Resumen
In this thesis, the problem of the principles of new designs in historic built landscapes is discussed. In approaching the problem, a theoretical framework is developed and the general principles regarding new buildings in historic settings are derived from the theoretical context. Subsequently, the proposed principles is tried to be adapted to the case of Odunpazari historic urban fabric. Finally, a Youth Center for a specific Project Area in Odunpazari is proposed, and the integration of the proposal to the context is evaluated. The foremost aim of the thesis is proposing general principles concerning good architecture that continues and contributes to the spirit of place, and adapting them for a specific design problem in a specific place in order to evaluate the efficiency of the principles proposed. In developing the theoretical framework, it was discussed that, in determination of the principles for new designs, the historic built landscape should be handled in a way that resolves the network of relationships and allow the definition of the spirit of place. The methodology of understanding the spirit of place was established with reference to the approaches developed by Christopher Alexander and Christian Norberg-Schulz. According to the studies by these scholars, a triad layer system in resolving the spirit of place is developed. As named by Christian Norberg-Schulz, the layers of Gestalts, typologies and figures constituted the analytical framework leading to the resolution of the network of relationships between the components of a place. This model of analyzing and defining the spirit of place was found valuable, since it does not only focuses on the formal aspects of the historic built landscape, but also questions the main rules forming the unity and coherence of place. Odunpazari traditional urban fabric is selected as a case study, and its physical, historical, social and economical context is evaluated by the help of the literature and site surveys. Finally, a &

Resumen
The thesis outlines both the history and the historiography of the fortress and town of Louisbourg during and since the eighteenth-century, and explains the basis for its designation as a Canadian National Historic site in 1928. Emphasis has been placed on the process of research and development after the 1961 decision by the Cabinet of the Government of Canada to reconstruct a significant segment of the original fortress and town as a historical monument, outdoor museum and tourist attraction. Historical and museological research has been conducted with a view to placing the Louisbourg project into the broader context of historic site preservation and commemoration in Canada and then explaining its presentation to the public. Research, reconstruction and interpretation methodologies and their outcomes have been studied within an interdisciplinary perspective and the research philosophy and its applications have been described and analyzed in detail to document the process of research and development. The Louisbourg project has also been critically examined within the framework of policies and objectives set by Parks Canada and in terms of its contribution to the Canadian heritage field in general. With the aid of comparisons to other outdoor museums and historic sites in North America and Europe, the lessons of the Louisbourg reconstruction project as a public history model have been analyzed and highlighted.

Resumen
In this introductory article, the history of Wari studies is summarized in brief terms. The urban site of Huari is considered, including evidence for its occupation prior to the Middle Horizon, and spatial patterning of Middle Horizon architectural remains. While the hinterland around Huari has received some attention, there is still much to be learned about the heartland of the Wari polity. Most research devoted to Wari has occurred in the provincial regions, primarily at sites exhibiting distinctive Wari forms of architecture and material culture. Regional surveys data complement these excavations and reveal the effects of Wari expansionon the local political and economic landscapes. Current interpretations of Wari balance the accumulation of new data and the waxing and waning of different interpretative scenarios. It argued that Wari must be viewed holistically, not from the perspective of a single site or region, that the material evidence for imperial control can be elusive, and that our data are still far from complete. It is concluded that the extant data support the interpretation that Wari was an early attempt at empire–building, and that it imposed its mosaic of control over many regions of the Central Andes.

In the wee hours on September 21, 1999, a major earthquake hit Chi-Chi in central Taiwan (known as 921 Earthquake). It measured up to 7.3 on the Richter’s Scale. The second-grade historic site, the Lin’s Mansion in Wufong collapsed and was severely damaged due to its location on the seismic belt. Since the enforcement of Cultural Assets Preservation Act in 1982 in Taiwan, and the initiation of preservation work, never had historic sites been destroyed to this extend. Not only it revealed the government’s insufficiency of policy, post-disaster relief, immediate restoration, and funding, but drew out the point that natural disasters cannot be overlooked in terms of historic sites preservation. The Lin’s Mansion is a privately-owned historic site. It was controversial whether to repair the collapsed building, or dismantle, preserve it as ruins. The heated debate lasted three years, until in 2002 Ministry of Interior concluded to restore historic sites. Derived from 921 Earthquake Disaster Area Rebuilding and Renewing Fund, the funding reached over 650 millions New Taiwan Dollars. It was the first case over a century that the government disbursed a large amount of funds on repairs of post-disaster historic sites. After the earthquake, the Lin’s Mansion in Wufong underwent the termination, re-designation of its accreditation and restoration. The government, the proprietor, scholars, specialists, cultural practitioners and public opinions were all influential to the changing of preservation policy. What were the relations between them? How would the government’s ultimate policy affect historic sites preservation hereafter? Each subject shapes the preservation mechanism of post-disaster historic sites. By means of acquiring and analyzing relevant information, examining regulations and execution practice, this thesis attempts to devise the mechanism for historic site preservation after disasters.

