social determinants of health (SDH). We performed a study of county-level data to evaluate SDH associated with prostate cancer mortality. Methods: County-level data regarding prostate cancer crude mortality rate (dependent variable) and crude incidence rate was extracted from the ten states with information at www.cancer-rates.info for the years 2006-2015. The 2014 Robert Wood Johnson County Health Rankings dataset was used for information regarding county demographics, clinical information, and available SDH(independent variables). A correlation analysis was performed between independent variables and only one variable was analyzed if a criterion of a correlation of ≥ 0.65 was present. All counties with ≤ 30 death in the specified time period or with incomplete independent variable information were excluded from analysis. A univariate linear regression analysis was performed. All individual independent variables with a statistically significant (p ≤ 0.05) association with the dependent variable were included in a multivariate linear regression model. Results: 275 counties were available for analysis. On multivariate analysis, independent variables statistically significantly associated with the crude rate of prostate cancer mortality included household income and the percentage of: a population ≥ 65 years of age, the population < 18 years of age, African Americans, the population classified as rural, women reporting a screening mammography, smokers, and uninsured patients. The multivariate model was associated with a R-squared of 0.62. Conclusions: In addition to differences in baseline clinical factors, prostate cancer quality metrics that evaluate survival should account SDH. Information from this study, if validated in subsequent work, could be used to develop a stepwise model to adjust for both clinical factors and SDH when measuring survival as a quality metric.

We may well have placed all our eggs in one basket by decreeing that everything on earth can be expressed in relationship to a single common denominator: wealth, or its exchange equivalent, money. Nearly everything we do is measured in wealth sufficiency and nearly every endeavour we fail to realize is expressed in its shortfall. It is not therefore surprising to see phenomena such as international indicators and the World Bank country classification to be built on the concept of wealth, considered the most influential factor in determining the quality of life in countries. While the declared objective of World Bank country classification is the fight against poverty, using gross national income per capita (pcGNI) as an indicator of change initiation, the present paper challenges the reliability of pcGNI and underlines its other limitations, particularly its silence as to the impact of wealth on the quality of life of individuals, and their need to fully live a decent life. the paper suggests the WBCC restatement to specifically integrate the so called 1-50% fact in the process, where 1% of the world population detains 50% (Crédit Suisse) of its total wealth and success condition for an efficient WBCC.

Colleges that serve working-class students show up poorly in traditional rankings of US colleges. Without appropriate outcome measures, measures of ‘quality’ of inputs drive most current ranking systems. The trouble is that quality is often just a measure of pre-existing privilege (e.g., selectivity, average SAT scores). In this article, I demonstrate the viability of a model that uses economic returns data while factoring in the relative lack of privilege of students attending any particular institution as a way of ranking that institution’s transformative efficacy and institutional effectiveness. The model was then tested on a diverse sample of 655 US colleges and universities for whom reliable economic returns and institutional effectiveness data are available. Unlike widely used rankings models, this proposed alternative model can distinguish between reproducing privilege (high economic returns as expected, low defaults, timely year to degree and fewer incompleters) and facilitating social mobility (higher returns and persistence than would be expected given the incoming characteristics of students). The article concludes with a discussion of the uses to which such a model could be best put.

