Resumen
The Rammelsberg deposit in the Harz mountains in Germany is among the largest metal deposits in the world and has been in continuous use for more than a millennium. There is much controversy as to the nature of the metals produced and the processes involved from the ores of this deposit. This thesis deals with the largest and most accurately excavated smelting site of the high medieval period in the Harz mountains called Huneberg and may be regarded as typical for region and period. Traditionally historians connect the Rammelsberg with silver production, the mining historians, however point out that the deposit is too poor in silver and that copper was produced in the high medieval period. Modern economical literature classifies the Rammelsberg as a lead-zinc deposit. To contribute towards the understanding of these questions an archaeometric study of archaeometallurgic waste- and byproducts, such as slag, furnace lining, furnace wall, litharge and spilled metal drops was undertaken. It builds the base of the interpretation of the metallurgical activities that have taken place at the Huneberg and is contrasted with previous studies. It is suggested that copper, lead and silver in form of argentiferous lead were produced on site, using a complex multi-step process, taking full advantage of the numerous structural features of the site, e.g. the three furnaces present on the site. Successive smelting episodes produced black copper of increasing purity as well as a rather rich argentiferous lead. Because the site is similar to may other sites it is further suggested the mode of metal production at the Huneberg followed a more or less stringent set of recipes and traditions. The mass of 1600 kg slag recovered from the site suggest a copper production of some 600 kg or less, depending on the ore quality. Lead is thought to have been produced in similar quantities, which in turn would mean that the site produced also 1.4 kg of silver during its operation.

Through a large, informal coalition, the political parties have responded to various internal conflict constellations.

This paper examines the effect of changes in the duration of unemployment insurance on various measures of post-unemployment job quality within the context of Germany after the Hartz reforms. I find a significant positive effect of UI duration on re-employment wage, as well as significant effects for certain demographic groups indicating increased occupational prestige, job satisfaction, and satisfaction with hours of work. I find no significant effect on distance from home to work. I find that the positive relationship between UI eligibility and unemployment duration is based solely on the unemployment durations of those who exit the labor force after unemployment; I find no evidence of a link between UI eligibility and unemployment duration for those who found jobs at the end of their unemployment spells. To understand these results, I propose several possible explanations: heterogenous job search behaviors among those with different UI durations, a psychological burden of impending UI exhaustion, a negotiation advantage of a higher reservation wage for those with longer eligibility, or the possibility that my data simply failed to observe a positive relationship between UI duration and unemployment duration. Finally, I present one possible policy response to these findings, aimed at reducing the problem of free riding

Resumen
Many European countries have experienced a significant increase of unemployment in recent years. This paper reviews several theoretical models that try to explain this phenomenon.
Predominantly, these models claim a link between the poor performance of European labor markets and the high level of market regulation. Commonly referred to as the Eurosclerosis debate, prominent approaches consider insider-outsider relationships, search-models, and the influence of hiring and firing costs on equilibrium employment.
The paper presents empirical evidence of each model and studies the relevance of the identified rigidities as a determinant of high unemployment in Europe.
Furthermore, a case study analyzes the unemployment problem in Germany and critically discusses new reform efforts. In particular this section analyzes whether the recently enacted Hartz reforms can induce higher employment.

