Resumen
Cultural heritage sites that bring forward the African American narrative have served a crucial role in redefining our collective history and, ultimately, reconstructing a national identity that reflects the country’s true diversity. Preservation professionals and grassroots leaders harness the power of place and the influence of historical figures to inspire and advocate for equity, funding, and recognition of our shared cultural legacy. This paper examines a range of Black heritage sites to reinforce the notion that preservation comes in many different forms and can be used as a tool to empower Black communities. Through historic preservation practice, storytelling, and partnerships, the African American Cultural Heritage Action Fund is scaling up the preservation movement to ensure the full American story will be shared with future generations.

Regional Historic Preservation Officers are of the opinion that monument protection system in Poland needs to be modified. According to them, however, these changes need to be preceded by in-depth analysis of the existing situation, e.g. the condition in which historic monuments and sites are preserved in Poland, the sources of financing works carried out to monuments and sites, the role that historic preservation offices play in administration combined with regional governors, and the current financial and HR situation in specific government bodies.Changes made to the monument protection system should result in improving the conservational state of historic monuments and sites as well as improving functioning of historic preservation service in competence-, organisation-, and finance-related aspects. Furthermore, as a consequence, local government bodies and the society should become more aware of their responsibilities pertaining to historic monuments and sites. The role of local government historic preservation service should be also taken into consideration.According to Regional Historic Preservation Officers, the changes should be aimed at the following: strengthening the office of General Historic Preservation Officer who will shape historic preservation policy in Poland and coordinate actions taken by state and local historic preservation service; subordinating Regional Historic Preservation Officers directly to the General Historic Preservation Officer (within structures of the Ministry of Culture and National Heritage); improve the organisational and financial situation in Regional Historic Preservation Offices and adapt it to their needs; developing a model of local government historic preservation service in terms of their competences, organisational structure, and subordinance (control- and merit-related) to Regional Historic Preservation Officers. It is necessary to make legislative changes to the monument protection law not only by issuing clear, uniform, and adoptable regulations but also by correlating regulations pertaining to protection of historic monuments and sites with other existing acts of law. It is also essential to perform comprehensive analysis of the list of Polish monuments and sites (register and record of historic monuments and sites) as well as develop and implement a financial support system for taking care of historic monuments and sites and include properties owned by the state treasury into this system. It must be also emphasised that there is a strong need for increasing social importance of guardianship of monuments and sites and making the society aware of limitations and benefits pertaining to monument protection.

Resumen
Historic sites are important components of every city’s cultural history because they preserve rich historical knowledge and distinctive values passed down from previous generations to the present. Due to the progress of urbanization and modernization, many historic sites face pressure from damage and transformation. In this paper, a method for assessing cultural heritage damage was developed to measure the extent of spatial damage in historic sites. Using sample data obtained in Xiyang, Qi, and Xiaoyi, all historic cities in Shanxi Province, Mainland China, and combined weights were estimated using the Delphi technique and the CRITIC weight method. Following this, the Spatial Damage Degree Model (SDDM) based on K-means cluster analysis and K-nearest neighbor (KNN) classification was developed. The findings show that the model efficiently solves the problem of assessing spatial damage levels in historic sites. Through multiple linear regression analysis, it was shown that the damage to historic sites was predominantly caused by three factors: natural erosion, construction damage, and planning and policy. SDDM was used to calculate the spatial damage levels of historic sites, allowing conservators to fully comprehend the features and concerns related to historic sites. As a result, more scientific and rational preservation approaches can be developed, improving the efficiency of historic site restoration and conservation, and encouraging the sustainable development of urban and rural heritage.

None of the legal acts applied in the Polish monument protection system, ranging from the Regency Council Decree of 1918 to the Act of 2003, allows for transforming historic monuments and sites. This provision applies, paradoxically, unless a competent historic preservation officer approves such transformations. In other words, under the aforementioned acts, it is possible to make any modification to the existing historic monument or site, provided that a historic preservation officer issues an appropriate permit.Each of these legal acts provides framework for classifying historic monuments and sites, e.g. by introducing various forms of protection, classifying monuments and sites under various categories – immovable, movable, archaeological, etc. Therefore, classification is real.There are so many different historic monuments and sites falling under a great number of categories that it is impossible to provide them with real, even diversified protection. It is therefore necessary to implement sucha classification of historic monuments and sites that would allow state and regional historic preservation officers and representatives of local government administration to carry out actions aimed at protecting properties and places of great historical significance.The recommended classification is a starting point for discussing methods, criteria, and rules governing classification of historic monuments and sites. Additionally, it will ensure appropriate protection.