Resumen
Protected heritage area management is challenged by conflicting priorities perpetuated by the real and perceived dichotomy between cultural and natural resource management, their practitioners, their disciplines, and their values. Current guidelines promote integrating cultural and natural resource management to ensure holistic management of all values within a protected heritage area. This paper uses the management of the Cave and Basin National Historic Site to illustrate challenges in protecting both historic and natural resources. A qualitative inductive study included analysis of interview and focus group data for the site and similar protected heritage areas. The gap between integrative policies and the tendency for uni-disciplinary approaches to the practice of managing protected heritage areas is investigated. Five barriers to integration, such as lack of awareness, and five methods for progress, including facilitated inclusion, are examined. The author proposes collaborative, sustainable, values-based practices for the successful integration of cultural and natural resource management.

Research conducted during 2011 and 2012 at the Mississippian site of Angel Mounds outside of Evansville, IN sheds light on an often overlooked portion of the site that falls outside of the palisade wall – the 3rd Terrace. Through a magnetometer survey, a shovel test survey, and a reanalysis of a 1939 legacy collection from the 3rd Terrace, new interpretations about this peripheral area of the site will help to expand our ideas about Mississippian daily life in a wider geographic area and may help to better understand a transitional period in the history of Angel Mounds. In addition to the creation of a magnetic survey for use by the Angel Mounds State Historic Site, the use of minimally invasive and non-invasive research methods paired with previously excavated and curated collections allows for new research to be conducted with minimal disturbance to the archaeological site. While this research is a preliminary investigation of the archaeological potential for the 3rd Terrace, it also provides a solid basis for future research in the area and contributes to the wider understanding of Angel Mounds and the Mississippian world.

Resumen
Indiana University-Purdue University Indianapolis (IUPUI)
The landscape of James A. Garfield’s Mentor, Ohio home (now preserved at James A. Garfield National Historic Site) contains multiple layers of historical meanings and values. The landscape as portrayed in political biographies, political cartoons, and other ephemera during Garfield’s 1880 presidential campaign reveals the existence of the dual cultural values of agrarian tradition and agricultural progress in the late nineteenth century. Although Garfield did not depend on farming exclusively for his livelihood, he, like many agriculturalists of this era participated in a process of mediation between these dual values. The function of the landscape of Garfield’s farm between 1876 and 1880 is a reflection of this process of mediation. After President Garfield’s assassination in 1881, his wife and children returned to their Mentor home. Between 1885 and c. 1905, Garfield’s widow Lucretia made numerous changes to the agricultural landscape, facilitating the evolution of the home from farm to country estate. Despite the rich history of this landscape, its cultural complexity and evolution over time makes it difficult to interpret for public audiences. Additionally, the landscape is currently interpreted exclusively through indoor museum exhibits and outdoor wayside panels, two formats with severe limitations. I propose the integration of deep mapping into interpretation at James A. Garfield National historic site in order to more effectively represent the multi-layered qualities of its historic landscape.