Drei verschiedene Arbeitsmarktmodelle dienen dazu: Ein Wettbewerbsmodell (Marshall (1920)), ein rigides Arbeitsmarktmodell (Pigou (1933)) und ein Matchingmodell (Pissarides (2000)). Unterschiedliche Hypothesen über den Zusammenhang von mehreren Arbeitsmarktindikatoren werden theoretisch hergeleitet und empirisch evaluiert. Diese Arbeit adressiert drei Forschungsfragen: Welcher Art ist das große Beschäftigungswachstum in Deutschland nach 2005? Waren Angebots- oder Nachfragefaktoren wichtiger für die Lohnspreizung nach 2003? Welche der zwei Hypothesen ist plausibel? a) Ein negativer Schock auf die Lohnstarrheit wegen sinkender Gewerkschaftsmacht und/oder beschäftigungsbewussten Lohnabschlüssen oder b) ein positiver Arbeitsangebotsschock aufgrund von Arbeitsmarktreformen. Die Antworten auf die drei Fragen sind: Das Beschäftigungswachstum seit 2005 vollzog sich primär über eine Ausweitung der Erwerbstätigen durch mehr Teilzeitarbeit. Die Lohnspreizung auch für Teilzeitbeschäftigte, welche mit einem eigens erstellten synthetischen Datensatz untersucht wird, begann 2003 und endete 2011. Die Kovariation des deutschen Arbeitsmarkts in dieser Zeit, also negative Korrelationen von Löhnen mit Beschäftigungs- bzw. Partizipationsmaßen, passen am besten zu einem Wettbewerbsmodell mit dominanten positiven Arbeitsangebotsschocks. Interpretation ist, dass diese positiven Angebotsschocks durch die Arbeitsmarktreformen induziert wurden.
The goal of this thesis is to analyze labor demand and labor supply factors in Germany since reunification. It is based on three different labor market frameworks: a competitive labor market model (Marshall (1920)), a rigid labor market model (Pigou (1933)), and a search-and-matching model (Pissarides (2000)). Differing hypothesis about the co-variation of labor market indicators are derived theoretically, and are evaluated empirically. Three research questions are addressed in this thesis: What is the nature of the large expansion of employment in Germany after 2005? Were supply or demand factors more important for the increase in employment and wage dispersion after 2003? Which of the two competing hypotheses is more plausible? a) A negative shock to wage rigidity due to declining union power and/or more employment-conscious wage bargaining, or b) a positive labor supply shock due to changes in labor market policies. The main findings corresponding to the three stated research questions are: The expansion of employment in Germany since 2005 has primarily been at the extensive margin due to the increase of part-time employment. The Dispersion of hourly wages, which is expanded in a synthetic panel to include part-time employment, began in 2003 and ended in 2011. The labor market outcomes in Germany in this period, namely the negative correlation of wages with employment and participation, correspond most closely to the competitive labor market model with dominant supply shocks. These positive labor supply shocks are interpreted to be induced by major labor market reforms.

This thesis examines the contemporary German labour market regime, answering one theoretical and one empirical research question. The theoretical question is: How can we analyse labour market institutions with a theory of social justice that is sufficiently parsimonious to conduct concrete empirical research? The empirical research question is: Are the labour market institutions of the German Hartz Regime socially just? The thesis proceeds in two parts. After defining the Hartz Regime, it reviews theories of justice applied to comparative political economy – particularly the social investment paradigm’s appropriation of the capability approach. With the epistemological fallacy of reification evident in the latter, the thesis constructs a critical epistemic framework based on Habermas’s system and lifeworld distinction, with their respective instrumental and normative forms of reasoning, to theorise social justice as 1) parity of participation between a plurality of normative action orientations towards labour market participation, and 2) equivalent moral standards despite functional differentiation in the system. Utilising vignette-driven interviews with Jobcenters personnel, unemployed individuals, firms, and union representatives in four regions of Germany, findings suggest that the Hartz regime does not grant parity of participation. However, the asymmetric application of moral reasoning towards different positions in the social structure is more prevalent – with capital and rentier classes enjoying increasing rights to treat the wage labour relation instrumentally rather than as the moral duty expected of labour and state dependants. The thesis then reconstructs a theory of social justice for future use in comparative political economy.

German companies or German-based subsidiaries of international businesses may become subject of, or otherwise involved in, investigations by German or foreign regulatory or law enforcement authorities. In the context of such investigations, it is not unusual for the concerned company to face informal requests from German or foreign regulatory and law enforcement authorities for voluntary cooperation. Oftentimes, such requests focus on the transfer of electronic data for investigatory purposes, and such data typically relate, in whole or in part, to individuals (e.g. employees, suppliers and customers). In these and other cases, compliance of German companies or German-based subsidiaries with informal requests from regulatory and law enforcement authorities may itself entail a compliance risk or even constitute a breach by the corporate entity of the German data protection laws resulting in criminal prosecution, administrative sanctions, or damage claims and other actions by third party individuals. This article outlines the scope of application of the German Federal Data Protection Act, introduces the applicable statutory provisions, and discusses the relevant considerations in the context of an informal request by a regulatory or law enforcement authority for voluntary cooperation in the context of global investigations, in particular where a German-based entity faces requests from authorities abroad.