Under the Act of 23 July, 2003 on the Protection and Guardianship of Monuments, employees of historic preservation offices supervise works carried out to historic monuments and sites as well as determine their scope. The scope of works depends on the form of legal protection and it is conditional on the decision pertaining to legal protection, i.e. listing a property or site in the register or municipal/communal record of historic monuments and sites; providing area-wide protection: defining historic preservation area in a local zoning plan. Members of staff of historic preservation offices are responsible for assessing documents pertaining to renovation, restoration, and conservation works carried out to monuments and sites as well as make administrative decisions on all actions, regardless of the level on which they are taken: issuing conservation guidelines, permits for conducting research on historic monuments and sites, making decisions on commencing conservation works, supervising the works until their completion. Quality of works carried out to historic monuments and sites depends on individual experience and skills that the members of staff of historic preservation offices demonstrate. The higher the rank of a monument or site, the heavier responsibility historic preservation offices shoulder.

AbstractOf 52 Antarctic sites and monuments of historic interest currently listed under Antarctic Treaty recommendations, 26 occur in the Ross Dependency, associated mostly with the expeditions of Scott and Shackleton. Many have recently been visited and a number of further sites, including several dating from Byrd expeditions, have been identified by New Zealand field parties. This article catalogues all Ross Dependency sites recorded to the end of 1987, and the current state of preservation of their artefacts, which are in the care of Antarctic Division, New Zealand DSIR.

Contemporarily, historic monuments and sites are highly diverse and vast in number. This means that each asset and property has different value and, hence, different principles and forms of historic preservation need to be applied.Diversification of historic monuments and sites should be a part of the monument protection system and based on the widely accepted and followed methodology. No single methodology allowing for assessing the value of all historic monuments and sites has been developed yet. For this reason, diversification of historic monuments and sites is not applied in the international doctrinal documents. The most comprehensive method of assesing heritage value has been implemented into UNESCO’s World Heritage system. It consists on comparing assets within a certain reference group, yet it does not involve value gradation.Within the monument protection system, historic monuments and sites can be divided into two major groups, i.e. classes (in terms of the value of an asset or property) and categories (in terms of the specific features of an asset or property).In the Polish system of historic monuments and sites, application of categorisation (typology-based groups) is justified. However, for practical reasons (a risk of protection being depreciated and weakened), classes can be applied in limited scope (valuing groups).

Resumen
In Czechia, provisions of law pertaining to historic preservation were established in 1958, during Stalinism. The regulations were provided in Czechoslovakian Act on Cultural Monuments.It was superseded by the Act on State Care for Historic Monuments and Sites being currently in force, which was adopted in the former political system in 1987. Due to dynamic economic, political, and ownership-related transformations taking place at that time, it was necessary to amend it. Consequently, for several years, the legislators have been working on a new act referred to as “The Act on Protection of Resources of Historic Monuments and Sites.” This article pertains to legislative solutions and classification of historic monuments and sites in the light of the Act being developed. In this document, historic monuments and sites are not grouped into specific categories. Instead, they are all considered material elements of cultural heritage. On the other hand, assets of historical significance are classified into cultural monuments, monument ensembles, and national culture monuments and sites of the most outstanding significance. Additionally, two temporary forms of historic preservation have been developed: areas and reserves of historical significance. Archaeological monuments and properties considered as having outstanding historical values under certain international agreements are treated separately. This classification allows for assigning tasks to appropriate administrative bodies and, at the same time, encouraging institutions responsible for historic preservation of monuments and sites on the national level to become advisory bodies of regional administration institutions. What is worth mentioning in the field of historic preservation in Czechia are government’s attempts at making historic monuments and sites more available to citizens by introducing certain legal regulations, i.e. providing the government with pre-emptive right to purchasea property of historical significance from a private owner. This approach results in increasing government’s profits from tourism and culture-related products.

Purpose – Considering built heritage as public goods demands a lot of planning as usually historic sites and monuments are administrated by governments. The purpose of this paper is to propose and apply contingent valuation method (CVM) for the value assessment of historic sites as public goods. Design/methodology/approach – The aim of this research is to apply CVM to assess the total value as well as sub values, use and non-use values of a historic site. Ferdowsi mausoleum in Tus historic area near Mashhad city in Iran has been chosen as a case study. Findings – The paper indicates that historic sites meet all the criteria for being considered as public goods and obtained high amount of willingness to pay proves the significance of Ferdowsi mausoleum to the people of Mashhad city and its tourists. Non-use values comprise the highest share of value and cultural identity has the highest value among non-use values. Practical implications – It is recommended that CVM be applied in cost-benefit analysis of historic sites. This is useful in the process of prioritization of restoration and maintenance of historic sites and could be used by policy makers in policy crafting processes. Originality/value – CVM has been used for the first time for a mausoleum and for a site in Iran and sub values have been measured for the first time for a historic site.

