Resumen
This article reviews current federal housing assistance policies and briefly summarizes research evidence about the efficacy of the different programs. We identify three key challenges that these programs face in meeting their stated objectives and suggest strategies for addressing them. The first challenge is the large variation in market conditions across the country, which makes it difficult to design assistance programs that are universally appropriate. We call for adjusting the type of assistance across markets, allowing for a greater match between subsidies and needs. The second set of challenges concerns subsidy generosity, structure, and targeting. The current system provides large subsidies to a small number of low-income households while providing nothing to most. Assuming limited government resources, we call for exploring the impact of more modest or time-limited subsidies to serve more people with more attention to targeting. The third challenge is the relatively poor location of housing in current assistance programs. We suggest strategies to help more assisted families reach high-opportunity areas.

The Livable of Housing Development Assistance Program (BAPERLAHU) is a government facility to independently support the implementation of proper housing construction in a healthy and safe environment. The implementation of the housing development assistance program requires community involvement to achieve its main goal, namely to provide habitable housing for low-income people (MBR), the elderly or with disabilities. The purpose of this research is to evaluate how the results of the implementation of the Assistance for the Construction of Livable Houses (BAPERLAHU) program in Mesuji Regency in 2019 and to find out what factors affect the implementation of the program. The research method uses qualitative research, the types of data used are primary and secondary data where data collection uses documentation, observation and interview techniques. The results of the study show that the evaluation of the Livable Housing Development program (BAPERLAHU) in Mesuji Regency in 2019 has been going quite well. In 2019 the Livable Housing Development Assistance (BAPERLAHU) program succeeded in completing 322 unfit for habitation houses (RTLH) in Mesuji Regency. However, there are several factors that affect the implementation of the program, such as the political atmosphere, limited funds allocated, the lack of Community Assistants (TPM), and lack of supervision by the Housing and Settlement Area Office of Mesuji Regency.

Purpose – The purpose of this paper is to suggest that it should be possible to devise mechanisms which will enable communities to address the changing assistance needs of disabled and older residents whilst giving younger resident assistants an equity stake in the housing market. The existence of such mechanisms on a national scale would facilitate mobility between otherwise independent communities and maximise the choices available to residents requiring different forms of assistance at different stages in their lives. Design/methodology/approach – The paper draws upon the author's personal experience of exchanging accommodation with a team of assistants. The author considers how this model could be made more sustainable and replicable. Action research is needed to explore similar models within the context of intentional communities. Findings – Two pressing social challenges could have a unified solution. Cohousing provides potential for people to remain within an intergenerational community as they grow older and develop assistance needs, while providing accommodation equity. Today's “baby boomer” generation may contribute to less advantaged future generations by leaving behind them dedicated housing for assistants in order to make sure that such provision is present within communities in perpetuity. Originality/value – As a disabled person, the author had found it interesting to actively explore with younger people the impact upon both generations of issues around housing equity. The author has already, and would like to test further, the potential of nonmonetary exchange within intentional communities.

Housing assistance policies may lead to improved mental health for children and adolescents by improving housing quality, stability, and affordability. We use a unique data linkage of the National Health Interview Survey and U.S. Department of Housing and Urban Development administrative data to examine the impact of housing assistance on parent-reported mental health outcomes for children ages 2 to 17 (N = 1,967). We account for selection into housing assistance using a pseudo-waitlist method that compares children receiving assistance to those who will enter housing assistance within two years of their interview. Compared to those in the pseudo-waitlist group, we find that children living in public housing have better mental health outcomes. We do not find similar benefits for children receiving vouchers. Our results suggest that housing assistance policies can have a positive impact on mental health among disadvantaged children.

