Resumen
The Covid pandemic has raised various legal issues, fueling the scientific debate on the relationship between fundamental rights and freedoms in the global emergency context. Moreover, a case law has started developing within the different jurisdictions. Additionally, constitutional Courts, in different countries, have ruled over potential conflicts of interest among central powers and local ones, and even some decisa of the Court of Justice of the European Union have started “blossoming” in this area. Against the backdrop of this analysis, the paper discusses the main legal problems sparked off by the declaration of the state of emergency, with a focus on the main EU jurisdictions and with glimpses of non-EU countries. The aim of this is to discuss the balance between fundamental rights and liberties in decisa in different legal systems, as well as the interpretation given to principles of proportionality of the public health measures, adequacy, precaution and loyal collaboration and the relationship between freedom and limits to public power. Bearing this in mind, the purpose of the work is to demonstrate that, first and foremost, in Europe there is room for both a formal and a substantial recognition of common rights and liberties in terms of interpretation and application of constitutional traditions, shared by the different Member States. The relevant adherence to these principles is guaranteed by the European Court of Justice. Second, the recovery after the pandemic is an open challenge. An important opportunity for Europe and its Member States is materialising, and this is to take a step forward on the bumpy path toward a European Political Union capable of strengthening a structure weakened by several earthquakes. A path and a project still plenty of pitfalls that needs to regroup around a central core increasing unification among European peoples (art. 1 TEU), which has never meant to be an alternative to national identity. In 2019 the climate movement experienced an unprecedented growth in its mobilization capacity and its political and media impact. This success is closely linked to the rise of Greta Thunberg and her global impact, as well as to the organization effort of “Fridays for Future” in hundreds of local groups around the globe. This paper studies the connection between these two elements based on the movement frame analysis and its dissemination on social media. Through an analysis of the activists’ speeches and social media messages, Greta's key role in the establishment and evolution of a new frame for the climate movement can be seen. This is reinforced and legitimized with her own personal story told through the hero's journey or monomyth. Then, the inclusion and adaptation of Greta's frame in the local group of “Fridays for Future” in Barcelona based on the content analysis of its publications on Twitter and Instagram will be analyzed. The results show how, despite the reluctance regarding personified leadership, Greta's frame has a significant influence on the discourse of the local movement and on the “Fridays for Future” Barcelona’s social media followers. The analysis also provides empirical evidence of the relevance of glocal dynamics in online social movements. En 2019 el movimiento climático da un paso adelante sin precedentes en su capacidad de movilización e impacto político y mediático. El éxito del movimiento está muy vinculado tanto a la figura de Greta Thunberg y su impacto global, como a la implantación de «Fridays for Future» en centenares de ciudades de todo el mundo. Este artículo analiza la relación entre estos dos elementos a través del análisis del marco del movimiento y su diseminación en redes sociales. En concreto se muestra, a través del análisis de los discursos y mensajes en redes sociales de la activista, el papel clave de Greta en el establecimiento de un nuevo marco del movimiento climático y cómo este se refuerza y legitima con su propia historia personal contada a través del arquetípico viaje del héroe o monomito. A continuación, se analiza la incorporación y adaptación del marco Greta en las redes sociales de «Fridays for Future» Barcelona a través del análisis de contenido de sus publicaciones en Twitter e Instagram. Los resultados muestran cómo, a pesar de las reticencias a la personalización del liderazgo, existe una destacada influencia del marco global de Greta en el discurso del movimiento local y en el impacto en sus seguidores. Además, el análisis aporta evidencia empírica de la relevancia de las dinámicas glocales en los movimientos sociales en el entorno online.

Resumen
This article investigates a central question in modern organization theory, how organizations adapt to environmental changes by examining the diffusion of environmental ordinances among Korean local governments, 1995 to 2016. There are two waves in the diffusion; ‘Environment Basic Ordinance (1996-2007)’ and ‘Green Growth Ordinance (2010-2013).’ We argue that Korean local governments have increasingly become autonomous and accountable actors that respond to diversified stimulus from surrounding environments, while also concerning about their own needs and capacity. Hence, in adopting ‘Green Growth Ordinances,’ competitively adopted in the 2010s, Korean local governments considered more factors than they had done for ‘Environment Basic Ordinances.’ Employing event history analysis, we find empirical support for this argument. By comparing the diffusion pattern of the two environmental ordinances, this paper traces changing mechanisms of local environmental governance as well as policy diffusion among Korean local governments.

Gender equality is a global aim that has been presented in numerous documents. However, teacher education programs in many countries still lack sustainable strategies for working towards gender equality in education. Working successfully in this area may promote more sustainable practices in schools to reach gender-fair societies. The Nordic countries are known for pro-active gender policies and they provide interesting cases for investigating achievements and struggles in the field. The purpose of this article is, from an international comparative perspective, to explore the rationales and practices when working with issues of gender equality in Finnish and Swedish teacher education and to reflect on related concepts. We describe, analyse and compare local practices, theoretical frameworks and challenges by revisiting gender and teacher education research and equality projects from the 1980s up to today. The comparative methodology chosen facilitates understanding examples from two neighbouring countries, illustrating different ways to develop policies and strategies. Local actors not only follow global claims to work with gender and equality in teacher education but also play an active role and contribute to these discourses. Our study suggests that gender equality cannot be achieved overnight; appropriate strategies need to be negotiated constantly in specific national and institutional contexts at universities and teacher education institutions.

Resumen
This paper investigates whether the COVID-19 cases and death rates affect the dynamic correlation of corporate-government bond yields. Therefore, this study uses the daily corporate bond data with different ratings of bonds along with the COVID-19 data at both the US and global levels. Using the quantile regression approach, it produces the following results. First, the impact of daily cases differs from that of death rates both locally and globally. Second, the impact of local cases and death cases on the government-AAA yields correlation at a given quantile tends to reverse when the BBB bonds are used in the analysis. Third, global death rates significantly affect the correlation series the most at the higher quantiles. Lastly, AAA-rated bonds show higher sensitivity to COVID-19 cases and death rates than BBB-rated bonds. This finding indicates that relatively high-quality bonds are more susceptible to the pandemic period and thus calls for careful evaluation of assets included in investors’ portfolios. This study assumes that local COVID-19 data provide a better implication for constructing bond portfolios than global data. That is, their economic impact depends on the rating of the bond and tends to vary more across correlation quantiles.

Purpose – Social media connect individuals in different geographical location and allow people of different political and cultural backgrounds to discuss and participate in events that occur in distant corners of the globe. But, this does not suggest that social media promote homogeneous globalization. Rather, the local and its interactions with the global or regional views remain a powerful force in the realm of social media. The purpose of this paper is to take on the local/global factors in the social media service Twitter and analyzed the keyword-captured Chinese language tweets relating to the 2012 presidential election in Taiwan. Design/methodology/approach – Language code usage was used to sort out the community origins of Chinese language tweets relating to the election, given that distinct types and codes of Chinese characters are used within each political border. Community-specific patterns of communication were identified by cross-correlating language styles, tweeting frequency and participating users. Social network analysis was used to further characterize the local factors in the global social media. Findings – The authors found that the language styles and character types can be used to identify the regions to which the users belong. The authors were able to identify community-specific patterns of communication and reconstruct a social network that exhibits local characteristics. Originality/value – The results demonstrate that language code can be used to identify the community origin of Chinese tweets. This will enable fine-grain content-based analysis of the Chinese language social media.