Resumen
The preservation and restoration of historic sites is of great significance to the continuation of a city’s historical heritage and high-quality development. However, the conservation management of historic sites is still in the stage of exploration and improvement. The current states of development and preservation have been facing many problems, such as fragmented and poor states of preservation. It is crucial to retain and revitalize the authenticity of historic sites. A multi-criteria decision-making approach to an innovative evaluation model is proposed. Based on the cultural, social, and economic characteristics of the historical sites, an evaluation index system is constructed and weighted to judge its importance. The results suggest that the statuses of the historic relics at the facet layer have the most significant effect on the preservation of the authenticity of historic sites. The completeness of historic relics ranks first in weight among the evaluation indexes, which suggests that emphasis should be not only on their protection, but also on the preservation of their overall styles. The results will enable urban decision makers to effectively set the priorities of preservation and restoration by regions and stages. Huai’an, a major ancient city along the Beijing–Hangzhou Grand Canal in China, was taken as an empirical case study to validate the feasibility of the evaluation index system and its ability to provide references for the preservation and restoration of historic sites.

Resumen
This article examines value-based selection criteria applied in classification of historic monuments and sites in American legislation. Furthermore, the author of this article arrives at conclusions which could be applied in the Polish provisions of law. In the USA, there are two registers of historic monuments and sites, i.e. National Register of Historic Places and National Historic Landmark Register which consists of buildings, districts, objects, sites, or structures that are officially recognized by the United States government for their outstanding historical significance. In both cases, the requirements which the properties, objects, and sites to be entered into the register must meet are defined very precisely. Moreover, detailed monument valuation criteria, different for each category, can support the decision on listing a monument or site. The author of this article analyses these criteria and concludes that they could provide a basis for developing interpretation guidelines for applying provisions of the Polish Act on Protection and Guardianship of Monuments and Sites. These instructions would help historic preservation officers assess values of properties and sites. Their decisions would be therefore less intuitive and subjective but based on specific criteria. This would result in value assessments being standardised in the entire country.

This study examines the occurrence of glendonite along coastlines since 1825, which have been previously referred to under different names such as Pseudogaylussite, Fundylite, and Kool Hoot across eleven sites. By utilising element ratios and 14C radiometric dating techniques, we establish a more accurate chronology for these varied sites ranging from 10 to 1 thousand years before the present (Ky BP). Sites include tidal flats, coastal barrier islands, and Wadden Sea environments. While some sites still exist, others are only known through publications and museum collections. Our research expands upon previous findings by presenting petrographic evidence that correlates with glendonite formation. Through the examination of the Olenitsa site on the Kola Peninsula, we demonstrate that marine bioclasts enclosed within concretions surrounding glendonites provide temporal context, suggesting that these outcrops were formed during a single event under changing conditions. Notably, certain sediment structures at selected sites indicate the occurrence of cold-water ice-raft storm events and the presence of drop stones. Furthermore, our paper explores the association of historic coastal sites with the formation of ikaite, highlighting the limitations of relying solely on geochemistry and isotopic analysis for interpretation. Intriguingly, we observe that pseudomorphs are abundant in specific areas but absent in adjacent regions with similar environmental, physical, and chemical conditions. No apparent connection is found between volcanic dust cloud-induced cold spells and glendonite. The distribution of coastal glendonites is more likely related to periods of climatic cooling through other means. We show that radiometric dating with 14C provides an indication of age, but the results can be erroneous due to the inclusion of older carbon sources in the analysis. The oldest locations discussed in this study are Kool Hoot (Alaska) and the river Clyde (Scotland), and the youngest glendonites discussed are from the Bay of Fundy in Canada. Occurrences from the Wadden Sea are intermediate in age and sit between the other two groups. The age of the Olenitsa site on the Russian Kola Peninsula is uncertain and still debated. We show that measuring the ratio of Mg/Ca can indicate how much the recrystallised ikaite preserved as calcite is influenced by diagenetic pore waters.