People who are less fortunate still find it difficult to get access to decent homes. The Government of Indonesia through the Ministry of Public Works and Housing has developed a program that is oriented towards housing development, namely the Self-Help Housing Stimulant Assistance aimed at Low-Income Communities. The purpose of this study is to measure the success of the implementation of Self-Help Housing Stimulant Assistance in Tempuran Village, Bringin District, Semarang Regency. The research method used is descriptive percentage. The type of data used is primary data using a questionnaire. The variables used are program standards and targets, institutional capacity, funding and social and political conditions. The results of the study, the percentage of standard variables and program targets is 73% categorized as successful. The results of the analysis of the percentage of institutional capacity variables that is 73% are categorized successful. The results of the analysis of the percentage of financing variables are 86% until the categorization is very successful. The results of the analysis of the percentage of social and political conditions variables are 44% categorized quite successful. The policy implications, assistance and supervision of the Field Facilitator are needed for the KPB to carry out its development independently, the need for prior notification of the preparation of additional self-funding in the BSPS program by the beneficiary community itself for the completion of the housing construction process, the need for participation from surrounding communities and interest groups who have the opinion that the implementation goes well. Masyarakat yang kurang beruntung masih sulitnya akses untuk mendapatkan rumah layak huni. Pemerintah Indonesia melalui Kementeriann PUPR membuat suatu program yang berorientasi pada pembangunan perumahan yaitu Bantuan Stimulan Perumahan Swadaya ditujukan bagi Masyarakat Berpenghasilan Rendah. Tujuajn penelitian ini adalah untuk mengukur keberhasilan impelementasi Bantuan Stimulan Perumahan Swadaya di Desa Tempuran Kecamatan Bringin Kabupaten Semarang. Metode penelitian yang digunakan adalah deskriptif persentase. Jenis data yang digunakan adalaah data primer dengan menggunakan kuesioner. Variabel yang digunakan adalah standar dan sasaran program, kapasitas kelembagaan, pembiayaan serta kondisi sosial dan politik. Hasil penelitian persentase variabel standar dan sasaran program adalah sebesar 73% dikategorikan berhasil. Hasil analisis persentase variabel kapasitas kelembagaan yaitu 73% dikategorikan berhasil. Hasil analisis persentase variabel pembiayaan adalah 86% sdikategorikan sangat berhasil. Hasil analisi persentase variabel kondisi sosial dan politik adalah 44% dikategorikan cukup berhasil. Implikasi kebijakan, pendampingan dan pengawasan dari Tenaga Fasilitator Lapangan diperlukan agar KPB melakukan pembangunannya secara swadaya, perlunya pemberitahuan terlebih dahulu untuk persiapan dana tambahan swadaya pada program BSPS oleh masyarakat penerima bantuan itu sendiri demi terselesaikannya proses pembangunan rumah, perlunya partisipasi dari masyarakat sekitar serta kelompok kepentingan yang berpengarung agar implementasi berjalan dengan baik.

This thesis aims to develop the framework of a housing program designed to help current recipients of rental subsidies begin to build household wealth through homeownership. Its core beneficiaries are households in Boston and Cambridge earning between 60% and 80% of the area median income. It also proposes an extended program to help households earning between 80% and 135% AMI purchase a home, since they also face significant burdens from housing costs in the current market and are underserved by existing housing programs. The proposal does not aim to solve the overall housing crisis, nor to replace existing programs, but rather to act as a supplement to current programs. The first chapter examines the history of housing policy, and from that review draws six principles of effective housing programs which are used to guide the new proposal. The second chapter examines the needs of renters, home buyers, and property developers in order to identify basic criteria which a new program must meet. The third chapter evaluates individual potential elements of a new program with respect to the principles and criteria identified within the earlier chapters. Finally, the framework of the proposal for a new housing program is laid out.

The use of construction assistance is discussed upon in the micro finance sector. Many MFIs and their donors argue that MFIs should only provide financial services and that the cost of providing the service is not justified compared to its impact . But since construction assistance is a fairly new service in housing micro finance is it also so, that many of the MFIs don’t know what constructions assistance involves and what the impact is on the MFI and the end client. Therefore it is important to investigate and describe what construction assistance actually involves, what is the impact of construction assistance on the delivered service and can it be done in a financially sustainable way from the MFIs point of view? According to my investigations construction assistance raises and assures the quality of the home improvement and therefore the home itself. It also contributes to economic impact by raising the general quality of housing in the target area, but also to socio-political and personal impact by increasing the families’ asset and raising their self esteem. Construction assistance can also raise financial sustainability through the employment of cost-reducing systems such as construction and design programs. But it can also reduce the transaction costs that result from information asymmetry and moral hazard for both financial intermediaries and clients through the socio economic study and the actual time that the credit assessor spends with the client. The outreach is improved through the MFIs ability to discover and monitor the clients changing need by the help of construction assistance and it also improves the MFIs targeting mechanism through different marketing and promoting actions.