In recent years, in order to re-activate and re-utilize historic sites, and tie-in with government's policy of outsourcing management, Kaohsiung City government in 2000 announced 「Bill of promoting private business to participate in pubic work」. ROT(Repair Operation Transfer) of historic site is becoming a trend; a new method for re-utilize historic sites and buildings. Kaohsiung City set takao British consulate historic building as the first ROT project. Bureau of Cultural of Kaohsiung City opened bid the project and Han Wang Hotel was announced to be the first ROT contractor. It had also set up a model of ROT of historic site of the nation. However, as the first operation period terminated, Bureau of Cultural of Kaohsiung City rejected Han Wang Hotel’s application of renewing the contract. The reasons of the rejection were over-commercialized of the historic building and general negative feedbacks from the public. The continuous operations by different operation groups also derived disputes, and further created arguments and conflicts of historic site outsourcing management. Outsourcing management of historic site is now facing severe challenge and examination. This research uses takao British consulate historic building outsourcing management project as a studying case, and summarized the following problems of administration authorization of public sector, and operation and management of private sector: ◆Sectors have different purposes of management, which further create disagreement on management. ◆The definition of using and open to public of a historic site is not clear. By ROT the public property, the management right will be authorized to private organizations. Its operation policy often causes the historic site to be over-commercialized to maximize the profit, which isn’t what outsourcing management is originally purposed for. ◆Revenue return and management system of outsourcing also cause both sectors to question and envious each other, which highlights the problems behind outsourcing monitoring and management system. ◆The certainty and rationality of outsourcing management contract contents, which influences operator, and further cases uncertainties of outsourcing, such as the right of management, revenue return, and target project, etc. In order to solve the conflicts between public and private sectors on outsourcing, rights and duties, and operation and management,to achieve outsourcing management maximum output and to solve the predicament, this research provides solutions and suggestions by considering historic site outsourcing management system and monitoring, in cooperate with the current historic site operation and management difficulties. With mentioned purposes, this research re-examines outsourcing management system, and reconsiders the monitoring system, and returns the information back to both public and private sectors as a reference of outsourcing or future relevant project planning. The research also provides a standard for operation and management for future practice to help ROT of historic site to reach sustain goal.

Reusing historical heritage sites is a way to express the continuation of the vitality of heritage architecture. The reuse of historical heritage sites should be well planned and positioned so as to attach new looks to the sites and express their present value. Take Changhau Confucius Temple as an example, this study adopts the methods of background study, participant observation, and in-depth interviewing. I first conducted in-depth interviews with people from five facters; including government bureaus, civil organizations, specialists/scholars, tour guides and local authorities. I probed into the content of reusing Changhau Confucius Temple for cultural education purpose. Finally, I studied the information and analyzed it to find out the difficulties and future prospects of reusing it. The result can provide inspiration and consideration for future policies that aim to promote the reuse of the historical heritage sites. Reusing a historical heritage site can keep on preserving the cultural value of the site. The model of reusing Confucius Temple for education purpose agrees with its historical character. It is not only a place that provides a physical cultural experience with multi-functions, also exercises of cultural education and promote education about heritage knowledge. However, short of human resources, lack of knowledge to preserve and maintain historical heritage sites, none sufficient budget, not enough equipments and the bottleneck of passing down the unphysical thoughts about cultural heritage are the difficulties of reusing the Confucius Temple. It is recommended that we strengthen community participation systems, refer to the model of the regional development then plan wholly, establish heritage education resources and setup constructive methods of reusing Confucius Temple in order for it to keep on expressing its vitality and moving forward eternally.

Considering the old buildings in Taiwan, some of them have been labeled as valued historical architecture already, and has been reused under the regulation of government, in order to provide chances for the public to be closer to the historical ambiance. On the other hand, some private-owned historical buildings have been renovated and reused as commercial purposes to prolong the practical usage and to enhance the aesthetic value of reliving in a spectacular atmosphere, instead of being devastated or reconstructed inappropriately. This thesis would take the reuse of the Red Castle in DanShui as a case study, and address aspects from government, private sector, architects, businessmen, and tourists, to reveal how the reuse of Red Castle, a special consumized type, by experiencing through historical building with aesthetic value would reserve the culture of the architecture, and increase the values and quality of the leisure activities. The case study would also reveal that even the old private buildings, which beyond the protection of government regulation, could still obtain sufficient economic abitlitiy to reach the target of self-sustainability However, while giving new life to old buildings, there are other critical issues for industry, government, and academic arena to make further advanced studies, including conflicts between assuring profits, reserving original architectural elements, appropriate management, and efficient support from government. In recent years, Taiwan has started to have the awareness on the so-called values of “Aesthetic Economy”. Even thought “Aesthetic Economy” is still a very new term for both industry and academic arena, and most people would focus more on its productivity toward economic activities; however, the personal aesthetic experience of consumers should be esteemed as the core of “Aesthetic Economy”. This research would discuss how aesthetic economy would give new life to old private architecture from this perspective, and prove the importance of “aesthetic sensibilities” in making improvement for the management of historical private buildings. While people in Taiwan have gained a common consensus of “Aesthetic Economy”, we hope that by reserving and reusing the old architecture, it may gradually affect consumers’ esthetic sensibilities in living. We also expect that the reuse of old buildings may not only be a way to reserve historical architecture, but also a way to lead our environment toward an “aesthetic society” through the economy values that created by “aesthetic”.