This foreword to a collection of essays from members of the International Coalition of Historic Site Museums of Conscience highlights diverse approaches to opening historic sites for civic dialogue. The collection explores the challenges sites around the world face to hosting public conversation on difficult subjects in their different political contexts, and some of the strategies they have used to address those challenges. The foreword reflects on the perspectives international examples provide for U.S. museums that seek to serve as Sites of Conscience.

The International Council on Monuments and Sites (ICOMOS) Florence Charter 1981 on Historic Gardens sets the first guidelines for the definition of a historic garden, in which sites such as large parks, whether formal or landscape, are included. Since then, there is a continuous effort worldwide on issues of historic garden acknowledgement, conservation, restoration and management. Countries with garden and park tradition, such as the U.K., USA, France and others, have several sites registered and protected. Furthermore, historic garden and park associations exist in Italy, Spain and Portugal, among other nations. In Greece, there is no specific official policy or association regarding historic parks, gardens or landscapes. Greek law includes historic gardens and parks within the spectrum of works of art, places of outstanding natural beauty and historic places/lands for partial or absolute protection, and, thus, attempts in identifying historic landscapes fall generally in other categories, but law specified for historic gardens. However, in both the Greek ratification of the European Landscape Convention and the European Biodiversity directives, there are aspects one could interpret as very useful for the acknowledgement and policy-making on historic gardens and parks. In this paper, an overview on historic gardens and parks abroad and in Greece is attempted, along with aspects of acknowledgement, protection, conservation, restoration and management. Finally, a first attempt on methodological outlines for the acknowledgement and conservation of historic gardens and parks in Greece is presented.

It has always been of tremendous importance for Latin Church to protect and preserve cultural heritage which it has been collecting and creating for ages. Particular attention is therefore paid to take care of, preserve, and conserve historic monuments and sites as well as to ensure they hold the right place in cult and liturgy. In the past, this approach was reflected not only in documents produced by church (both general and particularistic ones) but also in carrying out works to historic monuments and sites. Church in Poland has always aimed its actions at providing monuments and sites with good care. Participants of the Polish Episcopal Conference and members of Diocesan Synods made a considerable number of legal regulations. A church system of historic preservation service has been developed for years; an abundance of works are carried out to historic monuments and sites; there are church institutions collecting and listing properties and sites as well as supervising protection-related activities and cooperating with selected government bodies.

Abstract Between 1833 and 1861, the Government Land Office (GLO) mapped almost 11,000 km of trails in Iowa. It is unknown if substantial portions of this GLO-mapped trail system predate the arrival of Euro-Americans; it is possible they were established in prehistory and used into the historical period. This Geographical Information Systems study compares a sample of archaeological sites within 1 km of the GLO trails in northern Iowa with a control sample. It was expected that GLO trails would be more common near Late Prehistoric sites if much of the GLO trail system was established before Euro-American arrival. Analysis indicates a relationship between GLO-mapped trails and Late Prehistoric, early historic Indian, and early historic Euro-American sites. Statistically, the connection between GLO trails and early historic Euro-American sites is by far the strongest; however, biases in the data suggest the association between Late Prehistoric and early historic Indian sites and GLO trails is underestimated.

Purpose The purpose of this study is to examine the relationship between heritage attachment and its dimensions on the one hand, and domestic tourists’ visits to historic sites in Bagamoyo in Tanzania on the other. Design/methodology/approach A self-administered questionnaire consisting of multiple-measurement items was administered to a convenience sample of 160 domestic tourists visiting historic sites in Bagamoyo town in Tanzania. Regression analysis tested whether and to what extent heritage attachment and its dimensions relate to domestic tourists’ visits. Findings As expected, heritage attachment showed a positive and significant relationship with domestic tourists’ visits to historic sites, meaning that the more a tourist is attached to historic sites, the more likely she or he will visit them. In addition, all five dimensions of heritage attachment of spirituality, identity, oneness, inheritance and ancestry had a positive relationship with domestic tourists’ visits. However, only spirituality and identity had a stronger and more statistically significant effect. Research limitations/implications The demographic, motivation, pull–push and cognitive theories have dominated explanations for why tourists visit. A major contribution of this study to this body of knowledge is its argument that the affective-based perspective is significant in explaining domestic tourists’ visits. It also provides managerial implications for practitioners in the tourist industry for the development of domestic and cultural tourism. Originality/value This study is among the first (if any) empirical demonstrations of the significance of heritage attachment and its dimensions in attracting domestic tourists to visit historic sites in Tanzania.