In this work, we study the metric distortion problem in voting theory under a limited amount of ordinal information. Our primary contribution is threefold. First, we consider mechanisms that perform a sequence of pairwise comparisons between candidates. We show that a popular deterministic mechanism employed in many knockout phases yields distortion O(log m) while eliciting only m − 1 out of the Θ(m2 ) possible pairwise comparisons, where m represents the number of candidates. Our analysis for this mechanism leverages a powerful technical lemma developed by Kempe (AAAI ‘20). We also provide a matching lower bound on its distortion. In contrast, we prove that any mechanism which performs fewer than m−1 pairwise comparisons is destined to have unbounded distortion. Moreover, we study the power of deterministic mechanisms under incomplete rankings. Most notably, when agents provide their k-top preferences we show an upper bound of 6m/k + 1 on the distortion, for any k ∈ {1, 2, . . . , m}. Thus, we substantially improve over the previous bound of 12m/k established by Kempe (AAAI ‘20), and we come closer to matching the best-known lower bound. Finally, we are concerned with the sample complexity required to ensure near-optimal distortion with high probability. Our main contribution is to show that a random sample of Θ(m/ϵ2 ) voters suffices to guarantee distortion 3 + ϵ with high probability, for any sufficiently small ϵ > 0. This result is based on analyzing the sensitivity of the deterministic mechanism introduced by Gkatzelis, Halpern, and Shah (FOCS ‘20). Importantly, all of our sample-complexity bounds are distribution-independent. From an experimental standpoint, we present several empirical findings on real-life voting applications, comparing the scoring systems employed in practice with a mechanism explicitly minimizing (metric) distortion. Interestingly, for our case studies, we find that the winner in the actual competition is typically the candidate who minimizes the distortion.

In the current geopolitical and globalization conditions, there is a need to create an effective mechanism for promoting the interests of the state, informing the world community about the image events taking place in our country. Today, the global information space contains almost no positive information about Ukraine. As a result, foreigners have an idea of Ukraine with distorted or incomplete content. This creates a negative image of the state, which is reflected in the political, economic, tourist, investment situation, which is reflected in world rankings. Promoting the interests of the state in the world is extremely important. The main problem is the imperfection of state policy aimed at promoting Ukraine’s interests in the world. The aim of the article is to develop priority ways to promote Ukraine’s national interests in the global space. The following research methods are used in the article: method of theoretical generalization and concretization; analysis and synthesis – in order to study the state of the studied issues. The article examines modern tools and methods of promoting national interests. Possibilities of diplomacy and propaganda as the main tools for promoting national interests and forming a positive brand and image of the country are identified. The importance of public diplomacy and the formation of its strategy and tactics was specified. The main characteristics of propaganda as a tool for protection and promotion of national interests are highlighted. Coercive methods of promoting national interests in the context of the current political situation have been studied. Research has shown that global coexistence, peaceful conflict resolution and purposeful mutual cooperation for development are in the common interests of all countries. Thus, together with the promotion of their national interests, countries must strive to protect and promote common interests in the interests of the entire international community. In view of this, it is necessary for each nation to build its foreign policy and its relations with other nations on the basis of its national interests, which are interpreted and determined in accordance with the common interests of mankind (civilization).

Purpose The purpose of this paper is to contribute to the literature by introducing a novel index that measures ease of doing business (EDB) at the sub-national level. The authors provide a comprehensive assessment of both de jure and de facto business conditions in 21 sub-national economies of India, with the help of a holistic framework that encompasses indicators capturing Attractiveness to Investors, Business Friendliness and Competitive Policies (ABC), the three broad environments that constitute the EDB–ABC index. Design/methodology/approach The authors’ index EDB–ABC index is constructed using 81 indicators. The index values reported are standardized scores and the framework is applied to 21 Indian sub-national economies. The bottom-up approach takes into account the various operational issues that firms face at the ground level, with the emphasis being on de facto issues. A unique feature of the index is its emphasis on collecting extensive survey data at the sub-national level, given that several constraints that businesses face lie under the purview of the sub-national governments. It also combines publicly available macroeconomic data through formal statistical publications. Findings The findings suggest a positive association between the proposed EDB–ABC index and competitiveness of as well as investments into Indian sub-national economies. In terms of explanatory power, the authors find that indicators capturing attractiveness to investors and business friendliness which are representative of de facto implementation issues at the sub-national matter more than de jure competitive policies. It is also striking that the results are in stark contrast to the existing doing business studies highlighting the importance of the comprehensiveness of the index. Originality/value Easing the impediments to doing business is a pre-requisite to enhance both domestic as well as foreign investments. Existing indicators on doing business provide an incomplete picture about the prevailing business conditions as the basis for such rankings are de jure regulations and not de facto. The authors depart from this tradition by dealing with both de jure and de facto business conditions using a combination of primary and secondary data at the sub-national level in India.