The execution of public projects often encounters various unpredictable factors. This study conducted a series of analysis, which including the project after the discovery of cultural sites and the duration of the controversial processing, the impact of shutdown, the schedule calculation, the amount of compensation and how to avoid the 101 penalty to be analyzed. Due to the discovery of cultural sites and lead to delays in the construction period and the cost of the project increases, the contractor will be difficult to compensate for the loss caused by this critical issue. In the past, the literature has not yet been explored for public projects to discover cultural sites that lead to contractor losses and compensation. In the case of court decision, the owners did not provide land on time to cause the contractor to terminate the contract, and the owner had to compensate the damage to the construction vendor. Therefore, the area where historical sites are found to cease construction is the risk of owners and contractors. If the contract has been specified in advance, it will help to reduce the risk of both parties. Regarding the cultural sites occur in job site caused public projects "comprehensive" or "partial" shutdown, the attitude of government officials tends to preserve the cultural relics is a top priority.Although the owners and contractors agree that the government retains the attitude of cultural sites, it still needs to analyze and quantify the impact of cultural sites. In addition, the comprehensive shutdown has a great impact on public projects, so most of the respondents believe that the discovery of cultural sites, it should try to take partial shutdown strategy due towhich is more flexible. Real support method is more likely to reflect cost increases and profit losses than proportional method. Therefore, the study proposed to use real support method to compensate. However, the contractor should have a management system for the project-related expenses, which will help to reduce the dispute. This study recommends that, once the site finds a cultural site, the contractor should be aware of the limitation of the penaltyof the Procurement Low and take measures to avoid penalties imposed by 101 penalties. The discussion of this paper based on the contractor’s position to analyzed the compensation for the partial shutdown of cultural sites on job site. We recommend that prospective researchers be able to explore the view point of the owner or the government authority, even to establish a complete tripartite dispute solution among three parties.

Gui Dan Hot Spring area which is gradually becoming famous for hot spring resources was Fang Da Chuang's main activities of the regional Anti-Japanese in 1898. This guerrilla force with its familiar local terrain advantages caused serious injury or death of the Japanese police and military force. Fang Da Chuang had not been arrested to death until 1902 and then, Japan started to remove their big concern. The descendants found " Anti-Japanese Gi De "stone in Fang Da Chuang's guerrilla base located in Fang Nong (now Fang Guang Ping), witnessing the Anti-Japanese history of Gui Dan region. The Japanese only did not know that not all of Fang Da Chuang's men had been captured in 1902. Its remnants, Jiang Ding, came back on Jiao Ba Nian Incident in 1915, calling around the guerrilla organization again. With its wealth of practical experience, it has became the main guerrilla force of Yu Qing Fang. Jiang Ding led his troops to attack the Japanese police stations, police, which caused casualties Japanese police, civilians and dependents and it shook Taiwan Governor. Finally, they were defeated by the advantage force of Japanese mountain artillery fire support. After the defeat, mostly Anti-Japanese guerrillas fled to Hutoushan, getting through the Gui Dan Fang Nong former Anti-Japanese fleeing to the mountains. Because the people of Gui Dan area had supported the guerrilla force, the spot was implicated by the Anti-Japanese Incident and became the killing field out of Japanese revenge. Gui Dan is located in the aforementioned Japanese Base and its hot springs, in fact, were already found during the Japanese colonial period. Not only in the more remote geographical location but also coupled with previous Anti-Japanese Incidents bringing the shadow the Japanese and local people, Gui Dan Hot Springs have not been favored since neighboring Guanziling Hot Springs flourished to become one of Taiwan's four major hot springs. It developed very late and becomes the diamond in the rough among the hot spring areas in Taiwan. In recent years, along with Guanziling Hot Springs' gradual depletion of water sources, they are losing the tourists. Under the local hot springs businessman Lai Jinrui's toiled development in Gui Dan step by step, they began to establish certain economic scale. In addition to the spa facilities of hardware and software, the local area are regarded as the Anti-Japanese ancient battlefield from the initial Japanese colonial period to Jiao Ba Nian Incident and other Incidents. Hot springs' source is located in Guan Cai Ku of Japanese casualties and the navigation path relating to the rich historical and cultural background is drawn. The public sector is also planning a Gui Dan Hot Springs' experience pool, setting up Jiao Ba Nian memorial park in Yu Jing Sugar Factory, opening shuttle bus routes to further promote the future development of the Gui Dan Hot Springs.