ENGLISH ABSTRACT: 'Housing' has been addressed as a basic human right. In South Africa this right has become a challenge, which cannot be met by the government alone. It also requires a vast contribution from the broader non-State (private) sector. This includes large companies who need to provide housing assistance to their employees. The aim of this research was to develop an educational computer programme which can be used by companies in their employee housing assistance programmes. The objectives of the research included establishing the extent to which companies provide employee housing assistance; the viability of an educational computer programme; the requirements of companies; criteria and content of a computer programme; and the development and testing of a pilot demonstration module of an educational computer programme for employee housing assistance. Exploratory research was carried out on a sample of 112 companies by means of both postal and telephonic questionnaires. The results of these surveys indicated that 41 of these companies have already established employee housing assistance, providing general information on housing and housing related issues. Most of these companies, however, are only offering financial assistance to their employees without the necessary education and training which should accompany it. A programme which provides these aspects benefits both the company and the employees and should be implemented by many more institutions throughout the country. The main findings of this research, indicated the viability of an educational computer programme and the surveyed companies were positive about using it as part of their employee housing assistance. Throughout the world, computers have proved to offer high-quality interaction and unique learning opportunities to users of varying levels of understanding. They have also demonstrated that they are convenient to use and assist in promoting effective management of time and finances. On the basis of the responses to the survey, essential elements of an educational computer programme for the use of companies in employee housing assistance were identified. A pilot demonstration module was developed using a holistic and didactically sound approach. The development of this educational computer programme, will allow lower income employees to receive beneficial housing assistance at their own pace and level of comprehension and education through an enjoyable and contemporary medium. The results of the initial (but limited) testing of the pilot demonstration module, suggested that there is justification for the further development of the programme and for research to be carried out to examine its effect in the private sector. This research sheds light on the present trends in the provision of employee housing assistance in the private sector and the positive contribution which companies can provide to the housing crisis in South Africa.

The Rental Assistance Demonstration ("RAD") program is a controversial federal effort to address public housing's financial crisis by opening it up to private investment and recapitalization; in essence, to mortgage public housing in order to save it. While some high profile examples of RAD's implementation have confirmed critics' fears about the loss of public control over a critical social safety net, other public housing authorities ("PHAs") have begun to use the program to empower themselves and ensure the financial stability and health of their entire portfolios. Since the program's pilot period began in 2012 at least three typologies of RAD implementation have emerged, each with their own unique outcomes and impact on PHA operation. This thesis investigates the organizational implications for the most challenging of these approaches, the "All-In" strategy, in which PHAs comprehensively address the capital needs of their entire portfolio while retaining the maximum degree of control over the process through in-house development. While RAD's use of private financing strategies is not new to public housing, the pressure on "All-In" PHAs to structurally internalize some private-sector models is a significant development for the organization and management of public housing. Case studies from Cambridge, MA and Tacoma, WA offer evidence of the unique challenges, emergent adaptations, and strategic opportunities for two "All-In" RAD agencies. The thesis describes the pressure on these PHAs to shift from a functional and hierarchical bureaucratic model to a flatter, more decentralized organizational structure and discusses some managerial strategies and tools public sector managers can use to navigate this transformation.

Housing, while a necessity of ???life???, goes beyond this definition in this research to also become a technology of government in the domestic distributional geopolitics of nation-states. Employing a Foucaultian approach to power and governance, this research examines how the provision of housing assistance was used in the government of rural public housing communities. Data for this research were collected through a series of archival resources that focused specifically on the transitional periods of 1935-1955 and 1985-2005. Data were also gathered through a questionnaire and interviews with public housing tenants and staff from four towns (Griffith, Cootamundra, Junee and Tumut) in the ???Riverina??? region of south-western New South Wales (NSW), Australia. This research makes five contributions to geographical understandings of distributional politics. First, the thesis contends that poststructuralist theoretical approaches to the analysis of power and governance enable innovative critical engagements with the distributional geopolitical agendas of governmental processes. The research also found that the distributional geopolitical agendas of Governments have been pursued through more than just the redistribution of fiscal resources, but also include the redistribution of human resources. In particular, housing assistance has been, and is used today, to perpetuate certain internal migration patterns to aid this human-distributional agenda. Third, the study argues that ??? while the broad shift to advanced liberal forms of government have resulted in changes to how distributional geopolitical agendas are pursued ??? ???distribution??? remains an integral feature of the geopolitical objectives of those who seek to govern in advanced liberal ways. This work also shows how these new advanced liberal distributional objectives remain open to being problematised and/or resisted at the local scale. However, while such governmental processes are always uncertain and open to contestation, these changes have brought about a new set of ethical and political consequences. We need to be alert to and critical of the ways in which these new distributional geopolitical agendas impact on our own and others??? ???freedoms???.