AbstractSentenza 238/2014 has led to a sharp dissonance between the international law of state immunity as interpreted by the International Court of Justice (ICJ) and Italian constitutional law as understood and applied by the Corte Costituzionale. While the interpretation and application by the Italian Constitutional Court (ItCC) of the access-to-courts provision in the Italian Constitution may not have been inevitable, this does not remove the need for finding a solution to the stalemate between international and domestic law. On the one hand, the easy solution, namely that the rejection of German state immunity from jurisdiction does not necessarily remove immunity from execution into German property, appears unlikely to be accepted by the ItCC because it would give stones rather than bread to the complainants and render court access a futile exercise. On the other hand, bringing Sentenza to its logical conclusion would result in Italy having to return to Germany what Italian courts took from her by requiring compensation—either by way of the general international law of restitutio in integrum, which the Corte Costituzionale has neither contemplated nor contradicted, or by way of the 1961 Treaty between Germany and Italy in which Italy promises to indemnify Germany against any further claims. Thus, a compromise would have to distinguish between full access to the Italian courts notwithstanding international immunity—as required by the ItCC—and substantive law, which could accept a more symbolical recognition of the suffering of the victims. That recognition could stem from a direct source other than the two states involved, such as a common fund, and address only the small group of immediate victims who were unjustly, if arguably legally, excluded from the previous compensation scheme of the 1960s. It is by no means certain, however, whether such an outcome would be acceptable to all sides—including the Corte itself. Thus, legal certainty would have to be established as quickly as possible so that the victims can still receive at least symbolic compensation.

AbstractThe chapter looks at climate change litigation against the backdrop of existing law. It uses a comparative approach to discuss tort and nuisance type cases that have principally occurred in the U.S., Germany, and the Netherlands. The chapter establishes different categories of horizontal civil litigation and discusses key legal and forensic issues where climate cases serve particularly well as a reference area for transboundary corporate liability. This includes justiciability, causation, standing and compensable damage as well as the existence and extent of a duty of care.

An important part of the work described here was a study of existing international experience in investigating deep geological repository sites. The objective of this study was to derive a basis for planning the content and extent of investigations which might be carried out in Germany in the future. Such investigations would be required in the course of a site selection process for a repository for HLW (high level radioactive waste). For this purpose information on suitable sites was gathered, mainly from literature sources. Suitable in this context meant two things. Firstly, the investigated site should be in rock similar to four being considered in Germany (salt, clay, crystalline and other hard rock under a clay cover). Secondly, the investigations carried out could reasonably be considered as being intended to lead to the use of the site as a repository. The investigation processes were presented, analysed and compared. The comparison was based on the quality and the intensity of the methods employed to obtain the information necessary for deciding between candidate repository sites in terms of safety and the feasibility of construction. In the final stage of the work the analysis and presentation method developed for the international sites was applied to the investigations already carried out at three German sites (Gorleben — a prospective HLW repository, Morsleben — an existing but now not operational repository for radioactive waste and Konrad — a repository currently under construction). The reported investigatory work was compared with the ideal investigations developed on the basis of the existing international experience.