Verifica-se também o peso que uma única instituição, o European Southern Observatory (ESO), pode apresentar nos indicadores gerais de um país. In this paper, a new approach is proposed to solve group decision making (GDM) problems where the preference information on alternatives provided by decision makers (DMs) is represented in incomplete fuzzy preference relations. In order to make the collective opinion close each decision maker's opinion as near as possible, an optimization model is constructed to integrate the incomplete fuzzy preference relations and to compute the collective ranking values of alternatives. The ranking of alternatives or selection of the most desirable alternative(s) is directly obtained from the derived collective ranking values. A numerical example is also used to illustrate the applicability of the proposed approach.

The rating systems of higher education institutions (hereinafter – HEI) has been researched in the article. It has been determined that today the rankings of universities are the most legitimate and unified methods of analysis of the competitiveness of free economic zones in the market of educational services. The key role of HEI as producers of new knowledge in the market in the conditions of intellectualization of economic processes has been substantiated. It has been described that in countries with market economies, competition in education is based on the same principles as in business. The quality of education and knowledge is a key competitive advantage of HEI in the market. Methods of comparison, abstraction, analysis, synthesis and graphical methods have been used in the research. A comparative analysis of the structure of the evaluation criteria of each of the ratings was conducted and it was determined which indicators have the most significant impact on the rating result. The analysis of knowledge quality indicators within each of the rating systems as exceptional and influential indicators in the knowledge economy have been conducted separately. The key problems of university rating have been identified: the asymmetry of the importance of the impact of different criteria in the direction of resource provision and capitalization of free economic resources; incomplete assessment of the quality of knowledge management (work with the knowledge repository, internal training, training of research and teaching staff, mobility of teachers and students); lack of indicators to assess the brand and image of the HEI in the market; the degree of use of digital technologies in education and indicators of the management system analysis as an organization (assessment of the level of bureaucracy and quality of internal business processes). As a result of the research, the author's approach to the assessment of the competitiveness of HEI has been proposed, which involves the categorization of educational institutions according to certain criteria and the development of indicators of free economic analysis for each category. Also, it has been proposed to expand the range of criteria for assessing the competitiveness of the Ukrainian HEI, taking into account the requirements of today. The results of the study have been aimed at improving the quality assessment system of education and analysis of the competitiveness of domestic higher education institutions, as well as improving the tools for assessing the quality of knowledge management in the implementation of these systems in educational institutions.

Resumen
High-quality functioning of the information security system and solving problems that arise in the information protection, is currently a topical trend in various areas of human life. Successful cyber protection consist in creating and implementing a multi-level system of measures that cover various aspects with complex interact and complement each other. These measures have a different nature, and their priorities may differ significantly in terms of different services of the organization, so it is logical to formalize the sequence of cybersecurity implementation in a class of group choice tasks. The paper proposes a flexible mathematical apparatus for modeling information security problems and adequate application of the opinion analysis of experts’ team in practice. The approach to finding the resultant ranking of measures priority is described as a solution to the problem of multicriteria optimization, where the sequence of measures implementation may involve the interaction of performers and require regulation of the actions sequence of all elements and subsystems of the organizational system. This approach allows to combine different information security measures proposed by the experts of various departments; to find a compromise solution for a diverse group of experts; not to violate any expert's preferences under calculating the compromise ranking of cyber security measures. The proposed approach can be useful in developing appropriate cybersecurity measures and favorable in developing and implementing of rapid response procedures to threats, as well as it can be indispensable in the overall building or improving organization security system and it can contain elements of training, coordination, and complexity of expert team members, who are the heads of units of a single organizational system.