AbstractThis chapter is concerned with Filipina single mothers’ access to diverse forms of welfare assistance in Japan and its impact on their decisions, aspirations and capabilities for migration and settlement. It fundamentally asks: Does access to the welfare system make Filipina migrant mothers settle in or move away from Japan? I argue that welfare arrangements significantly affect Filipina single mothers and the ways in which they raise their children and manage a transnational household. Access to child-rearing, subsidised living and housing benefits in Japan, combined with private welfare arrangements in the Philippines, have enabled them to navigate various life-course events. Analysis of their welfare access across time and space suggests that Filipina immigrants’ migration and settlement aspirations are contingent upon macro-level factors such as the restrictive nature of Japan’s immigration, welfare and labour policies, the ambivalent attitudes of Japanese society towards immigrants and individual factors such as legal status, residency and social networks that influence their socio-economic roles and family-related activities in Japan and the Philippines. Attaining permanent residency in Japan is a utilitarian choice which gives them flexible options for the future. Their aspirations to eventually either return to the Philippines or to settle in Japan are influenced less by the ‘adequate’ social protection available in Japan than by the age of their children, their investments and their dreams of a desirable retirement.

Resumen
This chapter discusses the major federal programs providing rental and homeownership assistance to poor and low-income people. On the supply side, for decades the United States has not funded new Public Housing that it owns and manages; instead, tax credits are the major driver of new construction, with buildings owned and operated by private developers who commit to time-limited affordability requirements. On the demand side, the leading rental support program gives tenants “vouchers,” allowing them choice where they can live but no guarantee that a landlord will rent to them at the subsidized payment levels. Moreover, many households, and disproportionately people of color, have been or continue to be arbitrarily denied rental assistance because of a family member’s prior contact with the criminal justice system, even just an arrest—a policy that has caused great hardship and contributed to homelessness. For those tenants who receive it, federal housing assistance is a critical lifeline. This chapter focuses on how prospective tenants can apply for and maintain eligibility for Public Housing or subsidized units in Multifamily Programs, and how to obtain and keep a voucher. The chapter also discusses issues critical to housing justice—tenant participation in assisted housing; rights of tenants when a private owner leaves an assisted program; housing support for the homeless; the government’s duty to affirmatively further fair housing; and problems of environmental displacement.

Resumen
Housing of seniors is very non-unified in the Slovak Republic. As a central government, the state has delegated much of the competence in the area of senior housing to local governments in the form of delegated competences. This is also the case for the third sector, which is involved and uses state support for its activities. There is no advanced form of retirement facilities network. However, it is not only important that seniors only passively use the assistance of the state in case of dependence on care, but the social policy of Slovakia should aim to active form of social secure, lead elderly to their own responsibility and help them to financially cover acceptable housing. This is endangered by low pensions, income and expenditure structure of retirement households. New challenges in the future include the creation of social enterprises and senior parks. The purpose of this article is to map the above aspects and point out possible innovations and examples of good practice.

Electric turbocharger assistance consists in incorporating an electric motor/generator within the turbocharger bearing housing to form a mild-hybrid system, without altering other mechanical parts of the engine. This makes it an ideal and economical short to medium term solution for the reduction of CO2 emissions. The scope of the paper is to assess the improvements in engine energy efficiency and transient response correlated to the hybridization of the air system. To achieve this, an electrically assisted turbocharger with a variable geometry turbine has been compared to a similar, not hybridized, system over step changes of engine load. The variable geometry turbine has been controlled to provide different levels of initial boost, including one optimized for efficiency, and to change its flow capacity during the transient. The engine modeled is a 7-litre, 6-cylindres diesel engine with a power output of over 200 kW and a sub-10 kW turbocharger electric assistance power. To improve the accuracy of the model, the turbocharger turbine has been experimentally characterized by means of a unique testing facility available at Imperial College and the data has been extrapolated by means of a turbine meanline model. Optimization of the engine boost to minimize pumping losses has shown a reduction in brake specific fuel consumption up to 4.2%. By applying electric turbocharger assistance, it has been possible to recover the loss in engine transient response of the efficiency optimized system, as it causes a reduction in engine speed drop of 71% to 86% and of 79% to 94% in engine speed recovery time. When electric assistance is present in the turbocharger, actuating the turbine vanes to assist transient response has not produced the desired result but only a decrement in energy efficiency. If the variable geometry turbine is opened during transients, an improvement in specific energy efficiency with negligible decrement in engine transient performances has been achieved.