"We present an old process developed more than a hundred years ago at American universities. It means professional, journalistic and academic forms of writing. It also includes poetry and narrative forms. Creative writing has always been at the heart of university education. Today, there are more than 500 bachelor's degree programs and 250 master's degree programs in this subject in the United States. In other fields of study, it is mandatory to enrol in this subject. After World War II, it came to Europe, first to England and later to Germany. Here, ""... since the 'Sturm und Drang' (1770-1789) of the early Goethe period, the autodidactic poetics of the cult of genius prevailed. The teachability of creative writing has been disputed ever since and its dissemination has therefore always had a hard time in Germany"" [von Werder 2000:99]. It is rarely found in the curricula of German universities. At the Dresden University of Applied Sciences, we have been practicing it for five years with great response from social work students. They learn different methods: professional writing for partners and administration, poetic writing for children's or adult groups, scientific language for their final thesis and later publications. Although we offer it as an elective, more than 80% of students choose it. Final papers are also written on these creative topics or using the methods learned. ""Writing forces economy and precision. What swirls chaotically around in our heads at the same time has to be ordered into succession when writing"" [Bütow in Tieger 2000:9]. The winners of this training are not only our former students! Children in after-school programs and youth clubs improve their writing skills through play. Patients in hospitals work on their biographies. People who only write on the computer discover slow and meaningful writing, activating their emotional system. Therefore, this paper will show how clients benefit from creative writing skills of their social workers and what gain other disciplines can expect as well."

Abstract Based on successful developments in the field of high-speed flame spraying (HVOF) equipment, HVOF spray materials (powder), and HVOF process technology, this paper describes the increasing use of HVOF as a replacement for hard chrome plating. It presents the results of laboratory and operational evaluations of the HVOF-sprayed coatings as a replacement for hard chrome in the aviation industry. Paper includes a German-language abstract.

Abstract One candidate alternative to chrome plating and hard anodizing is a tungsten carbide (WC) coating applied by the High Velocity Oxy-Fuel (HVOF) process. HVOF WC coatings are currently being evaluated in many service life tests, including fatigue. The purpose of this paper is to compare the fatigue life of HVOF WC coated specimens with the fatigue life of hard anodized and bare aluminum specimens. This work examines WC thermal spray coatings as candidates for replacement of hard chrome plating and hard anodizing in aircraft and helicopter applications such as landing gear. In fatigue testing, the results showed an expected fatigue deficit for hard anodizing as compared to bare aluminum. Paper includes a German-language abstract.

Resumen
New simple and duplex coatings were elaborated by triode sputtering and ionic nitriding, imposed to low alloy steel and characterized by the mean of various experimental techniques (EDS, XPS, XRD, SEM, TEM, FTIR, …). Their ability to protect substrate against corrosion and wear has been evaluated. These deposits are either CrN or ZrN monolayer, or nanocomposite deposits formed by the dispersion of BN into ZrN matrix. The experiments show the good physical, chemical and mechanical properties of the films. The tribological analysis permitted us to define the optimal conditions of triode sputtering and the ionic nitriding ones used in the duplex treatments. A great amelioration in the tribological properties was observed and was explained by the good stress repartition into the layers. Simples and duplex treatments were imposed to low alloy steel cutting tools. Their application in peeling of wood and corrosion shows their efficiency.

The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.

The UK’s 2021 Integrated Review of security, defence, development and foreign policy describes Russia as ‘the most acute direct threat to [the UK’s] security’ in the 2020s. Relations did not get this bad overnight: the trend has been negative for nearly two decades. The bilateral political relationship is now broken. Russian policymakers regard the UK as hostile, but also as weaker than Russia: a junior partner of the US and less important than Germany within Europe. The consensus among Russian observers is that Brexit has reduced the UK’s international influence, to Russia’s benefit. The history of UK–Russia relations offers four lessons. First, because the two lack shared values and interests, their relationship is fragile and volatile. Second, adversarial relations are the historical norm. Third, each party exaggerates its importance on the world stage. Fourth, external trends beyond the UK’s control regularly buffet the relationship. These wider trends include the weakening of the Western-centric international order; the rise of populism and opposition to economic globalization; and the global spread of authoritarian forms of governance. A coherent Russia strategy should focus on the protection of UK territory, citizens and institutions; security in the Euro-Atlantic space; international issues such as non-proliferation; economic relations; and people-to-people contacts. The UK should pursue its objectives with the tools of state power, through soft power instruments and through its international partnerships. Despite Brexit, the EU remains an essential security partner for the UK. In advancing its Russia-related interests, the UK should have four operational priorities: rebuilding domestic resilience; concentrating resources on the Euro-Atlantic space; being a trusted ally and partner; and augmenting its soft power. UK decision-makers should be guided by four propositions. In the first place, policy must be based on clear, hard-headed thinking about Russia. Secondly, an adversarial relationship is not in itself contrary to UK interests. Next, Brexit makes it harder for the UK and the EU to deal with Russia. And finally, an effective Russia policy demands a realistic assessment of UK power and influence. The UK is not a ‘pocket superpower’. It is an important but middling power in relative decline. After Brexit, it needs to repair its external reputation and maximize its utility to allies and partners, starting with its European neighbours.

Public procurement of goods and services contributes to about 15% of global greenhouse gas emissions. In the EU, public purchasing represents 15% of its GDP, acting as a major influencer on the market through the products and services acquired by governments from the local to national levels. The public sector has a role to play in leveraging this purchasing power to achieve the best societal value for money, particularly as we scramble to bend the curve of our planet’s warming. Globally, the construction and transport sectors each represent about 12% of government procurements’ GHG emissions. Furthermore, these sectors’ decarbonization efforts demand profound and disruptive technological shifts. Hence, prioritizing these sectors can make the greatest impact towards reducing the environmental footprint of the public sector and support faster decarbonization of key emitting industries. Meanwhile, the EU committed to achieving 55% reduction in GHG emissions by 2030 compared to 1990 levels. Drastic emissions reductions are needed at an unprecedented speed and scale to achieve this goal. Green Public Procurement (GPP) is the practice of purchasing goods and services using environmental requirements, with the aim of cutting carbon emissions and mitigating environmental harm throughout the life cycle of the product or service. While the EU and many of its Member States alike have recognized GPP as an important tool to meet climate goals, the formalization of GPP requirements at the EU level or among local and national governments has been fragmented. We call for harmonization to achieve the consistency, scale and focus required to make GPP practices a powerful decarbonization tool. We surveyed the landscape of GPP in the EU, with a focus on construction and road transport. Through interviews and policy research, we compiled case studies of eight Member States with different profiles: Sweden, the Netherlands, France, Germany, Estonia, Poland, Spain and Italy. We used this information to identify solutions and best practices, and to set forth recommendations on how the EU and its countries can harmonize and strengthen their GPP policies on the path toward cutting their contributions to climate change. What we found was a scattered approach to GPP across the board, with few binding requirements, little oversight and scant connective tissue from national to local practices or across different Member States, making it difficult to evaluate progress or compare practices. Interviewees, including policy makers, procurement experts and procurement officers from the featured Member States, highlighted the lack of time or resources to adopt progressive GPP practices, with no real incentive to pursue it. Furthermore, we found a need for more awareness and clear guidance on how to leverage GPP for impactful societal outcomes. Doing so requires better harmonized processes, data, and ways to track the impact and progress achieved. That is not to say it is entirely neglected. Most Member States studied highlight GPP in various national plans and have set targets accordingly. Countries, regions, and cities such as the Netherlands, Catalonia and Berlin serve as beacons of GPP with robust goals and higher ambition. They lead the way in showing how GPP can help mitigate climate change. For example, the Netherlands is one of the few countries that monitors the effects of GPP, and showed that public procurement for eight product groups in 2015 and 2016 led to at least 4.9 metric tons of avoided GHG emissions. Similarly, a monitoring report from 2017 showed that the State of Berlin managed to cut its GHG emissions by 47% through GPP in 15 product groups. Spain’s Catalonia region set a goal of 50% of procurements using GPP by 2025, an all-electric in public vehicle fleet and 100% renewable energy powering public buildings by 2030. Drawing from these findings, we developed recommendations on how to bolster GPP and scale it to its full potential. In governance, policies, monitoring, implementation and uptake, some common themes exist. The need for: • Better-coordinated policies • Common metrics for measuring progress and evaluating tenders • Increased resources such as time, funding and support mechanisms • Greater collaboration and knowledge exchange among procurers and businesses • Clearer incentives, binding requirements and enforcement mechanisms, covering operational and embedded emissions With a concerted and unified movement toward GPP, the EU and its Member States can send strong market signals to the companies that depend on them for business, accelerating the decarbonization process that our planet requires.