Abstract In the last decades, an unprecedented decrease in fertility and mortality rates in industrialized countries yielded a general ageing of the population. Such phenomenon affected the everyday life of individuals as well as organizations, either government or private, to the point that they are nowadays seeking the solution to the increasing demand of health care, housing, care-giving, and social security. In this scenario, this piece of research aims to fulfil a design task, specifically oriented towards the field of assistance machines. The functionalities which should be guaranteed are mainly two: to follow and monitor reduced mobility subjects, to maintain a constant view contact with its targets, and to accomplish such duties in a non-structured and possibly peopled environment. In particular, the paper analyses the dynamics of Paquitop, a novel over-actuated mobile platform, aiming for a proper design strategy for its suspensions system. The main peculiarity of the robot is that of owning an innovative architecture expressly conceived to enhance the performance offered by the present-day solutions for omni-directional planar motions. Given its purpose, the robot architecture was thought for guaranteeing an effective fulfilment of its primary tasks. This arises a set of uncharted challenges, under both mechanical and control points of view.

For handheld electronic applications such as cell phones and Personal Digital Assistants (PDAs), drop/impact could result in considerable flexure of the printed circuit board (PCB) mounted inside the cell phone housing. The mechanical stresses may cause electrical failure of the components, with typical failure mechanisms of board trace cracking, solder joint fatigue, and solder pad cracking. A standardized test needs to be developed to assess reliability of handheld components subjected to impacts. The test should facilitate high volume testing, maximize margin for safety factors, and capture the failure mechanisms in the field environment. To develop the reliability test using use conditions based reliability methodology, comprehensive characterization of the mechanical field stresses during end use conditions is particularly essential. This paper discusses complete cell phone drop characterization along with the shock test developed to test the components subjected to such drops. Novel fixtures have been designed to simulate free fall of the cell phone in specific orientations. After the complete characterization of cell phone use conditions, board level shock test has been selected to assess component reliability. Test repeatability, number of components on the test board, and layout of the components are some of the factors considered during the board level shock test development. Several parameters like screw and washer designs, torque have been studied to yield excellent test repeatability. Nonlinear Dynamic Finite Element Simulation has been performed to provide more insight into the interaction of the bending modes and its impact on the solder joint failures. This paper demonstrates the process of understanding use conditions, developing reliability tests, validating test results and driving industry standards.

<p>and international projects</p><p>various EU H2020 projects</p><p>Though housing is one of the most energy consumer sectors, it is currently extremely underestimated, because of a clear investment gap due to economic, social and legislative barriers. The EU project ABRACADABRA (Assistant Building to Retrofit, Adopt, Cure And Develop the Actual Buildings up to zeRo energy, Activating a market for deep renovation) is based on the idea that the real estate value increase given by the appropriate densification strategy in urban environments could be an opportunity to activate a market for deep energy renovation. To prove the effectiveness of the strategy more than 70 case studies throughout the EU cities have been assessed by means of a cost-effective analysis. Basing on the parametric variation of the different values involved (cost of construction, energy, etc.) the benefit of this strategy has been proved in the majority of the different building types and contexts.</p><p>More interestingly, the ABRA strategy has been simulated and tested outside Europe in order to verify its scalability and the possibility of considering other non-energy related benefits in the renovation of the existing building stock. A specific study on the NYC urban context has been conducted to effectively adapt the strategy and combine the global drivers of energy consumption reduction and CO<span>2</span> emission reduction with the local need of combating flood emergency and related flood-proofing measures.</p><p>The results reached by this work demonstrate how the energy retrofit trough add-ons reduces significantly the payback times of the investments, preserve soil consumption, while providing a extraordinary opportunity to enhance urban resiliency by challenging the local emergencies.</p>
